Frank Kolk is New Chester Trustee Board Debates Planning Efforts By Beth Brown beth@geaugamapleleaf.com It was a packed room at Chester Township Town Hall June 6 as people earnestly waited to hear who, if anyone, township trustees picked to fill the trustee seat Bob Rogish recently vacated. While trustees Ken Radtke and Joe Mazzurco were scheduled to go into executive session in order to make their decision, Radtke spoke up just as Mazzurco began a motion to enter into executive session. “There’s been discussion about this, would you like to do it in a public hearing?” Radtke asked. Mazzurco consented. Radtke made the first motion to appoint Patricia Jarrett, which

Residents in Chester Township looking for fresh Mexican food have a great new option in Burrito Express, which opened its doors May 7. The restaurant, at 8399 Mayfield Road, is managed by Luis Verde, who co-owns Burrito Express with Antonio Mendez and Juan Alvarez. The trio own five Don Tequila restaurants — the closest in Mentor. Girls Varsity Soccer Camp July 29 to Aug. 1, 6-8 p.m. The West Geauga High School girls varsity soccer team will be holding a soccer camp for youth in grades 1-8 on the West Geauga High School turf field. Players will be separated into appropriate age groups and/or skill levels. The coaching staff will consist of girls varsity and junior varsity players and coaching staff. Cost is $110 for the first child and $70 for additional siblings. Each camper receives a T-shirt and two free tickets to a home game. Registration deadline is July 19. Chester Trustees Hire Joe Fornaro as New Road Supt. By Beth Brown beth@geaugamapleleaf.com Chester Township Trustees voted to hire Joe Fornaro as its new road superintendent during a special board meeting May 30. Trustees Ken Radtke and Joe Mazzurco, however, could not reach a decision on appointing a new trustee to fill the seat former Trustee Bob Rogish recently and unexpectedly vacated. They agreed to hold another special meeting at 6:30 p.m. June 4 to make a final decision. “I am very pleased to welcome Mr. Fornaro to Chester Township,” Radtke said. “His background and experience will Fornaro be a great asset to the township and to our roads department. Mr. Fornaro is a resident of Chester Township. I am certain he will be dedicated and committed to doing an excellent job in service to our residents. I look forward to working with him and welcome him.” Fornaro was selected from a final applicant pool of four individuals, Radtke said, adding his appointment to the position is contingent on successful completion of a pre-employment medical screening to include drug and background check, after which he will receive a salary of $85,000 annually effective June 17. Fornaro previously served as director of public service for the City of Mayfield Heights. Chester Trustees also announced they

tion, pointing out the ad for those interested in the trustee seat that ran in the “Chesterland News” stated no email applicants would be accepted. “He turned in his application on May 9th, prior to that ad,” Mazzurco said. “I’ve consulted with the county prosecutor and was told that trustees could make their decisions, so even if he did email his resume after the ad, it’s our choice.” Residents then raised concerns that Kolk and Fiscal Officer Craig Richter live on the same street. “Ken and I worked together through this long process and came to agreement to appoint Frank Kolk for the township,” Mazzurco said. Residents also questioned trustees’ decision to hire Joe Fornaro as the new road superintendent last week. When asked whether he had interviewed each applicant, Mazzurco said, “I don’t have to answer that question.” Radtke said he had spoken with each applicant. He said he and Mazzurco reviewed and selected the individual for the position they felt would be best. Mazzurco reiterated to the crowd he chose Fornaro from the strength of his resume and believed him to be the most qualified. Residents, however, continued to question Mazzurco regarding the large overtime bills that were submitted under Fornaro’s leadership to Mayfield Township, where he formerly worked, as well as what they per-

dent of the local chapter of APWA (American Public Works Association).” Fornaro said as a Chester resident, he was “very excited” to be welcomed to serve the town in his new position. The board also voted to hire Joanie Windnagel at the rate of $17.50 per hour to serve as the temporary assistant to the fiscal officer — with no benefits and an hour cap of 1,499 hours served annually — until a permanent one is chosen. In other township business, trustees voted in favor of authorizing Richter to request an advance of 2019 second half collection and apportionments of real estate and estate taxes in the maximum amount available for the general, road and bridge, police and fire/EMS funds upon receipt of the schedule of dates.

In other township business, the Chester Township Planning Committee, chaired by Anthony Nastasi, gave a presentation regarding the plans to improve and rehabilitate the township. Following the submission and review of five different ideas from planning firms, the committee is seeking approval of funds in the amount of $44,000 from trustees in order to continue to phase two of their plan, which includes interviewing the firms and selecting one to facilitate the township planning. Nastasi said once the committee receives the $44,000, it would explore different options to include crowd funding and grants in order to raise the funds needed to complete the process. Residents expressed concern over not having enough input in the planning process and want trustees to send out surveys for more community feedback. They also questioned the feasibility of leaving the completion of the plan, financially, to the securing of grants not applied for currently. Trustees agreed to table the request for further discussion. Geauga County Board of Elections Deputy Director Dorothy Strange said June 7 a recount of the 2.75-mill fire levy confirmed its passage with no change in vote count. Approximate dates of advance are July 5, 2019 (payments received through June 30, of 2018) and July 19, 2019.

families, with a focus on listening to their concerns and advocating for their needs with West Geauga Schools personnel. Lair’s statement said he wants to help ensure Newbury youth have the very best education possible, delivered in the most cost-effective way possible. Later, Nancy Benincasa, assistant superintendent for curriculum and instruction at West G, introduced the board to four new instructors for the 2019-20 school year. “We had an extensive search process for our elementary teaching positions,” Benincasa said. “We had over 183 applicants, and we’ve spent at least five full days of work looking at candidates in person and reading through resumes to offer an exemplary slate of candidates to you.” Benincasa first introduced Katherine Hess, currently a fifth-grade teacher in Newbury, telling the board she sat in on Hess’s classroom earlier this year. “I got to see, in person, just her wonderful demeanor and kindness to students and so we’re very excited to have Kate join us,” Benincasa said. Hess will join West G as a reading tutor in both Westwood and Lindsey elementary schools, and Benincasa said she will also help the district grow literacy programming. Lauren Cantini worked in the district this year as a long-term substitute, but has previously worked as a reading tutor in Euclid and Kirtland Schools. Cantini will teach at Westwood Elementary School. No one really has a Mexican restaurant with a drive-thru menu.” The drive-thru isn’t going yet, but Verde said it will be up soon and there will be a grand opening June 18. Verde said the goal is to make Burrito Express a franchise. “We’d like to open nine more in the next three to six years,” Verde said. “We’ve talked about Chardon, Mayfield and Independence.” Burrito Express is open from 11 a.m. until 9 p.m. Monday through Thursday and from 11 a.m. until 10 p.m. Friday and Saturday. He delivered to both Mendez and Alvarez and that’s how they met. The focus for Burrito Express is freshness. Jay Bishop, principal of West G high school, introduced the board to math teacher Erin Gray. “We had an extensive search with over 70 applicants interested in the high school mathematics position, and as we went through the search, clearly Erin stood out,” Bishop said. Gray graduated from Penn State University with a degree in secondary math education and from The Ohio State University with a Master’s of Mathematical Sciences degree. “While she was at OSU, she taught Calculus I, College Algebra, College Algebra with Business Applications and Mathematics for Elementary School Teachers,” Bishop added. During the interview process, Bishop dis-

covered Gray was a second-grade student of West G Superintendent Richard Markwardt’s wife and friends with his daughter at that age. “I had no knowledge of any of this until we went into the interview,” Markwardt said to laughter. “Jay (Bishop) and I were high-fiving each other, like, obviously we have the perfect candidate,” Benincasa added. Music teacher Taylor Uveges told the board 102 out of 125 students have signed up for fifth-grade band, which she called a dramatic increase in enrollment. The high school band currently has 144 members, but will grow to about 160 next year, she said, adding the band program has 100 percent retention between seventh and eighth grades.

Chester Government Update The Chester Trustees met on May 2. The meeting began at 4 p.m. to allow time for review and discussion of each of the department’s 2020 fiscal year budgets. There will be additional discussions in June and a public hearing on the budget in July. Next, after some brief discussion, motions were passed to place onto the November 2019 ballot renewals for the 1.5-mill road levy, which was first voted on in 1990 and generates $293,070 annually, and the 2.5-mill police levy, which was first voted on in 1980 and generates $327,851 annually. A motion was also passed to allocate the three inside mills, which are non-levied tax dollars the township receives, equally between the road department and general fund. Next was the public hearing for two zoning amendments: Z2019-1 corrects a minor typographical error under wireless telecommunications and Z2019-2 removes from the township’s zoning resolution rules governing oil and gas well drilling in the township. The township has no legal authority to regulate oil and gas drilling and the rules are therefore unenforceable and unnecessary. Both amendments passed. A motion was also passed to set a public hearing for June 20 at 6:03 p.m. at town hall for Z2019-3 involving farm markets. A fuel purchase of $19,520 was approved as well as memorandums of understanding for several road department employees who have assumed additional responsibilities within the road department during this time of vacancy for the road superintendent. The resignation of Chester Fire Department Lt. Richard Browne was accepted and trustees thank him for his 20 years of service to the township. David Rorapaugh and Rodney Simmons were hired as part-time firefighter/paramedics and trustees welcome them to the township. In police business, a motion was passed with Lexipol to provide law enforcement policy manual subscription of $3,572 to assist the township in defining policies and procedures for the conduct of township police officers. It was recognized as a helpful tool in teaching, a tool for standardizing and defining officer conduct and a method of reducing township risk. A motion was approved to rescind a previously approved Parkside Park application for an art festival that was promoted as a non-profit event but could have been interpreted by some as a for-profit venture. Trustees had concern that for-profit ventures could be requesting use of the park in the future and the board did not want this type of commercialization. On May 30, a special meeting was held at 6:30 p.m. Upon opening the public session, the board, along with Fiscal Officer Craig

Richter, entered into executive session to consider the appointment, employment, promotion, demotion or compensation of public employee or official. Upon return to public session, motions were made to: Accept the resignation of assistant Fiscal Officer Joan Heppert, effective June 6, 2019. Trustees thank Ms. Heppert for her 13 years of dedicated service to the township. Hire Joanie Windnagel at $17.50 per hour. She has previously assisted the Chester Township Fiscal Office to assist the fiscal officer Advertise for the position of assistant fiscal officer with applications due at Chester Town Hall by 4 p.m. on June 17. Mr. Fornaro is currently employed as the service director for the City of Mayfield Heights, overseeing 26 full-time and three seasonal employees. Mr. Fornaro has more than 30 years of utilities and road maintenance experience. The board welcomes Mr. Fornaro, a longtime Chester resident, to its team. A motion to set a special meeting on June 4 at 6:30 p.m. at town hall to continue discussions for the appointment of a third trustee was also approved. Updates: The Rotary and the U.S.O. will be holding a Fill the Cruiser event at the Chester Senior Center on June 29 from 9 a.m. to 3 p.m. to support township men and women serving overseas. A list of needed items will be published soon. On June 15, Chester Township will be holding Trash Day at the old Chester School from 8 a.m. to 1 p.m. Details are available on the township website: www.chestertwp.org. By Lisa M. Smith Four months ago a Chester trustee stood in my driveway and described a bold new vision for Chester Township. It includes a new town center with a walkable central business district, multigenerational housing and reconfigured commercial spaces; and a new $52 million main school campus. These enormously ambitious projects will change the trajectory and finances of the township for generations, and though not linked publicly by board members, they are being pursued in tandem right now. Until that conversation, I didn’t know anything about either. That’s partly my fault because until recently I was an apathetic resident. But I’m paying attention now and so should we all if we want a say. The $52 million school bond issue planning phase is over but the town center plan being developed by the recently-formed Chester Township Planning Committee is still at the point where community input can help shape it. When the group formed last year, they stated the funds needed to hire a firm to take data and develop it into a long-range plan would come from grants, in particular a realtor’s association grant. That fell through so at the June 6 trustees meeting, they asked taxpayers to fund the first $44,000 installment — and possibly the second. If taxpayers are being asked to pay for development of the plan, then they should have input into what it entails. Right now, the committee has pulled together data and resources for the planning firm to use that include past resident surveys, the opinions of planning committee members, maps and results of a “walking” tour. Missing from this mix — and perhaps the most relevant piece of all — is a comprehen-

sive survey of residents who live here now asking what they want. Do they want a business district consolidated behind Chester Township Park where land is currently being used for other purposes? Sidewalks that connect everything? A bike trail? A refurbished business district somewhere else? What other amenities would they like to see? How much are they willing to pay? People move to Chesterland because it’s beautiful, taxes are relatively low (no regional taxes), schools are good and housing is in demand. Yet, at the meeting, some planning committee members painted a different picture, characterizing the township as “dirty,” with little positive change in the last 30 years and calling for a beautification strategy. One member said he’d have to move if trustees didn’t fund the initial $44,000 to develop the plan. Yet it doesn’t require a long-range plan to beautify and improve existing commercial properties. In fact, many business owners in Chester Township have recently improved their properties with their own funding. Similarly, cleaning up unattractive or non-conforming areas doesn’t require a 20year plan. Ultimately, it’s not what the planning committee wants that matters; it’s what the 10,000 residents of Chester Township want. In an article in the Oct. 19, 2017, Geauga County Maple Leaf outlining why he was running for trustee, Joe Mazzurco said “residents felt left out of the decision-making process.” Here’s Trustee Mazzurco’s chance to ensure that residents don’t feel way with the new town center plan. Don’t fund development of a plan with taxpayer money until a comprehensive survey that brings in all voices is produced. Then, use the survey results to help drive plan development. In that way residents can be assured they weren’t left out of the process.
