CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) GUIDELINES

Once all required items are submitted, an application is deemed complete, and the determination is made if the project will require an environmental impact review under California Environmental Quality Act (CEQA) guidelines

POSSIBLE ENVIRONMENTAL REVIEW

If an environmental review is necessary, the CEQA document is prepared and a 30-day AB 52 Tribal Consultation is conducted (if necessary). 4

RECEIVE COMMENTS ON APPLICATION

Staff initiates design review and circulates to other departments and outside agencies and gives comments back to the applicant within four weeks. The applicant then makes corrections and resubmits. This process can take up to four months or longer, depending on how long it takes to make corrections and resolve staff’s concerns

PRESENTATION TO THE PLANNING COMMISSION

A hearing is scheduled for presentation to the Planning Commission, a staff report is prepared that will accompany the Commission’s agenda packet, and a Public Hearing Notice is posted where required and mailed to residents within 500 feet of the project site 6

PLANNING COMMISSION MEETING

Planning Commission meeting is held Depending on the type of application, the Planning Commission could be the decision-making authority or provide a recommendation to the City Council. 7

PUBLIC HEARING – COUNCIL

The project is scheduled to go before the City Council. A staff report is prepared based on the Planning Commission’s recommendations/actions and a Public Hearing Notice is posted where required and mailed to residents within 500 feet of the project site 8

City Council hearing is held. 9

NOTICE OF DEVELOPMENT IS FILED

Entitlements are approved, Notice of Development (NOD) is filed, and the applicant begins preparing construction drawings. 10

Big Rock Pub is a one-of-a-kind rock and roll themed public restaurant and music venue that sits on the 18th hole of Big Rock Golf Course at Indian Springs. It is a unique “19th hole” that offers gastropub cuisine from Executive Chef, Tyler Nix, along with full bar selections featuring craft beers and cocktails.

With a love of rock and roll, owner Ken Hanna purchased the course and restaurant in 2015 with the vision of opening a club house that was completely unique to the industry. Rock memorabilia and art line the walls and ceilings throughout the pub, including the restrooms. A highlight is a stage that recesses into the floor when not in use operated by a rare hydraulic lift. Big Rock hosts bands every Saturday night and acoustic brunch on Sundays along with special shows scheduled throughout the month.

Big Rock Pub is celebrated for some of its special events and concerts such as Cars Stars and Rock ‘n’ Roll Classic Car Auction and Music Festival, and shows featuring Great White, The Motels, Texas Hill, and Colin James (to name a few). They’re also dedicated to the local music community and strive to highlight as many bands from the Coachella Valley as possible.

Recognized as the desert’s best outdoor dining spot with beautiful mountain, sunset and golf course views from 3 different patios, Big Rock Pub offers an expansive deck, enclosed patio with doors opening to the outside and a beer garden that are perfect for gathering with friends and family. An indoor/outdoor bar is a crowd favorite and adds another distinctive space for guests to choose from.

With a diverse menu, there’s something for everyone which makes it a great choice when trying to please different taste buds. Some of the most popular dishes include Charred Brussel Sprouts, Hawaiian Poke Nachos, Smoked Chicken Wings, Thai Chicken Salad, Smoked Brisket Chili and Cornbread, Harissa Lamb Burger, Sloppy Joe Grilled Cheese, Cedar Plank Salmon and the Pancetta Pasta Carbonara. For the littles, a placemat-sized activity page/kids menu offers all the kids’ favorites such as Chicken Tenders, Cheese Quesadilla and Sliders with a special dessert developed with pure delight in mind; a Fruity Pebble crispy treat ice cream sundae!
