Bill to bring remote gambling on board granted Royal Assent LEGISLATION

The Gambling (Licensing and Advertising) Bill is set to enter into UK law after it was granted Royal Assent by the British monarchy. But will it bring about effective change? he Gambling (Licensing and Advertising) Bill, new legislation which amends the 2005 Gambling Act, will enable the Gambling Commission licensing system to cover all UK remote gambling operators. Under the previous Act, remote gambling operators that located their remote gambling equipment overseas did not need a remote operating licence from the Gambling Commission regulatory body, whereas UK-based companies were required to have one. The new legislation will require all remote gambling operators in the UK market to obtain a licence from the Gambling Commission to allow them to transact with British customers and advertise in the UK. Furthermore,overseas operators will have to inform the Gambling Commission about suspicious betting patterns in order to help combat illegal activity and corruption in sports betting. Operators based outside of the UK will also be required to pay and to contribute to research,education and treatment in relation to British problem gambling and regulatory costs. The DCMS’ Helen Grant stated: “This Act marks a significant step in increasing protection to consumers based in Great Britain by ensuring that all remote gambling operators will be subject to robust and consistent regulation. This includes a requirement for operators to support action against illegal activity and corruption in sport, and to comply with licence conditions that protect children and vulnerable adults.” Philip Graf, Gambling Commission chairman,added:“This is a welcome step forward.Bringing the 85

per cent of the remote gambling market currently regulated overseas within the Commission’s remit will provide us with direct access to and oversight of all commercial gambling provided to those in Britain.This means that we will be far better placed to protect players and to respond to and advise the government on emerging player protection and consumer risks and issues.” The government’s intention to extend the horserace betting levy to overseas bookmakers was also announced during the passage of the bill through Parliament.The government said this will create a‘level playing field’ between UK-based and offshore operators so that all will contribute to the support of horseracing and also fund integrity, veterinary and breeding activities. The government is expected to publish a public consultation on

proposed changes to the levy extension later this year. Meanwhile, the coin-op sector continues to campaign for a level playing field when it comes to the siting and stakes and prize levels of FOBTs. Harris Hagan, a law firm which specialises in gambling legislation, stated:“We anticipate that the Commission’s application window, during which EEA and white listed operators must apply for an operating licence if they wish to continue operating in the UK market,will run from mid-July to mid-August. Full details of how and when the application window will operate are to be published in a statutory instrument, which is expected shortly. Whilst there remains an outside possibility of further delay, operators simply must prepare on the basis that applications will need to be made during the summer months.”

Rank has issued its interim management statement for the recent period leading up to 11 May 2014, and it makes slightly more positive, albeit realistic, reading for the UK gaming giant. he latest management statement from Rank has shown an increase in total revenue, which for the 19 weeks to 11 May 2014 has grown by 19 per cent, but like-for-like revenues are down 1 per cent. For the 45week period total revenues increased 17 per cent; whereas like-for-like revenues were down 4 per cent “as a result of the challenging and highly competitive trading environment”. Henry Birch, chief executive of The Rank Group, commented:“I am pleased to report that since H1 the group’s performance has shown an improvement in

both total and like-for-like revenues.The investment in our Grosvenor Casinos venues and our continuing focus on providing value for money in our Mecca venues are helping deliver this improvement.” In the 19-week period like-for-like brand revenue grew by 2 per cent whilst total revenues grew by 45 per cent. Venues revenue was flat on a like-for-like basis, an improvement from H1, as customer visits continue to recover from the weather-impacted H1. The London venues win margin in the 19-week period has fallen marginally versus H1, however, was

above the comparable 19week period. Like-for-like revenue for the Mecca brand fell by 4 per cent in the 19-week period, an improvement on H1; total revenues were down 3 per cent. Following the introduction of improved value for money bingo sessions at the start of H2 the brand saw improvements in both customer visits and revenue trends in the period. The trading period also benefited from a softer comparable term due to the snow impact in January 2013. On 30 October 2013, Rank received notice that the Court ofAppeal found in

favour of HMRC regarding claims for overpaid VAT on certain types of amusement machines between 2002 and 2005. HMRC have requested repayment of monies received and it is anticipated that a repayment will be made before the end of the financial year. On 16 April 2014, the Supreme Court granted Rank permission to appeal against the Court of Appeal decision; the appeal is expected to be heard early 2015.On 19 March 2014,the Chancellor announced a reduction in the rate of bingo duty from 20 per cent to 10 per cent. This reduction in bingo duty will apply

from 1 July 2014 for the group. Rank has committed to a programme of investment and job creation in its bingo venues. Currently,the group is carrying out detailed research, site reviews, planning and licensing to assist with its plans. Following the successful implementation of both revenue and operating profit improvement actions, as outlined at the group’s H1 statement, the board anticipates operating profit for the full year to 30 June 2014 to be line with management’s expectations. Rank will announce its full year results on 14 August 2014.

Mark Horwood, managing director of UDC, told Coinslot that they were pleased that local operators came out to support the show and that plenty of business was done. The attendance on the first day heavily outweighed that of the second day, which was probably caused by the weather changing significantly with the sun blazing midweek, meaning that local arcades were much

busier that day. Michael Green, UDC sales director, confirmed: “The East Coast Amusement Show is a more intimate affair than the big industry shows. It’s smaller and quieter, but it’s also a case of quality over quantity. Those customers and friends who attended were happy to see us make the effort to support their marketplace. We’d like to thank everyone who took time from their busy schedules to come along.” The increasing prevalence of smaller regional exhibitions and events of this type during the spring months goes to show that distributors and operators do indeed value these additional opportunities in addition to the EAG in London and the large shows overseas. The fact that several provincial events remain on the calendar is testament to both the organisers’ efforts and the willingness of operators to attend.

Kerry and Michelle Michael installed turnstiles at the attraction before the start of the Easter holidays after witnessing a decline in dwell time and spend per head. Although the move prompted complaints in the local press and on social media from some customers, the pier has not seen a dip in visitor numbers since the new charge was introduced. On the membership pass, Grand Pier general manager Paul Charalambous said: “It is a season pass valid until May 2015 irrespective of when they are purchased. “It is aimed at our regular customers and it was always planned to be introduced.” Charalambous said that despite the new charges, the attraction enjoyed a busier Easter weekend than the previous year, with visitors coming from as far as South Wales and Gloucestershire to enjoy the pier. The Michaels, who bought the pier in 2008, said it cost them £20,000 a week just to open the pier and described the admission fee as ‘modest’. They added that the operating cost of the new pier, rebuilt after the original was destroyed by a fire in July 2008, was now three times that of the original pavilion.

Serial armed robber sentenced CRIME

He grabbed a further £800 thrown at him by shocked staff at Mecca Bingo Hall in Bilston after he shouted: “Give me the money or I will shoot you,” and two days later he pounced again, but this time he was tricked by the couple in charge

Three days after that he was wearing a balaclava when he demanded money at gun point from staff at Gala Bingo in Park Lane, Walsall and was given a plastic draw with around £2,000 in it. Finch pleaded not guilty to all offences but a jury convicted him of five robberies, an attempted robbery and six counts of possessing an imitation firearm after a trial at Wolverhampton Crown Court and was jailed for 14 years.

However, the explanation behind their mysterious arrival in the seaside town turned out to be much simpler than the wave of speculation spreading across social media. Coowner of Skegness Pier Carolyn Wilkinson explained that up until a few weeks ago she had also owned Paignton Pier. After the new proprietors of Paignton Pier decided they did not want to keep the bears, the toys were transported up to Skegness, where they are currently being used as prizes on the pier. Wilkinson was unable to say how many bears had made the journey, but confirmed that they would remain in Skegness until they had been found a good home.

ew research by the Office for National Statistics has found that Brighton and Hove is the most popular seaside destination for overseas tourists. The city had 409,000 visitors that stayed for at least one night in 2013 - up more than 50,000 from the previous year. However, while Brighton was the eighth most popular town or city destination in the UK (not including London), it was the only seaside resort to feature in the ONS’s top 20. With overseas visitors contributing over £20bn last year, the news has left stakeholders at other UK resorts urging action to increase their appeal beyond the domestic market. Gary Pretty, chairman of

the Blackpool Combined Association, which represents the city’s traders and hoteliers, told local press: “People might be visiting Blackpool but they certainly aren’t staying here. “When people come from abroad they tend to stay down south and don’t really come north.We have got to let them know what we have got.” In 2013 the UK saw the highest number of visits from overseas tourists and the highest recorded spending since the International Passenger Survey began in 1961. The IPS collects information about passengers entering and leaving the UK at all major airports and sea routes, Eurostar terminals and on Eurotunnel shuttle

trains. Trips to the UK by overseas visitors rose from 31.1 million in 2013 to a record high of 32.8m last year. Mark Wilson, managing director of Blackpool-based Sleepwell Hotels, said:“I was in Edinburgh last week and I wouldn’t have had that down as somewhere you would see a huge range of foreign tourists, but it was packed with them - the question is how do we get more of that?” Jason Kitkat, leader of Brighton and Hove City Council, told the Daily Mail his resort’s “talented and hardworking”business community had built a resilient local economy that, while strongly leisure and tourismbased, had diversified in other ways.

New penny arcade opens in Bridlington ARCADE

arcade showcasing a range of antique amusement games has opened in Bridlington. AOldnew Penny Memories, based in the resort’s Promenades shopping centre, houses the collection of over 50 classic coin-op machines. It is the brainchild of Bridlington resident Chris Parcell, who developed a passion for the machines when working as an arcade engineer when he was just 13. Parcell told the Hull Daily Mail: “There is something magical about playing coin-operated amusement machines. I enjoyed the sound of the bells and the mechanical clanking. “When I was 13 I worked in an amusement arcade giving change and fixing the machines if they broke. “The Bridlington guy who owned it couldn’t afford to pay me so he gave me a few old machines in the early 1970s when the new money came in.” Although he was happy to accept

the machines, Parcell later sold them as he pursued a career as a car mechanic and then a car salesman. His interest in classic amusements was rekindled in 1990 after meeting fellow enthusiast and penny arcade owner Jon Grisham. He explained: “I became friends with John and started collecting again. I had fantastic facilities in my workshop and started restoring them.” “It’s great to have this hobby and to be creating pleasure from my hobby for other people. My favourite machine is probably the first one I bought in the 1990s - a Little Stockbroker from the 1920s.” Open every day from 10:30am to 4pm, Parcell said Old Penny Memories had been well-received. He commented: “It brings people to the shopping centre and it is nice to see kids coming through looking at the old machines. It is supported and subsidised by the Promenades, but is not a permanent display.”

This year’s Park Avenue Open Day takes place on 4 June, 2014 at Electrocoin and UDC’s headquarters. Attendees should head towards Electrocoin House or UDC House at 181 Park Avenue in London to get a look at the machines and services being showcased.

The event is being co-organised by Electrocoin and UDC. The two companies are taking advantage of their proximity and the importance of the summer season to combine forces for a single open house event. A number of other companies will also be on hand to display their latest products and network.

Park Avenue became the unofficial centre of the UK coin-op industry since during the latter part of the 20th Century and, during the late 80s and early 90s a number of companies were doing business in close proximity. It was during this period that neighbours UDC and Electrocoin organised the first open day, which has grown from a marketing showcase to a major event of the industry’s social calendar.

“The date of Open Day falls midway between EAG or ICE and what was Preview,” said Weir. “Therefore the timing ensured that product was on display and available to potential customers at regular intervals throughout the year.” This year, exhibitors will be showing some of the most exciting new machines on the market and Electrocoin include themselves among that number.“The launch of the new Bar X 7 Extra will be a major talking point,” said Weir.“Bar X 7 was arguably the most successful game from the Bar X range and we have now brought it up to date with a £100 Jackpot version as well offer-

ince the early days of an amusement industry hub at Park Avenue, UDC has been involved in showcasing its products to visitors.Along with their co-organisers Electrocoin, the company helped turn the show into one of the most highly anticipate dates in the industry’s calendar. “The shows stretches back to when Park Avenue hosted many more coin-op machine businesses and was known as ‘Coin Machine Alley’,”explains sales executive, Matt Bland. “Its longevity, over twenty years, is a sign that we have the mix of business and networking just right.” Held in the midst of summer, the usually sunny show is not only a chance for business to be done, it’s also good fun for operators, suppliers and manufacturers to attend.“The fact that we’ve been lucky with the weather more often than not also helps,”said Bland,“but who wouldn’t want to get out of a stuffy office and mix with industry friends at the bar or in the sunshine on a summer’s day?” Those face to face meetings are not only for entertainment, they’re vital for doing business.“We deal with people all year around via telephone and email but you can’t beat face to face,” said Bland.“Even at EAG it’s so big and there’s so much to see there’s less chance to sit down and

catch up, take stock and talk about future plans.” In addition to the chance of good weather, holding the event in the summer also means that operators have had a chance to report back on machine performance for earlier in the year,before the remainder of the summer period. “For coastal operators the summer months are paramount,”said Bland,“as this is when they make the lion’s share of their income. Even inland operators get a spike in footfall and income with the better weather, longer nights and school holidays.” These customers are an important part of UDC’s business and the Park Avenue show gives them a chance to check out what machines are on the horizon and discuss performance with their fellow operators. “You’d be hard pressed to visit a seasonal FEC style arcade without any UDC product on site,”said Bland.“Redemption is a key growth area, one which we focused time and money in early on to convince operators that it was indeed the future of family coin-op entertainment.We especially target ‘family friendly’ games suitable for a wide range of ages. Excellent backup and technical support is also vital, which is why we invest so heavily in making sure we respond to customers as quickly as possible.”

CS: How has the Park Avenue open day established itself as a successful show? TG: Over the years the businesses in Park Avenue have thrown open their doors and welcomed the industry with open arms both operators and suppliers alike. If the sun shines - and the guys seem to be excellent at organising the weather for the day - there is not a better place to be.Good food,great networking opportunities and excellent products to view. You cannot ask for a better environment in which to conduct business and catch up with the rest of the industry. It has become the must do event in the middle of the year and the guys at Park Ave need to be applauded for putting on such a great day.

CS: What effect does the date of the open day have on its success? TG: Due to the timing of the show it is a pivotal event in the industry calendar.The products that were unveiled and subsequently ordered at the EAG in January are now out in the field and operational, and we will have three bank holidays under our belts,so operators will have a good view on how the year is progressing from a performance point of view. This allows operators to purchase equipment that they have heard is performing well but they did not buy first time round, order additional units of performing models they are already operating or invest in new products that are being unveiled for the first time. This year is even more significant with the much awaited introduction of the £100 Cat C jackpot it will be a fantastic opportunity to find out how players have reacted to the new jackpots and which of the new range of Cat C products the players have taken to.

Staff from Birmingham’s Town and County Leisure will be making their regular trip south to the Park Avenue Open Day, with curiosity high over the development of the exciting Cat C market. he Park Avenue Open Day has been an institution since the early 90s, not just with the suppliers and manufacturers who made their homes there,but also with operators from around the country. “We’ve been going since it started,” said Paul Langham of Birmingham’s Town and County Leisure.

people,” said Langham, “and it’s a very very good networking day. Seeing as we’re in a little bit of flux at the moment and, although there’s going to be a show in October this year, over the past few years there’s only been one show, so it’s been good to see if there are any new products.” Town and County’s customers will also be present, providing feedback on the early part of the year. “Most of our customers, the retailers, are there,” said Langham.“We can find out how things have gone during the first six months of the business and we’re also going to start seeing what I call the full first generation of £100 machines.” With the new £100 jackpot machines having received their first run at the market, Langham is keen to see what designers have achieved now that they’ve had the time to design a product for the £100 jackpot from the ground up. “There’s been lots of conversions,” he said, “so the new stuff out there that we’re starting to see is quite important. Including the likes of Kung Fu Pounda, Best of British,Viva Las Vegas and Paddy’s Pay Day.” These new products are also coming from a wider variety of manufacturers than in previous years. For an operator likeTown and County Leisure,that makes for a more competitive market, in which getting a closer look at the products you’ll be using is all the more important. “All of a sudden we’re starting to see a market where people, manufacturing wise,are being very brave,”said Langham. “They’re coming into our market at a difficult time, so as well as Bell-Fruit and Reflex - who are the stalwarts - you’ve got new people coming in and it’s good to see that.” Overall, the event continues to prove its worth and grow in stature.“I think the Park Avenue Open Day has become more popular,” said Langham.“It’s usually good weather as well. I take the effort to come down from Birmingham and there’s that probably come from further than that, because it is a great opportunity to network.”

Toby Hoyte, the annual Avenue Open day combines two Fof theorParkSoundnet’s leisure and amusement’s industry’s most beloved pastimes. “I have learnt two things about the coin-op business in the 15 years I have worked for Soundnet,” he said, “everyone likes a good gossip and everyone likes to do a deal. The Park Avenue open day is at the right time of the year - post EAG it’s one of the first chances everyone can get together to have a chat and do some business.” These factors are what have made the event such a success since it came into being during the early 90s. The regular provision of high quality food hasn’t hurt its popularity either. “The BBQ is also good,” remarked Hoyte. This pleasant cocktail of factors encourage Soundnet to be regular attendees. They also allow, amid the show’s laid back atmosphere, serious discussions to take place about future partnerships and sales orders. Hoyte explains that he and his colleagues enjoy, “having a gossip with our customers and doing business,” but for all its culinary pleasures and summer exuberance, the show is ultimately an opportunity to generate business. As Hoyte puts it, “James [Luck, commercial director] and I like getting things done.” With the show taking place on 4 June, the summer will likely be in full swing. Soundnet are anticipating a successful season for music in pubs and other venues. “Jukeboxes are increasingly becoming the leading machines for operators,” said Hoyte. “New sites can be got and current sites retained on the back of a jukebox deal.” The cost of acquiring a jukebox has also decreased, including Soundnet’s flagship product, the Vhub. “Our new rental deals for operators makes getting the latest Vhub jukebox easier than ever before,” said Hoyte.

industry event can bring so many likeminded stakeholders together in one place to check out a broad spread of great products and talk shop.” With companies such as organisers Electrocoin and UDC laying on food for those who make the trip, the event presents a relaxed environment that is more conductive to friendly and productive conversational. “What it lacks in terms of scale in comparison to the big shows,” said Young, “it more than makes up with its personality and accessibility.”

In fact, I don’t really need to tell you about the inherent value of a day out at this particular north London industrial estate. There’s no need for me to, yet again, extol the obvious virtues that come with spending valuable time with fellow industry stakeholders and seeing the latest and greatest products up close and personal. For the sake of those of you who haven’t experienced one of the best days out the coin-op calendar has to offer, either because you’re relatively new to the industry or you’d prefer to be glued to the nearest laptop or smartphone, let me say it again - miss it or miss out. The time and effort invested by - in alphabetical order - Electrocoin and UDC in putting on a professionally organised industry trade show for everyone concerned is a good enough reason for turning up. Furthermore, they’ve kept this event going through thick and thin, which deserves great credit. Having been a number of times over the last decade, I still can’t quite work out how so many people and so many machines manage to get packed into such a relatively small space. Perhaps Messrs Stergides and Horwood have secretly mastered time travel and their premises are actually a Tardis? Joking aside, another compelling reason for making the trip to the capital is to ensure that the industry can continue to hold events like this, as well as similar gatherings like the Northern Showcase and ECAS. Come June 4, therefore, make certain you’re alongside like-minded industry colleagues in an environment that’s conducive to doing a bit of business, finding out which direction the industry is heading and discussing which products are likely to fill cashboxes this year. With plenty to talk about, such as the likes of the new raft of Cat C machines following the Triennial, the effects of the bingo duty cut, the on-going FOBT debate and how best to maximise opportunities around the World Cup, where better to hang out for a day than Park Avenue, NW10? Coinslot will be there, as ever, to show our support for the event and the industry as a whole. See you down there for a blackened sausage and some feta cheese. At this year’s Park Avenue Open Day, Soundnet and Sound Leisure will show the new Music Milestones jukebox and the latest VHub jukebox with the ground-breaking 2nd Gen software platform. Comment How to attract that all important leisure pound

alex lee comment he wider entertainment world in which we live today is full of apps, Facebook friends Twitter tweeters, Instagram idiots and digital music downloaders. Yes, there’s still coin-op, but that involves leaving the sitting room or bedroom! So how can the UK pay-to-play industry persuade the nation to - in the words of a postmodern Why Don’t You just switch off their iPads and go and do something more coin-op instead? Much as I like to think I know everything, I don’t have a simple answer to this one. Encouragingly, a number of industry stakeholders have at least tried to either promote themselves via social media or make some sort of an online app/land-based product link. On a basic level, entertainment, whether it’s music, AWP or SWP content uploaded via a wireless network saves the costly and time-consuming activity of shifting cabinets up and down the country. Let’s be realistic - it’s what happens in the game, and what drives those cashbox takings, that’s most important. In other words, players have repeat turns on any type of coin-op entertainment because they have been

given a convincing reason to return to it. Obviously, it’s no use if a cabinet malfunctions the moment someone leans on it or blows up the first time a drink is spilled on it, but I’m sure you’d agree that content is king these days. The coin-op industry’s challenge is therefore - as it has always been - how to prise that entertainment pound from people’s pockets, but against an ever-more challenging list of rivals and a backdrop of an economically-squeezed population. If someone has the definitive response to this, please let me know via email, text, Twitter, Facebook or (snigger) fax. We all know deep down that we can better promote ourselves - and the industry as a whole by cleverly and creatively using the free-of-charge digital tools available to us. Facebook, Soundcloud, Twitter et al cost nothing but a bit of time. The challenge of linking one or all of the above to compelling game content, however, is the big ask. Perhaps someone might have an answer at the up-coming Park Avenue Open Day? To say “check out our website” isn’t quite enough these days.

Its results have shown that York of all places is the most superstitious city in the whole of the UK. York is a city that is steeped with a haunting past and has gained a reputation for being haunted. Gala Bingo’s research has revealed that over half of York’s population consider themselves to be unlucky. Over 80 per cent of its folk believe walking under ladders, breaking a mirror or opening an umbrella inside is bad luck while almost one third of people from York have a lucky number. Seventy-five per cent of people in York use the same numbers to play the lottery and over half of its population consider themselves superstitious - making York the most superstitious city in the UK. Meanwhile, a council could be forced to pay millions of pounds in compensation after

closing a pier amid fears about its safety, according to The Argus. The Court of Appeal has ruled a legal firm acting on behalf of a now defunct bingo hall which used to operate on Hastings Pier can seek compensation. The claim originates from June 2006 when the council used emergency powers to close off the pier after metal fell from the underside of the Victorian structure. Stylus Sports, which ran a bingo hall and amusement arcade on the pier from 2001, was set to host a disco for 500 people the day after the closure. Manolete Partners, which took up the case for Stylus Sports’ creditors after the company was liquidated in 2011, hopes to settle the amount with the council over the next few months. The council’s own budgetary papers reveal it anticipates a £1.8 million claim but Manolete Partners chief executive Steven Cooklin told The Argus it will be

Council officials said the authority was “bitterly disappointed” with the outcome and any compensation payment would take away funds from the public purse. They warned the ruling could have serious implications for any council wishing to use emergency powers over safety concerns in the future. services within the EU. · The right establishes a monopoly for sports“leading to the creation of a dominant position within the meaning of Article 102 TFEU”and anti-competitive concerns. · Highlights that “amending the [Database] Directive to meet the demands of the sports organisers would bear the risk of creating undesirable information monopolies.” Whilst sports bodies and the French authorities continue to promote a betting right, the report highlights that no other member state has properly implemented legislation similar to that existing in France and that most other jurisdictions have “instead opted for alternative mechanisms to collect and allocate revenue derived from gambling to sport.” Moreover, the report shows that sports organisers already have sufficient legal protection and the creation, at EU level, of a French-style sports betting right is not justified. Maarten Haijer, secretary general of the EGBA, added:“This study illustrates clearly that a sports betting right cannot act as a safeguard to keep corruption out of sport. Such right has many practical and legal shortfalls, and the regulated betting industry is encouraged to see that no other member states in the EU have decided to copy the French model.” Clive Hawkswood, chief executive of the RGA, concluded:“We welcome the publication of the Asser Study as we did the opportunity to participate in the consultation process.We hope that the European Commission will take note of its findings which echo our view that calls for a European wide sports betting right, or indeed a sports betting right of any kind, are commercially driven and have little if anything to do with integrity.”
