Providence development back on track

lanning has resumed for a stalled residential development in the city’s southwest. Providence, a 789-hectare parcel of land in the southwest corner of Calgary’s Ward 13, was halted several years ago due to infrastructure and cash restraints. The parcel of land is bordered by 146th Avenue S.W. on the north, just beyond 37th Street S.W. to the east, Spruce Meadows Trail to the south and just beyond 53rd Street S.W. to the west. Council had previously voted to hold off on the development until an agreement was in place between the province, federal government and adjacent Tsuu T’ina Nation on the southwest leg of the ring road. The decision to move forward on Providence comes on the heels of the recently signed agreement, as well as the conclusion of a threeyear growth management framework by the city. “City staff and I are currently working with key stakeholders to flesh out the vision and principles for developing the maps, policies and supporting information which goes into an ASP (area structure plan),” said Ward 13 Coun. Diane Colley-Urquhart, whose area will eventually house the Providence development. “With the ‘official’ re-launch of the ASP in January 2015, all major landowners – including Dream Development, Ronmore, Qualico and Hopewell – have all been working with the City to finalize the funding agreement, engaging in landowner meetings and undertake biophysical studies.” Colley-Urquhart said Dream Development has entered into a partnership with the City to pay for all city-related costs for the ASP. In the fall, an open house will provide more feedback and engage residents.

t’s still too early to tell how Calgary’s resale housing market will respond to recent gains in the price of oil, said CREB® chief economist Ann-Marie Lurie. “We have to see how long – if [oil prices] continue to move up, how much it moves up, when it stops … That’s what we’re looking for. So it is still too early,” she said. After significant declines starting in October, oil prices started to see some improvements recently before another slight drop this week. West Texas Intermediate, a U.S. grade of oil used a benchmark for North American oil prices was just over $53 US a barrel this week after dropping to near $40 earlier this year and is off 43.32 per cent compared to the same time last year. The Canadian dollar, meanwhile, is hovering around the $0.80 US mark. As oil prices decrease, so too have Calgary home sales. In January, year-over-year sales in the city decreased by 39 per cent to 880 units, and corresponded with a 37 per cent increase in new listings to 3,286 units over the same period. CREB® president Corinne Lyall said it’s important, however, to remember oil prices don’t directly affect the housing market. “The more immediate question is about consumer confidence and what the decline in oil prices does to investment, jobs and migration,” she said. “Buyers have a “wait-and-see” attitude right now because they are anticipating a potential drop in housing prices or they have concerns about their employment situation. If energy prices increase or continue to stabilize, I think we will see a rise in consumer confidence and more stability in the housing market.” In fact, a recent report from TD Economics noted the overall market continues to show “remarkable resilience,” led by Calgary, Toronto, Hamilton and Vancouver. Calgary home prices increased 9.8 per cent to $449,267 in 2014, the highest home price appreciation in major urban markets, according to the report. It’s been a similar story so far this

They certainly should take advantage of the lower interest rates if they are in a position to make a buying decision,” she said. “Sellers should be prepared to realize their homes may take a bit longer to sell while buyers regain their confidence in the market. he City of Calgary is reopening the book on its Crowchild Trail corridor study. The study, which was first brought up in council July last year, will be spread out over six phases, starting with the establishment of a team that will develop a public engagement program. “The work of the engagement design team is not about finding design or traffic solutions for Crowchild Trail. That will come later,” said Stephen Kay, transportation engineer and project manager for the study. “The engagement design team will be tasked with developing an engagement program for the study. Community residents, Crowchild Trail users and all Calgarians will have multiple opportunities to participate in conversations about improving Crowchild and to provide input over the next two years.” The 18- to 20-member team will be comprised of people who live in communities immediately next to Crowchild, people who drive or use

Last month, CREB® reported the average benchmark price for a home in Calgary remained relatively flat compared to December, and had increased 7.69 per cent to $459,100 from the same period a year ago. As well as some price stability for sellers, Calgary’s current housing market has also created some new opportunities for would-be buyers. In addition to increased inventory to shop from, the Bank of Canada surprised almost everyone in January by decreasing the overnight lending rate from one per cent, as it had remained since September 2010, to 0.75 per cent. Bank of Canada governor Stephen Poloz cited decreasing oil prices as motivation behind the drop. “Canada’s income from oil exports will be reduced, and investment and employment in the energy sector are already being cut,” he said. A number of financial institutions have responded by lowering their respective interest rates. The TD report said the prime rate has come down by 15 basis points and special five-year mortgage interest rates of under three per cent have returned to the marketplace, something Lyall said buyers

ast December, City administration was directed to prepare land-use bylaw amendments that allow for secondary suites in Wards 7, 8, 9 and 11 residential districts in Calgary. A highly debated subject at council, there is currently 53 per cent of homes in Calgary zoned where suites are not allowed. If the bylaw amendment is passed, 35,395 single-detached homes in Calgary would become eligible for secondary suites in the aforementioned wards. Between Feb. 28 and March 4, the City will be holding four information sessions about the proposed amendment and requirements to both apply and construct a safe suite. Here are five things you need to know:

According to the City, a secondary suite is selfcontained living space consisting of a bedroom, bathroom and kitchen located on or within the same property as a single-family home. Secondary suites are also referred to as basement suites or mother-in-law suites.

The City states “land-use designation is the primary legal control on the use and intensity of development on a parcel of land – not on the design of a project.” When a resident’s proposed use for their land is not allowed in the land-use

When can I construct my secondary suite?

Construction on a secondary suite can commence once you’ve received the acquired permits. To ensure safety, builders of secondary suites are required to book safety inspections throughout construction, which must begin within 180 days of receiving a permit. Inspections can be booked by calling 311. Once complete, you’ll receive a completion permit allowing occupancy of the suite.

What are common requirements for secondary suites?

Common requirements for secondary suites include minimum ceiling height of 1.95 metres; at least one window per bedroom for safety reasons; smoke separation between the secondary suite and main dwelling unit; interconnected smoke alarms to cover both units, and; an independent heating and ventilation system.

Are there size requirements for my secondary suite?

There are minimum size requirements for your suite depending on the land-use district your property sits in. If approved, the suite must be a minimum of 390 square metres for R-1’s; R-C1L’s must be 1,100 square metres, while R-C1’s must measure 400 square metres.

n 2012, Calgarians threw out more than 214,000 tonnes of garbage into local landfills. More than half that garbage was in the form of food and yard waste that could have otherwise ended up as compost, said the City of Calgary, which is now entering the thirdyear of a Green Cart pilot project in four Calgary communities testing the impact of a food and yard waste diversion program. Since its inception, the City’s Green Cart project has collected and composted more than five million kilograms of material from the 7,500 participating homes, reducing the total amount of garbage collected in the four communities by 40 per cent. The project, along with the upcoming move to make multi-family recycling in the city mandatory, is part of the City’s effort to send 80 per cent less waste to local landfills per person in 2020 compared to 2007. “In order to meet our 80/20 goal, we are definitely going to need to divert organic waste from households, and it was also the next step after getting the recyclables out of the waste stream. The organics are the next largest component,” said City of Calgary waste diversion specialist Philippa Wagner. Wagner said there’s a general misconception about food and yard waste sent to landfills. Instead of breaking down quickly, most landfill-buried food and yard material such as grass clippings and apple cores are identifiable even after several decades, and

Freudenthaler said Calgarians looking to reduce their impact on the environment shouldn’t wait for the City to give them the go-ahead. “Realistically, people should be doing their own composting, because then you just have so much more control over what’s in your compost. Then, as you make your compost, you have it for your own yard. You don’t have to go buy it back. “I backyard compost, and with a family of four, every other week we put out maybe two-thirds or half of a green garbage bag full of garbage,” she added. “Packaging and things like that go in your blue bin, and then with what goes in the compost, there’s not much left of garbage that’s garbage.” To help meet its 80/20 goal, the City is offering tips aimed at reducing, resusing and recycling at www. calgary.ca, including what should and should not end up in a compost bin.

It’s a freedom that Howell doesn’t take lightly. “I enjoy the opportunity to do what I want, within reason,” he said, noting the added benefits of raising children around animals, plus the smaller student-toteacher ratio at school. “We have a large garden and have had many animals throughout the years. Overall, you have more freedom to do what you want.” More than 600,000, or 17 per cent, of Albertans lived in rural populations in 2011, according to Statistics Canada. That’s a far cry from 75 per cent who lived rural rather than urban in 1901. Yet the pioneering spirit still remains throughout the province, said Alberta Agriculture and Rural Development Minister Verlyn Olson. “Alberta’s rural history is inextrica-

bly tied to pioneers,” he said. “They are the men and women who founded farms, built businesses and put their hearts and souls into communities for the promise of prosperity and quality of life unequalled in other frontiers. “Today, that spirit remains. We see the advent of new-age pioneers who look beyond our borders for markets, look outside the conventional for enterprises and look inside their communities for strength of purpose.” Rocky View County resident Debbie Malyk cites the fresh country air behind her decision to farm outside of Airdrie for the last 30 years. But she also sees the benefits of having the farm-to-table loop closer to home. “We can have a big garden. We grow everything ourselves – from our beef to our vegetables and things like that,” she said. The county’s struggle to balance new urban development with existing rural infrastructure recently made the headlines when it turned down an application from the Rockyview Motorsports Corp. for a 146-hectare race course, which would have included race track, karting facility and a driving training centre. The county found the site would be unsuitable for an area with a ranch and farm land-use designation. “Rocky View County values agricultural land as an important part of the economic and social fabric of the municipality,” said council. “The county subjects ranch and farm land to the same careful planning and development considerations as any other land-use type.”
