The opening day of EAG International 2014 saw the signing of a major new jukebox deal between Gamestec, Soundnet/Sound Leisure and the Official Charts Company. usiness was brisk on the first morning of EAG International, with the signing of a major new jukebox deal between operator Gamestec, digital music content provider Soundnet,jukebox manufacturer Sound Leisure and the Official Charts Company.The agreement will involve the supply and operation of 250 of the UK’s first Official Charts-branded jukeboxes. Built by Sound Leisure, with content provided by Soundnet and charts and editorial content supplied by the Official Charts Company and OfficialCharts.com, the jukeboxes will be rolled out by Gamestec across its estate over the next 12 months. They will come loaded with the weekly Official Albums Chart, exclusive music news and artist content in addition to the Official Singles Chart. “We’ve been working on this exclusive deal with Gamestec since November, and we’re happy to say that this order represents the biggest jukebox order this century.The rollout starts in March as production has already begun,” stated Sound Leisure’s Chris Black. “Gamestec was our first ever customer in 2001 for digital jukeboxes, so we’ve got a long history of working together,” explained Soundnet’s Simon Davies.“Now they’ve proved their commitment to the UK jukebox sector by placing this massive

A foremost single site operator has seen the recent £100 Cat C prize uplift in a very positive light, welcoming the move, but wondering why it took so long in the first place. The IOA’s Paul Langham talks to Coinslot. aul Langham, vice chairman of the IOA Group and managing director of Town & County Leisure, has welcomed the government’s decision to increase the jackpot level in Category C pub machines, but questioned the reasons why the £100 prize has taken so long to introduce. Speaking shortly after the indus-

The manufacturers know how important it is to use £100 to provide a

quality experience for existing players and a compelling proposition for new and lapsed players. Parliament has heard that the proliferation of FOBTs on local high streets is damaging tourist economies at traditional seaside destinations like Blackpool and Great Yarmouth.

Speaking at the recent Commons debate on the issue, York Central MP Hugh Bailey told his colleagues that the amount of money being spent on FOBTs had hurt those local economies dependent on income from tourist trade. He said:“I do not believe that the proliferation of high-street gambling in these tourist destinations is good for tourism. “For tourist towns as well as the deprived areas, this is a serious problem that needs to be addressed.” Despite concerns expressed by several MPs

during the debate, plans to give councils increased powers to limit the spread of FOBTs on the high street failed to pass after Conservative and Liberal Democrats voted to quash them. Before the vote, Bayley commented:“Members of all parties have rightly pointed out that the top 10 per cent of constituencies with the highest use of,and with the highest profits taken from, FOBTs are largely in deprived areas, although they are not all in those areas. “I would like to mention a group of places in the top 10 per cent that I would call tourist destinations. “They include my constituency of York Central, Blackpool South, Brighton Pavilion, Bournemouth West, Cambridge, Great Yarmouth, Kensington,

Norwich North, Oxford East, Torbay and the two Westminster constituencies.” Caroline Lucas, MP for Brighton Pavilion, added: “We have 70 FOBTs in Brighton, Pavilion alone. “Does [Labour MP and anti-FOBT campaigner Clive Efford] share my concern that some betting shops are now cutting the hourly wages of their staff, but offering them the chance to make up the loss if they can increase the profit from the machines? Is not that completely unacceptable?” Their fears are shared by Blackpool councillor John Jones, who has campaigned against FOBTs after witnessing their impact on his Bloomfield ward. He told The Gazette

newspaper:“You shouldn’t be having these machines in uncontrolled environments. I am very disappointed that the government did not go with the Labour proposals. “In particularly deprived areas these establishments are opening up in large numbers.” According to the Campaign for Fairer Gambling, there are 157 FOBTs being operated across the Blackpool North and Blackpool South constituencies. Jones believes they are deterring tourists:“It will be off-putting if people come here on their holidays and lose a large amount of money. “The machines should be banned from betting shops and they should be in an environment that is controlled.”

He stated:“Clearly 2014 will be very challenging for the IOA as we continue to face market decline in terms of outlets for our products and consumers still on tight budgets with limited spend. At the same time, product costs are increasing and things like new pensions regulations are rolling out to add further cost input.” Powell believes that the IOA must respond to these challenges and that the trade group must carefully review the procedures and practices that have become, in his view, taken for granted in the supply model over a long period. In a lot of cases our machines are literally smashed to pieces.” Powell concluded with a few words on the triennial review.He believes that it will afford a more logical and appealing jackpot to players. And if that isn’t social services, I don’t know what is.” The campaign has been boosted by new research from ComRes which indicates most people in Britain (61 per cent) agree with Binley; bingo provides an important community service by bringing people together. The poll of more than 2,000 adults also discovered that although bingo players are predominately women in their late forties and fifties, support for the game’s future is strongest in the 18-24 age group.

Fruit machine criminals brought to justice THEFT

hieves who stole hundreds of pounds from machines in Funworld Amusements in Swanage have appeared at Dorchester Crown Court. Mark Wheatcroft and Emily Corbin admitted charges of theft and going equipped relating to raids

on fruit machines in the Swanage arcade. The court was told that the above two were spotted acting suspiciously in Funworld Amusements in September 2013. Wheatcroft was seen on CCTV inserting a rod into one of the machines. He was later arrested and

UK’s online gambling legislation rumbles onward POLITICS

Despite the arduous line-by-line examination process, the Bill should still be implemented as an Act of Parliament before the end of 2014. If approved, the legislation would require all online gaming companies serving the UK, regardless of where they are based, to hold a Gambling Commission licence. The current system only requires UK-based companies to hold a licence, while those located outside of the UK are regulated by the jurisdiction in the country that they are based. The reforms would demand that all online gambling firms operating in the UK pay a point of consumption tax, an amount that currently stands at 15 per cent of gross gaming revenue. Furthermore, the new proposals would stipulate firms based outside of the UK to inform

the UK Gambling Commission of any suspicious betting behaviour that involves UK customers. The bill first made its move into the political corridors when it was granted a first reading in the House of Commons in May last year. The new bill was granted a second reading in November and later in the month was the subject of two debates in the House of Commons. After the third reading in the Commons on November 26, it was passed on to the House of Lords where Parliament’s second House took a second reading shortly before Christmas before deciding to push the Bill forward to the committee stage.

They would see the FEC on the existing pier head demolished and replaced with a new 45,000-square foot indoor FEC housing an amusement arcade, ten pin bowling alley, cafe, children’s play area, pool room and bar. Although Blackpool Council’s planning committee passed the plans for the new building, it then advised developers to reconsider what it deemed

in the pubs, bars and nightclubs industry. Surveying more than 2,000 employers from across the hospitality and tourism sector to analyse current labour market trends, skills, and education and training needs, the

report shows that while the number of pubs, bars and nightclubs businesses decreased by two percent between 2011 and 2012, 40 percent of businesses in the industry have increased sales and turnover.

This suggests businesses that have diversified into serving food are driving growth. With the labour force stabilising and a general atmosphere of positivity within the hospitality and tourism sector, 32 percent of pub, bar and

nightclub employers reported that they expected an increase in their workforce in the next three to five years.

Rank Group’s wide-ranging refurbishment and rebranding of the Grosvenor G Casino in Leicester has reached a conclusion, with the addition of a new sports bar and restaurant.

ank Group, owner of Leicester’s Grosvenor G Casino, has announced the completion of a £1m renovation project. A series of new services have been created to complement an enhanced casino floor at the East Midlands venue. Located in the town centre, the casino is one of nineteen picked up by Rank Group as part of a deal inked with Gala Coral Group. In March 2013 the UK gaming company spent £179m to purchase Gala branded casinos across the

country. The sale made Rank Group the largest casino operator in Great Britain, with 54 separate operators falling under their remit. The £1m investment into their newly acquired Leicester location is part of a rebranding programme to bring former Gala venues under the Grosvenor brand name.The casino, which is now open 24 hours a day, has seen many of its tables and machines upgraded to newer high tech equivalents. BBPA urges Parliament to support Beer Duty freeze PUBS

British Beer and Pub AssociaBrigid Simmonds has writTtenhetion’s to MPs to urge them to support a parliamentary motion calling for a freeze in beer duty in the Budget on March 20. Early Day Motion 892 has been tabled by Andrew Griffiths, MP for Burton and Uttoxeter, and already has the support of 39 MPs from six political parties. The EDM calls on the government to sustain the momentum created by the historic beer duty cut and removal of the beer duty escalator by the chancellor last year, by freezing duty in the 2014 Budget in order to secure over 2,000 jobs in pubs. In her letter, Simmonds commented: “The benefits of the cut have been highly significant. From smaller businesses gaining the confidence to

take on new staff and buy new equipment to larger businesses investing in and expanding their pub estates,there has been a definite change in industry perceptions. “However, the reality is that tax hikes of 42 per cent in five years are not easily undone.A further freeze in Beer Duty this year would make a telling difference - with research by Oxford Economics indicating that it could boost jobs by 2,000, across the country.” Simmonds has also urged BBPA Members to write to their MPs to ask them to support the measure. n 2013, frustrated at the lengthy supply chains they faced as a UK distributer, the team behind The Ultimate Fan established manufacturing company Syco Gaming. The company’s first major release, the Adept cabinet, has been receiving very positive feedback ahead of EAG, where it will be on public display for the first time. “The response we’ve had has been absolutely superb,” said company director, Dean Gourlay. The cabinet, which is available in versions featuring two or three 19 inch HD screens, is created at Syco’s 8,000 square foot manufacturing facility in Telford. This site oversees the creation of the company’s entire product line, making them one of the few cabinet developers to sell machines that are produced entirely in the UK. This commitment to build locally is a core tenet of Syco Gaming and was born as the company’s founders spend frustrating weeks waiting to receive new parts and machines. “That business, for us, just didn’t work,” said Gourlay, “so we decided that at the start of last year that we were going to pursue our own cabinet and get manufacturing done in the UK.” Having the entire Syco team based in Telford means that customers in need of support are only a phone call away from assistance. “At the end of the day it’s good for the customer,” said Gourlay. “There’s a good solid manufacturer in

the UK that’s building their equipment, so if they ever need any parts or any peripherals there’s no ridiculous lead times.” Engineers are also available for site visits if required, building on the team’s ethos to maintain customer relationships long after a sale has been completed. This new analogue reel machine is designed specifically for the new £100 jackpot increase. Syco’s sister distribution company has been working with Crown for a number of years and when the Telfordbased company got its start their relationship continued to bear fruit. “We buy and sell from one another through the distribution line so when we set up Syco Gaming they were quite receptive for looking at our products,” said Dean Gourlay. Ahead of the Adept cabinet’s debut trade show appearance, Dean has been at pains to champion the commitment of gaming veteran Neil Chinn in its conception and design. Chinn, who passed away in October, provided consultancy services to Syco Gaming throughout the creation of the new machine. “He was an integral part of developing the cabinet,” said Gourlay. “It’s just unfortunate that he’s not here to see the finished product get to market.”

alex lee comment ood afternoon London! Hopefully, you’ll be way too busy to read this until at least the day after the EAG International 2014, because you’ve been so busy either buying or selling at the show.The major piece of news which broke immediately before ExCel opened its doors to the world of coin-op, of course, came from the Department of Culture, Media and Sport stating that the £100 prize uplift for Category C games had been rubber-stamped. As this column has to be written several days in advance of Coinslot going to press, I can’t realistically predict how much ‘Triennial ready’ Cat C product will be on the show floor, regardless of what stage of development it happens to be in. Typcially, however, certainly from what I’m hearing from the industry grapevine, there should be more than a fair smattering of the above mentioned machines at ExCel. I say ‘typically’ because the coin-op industry can be rightly proud of its ability to swiftly react to any opportunities handed to it - let’s face it, it has to given that mitigating circumstances have caused the UK industry to contract so much in recent times. Despite not having yet set off for London, I’m

already in ‘show mode’ inasmuch as my thoughts are dominated by whether my single pair of smart shoes will last the full three days, how many spare batteries I need to bring down for my digital camera, whether the wireless internet connection will actually work in my Docklands base for the week - and indeed whether I’ll get (for the first time in my life) an internet connection on the train down to the Smoke. Furthermore, will my risk of not having my suit dry-cleaned be noticed by anyone? Here’s hoping to a successful show for all concerned, then. Obviously, each firm measures ‘show success’ in different ways, but it usually boils down to volume of sales. With the above in mind, I don’t think the show organisers could have done much more in their professional approach of promoting the event and its benefits to the industry. It would be great if operators took the plunge and invested heavily in what’s on offer and even better if the great British public redoubled its love for all forms of coin-op entertainment in 2014. In the meantime, I’ll cross my fingers and wish for a bit of Easter warmth, summer sunshine and a sizable dollop of sensible, sensitive legislation.

According to the Hinckley Times, the controversial proposal, put forward by owner of the building, Andrew Tyler, is for the demolition of the existing bingo hall and the construction of a new car park to serve the proposed new food retail store, thought to be Iceland, which has already been granted planning approval. The art deco building was constructed in 1929 and was originally used as a cinema. The application, which is linked to a previous application from 2011, also promises to keep the shops on Rugby Road and the front of the building on the corner of Rugby Road and Lancaster Road. It proposes that this could be used as a retail unit with a further planning application. Cllr Bron Witherford (Lib Dem, Hinckley Castle) said: “I

think we have got to go forward with the bus station development. But I am pleased that the front is being kept and the buildings on Rugby Road. We have been campaigning to keep that part of the building so we don’t lose that iconic corner. We would have liked to have kept it all but the bus station is the primary project. I think that any car parking in the town will help. We are hoping we can get as many people back shopping in Hinckley as we can.” The applicant stated he was hopeful that the development should benefit the local economy both during its construction and also after completion by attracting visitors to use the retail store to which the car park is related together with the jobs created. Vaughan Cartwright, an events organiser from Hinckley, however, is passionate about keeping the bingo hall in the town and using it as a community space. He said: “I’d like to see it be

used for events for things like live music and comedians. I have contacts and I know we could get people like Ministry of Sound or someone like that playing there or stand up comedians. We could even use it for local bands to play. I think this would help the night time economy. There is nothing in the town for the 16-plus generation and they are the ones with the money.” He added: “It’s such a lovely space inside, it would be such a shame to knock it down. The trouble is the only people who know how beautiful it is are the bingo players. I am sure if people knew what it was like inside they would be outraged. It still has all the original rigging inside.” The building is currently used for storage by Indigo Home owner Darran Brown. He said: “Something should be done to save it. The building is gorgeous inside. Personally I think the council should buy it and leave it to the community.”

Already hotels on the seafront at Aberystwyth, which bore the full force of the worst winter storm for almost 40 years, have reopened. The enormous waves swamped the beach smashing against the soft cliff edges and remoulding the landscape. The flotsam and jetsam of the sea, from seaweed, sticks and stones to plastic bottles and other rubbish, has been washed up yards from caravans at the Glanymor caravan site. The new sea defences built to prevent the floods that have regularly put more than 70 homes at risk, held fast and stopped any serious damage in Tywyn. And, for those towns which took a battering, their fightback begins now as they set about transforming the resorts back to their former glory.

The most commonly offered reason by the world’s lawmakers as a justification for such restrictions is that they seek to mitigate social disruption associated with problem gambling. This hasn’t stopped governments making money out of gambling themselves, either through taxes, auctioning of gambling licences and ownership of gaming facilities.The European Court of Justice recently noted that there is a growing inconsistency between the supposed social case for state gambling monopolies and their tendency to spend large amounts on promoting their own products. Research conducted on behalf of the US gambling commission at the end of the last century indicated that casino gaming creates jobs and reduces the level of unemployment and government assistance in communities that have legalised it. The University of Chicago’s National Opinion Research Centre found that communities closest to casinos experienced a 12-17 per cent drop in welfare payments, unemployment rates and unemployment insurance after the introduction of casino gaming. NORC also found that communities with casinos have 43 per cent higher earnings in their hotel and lodging sectors than those communities farther from casinos. Whilst there is evidence to suggest that the creation of gambling facilities in areas where problem gamblers live increases negative behaviour, there are often difficulties extrapolating this data and applying it to whole populations. Indeed research conducted by the Scottish Executive Social Research criticises lobbyists on either side of the gambling fence. It states: “Claims that casinos create significant wealth, new jobs and regenerate local economies;or that they create massive social problems through increases in problem gambling and crime tend to be exaggerated.”

Yet if evidence against gambling being harmful is so inconclusive why have lawmakers been slow to peel back legislation? UK gambling consultant Steve Donoughue believes one reason is that lawmakers are themselves trapped in a paternalist tradition,rooted in class prejudice. He said:“Gambling by the working class was integral to society and culture, endemic and restrained, with very little evidence of excessive gambling.” Yet this didn’t stop a cycle of moral panic, where over a sustained period of time UK legislators introduced laws that were both deeply prejudicial to working class gamblers and also highly ineffective. Such heavy handedness seems out of place nowadays.In fact,a recent piece of analysis produced by the University of Salford in Manchester suggests that most gamblers are happy with their lot, a state of mind partly attributed to the mental rewards they derive from the pastime.The authors argue that restricting choice risks lowering the utility of those who choose to gamble, who in their view aren’t in need of paternalistic constraints. Donoughue believes that the gambling industry hasn’t been too successful at lobbying for greater liberalisation, which is perhaps a reason why some innovations within the industry are challenging the business model that underpins it. A number of new firms appear to be looking to challenge the model, effectively returning to the type of focus that surrounded betting practices long before they became anything resembling an industry.They hark back to an era when betting invariably involved a two-horse race, with wagers between individuals rather than a bookmaker and the incentive less about financial windfalls and more to do with providing the odd treat. The hope is that such businesses can re-equip gambling with a social purpose that will eventually diminish the dangers of problem gambling. If they can achieve that, the odds might even shorten on gambling becoming a force for good.
