he vibrancy of Calgary’s downtown office market is a good indicator of the health of the city’s economy, and since the oil price collapse that started in the latter half of 2014, they’ve both been struggling. Fewer jobs in the core has meant reduced need for office space among the big oil and gas companies in the city’s central business district. This has impacted all Calgarians and is expected to continue to do so for years to come. For many real estate experts, one thing is certain: there won’t be any new skyscrapers built in Calgary for quite a while. Dear Santa, It’s me again. You know, that real estate geek who wants to know everything there is to know about the industry. What can I say? I’ve been following the real estate market – residential and commercial – for many years now in Calgary,

Alberta and across the country. It has become a hobby and my passion. I’m very troubled these days by what is happening in real estate, particularly in Calgary and area. My wish list this year includes some general economic dreams I have that, in a perfect world, would come to fruition and put this city back on the path to economic prosperity. We all know that real estate is really driven by jobs. So please, can you see to it that Calgary’s labour market improves? We’ve been going through some dark times

here since late 2014, when oil prices collapsed and sent the city into recession years in 2015 and 2016. Thousands of jobs were lost as a result, and fewer jobs mean fewer people looking to buy homes, as well as fewer people filling the offices in all those downtown skyscrapers. Housing starts in the region continue to be at low levels. MLS® System sales also continue to be sluggish, as demand is nowhere near the levels it reached when the city’s

economy was booming. Meanwhile, the downtown office market continues to experience elevated levels of vacancy, now hovering in the 25 per cent range Unfortunately, the pain in the labour market doesn’t seem to be over, as we saw in the fall, when hundreds of jobs were cut at Husky Energy and Federated Co-operatives Limited. With a 6.9 per cent unemployment rate in the
Calgary region, a lot of people are looking for work. So, my Christmas wish list this year is a very small one. I don’t need any of the latest electronic devices that will be replaced next year by brand-new models. All I want for Christmas is one thing: jobs. Yes, it may be difficult for even you to perform this magic. Times remain tough. They say tough times don’t last, but tough people do. That may be true, but let’s not sugarcoat things – the economy needs a boost, so people

housing market in Calgary and area. CREB®NOW DID 2019 PLAY OUT THE WAY YOU EXPECTED? LURIE Yes and no. Sales were a bit better than expected, partly because prices came in slightly lower than anticipated. Attached product sales activity was far stronger than expected, while the detached and apartment sectors were similar to last year. We had predicted that economic conditions wouldn’t change much, and that was the case, but the mortgage rate increase that many were foreseeing did not materialize. We also

LURIE We generally saw sales slightly higher than 2018, yet still well below long-term averages. Though new listings are starting to come off, we are still in an oversupplied market right now, which is why prices declined last year. CREB®NOW HOW DID THE MARKET
COMPARE ACROSS DIFFERENT PARTS OF THE CITY? LURIE This really depends on the property type. The South and North West saw some improvements in detached sales, while the City Centre, West, East, North East and North saw declines. over six per cent compared to the previous year, and prices declined by four per cent. The apartment-style condo market has been oversupplied for some time, resulting in steady price declines. Compared to previous decreases, however, the rate of decline eased this year to just under three per cent.
CREB®NOW HOW DID MIGRATION NUMBERS PLAY OUT? LURIE Migration this year was a bit lower than expected. Though we still had population growth of 1.5 per cent, the shift in migration is coming from international sources. This tends to have a different impact on the housing market, as newcomers often
don’t end up in ownership right away, which has led to improvements in the rental market and lower vacancy rates. CREB®NOW WHAT DID THE BIG PICTURE FOR SURROUNDING COMMUNITIES LOOK LIKE IN 2019? LURIE Airdrie saw sales improve and

inventories decline. While lower inventories slowed the price decline, prices still dropped by three per cent. Okotoks sales improved this year, but 2018 was one of its weakest sales years in a decade, and prices declined by 3.8 per cent. Sales activity in Cochrane was similar to the previous year and prices saw a drop of 3.5 per cent.
CREB®NOW WHAT WERE THE KEY TAKEAWAYS FROM THIS YEAR? LURIE The overarching theme playing out is the divergence in trends, where the lowerpriced end of the market is seeing improvements and the higher end continues to struggle. Citywide, we are
seeing stability in sales, but the oversupply in the market continues to cause prices to fall. CREB®NOW WHAT CAN PEOPLE EXPECT IN 2020? LURIE Though we can foresee more stable conditions in 2020, no earth-shattering changes are expected.

Under the previous City Charters Fiscal Framework Act, the two cities shared $500 million that would be adjusted at the same rate as provincial revenue. Under the new Local Government Fiscal Framework, that funding is reduced to $455 million, with adjustments made at only half the rate of provincial revenue increases. OCT. 28: Alberta Finance Minister Travis Toews tables Bill 20, which would allow the provincial government to kill funding for Calgary’s Green Line, as well as other LRT projects in Calgary and Edmonton, with 90-day notice. It receives royal assent on Dec. 5.

DEC. 5: After a financial agreement was approved by city council in July, a deal is formally signed between the City and Calgary Sports and Entertainment Corporation (CSEC) to build a new arena for the Calgary Flames. The deal calls for $290 million from the City and $275 million from CSEC to fund the $565-million facility.

ike the two years before it, 2019 was challenging for the development and homebuilding industry. There was no real sharp northward in the trajectory. The federal mortgage stress tests and the economy continued to be a drag on the market in Alberta and in Calgary particularly. In the wake of the provincial election, we saw a little bump of confidence. Some members saw an increase in sales in areas like the northeast, in Airdrie and Okotoks, generally in the starter market. A lot of builders worked off their inventory and investment continued to be prudent. But for industry employees, it was chilling. If there is a billboard we’d put up it would be: “Bring your business here because we have a competitive-priced product for people to live in, in a worldclass environment.

I
n commercial real estate space, if I characterized the entire industry (which also includes retail, industrial, apartment buildings, hotels) based on downtown office vacancy (26 per cent to the end of the third-quarter, 22 per cent in suburbs), 2019 was bad. But there was a bright spot in industrial leasing, large bay, with a number of distribution companies setting up in the Calgary area. Unfortunately, there was also a lot of turnover in the retail sector, with highend fashion stores and restaurants going under. The high-level challenges were lack of movement on Trans Mountain Pipeline, and the provincial and federal elections (during which capital flow slows). 2019 was a continuation of 2018, with those three additional hurdles added.

he reality of our current market is it’s the new normal and there is no reason to sit and wait for it to change. It is not a terrible market, it does have its good aspects. In 2019, we saw a very strong multi-family sector, particularly in apartments. It was a welcome shift because for many years, our community lacked highrise and apartment inventory. There was also strength in starter attached and starter single-family homes. People moving into the Calgary area and first-time buyers were important factors. I was pleasantly surprised that in the midst of two major elections this year (provincial and federal) we saw stable activity, which shows confidence in the Calgary economy. I do believe savvy buyers are being more purposeful. I have heard, anecdotally, that activity has picked up in December, typically one of the slowest months of the year.

haracteristics of the last three years have seen half the year looking okay and then volatility. 2019 was similar – it started soft, and then population growth and labour conditions have improved. While there was volatility in the energy industry, full-time servicesector jobs showed strong gains – something that did surprise me – and population growth through net migration to Alberta has been positive since the second quarter of 2018. In the latter half of 2019, sales picked up slightly and unsold inventory was trending down, moving towards a more balanced market. Attached homes saw an uptick of seven per cent and apartment condos were up two per cent, because of their relative affordability.

eflecting back on my comments from a year ago about the Calgary housing market being challenging, not much has changed from that perspective. Of significant note, we have recently elected a minority federal government. This has the potential for Calgarians to remain restless until they are confident Trans Mountain will actually be built. Regardless, we are generally an optimistic bunch. As I said a year ago, now is a good time to enter the market. That sentiment remains true today.
