Tout au long des routes de campagne irlandaises, de grandes pancartes décrépites « Property for Sale » côtoient celles des affiches électorales. Des élections législatives anticipées se préparent pour la fin du mois, le 25 février 2011. Dans ma voiture, j’écoute à la radio les nombreux débats autour de la politique, de la crise et des relations avec l’Europe. On juge le principal parti du pays, le Fianna Fáil, au pouvoir depuis des décennies, d‘être responsable de la crise économique. Accusé d’une trop grande proximité avec les banques, il est fustigé de toutes parts après la signature de l’accord d’aide du FMI et de l’Union Européenne. On cherche à identifier les coupables du désastre économique, on discute des propositions appropriées pour sortir l‘Irlande du marasme.

Mais ce pays aurait très bien pu survivre, s’il n’y avait pas eu tant de cupidité et de corruption. La loi est un filet qui est fait pour attraper les petits poissons mais qui laisse toujours les grands poissons s‘échapper... » Depuis la fenêtre, je regarde défiler les innombrables nouvelles constructions bâties dans cette région du nord-ouest de l’Irlande. Beaucoup de personnes qui ont acheté une maison avant l’éclatement de la bulle immobilière sont dans la situation que l’on nomme « negative equity ». Les prix de l’immobilier ayant chuté, les propriétaires se retrouvent avec une maison dont la valeur est inférieure au capital dû à la banque. Même dans le cas où ils parviennent à la vendre, il n’arrivent pas à récolter l’intégralité de la somme empruntée et se retrouvent avec des dettes.

Sur place, il est rare que je rencontre quelqu‘un. Une camionnette qui détale au loin, sitôt mon arrivée, fait exception. Il s’agit vraisemblablement de chapardeurs à la quête de quelque matériel ayant de la valeur. Une fois mes prises de vue terminées, je reprends rapidement la route, ne m’attardant jamais sur les lieux.

La plupart des témoignages que j‘entends expriment du ressentiment. Les gens ont l‘impression d’avoir été dupés, infantilisés, trahis. Cependant, il est difficile de déterminer à qui incombe la responsabilité de ce désastre, tant tous ont activement pris part au fonctionnement du système. Faut-il donner la faute à la corruption des politiques ? A celui qui a décidé de vivre au-dessus de ses moyens ? Aux banquiers qui ont prêté plus qu’ils n’auraient dû ? Au désir de possessions matérielles et de prestige personnel ? Aux taux d’intérêts très bas ? A la naïveté de la population ? A la crise financière de 2008 ? A la surchauffe

« ... J’ai acheté une maison ici, il y a deux ans environ. Alors que je l’ai payée 260 000 euros, le reste des maisons invendues du lotissement sont maintenant bradées pour 190 000 euros. Avec ma femme, nous cherchons désormais à vendre la nôtre et à partir d’ici, mais nous ne pouvons simplement pas… Personne n’en veut. Nous aimerions prendre une maison plus petite à Dublin.

Dans ce coin, nous avons la paix, la tranquillité, il n’y a pas de problèmes. Nous avions habité ici par le passé et nous en avions gardé un bon souvenir. J’avais un business ici à l’époque, mais quand je suis revenu, après 16 ans, l’endroit avait changé. Les gens avaient changé. L’amitié n’est plus là comme avant. Ballinamore était réputée pour être une ville amicale. Elle l’était vraiment et tout le monde était prêt à filer un coup de main à l’autre. Maintenant, c’est chacun pour sa poire. L’esprit des gens s’est cloisonné... récemment... avant que cette crise arrive.

Il y a un grand sentiment de colère par ici envers les promoteurs et les banquiers. Aucun d’entre eux n’est allé en prison. Les promoteurs mènent aujourd’hui de grands trains

In Febuary 2011, I drive through the quiet Irish countryside.

The roads are bordered by faded publicity signs indicating ”PROPERTY FOR SALE”, alongside fresh new signs promoting the different candidates for the forthcoming general election.

While I am driving, I listen to the heated political debates on the radio about the elections, the financial crisis and the relations between Ireland and the rest of Europe. Fianna Fáil, the political party in power for over 10 years is being held responsible for the current economic crisis, for being too close to the banks and above all, for having signed an agreement for assistance from the IMF and the European Community. A culprit is being sought for the disaster while a solution needs to be found.

From my car window I can see countless new houses and vast numbers of unfinished housing estates in this beautiful northwest of Ireland. People who bought these houses before the property crisis now find themselves in what is called negative equity. Indeed, the price of their property has dropped on the real estate market whereas the amount owed to their bank has not changed. Therefore, even if they manage to sell their house at the current property prices, they will have lost their property and still be in debt.

On these ghost sites, I seldom encounter a living soul. Sometimes, in the distance, I catch sight of a van, which disappears immediately upon my arrival — probably looters out to see what they can salvage from the ruins. Once I have taken my photos, I quickly leave the estate and get back on the road. I never linger in these places.

The general sentiment expressed by the people is that of having been deceived or infantilised by the banks and the government. At the same time, it is very difficult to determine who is to blame for this disaster because all parties took an active part in the glorious days of the ”Celtic Tiger”. Was it due to corrupt politicians? To an overconfidence of the population in the government of the time? To the bankers who lent money to all and sundry? To people living beyond their means? To interest rates being too low? To the consumer society which encourages us to ”spend, spend and shop ‘til we drop!” To the 2008 financial crisis? Or to a lack of imagination...?

”... I bought a house here about two years ago. I paid 260,000 euros, and the rest of the unsold houses in the estate is now for sale at 190,000 euros. We are trying to sell and get out of here but we just can’t… Nobody wants… We’d take a smaller house in Dublin.

Here you have peace and quiet and no problems. We had lived in this town before, we had a lovely time. I had a business one time but I came back here after 16 years and the place had changed. People had changed. The friendship isn’t there anymore. Ballinamore was known as a friendly town and it really was and everybody helped everybody else. Nowadays it is everyone for themselves. Each person has now a tunnel vision. Recently… before that drop came.

There is an underlying anger here over developers and bankers. None of them went to jail. Developers are living big lifestyles in New York. I know our government is now blaming the financial crisis and Lehmann brothers for the situation here. But this country could have survived very well, but for greed and corruption. The law is a net that catches the small fish but lets the big fish go free...”

L’Institut National de Recherche Irlandais pour l’Analyse Spatiale et Régionale (National Institute for Regional and Spatial Analysis, NIRSA) a défini comme ghost estate (lotissement fantôme), un quartier de plus de 10 maisons dont plus de la moitié sont inoccupées ou inachevées.

Leur nombre exact est difficile à établir. Le recensement officiel de juillet 2012 dénombrait plus de 2000 ghost estates à l’état inachevé et a estimé le nombre de logements inoccupés à environ 300 000 dans toute la République d’Irlande. Au cours de la décennie 2000, plus de 553 000 maisons ont été construites pour un pays comptant une population de 4,5 millions d’habitants.

Les ghost estates se répartissent sur tout le territoire du pays. Mais un grand nombre d’entre eux se situe dans les régions rurales, en particulier dans celles du centre et de l’ouest du pays, dans les comtés de Cavan, Leitrim, Longford et Roscommon.

The National Institute for Regional and Spatial Analysis (NIRSA) defines a ghost estate as a development of ten houses or more in which fifty per cent or less of homes are occupied or completed.

It is difficult to establish their exact number. The 2012 official census counted more than 2000 unfinished ghost estates, and it was estimated that Ireland had up to 300,000 vacant homes.

In the first decade of 2000, more than 555,000 were built for a country of 4.5 million inhabitants.

Ghost estates can be found everywhere, but most of them are located in the rural areas of the northern and western part of the country, in the counties of Cavan, Leitrim, Longford and Roscommon.

Au cours des deux dernières décennies, entre chacune de mes visites, le paysage irlandais se transformait peu à peu. D’origine irlandaise par ma mère mais ayant grandi en Suisse, je me rends en Irlande presque chaque année pour voir ma famille.

De nouvelles routes ont d’abord fait leur apparition, ainsi que par la suite de nombreuses nouvelles maisons. En l’espace de quinze ans, l’Irlande s’est hissée parmi les nations de la planète dont le niveau de vie est le plus élevé. Le pays me semblait devenir de plus en plus prospère, cependant je n’étais pas la seule à me demander combien de temps encore ce rythme de croissance allait pouvoir se maintenir.

A la fin de l’été 2010, les banques irlandaises sont sur le point de faire faillite. Leur plan de sauvetage coûte une fortune au gouvernement. En novembre 2010, l’Irlande signe un accord avec le FMI et l’Union Européenne sur une aide de 85 milliards d’euros sur 4 ans, assortie de toute une série de mesures d’austérité.

La crise est depuis omniprésente dans la vie des Irlandais — récession, chômage, dettes, coupes budgétaires, fuite des capitaux étrangers, exil de la jeune génération — de même qu’elle prend forme dans le paysage. Partout, elle est visible sur le territoire.

Monuments transitoires à la mémoire de la nature spectrale de la bulle immobilière, les ghost estates sont les vestiges de l’effondrement du marché de la propriété en Irlande, une topologie de la désintégration économique du pays.

Ruines de vies rêvées au bord des routes, ces coquilles vides sont pourtant l’héritage visible et matériel de politiques économiques qui semblaient produire des miracles. En effet, les programmes faisant de l’Irlande un « Celtic Tiger » avaient complètement transformé le pays, brassant ressources et énergie, créant emploi et richesses, attirant des capitaux étrangers et nombre d’immigrants. Pourtant, c’est cette forme même de « prospérité » qui a permis d’engendrer ce désastre et cette dépression.

My mother is Irish, but I grew up in Switzerland. Within the past two decades, in between each of my regular visits, I could see the Irish landscape slowly changing. New roads appeared first, followed by a great number of new houses. Within fifteen years, Ireland had succeeded in rising up among the industrialized nations with the highest standards of living. The country appeared to be becoming more and more prosperous, however I wasn’t the only one to ask myself how long this pace of growth would be able to maintain itself.

At the end of the summer 2010, Irish banks were on the verge of collapsing. Their rescue was to cost a fortune to the government. In November 2011, Ireland signed an agreement with the IMF and the European Union allocating the amount of 85 billion euros over four years, imposing a raft of austerity measures.

The crisis is affecting the country — unemployment, debts, budget cuts, capital flight, exile of the younger generations — but it is also shaping the landscape. It is visible everywhere on the territory.

Temporary monuments in the memory of the spectral nature of the real estate bubble, ghost estates are the relics of the collapse of the property market, a topology of the economic disintegration of the country.

These empty houses, built in places where no one wants to live are evidence of the failure of the political and economical logic of short-term growth, which seemed to perform miracles.

Indeed, the country was transformed into a “Celtic Tiger”, handling resources and energy, creating employment and wealth, attracting financial investments and a large number of immigrants. However, since the financial crisis of 2008, prosperity has given way to economic disaster and depression.

non pas passagère, mais structurelle, touchant à la substance anthropologique des projets de société élaborés jusqu’ici : ce qui manque ici — la vie humaine — est révélateur. Si ces maisons présagent la fin imminente d’un système, elles constituent également la possibilité d’appréhender un mode de vie au-delà ou en deçà de la marchandise.

« Ce lotissement a été construit entre 2006 et 2007. Une seule maison, un modèle d’exposition, a été terminée et vendue pour 450 000 euros. Des difficultés financières sont survenues et le constructeur a fait faillite. Le reste n’a pas été terminé et le chantier est depuis à l’état d’abandon. Je dirais maintenant qu’il appartient aux banques. C’est vraiment dommage, mais je ne saurais dire ce qu’il va en advenir. Les maisons surplombent la rivière Shannon, la vue est magnifique, mais personne n’est là pour les habiter. C’est une honte, n’est-ce pas ? » J’éteins la radio.

Le paysage irlandais est le reflet de la crise qu’endure le pays, mais également le miroir d’une crise beaucoup plus globale et générale démontrant l’illusion d’une croissance illimitée et d’un progrès continuel. L‘aberration qu’il subit nous rappelle que le monde en ruine laissé par le système capitaliste est inhérent à son fonctionnement.

En Irlande, comme dans les autres pays européens touchés par la crise, on assiste à un appauvrissement général de la population à cause du surendettement et du chômage. Cette situation est encore aggravée par les politiques d’austérité dictées par des technocrates à la vision dogmatique. En effet, les coupes dans les secteurs de la santé, de l’éducation et des services sociaux, ainsi que la réduction des aides, associée à l’augmentation des taxes, ont un impact dévastateur sur la capacité de nombreux citoyens à maintenir un standard de vie acceptable.

Ces maisons sont là, désertes. Les Irlandais continuent de payer indirectement pour leur existence absurde. Elles n‘attendent pas seulement d‘être habitées, terminées ou démolies. Elles nous signalent un moment historique, celui d’une crise

“This estate was built in 2006-2007. Only one showhouse was finished and sold for 450,000 euros. Financial difficulties…and the builder’s gone bankrupt. The rest of the state wasn’t finished, and it’s all left here lying since. Now I‘d say it belongs to the banks. It’s a pity but I don’t know what’s going to happen to it. It’s overlooking the Shannon, lovely view and no one to live in them. It’s a shame, isn’t it?”

here is that human life is lacking. If these houses presage the imminent end of a system, they also constitute the opportunity to envisage living beyond merchandise.

The Irish landscape largely reflects this economic situation, but it also reveals a more global and general crisis, demonstrating the limits of a system based on continual progress and unlimited growth. It also serves to remind us that the ruined world left by the capitalist system is inherent to its mode of functioning.

In Ireland, as well as in all the other European countries affected by the crisis, through over-indebtedness and unemployment, many households have seen their income drop and are experiencing increasing poverty. This is further emphasised by the austerity measures dictated by technocrats with a dogmatic vision. Indeed, cuts in health care, education, public services and social protection, associated with the raise of taxes are having devastating consequences on the lives of many people, making it increasingly difficult to maintain an acceptable standard of living.

These houses lie there empty. The Irish continue to pay indirectly for their absurd existence. Set in abandoned and isolated areas, they stand there waiting for someone to move into them, to finish them, or to demolish them, should the money necessary for those tasks ever be found. But they are also markers of a historical moment, that of a crisis which is not a transitional crisis, but a structural one, which puts into question the anthropological project of society elaborated until now.
