Steve has worked in the energy and environment field since 1978, with a particular focus on climate change and renewable energy since 1988. He was the CEO of both Greenpeace USA (1986 to 1988) and Greenpeace International (1988 to 1993), and a member of its international Board of Directors from 1983 to 1988 and 1993 to 1995. Steve is a founding member of the REN21 Renewable Energy Policy Network and was an advisor to the Chinese government on the formulation of its renewable energy legislation, as well as an expert reviewer for the IPCC’s Working Group III.

Colin was appointed CEO of AEI Asia Ltd., subsidiary of AEI (formerly known as Ashmore Energy International), in May 2007. The reduction of AT&C losses in Delhi owes a lot to having the right metering strategies and choosing the right technologies to contain energy theft. The policing department in DESCOM (normally called enforcement Department) needs lot strengthening
This paper briefs about how enforcement department, in collaboration with Meter group and IT have being so effective and company is able to bring loss from 63% (in 2002) to 23% (expected end Dec 2009). Most of loss reduction is after enforcement had two powerful enablers’ i.e. intelligent meter and data analytics and managements. The world of medium voltage switchgear has seen various developments over the last fifty years. In the 70s Bulk oil circuit breakers gave way to Minimum oil circuit breakers. Improving performance of power distribution networks is a permanent challenge for DNO’s around the world. The workshop will focus on discussing a structured approach to achieve world class technical results (SAIDI, SAIFI) while maintaining cost effectivity.
Performance measurement systems are an important tool to identify opportunities for improvement. Diagnostic methods and techniques need to be used to identify potential weakpoints in existing network configurations. Following on from this, using a top down approach, eventually network components have to be evaluated in terms of technical and economical reliability, i.e. total cost of ownership. Undergrounding of distribution networks is generally seen as an adequate strategy to reduce failure rates. Although cable infrastructure is the least visible part of distribution networks it has great impact on the general performance. Cable and accessory technologies will be discussed with the aim to identify longterm sourcing strategy options in view of distribution network optimization.

What Will NPC Do to Be Financially Sound, Be Able to Perform Its Mandate, and Be a GOCC Still?
Distribution in Competitive Market – Mumbai

After the passage of a law in 2001 requiring the privatization of its assets, the National Power Corporation (NPC) shall remain as government-owned-and-controlled corporation (GOCC) to perform missionary electrification through the NPC-Small Power Utilities Group (NPC-SPUG) and shall be responsible for providing power generation and its associated power delivery systems in areas that are not connected to the transmission system.
In the context of its mandate, missionary electrification areas are those islands or off-grid areas that are not connected to the three main grids operating in the Philippines. The source of funds to do missionary electrification work comes from the revenue derived from sales to the different offtakers, mostly island electric cooperatives, and from the collection of a Universal Charge for Missionary Electrification (UC-ME). The role of missionary electrification is not entirely left to NPC as private sectors are also allowed to operate in those areas. The idea is to allow the entry of private capital into those areas. The Department of Energy (DOE) has directed the privatization of SPUG areas through an executive fiat to do this. In essence, while NPC is doing missionary electrification work, it shall continue to endeavor to privatize its power generation facilities and the necessary associated power delivery systems. With the eventual elimination of its generation assets, NPC will be left with its delivery systems (transmission and distribution lines) but this posed a financial difficulty as well as the ERC did not approve the application for operating the delivery systems at its realistic level. Korea Hydro and Nuclear Power (KHNP) company, as the sole nuclear generation utility in Korea, operates 20 nuclear units and constructs 8 more nuclear units. According to the nation’s electricity energy plan, some 40 nuclear units will be in operation by 2030, accounting about 50 % of national electricity demand.
Since the first commercial operation of nuclear power plant in 1978, KHNP has been successful in achieving safe, reliable, and economic operation of its nuclear units. The average capacity factor of 20 nuclear units in 2008 was 93.4%, which is one of the top performances in the world. KHNP has put various efforts to achieve top safety and reliability. KHNP developed a 1,000 MWe Optimized Power Reactor (OPR-1000) and 8 OPR-1000 units are in operation. It has also developed a 1,400 MWe Advanced Power Reactor (APR-1400), four APR-1400 units are under construction.

Emergence of Super Critical Technology in India

Today the installed capacity in India is around 152 Giga watts and the electrical energy demand is increasing and by end of 13th fi ve-year plan, i.e. by the year 2021-22, the peak electricity demand is anticipated to increase to 298 Gigawatts. With abundant coal reserves, coal will remain the main stay fuel to meet the energy demands of India for many decades to come.
Among the various clean coal technologies, improvement in efficiency can be achieved by using the super critical technology. Consequently, the technology leads to fuel consumption savings and reduced CO2 emissions and other pollutants significantly. In India, the focus is shifting towards establishing power plants with large unit sizes 660, 800 and 1000 MW based on Supercritical & Ultra supercritical technology. It is envisaged that in 12th plan, i.e. by 2012 – 2017 about 60% capacity addition would be based on supercritical technology and the same may increases to about 90% in 13th plan, i.e. 2017 – 2022. Due to a SEB Grid having the generators at one end and the load at the other, the risk of system split due to sudden tripping of generators or the transmission line is high. The initial protection to mitigate the impact is extensive use of load shedding scheme; based on frequency drop. With the more stringent demand from electronic industries, the under frequency scheme is upgraded to also activate by rate of change of frequency.

As the import of energy grows, the load shedding scheme became in effective to provide the power quality demand as the timing of the shedding of load may over or under shed giving rise to unacceptable frequency rise or too much voltage dip. As a result SEB embarked on a Smart Protection Scheme (SPS) especially to save the system from the catastrophic system split. The Smart Protection Scheme, is based on a demand and generation balance, up date, on a frequent basis. The arming of the feeders to trip are done automatic by software program. Also the manual selection also can be made, depending the requirement of the day, i.e. special area which shall not be put on the feeder list. The tripping is very fast, 125 ms. The SPS had operated once, meeting all the design parameters of speed, accuracy of load tripped, frequency & voltage excursion. Anil also co-chairs ADB’s community of practices for energy and the Clean Energy Working Group. Anil worked in India prior to joining the ADB in 1996; he was in the management consulting team of Pricewaterhouse Coopers for about two years; held various positions in the operations of large thermal power stations and corporate planning in power companies for 20 years; and worked in an integrated steel plant for a year. He is an electrical engineer and has an MBA degree.

Ngin Kanida Chief of Division of Planning Ngin is Chief of Planning Division in Planning, Management Information System and Tariff Office, Cooperation Planning and Projects Department. She has been working at EDC since 2003. Her job responsibility is doing annual reports, the Electricité Du Cambodge website, and guidelines books. She is also involved in HAPUA (The Heads of ASEAN Power Utilities/Authorities) meeting, the Meeting of Power Purchase Agreement Negotiation and the training course of Geographic Information System, and she was a member in GIS team for research and drawing the Transmission Line Network in Cambodia. Senior Manager, Smart Grid Office Korea’s first electric lamp was switched on at Geoncheong-gung, Gyeongbok Palace in March 1887. Hansung Electric Company, the predecessor of Korea Electric Power Corporation (KEPCO), was established in January 1898.
With the cut-off of power generation by North Korea in 1948, Electra, a power generating vessel (6.9MW) at Incheon Harbor, and the Danginri Thermal Power Plant started generating electricity for South Korea. In 1957 South Korea joined the International Atomic Energy Agency. Korea Electric Power Corporation was founded in 1961 and started unlimited transmission of electricity in 1964. It successfully achieved nationwide rural electrification in 1979 and the peak electricity demand exceeded 10,000MW in 1987. KEPCO was listed on the New York Stock Exchange in 1994 and won the bid to operate the Malaya Power Plant in the Philippines in 1995, its first overseas project. And it celebrated its 100th anniversary in the electric power business in 1998.
Chang is in charge of Distribution Planning. He has been working in the distribution field for 13 years since he joined KEPCO in 1997. His working experience covers distribution construction as a field engineer and distribution planning as a headquarters manager. His job in KEPCO is making and enhancing construction standards at this time. He has launched spacer cable pilot projects in 2009 by importing necessary materials from Hendrix. That process included surveying possible options for aerial bundled cables by benchmarking several countries and making specifications to procure spacers, cables and insulators. While installing the spacer cable, he cooperated with Mr. Brian Trager who was an expert from Hendrix to instruct field engineers and line men from KEPCO contractors.

Kee-Cheol is one of the three Executive Vice Presidents of KHNP and responsible for both power generation division and radwaste projects division. He is furthermore responsible for safe and reliable operations of 20 nuclear power units and 10 hydroelectric power stations.
KHNP operates 20 nuclear power units, with total capacity of 17,716 MWe, in Kori, Yonggwang, Ulchin and Wolsong, and several hydroelectric power generation facilities in the Hangang system, providing approximately 40% of the national power supply.
A graduate of Seoul National University, Kee-Cheol started his nuclear career in 1979 and has accumulated experience in nuclear power projects management. He has been assigned to key senior management positions in KHNP including Director General of nuclear project department, Director General of Shin Wolsong construction office, and Deputy Director General of Shin Kori 3&4 project office.
KHNP’s commercial nuclear power plant operation, which started with Kori Unit 1 in 1978, reached a capacity factor more than 90% since 2000. Meanwhile, KHNP intends to maintain a proper management framework, harmonious labor relations, and high credit ratings while achieving industry leading profitability and efficiency gains. As a distribution utility, MEAâ&#x20AC;&#x2122;s core business involves acquisition and supply of electric energy to its customers in Bangkok Metropolis and two adjacent provinces, namely Samutprakarn and Nonthaburi provinces covering service area of 3,192 sq. km. Though its service is is less than 1% of the total country area, it holds 32% of market share. Emmanuel Sotomil Head, Metering Services As head of the Metering Services Group, Emmanuel is responsible for the management of all work related to revenue metering facilities and services to generators and load customers connected to the HV transmission grids. Among the projects that were undertaken under his responsibility was the setting up of an Automated Meter Data Retrieval (AMR) System that TRANSCO established to support the operation of the Philippine Wholesale Electricity Spot Market (WESM), and the meter upgrade program to enable the revenue metering points to be accessed by the AMR System. Under the WESM Rules, TRANSCO and its successor is the default Metering Service Provider for the WESM. After the National Grid Corporation of the Philippines (NGCP) assumed the power transmission business from TRANSCO in January 2009 as part of the privatization that the Philippine law mandates, Emmanuel has continued to head the Metering Services Group in the NGCP organization.

The Provincial Electricity Authority (PEA) is a government enterprise under the Ministry of Interior, established under 1960 Act by the Royal Decree executed on 20th September 1960. Then published in the Government Gazette on 27th September 1960. The authority’s responsibility is primarily concerned with the generation, distribution, sales and provision of electric energy services to the business and industrial sectors as well as to the general public in provincial areas, with the exception of Bangkok, Nonthaburi and Samut Prakran provinces. The PEA has expanded electricity supply to all areas covered 73 provinces, approximately 510,000 km2, accounting for 99% of the country’s total area. In order to upgrade the quality of life of people and support other developments in rural area, PEA has developed and applied modern technology to electricity supply and distribution dispatching system for improving efficient, reliability and quality of service. In accordance with the Government’s plan and policy on the privatization, the PEA has drawn up an action plan for restructuring the organization and then has applied the Quality Standard Management System to its total work areas which has been certified by ISO 9002 in 2001. All of these solutions create the satisfaction and confidence to the customers in using the PEA’s electricity and service.
Vanchai is currently the assistant governor (Engineering Business) of Provincial Electricity Authority (PEA), Thailand. He started his work in 1976 in Distribution System Operation Division. He was responsible for power quality monitoring and control. Then, he was transferred to the area of transmission and distribution system design in 1992. He gained a lot of experiences in this area over 13 years. In 2005, he was appointed to be the director of power system control and operation and he became the senior executive (engineering business) in 2007. He has been promoted to the assistant governor (engineering business) since 2008. Moreover, he was a leader of asset database management in PEA Core Business Software Package Project. Currently, he is the project manager of the Geographical Information System Development Project 2nd Stage as well.

PLN is the largest electricity producer in Indonesia, and as of March 31, 2009 had a power generation capacity of approximately 25,611 MW that accounted for over 85% of total capacity in Indonesia and served approximately 39 million customers. As of March 31, 2009, PLN owned and operated 1,328 electricity generating plants with 5,360 electricity generating units in Indonesia, including fuel oil-fired, natural gasfired, coal fired, geothermal and hydroelectric plants. PLN also purchase most of the electricity produced in Indonesia by IPPs, which are private companies that own electricity generating plants. As of March 31, 2009, there were 21 IPPs operating in Indonesia with an installed capacity of 4,568 MW. PLN operate four main grids in Java-Bali, North Sumatera, South Sumatera and South Sulawesi, which are the most populated regions in Indonesia. Approximately 60% of the total population of Indonesia (approximately 140 million people) live on Java and Bali, and the region accounts for approximately 78.5% of our total customers’ power consumption. PLN have a monopoly position for transmission and distribution of electricity, which control of approximately 34,000 circuit km of transmission lines and approximately 620,000 circuit km of distribution lines, respectively, as of March 31, 2009.

With a career spanning 38 years of proven track record in Complete Engineering right from Concept to Commissioning in the Power Sector including 25 years in the NTPC, seven years in DESEIN and currently in the Reliance Power, Sri has gained experience in all areas of the Thermal Power Plant Design & Engineering; Operation & Maintenance including Project Execution; and over all management of Thermal Power Stations. For the first Supercritical Technology Power Project in India i.e. 1980 MW Sipat Super Thermal Project associated with complete design & engineering. He also had an opportunity to prepare the Technical Specifications for 800 MW Coal Fired Thermal units, as a member of the committee, appointed by the Government of India.
Reliance Power’s project consortium also include seven coal-fired projects (18,580 MW) to be fueled by reserves from captive mines and supplies from India and abroad, two gas-fired projects (10,280 MW) to be fueled primarily by reserves from the Krishna Godavari Basin (the “KG Basin”) off the east coast of India, and seven hydroelectric projects (4,620 MW), three of them in Arunachal Pradesh and one in Uttarakhand. Of the four Ultra Mega Power Projects awarded by the government of India, Reliance Power has been successful in bagging three, 3,960 MW at Sasan in Madhya Pradesh & Tilaiya in Jharkhand and 4,000MW at Krishnapatnam in Andhra Pradesh. The 7,480 MW project to be located at Dadri in Uttar Pradesh is expected to be the largest gas-fired power project at a single location in the world. The company intends to sell the power generated by these projects under a combination of long-term and short-term PPAs to state-owned and private distribution companies and industrial consumers.
The career in Thermal Power Project started with DESEIN Consulting Private Limited, a comprehensive Consultancy House for power plant design and engineering, in NTPC between 1981 and 2007. It consists of heavily covered, non-shielded conductors, supported by a high strength neutral/messenger, held separated by insulating spacers placed approximately 9 meters (30 feet) apart. Solution TEKE has developed a service concept for cleaning power plant boilers (so called TCT) and its heat transfer components. The company has developed their own tools and techniques, which result a very good cleanliness class on all the areas, quickly. Burning-air preheater has been the most problematic component to be cleaned. Before these new tools, inner tube sections of air preheater could not be practically speaking cleaned properly. Our intention has been to find methods to clean air preheater comprehensively. Based on our practical experiences, we have created our own tools. The first generation of our tools left 7 mm layer of deposit on the lower sections of the tube batteries. Our new tools enable us to achieve virtually completely clean end results, now also in a horizontal parts of the tubing. We have chosen our blasting technology so, that a incrust separation is as good as possible, but at the same time the wear of metal is minimalistic. Solution
After receiving his degree in electrical engineering, Jukka-Pekka held various positions from 1986 to 1997 in ABB electrical drives, including managerial positions in the medium voltage drives and OEM businesses. His assignments included being based in Switzerland and the US. In 1997, J-P took over as President for Ericsson owned electrical distribution company. From 1999 to 2006, he worked as Vice President of Vacon with responsibility for the Brand Label and OEM business. Vacon acquired 2001 stake in Rotatek, which is now part of The Switch. Since then he has worked as Managing Director or Chairman of the board for the company. Since August 2006, J-P started full time forming The Switch by merging three companies carrying the same name, appearance and strategy. He has been CEO and President since November 2006.
The new drive train standard: Permanent magnet generators and full power converters In todayâ&#x20AC;&#x2122;s wind turbine industry the most commonly used generator technology is the double fed induction generator (DFIG). This is now gradually changing as the industry is looking for better overall system efficiencies, reliability and low voltage fault ride through capability. Therefore the permanent magnet generator (PMG) and full power converter (FPC) technology is rapidly becoming the new industry standard for wind turbine drive trains. The overall life cycle costs, best efficiency and annual energy production, optimum grid performance and fault ride through capability are all factors favoring this change in wind turbine drive technology. The Switch is a leading supplier of megawatt-class PMG and FPC packages for wind power and other renewable energy applications.

Since 2000 Göran has been back in Bangkok, first leading the marketing activities for South East Asia on behalf of Alstom Switzerland, and then as MD of Burns and Roe Asia. From 2009 he has been employed by Tractebel Engineering to build up its engineering, marketing and sales activities in South East Asia. He is based in Bangkok.
