He told Coinslot: “While we welcome any move to update Irish Gambling law we are seeking clarification from the Department on a number of issues. We are concerned at the apparent rejection of the Casino Committee Report recommendations that betting and gambling be kept separate and that machines be confined to arcades and casinos. Irish Gambling Control Bill 2013 arrives LEGISLATION

Alan Shatter TD, Minister for Justice, Equality and Defence, has announced that the Irish government has approved the General Scheme of the Gambling Control Bill 2013. Work will now get underway on completing the drafting of the Bill. reland’s long-awaited Gambling Control Bill looks to be finally rumbling into action, with the Irish Minister for JusticeAlan Shatter outlining its key elements. The Gambling Control Bill 2013 presents a unique opportunity to update the law in this area and to provide for a comprehensive new licensing and regulatory framework for gambling. Minister Shatter stated:“This legislation has the twin objective of effectively regulating the new and dynamic gambling sector that has emerged in recent years, while also providing the opportunity to introduce important new measures to protect vulnerable adults and young people.The updated legislation and new regulatory regime will provide for a consistent interpretation and application of the law across all areas of gambling and as a result, it will bring legal certainty to the area. I believe that this Bill will give Ireland a well regulated gambling system that will be recognised as such internationally." The Gambling Control Bill 2013 will repeal and replace all existing arrangements for the regulation of betting, gaming, bingo and lotteries (except for the National Lottery). It extends the licensing regime to include on-line and electronic gambling. The Bill also sets out the arrangements for the licensing and supervision of casinos. Under the Bill,the number of casinos will be limited to 40 and no casino will be permitted to have more than 15 tables. Shatter continued: “Under the new law,anyone offering a gambling service to anyone in the State, by whatever means and regardless of whether the operator is based in the State or elsewhere, must have a licence.A new executive agency will act as both the licensing authority and regulator for the sector, and will have responsibility for checking compliance and in enforcing the law

Lighthouse Leisure manager Sylvia Hunt said: “It is not that we are saying we want them off the site, far from it, we are just saying it might be for their own benefit because we might not have power until Monday. But we are hoping to have water pressure by the weekend. Everyone has been really understanding and anyone who has left plans to reschedule.” Five crews from Dumfries, Castle Douglas and Dalbeattie, around 30 fire fighters, had battled for four hours to bring the inferno under control. Eye-witnesses hailed staff at the holiday park as heroes for tackling the flames head-on by dragging gas bottles away from nearby caravans and using brute force to pull unoccupied touring caravans from the scene before the fire service arrived. Hunt was defiant despite the devastation. She concluded: “We will rebuild and we will open the complex again.”

Although it is in the conceptual stage, the scheme could help visitors access the arcades and FECs on the coast and the pier much more easily. The group is also exploring whether a ‘pay on exit’ scheme could operate on the foreshore car parks. Chris Baron, DMO chairman, said:“A sub-group has been formed which includes Stagecoach and Lincolnshire County

Council about the practicalities of a park and ride.We are looking at it being placed somewhere along Anchor Lane.The A52 is particularly a big problem as the main thoroughfare from Ingoldmells,Chapel St Leonards and Mablethorpe.We want the whole area to be better accessible for visitors and there is great demand for a bypass.” The DMO is also looking into funding opportunities for a trial ‘pay on exit’ scheme. Baron said:“This is something we are very keen to have. Car parking in tourism areas should not be decided by how many pound coins people have in their pockets at the start of the day. They may go

back to half way through the day to put more money in but then decide to go home. East Lindsey District Council could also make more money from car parking in this way.” Andrew Ratcliffe, area highways manager at Lincolnshire County Council, said: “We’re always keen to look at ways that we can help to reduce congestion in and around Skegness. There is lots of local interest in this idea and we’re happy to work with the relevant individuals to see if it is a feasible scheme, and how we might progress it.” A spokesman from East Lindsey District Council,however, said the ‘pay on exit’ plan

was explored in 2010 on exit barriers on three foreshore car parks. He said:“The cost of such a move was significant - over £615,000 in infrastructure alone, with the additional cost of needing to have someone at each car park during hours of operations in case the barriers go wrong - and therefore it was agreed that this wouldn’t be progressed. Pay as you exit is primarily suited for retail parking in locations that have been designed specifically for that purpose. Large surface car parks with single access points, like the festival car park in Skegness, are not designed for this type of operation.”

Assistant secretary Leo Good said: “We have got to get people across the doorstep and get bums on seats. We want people to come in and play darts, bowls, snooker, bingo and whatever else. We are not in debt and we have been in a worse position many years ago, but we need to act now. I would be devastated if the club had to close and I will do anything I can to keep it open.” The new 12-strong committee of volunteers are planning to give the club an interior facelift, while a new bar manager has also been appointed and there are plans to start staging wedding parties and wakes. Good said: “In this area, we have already lost two pubs - the Reindeer and the Magpie and the Groves club, all in the last ten years or so. We don’t want to lose any more.” Committee member Steve Cain said: “It is a case of use it or lose it. We are trying our best to stop money flooding out of the club by giving our time free to do any odd jobs. If it can be done in-house, we will do it.”

While the land-based bingo sector continues to reinvent itself as an all-inclusive activity post-smoke ban, two former bingo halls have been slated for dramatic deconstructions. derelict bingo hall in North Street, south Bristol is about to be turned into a community made up of green homes, while a former bingo club in Deal has been earmarked to become a cinema. Bedminster property specialist Urbis Development is behind the Bristolbased scheme. Demolition starts this month and the site will be completely cleared by the end of August. Building work on the 26 sustainable flats is due to start in September. Richard Clarke, managing director of Urbis, said: “Bedminster is a fantastic area and we hope our sustainable development will provide another boost to this attractive part of the city. We think this eastern end of North Street has great potential, with some brilliant businesses here

The Bingo Association, for example, recently announced that its membership has now exceeded the 500 mark, while the trade body’s sister organisation the NBGA has committed to spending £900,000 on new technology to safeguard the sector. Furthermore, the Economic Secretary Sajid Javid has stated that the tax on land-based bingo would be reviewed annually as part of the Treasury’s overall tax review.

Westward Ho! amusement arcade operator has expressed mixed emotions over the news that a Tesco Express could open near the seafront at his resort next year. John Martin, owner of Martins Amusements, said he could see arguments for and against proposals to purchase surplus space from Sunshine Amusements and convert it into a store. The plans have raised objections from several local businesses, who said the store’s location would take trade away from more central areas of Westward Ho! and damage their viability. Martin,an active figure in community matters,said he could see why they were upset,comparing the effect of Tesco on local traders to that of bookmakers and online gambling on seaside amusement arcades. He commented:“This is a very small village with two lovely convenience stores, a beautiful bakery and a beautiful butchers and they are well received. Tourism is essential for them - they need the

They can park there for free, whereas if they went into town they either have to pay or run the gauntlet of the traffic warden.” Bev Coombe, owner of the Delica Devon deli in Westward Ho!, has started a‘Say No toTesco’campaign putting posters and petitions up around the resort. She intends to hand the petitions into Torridge District Council ifTesco submit a planning application. Coombe commented: “Summer is the only busy time and if Tesco are right on the beach people won’t walk up to this part of the village. People have been coming in signing the petition against the store and even holiday makers have said they are against it.”

Pleasureland boss warns against ‘blanding’ of seaside resorts SEASIDE RESORTS

he owner of Southport’s Pleasureland Tamusement park has urged traditional seaside towns not to discard their unique identities in an effort to chase investment and regeneration. Norman Wallis criticised what he called the “blanding” of Britain’s coastal resorts, saying it was leading many to move away from the heritage that made them such loved tourist destinations. Wallis, through company Dreamstorm International, took over the park in 2007 when its previous owner declared it unsustainable and has continued to invest and invigorate the 100-yearold attraction ever since. He commented: “More and more seaside towns are investing in a format that is not built for them. People don’t go to seaside towns for the experiences they want on a city break, so retail and residential developments aren’t the

solution to stimulating regeneration. “Seaside towns are different and the difference needs to be celebrated. It’s fine to have aspirations to upgrade facilities and infrastructure, but more shops and apartments, when so many are already empty, aren’t the answer.” Instead, Wallis said resorts should focus on their core offering: “The things that people still expect to find at seaside resorts are beaches, a pier, traditional amusement park rides and arcades, fish and chips, parks in bloom, outdoor entertainment spaces, great places to eat and drink and be entertained. “Our history sells, our heritage sells and certainly traditionally British experiences are highly valued, just not by us. Those who have concentrated on appropriate regeneration have seen their transformation work yield considerable success.”

Change Machines Sector Overview SWOT ANALYSIS Let’s cut to the chase - anything that encourages spending cash in arcades, and makes it easier for customers to do so, must be strongly considered. etting punters to actually step through the threshold of any arcade operation may well be considered as one of the toughest elements of the business, but keeping them there and getting them to part with their hardearned cash - is an altogether more challenging task. One major arrow in the operator’s bow, above and beyond having a varied and exciting arcade floor, is to offer a facility for customers to change down what they have in notes to coins. The omnipresent change machine offers just that. The coin-op sector has been served by change machines for more than four decades. These simple - yet hugely important - pieces of equipment have become an integral part of the arcade business. And while cashless systems continue to make inroads across certain sectors of the UK’s gaming and amusements industry, it is clear that cash is still king. New research indicates that the value of cash transactions in the UK jumped four per cent between 2011 and 2012, reaching £121bn last year. According to the Retail Fraud Study, sponsored by Volumatic, a UK-based manufacturer of intelligent cash handling equipment, and RGIS, a provider of inventory, supply chain and merchandising services, the increase was most obvious in the hospitality and retail sector where 58 per cent of all transactions were made by cash. The same study has pointed out that cash is also popular among retailers as it’s more cost efficient than processing electronic payments. Bank charges on debit and credit card payments amount to 9.3p and 33p per transaction respectively. A cash payment is cheaper to process at around 2.3p per transaction. Change machines are, and will long remain, vital components of arcades, FECs and AGCs, if the above statistics are anything to go by. The global trend of consumer payments made with physical money as opposed to electronic-based payment methods looks set to continue, since cash is predicted to be the prevalent payment method globally for the foreseeable future. Even the developed world, which is usually named as a leading region for electronic payments, has seen almost a nine per cent increase in the level of cash in circulation over the past three years. With ‘dwell time’ - and the knock-on effect of customers spending more money while they are on site, being a vital consideration for operators, change machines become a necessity rather than

Access to cash and change is vital an option. It’s widely acknowledged by other sectors that they can keep customers on their premises longer, thereby increasing turnover and, importantly, profits and as soon as people become aware that operators have such a facility on offer it can attract more custom and build footfall. The rise of the cashless payments sector - with operators using in-house, preloaded debit card systems - has been well documented in these pages over recent months. And many have argued that the long-term future of equipment such as change machines will be called into question if cashless solutions continue to proliferate. Keeping coins on site Change machines help save time and money for operators, according to Paul Comer, head of business development for Welcome Break. stablished more than 50 years ago, Welcome Break has grown to become one of the UK’s leading independent motorway service operators. The company currently operates 45 adult gaming centre areas across its 27 sites, many of which contain Coin Recyclers supplied by Suzo-Happ Group. “We deal with Suzo for all sorts of different pieces - from lighting to top boxes,” said Paul Comer, head of business development for Welcome Break,“And in terms of Coin Recyclers and change machines, we have been working with the company for around four and a half years.” According to Comer, the Coin Recyclers help add another customer service angle to the Welcome Break estate.“For us, as a business, the machines help because they keep the coins on site. This is ideal when it comes to refilling our gaming machines, as it means less time is spent obtaining change from the bank,” he said. “From a customer service perspective they are superb because you don’t necessarily need any interaction - the customer can just change their money

themselves.This, in turn, frees up staff time and allows them to focus on customer service, and it also makes it more secure for us because all the cash is contained in a locked unit.” Commenting on whether the growth of cashless systems could ever make coin changers and currency recyclers obsolete, Comer said:“I think ticket-in, ticket-out is something to watch out for because it removes the hopper facility. However, operators have got to be careful that they don’t alienate those customers who are just looking to spend a couple of pounds. While this isn’t altogether pleasant, if nothing else it reflects the mood of the nation. When it’s sunny,people come out in their droves and when they come out in their droves they start spending money - more money than they would normally do in Britain’s ‘normal’ dour, grey and largely wet weather conditions. For example, I even bought a £4.50 carton of olives from an outdoor food fair the other day, which isn’t something I’d have done in my cagoule. Thankfully, the UK’s operators have benefited from the recent two-week streak of sunshine, with anecdotal evidence pointing towards enhanced takings, greater footfall and brisker business all round. What does the future hold, however, when the inevitable drabness encompasses the UK again? In all honesty, no-one really knows, which is why we must all ‘Carpe Diem it’ like crazy and make a bit of money while the going’s good.We still haven’t had a definite date for the Triennial Review, we’re still up against the LBOs and their FOBTs and, in the case of the bingo sector, still chasing an equitable taxation regime. While I wouldn’t for one second advocate the ‘worry about it later’ approach, this summer has offered up some serious business opportunities purely and simply down to the weather. And with this sunny backdrop in mind, the UK’s coinop interests are, or certainly should be, maximising their sales opportunities from all angles from the factory floor through to the arcade. The old showman’s adage goes something like: “What you lose on the swings, you gain on the roundabouts.” Likewise, not many operations can claim to have a massive ROI on every single piece of equipment. And while we all know that every new (or second hand) investment has an element of risk it doesn’t need me to remind everyone that all coin-op stakeholders love a deal, and that there’s no time like the present - when we’re all in a reasonably good mood.

In fact, the average gamer is 35 years old, in a relationship, works 32 hours a week and is just as likely to be female as male. Each video game player will typically spend about two and half hours a day, five days a week, in front of their console and will often stay awake until 10.58pm playing games. In total, the average game enthusiast will spend more than 12 and a half hours playing video games every week.

Gamers typically own two different consoles, 18 games and take just over four weeks to complete each game. But despite being married or in a relationship, most gamers row with their partner twice every week over their gaming hobby. More than one in twenty of those in relationships say gaming is a frequent cause of arguments while 15 per cent of gamers have broken up with someone over their pastime. Gamers show dedication to their console, with more than three quarters saying that they will never stop loving video games. They will also typically spend around four hours queueing for a new game at a midnight store opening once a year. The average video game player has five online friends in the gaming community and nearly 30 per cent said they had met up with an online gamer

friend in person, according to the British survey. The video games social network Pixwoo.com, which commissioned the research, said: “The image most people have of a gamer is usually a young boy, holed up for hours in end in their bedroom, only stopping the game for food, drink and toilet breaks. “But these results show that the stereotype couldn’t be more wrong. Not only are women just as likely to be gamers as men, but we are talking about fully grown adults who work, have a family and are in a relationship. Gaming is no longer something reserved just for children and young adults.” Elsewhere, plans to create a new £10m entertainment complex in Washington have been welcomed by residents, according to the Sunderland Echo.

This Government inherited a challenging fiscal position and DCMS, like all parts of the public sector, is consequently having to deal with significant reductions in spending, and will need to continue to do so until the public finances are put on a sustainable footing. The Spending Round negotiations concerning 2015-16 have been difficult but we have achieved a below average reduction for the department. Overall, DCMS’s budget will reduce by £62m in real terms in 2015-16: a 7 per cent reduction to the resource budget. In addition, there will be a 5 per cent reduction to the core capital budget. As I set out in the run up to the Spending Round, with a return to economic growth being the focus of the Government, I wanted to set out the contribution DCMS can make to meet the growth challenge. Because we were able to make strong arguments about the importance of our sectors in achieving economic growth, the impact of this settlement is going to be less on the Arts, Museums and Sport bodies. However, this settlement is not without its challenges and the onus is on us to continue to identify innovative solutions that will allow budgetary reductions to be managed, and enable our bodies and DCMS to continue to play a full and active part in helping the UK meet the enormous fiscal and economic chal-

lenges it faces. This letter sets out the funding settlement for the Gambling Commission for the financial year 2015-16.The resource and capital grant-in-aid budget for your organisation will remain at zero.You will understand that, given the pressure on public finances, we are not reinstating the funding for research and, specifically the gambling prevalence study. I am grateful for the Commission’s work to find alternative ways of capturing prevalence data and, with the Responsible Gambling Strategy Board, ensuring that research funded by the voluntary industry levy is directed to the priority areas. To help businesses in these difficult economic times, the Government is asking regulators to reduce licence fee pressure through increased efficiency. In common with other regulators, you are therefore asked to achieve a reduction of at least 5 per cent in your costs from the 2012-13 baseline. This means that the cost of the Gambling Commission’s statutory functions in 2015-16 will not exceed £12.54m, although this will be subject to review to take account of any changes to the gambling industry and regulatory requirements, including the proposed move to regulate remote gambling at the point of consumption. Fees should be charged at full cost recovery in line with Managing Public Money unless otherwise agreed, and when the costs of service provision fall, fees should fall as a result.
