President’s Comment

REBUILDING WITH PURPOSE – Infrastructure investment equals job creation

T

he world has changed significantly since our last Indaba, held in March 2020 at the Spier Conference Centre in Stellenbosch. At the time, the Chinese city of Wuhan was experiencing an unprecedented lockdown, which seemed far removed from the rest of the world. As we know, within a few short weeks, South Africa and the rest of the planet were to follow. When I became president some two years ago, the focus was on strengthening CESA’s advocacy and stakeholder relations initiatives. At that stage, government tended to have a more inward focus, limiting engagement opportunities with professional bodies and business in general. The start of my term coincided with the appointment of Cyril Ramaphosa as President, and a fresh approach and willingness to consult with the private sector. This is yielding positive results. Examples include the hosting of the highly successful South African Investment Conference series, and the initiation of the Infrastructure Fund in 2018. In fact, prior to Covid-19 there was a high degree of optimism and everyone felt we were on an upward trajectory working through forums like Business Unity South Africa (BUSA). CESA is a long-standing member of BUSA, which remains an invaluable platform for high-level public and private sector interaction. Our CEO sits on the board and represents our interests. Economic Reconstruction and Recovery Plan If there’s one positive aspect to Covid-19 it’s government’s Economic Reconstruction and Recovery Plan (ERRP), which was finalised following extensive consultation with business, labour and community stakeholders. The backbone of this initiative is investment in infrastructure, which we wholeheartedly support. In responding to the crisis, Covid-19 has brought the industry closer together – a prime example being the formation of Construction Alliance South Africa (CASA) in January 2021. CASA enables us to speak with a collective voice, which is becoming increasingly important, especially in driving the ERRP. CESA’s involvement at the Infrastructure South Africa (ISA) Project Preparation Roundtable and Marketplace conference, held in November 2020, was also significant. Great emphasis was placed on collaboration between government and the private sector in making the ERRP work.

Our goal, working with our built environment stakeholders, is to demonstrate how the construction sector is one of the most effective in alleviating severe unemployment in South Africa. The recent Q2 2021 Quarterly Labour Force Survey (QLFS) released by Statistics SA reported that unemployment now stands at around 34.4%. A pipeline of projects ISA is still in the early stages, but we now have far better insight into the pipeline of projects, and the envisaged work streams. CESA’s input has been invited at a strategic level to see what’s preventing these projects from being implemented, including the selection of the most appropriate investments. Going forward, I believe there needs to be a balance between rural and urban infrastructure initiatives. This will help to reverse or slow down the escalating migration of unemployed rural communities flocking to cities in search of work, many of whom end up in informal settlements. On the operational side, procurement bottlenecks remain a pressing issue requiring urgent resolution. CESA provided comment and input on the Public Procurement Bill last year, but we haven’t seen any further traction to date. That underscores the importance of proactive and aligned communication, breaking down any silos that hamper the ERRP, ISA and allied roll-outs. The important point to make is that government and industry are now more closely aligned than ever before and we’re moving forward. Collectively mapping out an inclusive future driven by infrastructure development – by and for the people of South Africa – is the ultimate objective.

CEO’s Comment

Welcome to the CESA 2021 Indaba

A

s at previous Indabas, our speaker line-up for this year’s event is designed to be interactive – more so than ever, since this is a virtual event. The upside is that we’re able to reach a far wider audience across South Africa and within our FIDIC Africa community, as well as globally. Lessons learnt and shared are invaluable, and we strongly encourage delegate debate. Technology shapes us and is accelerating the evolution of all sectors of society – whether it’s the future of autonomous transportation and electrified cars, or how built environment professionals design and projectmanage via 5G platforms in our so-called smart cities of the future. However, embracing and engineering the future hinges on critical priorities. These include government’s recognition of the crucial role that consulting engineers – and engineers in general – play in facilitating infrastructure delivery. Beyond pure design, this encompasses project and programme management, community facilitation, training, and mentorship. Innovation is key, with examples including fresh design approaches to labour-intensive construction and the increasing adoption of alternative building technologies. Promoting professionalism A crucial part of this process is the need to recapacitate lost engineering skills across the public sector value chain, especially at the municipal level. That’s vital if we want to ensure a common understanding of the problems and the engineered solutions. Along the way, transformation and gender diversity remain priorities but can only be achieved in earnest if there’s real growth in the construction sector. That will be the true measure of success beyond the BBBEE construction sector scorecard. The onset of Covid-19 has brought these objectives to the forefront and shifted up a gear given the ongoing socio-economic impact. I’m pleased to say that, despite the economic downturn, CESA’s more than 580 member firms have done well to weather the storm. In fact, we’ve seen a growth in our membership, as well as demand for training support. That’s a core reason why our School of Consulting Engineering exists; thanks to Covid-19, it’s actually

become far more accessible via our virtual platforms. Like the Indaba, these courses are live and allow for proactive delegate and presenter interaction. In fact, we’ve grown all our communication channels, whether it’s via social media or webinars. Cross-border cooperation While South Africa is our immediate priority, the challenges and opportunities discussed at this Indaba have equal relevance for our neighbours with whom we share a range of infrastructure networks, which include border posts, roads, rail, river bridge crossings, energy transmission lines, and water transfer schemes. Strengthening regional cooperation among professional engineers offers mutual benefits, especially within the SADC region – Phase II of the Lesotho Highlands Water Project being a case in point. These and other co-engineered infrastructure developments will be further strengthened by intergovernmental agreements that promote trade, and investments in growth industries like energy. Back in South Africa, it’s encouraging to see how government’s infrastructure plans are coming together, spurred on by parallel economic reconstruction initiatives. While we still need to see more tower cranes filling the skyline, many of our firms are involved at the planning phase on major projects in the pipeline. This shifts the discussions and focus at the 2021 Indaba from blue-sky possibilities to ones that set out the measurable milestones to implementation, as you’ll see outlined across a range of excellent presentations.

Speaker Profiles André van der Walt

André van der Walt is a registered International Professional Engineer (IPEA) with 29 years’ industry experience. He is the General Manager of SMEC’s Power and Energy function in Africa and has led the design and management of various consulting projects across the continent. These include feasibility studies, transaction advisory, engineering design, contract management and construction management. He holds a Master’s in Electrical and Electronic Engineering (cum laude) from the University of Johannesburg and an Honours in Engineering, Electrical Systems (cum laude) from the University of Pretoria. He also obtained an MBA and Honours in Business Management and Administration from Stellenbosch University, and further completed the Stanford Business School-NUS Executive Program in International Management, presented jointly by Stanford University and the National University of Singapore in 2019. Van der Walt has worked with a variety of international clients, including large utilities, industrial clients, national, provincial and local government departments, and private developers. He is active within the consulting engineering industry in South Africa, supporting CESA on an ad hoc basis. He further chaired the CESA North Gauteng Branch and served as a CESA Council Member for a two-year term.

Bennie Vorster

Bennie Vorster has over 26 years’ experience in the rail industry. He started his career with Transnet and spent 11 years with the then Spoornet Division where he worked in technical operating, strategic planning, process improvement and spent his last four years on the Coal Line, where he was responsible for capacity planning, motivations for capital projects, business cases and implementation of efficiency improvement projects on to the Coal Export Line to Richards Bay. He worked in the banking sector for over four years, where he was Head: Business Efficiency Improvement, which focused in internal business processes and staffing planning models for the various business units in Absa. He then worked with a medium-sized rail engineering company before joining the Hatch Rail Team established in 2008. Here, he was involved in various rail studies and execution projects and also played a key role in the HMG JV that was responsible for Mega Projects in Transnet. Because of the global footprint of Hatch, Vorster was involved in various international projects in Australia, Brazil, Burkina Faso, Canada, Ghana, Madagascar, Mozambique, Sierra Leone and Namibia. He is passionate about rail and values his industry colleagues. Vorster has been involved in the railway industry for 26 years, with involvement in technical aspects of rail and rolling stock, concept/feasibility/detailed design/execution projects. He has been involved in various logistics supply chain projects, due diligence and asset reviews, being passionate about solving the most challenging client problems.

Speaker Profiles Bongani Baloyi

Bongani Baloyi is currently Executive Mayor of Midvaal Local Municipality. He holds a Bachelor of Business Administration from Regenesys Business School. Baloyi is touted as one of the foremost thought leaders on ethical leadership and corporate governance. He’s a civil servant with experience in business development, politics, logistics and organisational development. He matriculated from Hoerskool Drie Riviere in Vereeniging in 2005, the same year he joined the Democratic Alliance and DA Youth. Baloyi spent the latter years pursuing various business ventures, while continuing to be active in DA and DA Youth structures in the Sedibeng region. In 2011, at the age of 24, Baloyi was elected as the member of the Midvaal Local Municipality Mayoral Committee (MMC) responsible for Development, Planning and Housing. This made him one of the youngest elected MMCs in the history of South Africa. Two years later, Baloyi became the youngest mayor in South Africa when he was elected as the Executive Mayor of Midvaal Local Municipality at the age of 26. Baloyi has played a defining role in Midvaal’s growth and success as the most financially sustainable and top performing municipality in Gauteng, according to Ratings Afrika’s annual Municipal Financial Sustainability Index report and the Auditor General of South Africa, respectively. Under his tenure, Midvaal received four consecutive clean audits by the Auditor General.

Botshabelo Maja

Dr Botshabelo Maja is currently the Deputy Director-General at the National School of Government, responsible for the review, upgrading, and development of new curricula for training South African public servants in junior, middle, senior and executive levels in the public service. Maja has previously worked as the Senior Executive Manager for Labour Market Policy in the Department of Labour, and the National Business Initiative, Molteno Project, and the Human Sciences Research Council. He obtained his PhD in Education from the University of the Witwatersrand based on a thesis, titled ‘South African urban black youth capacity to aspire’. Maja has conducted research and written extensively in the schooling sector, higher education sector, and labour market sector, looking at education quality issues and the culture of learning broadly and balancing flexibility with the protection of workers in the labour market.

Cas Coovadia

Cas Coovadia obtained his BCom from the University College – Durban in 1971. He completed the Housing Finance Course with the Wharton Real Estate Centre at the University of Pennsylvania. He also completed the Effective Directors Programme with the Kagiso School of Leadership. Coovadia is the newly appointed CEO of Business Unity South Africa (BUSA) and former Managing Director of Banking Association South Africa (BASA). He has played a central role in the negotiations leading to the signing of the Financial Sector Charter and is playing a critical role in the implementation of agreements reached in the Charter. Coovadia is the immediate past chairman of the Johannesburg Civic Theatre and Vice-Chairperson of the Trust for Urban Housing Finance. He is also Chairperson of the National Business Initiative and Treasurer of the African Union for Housing Finance. He serves on the Board of the Centre for Development and Enterprise. He is also First Deputy-President of the International Union for Housing Finance (IUHF). He served as the President of the IUHF for five years. He serves as a Council Member of the University of Witwatersrand, and is on the Board of the Nepad Business Foundation and the Board of BUSA. He is also the Chairman of the Johannesburg Development Agency, a corporatised entity of the City of Johannesburg. On the Board of the International Banking Federation (IBFeD), Coovadia represents BASA – the only African association of banks that is a member of IBFeD.

Speaker Profiles Eduard Vorster

Dr Eduard Vorster, Chief Design Officer of Zutari, is a geotechnical engineer. He is professionally registered with the Engineering Council of South Africa (ECSA) and is a Fellow of SAICE. In addition, Dr Vorster is a winner of the SAICE Engineer of the Year and SAPSA Professional of the Year (Engineering) awards. He has served in roles such as Director and Chair of the Impact Catalyst NPC Board, and Chairperson of the Bokamoso ba Rona Implementation Agent Steering Committee. Dr Vorster is privileged to have been involved in iconic infrastructure projects across South Africa, Africa and the Middle East. He has published over 32 papers, industry articles and opinion pieces, and acts on the Civil Engineering Advisory Boards of the University of Pretoria and the University of the Witwatersrand. Dr Vorster has a PhD in Geotechnical Engineering, a BEng (Hons) in Geotechnical Engineering (magna cum laude), and a BEng Civil (magna cum laude).

Edwin Baloyi

Edwin Baloyi is currently serving as the President of the South African Black Technical and Allied Careers Organisation (SABTACO). He ascended to the highest office of SABTACO during the elective congress, which took place in May of 2021. He holds a National Diploma in Civil Engineering, a BTech (Civil Construction) and a Master’s in Business Administration. He is registered as a Professional Engineering Technician with the Engineering Council of South Africa. Baloyi is currently employed by the Mpumalanga Department of Public Works, Roads and Transport as the Director for Roads Design and Materials Sub-directorate. He started working with the Department in December 2019, before which he was a director of his own civil engineering consulting company, which he started back in 2014.

Engelbert Binedell

Engelbert Binedell is the Chief Operating Officer for Growthpoint Management Services, a wholly owned subsidiary of Growthpoint Properties Limited. He has 24 years’ experience in property, fund and asset management. He holds a Master’s in Business Leadership (Unisa Business School), a BA(Ed) (University of Johannesburg), a Dip Ed Man (University of Johannesburg), and successfully completed the Executive Leadership Development Course (Gordon Institute of Business) and Harvard Business School Real Estate Management Program. Binedell started his career as a schoolteacher. In 1996, he was given the opportunity to join Investec Private Bank in the Risk Division. He was responsible for the managed book for Investec Private Bank, which included distressed property. In 1999, he was asked to join Investec Property Group, managing the Property Syndication Portfolio and RISCO (a specialised unit that was established to manage the Group’s property risks). Binedell joined Metboard Properties Limited as a portfolio manager and was responsible for the day-today management of the portfolio. Having been absorbed by Growthpoint Properties Limited, he joined the management team of Growthpoint as a portfolio manager, sector head, regional asset manager, fund director, and finally Chief Operating Officer. He is responsible for the management of ±480 staff.

Speaker Profiles Florencia Belvedere

Dr Florencia Belvedere joined the Public Affairs Research Institute (PARI) in April 2018 as a Programme Consultant leading the State Reform Programme. She holds a BA in Political Science from the University of North Carolina – Chapel Hill (USA), a PhD in Political Science from the University of Minnesota (USA), and an LLB from UNISA. She is an admitted attorney in South Africa. Prior to joining PARI, Belvedere was a public servant in the South African government for eight years, and also worked in a number of civil society organisations focusing on asylum seekers, refugees and migrants. Her areas of work include refugee and migrant rights, land rights, administrative law, labour law and child protection.

Gift Mphefu

Gift Mphefu is the Founder and Managing Director of Med-Tech Engineers. He is a registered Professional Engineer with ECSA and a Member of SAIEE and INCOSE. He has served on the boards of multinational corporations, as well as SOEs in South Africa. Mphefu is currently the Chairperson of CESA’s Gauteng Branch. He holds a BSc in Electrical & Electronics Engineering from UKZN, a Certificate Course in Wireless Telephony from Continuing Education at the University of Pretoria, a Master’s in Engineering from the Graduate School of Technology Management at the University of Pretoria, and a Postgraduate Diploma in Healthcare Technology Management from the University of Cape Town. Mphefu is finalising his PhD with the Graduate School of Engineering Management at the University of Johannesburg.

Ishmail Cassiem

Ishmail Cassiem is the Director: Construction Industry Performance Programme at the Construction Industry Development Board (cidb). He is responsible for performance improvement, development of best practices, standards and policies in the construction industry, the Contractor Recognition Scheme, the Best Practice Project Assessment Scheme, the Client Recognition Scheme, monitoring of economic activity in the construction industry and the measures by which public sector spending is scheduled, and quarterly and annual reports on the state of the industry. He holds an MSc in Project Management from the University of Pretoria. He has worked for civil engineering contractors, the Council for Scientific and Industrial Research, and a training company. He has over 30 years’ experience in the construction industry. Cassiem participates in various committees at the South African Bureau of Standards (SABS) and is the Chairperson of the SABS Technical Sub-committee for Buildings and Civil Engineering Works (SABS/TC 1098).

Speaker Profiles Johann Lübbe

Johann Lübbe is a disruption specialist in the Innovation Team at the DBSA. Here, he is responsible for the identification, conceptualisation, design and development of innovative financial products, instruments and programmes aimed at addressing some of the infrastructure delivery and financing challenges in the water, energy, transportation, social and ICT sectors. Besides his passion for new product development, project preparation and creating bankable projects, he has a special interest and experience in the water sector, where he is currently working on a number of innovative funding solutions and programmes. Lübbe is a Professional Engineer and has been involved in the planning, preparation and development of various large-scale infrastructure projects. He has a thorough understanding of the project finance, PPP and municipal environments, and has gained valuable experience in the financial and legal aspects related to the structuring, financing, preparation and bankability of infrastructure projects. He holds a BEng (Civil) degree from the University of Pretoria, a BCom (Law) from Unisa and a Master’s in Development Finance (cum laude) from the University of Stellenbosch Business School. His research project for his master’s degree was titled ‘Project finance as a driver of economic growth in Africa’.

Kgosientso Ramokgopa

Dr Kgosientso Ramokgopa is currently Head of the Infrastructure and Investment Office in the Presidency. He holds a BSc Civil Engineering (University of Durban-Westville), Master of Public Administration (University of Pretoria), Master of Business Leadership (UNISA), a Certificate in Executive Development (Stellenbosch) and a PhD in Public Affairs (University of Pretoria). He has served as CEO of the Metropolitan Trading Company, an entity of the City of Johannesburg; CEO of the Johannesburg Market; Deputy Chairperson of the Board of Trade and Investment, Limpopo; and Executive Mayor of the City of Tshwane, among other key positions.

Lebo Leshabane

Lebo Leshabane is the CEO of iX engineers and holds a BSc Eng Civil (Hons) degree from Wits University, alongside numerous other qualifications that include a GDE, also from Wits. Leshabane has been involved in the design, supervision, and management of various engineering projects. Over the past 19 years, she has served in various management and leadership positions in the infrastructure, property, and aviation industries. Key positions held prior to joining iX engineers in October 2016 include Managing Director of Black Jills Engineers; Executive Manager: Properties and Infrastructure at SAA; Director at BT Mongwe & Associates Consulting Engineers; and as an engineer at Transnet Freight Rail. Leshabane has been the Deputy President of the National Society of Black Engineers (NSBE) and a Council Member of the Engineering Council of South Africa (ECSA). She previously served on the Board of Spectrum Valuations Company and Gauteng Partnership Fund (GPF). She is currently the Chairperson of the National Electronic and Media Institute of South Africa (NEMISA).

Lindiwe Madonsela joined the BBBEE space in 2011 with the policy unit in the Department of Trade, Industry and Competition, and later joined the regulator, being the B-BBEE Commission, in 2016.

Lullu Krugel

Lullu Krugel is a Partner and Chief Economist at PwC South Africa. She has 20 years of experience as an economist, largely within the consulting environment. She also spent some time in lecturing economics at the University of Johannesburg and the North-West University’s Potchefstroom Campus. She holds a Master’s in Economics and Risk Management and Postgraduate Certificates in Energy Law and Competition Law. Krugel is a regular commentator in the media on economic matters and economic developments, and also presents at national and international conferences. Krugel and her team’s primary focus is to help clients understand how to make their businesses futureproof and sustainable within the local and future economic climate. They consider external factors that impact on the environment in which their clients operate, as well as how clients impact on the communities, environment, and the economy of the areas where they operate.

Mark Steiner

Mark Steiner has been a Principal Consultant (ex-Senior Policy Director) to the American Council of Engineering Companies since 2008. His focus is on best practices, government policies, procurement advocacy, regulations and international programmes. He has held ownership/senior positions with major international A&E and E&C firms involved in direct project, programme and corporate management of multiple simultaneous efforts requiring varied technical skills. Prior public sector service included leading the design and construction of the US Strategic Petroleum Reserve (Department of Energy), coordinating the budget planning cycle (Secretary of Defense), and managing major acquisition programmes (including nuclear-powered ships) (US Navy). His professional organisation involvement includes: • I nternational Federation of Consulting Engineers – Business Practices and International Financial Institutions Committees • The Global Infrastructure Facility – Advisory Council • The Infrastructure Security Partnership – Vice Chair, Board of Directors • National Defense Industrial Association – Homeland Security Division Executive Board • US Chamber of Commerce – Homeland Security and Procurement Task Forces.

Speaker Profiles Miriam Altman

Dr Miriam Altman is a recognised thought leader, strategist and economist. She has deep experience in economic policy research and, unusually, also at the coal face of major transformation initiatives. She is presently leading the drafting of government’s National Infrastructure Plan 2050 – which was released for public comment in August. She was a National Planning Commissioner in the Presidency (2010-2021), leading work on the economy and on infrastructure. She was previously Head of Strategy and Regulatory Affairs at Telkom, responsible for crafting and orchestrating its turnaround. Dr Altman is the Director of Altman Advisory where she supports governments and companies in their economic and commercial strategies. To date, this has involved African market development in e-commerce, education technology, electrical hardware, tourism and communications. She is a Professor of 4IR Practice at the University of Johannesburg and an Adjunct Professor at UCT. She has economics degrees from McGill University, the University of Cambridge and the University of Manchester. Her publications and blog can be found at www.miriamaltman.com.

Naomi Naidoo

Naomi Naidoo is a registered Professional Engineer with 16 years’ postgraduate experience and key involvement in the planning, design, contract management, and site supervision of civil engineering projects. Her expertise lies in water and sanitation projects; however, she has previously been involved in geometric design, road drainage systems, design of reinforced concrete buildings, and services coordination. In 2016, she founded Pink Africa Consulting Engineers and has since been involved in a number of private and public projects. Her responsibilities as the business owner extend beyond the technical engineering aspects and include human resourcing, finance, tendering, marketing, and compliance. Naidoo actively manages and mentors junior staff and is avidly involved in industry structures, including CESA and SAICE. She is currently on the CESA Board and has previously been part of the SAICE Finance and Admin Committee, in addition to her regional branch involvements.

Olu Soluade

Olu Soluade is Vice President of CESA and Managing Director of AOS Consulting Engineers. He is a Professional Engineer and Professional Construction Project Manager with over 30 years’ experience. Soluade holds a Master’s in Industrial Engineering, and a BSc (Hons) in Mechanical Engineering. In addition to this, he holds an Accredited Tier Designer Expert qualification from the Uptime Institute in the USA, is a Green Star Accredited Professional from the Green Building Council of South Africa, is an LEED AP (BD+C) with the US Green Building Council, is a Certified Data Centre Designer by CNET, USA, and is a Data Centre Energy Practitioner by the USA DOE. In 2011, he was one of the Top Black Male Entrepreneur finalists in the Oliver Empowerment Awards. Prior to starting AOS Consulting Engineers in 2008, Soluade held the position of CEO of another consultancy firm in South Africa. In 2009, AOS Consulting won the Young Company of the Year award at the CESA/Glenrand MIB Engineering Excellence Awards, as well as several international awards. As a member of numerous professional bodies, he serves on the board of Acts Christian Church, is an Assessor for the SACPCMP, and was Chairman of the Mechanical Engineering Professional Advisory Committee (Engineering Council of South Africa) for four years. He is currently serving as the GAC Chair and the President for the ASHRAE South Africa Chapter.

Refilwe Lesufi

Refilwe Lesufi is the founding owner of Prana Consulting, a 100% woman-owned, Level 1 BBBEE civil engineering consulting firm that has been in operation since 2011. She holds an MSc (Civil) degree from Wits University and is a registered Professional Civil Engineer with 20 years of experience in geotechnical investigations for dolomitic and non-dolomitic areas and in pavement engineering. Her experience also includes construction management for a range of private and public sector projects. She is further involved in the development and commercialisation of off-grid water and sanitation solutions. Lesufi is a CESA Board Member as well as Chairperson of the Transformation and Development Committee. She is a Co-opted Member at the South African Institution of Civil Engineering (SAICE) Executive Board, a Fellow Member, and the 2020 Chairperson for the SAICE Johannesburg Branch.

Rene Petersen

Rene Petersen is the National Vice Chairperson of CESA Young Professionals Forum (YPF). She is a civil technologist specialising in traffic and transportation engineering. Petersen holds an MEng (Civil) degree and has over seven years’ experience in construction, project management and design. She is currently employed by SMEC South Africa.

Sinenhlahla Chamane

Sinenhlahla Chamane holds a Bachelor’s in Technology: Civil Engineering; is a registered Professional Technologist with ECSA; a Member of SAICE, IMESA and SAT; and is also registered with the NHRBC as an Engineer and Builder. She has more than 13 years of experience in a variety of engineering fields both in consulting and client-based employment. Chamane has worked for a variety of government departments, municipalities (seconded by DBSA), Hlabisa Municipality as Technical Manager, and civil engineering consulting firms. She is currently CEO at M & C Consulting Engineers. In June 2021, she was nominated for The Top Women leaders 17th Edition (as endorsed by Standard Bank and supported by the Commission for Gender Equality). Chamane is highly dedicated to the civil engineering profession. Her passion and commitment are demonstrated through her involvement in assisting other young technologists and technicians wanting to register with ECSA; as a Member of the Zululand SAICE Branch, where she currently oversees Training and Events; and in her unwavering support to IMESA.

Skhumbuzo Macozoma

Skhumbuzo Macozoma is a civil engineer with extensive experience in the infrastructure, construction, and transport environment. He is currently leading the South African National Roads Agency (SOC) Ltd into its third decade as its Chief Executive Officer. Under his leadership, SANRAL has developed a new long-term strategy called Horizon 2030. Macozoma was previously CEO of the Electronic Toll Company and Managing Director of the Johannesburg Roads Agency. He has also served as the Executive for Strategy at Sizwe IT Group and Chief Officer for Transport, Logistics, Hospitality and Accommodation at the 2010 FIFA World Cup Local Organising Committee. Macozoma has served on the board of SANRAL and was also the Chairman of Airports Company South Africa. He started his career at the CSIR Building and Construction Technology Division as a research engineer, and moved on to manage transport infrastructure at the National Department of Transport, first as Director and later as Chief Director. He holds BSc and MSc degrees in Civil Engineering from the University of the Witwatersrand.


Speaker Profiles Sugen Pillay

Sugen Pillay is currently the President of CESA, and the Managing Director of Zitholele Consulting, a consulting practice that specialises in the fields of water and wastewater treatment, and waste facilities related primarily to ash disposal facilities at power stations. The forerunner of Zitholele Consulting, viz. R&R Consulting, was started with his current partner in 2006. Pillay graduated from the former University of Natal with a BSc (Hons) in Civil Engineering through a bursary scheme offered by a consulting engineering practice. He has since completed a Postgraduate Diploma in Civil Engineering and an MBA (cum laude). He is registered as a Professional Engineer and is a Member of SAICE, with over 20 years of experience in the design and implementation of projects that cover most facets of civil engineering. He has more recently focused on project and programme management related to multidisciplinary megaprojects and infrastructure programmes. Pillay has previously served as Chairperson of the Gauteng South Branch of CESA, as Chairperson of the Gauteng Branch of the SA Road Federation, and as Chair of the Finance and Education & Training Committees of CESA.

Vishal Haripersad

Vishal Haripersad, Pr Eng, is the Regional Manager of Knight Piésold Southern Africa and is based in the Sandton office. He holds postgraduate qualifications in business management and has been extensively involved in infrastructure and transportation engineering projects, leading teams in the analysis and compilation of bids and proposals, project execution plans and engineering design, and close-out reports. He has in-depth experience in the project management of large and complex projects and working with both private and public clients. His project experience extends throughout sub-Saharan Africa, and he has been involved in the successful development and execution of the expansion of the company within South Africa and into Zambia, the Democratic Republic of the Congo, Madagascar, and various other African countries. He currently serves as Project Director in these various countries across multiple work streams. Vishal served the KwaZulu-Natal provincial branch of Knight Piésold as Regional Manager: Transport for a period of four years, before moving into the role of Operations Director, where he served from September 2008 to August 2015. He is also an Executive Board Member of CIVILAB. Vishal has a close connection with CESA, serving in an advisory capacity on the Quality and Risk Committee. Due to a personal passion for community development, he has spearheaded several initiatives in order to promote mathematics and science in underprivileged schools in South Africa, including the sponsorship of muchneeded study aids and laboratory equipment to selected schools in the country.

Zeenat Ghoor

Zeenat Ghoor, Pr Eng, is the founder and CEO of Aspire Consulting Engineers. Aspire operates within the South African footprint as a 100% black-owned female enterprise. The company’s success is attributed to the skills of the staff, efficient utilisation of software, and exposure in the market for over 12 years. Key areas of expertise are commercial buildings, residential high-rise buildings, and industrial facilities. Aspire facilitates various larger organisations to deliver projects timeously and accurately. Since graduating from the University of Cape Town with a BSc (Hons) in Civil Engineering in 2005, Ghoor has gained experience in the design of both civil and structural engineering projects. She has been responsible for the design of a wide variety of reinforced-concrete and steel structures, ranging from residential dwellings to bridges. She assists others in the practice with civil design work that has included bulk earthworks, stormwater and sewer reticulation. Ghoor has also been called upon to fulfil the role of project manager in several building and civil engineering projects. Based on this, she is currently registering as a Project Manager with SACPCMP.
