Mentors, advocates, and champions who step forward to support girls can truly change the trajectory of their lives. Mentors offer hope and inspiration in a complicated world that bombards girls with mixed messages about their abilities and potential, especially in social media.
Girls often tell us what it feels like to be invisible, surrounded by a constant barrage of unrealistic messages, embedding expectations that they need to follow a perfect path to be successful. Those messages inevitably take a toll on girls’ dreams, which research is beginning to affirm.
According to the 2023 Girls’ Index report, girls’ confidence has declined significantly since 2017 with 5th and 6th grade girls showing the largest rates of decline and the largest increases in sadness. 79% of girls say they are going to “explode” because of the pressure they feel to be perfect at school and in life, to not make mistakes.
That’s why mentors play such an important role in girls’ lives. Instead of questioning their own self-worth, girls deserve to dream big, surrounded by caring adults who believe in supporting them along their life journeys.

Whatever path leads girls to Girl Scouts, they find their way to shared experiences that positively shape their lives and our communities. It’s where girls get to try new things, volunteer for a local nonprofit, and discover their own unique skills.
The council is committed to making Girl Scouts more accessible to all girls, especially as we continue to rebuild our membership after COVID. communities. We are strengthening relationships with community-based organizations to ensure that GSGCNWI aligns with the families and girls in these communities. There is no “one size fits all” membership offering and we are listening, adapting, and developing new ways of sharing Girl Scout experiences that will resonate with the diverse girls, schools, and neighborhoods throughout Chicago and Northwest Indiana.
Our membership strategy centers girls, their families, and equity. We are grateful to our longtime and new members who support GSGCNWI and create new pathways into Girl Scouts.

Girl Coalition of Indiana, Inspired by Girl Scouts
In 2023, the six Girl Scout councils that serve Indiana girls aligned in an unprecedented collaboration to form the Girl Coalition of Indiana (Girl Co.), funded by the Lilly Endowment. The vision of Girl Co. is to enable every girl in Indiana to live her best life physically, academically, emotionally, and socially. This year, Girl Co. completed 63 listening sessions with 470 participants, across the state, to understand the needs and barriers girls face today. Girl Co. is now focused on building innovative solutions to eliminate barriers to increase overall Girl Scout membership of girls living in low-income households. Additionally, Girl Co. will conduct, share, and act on annual research creating awareness and prioritizing the wellbeing of all Indiana girls.
In September, Girl Co., in partnership with the Indiana Youth Institute, released the 2023 Indiana Girl Report. The report is the very first of its kind and was developed through qualitative and quantitative research to provide insight into critical challenges girls are experiencing and the variances across the state. The report’s findings create a foundation for understanding key issues impacting the quality of life for girls. It also offers a road map for cultivating supportive environments and developing resources for girls to help them navigate through topics often considered taboo, including mental health, sexual dating violence, gender bias, bullying, and more. DEIA | Power Her Dreams
Our organizational culture has been enriched by the DEIA work we have done. Our staff have been empowered to better meet the diverse and evolving needs of our diverse members. We look forward to continuing to build on this work to create a more inclusive and equitable future. Below are some examples of how we learned and strengthened our culture.
1. We assessed our council’s culture to identify areas of improvement along with our work with Fostering Healthy Solutions, initiated the development of our council’s DEI strategy.
2. We launched our “Community in Action” staff newsletter to promote diversity, equity, and inclusion topics, share valuable resources, and celebrate diversity within our organization. This platform has been instrumental in fostering communication and engagement among our team members.
3. During our National Convention Session 2023, Delegates from every council across the nation voted on the proposal to amend the Preamble of the Constitution of the Girl Scouts of the USA by adding the words
anti-racism, at the National Convention Session. The proposal passed reinforcing that DEI (Diversity, Equity, and Inclusion) is about more than just a fad or a nice to have. The updated language pushes us all to take steps to build awareness and accountability. This inclusion in our constitution aims to nationally emphasize our commitment to diversity and equity ensuring the full participation of all Girl Scouts.
4. We enhanced the language accessibility of our communications. We translated Girl Scout program flyers into Spanish, making vital information more accessible to our Spanish-speaking families. Additionally, our council website is now available in multiple languages, ensuring that language is not a barrier to participation in Girl Scouts.
5. Camp staff serve as role models for campers and by their demonstration of inclusive language, behavior, and attitudes, they create a positive environment where all campers feel accepted, supported, and safe. By providing Gender Diversity Training to our outdoor program staff, including seasonal camp staff, on gender diversity and inclusive practices, we create safe and welcoming spaces. Training our staff to be aware of the unique needs our campers may have supports campers’ social, emotional, and physical well-being.
6. Through our partnerships with Fostering Healthy Solutions and Lurie Children’s Hospital Department of Adolescent and
Young Adult Medicine we hosted a series of enriching workshops covering various topics such as gender diversity, ableism, and mental wellness among many others. These sessions provided valuable insights and tools to support our staff in better understanding and addressing the diverse needs within our organization and beyond.
7. We offered American Sign Language (ASL) interpretation services, which was crucial to support our troops, ensuring that all members, regardless of their communication needs, could fully participate in Girl Scout activities and events.
8. Life Outdoors is LIT! Camp: Studies show that less than 10% of BIPOC families participate in outdoor recreation such as camping, For the second consecutive year, we organized the “Life Outdoors is LIT” initiative, inviting families from diverse backgrounds to experience the joys of outdoor recreation together. This initiative provided memorable experiences, fostered a sense of belonging and community among participants, and encouraged some families to register their Girl Scouts in our summer camp programs.
9. We were honored to host Chicago historian Sherman “Dilla” Thomas and the Folded Map Project’s Tonika Lewis Johnson, who shared their expertise and insights with our board of directors. Their presentations shed light on the misconceptions surrounding certain neighborhoods in Chicago, empowering us to challenge stereotypes, promote understanding, and advocate for positive change.

This year’s Gold Award Girl Scouts are changemakers, role models, and real-life heroes. To earn the Gold Award, Girl Scouts must invest more than 80 hours of leadership, project management, and service to create a sustainable impact in their communities and beyond.
GSGCNWI is delighted to share that nearly 50 Girl Scouts have earned this prestigious award by addressing many pressing issues within their communities, such as mental health, poverty and homelessness, environmental sustainability, and cultural awareness.

Tales from the Other Side of the Desk
Gold Award Scholar Ameenah Z.’s project addressed the lack of support for left-handed students and the fine motor and writing differences left-handed students face. Ameenah distributed hand-neutral desks to all of the classrooms at her school to give all students an adequate workspace, and by raising awareness, this project led the school to create a committee to provide hand-neutral desks for all of the schools in the district.
Volunteers, Parents, and Families
Girl Scout volunteers are at the center of our work, and we are grateful to the vast network of parents, community members, and families who made Girl Scouting possible for the more than 32,000 Girl Scouts in our council in 2023. From the 120 service unit managers who organized the 3,488 parents and caregivers who volunteer as troop leaders, to the 1,946 families who gave up garage and basement space to support cookie and fall product programs, to the family members who registered their Girl Scouts for programming and got them to each meeting and event, we thank you for your time and commitment. We also celebrate the family members and friends who joined us for fun family programming throughout the year!
S’mores on the Beach
One of our favorite family programs is S’mores on the Beach, held at Marquette Beach in Gary, IN. Open to all current and prospective Girl Scouts and their families, this event brought together 275 attendees in 2023. In addition to delicious s’mores, there was face painting, dancing, a photo booth, and more!

Sneaker Ball
We brought together girls and their families for a night of dancing and fun at our first annual Sneaker Ball in 2023. More than 300 participants dressed to the nines while sporting their favorite kicks at the Center for Visual and Performing Arts in Munster, IN on March 11. Girl Scouts expressed themselves with their fancy feet - glitter, high tops, light up, slip-ons - all were welcome, and we look forward to making this anything-goes style event an annual tradition.
Family Race Day
More than 120 Girl Scouts, along with their families and friends, celebrated National S’mores Day by participating in the inaugural S’mores Day Fun Run on August 12, 2023. The 1.2-mile course around Camp Greene Wood in Woodridge, IL weaved through the scenic fields and wooded trails of the camp property. The run was followed by fun activities, including the crafting of s’mores-themed bead buddies and marshmallow catapults led by Camp Greene Wood’s counselors in training (CITs).

Cookie Program

When was the last time you read what’s written on a package of Girl Scout cookies? Highlighted in yellow, it reads “proceeds stay local” and in 2023, $3,66 million went to the Girl Scout troops in our council. That’s an impressive haul but what’s even more impressive is what the Girl Scouts learned through the cookie program: goal setting, decision making, money management, people skills, and business ethics. And what’s even more impressive than that? The way Girl Scouts put their cookie proceeds to good use - for trips, community service, giving back to charity, and the list goes on with girl-led adventures.

Increased Gift of Caring
Giving is better than receiving and we saw this truism in effect in 2023 through increased donations made through our Gift of Caring programs. This has long been a part of the cookie program and through the fall product program, Gift of Caring donations increased by 27% in 2023.
Items donated through Gift of Caring
Through Gifts of Caring, Girl Scouts distributes donated cookie packages and fall items to members of the military, first-responders, and essential workers, and community-based organizations. The USO, Soldiers Angels, Hometown Heroes, and many other organizations partner with GSGCNWI to share these small gifts that bring joy and let recipients know we are thinking of them.

1912 Society
GSGCNWI was thrilled to announce the founding of the 1912 Society in 2023. This special group of donors is comprised of individuals who have contributed $50,000 or more toward advancing our mission to build girls of courage, confidence, and character who make the world a better place. Some are longtime donors who have given this amount cumulatively over time, some are newer donors who have started giving more recently, and some have made generous contributions through their estate plans.
The 1912 Society was inspired by a challenge from the Landgraf Family Foundation and on November 8, 2023, we were honored to formally launch the giving society with the unveiling of two new donor walls at our Chicago and Vernon Hills Gathering Places. We are beyond grateful for the significant contributions of our 1912 Society donors and the tremendous impact they have had on the girls in our community. Recognizing supportive troops and service units
Girl Scouts pay it forward and support future Girl Scouts in our region when they donate to GSGCNWI. By giving back proceeds from their cookie sales or remaining funds in their troop accounts when they disband, they contribute to the GSGCNWI Financial Assistance Fund. This fund helps pay for troop dues and activities, camperships, transportation, and removes barriers that make Girl Scouts accessible to all in our communities!
Many troops and service units already give back, and their generosity has made a big difference! In 2023, 17 troops and service units donated more than $8,300 to the council, primarily through Family Partnership and financial aid initiatives. Popular times for giving back include the holiday season in November and December and Girl Scouts’ birthday in March.
