ERRILL — As farmers are getting ready to return to the fields, Papé Machinery in Merrill is gearing up, too. The farm and ranch implement dealer has seen a slight uptick in tractor sales and hopes the commodity markets hold steady or begin to climb for the coming year.

It makes farming much more efficient. All an operator has to do it push a button and it goes in a straight line.

“These tractors are built to accommodate lots of attachments,” Dahl said. “They speak to each other via the computer on board. The nice thing about this valley is there are few rolling hills. Everything is pretty much flat for driving.”

Tractors range in price from $15,000 up to $500,000 depending on the need. The key is they are able to use a wide-range of implements.

Papé may be the new kid on the block in Merrill, but Dahl notes that the same employees that worked for Boyd are working for Papé.

Farming demographics Central and Southern Oregon have a diverse number of crops compared to the Midwest, which plants corn and wheat. Madras supports carrot seeds and sugar beet seeds, while the southern valleys support wheat, potatoes, carrots and strawberries.

According to Bill Conrad, salesman for Papé, the average farmer in the valley will farm about 1,200 acres. Farms range from 300 acres to 10,000.

While the economy is holding steady and there’s plenty of water and snow in the mountains, commodities are still depressed and may remain flat for 2017.

Still, Basin-wide, tractor and implement dealers sold 197 machines over the last 12 months, compared to 112 units last year.

Dahl, in his mid 50s, became general manager for the dealership in July, but has been with the Papé for some 30 years.

“It’s a family-run operation on its third or fourth generation. I started in the construction and forest division, selling bulldozers and excavators my entire time.”

While he’s new to Merrill and the Klamath Basin, “Customer service is important,” Dahl said. “If a harvester goes down in the middle of harvest,

that’s an emergency. There’s a sense of urgency to get them back up and running. We understand that.”

Papé is based out of Eugene and has three divisions: Papé material handling, Papé-Kenworth dealership and Papé Machinery — which, in turn, has two subdivisions: Ag and Turf and the Construction and Forest division.

“Over the years, they’ve acquired quite a bit of talent at their dealerships,” he said.

There are five regions for the ag and turf division: Spokane, Walla-Walla, North and South Willamette Valley, and the Cascade Region which was the Floyd A Boyd stores.

“Pape is a company that likes growth,” Dahl said. “Their construction-forestry side has shops from Fresno, Calif., all the way up the coast to the Canadian border.

County Cork Collectibles a unique experience

MERRILL — It’s a tad bit off the beaten path, but for those who make the trek the reward is a constantly-changing shopping experience for clothing, jewelry, home décor and more in a homey setting unlike any other.

Established in a century-old farmhouse in Merrill, County Cork Collectibles is far more than a typical boutique shop.

The store represents a homecoming of sorts, located on a working cattle ranch owned by County Cork Collectibles founder Jennifer Mckoen’s family since the 1940s. After growing up in Merrill, Mckoen left for a corporate career in the big cities of Southern California, yet the small town lifestyle beckoned as she found herself constantly combing flea markets and antique shops like she used to in the Klamath Basin.

In 2004, Mckoen returned to Merrill and established the initial County Cork Collectibles, first located in the home’s garage.

Despite its location on Falvey Road off the main highway in a town of little more than 1,000 people, the store’s popularity grew to the point where eventually it was relocated into the house itself. The house provides a shopping experience different from the norm, each room packed with a variety of items at every turn, adding to the fun by making it an exploration to find what may be hidden away around the next corner.

Although about 20 miles from Klamath Falls, the store has become a destination shopping outlet for residents seeking a comforting country approach. Each room of the house coordinated with different themes allowing customers to explore its nooks and crannies. It provides a much more rewarding browsing experience than long lines of display racks at box stores.

Many of the items carried are unique, and there’s a constant rotation of new products and displays, assuring that every return shopping experience is different.

At its heart County Cork Collectibles remains a kitchen and home décor store with personal accessories. It caters to women along with a children’s department and a small selection of gourmet foods. While products carried are evolving to fit the desires of customers, the store is well established as a carrier of brands

such as Wüsthof Knives, Le Creuset of America cookware, Tyler Candles, Crabtree & Evelyn, Pacifica and the Caldrea Company.

County Cork Collectibles also has an entire room dedicated to the Vera Bradley line of products, for which the store was honored as the first volume retailer gold level dealer of the brand in the state of Oregon.

It is one of the few independent retailers around that still offers a wedding registry program.

County Cork Collectibles is more than retail, providing an epicenter for crafting concepts and instruction for the region with hand-lettering classes and instruction on succulent arranging.

On the second Wednesday of each month the store coordinates a “girls’ night out” where food, cocktails and exclusive deals are offered at the store. Its biggest annual event is the summer Farm Fair, where the store provides an outdoor venue for a weekend of kids’ activities, vendors, food trucks and more for a fun and family-friendly community-oriented setting.

The store is consistently a strong supporter of community projects, school clubs and organizations throughout the Klamath Basin that support women and children.

“I think Jennifer (Mckoen) being raised in the area wants to be able to give back to the people who helped her,” said D’anna Massey, an employee since 2014 who now works in the store during breaks from college.

While the motivations for establishing the store for Mckoen were in part to be her own boss, according to Massey she creates a family-like atmosphere for customers and employees alike and values input from her employees about lines and products to carry. Massey has even been modeling some of the clothing lines for County Cork Collectibles to assist with her photography studies.

nity-based, which I appreciate,” added Massey. “She is always getting things in there that the community would enjoy; it’s all stuff that people in our community would like.”

State unemployment rates look promising

Oregon’s unemployment rate dropped to 4.0 percent in February, from 4.3 percent in January. This was the lowest unemployment rate since comparable records began in 1976. Oregon’s 4.0 percent unemployment rate was significantly lower than the U.S. unemployment rate of 4.7 percent in February.

In February, the number of unemployed Oregonians dropped to about 82,000, which was the lowest number since August 1995 when about 82,000 were unemployed. By contrast, the labor force has grown from just under 1.7 million in 1995 to over 2.0 million.

In February, nonfarm payroll employment surged ahead by 8,200 following a revised gain of 700 in January. Government grew the most of the major sectors, as it added 4,400 jobs, rebounding from a loss of 3,400 jobs in January. Similarly, health care and social assistance shot up by 2,400 jobs in February following a loss of 1,700 the prior month. Manufacturing added 1,300 after a loss of 200 in January. Construction continued to grow rapidly by adding 900 jobs in February, following a strong gain of 2,500 in January. Only one major industry cut more than 600 jobs in February as transportation, warehousing and utilities shed 1,400.

Over the past 12 months, payroll employment added 39,900 jobs, or 2.2 percent, which was a slight deceleration from the growth rate near or above 3 percent throughout much of the past four years. Oregon is still growing faster than the U.S. growth rate of 1.6 percent. Since February 2016, Oregon’s growth was very fast in construction, which added 8,900 jobs, or 10.0 percent. Other industries that grew rapidly were health care and social assistance (+8,700 jobs, or 3.8%); financial activities (+3,600 jobs, or 3.8%); and information (+1,100 jobs, or 3.3%). Meanwhile only three industries cut jobs over the year: manufacturing (-400 jobs, or -0.2%); mining and logging (-200 jobs, or -2.6%); and wholesale trade (-200 jobs, or -0.3%).

Cerulean ribbon cutting today

The Cerulean Hotel ribbon cutting is today, Thursday, at 9 a.m. in front of the hotel at the southern end of Main Street. The hotel was recently purchased by the owners of the Running Y Ranch Resort and is undergoing renovations. The restaurant is also being upgraded.

Travel Southern Oregon names new director MEDFORD — Travel Southern Oregon, the regional destination marketing organization based in Medford, has hired local business owner Brad Niva as its new executive director, according to a press release. Discover Klamath is a member of the tourism group.

Niva comes to the organization with more than 20 years in the tourism industry and most recently owner of two successful tourism businesses in the Rogue Valley.

“We’re very excited to fill our executive director position with a local candidate as well as someone who has worked on our board for years,” said Travel Southern Oregon Board President Dani Raines. “Niva brings his business sense and his knowledge of tourism to our members and will be expanding our tourism marketing efforts for years to come.”

Before taking this new position Niva owned and operated Rogue Wilderness Adventures a rafting, hiking and fishing service in Merlin, as well as a marketing brochure service called Northwest Brochure Service.

He and his wife continue to operate Wine Hopper Tours, a local wine touring and bus charter service.

“Anyone who works around me knows I’m passionate about tourism and how I’ve witness it as an economic driver,” Niva said in a news release. “I look forward to this new opportunity to promote our world class attractions, our towns and cities and our burgeoning wine industry.

Travel Southern Oregon is a membership based tourism marketing organization that has been in existence for over 32 years. It’s funded through marketing co-ops with its members as well as a recipient of a percentage of the Oregon state lodging tax.

Its mission for the last three decades is to increase and lengthen visitor stays by marketing the region as a destination, and by encouraging cooperative efforts in the areas of outreach marketing, visitor research, education and public relations.

Time for spring cleaning Spring has sprung on the calendar, March 20, even if it doesn’t quite feel like it’s here yet.

This year, as you shake off the cobwebs from winter and start tidying up around your home and yard, why not also do some financial spring cleaning?

Actually, you can apply several traditional spring cleaning techniques to your financial situation.

Here are a few ideas: ■ Look for damage. Damage to your home’s siding, shingles and foundation can eventually degrade the structure of your home. Your investment portfolio is also a structure of a sort, and it, too, can be damaged. Specifically, you may have deliberately constructed your portfolio with an investment mix – stocks, fixed-income vehicles, cash instruments, etc. – that’s appropriate for your goals and risk tolerance.

But over time, your portfolio can evolve in unexpected ways.

For example, your stocks may have grown so much in value that they now take up a larger percentage of your holdings than you had intended, possibly subjecting you to a higher degree of risk. If this happens, you may need to rebalance your portfolio.

■ Get rid of “clutter.” As you look around your home, do you see three mops or four nonfunctional televisions or a stack of magazines from the 1990s?

If these items no longer have value, you could get rid of them and clear up some living space. As an investor, you also might have “clutter” – in the form of investments that no longer meet your needs. If you sold these investments, you could use the proceeds to fill gaps in your portfolio.

■ Consolidate. Do you keep your lawnmower in a shed, a rake in your garage, and your gardening tools in the basement? When working on your outdoor tasks, you might find it more efficient to have all these items

in one location. You could also have your investments scattered about – an IRA here, a new 401(k) there, and an older 401(k) someplace else. But if you consolidated all your investments in one place, you might cut down on paperwork and fees, and you wouldn’t risk losing track of an asset (which actually happens more than you might think).

Even more importantly, when you have all your investments with one provider, you’ll be better positioned to follow a single, centralized investment strategy.

■ Prepare for a rainy day. As part of your outdoor spring cleaning, you may want to look at your gutters and downspouts to make sure they are clear and in good repair, so that they can move rainwater away from your home. Your financial goals need protection, too, so you’ll want to ensure you have adequate life and disability insurance.

■ Seal leaks. In your home inspection this spring, you may want to investigate doors and windows for leaks and drafts. Your investment portfolio might have some “leaks” also. Are investment-related taxes siphoning off more of your earnings than you realize? A financial professional can offer you recommendations for appropriate tax-advantaged investments.

This spring, when you’re cleaning your physical surroundings, take some time to also tidy up your financial environment. You may be pleased with the results.

Top-notch Deception If Representative Helm gets his way, the Oregon Water Resources Department (OWRD) will be loading stiff new economic, land and water management difÞculties right into the laps of OregonÕs farmers, ranchers, cattle and dairymen.

All water right holders will Þnd themselves in a swamp-like slough of muddy ground composed of fees, regulatory efforts and exceedingly stiff Þnes Ð up to $500 per day. All of these water bills (HB2705, HB2706, HB2707) enlarge government efforts through needless regulation and direct intervention in land and water use.

The happy story masking each of these bills is beneÞcence, but they really promote a future that is nothing-less-than a government controlled Utopian vision.

Look at the language in HB2705, the Legislative Assembly declares that: Ò(a) Water use data is a fundamental tool to ensure efÞcient management, ensure effective water distribution and help plan for future water needs;” There is nothing, necessarily, wrong with this statement, but the question remains, who will be controlling, cataloging, regulating and managing?

And Þnally, who will be planning the beneÞts and who will be on the receiving end?

All of these things sound perfectly wondrous, so let's continue reading. The next section of HB2705 shines some light on the details. It reads: ÒIt is the policy of this state to: (a) Actively promote measurement and reporting of water

use by water appropriators; and (b) Encourage federal, state and local government coordination and cooperation in providing Þnancial support to water appropriators for water use measurement and reporting.Ó This is top-notch deception.

The phrase “to promoteÓ would not mean Òto forceÓ, would it?

That is what the bill requires Ð force. Why doesnÕt this bill inform the public of that fact? Honestly, the text should read, Ò(a) Actively force measurement and reporting of water use,Ó because that is what it does.

Additionally, in the next sub-section, the phrase “encouragingÓ is nothing but legislative live-bait to make HelmÕs designs sound helpful. There are no details about funding, or Þnancial support anywhere in this bill. It only shows up in the preamble to assure stakeholders that OWRD is being reasonable.

Over the years, Americans, and particularly Oregonians, have been slowly acclimated to similar Utopian visions. We have been led to believe that by some government action this improvement could be made; or by some government sponsored innovation this would be better, or with these regulations some version of effective management could be accomplished.

We are continually told that with some commission, study, or with a little more data the government could improve the conditions of your life, nursery, farm or ranching operation. Over the years these socialist policies have been universally painted with glorious sounding titles Ð a Square Deal, a New Freedom, a New Deal, a Fair Deal, a New Frontier, and a Great Society.

So Rep. Helm is looking to force you into providing it. The state doesnÕt have any intimate knowledge of your farm, ranch, or agricultural operation and therefore, they canÕt easily control or regulate it.

But, they hope to control and regulate you.

HB 2705 will force stakeholders to provide them with the necessary details and the Water Resources Commission will set the rules which they will be required to follow.

The user, or water appropriator, does all of the work and bears all of the costs. Remember, in legislative legalese, the word ÒshallÓ means “must.Ó The text reads: SECTION 3: (1) A water appropriator shall…

(2) A water appropriator shall…

SECTION 4: (1) A water appropriator shall…

(2) A water appropriator shall…

However, OWRD is responsible for one thing Ð issuing Þnes. Section 5 explains that OWRD may assess civil penalties of an amount not to exceed $500 (for each day) of any violation.
