Port KC At a Glance... Development, Transportation and Commerce Port KC is a development in Kansas City, Missouri. It is specifically located along the Riverfront with over 20 acres of land North of downtown. In terms of community development, it not only implements a residential outlet, but also a transportation and commerce corridor that stretches throughout Kansas City. Focus is given to transportation. How an individual, natural resources, water transit and even pets traverse the “Port”. OUR MAIN MISSION Developing a City "We’re different than most public organizations in that we don’t receive annual tax allocations from the city or state’s general fund. But to fulfill our mission, we need a revenue stream to support our operations, capital investments and projects. One way we earn revenue is through our development tools. These tools were established by the state of Missouri – and the state outlined how and why the tools are to be used."

PORT IMPROVEMENT DISTRICTS (PIDS) PortKC has the power to create and have authority over PIDS. The first step is to define the area of the PID and then wait for further approval by the Commision. A 1% sales tax is put into place if approved.. Only users and tenants within the PID pay the tax. Taxes are then reused to make improvements within that specific district. PortKc is home to four Pids: Berkley Riverfront, the Isle of Capri, Corrigan Station and the Board of Trade Building.

AIM ZONE AIM Zones were introduced to bring in an infrastructure budget for maintaing and repairs of Missouri Ports. "The program gives the port the ability to receive 50% of the state taxes derived from any net-new jobs in an AIM zone." The port authority uses a portion to reinvest in Kansas City’s infrastructure, where the other another portion is brought back to the businesses that created the jobs in the area.

CONDUIT BONDS, MID-CONTINENT EB-5 REGIONAL CENTER AND TRANSPORTATION FACILITIES TAX INCENTIVE PortKC has the authority to ennact a Chapter 68 Port Authority Revenue Bonds to provide financing on future development/restoration projects. Exemptions are issued on these projects that prove that there will be economic benefits to the area as in create jobs or collect taxes. The Mid-Continent EB-6 Center offers a partnership with opportunity of an alternative source of financing future projects. Transportation Facilities Tax Incentive grants deductions for water and air traffic facilities.

Amenities BERKLEY RIVERFRONT Opened in March 1999, this 17 acre park anchors itself right along the Missouri River, North of the River Market District in Kansas City, Missouri. It provides 300 trees, an amphitheater, mile long lit walking path along with bus access, outdoor gym, and 6 volleyball courts. Popular events such as Riverfest, bring thousands of people to the Riverfront each year.

WETLANDS ECOSYSTEM The Army Corps of Engineers as well as PortKC thought it was important to provide a water front ecosystem consisting of trees, grass, wildflowers and shrubs all native the Kansas City. A central aquifer offers water for the ecosystem. Within the project, walkways, benches and historic markers are placed for community engagement

HERITAGE RIVERFRONT TRAIL This system offers biking and pedestrian pathways to traverse the riverfront. Major market connections sprawl the trail with residential and commercial activities. Its heritage lie in the original Town of Kansas settlement location with learning posts throughout the walkways to educate Kansas Citians on what the town was initially.

Facts & Figures Insights about Port KC Today

Port KC's Net Income was $414,073 for the fiscal year ending in April. Lease revenue is their primary income which decreased in 2019. Lease Income decreased to $4,265,894 compared to previous years where they had $100,000 more roughly. Expenses have increased from $3,289,568 to 4,700,649 over three years time. Expenses increase is due largely because of the Streetcar servicing and maintenance costs of the park due to flooding. Behind the Operation Obviously, there's always a team backing a developement, maybe multiple. However it is important to know who's steering the ship. Meet Jon Stephens, president and CEO of Port KC.

"Jon is an economic development professional who has spent his career focused on utilizing thoughtful development concepts to improve the community. He is passionate about his city, and has built a reputation for creativity and collaboration. Previous leadership roles include serving as president of one of the largest urban redevelopment districts in America, director of economic development for Kansas City, Kansas, and CEO of VisitKC. And, as an entrepreneur, he has guided boards and corporations to innovative success.. A University of Missouri alumnus, Jon is a frequent speaker on civic issues, and is an active board member for many organizations, including Visit KC, KC Streetcar, KCPT, Arts KC and the KCADC."

Development Assessment

The strategic plan as well as a feasibility report are published publicly by Port KC as well as other articles and public records that demonstrate their success in communities. With that being said, a critical eye will still be in use while dissecting the entirety of the project.

The Strengths far outweigh the Weaknesses... Port KC was initially nothing but a sand and gravel pit for local construction sites around the area. Redevelopment of over 20 acres total was a need in the communtiy that needed to be filled. Like many realized, "Kansas City is located in the central United States in a major metropolitan region. It is a gateway to North America, ranking second in rail and third in trucking traffic nationally. It handles more air cargo than any of the six states surrounding it and is recognized by Canada and Mexico as a logical inter-modal hub for distributions." Kansas City, this site included, is not without its weakness however. Some include: a lack of barge traffic, monied business interests are not supportive of revitalization of the riverfront prior, and job creation has shrunk since 1995. With all that being said, this project has been highly successful, offering several more supportive projects to the area.
