Flat Five-Year Forecast Projected for West G
By BRian DoeRing BRian@kaRlovecmeDia comWest Geauga Schools’ revenue is projected to stay flat over the next five years while expenditures continue to climb by 4% to 5%, said Treasurer and Chief Financial Officer Karen Pavlat May 22.
Pavlat presented an update of the district’s five-year forecast originally unveiled back in November to West Geauga Schools Board of Education members.
“Total revenue is expected to grow by less than 1% over the next five years. We don’t see any additional growth,” Pavlat said. “We are seeing a 4% to 5% increase, particularly in supplies. We did have a shortfall in the public utilities tax — we’ve talked about that before — a $1.3 million shortfall for this year, but we will collect that again next year so that is not going to affect us from a cash flow standpoint. It’s just effecting us
in a fiscal year standpoint.”
Public utility collections are down $1.2 million in fiscal year 2023 due to two large public utility delinquencies, according to Pavlat’s forecast.
“We are looking at a deficit. We thought in November we’d be at a break-even, but with that deficit in the public utilities, we will have a deficit spending for this year,” Pavlat said. “Next year, it will look a little bit better than we had anticipated because that money will go over.”
Enhancements for additional security personnel and counseling services, which cost an additional $600,000 annually, will significantly impact the district’s operating budget and cash reserves, potentially expediting previously anticipated levy timing, according to the forecast.
“We are looking at areas where we are going to modify the budget — we are looking at attrition,” Pavlat

said. “We’ve put together a game plan over the next two years to try to see what we can do to offset some of that $600,000 additional cost.”
Pavlat said costs associated with security items such as the public address system would not be included.
“This is the operational cost go-
ing forward for personnel,” Pavlat said. Cash balances are projected to be positive through June 30 of 2027, but an operating levy would be needed by year 2027 to maintain financial stability due to deficit spending, she said, adding the $2.4 million emergency levy will also

Dedication Ceremony at West Geauga Commons
Trustees of the West Geauga Joint Recreation District will pay tribute to three former board officers whose service to the community will long be remembered.

The ceremony will take place June 24, at 1 p.m., at West Geauga Commons, 14070 Chillicothe Road, Russell Township.
Patricia Jasco, who passed away in 2020, was a resident of Chester Township and one of the original board members of the West Geauga Joint Recreational District. Also known as “Miss Pat,” of Miss Pat’s Child Care in Chester Township, she was instrumental in helping to form the governing board and initiate the early stages of development of the West Geauga Commons.

Jasco became board president and her leadership would continue until 2005.
Her efforts helped create a safe place for children and adults to actively pursue sports and recreation in a natural environment. She left a lasting legacy to the community and the families that have used the recre-
ational facilities for the last 36 years. The Pavilion at the Commons will be dedicated to her memory and the service that she provided to so many.

In addition, a memorial garden has been created east of the main soccer field, with park benches, that will be dedicated to Walt Waetjen and Bernie Mandel.
Waetjen took over the president’s role in 2005 after also serving as a board member. He led the board of trustees until the time of his passing in 2019.
Waetjen’s time in office saw continued growth and expansion of the Commons and its facilities. He was a Russell resident and active in the community. He also was involved in coaching before his days on the board.
Waetjen had been retired from Transtar Industries, where he was employed in sales.
Mandel was a board member and served as vice president for many years until the time of his passing in 2022. He provided counsel as an attorney, but he was active over the years in soccer and a tireless advocate in support of all youth sports activities in the West Geauga Schools community.
All are welcome to attend the dedication on June 24 and are encouraged to visit the Commons and see how these three remarkable community residents made a contribution for all to enjoy.

DeJohn Hosts Flag Retirement June 24
DeJohn Funeral Homes & Crematory is hosting its annual Flag Retirement & Remembrance Ceremony at 2 p.m. June 24 at the DeJohn Funeral Homes & Celebrations Center, 12811 Chillicothe Road in Chester Township.
DeJohn Funeral Homes plans to honor a military veteran or service man/woman from every military conflict and war since World War II during the ceremony, according to a May 22 press release.
Flags are currently being collected at each DeJohn Funeral Homes location in Chester, Chardon, Willoughby Hills and South Euclid.
“Every year, we consider it necessary to host a flag retirement ceremony because it’s one of the few opportunities that we, together as a nation, can acknowledge our past and current servicemen and women,” Ross DeJohn Jr., chief executive officer and U.S. Army veteran, stated in the release. “What many don’t know is that retiring a flag is a way for families and friends to get closure after losing a veteran, and we are honored to assist them in that healing.”
The ceremony also will include the color guard, as presented by Chardon VFW 6519; a gun salute, as presented by Willoughby Hills VFW 4358; and a taps performance. In addition, there will be special participation from Munson Boy Scout Troop 91 and local Girl Scout Troops.
DeJohn Funeral Homes once again will have helpful resources and tools for veterans available at the ceremony.

need to be renewed prior to 2027.
“All of these things are coming together. We’ve talked in the finance committee (about) exactly how we want to manage this going forward,” Pavlat said. “We will come up with a plan this summer to present to the board as we update the next forecast. Some of that depends if we have a bond project or not.”
Levies would need to be renewed as they come due in the future when it comes to longterm planning for sixth-through-12th-grade campus facilities and operating deficits would impact the type of renewal levy, according to Pavlat’s forecast.
“That is something that I know the board is working on, but we are going to have to decide,” Pavlat said. “We can do different types of renewals — we can do a substitute levy — but there is something we have to do and we

have to talk about the timing of the levy.”
State funding is still uncertain for fiscal years 2024 and 2025 with the Fair School Funding Plan not being codified beyond 2023, according to the forecast.
Pavlat said 92% of the district’s Elementary and Secondary School Emergency Relief Fund has been used to support learning, summer programming and additional tutoring services.
“Kids have caught up, not all kids, but the majority have caught up. Those services have been normalized,” Pavlat said.
She said the district will closely monitor revenue and expenditures, especially as it pertains to security costs.
“I know we are doing that every day, but it will be even more hawkish as we go along,” she said. “We can’t fund the security costs if they are not sustainable. It doesn’t do us any good to have a one-year cut. We have to be able to sustain this because we are going to have that security in place going forward. We need to plan for that.”

Westwood Elementary News
Westwood Elementary School recently completed an exciting week full of activities for all students.
The second-grade class presented their “Wax Museum” projects to the first-graders. The project involved researching a famous, influential person; designing a timeline of their life; writing a presentation; and dressing up to resemble the person. Students did an excellent job on their presentations.

The first-grade class hosted “Ask the Expert.” Students researched an animal and then designed its habitat, created a display board and prepared a presentation. They shared their knowledge with classmates and invited family and friends to Westwood to
take part in the event.

Kindergartners received a special visit from students of the West Geauga High School Marching Band, along with Band Director Jason Branch. Band members shared a little bit about their instruments with the kindergartners and played some great music outside in the Westwood pavilion. Students were engaged and excited to learn more about future opportunities available to them in the West Geauga music program. Finally, to complete the week, Westwood students had a surprise visit from Jungle Terry, along with his reptile and animal friends. The all school assembly was educational and of course highly entertaining.
