SIBCON 2014
The 18th Singapore International Bunkering Conference and Exhibition (SIBCON 2014) was held from 14 to 17 October 2014 at Resorts World Sentosa. The event was graced by Minister of Transport, Mr Lui Tuck Yew. More than 1,600 delegates from around the world attended SIBCON 2014. With the theme “Driving Transformation in the Marine Fuel Industry”, SIBCON provides a platform for international shipping and bunkering experts to come together to identify and discuss key issues facing the industry. Some of the issues raised at SIBCON 2014 included achieving fuel efficiency in view of the high bunker prices, the possible impact of the impending global cap on sulphur limits, as well as the use of the Mass Flow Meter for bunker custody transfers. Overall, the event was a great success.

FUTURE READY SRS Forum MPA organised the 2nd Singapore Registry of Ships (SRS) Forum on 25 November 2014 with the theme “Sustainable Shipping”. The Forum brought together over 200 senior maritime executives, to exchange views and insights on sustainable maritime development. A Memorandum of Understanding (MOU) between the Singapore Management University (SMU) and MPA on Promoting Research and Innovation for a Clean and Green Next Generation Port was concluded at the Forum. 30 new companies also pledged their support to the Maritime Singapore Green Pledge at the Forum. This brings the total number of signees to 90.
OPS-TECH ROADMAPPING EXERCISE The Ops-Tech Roadmapping exercise provides an opportunity for PT, PS, SG and TN Divisions to identify drivers which may impact their future operations. The four Divisions collaborated and held 20 workshops facilitated by A*Star SIMTech. Various levels of officers, from D/DDs/ADs/ HODs, managers, supervisors to field personnel, attended the workshops. A*Star scientists and researchers also attended relevant workshops where their fields of expertise are required. The deliverables expected from this initiative are Divisional Ops-Tech Roadmaps for PT, PS and SG and Corporate Ops-Tech Roadmap.

MPA Academy launched on 8 December 2014, its inaugural Port Management Programme. The Programme, one of the new flagship programmes developed by the recently re-positioned MPA Academy for overseas port and maritime officials, was attended by 15 officials from around the world. Our very own Port Master, Captain Daknash participated in the Programme as Singapore’s representative. Participants in the programme had the opportunity to interact, network and exchange ideas with their peers and industry practitioners.

Hari Raya Haji (which means “great day of the haj” in Malay), is a Muslim festival that falls on the 10th day of Zulhijjah (the 12th month in the Islamic calendar). The festival marks the end of the haj, which is the Muslim pilgrimage to the holy city of Mecca in Saudi Arabia. It also commemorates the willingness of the Islamic prophet Ibrahim to sacrifice his son Ismail in an act of obedience to Allah (God). One of the main rituals of the festival is the korban, which involves the sacrificial slaughtering of livestock. It is one of two major Muslim festivals in Singapore that are celebrated as public holidays (the other being Hari Raya Puasa).

FUTURE READY This year’s Hari Raya festival was particular festive for Sitiraudha Noor from International Division, who celebrated the festival with her one and a half year old son, and another baby in her tummy! Being away from the holy land during Hari Raya Haji, Siti and her family performed Eid prayers and together with her entire extended family gathered for a yummy potluck which allowed the young and the old to commemorate the significance of Hari Raya Haji and strengthen family ties.

Deepavali, also known as the “Festival of Lights”, is one of the most celebrated Hindu Festivals across the world. It signifies light overcoming darkness and good triumphing over evil. While there are various legends that inspire this festival, one common tale is about how Narakasura won the favour of God and was blessed with the rule of a kingdom. However, he ruled his kingdom with tyranny, which led his subjects to appeal to Lord Sri Krishna, the divine ruler of Madura, for help. Narakasura was subsequently killed by Lord Krishna in battle and on Lord Krishna’s return, the city was in complete darkness as it was the night of a new moon. To celebrate his victory and to welcome Lord Krishna, the people lit lamps. To this day, Hindus mark the victory of Lord Krishna over King Narakasura by lighting oil lamps.

Deepavali is especially special if it is “Thalai Deepavali” – the first Deepavali after a couple gets married. Newlyweds are pampered by family members and showered with gifts. The celebrations include a visit to the temple, gifts of clothes and jewellery, gorging on homemade tidbits and sweets and receiving blessings from the elders. The bridegroom and groom’s parents and relatives join in the celebration and also give the couple Ang Pow’s. This year, Deepavali took on a special significance for our colleague, Eliya Narasingham from Engineering & Planning Department and his bride, Parameswari, who were wed on 29 June 2014, as it was their Thalai Deepavali.

Hoi An, Vietnam
If you’re ticking off the list of UNESCO World Heritage Sites, now’s the chance to bag 2 in one day. Hoi An is a historic trading port with an old town that features rows of charming, ancient shophouses alongside a river – the architecture hails from the 19th/20th century and earned the town itself a spot on the list. Overcrowded with tailor shops and the odd ‘pub’ selling freshly brewed beer at 20 cents per mug, you can get your suits and leather shoes done within a day, washed down with a few mugs of malted hops. Just half an hour away, the My Son ruins stand (pronounced as ‘Mei-Sohn’ – impress your tour guide!), vaguely reminiscent of a mini-Angkor Wat. Constructed between the 4th and 14th century AD by the kings of Champa, they mark the second spot on the UNESCO list.

Which part of Singapore do you stay? Have you lived in that part of Singapore since growing up? What are your fond memories of that area? I’ve been residing in Joo Chiat for the last few years. I love the Peranakan heritage and architecture. And this area is “Wanton Mee Central”. I’m certain it has the highest concentration of wanton mee stalls per capita anywhere in Singapore.

If you can have a super power, what would that be and why? When I was a kid, I’ve always been intrigued by Sun Wukong’s (The Monkey King in the Chinese classic “Journey to the West”) ability to transform himself into the smallest being and make his way into the bodies of his enemies, usually through the mouths or nostrils etc. Isn’t it wonderful if you get to tangle the innards of people who irritate you?? I’ll probably have to think of a way to keep myself clean though after the exertion.

Do you like to travel? Which is the most remote place you have been to? Tell us more about it! I love travelling and exploring new places! During my trip to New Zealand, I was mesmerized with the vast wilderness of Doubtful Sound, the second largest fiord in Fiordland National Park. I took an overnight cruise to experience the serenity of nature. One of the highlight was when the cruise came to a complete stop in the heart of Doubtful Sound. With all the engines turned off, all travellers on board were requested to grab a space at the viewing deck and keep as silent as possible for 15 minutes to be immersed in nature. Hearing the sound of nature without any other city noises, I was overwhelmed with a wave of peace and calmness. Are you a morning or night person? How has that shaped your lifestyle? As the saying goes, the early bird catches the worm. It has been my habit since young to wake up early in the morning even when it’s a non-working day. Often, I feel that being awake earlier allows me to complete many tasks without the hustle and bustle of the crowd, leaving me with a window of opportunity to focus. At periods of time when I am stressed, getting up early before the day starts officially allows me to plan ahead of and be alone with my thoughts so that I can be mentally prepared for the day!

What do you do in your free time and why? After the current passing of my beloved 16 years friendship buddy who is an ex-Chemist Assistant, I currently spend most of my free time with my children sharing them life experiences and useful knowledge for them to face the world because every minute in our live is very precious before we run out of it rather to regret of insufficient time.

How will you be spending New Year this year? Did you make any resolutions last year and have you fulfilled them? I am planning to usher in the New Year at the Sentosa chalet with my whole family together with the massive atmosphere, fireworks and music. Although it came very late until end of the year, somehow my hope did come true from last year resolution whereby I wish to have something long-term sustainability for my family in 2014 and finally, my opportunity came with the MPA.
