TOUR HOME CLASSIFICATIONS KEY In the interest of providing our home builders with more balanced judging classifications, we’ve separated the land cost component from the overall market price, thereby isolating the structure values as a means for classifying the Tour entry. In doing so, regardless of whether a home is situated on ten acres, waterfront, or on a city lot, like-valued homes will be judged with like-valued homes. The Tax Advantages of Home Ownership Buying a home is one of the smartest purchases you can ever make. One reason is that homeownership has many positive tax implications. The three most important sources of tax savings for home owners are the: • deductions for mortgage interest • deductions for real estate taxes • capital gain exclusion for the sale of a principal residence The deductions for mortgage interest and real estate taxes reduce the annual cost of homeownership by reducing the home owner’s tax liability each year. For example, a home owner with $10,000 in annual mortgage interest payments and real estate taxes and who falls in the 25 percent tax bracket could realize up to $2,500 in tax savings each year. Home owners who itemize their taxes can deduct from taxable income interest allocable to a first or second home for up to $1 million of mortgage debt and $100,000 of home equity loans. And most state and local taxes paid on homes are also deductible.

When the home is sold, the capital gain exclusion can again provide home owners a tax benefit. Under present law, sellers of a principal residence can exclude from taxation profits from the sale of a home, up to $500,000 for married taxpayers and $250,000 for single taxpayers. With capital gain tax rates expected to increase from 15 to 20 percent in coming years, these tax savings can be substantial. Research by NAHB economists has estimated the tax savings for home owners for certain income and mortgage amounts. For a married couple with an income of $80,000 per year and an initial mortgage amount of $250,000, the tax savings from the mortgage interest and real estate tax deductions are estimated to save the couple more than $11,000 in the first five years of homeownership. Assuming the couple owns the home for twelve years, these savings grow to more than $25,000 over the time period. Combined with the capital gains exclusion, the total tax savings for the entire period of ownership exceeds $52,000. For a couple with an income of $60,000 and an initial mortgage of $180,000, the five years tax savings total more than $6,000 and the total savings over a twelve year period are estimated to be more than $33,000.

Before Hiring a Contractor, Recognize the Warning Signs of a Scam • Contractor provides a credential or reference that can’t be verified. • Contractor offers a special price only if you sign today, or use other high-pressure sales techniques. • Contractor only accepts cash, require large deposits or the entire costs up front, or asks you to make the payment in their name.

As referenced above, an offer that sounds “too good to be true” is more than likely your warning sign that you’re dealing with an illegitimate contractor, and to steer well clear! If you select an unregistered contractor for your construction or homeimprovement project, you risk having absolutely NO recourse if things go bad. For those who have ever found themselves in this predicament, know what a very, very painful and costly experience this can prove to be.

• Contractor does not provide a written contract or complete bid. • Contractor asks you to get the building permit. In most instances, if you have hired a contractor, the contractor is required to take out the permits. Permits are your protection and help ensure that work will meet local building codes.

In addition to heeding the warning signs above, remember to:

• Contractor offers exceptionally long warrantees.

• Ask contractors for references

• Contractor wants to do most or all the work on weekends and after hours.

• Ask what inconveniences might arise

• Contractor gives you an offer that sounds “too good to be true.”

• Make sure you understand the terms before you sign anything

At the NCHBA, we frequently receive inquiries from homeowners who have run into problems with their contractors. More often than not, these homeowners have hired an unregistered, uninsured ‘contractor’ who isn’t properly bonded, and the homeowner finds themselves in impossible situations as a result of the temptation to choose a contractor based solely on price rather than completing their due diligence—much less recognizing the warning signs.

Avoid Lien Problems

Ask for the legally required disclosure statement that advised consumers about lien releases.

While the law provides some protection from fraudulent or incompetent contractors, it doesn’t guarantee honest transactions or perfect performance. Protect your investment by being an informed, cautious consumer.

If any supplier of materials, worker or subcontractor is not paid, a lien may be filed against your property to force you to pay. You could pay twice for the same work. Or worse, an unpaid lien could lead to foreclosure on your home. (For remodeling projects, liens can only be filed for the amount left unpaid to the general contractor.) If you receive a “notice of intent” to file a lien on your property, ask your general contractor to provide you with lien release documents from the supplier or subcontractor who has sent this notice. The contractor is required to provide you with more information about lien release documents if you request it. If you have requested lien release documents, avoid making final payment until you have received a lien release from suppliers and subcontractors.

Generally, work that “adds to or subtracts from real estate” must be done by a registered contractor. Contractor registration is also required for anyone who provides construction consultation, develops residential property or “flips” houses. Businesses that provide services such as gutter cleaning, pruning, lawn care or window washing do not need to be registered. Before starting your next project, shop smart, and do your due diligence! Selling Tips for Home Buyers There are incredible opportunities to buy a home in today’s market. Interest rates are near historic lows, prices are more competitive than they’ve been in years, and there is a large selection of homes available for sale to choose from. Whether you would like more space to accommodate a growing family or less to better suit an empty-nester lifestyle, the current buyer’s market makes it an ideal time to make a change.

Clean, clean, clean. From the minute buyers arrive at your front door; make sure that everything they see is super clean. Put out a new welcome mat. Thoroughly clean carpets, floors, baseboards, curtains, windows, and especially all the surfaces and appliances in your bathrooms and kitchens. Repaint the walls if they are scuffed or stained.

But what if you have to sell your current home before you buy a new one? While the buyer’s market means when you buy your new house you will be able to get more for your money than a few years ago, it also means you will have to make sure your existing home is presented in its most attractive light in order to attract bids from potential buyers.

Don’t forget odor. The home should both look and smell clean and welcoming. Open windows in good weather to encourage fresh air to circulate. Use scented cleaners or air fresheners. Some sellers even pop a batch of cookies into the oven or simmer spiced cider on the stove if they know a potential buyer is coming.

Here are some tips to help you improve your chances of attracting a buyer:

•

Make sure everything works. Fix everything from the merely cosmetic such as burned-out light bulbs, to things that could raise red flags with buyers such as broken sink disposals and leaky faucets. If you don’t fix it, their home inspector will find it.

•
