President’s Comment
Future-proofing our industr y Nurturing a vibrant infrastructure sector creates a sound foundation for investment, but depends on a fair and enabling environment.
W
elcome to the CESA Infrastructure Indaba 2019. The theme for this year’s conference is in line with the 2018 presidential theme – ‘Engineering the Future Now’ – which highlights the need and opportunity to leverage growth through a range of initiatives. Over the next two days, delegates will listen to a series of presentations that provide insight into our current economic, financial, energy, water security and general infrastructure environments. The Indaba also provides an excellent opportunity to network with industry peers across the built environment spectrum. The common goal is to find workable solutions to improve the delivery and management of public infrastructure. At the end of the conference, we will present a summary of our collective thoughts, goals and action plans. Partnerships Going forward, I believe that future success is dependent on fostering more meaningful partnerships between government and the private sector. Here, CESA is well positioned to act as a professional body when it comes to ensuring engineering best practice. That includes facilitating mentorship, transformation and SMME development in the construction sector. The topics covered at this conference also reflect my vision as president, which emphasises teamwork to reshape our future together, backed by ethical leadership. There is a strong focus within CESA on working with and supporting government. That includes increased collaboration with National Treasury on procurement matters, and the Auditor General on compliance support. We have good working relationships with client bodies such as Sanral, Transnet and Cogta, allowing CESA to contribute positively in terms of support. Value for money There needs to be a major re-emphasis on providing ‘value for money’ infrastructure. That translates into designing and constructing projects that achieve the best return on investment. Design fees only make up approximately 3%
of a project’s life-cycle cost. For this reason, adopting a lowest-bid approach here does not achieve the intended savings. It could also result in the future cost of operations and maintenance being a lot higher. Technology, now and in the future, will be a decisive factor. It will allow engineers to design with even more precision thanks to software advances in fields like BIM, drones and virtual reality. The end result will be far greater efficiencies from both a time and cost perspective. Hopefully, these technologies will also help to attract learners to the engineering profession. We’re seeing a steady decline in numbers, as experienced engineers leave the profession, retire or emigrate. This has dire consequences for our training and development programme in the industry. Education Skills development and transfer is among CESA’s core mandates. I believe there is a stronger need for collaboration with universities, learned institutions and research bodies to drive our education system at primary, secondary and tertiary level. We also need to prepare graduates for their transition into future business and leadership roles. In the process, we must make sure that their experience and skills match the required outcomes. That’s vital for effective service delivery. This Indaba takes us a step further along our infrastructure journey, exploring the multifaceted and interconnecting disciplines that are reshaping our built environment. Working together, we can achieve excellent results, with the client focused on project outcomes and consulting engineers ensuring optimum execution. Enjoy the Indaba!

CESA 2019 Annual Infrastructure Indaba
F
ollowing on from the State of the Nation Address in which President Cyril Ramaphosa reiterated his ‘Thuma Mina’ theme, calling on all citizens to work together for the betterment of our nation, we too are calling on our members to join CESA by getting involved in our various committees that are aimed at supporting the ongoing development of our industry. We serve as a channel for clients to address industry concerns while, at the same time, providing a platform for the sharing of information with the aim of assisting in optimising the planning and delivery of infrastructure projects – both in the public and private sectors. For us to be successful, we rely on the support of our members and call on you to share your wisdom and expertise for the betterment of the industry. With the rapidly changing business landscape, there is a growing need for closer cooperation within our member firms and one of the many initiatives we have established is a listing of black-owned and SMME consulting engineering practices on our website. We encourage our larger members to support the development of these emerging enterprises. The CESA Infrastructure Indaba is a two-day conference that brings together leading experts – including government officials, consulting engineers and built environment professionals – for the purpose of improving the delivery and management of both public and private infrastructure. The event aims to foster partnerships between government and the private sector, particularly the engineering sector, and capacitate the channels of service delivery through cooperation and the development of common goals. Under the ‘Engineering the Future Now’ theme, the Indaba provides a platform to engage, network and share the best practice required for improved service delivery within the built environment. REASONS TO ADVERTISE IN PRINT
Trade and technical print magazines remain the most powerful method for getting your message across in the South African b2b market. A 2016 report by Neilson found that for every one dollar spent on advertising in magazines, four times as much money came back to the advertiser, giving magazines “the highest ROI of all marketing media”.

Speaker Profiles Chris Campbell
Chris Campbell, CEO of Consulting Engineers South Africa, is no newcomer to the long and hard road to achieving one’s goals and aspirations. From his humble roots in Newclare, a township located in Johannesburg, Chris started his journey as a draughtsman in 1981 and went on to obtain a National Diploma and National Higher Diploma in Civil Engineering from what is now known as the University of Johannesburg, in the mid-1980s. After almost 10 years in the consulting engineering industry as a senior technician, he then went on to graduate with a BSc Civil Engineering (summa cum laude) in 1995 at the Florida A&M University in the USA, having been awarded a scholarship through a USAID Programme. He has been registered as a Professional Engineer since 1998 and has subsequently also obtained various certificates and diplomas in management and leadership. Over his 37-year career in engineering, he has worked in various capacities in a number of consulting engineering companies, spent several years at Transnet and has even ventured into the precast concrete manufacturing business in an executive capacity with the Aveng Group, both locally and internationally. His institutional involvement has been in various capacities, notably: - Past Gauteng Branch Chair (SABTACO) - Past Vice President of the South African Institution of Civil Engineering (SAICE) - Past President of the Engineering Council of South Africa (ECSA) - Past Vice President of the World Federation of Engineering Organisations (WFEO) - Current Chairman of the Built Environment Professions Export Council (BEPEC) - Current Board Member of the Construction Sector Charter Council (CSCC) - Current Board Member of Business Unity South Africa (BUSA).
Brendan Bournes-Harper
Brendan Bournes-Harper is a local with some international experience. He was a bursary candidate and worked for the then City Engineer’s Department of Pietermaritzburg Municipality and toiled in the transition stages from 1995 to 2000, obtaining professional registration in 1998. In late 2000, he went abroad and worked for Irish quantity surveying firm Bruce Shaw Partnership (now Line Sight). In mid-2005, Brendan moved to ESBI, an international energy company, and contributed to the conversion of numerous outdoor substations into indoor containerised units. He returned to South Africa in 2011 and began working for the KZN Department of Public Works. After identifying and implementing changes to improve the quality of services, he was seconded to the Head of Department’s Office to, among other commitments, manage the development of the KZN Infrastructure Master Plan.
Ishmail Cassiem
Ishmail Cassiem is a Manager in the Construction Industry Performance Programme at the Construction Industry Development Board (cidb). He is responsible for performance improvement and the development of best practices, standards, health and safety, quality and environmental policies in the construction industry. With 30 years’ experience in the construction industry, Cassiem holds an MSc in Project Management and has been working for civil engineering contractors, the CSIR and a training company. He participates in various committees at the South African Council for Project and Construction Management Professions (SACPCMP) and the South African Bureau of Standards (SABS).

Speaker Profiles Msizi Cele
Msizi Cele holds a BSc in Mechanical Engineering from the University of Cape Town and has been a registered as a Professional Engineer with the Engineering Council of South Africa since 1993. Cele started out his career in the management of various business units of Shell and BP SA Petroleum Refineries. He also has extensive experience in the water industry, having served three years as Senior Design Engineer responsible for the planning, design and implementation of capital projects at Umgeni Water, later serving as Operations Executive of the water utility. Cele also spent nine years as Area Manager responsible for the management of wastewater and water treatment, storage and distribution infrastructure including customer/stakeholder relations management, as well as serving as both Managing Director and Executive Director of the utility uThukela Water.
Prof. Willie Tafadzwa Chinyamurindi
Professor Willie Tafadzwa Chinyamurindi is an NRF Rated Researcher (Y2) and an Associate Professor within the Department of Business Management at the University of Fort Hare. There, he also serves as the Research Niche Area Leader within the Faculty of Management and Commerce. He serves on the editorial boards of the South African Journal of Industrial Psychology and the South African Journal of Human Resources Management. With regard to publication experience, he has published articles in: a) Acta Commercii; b) Journal of Public Administration; c) Journal of Global Mobility; d) African Journal of Psychology; e) South African Journal of Psychology; and f ) South African Journal of Higher Education to name but a few. His work has also been featured on news platforms such as: a) The Sunday Times; b) City Press; c) The Conversation; d) Forbes Africa and e) Daily Dispatch.
Dr Thulani Dlamini
Dr Thulani Dlamini is the CEO of the Council for Scientific and Industrial Research in South Africa. Prior to this, he was the Vice President of Sasol’s Global Strategic Research & Technology and Centre for Innovation and Business Impact. Before joining Sasol, he was at the CSIR where he held positions of group executive: R&D from 2008 to 2012 and manager: National Laser Centre from 2005 to 2008. He is a member of the South African Academy of Science. He is a material scientist who holds a PhD in Chemistry (Catalysis) and a Master’s in Business Leadership. His current interests include leadership, innovation management, technology transfer and commercialisation, innovation strategy development, R&D portfolio management and national innovation systems. Dr Dlamini holds a number of patents and has numerous publications in international scientific journals.
Pieter Fourie
Advocate Pieter Fourie started his legal career as a public prosecutor and subsequently worked as a magistrate and legal advisor in local government. After serving pupillage at the Johannesburg Bar, he practised as an advocate for his own account, before joining the Engineering Council of South Africa (ECSA) in 2007. Fourie’s main function at ECSA was the enforcement of the Code of Professional Conduct through leading investigations on improper conduct complaints, and prosecuting in disciplinary hearings. He was also involved in the identification of work process from ECSA’s vantage point. He went on to join the Council for the Built Environment in 2013, and continued his involvement with the identification of work process from a CBE perspective. Fourie studied at Unisa, RAU and Wits, and relaxes by reading crime novels.

Speaker Profiles Clint Koopman
Clint Koopman graduated from the University of Cape Town with a BSc in Engineering in 1993. In 1998, he registered as a Professional Engineer and in 2006, as a Professional Construction Project Manager. Over the years, he has gained experience at highly reputable consulting engineering firms, both in Namibia and South Africa, actively pursuing innovative methodologies in practical and theoretical problem-solving. Koopman joined Nako Iliso in 2001 as the Director for the Free State, Northern Cape and North West. In 2005, he was promoted to company COO and, in October 2007, went on to become CEO. After 11 years at the helm, he elected to step down from his position and now heads the company’s Structures Business Unit. Koopman is dedicated to making valuable contributions to the development of policies that seek to redress the apartheid legacy that still hinders the industry. He has proudly served on a number of boards and industry organisations, playing valuable roles within the Construction Sector Council and the Black Business Council, and was elected as President of SABTACO in 2017.
Shamiso Kumbirai
Shamiso Kumbirai is a water engineer with experience in bulk water supply and hydropower engineering across Africa, and holds a Master’s in Civil Engineering from the University of Cape Town. She was awarded the CESA Young Engineer of the Year in 2018. Shamiso works with the fundamental belief that the removal of water as a development constraint and the ability to harness this resource as a tool to help power Africa will positively change the lives of millions. She is also a 2018 Obama Leaders Africa Fellow and Tshwane Global Shaper. Through her work, she was invited to attend and speak at the 2018 World Economic Forum Annual Meeting in Davos. Shamiso is also passionate about advancing women in STEM and, since 2011, has volunteered with WomEng, an organisation aimed at empowering the next generation of female engineers. Currently, she works at Kulani Engineering Consultancy, a female-led multidisciplinary engineering company.
Dr Steven Kuo
Dr Steven Kuo is a researcher, teacher, publisher and consultant in the area of political risk management and Sino-African relations. He is a Director at Kilimanjaro Corporate Advisory, Research Associate at GIBS, Johannesburg, and Honorary Research Fellow at the Consilium Institute, Chongqing University, China. Kuo has published in English and Chinese on issues pertaining to Sino-African relations, risk management and African politics in international news media, including The Guardian (UK), Forbes (USA), Caixin (China) and The Paper (China). He was formerly African Political Risk Analyst for Control Risks Group, prior to which he lectured at Shanghai International Studies University. Kuo holds BA (Hons) and MA degrees from the University of Cape Town. He completed his PhD in International Relations at the University of St. Andrews, Scotland, in 2013.
Amanda Masondo-Mkhize
After completing a Project Design and Draughting Diploma in 2007, Amanda Masondo joined Transnet Projects as a Junior Draughtsperson. While working, she has studied for a National Diploma in Civil Engineering through the University of South Africa. Masondo is now employed at Mott MacDonald in the Water Division. Over the years, she has gained design experience in earthworks, sewer, water, roads and civils. She has knowledge in the provision of services to urban township developments and further experience in construction monitoring as the Lenders Technical Advisor. Masondo has been an active member of the Young Professionals’ Forum since 2008, serving on the KZN Regional Committee. Amanda is currently the National Chairperson of CESA YPF and is also a member of the GAMA YPF Steering Committee.

Speaker Profiles David Metelerkamp
David Metelerkamp joined Industry Insight in February 2015 as a Senior Economist, and is responsible for the compilation of several industry reports, including the Construction Industry Forecast Report, the monthly Construction Monitor as well as the Company Results Monitoring Service Report, which focuses on listed construction companies. David is the go-to expert in the local construction industry and delivers several presentations to key stakeholders in both the private and public sector. David uses his strong background in macroeconomics and econometrics to make sense of all the data available to untangle what is an interesting and important sector within the economy.
Alan Mukoki
Alan Mukoki has had many years’ experience working as a Senior Executive, Board Level Executive and Nonexecutive Director for various major private and public entities in South Africa, including, among others, Khula Finance, Business Partners, Peoples Bank, Land and Agricultural Bank, Nedbank and Denel. Alan is a Founder Member of Pacific Atlantic Capital and Hloma BCI Investments. Both companies have been involved in the identification and acquisition of BBBEE opportunities in various sectors. Alan studied banking, strategy, finance and the management of megaprojects at the University of Oxford, where he graduated with both a Postgraduate Diploma in Financial Strategy, as well as an MSc in Megaprojects Management. He is a Certified Associate CAIB (SA) and Fellow (FIBSA) of the Institute of Bankers in South Africa. Alan also completed the Advanced Management Programme (AMP) at Harvard Business School. He was appointed as CEO of SACCI in July 2015.
Sibulele Mvana
Sibulele Mvana joined Aurecon in May 2017 from Eskom where she held the position of General Manager in the Northern Cape and Eastern Cape. She is a reputable senior female in the engineering industry, where she has featured on several domestic and international speaking panels focusing on the changing energy landscape on the African continent. As a consultant, she oversees multidisciplinary teams of engineers who work in the energy, manufacturing and resources (mining) markets globally. She is passionate about technological developments, specifically in the energy industry, and enjoys challenging young minds about the future of the changing energy landscape. She graduated from the University of Cape Town and has completed an MBA at Stellenbosch University.
Elekanyani Ndlovu
Elekanyani Ndlovu is a qualified engineer. She graduated with a BSc in Electrical Engineering from the University of Cape Town. She is professionally registered with the Engineering Council of South Africa (ECSA) and is a Member of the South African Institute of Electrical Engineers (MSAIEE). She is currently part of Aurecon’s leadership team as a Director responsible for the energy market across the African continent. She serves on several boards as a Non-executive Director and is a Member of the Institute of Directors Southern Africa. She is also a Member of Phato Investment Cooperative. Her experience in the energy sector includes petrochemical, working on large-scale infrastructure projects, refurbishment projects and greenfield renewable energy projects. It also includes project engineering, project management, project finance and business development with a power generation background.

Speaker Profiles Dumisani Nkabinde
Dumisani Nkabinde is a Professional Engineer, and a Member of SAICE with more than 14 years’ experience in the civil and construction sectors. He joined Sanral in 2007 as a Project Manager based in Pietermaritzburg and has, subsequently, been responsible for key projects in the region, which covers the provinces of KwaZulu-Natal and the Free State. Nkabinde has a BSc in Civil Engineering from the University of KwaZulu-Natal, and an MBA and a Master’s degree from Stellenbosch University.
Neresh Pather
Neresh Pather was inaugurated as the President of Consulting Engineers South Africa’s (CESA) at the organisation’s 64th Annual General Meeting held at the CESA Seminar in Johannesburg on Tuesday 7 November 2017. Pather, a Statutory Director of Mott MacDonald Africa, currently heads up the Transportation Sector in their Africa Business Unit. He holds a BSc Engineering (Civil) degree and an MSc Engineering degree in Transportation and has led many transport and strategic infrastructure projects within the company. He has more than 27 years’ experience in the industry. Prior to joining Mott MacDonald, Pather was the CEO of PD Naidoo & Associates Consulting Engineers (PDNA) for a period of 12 years. He joined the company in 1997 and held several positions in the capacity of Director before becoming the CEO. Neresh was one of the seven Founder Directors of PDNA and played an instrumental role in the Mott MacDonald acquisition of PDNA.
Speaker Profiles Ricardo Pillay
Ricardo Pillay is a Director at LNP Attorneys, a holistic cradle-to-grave energy, natural resources and infrastructure law firm. In 2018, the firm was recognised by Best Lawyers South Africa, Who’s Who Legal, IFLR 1000 Energy and Infrastructure Guide, Chambers and Partners and Legal 500. It was also the recipient of the African Legal Awards Litigation and Dispute Resolution Team of the Year, 2018 and the Transportation and Infrastructure Team of the Year, 2017, and was highly commended as the Specialist Law Firm of the Year and received the CSR, Diversity, Transformation and Economic Empowerment Award, 2018. Ricardo leads a team in the Construction, Infrastructure and PPP Department. He advises on all aspects of project delivery – from procurement and contracting methodologies to contract administration and dispute avoidance and resolution. He has also advised on a range of multifaceted cross-border projects and is known for his practical and commercial approach to problem-solving.
Selvan Pillay
Selvan Pillay obtained a BSc in Civil Engineering at UKZN in 1996 and an MSc in Coastal Engineering and Port Development at IHE Delft, Netherlands, in 2002. He has worked for the Transnet National Ports Authority (TNPA) for 23 years, where he started his career at the Port of Richards Bay as an Assistant Engineer in 1996. Pillay then moved to Port Elizabeth to be part of the project team during the construction of the Port of Ngqura as the Resident Engineer. He then moved to the Port of Durban as a Project Manager and later became the Manager: Planning and Development. Pillay is currently the Senior Manager: Physical Planning at TNPA Head Office. He is also a registered Professional Engineer with the Engineering Council of South Africa.
Rabbi Gideon Pogrund
Rabbi Gideon Pogrund conceptualised and founded the Ethics and Governance Think Tank at the University of Pretoria’s Gordon Institute of Business Science (GIBS). Working with senior business, political and civil society leaders, the Think Tank’s purpose is to explore and influence how South African business can follow a more ethical approach, thereby building trust and, in turn, helping to secure a more successful, sustainable future for the business community and the country. He is the Director of the Think Tank and is a GIBS Faculty Member and Lecturer. He is also the Co-founder of Ethics Evolution, a consultancy that helps blue-chip corporations improve their ethics management. Pogrund holds an MA in Social and Political Science from Trinity College, Cambridge University, and previously worked as a commodity trader for Louis Dreyfus. He served as the Director of Education and Political Affairs in the Office of the Chief Rabbi of South Africa.
Jeshika Ramchund
Jeshika Ramchund is a Professional Engineer employed as a Senior Engineer for the Developments Division at Bosch Projects in South Africa. She has 10 years of experience in the planning, design and implementation of municipal infrastructure for public and private sector clients. Jeshika is currently Chairperson of the Group of African Member Associations (GAMA) Young Professionals’ Forum, an Executive Committee Member of GAMA, Member of the FIDIC YPF Steering Committee and FIDIC’s Conference Advisory Group. Jeshika has been actively involved with Consulting Engineers South Africa since 2008, which she has served in the capacity of Chairperson of the Young Professionals’ Forum, and as a Council and Board Member from 2014 to 2016. Jeshika was selected for the 200 Young South Africans to watch list for 2018 by the Mail and Guardian. With involvement in projects focused on service delivery, Jeshika sees herself as a proactive and innovative engineer, working with clients to improve the lives of the people she serves. Jeshika has delivered presentations at CESA, GAMA and FIDIC conferences and continues to enhance the role of young professionals in the consulting engineering space.
