Commission bangs ‘bes TESTING STRATEGY

As part of its ongoing compliance activities, the Commission has identified a number of weaknesses in the testing procedures adopted by manufacturers and terminal providers in the terrestrial market. In view of these apparent weaknesses, the Commission considers it necessary to revisit the testing strategy and clarify the requirements of testing. In addition, the manufacturing industry has expressed an interest in reviewing the current testing arrangements to explore whether there are alternative ways to test machines, particularly for categories B1, B2, B3 and B3a which must be externally tested by an accredited laboratory, which could potentially result in cost savings. The Commission believes it would be beneficial to review the current testing arrangements to ascertain whether any cost savings could

be made and to update the document to share best practice more widely across the industry, which has been derived from lessons learned in instances where problems have arisen. The intention is to help the industry improve their

Neil Chinn passes away OBITUARY

It is with great sadness that BACTA and its members report the death of past president, life member, friend and colleague Neil Chinn, aged 60, following a short illness. BACTA extends its sincere condolences to his wife Pauline. eil Chinn was a high profile N international gambling executive having become an engineer with Burton Coin in the early 1980's before it was taken over by Associated Leisure. Neil went on to become a commercial director of BLMS, commercial director of Leisure Link and the managing director of Maygay before joining Novomatic as managing director of Astra Games until 2009. Neil then occupied a number of consultancy positions and continued

as a well-respected member of the gambling industry. He became President of BACTA in 2009 after having been elected vice chairman of Division 4 and Chairman in 2005 and worked tirelessly for the collective good of BACTA and the Gaming and Amusement Industry as a whole. Commission consults on gaming machine testing strategy COMPLIANCE

The Gambling Commission is consulting on changes to the current gaming machine testing strategy in order to clarify certain requirements. n the Gambling Commission’s view, it is considered necessary to introduce further clarification to gaming machine testing strategy as a result of lessons learned from recent compliance cases involving game manufacturers that incorrectly interpreted, misunderstood or simply failed to comply with the requirements of the testing strategy. Section 96 of the Gambling Act 2005 gives the Gambling Commission powers to ‘establish technical standards’ for gaming machines and to ‘make arrangements for any person for the administration of tests of compliance’. Categories B1, B2, B3 and B3a must be independently tested by a Commission accredited lab, whereas B4, C and D may be tested in the same manner or alternatively by the original manufacturer.Where the original manufacturer tests the game internally they must do so in a prescribed manner, taking into account best practice in respect of in-house development, testing methodology and final release. The purpose of the testing strategy is to ensure games are sufficiently tested prior to commercial release, to ensure that games meet the requirements of applicable regulations and Commission technical standards, and to provide assurances that the player will receive a fair game;a transparent game (game rules are true and accurate, not misrepresented); an average return to player (RTP) as displayed; a game which operates as designed (to mitigate the risk of bugs and other faults occurring). While aimed at manufacturers, the Commission’s Licence Conditions and Codes of Practice require that all technical licence holders, including those who supply gaming machines, comply with the requirement to test machines prior to commercial release. The majority of machine suppliers don’t test machines and would rely upon the

testing procedures and mitigate the risk of certain compliance issues recurring, which would benefit all parties including manufacturers, suppliers, retailers and most importantly players. The Commission is now consulting

on the matter and welcomes views from the industry as to how the current testing arrangements could be improved, and where cost savings or efficiencies could be made in the context of the licensing objectives.

Effectively, the Commission wants to achieve clarify on the requirement to test all‘game variants’ (each stake and prize combination or maths table, to ensure each of the game variants performs to the correct ‘return to player’ percentage), to mitigate the risk of further misunderstandings or misinterpretations. It also aims to consult on alternative testing arrangements to allow more flexibility for manufacturers to

test‘game variants’themselves,where there is a requirement to use an external accredited test lab to test the base game (applicable to machine categories A,B1,B2,B3 and B3a). Their plan is to include additional guidance, in respect of ‘complex business arrangements’ where multiple parties are responsible for the manufacture of hardware and software components of the gaming machine (terminal based products), to ensure adequate agreements are in place so that each party is aware of their testing responsibilities. The Commission hopes to include a requirement that any testing methodology must be able to evidence the correct operation of the final release version prior to the game being released. At the end of it all, the Commission is looking to ensure that a Personal Management Licence holder or appropriate responsible person (for small scale operators) sign off games as meeting compliant standards prior to game release, both for games tested externally (accredited test lab) and internally (original manufacturer).

The Rank Group has blamed the hot weather in July for a like-forlike decline in sales as it releases its interim management statement for the summer term. n the 15 weeks to 13 October 2013, the Rank Group experienced a 7 per cent decline in like-for-like revenues caused by the exceptionally hot weather in July adversely affecting customer visits across its venues, a lower casino win margin in London and a‘disappointing’ performance in Mecca’s venues and digital channel. However, the acquired casinos have performed well and integration has been completed without issue.Total group revenues increased by 15 per cent as a result of the continuing contribution from the 19 recently acquired casinos. As a result of the disappointing start to the year, management is taking both revenue improvement and cost reduction actions to

mitigate the impact of the revenue decline, particularly in the Mecca brand. The impact of these actions is expected to commence in the second half of the financial year. The board anticipates operating profit for the full year to be marginally below market expectations. However, it expects the first half of the financial year to be

materially below that reported in the corresponding period last year with a stronger second half as the benefits of management actions and the impact of its current capital investment programme in the 19 acquired casinos flow through. For Grosvenor Casinos, like-for-like revenue in the 15-weeks declined by 7 per

cent,whereas total revenue increased by 35 per cent as a result of the 19 acquired casinos. Venues were adversely impacted by the July hot weather and a lower than normal win margin in London - this contributed to a 6 per cent fall in customer visits and a 8 per cent fall in like-for-like venues revenue in the 15-week period. Total venues revenue increased by 35 per cent. Like-for-like spend per visit fell by 2 per cent in the 15-week period due to the lower than normal win margin in London, driven by major player activity. The group said in a statement: “The 19 casinos acquired in May 2013 have performed well. The acquired casinos have been integrated without issue and we are progressing

with the capital improvement programmes. The installation of new gaming product has commenced and will be completed by end of Q1 2014.The refurbishment of the Leicester and London Tottenham Court Road casinos is underway and will be completed by Christmas 2013.” It concluded:“Digital revenue continued to grow in the 15-week period, up 19 per cent, however the rate of growth has slowed due to the competitive environment. Praesepe is already working with the manufacturers to see what games it can have now with the £100 upgrade to follow. This applies to the traditional reel-based games as much as it does the multigame compendiums. JPM International loses battle and goes into liquidation

Whilst the reception to the Triennial Review has been warm and supportive around most sectors, the industry war-zones remain tense. The stand-off over FOBTs between arcades and LBOs has been left unaddressed by the review, leaving a very sore but determined Campaign for Fairer Gambling.

The JPM Group has announced that its UK manufacturing company, JPM International, has been placed in voluntary liquidation, three years after being purchased by Simon Herbert. PM International, part of the JPM Group, has gone into liquidation. Simon Herbert, the group’s owner, confirmed that he had been forced to voluntarily liquidate the company as a result of financial pressures associated with the existing pension fund acquired with the company in 2010. It was also confirmed that the JPM Group brand will continue with Synot. JPM had been a UK based manufacturer and distributor of games and gaming machines since 1972.The company has downsized drastically from the days of 300+ employees and £40m turnover in the late 80’s to the eventual outsource of manufacturing in 2004, following the MBO by the then FD and MD, from Sega of Japan.This led to the subsequent move of the Cardiff facility to more modest premises in Cardiff Bay.The R&D and administrative function resided at the head office in Birmingham during this transition and remained there until this day. In 2010, Simon Herbert bought the

company, and, after some restructuring internally, focused on materials costs and improvement in trade terms which resulted in a return to profit for FY11. At the beginning of 2012, there was an unforeseen marked decline in demand from major export customers but despite this, JPM International in unison with export customers continued its on-going commitment in development, to overcome the issues in the market, with new products and content. To complement the export business, Herbert heavily invested in the company’s working capital to pursue the UK market; but limited success was hard won and proved insufficient to offset the significant downturn in the export market. Despite the best efforts of the management, which has lowered fixed costs, improved margins and entered new markets, the root cause for the company’s demise is the legacy liability of the defined benefit pension scheme that has passed

down through successive owners. The company historically made a commitment to monthly contributions to alleviate the deficit, which per the latest FRS17 valuation is in excess of £30m. The top-up contributions have risen year on year from £150,000 per annum in 2011, to their current level of £250,000 per annum in 2013, with an increase of a further £50,000 per annum until 2038. In light of the downturn in economic conditions this could no longer be sustained. When it became apparent that the company could no longer pay its creditors if and when they fell due, in addition to making the pension top ups, the directors felt they had no option other than to take professional advice about winding up the JPM International. On 4 October 2013 a board meeting was held and FRP Advisory LLP has been instructed to assist management in placing JPM International into voluntary liquidation.

It was a prime opportunity for the government to exercise the precautionary principle and reduce the stakes on these addictive machines from £100 to £2, bringing them in line with all other British gaming machines.” He continued: “There is mounting empirical and anecdotal evidence that FOBTs are driving the proliferation of betting shops, contributing to problem gambling, causing crime and violence in local communities, impacting on the working conditions of betting shop staff and being used for criminal activities such as money laundering.” The Campaign submitted a consultation to the Triennial Review in April, presenting its evidence that FOBTs are in breach of the three licensing objectives set out in the Gambling Act 2005. Since then the Campaign has commissioned a poll of betting shop customers in Newham, identifying that 87 per cent viewed FOBTs as addictive. It argues that the idea further research, as relied upon by DCMS to delay taking action, will give any more insight is baseless as this research is not dedicated to understanding FOBT problem gambling. Webb concluded: “The Gambling Commission, an unelected quango of career administrators, should not be trusted by DCMS. The Gambling Commission, working with the Responsible Gambling Trust and the Responsible Gambling Strategy Board, are all complicit in keeping this highly addictive product on our high streets and protecting the bookmakers’ vested interests.”

Developers want to transform the town’s former Marconi site. The 14-acre land was bought by BAE Systems in 2000, but is now largely vacant. Although the plans are still in early stages, they include an eight-screen cinema, a 20-lane tenpin bowling complex, a fitness centre and a 60-bedroom hotel. Community leaders welcomed having more leisure facilities in Waterlooville -

particularly as 3,000 new homes are being built to the west. Councillor Olwyn Kennedy, who represents Stakes estate, said: “A cinema will hopefully be an asset for that side of Havant borough. Particularly with the Major Development Area, there’s going to be a mini population explosion. There’s not enough facilities for the existing population, let alone all the people that are going to be moving into the new homes.” But she added: “We have a successful bowling alley in Bedhampton. Providing it does not detract from the existing one, I don’t have a problem with it.” Plans were approved last year for the site to be trans-

formed into 18 business units, a car showroom, a hotel and restaurant. However, following a marketing campaign, it has been established there is not the demand for business units due to competition from Lakeside and Langstone Technology Park. The development, if approved, would create hundreds of new jobs. In his planning report, Laurence Holmes, senior planner at Harris Lamb Property Consultancy, said: “The proposals offer a viable development solution for this site following extensive marketing and are intended to create an enhanced leisure-led destination for Waterlooville.”

Seaside resorts suffer a disproportionate loss of hotel rooms SEASIDE TOURISM

In a worrying development for the seaside amusements sector, a new report has shown that the number of hotel closures in coastal areas is exceeding the number of those opening.

lmost 40,000 hotel rooms have closed in the UK during the past decade, with the majority being small unbranded independent properties in seaside areas such as Blackpool, Cornwall and Torbay according to new research. The report,published by hotel industry expert Melvin Gold Consulting,indicated that at least 39,174 rooms have closed in 2,139 hotels - an average size of 18.3 rooms per property. Most worryingly for the seaside amusement industry, the study found that closures in resort areas are the most significant category overall,with Blackpool, Bournemouth, Cornwall, Torbay and the Isle of Wight, as well as The Channel Islands, all featuring high levels of closures. Whereas new hotel openings outnumbered the number of clo-

I still expect them to comprise up to 40 per cent of the future UK hotel market, but the majority of UK hotels will be branded within the next decade.” The report states the UK serviced accommodation sector currently comprises around 730,000 rooms, of which 43.5 per cent are part of hotel chains, with consortia membership comprising 4.7 per cent. Although independent, unbranded properties still account for the majority of hotels in the UK - 51.8 per cent - Gold’s research revealed this is fast changing. In particular, the branded budget hotel sector has grown 10 per cent every year in the past decade and exceeded 20 per cent in decade prior to that, bringing its total to over 130,000 rooms, some 17.8 per cent of the total number of rooms in the country. Gold explained:“This process of change reflects the requirements of the twenty-first century consumer and also creates increased employment opportunities as the supply-base moves towards larger, branded hotels. “From 2003 to the end of 2013, 103,612 new hotel rooms have opened in the UK. Even taking account of closures I expect continued growth and the UK hotel industry to have more than 850,000 rooms by 2030.”

The Big Interview: Peter Weir As December approaches, Peter Weir, chief executive of the IOA Group, takes a look back on the year and discusses the ongoing importance of independent machine operators. oinslot: How has trading been for the IOA in 2013 and what’s your verdict on the year to date? Peter Weir:Trading is difficult for everyone who is involved in supplying the pub industry, and there’s no getting away from the fact. In many ways I think it’s true that the real machine operators and the ones which don’t act simply as brokers of product, come into their own when times are hard and this is what the IOA has demonstrated, recording the best machine income results across a number of customers and winning business as a result. Machine Games Duty (MGD) has given us some flexibility, which we have been successful in exploiting for the benefit of our customers.

CS: How much value do you think customers place on the fact that you are independent? PW:The simple answer to your question is ‘an awful lot’, and we have the evidence to prove it! We commissioned an attitudinal survey, conducted by a research agency, which asked exactly this question. Some 91 per cent of respondents believed having an independent status was a positive.What that means in practice is that our customers know that we have no commitment to a particular style of machine, for example reels versus digital, that we have no ownership, association or link with a machine manufacturer and no vested interests.All that matters to us - and the only dogma to which we subscribe - is the power of the cash box. Which machine is the best product and which machine has the capability to generate the highest income for their business? It’s transparent and it’s straightforward. CS: What are the key advantages of the IOA when it comes to machine operation in pubs? PW:We have covered independence, and that is part of a broader and really important cultural issue which revolves around ownership.Whilst the IOA Group is able to deliver all of the operational pre-requisites such as national coverage courtesy of 22 depots, advanced IT support and so on, there are some characteristics which remain unique to the IOA.When I look at the executive team,it is significant that they are all successful business people who have either established or in the case of the second generation coming through,helped to grow the family business. Successful entrepreneurs are special people who bring a certain way of doing things to an organisation.They know the importance of service and value and they go the extra distance in order to deliver it.

The further the principal is removed from the shop floor the quicker the service ethic becomes a commodity. The way that the IOA is structured also delivers huge advantages to customers. It means that whilst they benefit from the scale of being part of a bigger organisation, they also receive the special insight provided by a local company, which I believe is a real positive. Aligned to this we can draw on decade upon decade upon decade of experience and machine knowledge which is absolutely essential when it comes to big issues such as the implementation of the Triennial. CS: What are your initial thoughts on the new Cat C prize uplift? How important was the Gambling Commission announcement? PW:The prize is obviously much more marketable than anything that’s gone before, and it provides us with a platform from which we can mount a compelling campaign to attract more players and perhaps re-engage with those that have lapsed.We have been working closely with the community of games designers in order to help them bring a properly focused player-centric approach to the opportunity.The feedback that we are getting from the market is to keep the changes simple, to understand and to offer regular wins with a mix of small and large prizes. Regular wins create extended dwell time, which has a positive impact on footfall and by extension a pub’s bottom line. CS: What are the main hurdles currently facing the pub sector, and how does the IOA help address these challenges? PW:Taxation is a major, major issue which has succeeded in pricing the person on the street - our ultimate customer - out of his/her local pub. Anything which reduces a pub’s footfall is extremely bad news for machine income.That’s why it was so refreshing to see the Chancellor seemingly take these issues so seriously

when, on the basis of all the powerful and evidential backed arguments presented by the industry, he made the only sensible decision and opted to abolish the beer duty escalator completely. Since the duty escalator was introduced in 2008 the UK has lost some 6,000 pubs with a resulting removal of gaming machines, which represents the bread and butter for all operators.The Category C low stake gaming sector, unlike the mini casino offering in licensed betting offices, which continue to cause so much controversy, requires strong footfall and we need to explore ways of bringing more people across the pub threshold and then engaging them with the machine offering. CS: How would you describe the importance of gaming to your pub customers? PW: Clearly, the revenues generated by Category C gaming represent a fundamental part of the overall income for many Pub Cos.A pub’s core business revolves around the income from wet sales and food, so for an ancillary product such as gaming to generate what it does, is outstanding. I have always encouraged our customers to see gaming as an additional cash till whereby the income going into the cash till is maximised by working with a skilled and professional operator which shares the same commercial objective.The big challenge for the machine sector,and operators in particular, is to explore ways in which we can maximise income in what are changing and dynamic environments.This is particularly the case in pubs where food is such an important income driver. The operator needs to identify how it can work within that space, respect the core commercial proposition and at the same time maximise the income potential of the machines. I think achieving that explains the difference between what I would describe as ‘a plug in and walk away’ operator and one which thinks and behaves like a professional, informed and dedicated consultant machine operator. Gaming machines and ancillary equipment have always made a significant profit contribution to pub companies and we try and get licensees to see their AWPs as an additional till, simply as a method of raising the profile of gaming and reflecting its importance to the generation of profits. The IOA’s attitude to change and progress is a refreshing one in an industry that, like it or not, is in a state of flux. Pubs inevitably change, and the product offering must therefore evolve to suit the new breed of clientele. To this end, the IOA works closely with manufacturers to take full advantage of any opportunities offered, such as by MGD last year and the Cat C prize uplift coming soon in 2014. Put simply, the IOA looks to identify any market changes, interpret and then deliver the opportunities for its customers.

Having met and spoken to several members of the IOA over the last seven years, there are two fundamental reasons why manufacturers can work with the IOA with confidence. The first is the amount of industry experience they all have. They won’t thank me for this, but their combined number of years working in coin-op must be approaching the thousand mark by now! The second is that the IOA makes a significant contribution to BACTA and the group works very closely with the industry’s trade body, with one of the group foremost members Steve Hawkins now, of course, BACTA president. BBC and Merlin strike major licensing partnership deal A new amusement area based on the BBC’s popular CBeebies television channel will open at Alton Towers next year. BC Worldwide and Merlin Entertainments have announced a new partnership deal that will see the development of a new area in Alton Towers, the UK’s leading theme park resort. CBeebies Land will launch at Alton Towers in Spring 2014. The unique experience will be the first of its kind in the UK - and will be Alton Towers’ first and only single-branded area - bringing to life some of the most-loved characters from CBeebies, the nation’s top children’s television channel. The planned five-acre site within Alton Towers Resort will offer plenty of opportunities for younger children to interact with some of their favourite characters and TV shows. CBeebies Land will include rides, immersive play areas, live experiences, character appearances and will be a safe and fun environment for pre-schoolers to play and learn. CBeebies Land will create experiences that inspire children with bright ideas, provide hands-on learning experiences, encourage pre-schoolers to explore and understand more about themselves and put a smile on the face of everyone who visits. The area will be updated frequently with new content, while a seasonal pro-

gramme of events will run alongside the main attractions ensuring that no two visits to CBeebies Land will be the same. Senior Machine Technician/Manager based at The London Palace Bingo Club to oversee and maintain their entire machine operation. This will include travel and working in all our sites. In addition we are appointing 1 Full and 2 Part Time Fruit Machine Technicians to work in The London palace only. We operate the largest number of handheld computers in any bingo club over, 600 in fact and some 150 computer based fruit machines. These are in use at all times throughout the day, so we are looking for people who are not just great with machines but great with people too, and always ready to help customers regardless of what the problem might be. We are a family based business where we strive to maintain a high level of welcome and service, whilst at the same time make everyone have a great time. We are looking for energetic people with personality, drive and great customer skills and who behave in a mature and caring way, who are kind and would put yourself out for anyone and is a hard worker, who works to perfection and if you feel you are one of these, then this is something for you. Comment Another change for us all to embrace

All change at ExCel! alex lee comment ime flies when you’re having fun, or so I’ve heard.The amusement and gaming industry is,admittedly, a lot of fun. It’s both competitive and communitydriven, and once people get stuck into it,they tend to stick around for quite some time. I can’t believe, for example, that if you count my nine-year run on consumer console magazines, my brief stint as an SWP games creator and my two years at Intergame I myself have been ‘in the industry’ - one way or another - for approximately 20 years. I don’t for one second doubt that next year, as we all gather for the EAG International at ExCel, that there’ll be time for reminiscing at the bar about ‘the good old days’, the ‘glorious Earls Court shows of yore’ and so on. Change, however, is as inevitable as global warming, and that, ultimately, is what keeps the coin-op industry interesting, vibrant and challenging. To this end, I’m sure everyone noticed the DCMS’ latest attempt at giving soft gaming a shot in the arm with its recent stakes and prize uplifts. When I first attended ‘the show’ back in 2000, I was there on a mission to see what the best-in-class SWP games were, how I could learn from them and, ultimately, how I could compete with them. Next year it’ll be with a view to seeing how quickly and decisively the industry has reacted to the changes in stakes and prizes with, no doubt, some tasty new prod-

uct lines with which to stimulate the market. I’ve always seen the EAG, and the ATEI before it, as a microcosm of the industry and a bellwether for the year ahead. With those thoughts firmly in mind, I truly believe that next year, despite the incredibly awkward timing of the ‘Triennial’ (note use of inverted commas there as it wasn’t quite a ‘Triennial’ in the truest sense of the word) will be a watershed in coinop. My belief is that the industry can build on 2013’s glorious summer - and Southend’s finest can recover from the awful flooding it suffered - and continue its upward curve as the government finally realises that coin-op provides the safe, well-regulated and fun environment that the Gambling Commission strives to uphold. One positive thing that has come out of the above mentioned red tape machine is that the UK coin-op sector is the most regulated of industries, and as a by-product, has become the most professional of industries.We can all give ourselves a quick pat on the back for that, before getting straight back onto the task in hand - how to maximise our earnings from the new stake and prize levels. On a more sombre note, I was saddened to hear about the death of industry stalwart Neil Chinn,an ex-president of BACTA, who passed away last week after a battle with cancer. My sincere condolences go to his family.

Online bingo is still the beer tie continu

alex lee media watch would invest more in their pubs, employ more Lstafficensees and stock a wider selection of beers if they were offered a free-of-tie deal, according to a Federation of Small Businesses survey, as reported in the Publican’s Morning Advertiser. Research from the FSB shows that 79 per cent of tied tenants believe their pubco takes too much money out of their business. And just over half (51 per cent) believe that they would pay a lower rent in an open market. The survey of 500 licensees showed rent satisfaction levels varied between the six biggest tenanted pubcos - with Enterprise and Punch rents causing the greatest dissatisfaction (80 per cent+) and Marston’s causing the least dissatisfaction (59 per cent). Nearly nine out of 10 respondents (88 per cent) indicated that they would take a free-of-tie option with an independently assessed fair rent if it was offered by their pubco. And, of those, a significant majority said it would allow them to invest more in the fabric of their pubs (78 per

cent), their staff (75 per cent) and their advertising and promotions (74 per cent). Nearly two-thirds (62 per cent) said it would encourage them to stock a wider range of beers. John Allan, national chairman of the FSB, said: “The big pubcos are as bad as each other and their tenants don’t feel they are getting a fair deal. They want to give their punters more choice as well as interesting craft beers. The statutory code can’t come soon enough. The six largest pubcos are able to control the relationships to their own advantage and are under pressure to reduce debt by increasing income from rent and selling off pubs. Considering current conditions, we believe that it is not possible for the large pub companies to operate credible voluntary regulation.” Toby Perkins, Labour’s Shadow Pubs Minister, said: “This survey demonstrates the urgent need for a mandatory free-of-tie option for landlords. This would be a free market solution which would allow publicans to compete on a level playing field. Labour have

been working closely with the FSB, CAMRA and other business organisations and unions to call for a free of tie option for some time. We will be strongly pushing the government to include this option as part of their new statutory code for the pub trade.” Meanwhile, by 2009 the online bingo market was worth $1.95bn and continued to see a huge growth in profits up until this year where it has slowed to ‘just’ an 18 per cent profit margin, according to Foxy Bingo UK. The bingo industry took a slight knock at the start of this decade which resulted in an overall decrease in turnover between April 2010-March 2011 and April 2011-March 2012, figures for the period October 2011-September 2012 highlight an increase in turnover against each bingo game with the overall turnover figure increasing by almost £37m, rising from £1,239.47m to £1,276.07m. The gross gaming yield figures for each bingo game have increased during the latest period. The overall GGY for bingo has risen from £412.26m in the period

The owner of Four Seasons Entertainment said: “Hopefully there will be a minimum of four screens converted and we’re hoping to get them done by April or May next year. It’s rare for a cinema complex like this to be in the town centre rather than on the outskirts as they often are these days. At least two screens will have 200 or 300 seats so it’s not going to be small. There is a large catchment area as well, and it will create many local jobs, so there is no reason why it shouldn’t be a success.”
