Having been in the post for over a decade, Leslie MacLeod-Miller has resigned as BACTA chief executive officer, prompting a number of tributes from industry stalwarts. fter more than 10 years in charge, Leslie MacLeodMiller has decided to step down as chief executive officer of BACTA.He will relinquish his post as of May 1, but will remain a key consultant to the coin-op industry trade body. Announcing his resignation, MacLeod-Miller said:“After 10 years I am ready for a change, having received unbelievable support from BACTA members. I pay tribute to Steve Hawkins and the Management Committee, but most particularly to the Secretariat whose professionalism and dedication have underpinned the many challenges we faced together.” BACTA’s current president, Steve Hawkins, said: “Leslie has provided extraordinary service to BACTA for over a decade. During his time at BACTA he has worked with five Ministers,six Secretaries of State and six BACTA Presidents, taking BACTA for the first time to Downing Street and making representations to the European Parliament.” Hawkins added:“Leslie has combined the roles of BACTA’s chief executive and general counsel, Euromat vice president chairing the European Associations Legal Committee and a member of the National Security Council for Fairground Rides. Leslie has spoken at international conferences and authored hundreds of consultation responses and articles on the industry’s behalf, including Paterson’s Licensing Act Guide including the Gambling Act 2005 (Butterworth’s). Easter staycations on the increase TOURISM

Parents across the country will have provided a £2bn boost to the UK economy by splashing out on activities to keep their children entertained this Easter, according to a new consumer report. recent study conducted by hotel chain Travelodge which surveyed 2,500 British parents has revealed that 35 per cent of UK households planned to take a short staycation break this Easter. On average, British parents will have forked out £478.25 on a short Easter break, featuring four day trips. Coastal operators will be buoyed to hear that the traditional British seaside break is back in vogue as it topped the list of staycation

destinations this Easter. Of those taking a short break, 37 per cent took a traditional British seaside holiday this Easter. Over a quarter (26 per cent) of parents took a break in a UK city and 14 per cent planned to spend quality time together exploring the great British countryside by taking a rural break. Further research findings revealed that four out of ten parents stated that a staycation short break was a good value option in help-

ing to keep their children entertained this Easter, due to the high cost of holidaying abroad in the school holidays. Over half (55 per cent) of parents surveyed felt it is important for them to teach their children that the UK is a great holiday destination so that they could appreciate their country and gain a better understanding of its heritage and history. Tighter budgets and the economic downturn have meant many in the UK

Ipswich magistrates heard Paul Elphick’s fixation began when he won £500 from a machine while employed at the Charles Manning-owned Arcadian. Elphick, of Felixstowe, was sentenced to 20 weeks’imprisonment after admitting five counts of theft. He stole £7,880 from the arcade betweenAugust 20 and October 21 last year. John Hughes, representing Elphick, said:“It’s clear from speaking to Mr Elphick that he was not aware just how much he was taking. He accepts his gambling habit was out of control. He won a very large amount of money on one occasion - £500 - and that spurred him on in the

belief that he would be able to get a lot of money from gambling.” However, soon Elphick was losing money. He began to fund his gambling by stealing from the arcade and then took more in the hope of repaying the original amounts he had stolen. Hughes said:“It became an obsession to play the machines in the hope of winning the money back. He believed he would make sufficient money to put the money back, but the addiction had got a firm hold.What the whole affair has done is bring about an abrupt halt to his gambling.” Prosecutor Anita Addison told the court the owners of Arcadian Charlie and Jonny Manning had nearly closed the business down due to a downturn in the profits before they realised what Elphick was doing. Had they done so it would have meant the loss of three jobs.

Operator sought for Dreamland amusement park REGENERATION

District Council is to press ahead with Tplanshanet to create a heritage amusement park at Margate’s Dreamland site by beginning the search for an operator. It has already put a funding package in place to begin work on the project to create a world class leisure attraction, but has yet to secure the services of an operating company with the required credentials necessary to run the new park. The council has now called a meeting for May 1 to discuss plans for an open procurement process that will identify the right candidate. Director for community services, Madeline Homer, said:“Identifying a suitable operator to run the park is a major step in the journey,

with the plan to open the first phase of the park in April 2015. “Is this ambitious? Absolutely.Are there risks involved? We are trying to find out at the moment. We didn’t know that we were not licensed or that you needed one. The machine was there a long time ago and it is out of order at the moment.” Police say they will continue to clamp down on machines placed illegally. The seizure follows a number of undercover purchases carried out by police in Bolton to reduce the number of pubs, bars and shops selling to people who are underage. A Gambling Commission spokesman said: “We were pleased to offer support, advice and guidance to the police in this case. Working in partnership with local law enforcement agencies is key to the Commission’s approach in keeping gambling rfair and safe.”

One of several former members of staff collectively owed thousands of pounds in wages by the former directors of Exmouth seafront’s bowling alley complex, says he doesn’t believe he will ever be paid now that the company has been wound-up. Since the sudden departure of Isaac and Grainne Robb last summer, the running of the high-profile, multi-million pound

leisure complex was taken over by its developer Mark Quinn of Harlequinns Bowling and Leisure, and has proved a popular attraction in the town for both visitors and residents. It was subsequently renamed Ocean Blue from Coast Café, Bar, Bowl.The Robbs, directors of Palmera Enterprises, had been running the complex since it opened on Boxing Day 2012. Robb admitted he subsequently left the business in July without paying “a lot” of staff and suppliers. He previously said he felt he had“no option”but to leave following communication with Quinn.

According to Companies House, Palmera Enterprises Ltd was dissolved on April 8. No accounts had been filed for the company since its formation in August 2012.A spokesperson from Companies House confirmed that the company was dissolved because of “non-compliance of filing essential documents” namely, general information about the company. She confirmed that the company had not gone into administration and former business directors are still eligible to reinstate the company or set up another. In advice previously issued by the Citizens

Advice Bureau, when a company goes into administration, creditors, including former employees owed money, can claim money owed through the insolvency practitioner. Matt Amos, 24, was employed as café manager from January until the beginning of June 2013, and is among those owed wages. He said he is owed about £1,300 in wages, holiday pay and lieu time but is resigned to the fact he is unlikely to be paid. “I’ve accepted that I’m not likely to receive the money,” said Amos.“We’ve had to move on - it’s really unfortunate but you live and learn,” he added.

he UK’s Gambling Commission’s approach to Timplementing the Gambling (Licensing and Advertising) Bill could mean an end to the sponsorship of Premier League clubs by Asian gambling firms, according to the

Amusements Adventure Island asks men to keep their shirts on AMUSEMENT PARKS

To ensure it maintains its status as an attraction for the whole family, one of Southend’s top amusement parks has brought in an informal dress code for its male customers. outhend’s Adventure Island amusement park is instructing male visitors to refrain from going barechested in an effort to uphold its family-friendly reputation. The business has installed signs around its site asking men to keep their tops on at all times and warned it will ask all those who do not observe the ‘Wear Your Shirt rule’ to leave the premises. Marc Miller, managing director of Adventure Island, told local press that the signs did not amount to strict dress code, but had been put in place to ask male customers to “show some decorum”. He commented: “In recent years, we’ve seen increasing numbers of lads and men whipping their tops off, eager to make the most of the sun - which is understandable, of course, as Southend is the warmest and driest part of the UK.

“That’s absolutely fine in the right environment, but we try very hard to be a family-focused business and not everybody is a fan of bare chests. We simply want to make sure that Adventure Island maintains its status as the best place to bring the whole family for a fun, safe, reasonably-priced great day out.” Adventure Island is the first UK amusement park to follow the example set by US attractions, where the majority ask their customers to observe an informal dress code. Miller added:“Of course, we don’t want people to think we’re introducing a nightclub-style policy of no jeans or trainers.There definitely won’t be Adventure Island fashion police criticising people for wearing double denim combinations, spots with stripes or inappropriate shades of purple. “We’ll simply point out that if you want to pose

semi-naked, then Southend has miles of glorious beaches on which to do that.” The news brought an almost unanimously favourable response on social media, where most commenters agreed with Miller that partial nudity should be kept to the beach. Posting on Facebook, Southend resident Kimberly Skehan said:“I don’t think it ever gets so hot in this country that it’s unbearable to wear a t-shirt. “I’m no prude but I don’t need to see sweaty men in not a lot when I’m having fun with the kids.” Kerry Foreman, another Facebook commenter, called for the rule to be extended to women as well: “I totally agree people should keep their tops on not just men, but woman

A spokeswoman explained that both were charity events held in private:“The only people present were those who had signed up to take part in order to raise a large amount of cash for charities - Breast Cancer and Prostate Cancer. “The topless ban is related to when the park is open to the public.”

Teignmouth Pier to reopen in July PIERS

he owner of Teignmouth Pier has said he Thopes to have the attraction reopen by July, having missed the original Easter date for repairs to storm damage. The pier’s amusement equipment was tossed around and badly damaged after holes were punched through its wooden floors when powerful waves hit the South West coast at the start of the year. The cost of the damage

caused is estimated at hundreds of thousands of pounds. Owner Nik Brenner said the pier, was which originally opened in the 1860s, had been “hit very hard by enormous waves”. He commented: “An awful lot of new equipment is to be installed and it has been a long process with the insurers, but we are going to make sure it is a proper job. “We would have loved to have done it sooner. With the kids off, we would have been really busy.”

Earlier this year Brenner had hoped the pier would be restored in time for Easter, but now confirmed

that work would not be completed until July, describing the news as “heartbreaking”.

Because Big Bluff was operating large poker tournaments and all the profits from them were illegal they amounted to criminal assets under the Proceeds of CrimeAct as Melin was with-

The club was raided in September 2012 by Enfield Council’s Licensing Enforcement and Trading Standards Teams, the Gambling Commission and the Metropolitan Police.The Big Bluff Private Members Club has since stopped operating. rown Direct expects to make sales at the Northern Showcase, but to assume that the show was simply shifting units would be to do it a great disservice. “Last year we had a guy coming from Margate,” said the company’s managing director, Dean Harding, “and you can’t fault that for commitment.” Dedicated members of the industry will go that extra mile in order to take advantage of networking opportunities afforded by the Showcase’s laid back atmosphere. “I think it’s about catching up with people,” said Harding. “It’s about networking, it’s about product and think it falls at a nice time of year.” The importance of the show’s May scheduling is not lost on Crown, with the show neatly positioned just ahead of the vital summer months. “People will have done Easter, all the kids will have got back,” said Harding, “and Whitsun is four or five weeks away, so it gives visitors a little time to reflect on what’s happened so far, look at new product, consider any further investments and then to catch up with their colleagues and peers.” The show is also of vital importance to operators in Scotland and the North of England. “There are people that don’t travel to EAG,” said Harding, “so it has got a more localised feel for some. It’s a more

low key affair and because it’s our event and we’re representing all the people that we distribute for. It is like an open day for us in some respects, but it takes place in an independent venue.” In many cases, operators and suppliers will be keen to hear how new Cat C machines have been performing and to see what new developments manufacturers are bringing to market. “It’s fair to say that our supplies will want to use it as a springboard to show and demonstrate new games,” said Harding. “Concept Games are bringing a 20p/£10 cat C machine called Jokers to the show that we haven’t even see ourselves. So there will be new products.” Brand new games from established companies will be on display across a number of categories. “There’ll be new games for B3 that Barcrest will be launching at the show,” noted Harding. “Also Zeus at War - the first game that Scientific Games are showing since the acquisition of WMS - which from early indications looks very strong.” The amusement sector will also see it’s fair share of new developments. “There’ll be new novelty products, like Lucky Ducks, so it’s a complete spectrum,” said Harding. “There’s also some quality used pieces of equipment for customers that are coming with a budget, including redemption, air hockey and second-hand gaming.”

However, the company’s sales director Kevin Temple believes that the show’s recent prominence owes a serious debt to timing. “The timing, really is a big factor,” he said,“because you have the EAG, where the products are launched, then some of the products are put in the marketplace and it’s usually April before you get a feel of how good they are. So come our Northern Showcase in May we really know how the portfolio we have has been performing in the marketplace.” The event also gives operators a chance to meet with the rest of the local industry and discuss which machines they expect to perform well over the vital summer months. “If people have a successful Easter period then they’re looking to have a second wave of purchases for the summer period,” said Temple,“so it’s ideal for us, where it just slots in perfectly just before the summer.” Some of the most interesting feedback

will be coming from those venues that have been trying out new Category C machines. “The exciting thing for this show is that we’ll have a lot of 20p/£10 machines that have been out,so we’ll have an idea of how they’re going with the new five per cent MGD,” said Temple.“That’s a new machine for us, a new category really, so it’s quite exciting.” Traditional Cat C machines also saw a jackpot increase to £100 at the start of 2014 and feedback from these games will be just as vital. Elsewhere, Temple expects redemption to be a big performer at the show. “Redemption’s still big for us,” he said. “Wizard of Oz from Elaut and Sweet Falls Pusher from Harry Levy, those would be the two main movers for us this year.They tested very strongly and they’re a bit different. On top of that there’s Monopoly and Down the Clown from Ice, which have been very successful.” The company’s expertise from north of the border has proved a valuable resource, but the gaming and amusement suppliers are just as prolific in the rest of Great Britain and Ireland.

“It’s funny for us because although with Deith Leisure we’re based in Scotland, as much as 70-75 per cent of our business is in England,Wales and Ireland,” said Temple. That breakdown is due in large part to the scarcity of operators in the UK’s northernmost country.“We’ve some very good customers in Scotland, but it’s obviously very sparse compared to England,” said Temple,“so there’s not new customers popping up all the time. It’s generally the same people who you deal with.” Many of these customers will be taking the opportunity afforded them by the Northern Showcase to network with other members of the industry.“It’s been amazing over the years we’ve done it how many big deals we’ve pulled off here,” Temple revealed.“We have a nice number of visitors. It gives you plenty of relaxed time to think and discuss important issues. Whereas at EAG you’ve got two or three people waiting to speak to you, it’s rushed. You can tell customers more about what’s going on in a more relaxed environment. It’s quality time with quality customers.”

oinslot: What is the importance of regional shows such as the Northern Showcase? Steven Wooley: Any regional show is always a great time to catch up with existing customers of course. So making arrangements to meet up is always a key thing to do. If, of course, we have potential new customers in that particular area then again we would certainly try to set up meetings and move the opportunity forward. Essentially, it is about trying to sell, but part of that is the contact with both existing and potential clients and keeping the dialogue going.

SW:The show is great as it gives companies a chance to look at any new products that will have come onto the market since the show in January. It is a local show and generally coincides with other regional shows and meetings so it gives operators in the area a chance to meet up as well as look at new product.The timing is good as well,as the season has not really got underway so anyone still looking for product has the chance to make a few last minute decisions. Getting to put a face with a name for the local operators that do not

Bourne positive on amusements Major amusement providers Bourne Leisure are reporting strong machine performance in early 2014, including many of the games that will be on show at the Northern Showcase.

perator Bourne Leisure, the company behind the Haven and Butlins holiday O resorts, is optimistic about the state of the leisure and amusement sector. Ahead of a visit to the Northern Showcase, head of arcades Kevin Scott reports a healthy outlook. “Trading is very strong,” he said. “The weather has been in our favour, holiday bookings have been excellent and we are confident of a good season ahead.” Away from the bustle of major national shows such as EAG, Scott values the Northern Showcase for the networking opportunities it affords. He believes that regional shows are, “less intense, more relaxed and afford a better opportunity for the manufacturers to promote their product.” In addition to meeting with the suppliers and manufacturers that provide Bourne Leisure’s core arcade offering,

Scott is keen to discuss early year performance with his fellow operators. “It is very important,” he said. “It allows the operators to meet face to face to exchange views on the current product. They can also discuss the issues with recent product to allow manufacturers to improve future games.” For Bourne, success in the early months of 2014 has been driven by new games that appeal to the family market. “Our business is very family focused,” said Scott. “Recent purchases in this genre will enable us to keep the momentum in this sector. Our partners have invested in the Elaut products E Claw cranes and Wizard of Oz.” Elaut will have their own stand at the Northern Showcase, as will Namco and Harry Levy. “Pacman Smash is now offered across our estate,” said Scott,

“and we have also sited a number of the Sweetfalls Pushers from Harry Levy, which we believe will be a strong offer this season.” Fellow Showcase exhibitor Sega has already proved profitable for Bourne this year. “We have seen strong performances already on Down the Clown and Snowdown,” said Scott, “and early indications are that Video will be lifted by Transformers Alliance from Sega. I genuinely believe that 2014 has the strongest product offer in recent times.”

Growth of a Northern star From humble origins as an educational event, the Northern Showcase has grown into a major pre-summer sales and networking hub. rown Direct’s Northern Showcase may not have the kind of long and distinguished history boasted by some of the older UK trade shows, but in just seven short years it has cemented itself as a highlight of the industry calendar. Looking back on its origins, Crown’s managing director, Dean Harding, recalls that the event was not intended to provide a platform for sales.“The first one we did in 2007 was a July event,but we did it because, at the time, the laws in September were changing with the introduction of the Gambling Bill.” The Northern Showcase began its life as an event designed to draw in operators and suppliers from the surrounding area to learn and debate.“We just felt that there was so much up in the air, so much product that was going to be new,” said Harding.“It was not sales, it was almost like a service and education to our customers.We were also putting our suppliers in front of our customers and telling them what we’re going to do about B3 and Cat C.” This educational gathering was never intended to last beyond its first year.“We didn’t set out with the intent of it being an annual event,” said Harding, but with a surprisingly high number of sales made and

the recent demise of the Blackpool show, the time was right for a new star in the north.“I think Blackpool was poor or had been the last few years,” said Harding.“That we were organising one independently was very cost-effective for us.We weren’t having to pay someone to organise a show. From there it’s grown and I think that the nice thing for us is, while we’re arguably the biggest supplier to market and we have the broadest range of products,it’s nice that we actually pull in people who aren’t our customers.” Visitors now attend from all across the country,including many of the UK’s biggest operators.“We get customers turn up who aren’t our direct customers,” said Harding. “For instance, we get customers like Praesepe, who use it as an event to come and see people.To catch up, to network.” Ultimately,while sales remain important, it’s the surrounding elements that have made the show a success.“It has got a commercial element and we wouldn’t do it if it wasn’t worthwhile,” said Harding,” but we like to think that it has a broader appeal too, not just to our customers,it’s there for other people to come and use our hospitality and to network. Hopefully it’s a bit of become a bit of a date in the annual calendar.”

While everyone, not least the event organisers themselves, likes to remind us about the size and importance of the EAG and ICE, writes Alex Lee, you can’t beat a good provincial trade show.

hile the ExCel shows are both vital events, once they’re over by the start of February W it’s the turn of the smaller, more intimate gatherings such as Crown Direct’s Northern Showcase in Chorley to punctuate the rest of the year. It’s been said before, but for annual provincial events to continue to grow in the way they have in recent years, the industry must support them. While all coin-op show organisers must be given credit for their efforts, it is industry stakeholders that help such events remain on the schedule. Like the corner shop that disappeared because everyone started going to the supermarket down the road, trade shows such as the Northern Showcase will just as quickly disappear from the calendar without wholesale support from the sector that they serve. Since the inaugural Northern Showcase in 2007, which coincided with the eventual implementation of the Gambling Act, the coin-op industry has taken more than its fair share of knocks. For an annual, northern event (remember Norbreck Castle anyone?) to grow and thrive, therefore rather than struggle to survive is a big endorsement of show organisers Crown Direct and its customers. Furthermore, it is an indication that visitors are keen to view products that either missed the cut or were only in prototype form at EAG, especially new £100 Cat C product. In addition to cashbox-busting refurbs, delegates at the Pines Hotel will see new machines which have been tested on-site since the ExCel shows. Crown Direct has deliberately kept the same time slot since the first Northern Showcase as it gives operators the opportunity to reflect on their takings over the Easter break and look for ways to reshuffle their pack ahead of Whitsun at the end of May. The Wigan-based firm has always worked on the principle that it will only distribute best-inclass machines. The products that will be on display at the Pines, therefore, will no doubt reflect this strategy. Visitors to the Pines Hotel will therefore see each product sector represented in a set-up designed to replicate a modern amusement arcade. The success of the Northern Showcase, of course, will ultimately be gauged by the volume of sales achieved. The opportunity, however, to chew the post-Easter fat and discuss ways in which to improve takings through Whitsun and beyond in person with knowledgeable industry peers is as compelling a reason as any to make the journey to Lancashire. Overall, it’s testament to Crown’s efforts and broad product portfolio - that it can head into the eighth incarnation of its annual Northern Showcase event with some confidence.

Comment Easter sunshine gets season off to a solid start

alex lee comment ncredibly, Scotland seemed to have got the best of the Easter weather on Bank HolidayWeekend, with the country reported as ‘hotter than Tenerife’ on Easter Sunday as families soaked up the glorious weather. Scots headed outdoors to enjoy temperatures of up to 18c on the west coast of the country as southern England and Wales dodged showers and thunderstorms the same day. The mixed weather in England, however, didn’t stop a number of coastal tourism businesses enjoying a record-breaking Easter.Tens of thousands of visitors, for example, poured into Somerset to enjoy the coinop delights, despite memories lingering of winter’s devastating floods. Michelle Michael, co-owner of the Grand Pier at WestonSuper-Mare’s reported brisk trade. She told local press: “We’ve had a busy Easter week and Saturday was probably a record at this time of year. It’s so lovely to see the beach full. It’s quite cold today but there are still plenty of people out there.” Bob Smart, chairman of the Somerset Tourist Association, added: “The evidence is that people have been put off by flood stories so we hope to make up that backlog in the summer - or with autumn breaks. Everyone is pretty satisfied with what is happening this Easter.The school holidays are spread over three weeks in their irritating way, which

means that all children in a family are not always away from school at the same time.” He added:“If Easter occurred in the middle of the school holidays we could have squeezed a bit more out of it.The trend is for people to book later anyway, which is good for the customer, but not so good for the businesses who don’t know where they are.Visit England has really pitched in with its campaign, and it seems to be achieving results.They have done a good campaign for Somerset, Devon and Cornwall. It gives us a bit of an edge over other parts of the country, and we are trying to get money from other sources.” Meanwhile, the major concern for the coastal tourism in Devon and Cornwall was the prolonged closure of the main railway line at Dawlish because of severe storm damage. The route opened ahead of schedule, and in time for Easter, but other repair work around the coast continues. Carolyn Custerson, chairman of Visit Devon,stressed the importance of continuing support for the region. She revealed:“Bookings up to Easter were about 23 per cent down across the county,so the crisis earlier this year cost Devon around £31m. Our tourism businesses support over 74,000 jobs so Visit Devon is delighted that the sunny Easter has brought so many visitors back to the county.” As ever, Easter didn’t bring sunshine across the whole of the UK, but initial reports seem to be that things could have been a whole lot worse!

alex lee media watch ccording to Vending Times, it looks like the US is moving A toward a cashless society in which the vast majority of all consumer payments are conducted via credit or debit cards. A recent study by MasterCard Advisors entitled Cashless Journey attributes more than 80 per cent of consumer purchases in the US to credit or debit card transactions. That 80 per cent may seem close to cashless, even discounting online purchases that are cashless by necessity, but not compared to countries such as Belgium (93 per cent) or France (92 per cent). Indeed, the US, at least according to the credit card giant, is on the tipping point. Along with countries such as Germany, South Korea, Singapore and Japan, the US continues to lag behind most European countries. Granted, MasterCard has a very large dog in the battle between cash and cashless, but figures from

the US Federal Reserve issued last year correlate closely with MasterCard’s conclusions. The study, titled The 2013 Federal Reserve Payments Study Recent and Long-Term Payment Trends in the United States: 2003-2012, shows a steady increase in cashless payments over the previous decade. According to the study, the estimated number of noncash payments, excluding wire transfers, was some 122.8 billion in 2012, with a value of $79tn. Additionally, the report stated that the number of non-cash payments in the US increased at an annual rate of 4.4 per cent from 2009 - the year examined in the previous study. “I think that as far as moving to a cashless society, just looking at trends and data, that’s an irrefutable statement,” said Patrick Frickleton of Core Cashless, which develops payment systems for FECs. “Regardless to what opinion we

have, we have to prepare for less physical money.” The cashless trend’s wild card is mobile payments - conducted via smartphones. Mobile wallets are still in the roll-out stage, with less than 20 per cent of consumers using them to make purchases, but they seem to be gaining momentum fast. A recent study by Forrester Research predicted that mobile payments would continue to grow at an annual rate of 43 per cent through 2018. The trend toward cashless has been gaining momentum in independent locations as well. In the New York City bar and tavern community, non-cash payments can top 90 per cent. “The truth is, we’d rather not have cash customers,” said one bar manager of a busy venue catering to upscale twenty-something clientele. “It slows down the bartenders and wait staff. You have to count it, take it to the bank. Cash is a time-suck and it

It conTtributes £134bn in direct and indirect spend representing 9 per cent of GDP, employs 2.72m people and is a key driver of national as well as all UK local economies - creating a third of all new jobs in the UK between 2009 and 2011. But in a global tourism market,the current rate of 20 per centVAT undermines UK tourism’s ability to compete effectively. Reducing VAT on tourism services to 5 per cent will increase UK competitiveness, create jobs and grow GDP. The UK is one of only 14 EU countries that apply the full rate of VAT on admissions to amusement parks and one of only nine countries that applies the full rate on admissions to cultural attractions.Thirteen countries have a reduced VAT rate for restaurant meals. The EU permits reduced VAT to be applied to only a limited number of goods and services, and this includes tourism. Tourism is the UK’s sixth largest export-earner, generating over £20bn (including fares to UK carriers) from overseas visitors every year.Yet the majority of this visitor expenditure is subject to VAT. Tourism is thus the only UK export industry subject to VAT. Reducing tourismVAT to 5 per cent would also encourage more domestic holidays as well as overseas visitors, thus reducing the UK’s imbalance of tourism payments. There is strong evidence of a clear relationship between the high rate of VAT and the decline in UK competitiveness. The 2013 World Economic Forum report on Travel and Transportation ranked the UK 138th out of 140 countries in terms of price competitiveness.Along with Air Passenger Duty and high fuel prices the UK is missing out on gaining a larger

share of the market by continuing with its high VAT level for tourism. These factors contribute to the UK’s rapidly worsening tourism balance of payments. Cutting tourism VAT is the most efficient way for the government to generate much needed growth in the economy - better than a 2p reduction in Corporation Tax, a 20 per cent reduction in rates for employers’ national insurance contributions or a 1p reduction in the standardVAT rate. The track record across Europe shows that a reduction in VAT stimulates investment, creates employment and boosts growth. Countries that have reduced VAT on part of their tourism sector in recent years, in spite or indeed because of recession, include Germany, France, Belgium, Finland and Ireland. The evidence confirms the fact that tourism is highly price sensitive and competitiveness is damaged by high rates of taxation. Reducing VAT on tourism services is a proposition to support longterm and sustainable growth for the UK. UK tourism is labour intensive and is spread throughout the UK, in towns, cities, rural and coastal areas. It provides jobs at all levels, full-time and part-time, for men and women of all ages. Tourism particularly gives opportunities to young people - 44 per cent of people employed in tourism are under 30, compared with the national average of 24 per cent. A survey of campaign supporters showed that over 95 per cent would pass on all or some of the cut in VAT, if achieved. This policy will assist long-term and sustainable growth for the UK economy.The tourism sector will work with the government to support 10,000 long-term unemployed back into work to make this policy measure fiscally viable.
