MAS MALAKING BUDGET OK sa Senado na magkaroon ng increase sa 2007 Philippine National Police budget so that it can effectively carry out its mandate and hire more policemen. Senate finance committee chairman, Franklin Drilon expressed his disappointment at Malacañang for not providing for the increase of PNP’s budget. He also said that if law and order is the pillar of the agenda of this administration, the government has to provide the necessary support for the police. DILG Sec. Rolando Puno also expressed his support to Drilon’s recommendation to fast-track legislation that would immediately authorize jail and fire protection services from the national to local governments.

ANG LAKING PERA NUN HA?! Nabuko ng Senado that the Office of the Press Secretary (OPS) has spent almost P10 million in funding the Charter Change advocacy of President Arroyo. Press Secretary Ignacio Bunye admitted during the budget hearing of the OPS in the Senate committee on finance headed by Sen. Franklin Drilon that the National Broadcasting Network (NBN Channel 4) has spent approximately P4.5 million as its production cost about Chacha. It is expected that another P2 million is needed for the same purpose next year. The Philippine Information Agency (PIA), on the other hand, spent P3 million for the Chacha information drive. Sen. Drilon leaves it to the Commission on Audit na kailangang magrebisa sa gastos ng OPS and other attached agencies in relation to promoting Chacha but he emphasized that using public funds for the purpose of pushing for the People’s Initiative is illegal because the government is not supposed to fund it.

The Sandiganbayan Fifth Division acquitted the former First Lady Imelda Marcos in one of the 11 graft charges against her. The said case started due to the allegations that the former First Lady and Conrado Benitez have financial interests in Technology Resource Center Foundation Inc., while still holding a government seat. The charge was filed 13 years ago.

TRANSLATE COURT DECISIONS

Nag-utos ang Supreme Court sa binuong komite to translate landmark decisions into Filipino and other major dialects in the Philippines so that they will be easily understood most especially by sectors that are not well versed in the English language. Sa ilalim ng Memorandum Order No. 74, nagbigay ng direktiba ang Mataas na Hukuman to form a committee that will translate very important court decisions. According to the memorandum, “Language is one of the barriers to ample access to our courts and to a full understanding of our court processes and decisions, especially by the educationally disadvantaged.”

Dapat umanong ipagamit na lamang ang mga automated counting machines ng Commission on Elections (COMELEC) nang mapakinabangan naman at hindi mapunta sa wala ang buwis ng taumbayan na ipinambayad sa mga ito. At present, 1,991 machines worth P3.9 billion ang nakatambak sa 4th floor ng COMELEC warehouse. The Filipino-invented gas-saving device is gaining worldwide success in at least 21 countries, reaching a total sales of almost 10,000 units within its two-year operations abroad. Mr. Pablo Planas, 69, a former jeepney operator and an auto mechanic from San Juan, Metro Manila, invented Khaos Super Gas Saver. He said that he only wanted to invent a solution to the carbon monoxide emitted from mufflers and did not expect to reap this kind of success. The inventor is happy for the decision he has made – declining a multi-million dollar offer from a multi-national company abroad. He said that should he has sold the gas-saving device, Filipinos would not be able to buy it because only first world countries will be able to buy it and benefit from it. Inventionhaus International Corporation (IIC), manufacturer and distributor of Khaos, has 54 dealers in the Philippines. There are around 21 international dealers and distributors including the United States where there are four states selling it – California, Florida, Illinois and North Carolina. The Khaos Super Gas Saver has been surpassing all major testing in the Philippines and abroad. It is an environment friendly gadget that guarantees up to 50% savings for gasoline engines and reduces to almost zero the level of carbon monoxide emissions due to incomplete combustion.
