Commission reveals how test p TESTING PROCEDURE

While some of the feedback coming from the Gambling Commission may sound alarming, as on the surface it looks like operators are somehow acting in a lackadaisical way in terms of keeping minors off their premises, it is wise to outline precisely how - and where - the body’s test purchasing was carried out. The tests were conducted using under 18s, under the supervision of trained officers. In each test the young person attempted to enter a gambling premises, spend a short period of time browsing, and then access one of the gaming machines sited

on the premises. The young person would then seek to play that machine for a number of minutes before exiting the premises. The tester was not required to seek any direct interaction with a member of staff. This is because the tests were designed to assess the genuine strengths and weaknesses of operators’ underage gambling controls, whereby an operator should be able to identify and challenge a person who may appear underage and where that person is unlikely, in reality, to seek contact with a staff member on gambling premises. Independent high street gambling businesses are being told to improve their underage gambling controls after the Gambling Commission’s recent test purchase exercise with local authorities and the police across England and Wales identified some major weaknesses. wners of some gambling businesses have been warned by the Gambling Commission to do more to keep young people out of their adultonly premises.A recent national programme of tests showed a ‘worrying number’ of betting shops and adult gaming centres failing to keep young people out of their premises or preventing them from using a gaming machine. Matthew Hill, the Commission’s director,regulatory risk and analysis, said in a statement: “These results are unacceptable. The test purchasing programme with local authorities and the police will continue, and operators will be putting their licences and livelihoods at risk if they fail to improve.” In 29 out of 54 tests of betting and adult gaming centre premises, a supervised test purchaser under the age of 18 was allowed to play on a gaming machine and leave the premises without being challenged to prove their age. However, results from a small sample of bingo and casino premises demonstrated stronger controls in preventing young persons from entering the premises. The exercise focused on groups of businesses in the landbased gambling industry that have not provided the Commission or local authorities with assurance that their underage gambling controls are being monitored. These groups include some small and medium-sized betting, bingo and adult gaming centre businesses (in other words, operators with a local or regional presence that operate less than 50 premises) and some independent casino operators. The programme was run in line with the principles set out in our

our primary funder - the Responsible Gambling Trust - we can be confident that GamCare will remain best placed to educate and prevent problem gambling, and to help and support those whose lives have already been affected by it. We also have new and effective staffing structures to support better performance in answering times, and to facilitate referrals to treatment more directly with our regional partners.” With these improvements, Hansen believes that GamCare is poised to extend its reach even further to those who may be reluctant to get help, and to

those who have previously been unaware of the support that is available. The entrepreneurial operator had invested £250,000 in his business, but now he is counting the cost of flood damage. Grant Seldon lamented that it will probably be Easter 2014 before he can reopen Saltburn Entertainments after raging sea water burst through the floor and flooded the building. Seldon has invested more than a quarte of a million pounds in the Saltburn Pier arcade since taking it over in February 2011. But he now faces a massive clean-up and

repair operation after falling victim to Thursday’s tidal surge which left roads closed, car parks strewn with debris and other seafront businesses left having to mop up. Seldon, who also runs Seldon Leisure World in Seaburn, told local press: “The water had nowhere to go so it came up at the weakest point, which was the floor right in the middle

of the building. It looks like a bomb has gone off.” He concluded on a defiant, upbeat note, however, stating: “I’ve dedicated my life to the place in the last couple of years and we’ve had fantastic comments from the people of Saltburn, but now this happens. As bad as it is, though, we’ve got to move forward. Just tell people to watch this space - we’ll be back.”

Few visitors to EAG would deny that they enjoy catching up on the latest gossip, as well as exchanging views on the current issues facing the industry. Bognor Regis pier pressure continues SEASIDE

upporters of Bognor Regis Pier have met the Stown’s MP to detail their hopes for its future. A group of Bognor Pier Trust members and Nick Gibb, the Conservative MP for Bognor Regis and Littlehampton, were given a tour of the structure by its owner, John Ayers. Gibb told local press: “It’s good the trust is getting together to work out how we can save the pier and improve what is a key landmark in the town. We tried many years ago, but were unsuccessful because the pier is Grade II-listed and not Grade II*. It’s wonderful this group of people want to try again. I support them absolutely and will do everything I can to help them. We need to get funding for the pier. I will certainly help to arrange meetings to help the trust put their case to receive grants. Improving the pier will improve the entire town.” The trust belongs to the Bognor Regis Heritage Vision Board, with the town council, which has been given the green light

to make a bid to the Heritage Lottery Fund for up to £5m for the pier and the town’s Picturedrome cinema. Ayers said: “It’s good a new group has got together to help the pier. I’m hoping we will get somewhere together this time. I will certainly work with Paul Wells, the town’s mayor, and the trust. It will be important in years to come that a trust takes over the pier. It’s important for future generations.” Trust chairman Nick Stuart-Nicolson concluded: “Seaside piers remain the most iconic symbol of all seaside resorts lucky enough to still have one. Like most piers, ours is a Victorian structure and has shown itself very able to withstand the constant ravages of the sea for almost 150 years. However, it has naturally suffered somewhat over time. She now needs some help. As we are now tasked with the pier’s restoration, we shall be staging fundraising events on and around the pier.”

The event organisers anticipate that their 150 exhibitors will attract around 9,000 visitors in total. With so many industry figures gathered in one place, organisers are keen to foster communication around the “political imponderabilities” created by Germany’s divisive gaming regulations. Gauselmann, traditionally one of IMA’s three largest exhibitors, have been preparing the ground for debate, with the head of central communications Mario Hoffmeister claiming that his company was,“optimistic that, in a joint effort and with the help of the courts, we will stop the threatening legal restrictions.” Christian Arras, CEO of Löwen Entertainment, was at pains to encourage fellow suppliers to work together at IMA in order to prepare for forthcoming legal changes.

“In view of the uncertain future of the industry after 2017,” he said,“strategic and sustainable planning is of major importance for suppliers.” Arras further emphases the important role IMA plays in giving the industry a chance to meet and “enter into an intensive exchange of ideas.” So far as Löwen are concerned, it is vital that companies in Germany are able to compete against other forms of gambling, in particular those operating illegally, and he called for “attractive, reasonably regulated gaming.” German suppliers Bally Wulff have also released their thoughts on Germany’s legal situation ahead of an appearance at IMA. The company is more optimistic than most, with head of marketing Francesco Vescio commenting that Bally Wulff are certain,“that both by legal and mostly by political means, we will be able to secure a fair chance for the future.The task is to take active part in shaping the future and to present concepts that can serve as a basis for discussions.”

Away from this legal debate, the show floor is set to host a number of gaming innovations. Games featuring full HD displays are expected to be a major focus, with exhibitors such Gauselmann confirming that they will be displaying new HD products at their booth. In particular, Mario Hoffmeister said that his company,“have an absolutely unique selling proposition with our new top machine, the Merkur Vision Slant Top SL.” Bally Wulff are also expected to make a large impact in 2014 with their array of multi-game devices.These products have proved particularly successful in the marketplace during 2013 and Francesco Vescio has promised that the company will deliver “remarkable new products” at this year’s IMA. In addition to the larger exhibitors there will be representatives from many other sectors in attendance, including, for the first time in the expo’s thirty-nine year history, an area dedicated exclusively to iGaming.

Cashino has been using SMS’s text message advertising and promotions service for two years and reported it is delighted with its conversion rate. Phil Gibbs, marketing manager at Cashino, said he could always expect a response of over 20 per cent to messages sent out, thanks to the speed with which the service enables it to react. He commented: “It means Cashino is able to react quicker to what is happening in a changing market. We can get messages out to players about new products, promotions or other new developments very swiftly. “We are also able to use it as a strategic tool to promote Cashino’s national campaigns.” SMS-VIP CEO Philip Closier made contact with Gibbs when Praesepe (Cashino’s

parent company) completed the acquisition of 63 AGCs from Agora in late 2011, establishing it as a major player in the low-stake/high volume gaming market. Cashino was using another text message marketing service at the time but, as Gibbs explained, that system required him to physically upload all the mobile phone numbers to a web service that would then type the message in and send it out. At approximately the same cost, SMSVIP allows Gibbs to send the content he wants in a text message direct to Closier, who then takes care of the entire backend process. “So if I want to action a national campaign, it’s as easy as me saying, for example, “here’s the message, I want it to go out at 9am on Friday to all venues,” said Gibbs. “The difference between SMS-VIP and its competitors is that it has a short-code system, so if a player in a particular Cashino venue texts in to join the messag-

A new study from the Distressed Town Centre Property Taskforce (DTCPT) - which includes senior retailers, property investors, landlords and bankers - suggests that leisure venues, such as cinemas, need to be encouraged in town centre locations to help boost footfall. Some town centres in the UK have already taken the initiative and are embracing the task force’s stated need for change. alex lee comment o that’s it then, another year gone and about ten seconds left until EAG International 2014. Rather than talk about the good, the bad and the ugly of 2013 (insert politicians’ names as appropriate) I’d like to finish the year on as upbeat a note as I dare. While only the most naive optimist could spin the current state of the gaming and amusement market into a prediction that there’s a light metrebusting luminosity waiting at the end of the tunnel, I find it impossible to deny that the UK machine manufacturing sector is pulling out all the stops to come up with a solution to the ongoing problems created by what amounts to some shambolic legislation and horrific trading conditions. 2013 saw some very entertaining and innovative products entering the market, which suggests that there is still an element of investment going on, depending of course on who you talk to! Is that investment enough to steer coin-op through these choppy waters, however? There are plenty who would surmise that if spending on new equipment remains at its current level or, heaven forbid, dips further then it won’t be enough. It certainly seems from

where I’m standing that the manufacturing sector cannot be supported solely by the spending of a few, large players in the market. In other words, everyone needs to (somehow) dig deep and reinvest in their gaming and amusement stock. Undoubtedly, the government also has a major part to play in securing the longer term viability of UK machine manufacturing.We’ve had a half-decent stakes and prize review, but the fact remains that the B2 situation is daft at best and crippling at worst. Put simply, the Treasury has to think very carefully about their next move concerning policies that might affect gaming machine manufacturing. If they treat the sector with just a modicum of respect - and work more closely with the industry’s most prominent and knowledgeable stakeholders - they cannot fail to realise that it can make a valuable contribution. Taking a broader perspective, there isn’t a great deal of manufacturing of any kind remaining in the UK. Surely in that case what is left must be actively encouraged, nurtured and protected? Gaming machine manufacture is one of just a few innovative UK industries left and is therefore deserving of much better treatment – and so is the coinop sector per se.

alex lee media watch executives of two of the pub-owning chains ThaveopUK’sindicated that they are not unhappy with the enforced 8.7 per cent rises in AWP (Category C) machine rents by Sceptre Leisure, which has since been endorsed by other leading operators, according to Intergame’s David Snook. The executives, who felt compelled to remain off the record for the moment, confessed that they had no problem with the apparent squeeze being applied to the supply chain, which they said was largely due to a change in the perceived status of the machine in the British pub. For many years the machine was always treated as a valuable profit contributor to the business; effectively in itself a small but significant individual “profit centre.” However, changes in recent years have seen the whole of the licensed trade react to the recessionary

pressures and place a spotlight on areas of their businesses with a view to cost reductions. These reductions would help to minimise the squeeze being placed on their margins. This procurement efficiency drive somehow encompassed the machines. As one of the licensed retail executives put it: “It may be that as the law at the time demanded a straight rental for the product that this in itself would to the untrained eye appear to be a commodity that was being purchased, rather than a variable income source.” He added: “By switching the emphasis from profit centre to cost centre the inevitable push has been for a reduction in the headline cost, which inevitably fails to take account of the nature of the commodity you are ‘purchasing.’” The other retailer executive focused on the potential damage that a one-sided treat-

ment of the contract to supply has had. “No-one can deny that innovation and development has been squeezed until it squeaks as the price paid to operators has created a downward pressure throughout the chain.” It was plain from the comments that, while not representing the whole of the retail sector, it was clear that the executives were very concerned and felt it was time to start supporting the supply chain to prevent a future potentially fatal breakdown in processes that ultimately lead to cash generation. “It is relatively easy to produce a very cheap product that generates no revenue,” one said. Elsewhere, while parts of the seaside arcade sector somehow escaped the worst effects of the recent high winds and flooding, it seems the pub sector took a bit of a pasting. According to the Morning Advertiser, pubs damaged by

These are the stark warnings from UK insurance brokers in light of the North Sea surge along the east coast on 5 and 6 December. Christian Wheeler, new business development executive at the Bateman Group, said: “If the building needs drying out it can take an awfully long time, and if you can’t get the pub fit for purpose then you’re not going to be able to open, so there will probably be closures. Money’s tight and a lot of them (publicans) aren’t turning over a great deal of money, so this flood has been devastating.” Christie Insurance managing director Walter Murray also warned that many publicans do not have suitable insurance to cover loss of trade during disasters such as floods, and bro-

Lighthouse Inn licensee Steve Bullimore said: “I had just over 100 people here last night (5 December) and about 40 sat in the pub all night because their homes have been badly damaged. I’m what’s known as the safe house.” And finally, the well-known UK coin machine operating Kravis family has lost one of its

best-known personalities with the death last week of Mac Kravis, aged 93, according to Coin-op Community. He was the last survivor of the three brothers who made up a powerful force within the business in Britain in the second half of the last century. Mac, together with brothers Mick and Sid, had been in the amusement business in the UK for many years. In the 1960s they started Lincolnshire Automatics, which became a leading operator of machines in pubs. It was subsequently sold to Bell-Fruit some years later. The brothers also had a major arcade, the Savoy in Cleethorpes, and one in London’s Acre Lane, Brixton.

In the article Mr Whittingdale claims that the anti-FOBT lobby, including the Daily Mail,has little or no factual evidence against FOBTs. He perversely then goes on to say“we need empirical evidence that they aren’t as addictive as the anti-FOBT lobby make out.” This displays how prejudiced Mr Whittingdale is, denying the evidence of FOBT harm to the young and vulnerable, but trying to find evidence that FOBTs are not harmful. Mr Whittingdale, in his capacity as Chair of the Culture Media and Sport (CMS) committee when investigating the 2005 GamblingAct,concluded in 2012 that there should be an increase in FOBTs.This committee,which included Philip Davies MP and Gerry Sutcliffe MP, was aided by two special advisors, one of whom, Steve Donoghue, is the unpaid secretariat of the All Party Betting and Gaming Group, but has acted as a paid consultant for bookmakers. The committee found time to visit Macao and Australia, but only found time to visit one British betting shop.This would have been be a pre-arranged visit to overstaffed, sanitised premises, as will be the case when MPs are invited to betting shops.

The Gambling Commission had evidence since 2010 of FOBTs having a stronger association with problem gambling than any other gambling activity, based on secondary research from the British Gambling Prevalence Survey of 2007, but did not present this to the CMS committee.The CMS committee did not call forward the Campaign for Fairer Gambling as a verbal witness. Mr Whittingdale, Mr Davies and Mr Sutcliffe are also all in the All Party Betting and Gaming Group. Steve Donoghue wrote to Department of Culture Media and Sport (DCMS) and arranged a meeting for November 15th 2012 for the Group to discuss gaming machines, including FOBTs.Immediately prior to that date there was intended to be two reviews, a triennial review of stakes and prizes and a separate FOBT review. At the March 2013 AGM of the Association of British Bookmakers (ABB), attended by Mr. Davies, the CEO of the ABB Dirk Vennix, stated that a separate FOBT review by DCMS had been averted. Mr Whittingdale is now arguing for adult gaming centre (AGC) parity with licenced betting offices on FOBTs, although he is fully aware that allowing FOBTs in AGCs will not happen. It would appear that Mr Whittingdale’s priority is protecting the bookmakers’ FOBT market monopoly, regardless of what he says.
