President’s Comment

2020: A time for reflection, renewal and regeneration South Africa once again finds itself in the throes of a new era of change and with it a sense that we’re entering uncharted waters. It’s our role as CESA to help navigate this process within the infrastructure space.

resident Cyril Ramaphosa has reiterated that building a capable state is one of his core mandates in 2020. That’s an absolute imperative given the condition of public entities in general, as highlighted by recent Auditor-General reports on declining municipal and SOE performance. Within the construction sector, both the consulting engineering and contractor segments have felt the knock-on effects, as project awards become scarcer and payment periods extend beyond 90 days. As CESA, we are committed to working with all industry stakeholders, particularly government leaders, to provide practical solutions to securing and executing public works. Bridging the skills gap Among the most immediate benefits that CESA members can provide are the skills and experience to assist public entities that lack in-house engineering and project management capabilities. Unless addressed, more stringent audit processes could have an unexpected outcome, discouraging senior officials from making key decisions if they stand to be held personally liable for poor outcomes. Compounding the issue is the constant change in regulations. For example, the long-awaited Procurement Bill has just been issued for public comment, and the process of finalising and adopting a new procurement regime may add uncertainty and delays in project implementation. We believe the owner’s engineer concept needs to be embraced as a short-term intervention, as well as secondments from the private sector, to boost public capacity.

CESA members are also willing to volunteer some of their services, within a structured framework, to unlock project opportunities. Furthermore, the Planning, Monitoring and Evaluation Directorate in The Presidency needs to be further capacitated so that it can facilitate intergovernmental dialogue when stumbling blocks regarding the interpretation of regulations are encountered. There is often no appreciation for the construction contracts that govern the client-contractor relationship, and the interpretation of regulations tends to be in conflict with these contracts. IPPs and Infrastructure Fund CESA is also calling for the Independent Power Producers (IPP) programme to be restarted, especially the fifth round of bidding on the renewables programme. In addition to its value as a short-term energy crisis intervention, new IPP roll-outs will create much needed project opportunities. The mobilisation of government’s Infrastructure Fund is also eagerly awaited, as is the anticipated role of The Presidency’s Infrastructure and Investment Office in unlocking and regulating funding opportunities. Ongoing imperatives CESA will continue to support government’s transformation objectives, including meaningful and lasting Broad-Based Black Economic Empowerment but we need a common vision, a clearly defined regulatory framework, and bankable projects as well. Approximately 60% of CESA member firms are now majority black-owned, approximately 14% have blackwoman ownership greater than 30%, and as a broad-based measure, in excess of 60% either have a Level 1 or 2 rating. CESA will also continue lobbying for the concept of ‘value for money’, particularly in the procurement of professional services, through a ‘quality cost-based selection’ approach. Government’s framework is in place. How it’s implemented will depend on meaningful public and private sector engagement. This Indaba forms part of that process. It’s a meeting of the minds that will help shape our destiny as an industry.

Welcome to the CESA 2020 Indaba

s we convene the two-day CESA Infrastructure Indaba here in Stellenbosch, to reflect on engineering and infrastructure challenges facing the industry, we cannot escape the fact that this important gathering comes at a time when the South African political discourse continues to have a negative bearing on the economy. State-owned entities are struggling and our economic outlook is beyond pedestrian. Yet we remain optimistic that under the leadership of President Cyril Ramaphosa, we will gradually see the light of the ‘New Dawn’ that he has promised. Under the theme ‘Engineering the Future Now!’, the Indaba is a platform to ensure broader participation of all the role players involved in infrastructure development in our country. Our key objective is to ensure that a frank conversation takes place between the public sector and all other role players on how best to develop our country’s infrastructure. We also wish to reiterate that the CESA Infrastructure Indaba is the tripartite dialogue that reaffirms the partnership between the consulting engineers, contractors and clients working together to ensure that lasting infrastructure is developed for the future. It is paramount to focus on issues that will influence the implementation of the infrastructure component of the National Development Plan, which we need to get back on track if we are to realise some of the economic growth it intended to yield by 2030. No doubt we will need a review and refresh following the lost decade and the lost fortunes meant for this purpose. Simultaneously, we should continue to support the embedment of best practice procurement and governance in the catch-up process of infrastructure development. Equally important is ensuring that we

drive the value-for-money proposition while supporting the transformation goals established in the Construction Sector Scorecard, which has been in existence for two years now. Embracing the challenges As consulting engineers, we must build on our strengths and use the social dialogue experience to forge a stronger partnership based on trust between our industry, the broader business community and government. We must also work together towards removing the obstacles that hamper infrastructure development where these are within our direct control. Accelerating the roll-out of infrastructure is key to: • creating sustainable jobs • promoting inclusive growth • increasing investment •p ushing back the frontiers of poverty. It is against this background that I invite all of you to look beyond the current malaise and cast your eyes on the future. If we do so together, we can achieve what many consider to be the unachievable.

Patricia de Lille

Patricia de Lille is the current Minister of Public Works and Infrastructure, as well as the leader of the political party Good and a Member of Parliament. De Lille has been an activist for justice and social good for more than 40 years. During her first 15 years in Parliament, De Lille served on various portfolio committees including Health, Minerals and Energy, Trade and Industry, Communications, the Rules Committee and the Code of Ethics. In 2003, De Lille became the first women in South Africa to start her own political party, the Independent Democrats and went on to win seats in all three spheres of government. She served as the Western Cape Provincial Minister of Social Development from 2010 to 2011, after which she was elected as Cape Town’s mayor. During her term as mayor, De Lille served on various international city bodies including as a member of the C40, a board member of the Global Covenant of Mayors for Climate and Energy and as the Chairperson of the Global Parliament of Mayors.

Ishmail Cassiem

Ishmail Cassiem is a manager in the Construction Industry Performance Programme at the Construction Industry Development Board (cidb) responsible for performance improvement, the development of best practices, standards and health and safety, quality and environmental policies in the construction industry. He holds an MSc in Project Management and has been working for civil engineering contractors, the Council for Scientific and Industrial Research (CSIR) and a training company. With 30 years’ experience in the construction industry, he participates in various committees at the South African Council for Project and Construction Management Professions (SACPCMP) and the South African Bureau of Standards (SABS).

Coenrad Fourie

Professor Coenrad Fourie is a lecturer at Stellenbosch University’s Department of Electrical and Electronic Engineering. Much of Fourie’s research focuses on integrated circuit inductance extraction, superconductive electronics/ applied superconductivity, and space weather. In addition to his academic work, Fourie established a company, SUN Magnetics, following his development a user-friendly commercial-grade software tool called InductEx, which can analyse circuit layout for magnetic properties. Today, SUN Magnetics has international customers from academia and industry, with IBM being the most high-profile. Notably, Fourie and his team earned themselves an NSTF-South32 Award.

Chris Holdsworth

Chris Holdsworth joined Investec in 2007 and is the Chief Investment Strategist for Wealth & Investment South Africa. His research covers asset allocation and sector selection, both locally and internationally. Chris comes from the research team in Investec’s equity business, where he has been an investment analyst for 12 years, covered investment strategy for six years and has headed up the research team for two years. He is also a member of the Global Investment Strategy Group (GISG).

Refilwe Lesufi

Refilwe Lesufi is a registered Professional Engineer who has a Master’s in Civil Engineering from Wits University. She has 18 years of experience in the built environment, specialising in geotechnical engineering and roads. Lesufi founded Prana Consulting, a 100% female- and black-owned civil engineering and project management consulting firm offering turnkey solutions to clients in the public and private sectors. With an 80% black youth staff complement comprising young professionals in the engineering discipline, Prana Consulting is an example of an emerging firm that drives transformation and capacity building to improve the lives of young professionals. Lesufi is passionate about youth development, capacity building and community upliftment.

Johann Lübbe

Johann Lübbe is a product development specialist in the DBSA’s Product Innovation Unit. He is responsible for the identification, conceptualisation and development of innovative financial products and instruments that will solve specific infrastructure delivery and financing challenges in the water, energy, transportation and ICT sectors. Besides his passion for new product development, project preparation and creating bankable projects, he has a special interest and experience in the water sector. Lübbe is currently working on a number of new and innovative products, instruments and initiatives aimed at addressing various aspects and challenges within the water, transport, energy and social sectors. Lübbe is a Professional Engineer and has been involved in various project bankability studies and the master planning of large-scale infrastructure projects. He has a thorough understanding of the project finance, PPP and municipal environment and has gained valuable experience in the financial and legal aspects related to the structuring, financing, preparation and bankability of infrastructure projects. Lübbe holds a BEng (Civil) degree from the University of Pretoria, a BCom (Law) degree from Unisa and a Master’s in Development Finance (cum laude) from the University of Stellenbosch Business School. His research project for his master’s was titled: ‘Project finance as a driver of economic growth in Africa’.

Skhumbuzo Macozoma

Skhumbuzo Macozoma (42) is a civil engineer with extensive experience in the infrastructure, construction and transport environment. He is currently leading the South African National Roads Agency Limited into its third decade as CEO. Under his leadership, SANRAL has developed a new longterm strategy called Horizon 2030. Macozoma was previously CEO of the Electronic Toll Company and managing director of the Johannesburg Roads Agency. He has also served as the executive: Strategy at Sizwe IT Group and chief officer for Transport, Logistics, Hospitality and Accommodation for the 2010 FIFA World Cup Local Organising Committee. Macozoma has served on the board of SANRAL and was also chairman of Airports Company South Africa. He started his career at the CSIR Building and Construction Technology Division as a research engineer and moved on to manage transport infrastructure at the National Department of Transport, first as director and later as chief director. He holds a BSc and MSc Civil Engineering from the University of the Witwatersrand.

Bonginkosi Madikizela

Bonginkosi Madikizela worked as Communications Officer and Spokesperson in Cape Town Executive Mayor Helen Zilleâ&#x20AC;&#x2122;s office, between 2006 and 2009, before becoming a Member of the Provincial Legislature. He also worked as a computer trainer. Before his political career, he served as an Executive Member of the Khayelitsha Development Forum for five years, where he liaised with local and provincial governments on housing projects, economic development and informal settlement services. He obtained a Bachelor of Commerce degree in Human Resources Management as well as a Certificate in Information Technology. Bonginkosi Madikizela served as the longest Provincial Human Settlements Minister in the country, having served from 2009 to 2019 after being reappointed by former Western Cape Premier Helen Zille for a second term in 2014. He is currently the Western Cape Provincial Leader for the Democratic Alliance as well as the new Minister of Transport and Public Works appointed by Western Cape Premier Alan Winde.

Speaker Profiles Thembekile Kimi Makwetu

Thembekile Kimi Makwetu was born in Cape Town and completed a social sciences degree at the University of Cape Town in 1989. He received a BCompt Honours degree from the University of Natal and is a Chartered Accountant. He started his career with Standard Bank and later worked at Nampak. He completed his articles at Deloitte, where he progressed to senior management, before joining Liberty and Metropolitan Life in Cape Town. He moved to Gauteng in 2003 where he worked at Liberty Life. Makwetu returned to Deloitte as a director in the firm’s forensic unit before his appointment as Deputy Auditor-General at the Auditor-General of South Africa. On 1 December 2013, former president Jacob Zuma officially appointed Makwetu as the new Auditor-General of South Africa for a period of seven years.

Phiwengesihle Mashabane

Phiwengesihle Mashabane is a supply chain management practitioner with an MBA and over 15 years’ management experience. She is also an ISO 9001:2015 auditor and a third-year LLB student. Mashabane has proven working experience and strong knowledge of supply chain management in all spheres of the government, including schedule 3 and 2 public entities. She has served in various positions in this regard, including Deputy Head SCM: eThekwini Municipality; Head Procurement: South African Express; and Senior Manager SCM: South African Weather Service. Her sound knowledge of providing consulting services to the public sector was accumulated while she served as a public sector manager at both KPMG Services and Deloitte & Touche. Mashabane joined National Treasury as a Director: SCM Advisory and Operations Support and thereafter became Director: SCM Capacity Building. She is currently responsible for infrastructure procurement within the strategic procurement chief directorate.

Ralph Mathekga

Ralph Mathekga (PhD) started his studies in political science, law and economic history at the University of the Witwatersrand, where he completed his BA degree. He subsequently completed his BA (Hons) in Political Science as well as an MA in Political Science, at the same university. Mathekga has completed a PhD in political studies at the University of Johannesburg (2019). His thesis focuses on the court challenges on affirmative action in South Africa and the implications on equality and justice. Mathekga worked as a political researcher with Institute for Democracy in South Africa where he focused on political, social and economic research. He also worked as a lecturer at the University of the Western Cape, teaching courses in political studies. He has worked at National Treasury in the Budget Office as a senior policy analyst. Mathekga regularly contributes content to local and international publications including The New York Times, Washington Post, and Financial Times, among others. He has written over 400 opinion articles over the years in various newspapers and magazines, both locally and internationally. He is the author of the book When Zuma Goes (Tafelberg, 2016) and Ramaphosa’s Turn (Tafelberg, 2018), and is currently a News24 columnist.

Sahil Patel

Sahil Patel is an Executive Director at PRDW Consulting Port and Coastal Engineers and is responsible globally for projects, programme management, reporting and project management systems. He is a professionally Registered Engineer with a BSc Eng and MSc Eng in Civil Engineering from the University of Natal and more than 19 years’ port and coastal engineering design experience. Patel has been actively involved within the CESA WC branch since 2009, as the YPF Western Cape branch chair and more recently the Chairperson of CESA’s Western Cape Branch Exco since 2018.

Speaker Profiles Gift Mphefu

Gift Mphefu an electrical engineer by profession is the founder and managing director of Med-Tech Engineers. He has been involved in telecommunications, power systems engineering, electronics, and healthcare technology management for over a decade. Mphefu previously worked for Vodacom and Ericsson Sub-Saharan Africa, where he was responsible for professional engineering services. He also provided advisory and consultancy services to South Africa-based healthcare technology consulting firms. He holds a BSc Elec Eng, MEng (Engineering Management) and a Postgraduate Diploma in Health Technology Management. Mphefu is on the Ministerial Advisory Committee on E-Health, is registered as a Professional Engineer with ECSA, and is a member of CEASA, SAIEE and INCOSE. He also currently serves as the CESA Gauteng branch chair.

Barend Daniёl Peters

Barend Daniёl (Ben) Peters studied industrial engineering, and has over 15 years’ project, programme and portfolio management work experience within the mining, oil and gas, telecoms, food, healthcare and the government sectors. Peters is a registered Professional Engineer, a registered Professional Construction Project Manager and a Project management Professional. He has been exposed to multiple project, programme and portfolio management frameworks and life cycles and current director of Corporate Project, Programme and Portfolio Management at the City of Cape Town. Peters is an active member at the South African Institute of Industrial Engineering, Association for Project Management South Africa, International Project management Association and the Project Management Institution. He obtained his MBA at the University of Edinburgh and is currently furthering his studies in the project and business management fields.

Speaker Profiles Sean Phillips

Dr Sean Phillips specialises in service delivery improvement, public service governance and administration, infrastructure procurement and delivery management, project and program management, operations management and M&E He has spent 20 years working in senior management positions in the South African government, having served as HOD of the Limpopo Department of Public Works and Roads, managing director of the Johannesburg Road Agency and chief operations officer of the National Department of Public Works. He also spent five years as the director general of the Department of Performance Monitoring and Evaluation in The Presidency. He is currently working on the Infrastructure Fund, based at the Development Bank of Southern Africa. Phillips has honours, master’s and PhD degrees in engineering and a Master of Management in Public and Development Management.

Sugen Pillay

Sugen Pillay currently serves as the managing director of Zitholele Consulting, a consulting practice that specialises in the fields of water and wastewater treatment, and waste facilities related primarily to ash disposal facilities at power stations. The forerunner of Zitholele Consulting, viz. R&R Consulting, was started with his current partner in 2006. Pillay graduated from the former University of Natal with a BSc (Hons) in Civil Engineering, through a bursary scheme offered by a consulting engineering practice. He has since completed a Postgraduate Diploma in Civil Engineering and an MBA (cum laude). He is registered as a Professional Engineer and a member of SAICE, with over 20 years of experience in the design and implementation of projects that cover most facets of civil engineering. He has more recently focused on project and programme management related to multidisciplinary megaprojects and infrastructure programmes. Pillay has previously served as chairperson of the Gauteng South branch of CESA, as chairperson of the Gauteng branch of the SA Road Federation, and as chair of the Finance and Education & Training Committees of CESA.

Lynne Pretorius

Lynne Pretorius’ professional experience includes a working knowledge of the public sector environment, as well as private sector involvement as a transportation engineering consultant. Her career spans approximately 23 years in the transportation planning/engineering arena. Pretorius obtained her BSc Civil Engineering degree in 1993 from the University of Cape Town, followed by a Master’s in Transport Engineering in 2004. She has gained extensive experience over the last 20 years in the field of non-motorised transport planning and implementation, public transport planning including operations and infrastructure design and integrated transportation planning. Her field of interest lies in the integration between land use and transport. Pretorius is professionally registered with ECSA and is currently director of transportation planning and engineering consulting firm Innovative Transport Solutions. She is also a member of SAICE’s Transportation Division Committee and served as the president of CESA from 2015 to 2017.

Kgosientsho Ramokgopa

Dr Kgosientsho Ramokgopa is currently Head of the Investment and Infrastructure office in the office of the President of South Africa. Prior to this, he was Gauteng MEC for Economic Development, Agriculture and Environment. Ramokgopa’s previous positions include being Executive Mayor of the City of Tshwane, CEO for both the Metropolitan Trading Company and the Johannesburg Market, and Deputy Chairperson of the board of Trade and Investment in Limpopo. Dr Ramokgopa holds a PHD from the University of Pretoria, A Masters of Public Administration from the University of Pretoria and a Masters of Business Leadership from the University of South Africa. He completed his BSC Civil Engineering at the University of Durban Westville in 1998.

Speaker Profiles Walter Scharf

Walter Scharf is a Professional Engineer with a strong passion and interest in business and enhancing team and individual performance. Having practiced as an engineer, he has held various positions in the fields of structural, civil, and project engineer, especially within the business services sector since 2007. He has extensive experience and exposure to projects and business and is currently the owner and managing director of Gestion Engineering and Project Consultants. Scharf holds a BEng, BEng (Hons) and MEng (Project Management). His MEng dissertation was on the application of the Markowitz efficient frontier on terminating projects. He holds membership with ECSA, SAICE, IODSA, PMI, and COMENSA. He is also a business advisor and coach, having completed the coaching programme through SABusinessCoaches.

Corrie van der Wath

Corrie van der Wath is an experienced engineer, successful businessman, dedicated mentor and visionary leader. He holds directorships on various boards, most notably as CEO of Matleng Energy Solutions. Van der Wath has several formal qualifications in engineering, commerce, business management, industrial psychology and psychology. He is passionate about solving challenges that have a substantial positive impact on the world and thrives in a competitive environment by visualising a â&#x20AC;&#x2DC;profit and value for allâ&#x20AC;&#x2122; approach, bringing about significant expansion and growth through his innovative solutions. His unwavering dedication to developing human capital and encouraging the empowerment of women in the industry is evident in the various programmes and initiatives that he leads and supports. For his effort, Van der Wath has been nominated for and has won a number of prestigious awards over the past two years, which include awards for entrepreneurship, business excellence and mentorship.
