2015: IN REVIEW A look back at Calgary’s resale residential housing market CODY STUART

f nothing else, 2015 was an interesting year for Calgary’s housing market. While it remained resilient even while oil prices began to slide, the conditions that arose as 2014 drew to a close signaled a change was in the air. And so as Christmas came and went, December 2014 saw the first year-yearyear sales decline following 11 consecutive months of year-over-year growth. And with little expectation that things would change, once-lofty expectations gave way to a more realistic outlook. “Changes in the economic climate are expected to cool housing market conditions in 2015, and December activity may be the first indication of this shift,” said CREB® chief economist Ann-Marie Lurie, predicting the year that was to come. With the price of a barrel of oil hovering just below $50 US – a dramatic decline from the nearly $100 a barrel seen just five months prior – January arrived, bringing more supply but fewer sales to Calgary’s housing market. With transactions falling by 35 per cent compared to the previous year despite a 39 per cent increase in new listings, January’s housing numbers signaled a trend that would persist throughout the spring. As a result, prices in the city would begin to suffer. With the numbers of resale homes exchanging hands in February and March falling by 37 and 30 per cent, respectively, unadjusted benchmark prices declined by 0.44 per cent in March, relative to the pre-

vious month, for a total of $454,300. Speaking on the conditions at the time, Lurie said the price decline was to be expected. “Based on current sales activity and rising supply levels, the change in pricing does not come as a surprise,” she said. Brought about by a rise in new listings, coupled with prices that were relatively stationary if not declining, talk of a buyers’ market began to arise – ironically just 12 months removed from sellers’ conditions. In the spring, Canada Mortgage and Housing Corp.’s (CMHC) predicted a similarly sober outlook for the year. Despite a brief rally by oil prices, which climbed above the $60 mark in May, CMHC’s outlook predicted net migration and employment growth would slow, contributing to an “easing” in the demand for housing, with MLS® sales for the year predicted to hit 24,700. With the June Alberta election signalling a major shift in the province’s political picture, buyers expecting a similar shift in Calgary’s housing market were, in the words of CREB® president Corinne Lyall, largely left on the sidelines. “Consumers who were waiting for widespread price declines have been surprised to see that it just hasn’t happened yet,” she said at the time. Yet through the first six months of 2015, Calgary home prices remained relatively resolute in the face of the declines seen elsewhere in the market. In June, citywide benchmark price totaled $455,400, a respective monthly and year-over-year gain of 0.29 and 0.13 per cent. After posting an increase through January and February, the number of new listings in the city would post declines throughout the remainder of the year. June also saw new rules from the nation’s housing agency, as CMHC introduced higher mortgage loan insurance premiums for homebuyers with less than a 10 per cent down payment. The following month would bring more news from the federal government, with

the Bank of Canada responding to rising inflation and a flagging economy by lowering its benchmark rate to 0.5 per cent. Kicking off the second half of the year, July ushered in a slight improvement in the local housing market, with year-over-year sales falling by only 14 per cent compared to the 17 per cent drop in June. The good news greeting buyers in the city was reinforced in August with the release of RBC’s Housing Trends and Affordability report, which showed Calgary to be the most affordable major market in Canada. According to RBC, the year-overyear cost of servicing the mortgage on a detached bungalow in Calgary fell by 1.2 per cent in the second quarter of 2015. “Despite the roller-coaster ride the market has been through over the past few quarters, owning a home in Calgary at market price remains more affordable than it has been on average since the middle of the 1980s,” said RBC senior vice-president and chief economist Craig Wright. August would see a larger decline in sales, with transactions in Calgary dropping by 27 per cent over August 2014. With the number of active listings steadily climbing, buyers in many sectors of the market were indeed able to be a little more particular in their purchases, noted Lyall. “Improved selection in these segments is giving buyers the opportunity to be discerning about their purchase decisions,” she said at the time. “They may be weighing their options between resale and new product, along with what community fits their lifestyle.” Calgary’s luxury market, at the time, was feeling the brunt of Calgary’s sluggish economy. Compared to the first eight months of 2014, when 806 homes priced at $1 million or more were sold, the same span in 2015 saw just 482 similarly priced homes change hands, a decline of 40 per cent. Also posting a marked decline were the number of new homes under construction. According to CMHC, the number of housing starts through the first nine months of 2015 fell by 29 per cent compared to the

previous year. “The decline in the price for oil is having an impact on the labour market as well as on migration, which is having an impact on demand for new homes,” Richard Cho, CMHC principal analyst for Calgary, said in August. Between January and September, construction declined by 39 per cent in the single-detached sector, while multi-family construction was down by 23 per cent. Along with falling leaves, autumn would bring falling prices to the Calgary market. Spurred by elevated inventory levels, October saw a second consecutive month of price declines in Calgary’s resale residential housing market. The benchmark price in October declined 0.7 per cent from the previous month, and 1.2 per cent from the same time last year, to $453,100. The news was much the same in Calgary’s surrounding areas. High inventory levels, albeit common in the region around, contributed to downward pressure on prices in the third quarter, with detached year-over-year benchmark prices declining by 4.73 per cent. Airdrie did present one bright spot in the area’s gloomy real estate picture, with sales through the first three quarters in the city posting a slight increase (one per cent) over 2014. With the end of the year drawing nigh, Calgary looks headed to ring out 2015 with conditions favourable to buyers. In November, monthly sales totaled 1,263 units, a 28 per cent decline from last year and nearly 20 per cent below the 10-year average. Meanwhile, the amount of new listings in the market increased by five per cent over last November, with the unadjusted benchmark price falling to $450,700, a 0.5 per cent drop compared to October and two per cent from last year. But with many buyers still awaiting the arrival of lower prices and Alberta’s economy in a serious chill, putting the keys to a new home under the tree is a purchase that may have to wait until the New Year.

ith the calendar set to turn on what’s been a turbulent year in the city’s real estate industry, many will wondering what to expect in 2016 and beyond. To help provide a little clarity on just how we got here, as well as a hint as to where we’re headed, CREB®Now enlisted CREB® chief economist Ann-Marie Lurie to provide some end-of-year insight. CREB®NOW HOW WOULD YOU SUM UP 2015 IN CALGARY REAL ESTATE?

It has been a year of weaker LURIE demand – definitely challenging economic times resulting in weaker demand. As a result there has been some more inventory than we are used to in the market and there has been some downward regression on pricing. It’s completely consistent with what the economic situation has been. IS IT TOO EASY CREB®NOW TO JUST SAY THE DROP IN OIL PRICES SLOWED DEMAND IN THE CITY? Yes. It is actually the result LURIE of the oil prices. So oil prices didn’t just drop. They remained low for most of the year. In the beginning of the year, it resulted in some confidence issues. Then when prices stayed low, we started to see layoffs. That is where we started to see the contraction in employment and reduced net migration. It’s really those factors that influence the demand in the city.

IS THERE ONE CREB®NOW AREA OR SEGMENT OF THE MARKET WHERE THE IMPACT WAS ESPECIALLY EVIDENT IN 2015? There has been more of a LURIE price decline in the apartment segment of the market than what we’ve seen in both the detached and attached sectors. That’s partly because of the supply issue. While the demand has been lower in some aspects, the supply, in most segments, was able to respond. But the apartment sector saw added pressure because of additional rental and new home. When more of those new buildings are complete, that will influence the resale market even more.

CREB®NOW MUCH WILL THE NEW MORTGAGE RULES IMPACT THE CALGARY MARKET? New mortgage rules don’t LURIE help the demand scenario. Yet what’s really driving what’s happening in our market right now is the economic situation. If the economy was doing better, it wouldn’t be as much of an issue. IS 2016 AN CREB®NOW ESPECIALLY DIFFICULT YEAR TO PREDICT? No. Last year, I found it was LURIE more difficult because there was a lot of uncertainty. There were a lot of expectations at the time that what was happening in energy was shorter lived. I think now that some of the expectations have shifted that this low-price environment is going to persist for longer than originally anticipated.

HOW DO THINGS CREB®NOW NOW COMPARE TO PAST PERIODS OF SLOWER ACTIVITY? The comparison that LURIE happens most is what happened in 2008-09 because it is the first time we’ve seen a significant pull back to that magnitude. Things now are different in that our supply is still higher over that time frame. But on economic basis, it is likely to feel a lot worse. We won’t have the same level of pullback as far as GDP and things like that, but it is targeted to the energy sector and there will be spill-offs. You can look out the door and you see a high unemployment (rate). Will we have the same contraction in housing? Not necessarily. The last cycle, no one saw it coming to a certain extent. There was a big ramp up ahead of it, so supply

levels were at the highest we’ve ever seen. We are still not anywhere near those supply levels. But the concern this time is that, if you are having challenges in the energy sector over a prolonged period of time, then you are going to be entering a period where you will not have any growth. IS THERE ANY CREB®NOW ADVICE YOU WOULD GIVE TO A BUYER CONTEMPLATING ENTERING INTO THE MARKET? It really depends on your LURIE own personal situation on what you can or cannot do and where you are going to live. It is so much more than just the market conditions. Can you afford that home that you are looking at? OUTSIDE OF OIL CREB®NOW PRICES, WHAT DO YOU THINK WILL BE THE BIGGEST INFLUENCE IN CALGARY NEXT YEAR? What’s happening in the LURIE energy market is going to dominate. What I am really looking for to see is if it will be limited to just the energy sector because it tends to have trickle-down effects. If the energy sector goes down, how much is this going to start affecting retail and how much is it going to start affecting the other sectors? To a certain extent, retail hasn’t had the same level of drop, so it really comes down to if people stop coming here. Migration flows: that is another key thing we are looking for it’s still positive right now. We will see what happens if it goes negative. ARE THERE CREB®NOW REASONS FOR OPTIMISM HEADING INTO 2016? If we start to see a movement LURIE on market access for oil, that could be a good thing as that’s always been an area of risk regardless of what the oil prices have been. That’s been an area of risk for Alberta because we are land locked. So if we actually start to see some progress on natural gas or other areas, that could be a good thing.

ity council made gains over the past year on encouraging development of legal and safe secondary suites in Calgary, but the topic continued to be a contentious issue for many. While council approved relaxations to secondary suites regulations in two areas in late November, it also rejected a bid earlier in the year to legalize suites in four central wards. This year also saw the introduction of a registry program and development permit exemption, both initiatives aimed at bringing more safe properties to the city. Looking back on the year, Coun. Druh Farrell, who has long championed secondary suites, said some progress was made. “We continue to debate secondary suites one at a time in council, which is a poor use of our time, but each time we’ve debated the suite policy, we’ve moved forward incrementally,” Farrell said in a recent interview. “We take small steps forward. What seemed radical a few years ago is now more common.” Those steps included council voting to relax the regulations on lot size, and increase the amount of floor space allowed in basement suites from 75 to 100 square metres. The changes are expected to take effect next year. Not all news was good news. In May, the Calgary Fire Department laid charges against two property owners for offences related to two illegal secondary suites, after the fire department responded to fires started in the two suites.

And in June, in a 9-6 vote, councillors defeated a proposed bylaw that would have made it legal for property owners in four central wards – 7, 8, 9 and 11 – to build secondary suites. University of Calgary Students’ Union president Levi Nilson said the move was “very disappointing.” “That would have been fantastic for student,” he said. “Every post-secondary [institute] in the city lies in those four wards, and we know many students live in secondary suites, and many are illegal.” Nilson said some progress was made this year on improving safety around secondary suites safer, but more needs to be done. “We want to see full legalization, citywide,” he said. “Small changes here and there are great, but we are so far behind every other major city on the continent in this area. “It’s something we’ll still push for, and will push for long past the time I’ll be in my post because it’s something students are going to be using for years to come.” In September, the city launched an 18-month development permit exemption to makes it less expensive, faster and easier for homeowners to develop legal and safe secondary suites. If properties have the proper zoning and meet all the requirements of the land-use bylaw, the development permit application

and fee is waived – saving homeowners an estimated $2,200, plus weeks in approval time, according to the City. The exemption, which runs until March 3, 2017, is also intended to bring more illegal suites up to minimum safety standards. A secondary suite registry and sticker program also launched this year. Properties that have been inspected by the City and meet numerous safety requirements under Alberta’s building code appear on an online, searchable registry, and owners are issued a numbered sticker. By mid-December, 451 secondary suites were listed. As awareness of secondary suites increases, so too does acceptance and the number of people applying for them, said Farrell. “With all the drama has come more awareness, and that’s been helpful,” she said. “The more applications we see, the more commonplace they are, the less fear there is on the impact on the community. People are starting to realize the benefit.”

ocal homebuilders and developers say they are heading into 2016 feeling positive after going through a year that brimmed with economic challenges. “It’s definitely been an interesting year,” said Wendy Jabusch, president of the Calgary Home Builders’ Association – Calgary Region and a vice-president with Brookfield Residential. In particular, housing demand fell sharply in 2015 as the provincial economy sputtered through an oil patch slowdown that eventually led to pronounced job losses. Yet after operating at near record levels for most of 2014, the slowdown this year was a welcome opportunity for the new home industry to re-think planning and concept, said Jabusch. “It’s given us the opportunity to take a step back and be more thoughtful and to really prepare for the future,” she said. “We are really in a market that is much more in balance than in previous years. When you look at 2014 and earlier, we were maxed out; we have been on an extraordinary growth trajectory in our city and province.” Jabusch noted the slowdown has allowed CBHA – Calgary Region to further its proposed merger with the Urban Development Institute. “It’s pretty exciting,” she said. “Homebuilding and land development are already perceived as one industry. It just makes sense for us to combine our resources.”

The industry has also made a stronger commitment to creating eco-friendly homes. Builders such as Avalon and Mattamy Homes, for example, have stepped up to fashion a series of net-zero designs. In early December, Mattamy unveiled the first of five such homes in the northeast community of CityScape. Overall, new show home parades, new phases in established communities and new concept communities also came online in every quadrant of the city in 2015. Qualico Communities, for example, launched two new show home parades this year – one in its northwest community of Evanston and the other in its northeast community of Redstone.

espite ongoing oil patch uncertainty that plagued the province’s economy for much of 2014, Calgary’s luxury housing market is still alive and well, say industry insiders. While experts acknowledge the sector is going through a rough patch, they say the industry is undaunted, instead pushing ahead in hopes that Alberta’s infamous cyclical economy is due for another upswing. Most recently, Homes by Avi and Augusta Fine Homes opened new sales centres last month in Artesia at Heritage Pointe, a luxury community just south of Calgary. A show home parade featuring homes by those two builders plus Albi Homes is also due to open there in April. The luxury home market saw a decline in demand compared to 2014 and to the lowerpriced segment of the market, said Richard Cho, principal of market analysis in Calgary for Canada Mortgage and Housing Corp. On the resale side, year-to-date MLS® sales over $1 million in Calgary were down yearover-year by more than 40 per cent to just 482 units at the end of November, according to CREB®. Outside of Calgary, year-to-date MLS® sales in Rocky View County until the end of October declined 38 per cent to 128 units. “That doesn’t mean there’s no one looking to buy luxury product – just not to the same degree,” said Cho. “What we are looking at into 2016 is we’re expecting that part of the market to gradually recover. We’re forecasting prices to remain fairly flat in 2016.” Homes by Avi principal Alice Mateyko said low interest rates “are definitely helping with the decision-making process. Demographics (that), in the past, may not have had the opportunity to own a luxury home are taking advantage of the low rates. “The market has been mixed. We have seen a number of professionals with younger families interested in our product, as well as an older demographic looking to build their dream homes.” Augusta vice-president Mike Plumton said despite the shaky economy, he’s still busy developing custom homes in Artesia (where he has 13 lots) and elsewhere. “I’m probably working with as many clients now as I was working with at the beginning of

last year,” he said. “Whether all those buy or not is another story, (but) there are definitely people looking to take advantage of what’s going on.” Plumton, whose show home in Artesia is a 2,000-square-foot bungalow backing onto a lake amenity, said many of his clients are experienced homebuyers. During times like this, these savvy buyers pay special attention to the quality of the builder and its product (in his case, custom homes). Daren Gull, a local real estate professional with Sotheby’s International Realty Canada, said what he noticed most in the high-end market in 2015, especially in the last quarter, was luxury buyers “taking a bit more time. They’re really sensing it’s a buyer’s market in the luxury market. They can go to a builder and build something brand-new for the relatively same cost as resale.” CREB® chief economist Ann-Marie Lurie noted the ratio of sales to new listings in 2015 dropped to 25 per cent compared to “closer to 40 per cent” year-to-date in 2014, indicating buyers’ conditions. Gull said some buyers entering the $1-million-plus estate market in 2015 were “moving money into real-estate assets because other markets like the stock market and bonds were down.” “We saw a lot of people in the 50-plus range coming in and buying maybe their fourth or fifth home,” he said. Mateyko, whose company is showcasing its Waterford show home in Artesia aimed at growing families, said challenges for the luxury market still lie ahead in 2016, meaning it’s up to builders to provide product people are willing to invest in. “(It) will be a tough year for all of us, market recovery is hard to predict, but one thing we can guarantee is our continued attention to quality and customer satisfaction,” she said.

oe Starkman was contemplating buying a car for his daughter while she attended university in Halifax. To his surprise, she wasn’t interested. “That twigged us,” said Starkman, president of Knightsbridge Homes, the builder behind N3 in East Village, Calgary’s first carless condo. “We started to do some research, and our research showed there’s a market in that Generation Y demographic for which car ownership is not a priority. “We’re not trying to change the world, we’re just responding to a world that’s changing.” N3 shares a similar theme with the city’s other transportation headlines of 2015, which involved Car2Go, Uber and the cycle track network – all transportation stories that, ironically, focused less on vehicle ownership. For cyclists, this year was a banner one following June’s opening of a $5.75-million, 6.5-kilometre downtown cycle track pilot project. “It’s no secret that we’re very strong when it comes to river pathways, but we have less than 40 kilometres of on-street cycling facilities,” said City of Calgary cycling co-ordinator Tom Thivener. Between June and November, 388,000 cycling trips were recorded at three count stations throughout the network, a 95 per cent increase in bike travel along these corridors when compared to pre-cycle track figures. “On the whole, it’s exceeding our expectations,” said Thivener. While the City will decide on the cycle track’s future next December, Thivener said 2016 will see improvements to bike paths in neighbourhoods outside downtown. Car-sharing services such as Car2Go and Uber also captured headlines throughout the year. After beginning operations in Calgary three years with a fleet of 150 cars, Car2Go increased its registered users from 36,000 registered users to 88,000 in 2015. In fact, Calgary is now

home to Car2Go’s second-largest membership base in North America. “When we first launched, Calgary was one of the fastest growing cities in terms of membership, and it is still one of the fastest growing,” said Car2Go community marketing manager Amanda Lam. “We are happy to see how car sharing has been adopted by Calgarians, especially since there are lots of car owners.” Furthermore, Calgary Car2Go now has 650 cars. In September, the company initiated a pilot project with the addition of 25 four-door vehicles to its local fleet. Controversial ride-sharing service Uber also generated its share of headlines in 2015 after launching its smartphone app-oriented service in Calgary this October. In November, the City successfully obtained a temporary court injunction banning Uber drivers from working the roadways until “private, for-hire vehicles operating with the Uber app meet safety, insurance and regulatory requirements.” The City contends Uber is in contravention of the current livery transport bylaw. “We believe it is a good complementary service for Calgarians,” said Marc Halat, City of Calgary’s manager of compliance services. Halat noted his department has already presented bylaw amendments to the Taxi and Limousine Advisory Committee, which will be delivered to council no later than Feb. 22. However, he adds, an amended bylaw alone doesn’t solve Uber’s issues entirely; Uber driv-

Halat is confident a solution will be found. “It is moving forward,” he said, adding Uber will likely be back on Calgary streets early next year. Calgary Transit has also been busy with several high-profile initiatives throughout 2015, including the merging of Calgary Transit with Calgary HandiBus and the launching of the Calgary Transit app. “We are also making exciting forward strides with the Green Line, an important piece of Calgary’s rapid transit network, connecting the southeast and north central Calgary,” said Calgary Transit spokeswoman Sherri Zickefoose, adding that, in July, the federal government announced it would award $1.53 billion to the Green Line project, contingent on matching funds from the City and Province. Zickefoose said 2015 also marked the debut of four-car C-Train service along the Red Line, which runs from Tuscany to Somerset-Bridlewood. Four-car service is expected to expand next year with the incremental arrival of some 63 new cars.

nly a short while ago it was hard to find a place to rent in Calgary. How things have changed. Calgary’s rental market has been a rollercoaster ride since oil prices began to fall in late 2014. The vacancy rate for purpose-built rentals was 5.3 per cent this past October, based on numbers released by Canada Mortgage and Housing Corp. (CMHC) in mid-December. That’s almost a 400 per cent increase from October the previous year, when the vacancy rate was 1.4 per cent. “Obviously, a big part of that is due to a change in the economy,” said Richard Cho, principal market analyst for Calgary with CMHC. In fact, it shouldn’t be a surprise that Calgary’s rental market ebbs and flows along with the price of oil, noted ATB Financial chief economist Todd Hirsh. As prospects in the oil patch has weakened, so too has the local labour pool. “There’s no question the downturn in the oil patch has had a detrimental effect on the labour market here,” said Hirsch. “We’ve seen our unemployment rate rise from about 4.5 per cent about a year and a half ago to seven per cent in October.” Cho predicts unemployment rates could crest above 7.5 per cent sometime early in 2016, further placing upward pressure on vacancy rates. Migration to the province will also predictably ease as workers look elsewhere in Canada, noted Hirsch. The most recent numbers for Alberta are from the second quarter of 2015 when, “we were still seeing a net inflow of people coming to Alberta. (Yet) it’s very likely we will see a negative net migration in 2016.” Cho believes weaker migration numbers over the long run will hurt the rental market more significantly than the ownership market. “That’s because most migrants first tend to rent as opposed to buy,” he said. In the meantime, Cho believes rental prices will start to come down. So far, that has yet to materialize based on CMHC numbers for October that saw no change in price, year-over-year, for a two-bedroom rental — the benchmark. Yet with more purpose-built rentals coming onto the market now and in the near future, renters should see increased incentives, lower rent costs and much more choice, said Cho. “All of these factors have the effect of putting more rental properties on the market,” added Hirsch.

partment-style condominiums were the hardest hit within Calgary’s resale residential housing market in 2015, with price drops and inventory gains that outpaced both attached and detached products On an annual basis, the apartment benchmark price slide by 0.4 per cent to $292,818 by the end of November, according to CREB®. In comparison, year-to-date benchmark prices in the detached and attached sectors during the same period actually increased by 1.7 and 2.1 per cent, respectively. Yet more telling is how apartment prices reacted during the year, as it dropped by four per cent from $298,700 in January to $287,000 in November. During this period, benchmark prices in the detached and attached sectors declined by a more modest 1.5 and one per cent, respectively. Both weak demand and rising inventory levels placed downward pressure the apartment prices in 2015. Year-to-date sales as of the end of November were down more than 33 per cent to 3,077 units, according to CREB®. New listings, meanwhile, decreased by less than six per cent to 6,672, contributing to excess inventory. Months of supply in the apartment sector in November increased to 6.9, from 3.2 a year prior. The dramatic downturn comes after record sales in 2014, which were up 18 per cent. Real Estate Investment Network senior analyst Don Campbell attributed to apartment sector’s conditions to three factors. First, migrant workers in the city likely bought condos and, having lost their jobs, needed to sell their property. Second, Calgary’s once-booming condo apartment market attracted investors. “Those who were buying prebuilt and hoped to sell for a lot more money when they got their keys. What they found was the market was so soft they had to lower their prices more quickly

than the average single-family home,” said Campbell. Third, the market was flooded by apartment condominium projects that were launched before oil prices dropped. “There were a lot of condos that were started in Calgary roughly the same time, right in the heart of a boom,” he said. “Now, that the market has slowed substantially. You have a lot of inventory that’s coming on the market – that generally, if the economy had stayed (strong), would have been absorbed easily.” “So you’ve got all three of those factors forcing the seller to move their price down.” The specter of a supply overhang for apartment condos was also identified by Canada Mortgage and Housing Corp. (CMHC) in its Fall 2015 Housing Market Outlook for Calgary. The report said units nearing completion continue to increase the available supply at a time when sales are falling. “As these units reach completion in the midst of an uncertain economic environment, inventories are expected to move higher in 2016,” said CMHC. Earlier this fall, CREB® chief economist Ann-Marie Lurie noted the apartment sector also faced increased competition from the rental market in 2015, where vacancy rates increased to 5.3 per cent this past October from 1.4 a year prior. With more options and ongoing job uncertainty, many renters likely chose to stay put instead of jumping into homeownership – often at a cost to the apartment sector. BMO Financial Group senior economist Robert Kavcic anticipates 2016 will be a “tough year” for the real estate market in Calgary, and maybe even 2017. “Calgary, historically, is a boom-bust city based on what’s happening with oil prices, and unfortunately we’re in a period now where we are at the wrong end of that trait,” he said. That said, Campbell believes buyers’ conditions, particularly in the apartment market, represents an opportunity for homeowners in it for the long haul. “Whatever it is, if it’s named after you – that’s always good,” he said of the buyer’s market. “If you’re a buyer, now is a pretty darn good time to start identifying your target condo building, and get picky with what you want.”
