Last week’s Commons debate saw MPs on both sides of the House quote statistics surrounding the proliferation of FOBTs in the UK. Andrew Bridgen, Conservative MP for North West Leicestershire, stated: “In 2000, there were no FOBTs in the UK, but by the time his party left office, there were 30,000 of them.” Clive Efford countered by stating: “Since 2000, a £2bn online gambling industry has emerged. The gambling industry is evolving. When we passed the 2005 Act, we made it clear that these FOBTs in betting shops were on probation and that we would keep them under review. We are saying that the time has come to deal with the situation, but this government are refusing to do so.” He added: “The government are aware of the concerns, yet they have consistently refused to give local people powers to stop
new shops from opening in their communities. There is widespread support from local government for what we are calling for. In 2012, when the Local Government Association commissioned an opinion poll on people’s attitudes to planning and our high streets, it found that 68 per cent of local people were against existing rules allowing betting shops to

The government laid the regulations in Parliament before the end of 2013 with the objective of implementing new stake and prize limits ‘in early 2014’, subject to Parliamentary approval. Oliver Jackson, from the Department of Culture, Media and Sport, told Coinslot: “The new stake and prize limits that were laid in Parliament at the end of last year will come into effect from 00:01 Wednesday 15 January 2014 following no objections from European Member States. To be clear, there are no changes to FOBT machines.” The maximum prize rise for

The current prize limit is of course £70, and the change should inject new life into the production chain and help ensure that such machines incorporate new innovations, giving manufacturers and operators something to get their teeth into and make some money from. The new regulations have been welcomed by the British Beer & Pub Association, which, along with coin-op trade body BACTA, has long campaigned for the move. BBPA chief executive Brigid Simmonds commented:“This is a welcome move, and we have long campaigned for it. It protects machine income so helps pubs, and should also increase

A debate was held in the House of Commons last week where Labour called on the government to give local councils the power to restrict the proliferation of fixed odds betting terminals, but was defeated by 314 to 232 votes. espite widespread concern over the proliferation of FOBTs, Labour’s call to give local councils the power to restrict them in an Opposition Day Debate in Parliament last week has fallen on deaf ears,being defeated in a vote by 314 to 232. Clive Efford, Labour MP for Eltham, stated:“This House calls on the government to put local people before the interests of the betting shop operators and give local authorities the powers they need to respond to concerns from their local communities and stop the proliferation of FOBT machines and betting shops.” He added: “Many people throughout the country are worried that betting shops are clustered in close proximity to one another. We are not suggesting that there is a problem in every community, which is why we are not proposing that the government should introduce a blanket ban. Instead, we are calling for local councillors to be given real powers so that they are able to respond to the concerns of their local communities and to act responsibly in the interests of the people who elect them.” Efford was backed by several MPs including Alex Cunningham, Stockton North, who stated: “In my constituency there is one FOBT for every 700 people who are eligible to play them, and the vast majority are in areas of high deprivation.In Broadland,a southern constituency, there is one machine for every 18,300 people. Is that not a clear confirmation that the poor are being targeted by this empty promise of great wealth?” Dame Joan Ruddock, MP for Lewisham Deptford, Labour, spoke of the unintended consequences of the Gambling Act: “When we introduced the legisla-

The report will come out six months away from a general election, yet it will be inconclusive because the data are not robust enough to allow us to make informed decisions on FOBTs.” Ultimately, despite assurances from The Speaker that the government still considers the future of B2 regulation to be unresolved and welcomes governmentbacked research into the effect of FOBTs on problem gambling, the situation remains unchanged, for the time being certainly.

£1m damage as storms devastate Blackpool’s North Pier STORM DAMAGE
The devastated owners of one of Blackpool’s oldest landmarks face a £1m repair bill as they recover from one of the worst storms to hit the resort in years. lackpool’s iconic North Pier was left in tatters, with gaping holes in the floor, after gale forces winds tore through the structure last week. Managing director of the 150-year-old family-run attraction, Sue Sedgwick, said of the damage:“Over the

three years we have had the pier we have invested well over £2m in maintenance and restoration alone. We have estimated this storm is going to cost us hundreds of thousands of pounds,maybe upwards of £1m.This is not just a business - it’s part of the family - and we’re absolutely devastated.” A sun lounge, which opened just two years ago, was left strewn with broken glass while carriages from the nearby waltzer were scattered across the area. Pier manager Dominic Herdman said the arcade floor had been breached by the waves forced upwards as they smashed into the sea wall. He said: “The arcade machines, which take three

people to lift them, were being knocked around like toys by the water.I also went into the theatre and found the orchestra pit has gone. It’s a race against time to open again in February and we have to be back by then.” And the damage was spread across the town.At the end of the pier, a damaged steel support beam left the wooden decking sagging under its own weight. Hoteliers and traders were left counting the cost of the storm after their businesses flooded. Luca Notarianni,of Notarianni’s Ices on Waterloo Road,said the damage to the floor and two freezers could top £10,000. “It flooded throughout, right to the
back of the shop. But since the last floods we haven’t been able to get insurance so it’s going to come out of our pocket.” The Royal Seabrook Hotel, on the Promenade, was under a foot of water. Manager Kelly Percival said: “It was horrendous because we’ve only just refurbished the place as well - staff were wading through it at one point.” The final word in a story which has severely affected a town that relies heavily on tourism goes to Jim Craig, manager of the DuttonArms pub on the front, who explained that water surrounded his building leaving three customers inside ‘marooned’.

UK distributor The Ultimate Fan celebrated its third anniversary in September of last year, a period of expertise-led growth which prompted them to open a new 3,000 square foot workshop in Burton-on-Trent. Ultimate Fan has built its success on developing relationships with its customers, a philosoTphyhepersonal director Dean Gourlay says places them apart from larger distributors.“The reason we are small is purely due to the fact that we don’t just try to sell the product to the customer, we try and sell them a product that suits them,” he said. Their team is comprised of just two directors and two sales staff,but they still undertake regular site visits with their customers to discover which machines will suite their particular needs.“We ask them what the best performing product is and then try to get something, not similar, but that compliments what they’ve already got,” said Dean. Ultimate Fan primarily distributes titles from Storm Games, Project Coin,Astra Projects and Reflex, but in recent months it has also begun to work with machines from its new sister company, Syco Gaming. The staff at the company pride themselves on a high level of expertise when it comes to the machines they sell.“We want the customer to keep on coming back to us, and to use us for our expertise,” says Dean,“which is telling them what games work and what don’t.”That feedback, Dean reveals, has a lot to do with location. “Some might work well in the city centre arcade that wouldn’t work well on the coast.” Ultimate Fan is keen to maintain its customer relationships long past the initial sale, even going so far as to support operators with products that are not living up to expectations.“If it doesn’t perform for them, we never want to see a customer stuck with a product and we will always help them,” says Gourlay. The company, says Dean, could quite easily move into the complimentary amusement sector, but without a high level of knowledge on his team for those machines, it’s not a risk Ultimate Fan are willing to take. “We only do gaming,” says Dean.“We don’t do redemption, because we don’t have the expertise.” With the company growing year on year, new premises were called for earlier this year, a 3000 square foot location opened in Burtonon-Trent.The venue houses both the offices of The Ultimate Fan and workshops for its sister companies.

Specifically, the Megatouch Live, ML-1 terminal and ION software updates are all being discontinued. Existing inventories of hardware and software will be sold off. According to the company, declining market demand has resulted in revenues falling well below what it costs to develop, maintain and support the products. A skeleton technical support staff will remain in place in the US to support

However, no new game/content developments or other software updates will be issued. Merit was, at that time, the biggest coin-op video game provider in the world with over 100,000 Megatouch units despatched. But times change and the demands from consumers/players change too. And so we all have to change.” Hardy concluded: “None of this will affect either AMI Entertainment or Games Warehouse.The three group companies were all formally ‘separated’ from one other within the wider Group some six months ago and all areas of inter-dependence removed. BAPTO calls for pubco machine tie to be outlawed MACHINE TIE
The British Association of Pool Table Operators, which represents UK operators of pool tables and other coin-op equipment, has redoubled its efforts to get the machine tie removed. APTO, the trade body which represents suppliers of coin-op machines, including pool tables, has told the government that tenants take significantly less money from pool tables, jukeboxes and SWPs than their free-of-tie counterparts and that scrapping the tie would free up the market for smaller suppliers. The comments come in a submission to the consultation on plans for a statutory code for pubcos that proposes banning the

gaming tie. BAPTO said in its submission that a tied tenant would take £23.34 on a pool table that generates £80 (less VAT of £13.33,rent of £20 and the pub company taking £23.23, or 50 per cent of the remainder). Conversely, a free-of-tie tenant would take £52.67, said BAPTO. It argues that free-of-tie tenants would take almost three times as much as their tied counterparts on SWP machines (£33.34 against £13.34 for every £80 generated) and jukeboxes (£30.20
against £10.56). Chairman Michael Dicks stated: “The more the machines take, the more and more disadvantaged the tied tenant. There is no justification for this situation to exist and even less for it to be allowed to continue.” Dicks believes that pubcos’attitudes to the tie is worse now than it was before the Trade & Industry Select Committee report in 2004 that called for an end to the machine tie. He said: “A free-ofmachine-tie option for
tenants will remain a dream until the removal of the machine tie is removed by statutory legislation: history proves that. The removal of the machine tie will create many jobs in the amusement machine supply industry and would breathe new life into many small companies.” He continued: “At the moment, there are three large companies and about 50 other smaller companies supplying machines under the tied system. potential suppliers licensed by the Gambling Commission to supply this market. If the tie were removed it would introduce transparency and competition that would lead to lower rents and better service for tenants, the only losers being the pubcos and the small number of existing suppliers who would have to compete for the business on a level playing field.” Dicks believes that nine years and counting has been more than long enough for pubcos to sort
the issue out. He added: “The last thing that is needed now is to give them more time,they have no intention of giving up the machine tie unless compelled to do so. The only answer to this issue is to make the removal of the machine tie part of statutory regulation, no ifs and not buts.” BAPTO’s standpoint opposes that of major AWP suppliers, who have argued that removing the machine tie would leave pubs vulnerable to“rogue” suppliers.

ndustry veteran Hughie Stanley Thomas, coIfounder of LED lighting and technology specialist Churchfayre UK Arcade Services along with the late Norman Church, has died. The 72-year-old, who was instrumental in the development and creation of the ‘yellow box’ processor which is virtually a standard feature of all coin-op cranes in the UK
these days, passed away on December 30 2013 after being diagnosed with neuroendocrine tumours seven weeks earlier. His son Simon told Coinslot: “He bravely underwent two rounds of chemotherapy in an attempt to slow the growth but this was in vain. Throughout, he remained the lovely guy and caring man he was and so brave. He was surrounded by his loved ones at home when he passed away.”

From a product perspective I’m very pleased with the lineup for 2014.”

We will have product for the pub and club sectors too, of course, but the main thrust for us at the show will be to serve the FEC and AGC sectors.”
He concluded:“From a gaming point of view, we’ve got a very strong B3 line-up and there’s been a lot of interest in the new £100 Cat C prize machines. We’ve seen some excellent product briefs from Project Coin, but by the first day of the show £100 Cat C machines will have only been legal for six days. People want to invest in Cat C, but the show will be way too early to ascertain exactly what the player appetite for it is. I’m particularly excited about our new pushers from Harry Levy - some operators we’ve spoken to have said that Sweet Falls and Merry Go Round are among the best pushers they’ve ever seen.”

Easter, despite the devastation caused by the flooding. I’m just relieved I had everything insured properly and that the insurers were sympathetic to my plight.You could say I’m glad that I’m squeaky clean!” He warned other opera-
tors to ensure that they take out adequate insurance should a similar disaster befall them.“I’d say it was vital for everyone who owns an arcade to ask themselves if they’re insured properly ahead of re-opening in Easter. Can they honestly say that if their arcade was razed to the ground their insurance would cover the damage caused?” Richardson’s gritty determination in the face of adversity was exemplified when he stated:“It’s not like we can even raise our prices on our Category D machines.We’re stuck with the same staking levels. All we can do is increase the price of a kiddie ride from 30p to 50p, but that’s not going to make much difference in the
grander scheme of things.” The operator,who was at loggerheads with Southend’s council over their traffic wardens’ decision to evacuate a scooter rally en masse last year, has come up with an innovative plan to boost footfall in 2014. “I’m organising an event for Armed Forces Day in June with a tank, a jeep and an armed personnel carrier all involved.” Perhaps Richardson’s most innovative plan of all, however, isn’t likely to come to fruition until 2015, due to planning permission considerations. “I’ve bought a roller coaster and I’m planning to rebuild it so that it starts inside my arcade and finishes up outside.”

ugene Jarvis, the creator of coin-op classic EDefender, is to pick up the Pioneer Award from the Academy of Interactive Arts and Sciences in February, in honour of his early contributions to the game industry. His 1980 debut Defender was one of the biggest successes of the golden age of arcades. Manufacturer Williams sold an enormous number of Defender machines, over 60,000 in total, which raked in more than £915m, coin by coin. It was the beginning of a lifelong
career in the arcade sector for Jarvis. While almost every other game designer of his era has moved out of the coin-op realm, Jarvis is still active in coin-op manufacturing for US outfit Raw Thrills, whose products are distributed in the UK by Brent/Namco.
have told local press that they are still owed thousands of pounds in wages by the former business directors. Isaac Robb, who ran the high-profile facility with his wife Grainne, admitted he left the business without paying “a lot” of staff and suppliers. The couple ran the facility for around seven months but in July Robb said he felt he had “no option” but to leave following communication with Mark Quinn of Harlequinns Bowling and Leisure, the developer behind the multi-million pound complex. The Robbs, directors of Palmera Enterprises, had been running Coast Café Bar Bowl since it opened on Boxing Day 2012. Since the Robbs’ departure, Quinn took over the running of the complex renaming it Ocean Blue. He has been praised for his efforts by former staff. Four former employees of the Robbs who said they were collectively owed around £6,500-£7,000 in wages and holiday pay and lieu time. Former head chef Dan Leader is still owed around £1,600. He said: “I was close to not being able to pay the rent for my family so had to take a loan out which I’m still paying back. We’re only just scraping by. It’s had a huge impact on us financially and it’s been really upsetting for my partner. But I’m trying not to let it get to me.” Former café manager Samijo Cragg said she is still owed between £1,500 and £2,000 in wages and holiday pay. “I find it hard to trust people now. I feel massively betrayed.”

They must be a million years old collectively, but AC/DC are proving there’s life in the old dog yet. And that endless adage seems to fit the role of music in the coinop sector perfectly. The jukebox is taking pride of place in venues across the country - and you don’t have to like AC/DC to benefit from it.
oundnet has compiled its annual three charts of most played tracks, artists and Sclassic tracks on jukeboxes across the UK. Chart hits are dominant on 2013’s Most Played Tracks Chart, which is broadly in line with the top-selling tracks of last year as compiled by The Official Charts Company. Blurred Lines, by Robin Thicke (featuring TI and Pharell) were number one in both, although Get Lucky by Daft Punk also featuring Pharrell - drops down in the Soundnet chart to 4th place, while in the Official Charts Company Top Ten it is in second place. Swedish DJ Avicii was the overall most played artist on Soundnet-powered jukeboxes in 2013. Classic tracks is always the most interesting category, as it can throw up all sorts of surprises. For example,
AC/DC appears twice on this chart with Thunderstruck and Back in Black respectively. In fact, AC/DC even make it to number four on the top 10 artist chart for last year. To put this into perspective, however, Robin Thicke’s Blurred Lines was played more times than the entire combined catalogue of AC/DC in the past 12 months. Soundnet’s Toby Hoyte concluded: “These charts once again prove the popularity of chart music on our jukeboxes and demonstrate how important it is to update them regularly. Those customers with online enabled jukeboxes can relax in the knowledge that their music is updated automatically with all the latest chart tracks.”

Named ‘Play My Song’ and delivered as an App the virtual jukebox enables the manager or landlord to pre-programme the jukebox by selecting 2-3,000 tracks via his jukebox App on his tablet device. Customers can download the app and select music from their smartphone or tablet, all without leaving their seats. Users are charged via their service provider. This is supported by the development of a jukebox App for smartphone or tablet, the final charge being debited to their PayPal account. For sites requiring background music only, music selections may be made by the landlord or manager on a tablet device from a bespoke library tailored to the needs of the site. Another product launch will be SNAPSHO, a wall-mounted photo terminal. Bar and restaurant goers will be able to take group photos, free of charge, which are automatically uploaded onto social media sites, without the worry of revealing personal information. The photos may also be accessed via a website. For the venue, the system can become a significant component of its social marketing programme.

The reminder comes after police cautions were issued to two men supplying gaming machines via online auction websites. A father and son from South Shields, Tyne and Wear accepted a caution from Northumbria Police for selling gaming machines without a licence following a joint

investigation by the Commission, South Tyneside Council and Northumbria Police.The duo had failed to respond to an earlier Commission warning and admitted their wrongdoing after arrest. In recent years,the Commission has been working closely with online auction websites to prevent the unlicensed supply of gaming machines online. As a result, online trading websites have amended their terms and conditions,

provided clearer warnings for those advertising machines and agreed to quickly remove any questionable advertisements identified by the Commission. In a number of cases unlicensed supply has quickly ceased following direct Commission intervention. The Commission’s head of regional enforcement and compliance, Mike Williams said:“People who persist in supplying gaming machines without a licence will face action from the Gambling Commission and its local law enforcement partners like Northumbria Police. We want to thank South Tyneside Council’s licensing team and Northumbria Police for their support in conducting and concluding this case efficiently and effectively.Working in part-
nership with other law enforcement agencies is central to the Commission’s approach to keeping gambling fair and safe.” He added:“Anyone with information about the illegal supply of gaming machines can pass details to the Commission by calling our confidential intelligence line on (0121) 230 6655.” A South Tyneside Council spokesman concluded: “The council works closely
with other agencies to ensure cases such as these are taken very seriously and successfully pursued to the highest order; making certain that justice is upheld in the borough. We hope this sends a message that the council won’t tolerate the trading of illegal gaming machines in South Tyneside, and anybody caught dealing in such acts will be sought for prosecution.”

Economy and weather combine to hit Pleasure Beach profits RESULTS

Blackpool Pleasure Beach (Holdings) Ltd, which includes the park itself, the Big Blue Hotel and South Shore Mutual Insurance Company, posted a pre-tax loss of £1.5m for the year to 24 March 2013, much worse than a pre-tax loss of £524,000 in the previous year and a profit of £329,000 in 2011.
In its report the company said:“Sales for the year ending March 2013 were around £2.5m below budget and £1.7m less than the previous year.” Blackpool Pleasure Beach had hoped to gain more customers during the period, which saw the second full season of operation of the £9m Nickelodeon Land attraction. But the months covered by the latest report included the atrocious weather experienced in April, June and July 2012 and the resulting decrease in visitor numbers to Blackpool. It explained: “The weather during the 2012 season, the worst in 100 years, impacted on the financial results for the amusement park,culminating in disappointing end-
of-year results. Costs during this period, however, were controlled. “The increased park sales achieved in the prior year when the UK’s first Nickelodeon Land was launched were unfortunately lost in this financial year, again predominantly due to the terrible weather we experienced.” Although 2013 began positively with the launch of the new £3.8m Wallace and Gromit-themed ThrillO-Matic ride, the amusement operator, which employed 680 staff during the year,warned its current financial year may be challenging. It commented: “While the 2013 season started well with income and attendance in line with budget in the period to July
the level of attendance and sales from August to October have fallen short of expectations. “Sales have increased but the ongoing uncertainty of the UK economy has had an impact on visitors to Blackpool Pleasure Beach. “Management remain confident that a new pricing and marketing strategy will see an increase in visitors during the 2014 season.” Managing director Amanda Thompson expressed that optimism: “We want to give our guests excellent value for money and the new prices for the 2014 will ensure this continues to happen. We can’t wait for the new season to start on February 8.”
North Devon doesn’t escape the bad weather STORM

Pier wrangle cuts arcade’s power PIERS
Having previously avoided fallout from the rumblings over South Parade Pier’s ownership, its amusement arcade has now been shut after the power was switched off.
he amusement arcade on Portsmouth’s South Parade Pier has been hit by continued wrangling over the future of the 134-year-old structure. Although it was unaffected by Portsmouth City Council’s order to close the majority of the pier until necessary repairs are made,it was forced to shut when the pier’s electricity supply was cut off. EDF Energy turned the power off after pier owners Fred Nash and Dawn Randall were alleged to have fallen behind on their bill payments. Councillor Luke Stubbs expressed concern:“When you take together the problems with the electricity bills, combined with the repair closure order, this is going to be an uphill battle and I am concerned about what is going to happen next,’ he said.

Holiday firm the Haulfryn Group is to invest ÂŁ1m in its Devon Hills resort near Paignton.The improvements follow an earlier ÂŁ5m facelift which, last year, helped secure the resort a five-star quality tourism ranking from national tourism board Visit England. The latest project at Devon Hills will add extra accommodation in the form of 23 luxury lodges and work is scheduled for completion by the end of March this year. The buildings will join the 31 new lodges constructed during the previous expansion. Devon Hills general manager, Andrew Bennett, said: “The addition opens the opportunity for more buyers to earn an income from letting lodges out as holiday homes.The tourist industry is very important to the south-west’s economy and we are very proud to play our part in attracting more people to generate revenue for the local shops, attractions and eateries.â€? The newest models will be on sale for between ÂŁ65,000 and ÂŁ130,000.
In the latest example of smartphone apps crossing over into the amusements world, operator Merlin Entertainments is bringing smash hit game Angry Birds to life. musements park operator Merlin Entertainments is to launch the A world’s first Angry Birds Land at its Thorpe Park site this summer. Scheduled to open in May 2014, the new 4000-square metre attraction will feature the Angry Birds 4D Experience as its centrepiece, as well as Angry Birds-themed 100-feet tower drop and dodgems rides. The 4D Experience is being developed in conjunction with Angry Birds creator Rovio Entertainment and top 4D animators 3DBA, and will include an all-new 10 minute 4D animated film. Simworx will develop the infrastructure of the new 4D theatre making sure the environment highlights the highimpact special effects. Mark Fisher, chief development officer for Merlin Entertainments, said: “We are very excited to be working with Rovio, and we see this as a long term strategic partnership with great benefits to both parties. “Thorpe Park’s young adult and family visitors are the core target audience of the Angry Birds franchise and no one is better placed than Merlin to capture the fun and humour of this fantastic IP.� Rovio’s Director of Location Based Entertainment Dan Mitchell commented: “We are continuously looking to create amazing experiences for our fans by finding new ways to bring our characters from the digital world to the physical world. “We are confident that the partnership with Merlin, along with 3DBA, will bring this amazing experience to life.�

Profit boost for UK pub group
The pace of change in pub and restaurant sector will accelerate in 2014, according to a new study by KPMG. ub and restaurant operators must embrace new technologies in order to be successful in 2014 and beyond as the pace of change in the sector is going to accelerate even further, according to Will Hawkley, director in KPMG’s leisure advisory group. In a new study published last week, Hawkley stated: “Most of that change is being driven by technological advances. Seventy years ago the average life span of a company in the S&P 500 index was 75 years, today that has fallen to 15 years, and in 2025 the expected life span will be five years.The winning companies of today could be losers very quickly if they fail to keep pace with the changes around them, no matter what industry or sector they are operating in.” Hawkley said pub and restaurant operators need to adapt business models and he identifies five key areas businesses need to look at: social media and mobile apps, ‘big’ data, mobile payments, wearable technologies and funding. “Many operators are embracing Facebook and

“As consumers become increasingly comfortable with cashless payment such as Oyster, people will wish to pay via their mobile devices without having to use an app to do so. The major mobile phone companies have joined together to develop a universal mobile payment platform and the major banks will be launching their mobile payment platform, Zapp, in 2014. Operators who want to succeed need to be ready to accept mobile payments sooner
rather than later. Hawkley added: “Consumers are now wearing technology and using apps that measure everything that they do on a daily basis producing huge amounts of data. However, this data is generally lifestyle and fitness related and could impact negatively on consumers’ food and drink consumption, as they will measure every calorie consumed in real time. Have you thought how you will deal with customers wearing Google glasses in your
outlets? Will other customers take kindly to being videoed without them knowing? “Crowd sourcing developed as a way of engaging customers and out of that concept crowd funding has developed.The crowdfunding market is forecast to grow to $5bn (£3bn) globally by the end of this year. Companies that are willing to seek alternative sources of funding may find crowdsourcing is a good alternative to traditional sources of debt.”

In a statement the pub group said: “Our largest brand by sales, Harvester, has just 210 outlets in the UK compared to around 125,000 eating and drinking out venues in total. “The opportunity for scale operators to grow by taking market share with leading brands is significant in a market of this size.”

alex lee comment AG International 2014 organiser Martin Burlin has sent out a message to the industry ahead of this year’s incarnation of the UK’s biggest coin-op trade show. He stated:“Since its launch in 2010, EAG international has attracted an increasingly diverse mix of exhibitors mirroring the general evolution of the amusements and coin-op industries. Indeed, visitors flocking to the forthcoming Expo taking pace January 2123, will not be disappointed and are promised to be presented with the latest product and service developments from a huge variety of organisations, large and small, corporate and owner managed. Participants will all share the unifying purpose of furnishing coin-op and amusement operators with exciting innovations to enhance their businesses.” I sincerely hope Martin Burlin’s forecast is proved correct and to be honest I’m sure his predictions will come true, having been privy to a number of firms’ product line-ups over the last two or three weeks. It’s the fifth time the show has been held in the hi-tech halls of ExCeL and, let’s be clear on this, the new innovations and technologies on display will be befitting of the modern surroundings. I couldn’t possibly wrap up my comment this week without a few words on the ongoing FOBT shenanigans. Personally, and I speak totally

for myself here, I think it’s a disgrace and comedic that FOBTs aren’t permitted in AGCs. Obviously, last week’s Parliamentary debate focussed upon whether or not local councils should have the power to deny further bookmakers popping up and ‘clustering’ all over the place, but the big issue for the coin-op sector remains the ‘wobbly playing field’ with regard to their permitted locations. My view on the situation is that all vulnerable people will ultimately find something to become addicted to, regardless of what’s legal here and what’s outlawed there, but on the flipside the vast majority of UK folk who like to gamble - in whatever form it may be - do so responsibly without the need for government intervention or nanny state signposting. Furthermore, the coin-op sector has proved time and time again that it is exceptional at self-policing. I’m on the side of those who believe FOBTs should be allowed in all over-18 areas if such premises want them, rather than supporting a blanket ban or even tinkering with the stake and prize levels. It’s a no brainer for me. I’d rather the government took taxes from a larger number of B2 machines, spread more evenly around all adult-only premises, than carry on the way they are doing by simply putting off any ‘controversial’ legislation until they’re voted out and it becomes Labour’s ‘problem’.

1. THE GAME The game shall be known as 8 Ball Pool and referred to in these rules as ‘the game’. It is intended that players and teams should play 8 Ball Pool in the true spirit of the game and in a sportsmanlike manner. It should be clearly understood that the referee is the sole judge of what is fair and unfair play. The referee will take whatever action is necessary to ensure that these rules are observed. 2. THE REQUIREMENTS OF THE GAME The game is played on a rectangle 6-pocket table with 15 balls plus a cue ball. Balls comprise of two groups, represented by two different coloured balls plus the 8 Ball which is black. Alternatively, numerical balls may be used numbered 1-7 which are plain coloured balls, 9-15 which are striped coloured balls. Balls in the two groups are known as object balls. 3. THE OBJECT OF THE GAME The player or team pocketing their group of object balls first in any order and then legally pocketing the 8 ball (black) wins the game. 4. COMMENCEMENT OF THE GAME (OR RESTART) a) The balls are racked as illustrated (right) with the 8 ball (black) on the 8 ball spot which is at the intersection of the centre and the corner pockets. b) Order of play is determined by the flip of a coin. The winner of the flip has the option of breaking or requesting his/her opponent to do so. c) The opening player plays at the triangle of object balls by striking the cue ball on or within the ‘D’. That player must pot one or more object balls or cause at least two object balls to return to an imaginary line joining then two centre pockets (i.e. to the ‘D’ half of the table). This constitutes a legal break. the breaking player shall then verbally nominate his group of object balls before play continues, even if a foul has been committed when Rule 6 will apply (except as in 4f) d) Any balls potted prior to groups being nominated are ignored for the purpose of establishing a players’ group of object balls. e) If a legal break is not achieved the balls are re-racked and the oncoming player restarts the game with one free shot, following which the group must be nominated before continuing with a normal visit to the table. f) If the player pockets the 8 Ball (black) from the break, the game shall be restarted by the same player. No penalty will be incurred. the balls to be re-racked. This applies even if other balls, including the cue ball are ocketed as well.
BALL POOL RULES g) If a ball or balls are legally pocketed, this entitles the player to one additional shot and this continues until the player either: i) Fails to pocket one of his/her set of allocated balls, or ii) Commits a foul at any time h) Combination shots are allowed provided that the player hits one of his/her group of balls first (unless Rule 6b applies) i) A player may legally pocket one or more of their opponents object balls providing the cue ball strikes one of their own group first and providing one or more of their own groups are pocketed on the same shot.
7. LOSS OF GAME a) If a player pockets the 8 ball (black) before he/she pockets all balls in his/her own group, except as allowed under rule 4g, he/she loses the game. b) A player going in off the 8 ball(black) when the 8 ball (black) is potted, loses the game. c) A player who clearly fails to make any attempt to play a ball of his/her own group will lose the game. d) If a player seeks to gain advantage by deliberately touching a moving ball or retrieving a ball dropping into the pocket he/she shall lose the game.
5. FOULS a) In off (cue ball pocketed) b) Hitting opponent’s balls before his/her own ball or balls, except when rule 6b applies c) Failing to hit any ball with the cue ball d) Jump shots - defined as when the cue ball jumps over any part of any ball before making contact with any object ball e) If a player hits the 8 Ball (black) with the cue ball on the first impact before all his/her own balls have been potted, except when Rule 6b applies f) Potting any opponents balls except when rule 4i or 6b applies. g) Ball off the table i) Any object ball or the 8 Ball (black), shall be returned to the 8 Ball spot (see 4a) or as near as possible to that spot without touching any other ball, in a direct line between that spot and the centre of the ‘D’ ii) If the cue ball, the ball to be played from any position on or within the ‘D’. A ball shall be deemed to be ‘off the table’ if it comes to rest other than on the bed of the table. h) If the player clothing or body shall touch the ball. i) Player not having at least one foot on the floor. j) Playing or touching with the cue any ball other than the cue ball. k) Playing out of turn. l) Playing before balls have come to rest. m) Playing before the ball or balls have been re-spotted n) Striking the cue ball with any part of the cue other than the tip. o) Striking the cue ball with the cue more than once p) Playing a shot before the breaking player has nominated a group of object balls following the break shot. q) Push stroke (see 8a) r) Moving an object ball or the 8 Ball (black) when playing away from a touching ball.
8 GENERAL a) PUSH STROKE - defined as when the tip of the cue remains in contact with the cue ball once it has commenced its forward motion. b) CUE BALL IN HAND - When a player has a cue ball in hand he/she plays from any position on or within the ‘D’ and in any direction. c) PLAYER IN CONTROL - A player is said to be in control of the table from the time that his/her body, cue or clothing touches the table prior to his/her shot, through his/her visit and up until his/her opponent does likewise prior to his/her visit. Any balls which fall into the pockets during this period (including 8 balls (black), he/she is said to have potted and he/she is liable to any penalties or benefits normally awarded to him/her for the potting of that ball or balls as are accorded to him/her in the rules of the game (rule 5c applies) d) The game is completed when the 8 ball (black) is potted in any pocket and all the remaining balls including the cue ball have come to rest, except where rule 4f applies. e) TOUCHING BALL - A player must play away from a touching ball which must not move (see 5s). If the touching ball is one of the players own group, he/she is deemed to have played that ball. If the touching ball is not one of his/her own group the cue ball must strike one of his/her own group. When 6b applies a player must play away from the touching ball and is deemed to have played the game.
6. PENALTY FOLLOWING ANY FOUL a) Following any foul described under rule 5 the oncoming player may play the cue ball from where it lies or from the ‘D’ as in rule 8b and proceed as in 6b. Moving the cue ball to the ‘D’ does not constitute a Shot or Visit. b) Following a foul the oncoming player is entitled to one free shot which may be played without nomination, play the cue ball directly onto any ball, including oppponents object balls and the 8 ball (black). However the 8 ball (black) may not be pocketed, which would mean loss of the game, unless the player has already pocketed all of their own group of object balls and only needs to pocket the 8 balls (black) to win the game. c) Following the single free shot described in 6a the player will commence his/her normal visit.
9. STALEMATE Should any situation arise whereby a legal shot cannot be played, then the game should be restarted by the same player whether this situation is arrived at by accident or design. If in the opinion of the referee neither player is allowing the game to progress or a stalemate situation has arisen, then the game shall be re-started taking into consideration “GUIDANCE”(h) GUIDANCE a) The term ‘shot’ means striking the ball once. b) The term ‘visit’ refers to one turn at the table comprising one or a series of shots. c) The term ‘break’ refers to the first shot of the game or the first shot of the game being re-started. d) Coaching is deemed to be unsportsmanlike behaviour (See rule 1) e) A referee may, if requested, advise on rules of the game. f) There is an obligation on both players to ensure the breaking player nominates a group of object balls. g) The Referee should ensure that excessive time is not taken to play a shot and should act in accordance with competition rules or guidance. h) Re-racks as in Rule 9 may be a reduced number of balls in accordance with competition rules or guidance. i) In Doubles Matches, once a player is in control of the table conversation with others including the partner is unsporting and shall be dealt with under competition rules.

The gambling world awaits a decision on FOBTs Miliband has toned down his attacks on bookies in order to build cross-party support to arrest the spread of FOBTs, a single site operator has spoken out about ‘fear-mongering tactics’ of large suppliers, while a US video game developer has invented a game purely to propose to his girlfriend.
alex lee media watch has deliberately toned down its attacks on bookmakLersabour in a bid to build cross-party support to curb the spread of FOBTs from betting shops, which campaigners say cause crime and lead to addiction, according to The Guardian. Echoing a resolution that was passed by the Lib Dems in their party conference last year, Labour will ask MPs to back a motion that would “give local authorities the powers they need to respond to concerns from their local communities and stop the proliferation of FOBTs and betting shops”. However, senior Tories and Lib Dems said that while they were sympathetic to Labour’s case, the government would wait for a report - supposed to be laid before Parliament early this year - into the machines before taking action. Ed Miliband has warned that FOBTs are already “spreading like an epidemic”. In the space of a decade the machines have spread throughout the country and there are now more than 33,000 in the UK, yielding bookmakers more than £1.5bn. Labour will seek to build bridges with MPs from all sides of the house by retreating from tougher language used by Miliband last month. John Whittingdale, the Tory chair of the DCMS, said that while he would not be supporting Labour for the moment - he does “have some sympathy that local authorities should be given the ability to determine whether or not large number of bookmakers should be opening. Some of my Conservative colleagues share that view.” Tom Watson, the former Labour chair who has led the parliamentary campaign against FOBTs, said that the motion had been inspired by the Lib Dems. He pointed out that the machines were already disrupting community life, noting that there were concerns that they were
being used for money laundering. Charles Kennedy, the former Lib Dem Leader, told the BBC’s Daily Politics that although he ‘was in sympathy with (Labour’s) argument’, his party was committed to waiting for the conclusion of research - commissioned by a charitable trust, funded by bookmakers - into the effects of FOBTs before taking action. However, a precursor to that work warned that researchers had found initial results to be ‘data rich, information light’ and this ‘provides insight only into a very narrow range of issues - namely those of financial transactions’ rather than that of how players can get addicted. Meanwhile, a small pub gaming machine supplier has hit out at the “fear mongering” tactics of the “Big Nominated Players”, according to the Morning Advertiser. Leigh Smith, managing director of LSO, based in London, has defended the practices of small suppliers after large companies have suggested that smaller firms may not be “fit and proper” and an AWP tie would open the pub market to “rogue and illegal” operators, creating a “Wild West-style free-for-all in the tenanted sector”. Smith said: “It is shocking that the big suppliers continue to peddle this fear mongering about smaller players in the market. Our claim to success is our attention to detail, flexibility to adapt our systems to fit with our clients - rather than vice versa, and primarily our very high standard of service. It is this that sets us apart from the big players. “All licensed suppliers are registered on a publicly accessible web
site, easy for a leaseholder or tenant to access. So providing a leaseholder can access the web, he can check if his potential supplier is licensed.” He added: “The big boys have had a cosy club with a high premium fixed price rental structure that benefits primarily the supplier and the pubco, not the tenant or leaseholder. They are terrified of the consequences of true free-oftie on AWP as they know they will lose business. “As to the notion the government will lose income - the chances are, they might gain from healthy cash boxes and accompanying VAT windfall from keener, more efficient suppliers. Exactly how Robert Fink would propose to Angel White was an idea the he’d been sitting on for three years, when the two first got together at Portland Art Institute in Oregon. At the time, he’d been watching what he describes as “an embarrassing amount of proposal videos,” when he came upon a cute video game another guy made for his own girlfriend. The two ideas clicked. “I was inspired and had always kept it in the back of my mind,” he told NBC News. When the time came, Fink knew, he’d plant his proposal inside a video game. In 2013, the time was right and the results speak for themselves: A pixelated 2D game he dubbed Knight Man: A Quest For Love, a tearful “yes” from White, his future wife, and their own viral proposal video, viewed nearly 1.5m times on YouTube.

dan waugh politics Public policy and regulatory decisions should consider the “effects on both the net benefits to recreational gamblers and the net costs to problem gamblers.” So begins Professor David Forrest’s An Economic and Social Review of Gambling in Great Britain, which was published last month. It is an admirable sentiment but one almost entirely absent from the current debate on betting shops and B2 gaming machines (FOBTs) – as it has been throughout most of the last decade’s political discourse on gambling in this country. The battleground on betting shops has - broadly speaking been defined by three main camps – those who perceive major social harm in the clustering of betting shops, singlestaffing and the proliferation of FOBTs (‘the Opposition view’); those who concede that there might be issues but wish to see evidence before taking action (‘the Government position’); and those who consider the debate relevant only in terms of political point-scoring - there being no case for the betting industry to answer. As the controversy has raged with growing intensity through press briefings, Parliamentary Questions,Prime Minister’s Questions and the recent Opposition debate,each camp has stuck stubbornly to their guns, unwilling to concede any points and seemingly unable to grasp the complexities of the subject at hand. Research tells us that the truth about betting shops and FOBTs is likely to lie somewhere between these camps – that the ‘problem’ is not as grave as the opponents suggests;nor is it likely to be as trivial as industry supporters con-
tend. At the same time, it seems unlikely that the definitive evidence that the Government craves will emerge any time soon, in spite of the pioneering research commissioned by the Responsible GamblingTrust.Problem gambling is just too complex to yield a ‘smoking gun’. The industry is rightly concerned about this latest political intrusion into its world and is responding with a range of initiatives, including a new code of conduct from the ABB, NCF’s ‘Play Safe’ programme and the establishment of the pan-industry P3 Group. These renewed efforts to tackle problem gambling are to be welcomed but if they are to work they need to be accompanied by greater honesty and greater tolerance from all parties. It is simply not good enough to take refuge in the selective use of statistics or to pretend that absence of evidence (of harm or otherwise) is evidence of absence. Yet if we as an industry are to truly break out of the stop-start cycle of regulatory modernisation, we also need to address Professor Forrest’s charge that “gambling benefits very many people, each by a little, and hurts a rather smaller number of people,but each by a lot”. Minimising the hurt should be considered a fundamental duty to our customers rather than a matter of regulatory compliance or political horse-trading.The real breakthrough for our industry lies in how we amplify the positives. Tackling problem gambling will lead to greater tolerance; increasing our contribution to the quality of life in Britain will make us truly valued.”
