The "Notice of Withdrawal" is for use by: • A person who has filed a Form 900 - Lobbyist Certification Statement" but in fact has never met the definition of a "lobbyist" under EEIGCham Lobbying Code of Conduct Manual; or • A person or entity which has filed a Form 901 "Lobbying Firm Registration Statement" but in fact has never met the definition of a "lobbying firm" under EEIGCham Lobbying Code of Conduct Manual. This form may not be used to terminate the certification, registration or renewal of registration of a person who has qualified as a lobbyist or a lobbying firm and who is ceasing all lobbying activities. Instead, a Form 906 - Notice of Termination" must be used. After filing a valid "Notice of Withdrawal," the filer is not subject to the gift prohibition contained in the EEIGCham Lobbying Code of Conduct Manual. The "Notice of Withdrawal" must be signed by the lobbyist or, in the case of a lobbying firm, by the person designated on the firm's registration statement as the responsible officer of the firm. Verification: The Form 903 must be verified and signed by the filer. In the case of a business entity or organization, the verification must be signed by a responsible officer, or by an attorney or a certified public accountant who acts as an agent for the entity or organization.
