Prof Chan is an editor of all three major law reports in Hong Kong. I am one of the founding and general editors of the Hong Kong Public Law Reports. Between 1991 and 2014, 18 bound volumes were published. Vols 1-4 were published by the Hong Kong University Press. They were so successful that they were acquired by a commercial publisher. Thus, vol 5 and subsequent volumes are published by Butterworths Asia. I am also an editor of Hong Kong Cases between 1995 and 2006, and the Hong Kong Law Reports and Digests (since 2001). I am currently a member of the Editorial Board of Palgrave Communications, an interdisciplinary journal published by Palgrave Communications, London. Over the years I have been invited to serve on the Editorial Board of a number of international journals, but I have declined the invitation due to a lack of time. I am also a founding co-editor (with Prof Andrew Byrnes) of the Bill of Rights Bulletin, the most comprehensive quarterly publication on Bill of Rights cases in Hong Kong. It provides a summary of the latest Bill of Rights cases as well as commentaries. 4 volumes (altogether 15 issues, as vol 4 included 3 issues only), have been published. From vol 5 onward, it is renamed as Human Rights and Public Law Bulletin to reflect the expanded coverage of the publication. I was the editor in chief of the Bar Bulletin; 4 volumes (a total of 9 issues) have been published. This is a professional publication for the Bar Association. Finally, I was appointed editor in chief for the Annual Report of the Broadcasting Authority in 1996-97, in addition to other duties of my being a member of the Broadcasting Authority. I took the opportunity to revamp the content and format of the Annual Report to make it more informative, and the new format is adopted till now. Prof Chan is also a consultant editor to the Butterworths Legal Glossary Project, a project to standardize the use of legal terms in Chinese in Hong Kong.

Hong Kong’s Bill of Rights: The International Covenant on Civil and Political Rights as Domestic Law (CRGC Grant) This project is a systematic study of the impact of international human rights norms on the domestic legal system. The Hong Kong Bill of Rights, which incorporates the ICCPR into Hong Kong domestic law, is used as a case study. The project has been completed and has since taken a life of its own. Succession of Treaties (RGC Grant) This research examines the problem of treaty succession in Hong Kong. It focuses on the mechanisms which ensure that those international treaties which are applicable to Hong Kong before 1997 shall continue to apply to the Hong Kong SAR after 1997. It is a RGC funded research, jointly carried out with Andrew Byrnes and others. Amount Awarded: $625,000.00 (completed; 1999)

Immigration Law and Policy in Hong Kong (RGC Grant) This research examines the development of immigration law and policies in Hong Kong since the Second World War against the standards enshrined in international human rights treaties. In particular, it examines the implications of immigration law and policies in the light of the rights of the family, the rights of children and the rights to a fair hearing, as well as the problems and issues arising from Art 24 of the Basic Law. It is jointly carried out with Dr Bart Rwezaura. Amount awarded: $341,000.00. A book titled Immigration Law in Hong Kong: An Interdisciplinary Study (Sweet & Maxwell, 2004) was published in 2004. A Critical Analysis of the Libel Law in Hong Kong: Implications for Freedom of Expression (RGC Grant) This research reviews all the libel suits in Hong Kong and considers how it changes over the years, what constitutes libel in the context of a Chinese society, what defences have been available and what damages have been awarded in the past, and how they impact on freedom of expression. It is jointly carried out with Dr Kenneth Leung of the Chinese University of Hong Kong. Amount awarded: $300,000. (completed, 2004)

Hong Kong Public Law Reports Andrew Byrnes and I founded the Hong Kong Public Law Reports in 1991, shortly after the Bill of Rights Ordinance has come into force. The first 4 volumes were published by the Hong Kong University Press. Volume 5 onward is taken over and published by Butterworths. We remain the General Editors and our responsibilities include the selection of cases for reporting, writing headnotes and editing headnotes done by other headnoters. (completed)

Human Rights and Public Law Bulletin Andrew Byrnes and I founded the Bill of Rights Bulletin in 1991, shortly after the Bill of Rights Ordinance has come into force. As a quarterly publication, it summarised the latest case law under the Bill of Rights, legislative enactments relating to human rights, selected case law on human rights from other jurisdictions, commentaries on local cases, and selected bibliography on human rights. We have so far published 5 volumes with 15 issues. In October 1997, we decided to change the title to Human Rights and Public Law Bulletin to reflect the expanded scope of the publication (completed).

Constitutional Law Reform A research on the political reform in Hong Kong in 2007 and 2008, including the mode of election of the Chief Executive, the relationship between the executive and the legislature, democratization of the legislature in 2008, functional constituencies and their future, and the need for legislation and regulation on political parties. External grant in the sum of $2,000,000 was secured in 2003. (completed)

Hong Kong: World City on the Move As part of a research team under the Hong Kong Institute for the Humanities and Social Sciences, this interdisciplinary research, commencing in 2003, focuses on law and citizen, comprising a study of the evolution of immigration law in the post-war period. Rethinking Hong Kong Human Resources and Competitiveness: A Pre-policy Study This study explores the relationship between immigration law, customary law, and policy orientations towards immigrants and how they fit into human resources planning in Hong Kong. The project forms part of a project by the Hong Kong Institute for the Humanities and Social Sciences and is funded by Hong Kong 2022 Foundation (completed)
I have acted on many occasions as an assessor for the University Grants Committee in assessing the merits of various applications for RGC grants, as well as an assessor for Chinese University and City University for many of their internal competitive research grants applications. I have also served as an assessor for major prestigious competitive awards such as National Cheung Kong Scholars (PRC), Academia Sinica Awards.
