What would happen if we were to compare the
expectations at the Earth Summit in Rio de
Janeiro in 1992 to the achievements of the Global Environment Facility (GEF)? This is the question I discussed with the Chief Executive Officer of the GEF in 2011. We thought it would be a good idea to do this comparison, as the GEF played an important role in the Rio discussions, and in the years after Rio the GEF
has gathered a lot of evaluative evidence on its achievements. Having said this, it is not easy to
do such a comparison. After all, the expectations were a cloud of opinions, uttered in a great variety of circumstances, some
with a high level of common understanding, but others highly contentious and politically sensitive.
