Can the VAT cut hold up und PUBS

Experts have been urging the government to cut VAT and bring it to the levels observed in European countries such as France, and the movement gained momentum in recent months with The Sun newspaper’s Give Us a Break campaign. David Campbell, head of Restaurants and Bars at BDO, said: “As one of only four EU member states who do not have a reduced VAT rate for tourism, there is a risk to competitiveness as a destination for foreign tourists as well as domestic customers - a point that Jacques Borel’s Tax Equality Day is campaigning for. “Anything that can be done to protect the industry is important, especially if, as research suggests, it can be done in a tax neutral way for the Treasury. A reduction in the

VAT rate to 5 per cent for the industry would generate growth in the hospitality sector, including jobs, but would also encourage competitiveness within Europe and rest of the world. “Moreover, including pubs and restaurants within the reduction would ensure a comparability of prices between supermarkets and

BACTA has taken further steps to illustrate to the wider busines social responsibility, transparency and fairness. ohn White, BACTA CEO, has Jjourney continued his fact-finding over the past seven days by meeting a number of industry stakeholders and related organisations. White, for example, met with Marc Etches of the Responsible GamblingTrust last week.He told Coinslot:“It is unusual to have a charity that the industry in which the charity operates is almost obliged to support.“ He added: “ I was pleased to learn more about the research into B2 machines that the RGT has commissioned and to better understand the parameters of that work.” BACTA’s chief also met with Dirk Hansen and Stella Dalton of GamCare. He revealed:“It is amazing to see how it has developed since it was set up nearly 20 years ago. The helpline and referrals that it offers provides an invalu-

able service to problem gamblers and their families. The organisation also understands that the gambling industry has a legitimate place in our society. That allows the organisation to aid industry engagement with social responsibility issues in a way that is productive and effective.” Social responsibility was also part of the discussion at the divisional meetings whereWhite presented his thoughts about the way BACTA should develop. “These thoughts will now go to National Council before, subject to approval, going public at the Convention in November. eating out destinations.” According to Dimitris Hiotis, partner at the London office of pricing consultancy SimonKucher & Partners, however, it is unlikely the government will yield to pressure from the industry in the foreseeable future. Hiotis told hospitality trade press: “While the campaign aims to increase

support for lower VAT from the public, thereby increasing political pressure, the campaign is unlikely to yield results in the short term. This is because at the moment the government is achieving a reduction in unemployment, GDP is growing relatively well and tourism is generally increasing, while at the same time tax revenue is quite important to reduce the government debt. However, if and when there is need for a boost in the UK economy, such a measure may be considered, in the same way that the VAT was reduced at the beginning of the financial crisis to boost demand and growth. He concluded: “These kinds of campaigns allow the industry to prove to the government the beneficial effects of a different taxation regime and help build a more robust argument for it.”

In the meantime, however,it is interesting to hear increasing reports of the measures that some companies feel they need to take simply to survive, including getting betting licences.” Whilst on the subject of social responsibility, the LCCP Consultation is still very much alive and BACTA is discussing its response. White said:“I would welcome any member’s input. We will be putting a more formal response together after the Gambling Commission’s workshops on October 6 and 7 which will be signed off at National Council.” Other meetings last week included one with industry vet-

eran Byron Evans of Praesepe to go through the LCCP.White also met with Scientific Games’ MD Phil Horne. He stated:“I was interested to hear about how serverbased games worked and how the cutting edge technology could deliver really powerful information as well as allow for constant improvements to games. I don’t think we say enough about how this industry’s manufacturing base encompasses technology and creativity - we should be spoken about in the same way as the gaming sector is spoken. That industry is championed by government as a British success story. It would be nice to hear that said about amusement machines. I know that there is a lot of foreign ownership in the industry now but a lot of the creativity and innovation is British.”

Stakeholders hail second Tax Equality Day a success SINGLE SITE

Tax Equality Day organiser Jacques Borel, and a large number of pubcos who supported the day of action, have declared last week’s VAT cut awarenessraising event as ‘outstanding’. ast week’s day of action saw 51 companies, including many pubcos, pledge to cut prices by 7.5 per cent across their venues – to highlight the difference in price aVAT cut from 20 per cent to 5 per cent would have on the hospitality sector. Campaign leader Jacques Borel described the results as‘outstanding’. He told trade press: “The substantial increase in customers on the day due to the price cut of 7.5 per cent (with some members even making a 15 per cent discount,) was beyond our expectations. It proves that when you cut prices by 7.5 per cent you then obtain an increase in customers of 10 per cent to 20 per cent which means that the VAT Club projection of creating 670,000 jobs thanks to a VAT cut from 20 per cent to 5 per cent is possibly a little conservative. “This also proves that the £7.8bn investment of theTreasury in such an endeavour would almost certainly be covered by the extra income tax and national insurance generated, along with the substantial decrease in social security claims and a considerable increase of corporate tax. Tax Equality Day proves that it is probable the £7.8bn investment of the Treasury would be covered by these extra taxes in less than three years.” Tim Martin, chairman of JD Wetherspoon, said:“Tax Equality Day was a very big success with sales up 11 per cent on a like-forlike basis. We estimate that volumes rose by 20 per cent on the day with a few items reduced to £1.99. All of our customers and staff certainly now understand the point that is patently obvious - pubs would be able to compete with supermarkets if there was tax equality.”

L

Gavin George,CEO of Laine Pub Company, stated:“Tax Equality Day seems to have gone well and we had an increase in trade in a number of our sites. It was a good exercise in awareness raising, giving us the opportunity to explain the tax difference. We certainly got behind it in terms of social media and posters in our pubs.” Nigel Wright,TCG chief executive, added:“Sales on this year’sTax Equality Day were broadly in line with last year’s, which were well ahead of the previous year, so we maintained the impact of reduced prices. Many of our sites reported a positive response from customers to the POS, leading to conversations with staff about how the current VAT rate impacts pubs and bars.It was a good opportunity to raise consumer awareness of this important issue.” James Nye, managing director of Anglian Country Inns, concluded: “The increase in trade

more than covered the price reduction, supporting the idea that a cut in tax would boost trade. We gained extra trade from the marketing but also raised new awareness from surprised guests who were delighted to find their food and drink was more affordable. All I can ask is that if customers enjoyed it, they should let their MP know so that it can be a permanent feature.” With AWP, SWP, jukebox and pool table operators crying out for extra footfall to their sites, the day has added further gravitas for a VAT cut to help force pub prices down and bring more people through the doors.

Operator to leave Barry Island Pleasure Park AMUSEMENT PARKS

South Wales is set to lose another icon of its amusements scene, after it was announced that Barry Island Pleasure Park will not reopen next year.

ne of South Wales’ most popular amusement attractions is to close down after the travelling funfair it has hosted for the past four years announced it will not return for the 2015 season. Barry Island Pleasure Park will now stand empty next year, with no new showmen found to take it on so far and a multi-million pound plan to redevelop the site stalled. Vernon Studt, director of V A W Studt Funfairs, said he had met with the iconic attraction’s co-owners Ian and Jackie Rogers and would be leaving the site to assist Philip Booth, his nephew, in managing Fun City at Brean Leisure Park on the north Somerset coast. He will also continue

Maybe other showmen will take it on and I wish them all the best. I have enjoyed life with the Islanders.” Ian Rogers confirmed the leasing agreement V A W Studt Funfairs had come to an end and said that although he was looking to find another operator to take over, Vale Council’s refusal to back redevelopment plans for the park was making it difficult. He commented: “I am trying to get showmen back in.I am a fighter, but I feel like throwing the towel in. “My partners are telling

me the S106 is killing the scheme. The council is obviously not interested in waiving it or bending or working with us. “I’m losing the will to live. They are just driving nails in the coffin. I am losing interest.” Responding in a statement, Councillor Lis Burnett, cabinet member for regeneration, said:“In recent years the council has resisted calls to turn the funfair into a housing site and has instead worked tirelessly to secure a leisure based use for the site. “In response to Mr Rogers’ comments I would say that one only has to look at the condition of the funfair site to see how rundown and derelict it has become.

“Further to this, consultants acting for Mr Rogers and the site’s other owners have consistently advised the council that the scheme for indoor leisure, cinema and restaurants is not viable. Council officers have been working with these consultants to find a way forward. “There is currently interest in the funfair from a party willing to develop the site. However, despite the efforts of council officers progress is not being made. “Given such a lack of progress, those who are very eager to see the site brought back to beneficial use would be forgiven for thinking that those with a stake in the site do not have the interest of Barry and the Island at heart.”

While its sights are set firmly on the future, Gamesman is relying on the current success of its UK centre to drive research and development. ffirming the UK’s leading status as a focal point for global research and development, gaming equipment components and systems manufacturer, Gamesman, has announced that the UK will remain the world centre for its extensive research and development activities. Whilst there is close co-oper-

Tropicana site to finally undergo refurbishment DEVELOPMENTS

Tropicana will allow the building to be used for a variety of leisure activities and events throughout the year. Money for the redevelopment will come from an existing budget of £748,000 set aside for the site which was approved by members in 2011.The work will include roof repairs, rewiring, heating, mending of the external fabric and overall light refurbishment works. he chief executive of amusement and leisure Tattractions giant Merlin Entertainments has labelled the Department for Culture, Media and Sport a “third rate, crappy department”over its refusal to consider aVAT cut for the UK’s tourism industry. Nick Varney said the coalition’s response to the Cut Tourism VAT campaign had been “sinful”, despite the group using the Treasury’s own economic modelling to prove that reduction in tourism VAT from 20 per cent to five per

Varney made his comments as Merlin posted a 6.7 per cent like-for-like increase in revenue for the 36 weeks to September 6. He commented:“Part of the problem is we don’t have a dedicated tourism minister. We have a third rate crappy department called DCMS.” Merlin, along with Butlins owner Bourne Leisure, BALPPA and the British Hospitality Association, are leading the Cut Tourism

Responding, a DCMS spokesperson told the Daily Telegraph: “It is absolute nonsense to suggest that the government does not recognise the important contribution the tourism sector is making to the UK economy on jobs and growth. “With tourism under the stewardship of the DCMS, inbound visits to Britain are at record-breaking levels and spend is at an all-time high.We will continue to do all we can to support the sector to keep up this momentum.”

Industrial barge bolsters Hastings rebuild PIERS

ork to restore the gutted Hastings Pier, which was severely damaged by an arson attack in October W 2010, has been buoyed by the arrival of a barge and crane that will provide workman with the platform needed to rebuild the promenade’s basic structure. The new arrival will be used to aid in the replacement of the columns and steel work for the famous leisure destination, which first opened in 1872. The Grade II listed venue is currently undergoing a £14m restoration project and, with 40 percent of the work currently complete, is expected to reopen in the summer of 2015. Prior to the fire which destroyed 90 percent of the pier’s structure, it was closed due to safety concerns in 2006.

Mecca Bingo publishes ‘frienvy’ study

Staffordshire theme park wins award

BINGO

Britons are suffering from a new affliction - known as ‘frienvy’, according to a new study commissioned by Mecca Bingo. Most of us, according to the latest research by the bingo operator, envy three of our friends. A third of men are most likely to covet their higher salary, while almost as many women get jealous over a friend’s fabulous holiday. That’s not necessarily a bad thing, however, according to the study. Two thirds of those polled said it has motivated them to do

B

something positive.A fifth said they had been encouraged to lose weight because they wanted to look as good as their friends. Half of women admit to aping their friend’s dress sense while a third of men will steal a pal’s jokes. Envy can also spur us to work

harder.Andrea Johnson, 32, said she got her dream job after seeing her housemate Jane doing so well. Less than a year later, she had switched careers and begun work as a personal assistant in Hammersmith, west London. Johnson said:“I’d always dreamed of having a more

professional job and being successful, but I didn’t think it would happen. When I saw my friend Jane doing so well in her new job, being successful and respected by her colleagues, I realised it need not just be a dream and I could do it as well. Her success spurred me on.I would never have had the courage to do if it wasn’t for ‘frienvy’.” Mark Jones, of Mecca Bingo, added:“We often get groups of friends at Mecca Bingo and we have always believed a bit of healthy competition is good.”

rayton Manor Theme Park scooped the Best UK Attraction for Children at this year’s Group Leisure D Awards, marking the seventh time the theme park has won the award, handed out by the monthly magazine for group travel organisers. The family-owned attraction picked up the award at the Group Leisure Awards Dinner and Ceremony at the Hilton Birmingham Metropole Hotel on September 24. Colin Bryan, CEO of Drayton Manor Theme Park, stated: “It’s a real testament to the team at Drayton Manor who work extremely hard to ensure that we maintain our goal, which has always been to provide an amazing day out for our visitors.” The theme park is set to end 2014 with a Halloween fortnight from October 18-31, a fireworks display from November 1-2 and a ‘packed’ Christmas programme.

tember as work on the town’s new Hollywood Bowl in the Brewery complex continued. Ward councillor Jon Walklett told local press: “I’m delighted work is starting, because for several months, I was given various start dates, which were clearly not met.The Brewery has becoming a leisure, rather than retail, sort of complex, with the restaurants, cinema, gym and now bowling alley. I don’t think retail had quite worked out there, but hopefully with the work being done in the area, it will be able to attract a few retailers to the area. It has been a real asset to Cheltenham and will hopefully start rejuvenating the Lower High Street.” Demelsa Coleman, marketing manager for the

Brewery, said: “We’re pleased things are moving forward and they are on track to open in November. While we appreciate road closures are inconvenient, in particular for our local residents, we hope that people understand this is the only way these essential works can take place. Pedestrians can still access Henrietta Street residential side.” James Walsh, general

manager of Hollywood Bowl, concluded: “We’d like to thank our neighbours for their on-going patience and hope that they are looking forward to using our facilities when we open. We’ve had so much enthusiasm and excitement from the people of Cheltenham about our arrival, with lots of Christmas parties and bookings already being taken.”

Strong coin-op conting An increasingly popular Euro Attractions Show had a strong large coin-op contingent this year, as the exhibition continues to broaden its appeal to amusement operators around the world. James Walker reports.

he 2014 edition of Euro Attractions Show (EAS) took place in Amsterdam last week, and the exhibition hosted a number of key coinop and related amusement service providers. The three-day EAS started on Tuesday, September 25, with the largest exhibition f loor in the history of the event. According to the latest figures from event organiser the International Association of Amusement Parks and Attractions (IAAPA), the number of buyers attending the show was 6,900, compared to 5,000 last year, when the show took place in Paris. The show’s growth - which has seen it expand into one that attracts buyers from not only Europe but around the

T

world - resulted in IAAPA spreading EAS 2014 out across two halls. More than 400 manufacturers, suppliers and consultants from 33 countries displayed the latest innovations across more than 11,000sq.m of exhibit space. The exhibition floor showcased innovative products and services in more than 100 product categories that range from roller coasters to redemption products, food and beverages, ticketing systems, water rides and 4D theatres. EAS is becoming increasingly important for manufacturers and suppliers of pay-to-play amusement equipment. Table games specialist Billares SAM parent company of the UK’s SAM Leisure - demonstrated the Snowboard and Yukon air hockey games, while PMS kitted its stand out with the latest licensed plush, including Animal Planet, Adventure Time and Flappy Bird. JNC Sales took a range of new and used products to EAS, with the new Train kiddie ride on display alongside triedand-tested Galaxy Garrison and Kiddie Sub.“Every year we are moving more into new machines, but still we continue to produce a lot of interest in our used

machines, which have traditionally been the bread-and-butter of the business,” said the company’s Tom Clarke. Discussing the show’s increasingly broad international reach:“Karen Staley, vice president of IAAPA Europe, said: “Not only theme and amusement park professionals will find the latest products, but the show is also an eye opener for water parks, zoos, aquariums, family entertainment centres, museums, carnivals, shopping centres, casinos and concert facilities.” During the week of EAS, two leading Dutch attractions, Walibi Holland and Dolfinarium, opened their doors to industry professionals, and these tours were complemented with a range of conference sessions and networking events.

Comment Seaside success stories needn’t be dead donkey rides

Show season is coming!

alex lee comment was glad that Jacques Borel’s VAT Club efforts paid off last week, with numerous large pubcos citing last week’s Tax Equality Day as a resounding success in terms of bigger sales figures on the back of temporary price cuts. I’d be interested to hear whether single site operators noticed a similar uplift in cashbox takings on the day - as ever, please feel free to get in touch and let me know. All efforts to increase footfall to pubs, and indeed any venues offering coin-op entertainment, have to be lauded, encouraged and publicised as far as I’m concerned. In other news, seaside regeneration seems to be continuing apace around our magnificent coastline which again has to be good news for coastal operators who rely on heavy footfall to their arcade and FEC premises. The likes of Blackpool, Brighton, Scarborough and most recently Weston-superMare, to name but four traditional high-profile UK resorts, are all currently undergoing extensive schemes to help maximise their visitor potential. A number of stories

I

have broken regarding the above over the last few months as both local and central government have finally realised the value of inbound tourism and the previously undersold attractiveness of our many and varied seaside resorts. Regardless of what machine mix works for seaside arcade operators nowadays, they remain an important and integral part of the day trip or weekend break to the coast. And finally, the Autumn Coin-Op show is almost upon us. Hopefully plenty of business will be done at Stamford Bridge, home of Chelsea FC,on October 1516, and that the event will prove to be a useful exercise for attendees and exhibitors alike. If nothing else, the show should feature some exciting new prototypes from a number of the UK’s major amusements, gaming and jukebox manufacturers ahead of the bigger London events in January 2015. Coinslot will of course be represented at the above shows and we look forward to gauging how the industry, with BACTA’s help,is shaping up as a true 21st century entertainment business concern.

The growth in mobile gaming apps means more women are playing video games than men, according to a study. The Gaming Revolution report by research agency Populous revealed 52 per cent of people who had played some form of video game in the last six months were female; an increase from 49 per cent three years ago. The study found the UK gaming audience has now hit 33.5m Britons, 69 per cent of the population and the increase in girl gamers was being driven by women aged 25-44 downloading free puzzle and trivia apps. Expert gamer and technology guru Kate Russell told Sky News: “It’s a myth that girls don’t game and there’s a real mistake being made for us to

still be hung up on these old ideas of gender. “The rise in the concept of social gaming has made the industry less hard core; girls are no longer frightened of computer games and they tend to play better in groups. There are also more female characters in multi-role playing games now and girls are being drawn towards characters they can identify with. “I meet a lot of girls at GCSE age who would love to get into technology but they don’t want to be put in a museum like an exhibit as something out of the norm. We need to step back from that now and let the situation normalise.” The study also reveals there are now more people aged over 44 playing video games than children and teenagers and that apps are the most popular video game format (played by 55 per cent of the online population). The next most popular format was online games (48

per cent) followed by discbased games (40 per cent). More than one in four (27 per cent) people played all three formats, rising to 70 per cent of 8-12 year olds. The report also found the average Briton spends six hours per week playing games; just over 11 per cent of their 52 hours of media consumption. The average gamer aged 16+ spends around 11 hours gaming a week, compared to 20 hours for 8-15 year olds. 6-8pm is the most popular game-playing time. “The internet and mobile devices have changed the gaming landscape forever,” said Steve Chester, director of data & industry programmes at the Internet Advertising Bureau, which commissioned the study. “They’ve brought down the barriers to entry, making gaming far more accessible and opened it up to a whole new audience. In the past you needed to go out and buy an

“The gaming sector continues to represent a high growth and value sector within the digital entertainment realm. However, certain sub-segments stand-out in terms of anticipated high growth potential.” PRAMOD DIGE, WHATECH PREMIUM

“What would become of the UK’s industry if it snubs Europe and votes to come out of the EC? Personally, I think it’s likely that the Brits will pull out and, interestingly, they won’t be the first to have done so. Did you know that Greenland was a founder member of the European Community way back in the 1950s and resigned over a fishing dispute?” DAVID SNOOK, INTERGAME

“Congress recently tasked the US Mint with finding ways to produce coins in a more cost efficient manner. In this effort, the Mint is currently accepting public comments on the mandate to research alternative metallic content of coins. Changes in metallic content could call for anything from a simple recalibration in vending machines to the installation of new coin-accepting equipment, with a cost that would range from $100-$500 per machine. With an estimated one million coin-op amusement machines across the country, the costs of such changes could amount to an industry cost in excess of $500m.” JOHN SCHULTZ, EXECUTIVE VICE PRESIDENT, AAMA

expensive console and the discs on top to get a decent experience, now you can just download a free app.” Meanwhile, Speaking at the Labour Party Conference in Manchester on 21 September, Ed Miliband said he would increase National Minimum Wage (NMW) to £8 by 2020, according to Bighospitality.co.uk. The proposed increase would be implemented by the Low Pay Commission over a period of five years, pushing the NMW from 54 per cent to 58 per cent of median earnings. It would be worth £60 a week or £3,000 a year to hospitality workers on the minimum wage, who will see their hourly pay rise to £6.50 in October. “One in five of the men and women employed in Britain today do the hours, make their contribution, but find themselves on low pay. But if you work hard, you should be able to bring up your family with dignity,” said Miliband.

This is the first time that Labour has put a figure on its proposed five-year target for minimum wage, which would be linked to average hourly earnings instead of what the economy can afford year-onyear. The pledge was welcomed by trade union GMB, who said it was the ‘necessary first step for workers to recover the nearly 15 per cent drop in the value of earnings they suffered over the last six years.’ However, it was met with criticism from UK business groups, which warned mandatory minimum wage increases could put small businesses and job creation at risk. “Raising wages in this way would put serious strain on businesses, particularly hard-pressed smaller firms with tight margins, which would end up employing fewer people,” said Katja Hall, CBI deputy director. “Instead, politicians should address how people move on in their careers, through training

and better skills, helping them move to higher paying roles over time.” British Hospitality Association deputy chief executive Martin Couchman said: “We just don’t know what is going to happen to the economy. We can comment a year ahead on the number - for example we thought this year’s 3.5 per cent increase was just about the maximum that people could afford - but it is difficult to predict five years ahead. “It might be that £8 would seem quite reasonable, or it might be that £8 would be absolutely disastrous for business.” For this reason, he questioned whether Labour would even be able to deliver on its £8 promise.

Lord Mancroft seeks Gambling Act clarification In the House of Lords last week, Lord Mancroft posed a number of questions regarding contentious areas of the updated Gambling Act 2014.

lord mancroft politics n a written answers session at the House of Lords last Iweek, Lord Mancroft (Conservative) posed the following questions with relation to the Gambling Act. Baroness Northover (Liberal Democrat) gave her considered reply. “To ask Her Majesty’s Government how a business is to determine whether its activity will be classed as ‘manufacture’, ‘supply’,‘installation’ or ‘adaption’, pursuant to section 41 of the Gambling Act 2014, and therefore require a licence; and whether they have plans to supplement the guidance provided by the Gambling Commission on the matter. “To ask Her Majesty’s Government what is the meaning of ‘adaption’ with regard to section 41 of the GamblingAct 2014 in respect of software licensing requirements. “To ask Her Majesty’s Government whether they will encourage the Gambling Commission to give guidance in relation to its software licensing criteria within the Gambling Act 2014. “To ask Her Majesty’s Government why, in the light of the requirements for licensing of software developers and suppliers under the gambling licensing regimes in other European Union member states, they have opted to increase the scope of businesses that require licensing in the United Kingdom. “To ask Her Majesty’s Government why software devel-

opers and other companies involved in gambling software, working as sub-contractors for newly-licensed software suppliers, have to apply for their own licences; and what assessment they have made of the impact of that requirement on smaller businesses reliant on such short-term contracts. Baroness Northover (Liberal Democrat), duly responded as follows: “The Gambling Commission’s publication‘What is gambling software?’ (June 2014) provides advice to assist the industry in understanding who needs a gambling software licence. This covers what constitutes the activities of manufacturing, supplying, installing and adapting gambling software, considers circumstances where multiple parties are involved in the development process and who needs a licence. Baroness Northover concluded: “The requirement to obtain gambling software from Gambling Commissionlicensed providers is an important provision both to ensure the integrity of gambling software and to keep crime out of gambling, and ensures a consistent approach for remote gambling operators based in Britain and overseas. This requirement is set out in the Commission’s Licence Conditions and Codes of Practice and was subject to statutory consultation this year.”
