PNoy: SC decision on DAP may paralyze PH growth
In his speech at a good governance forum hosted by the Palace, Aquino again defended the legality and the intent of the DAP, which he said was to boost the Philippine economy. The President said the World Bank itself stated outright that
the DAP contributed to economic growth in a report released in March 2012. But the "deeply unsettling" high court ruling declaring key parts of the DAP as unconstitutional will have a "chilling effect" on the economy and on
millions of Filipinos, Aquino said. In the short-term, Aquino said SC decision would slow down government spending. In the long-term, the DAP ruling removes the country's flexibility to effectively respond to changing market conditions, and grab or even create economic opportunities. "It condemns us to a spiral of inefficiency, uncertainty, and lack of confidence," Aquino

China tells US: Stay out of sea dispute BEIJING (July 15) - China told the United States on Tuesday to stay out of disputes over the South China Sea and leave countries in the region to resolve problems themselves, after Washington said it wanted a freeze on stoking tension. Michael Fuchs, U.S. deputy assistant secretary of state for Strategy and Multilateral Affairs, said no country was solely responsible for escalating tension in the region. But he reiterated the U.S. view that "provocative and unilateral" behaviour by China had raised questions about its willingness to abide by international law. China claims 90 percent of the South China Sea, which is believed to contain oil and gas deposits and has rich fishery resources. Brunei, Malaysia, the Philippines, Vietnam and Taiwan also lay claim to parts of the sea, where about $5 trillion of ship-borne trade passes every year. China's Foreign Ministry repeated that it had irrefutable sovereignty over the Spratly Islands, where most of the competing claims overlap, and that China continued to demand the immediate withdrawal of personnel and equipment of countries which were "illegally occupying" China's islands. "What is regretful is that certain countries have in recent years have strengthened their illegal presence through con-
struction and increased arms build up," the ministry said in a statement. China would resolutely protect its sovereignty and maritime rights and had always upheld resolving the issue based on direct talks with the countries involved "on the basis of respecting historical facts and international law", it added. China "hopes that countries outside the region strictly maintain their neutrality, clearly distinguish right from wrong and earnestly respect the joint efforts of countries in the region to maintain regional peace and stability", it added, in reference to the United States. Recent months have seen flare-ups in disputes over rival offshore claims. Anti-Chinese riots erupted in Vietnam in May after China's state oil company CNOOC deployed an oil rig in waters also claimed by Hanoi. Relations between China and the Philippines have also been tested in recent months by their dispute over a different area. A Foreign Ministry spokesman in Manila said the Philippines strongly supported the U.S. call for all sides to stop aggravating the tension. The United States wants the 10-nation Association of South East Asian Nations (ASEAN) and China to have "a real and substantive discussion" to flesh out a call for self-restraint contained
in a Declaration of Conduct they agreed to in 2002, with a view to signing a formal maritime Code of Conduct, Fuchs said. A U.S. official said the issue was raised again last week with
China at an annual Strategic and Economic Dialogue, a bilateral forum that seeks to manage an increasingly complex and at times testy relationship. China's Foreign Ministry

MANILA (July 15) - Former President and now Manila Mayor Joseph Estrada on Tuesday said that he is too busy with the problems of the city to meddle with the impeachment moves against President Benigno Aquino III over the controversial Disbursement Acceleration Program (DAP). Estrada, accompanying his son Sen. Jinggoy Estrada in his bail hearing at the Sandiganbayan, said he would rather concentrate in solving the concerns of his constituents than on the national issue such as impeachment of a President. "Ayaw kong makiaalam sa national problem at mag-concentrate sa problema ng local. Marami pang dapat asikasuhin sa Maynila," Estrada said. Estrada came to the Sandiganbayan with his wife Loi, son Jude, and some friends to show support to Jinggoy, who is facing plunder and graft charges in connection with the pork barrel scam. After the bail hearing at the 5th Division, chaired by Associate Justice Roland Jurado, the younger Estrada advised the President to exercise sobriety in light of the DAP controversy. "Sana konting hinahon lang," the senator said, referring to Monday's 23-minute televised speech of the President. "Huwag na tayong magmatigas. PNoy: FOI law will be passed within my term MANILA (July 15) — President Benigno Aquino III assured on Tuesday that a Freedom of Information (FOI) law will be enacted before he leaves his office in 2016. Responding to a question of Makati Business Club chairman Ramon Del Rosario Jr. during a good governance forum in the Palace, Aquino said there is a need for such a transparency measure. "The assurance, I think, should be given at this point in time that it will be passed before the end of my term," Aquino said. The President, however, reiterated that he cannot certify the measure as urgent since the Constitution requires public calamity or an emergency for such action. Aquino also said that this administration has suggested to Congress certain amendments
to the proposed FOI measure to make it a "really doable activity" for the government. His assurance on the FOI's enactment comes amid criticisms against his government for failing to disclose fully and immediately the projects and programs funded under the Disbursement Acceleration Program. Last March, the Senate approved on third and final reading the FOI bill sponsored by Senator Grace Poe. Under the measure, citizens will have the right to request and be granted access to records or information that is under the control of government, subject to reasonable exceptions. Once enacted into law, the FOI bill will require government officials to act or comply with the request for information within 15 working days.

The rest of Visayas and Mindanao will experience cloudy skies with light to moderate rains and thunderstorms while rest of Luzon will be partly cloudy to cloudy with isolated rainshowers or thunderstorms. PAGASA is advising fishing boats and other small sea crafts not to venture out into the eastern seaboards of Luzon and of Visayas. The agency said moderate to strong winds blowing from the northeast to northwest will prevail over Visayas and the rest of Luzon and coming from the west to southwest over Mindanao with moderate to rough seas. Alexander Pama, executive director of the National Disaster Risk Reduction and Management Council, said the council's field offices in at least seven regions, including Metropolitan Manila, had been put on alert for landslides and flash floods. "Our initial assessment is that there is not much on the wind. What we are wary about are landslides, flooding," Pama said. WB’s Kim: If reforms continue, future is bright for PH MANILA (July 15) – World Bank president Jim Yong Kim said the Philippines has the potential to be "the next Asian miracle" amid economic growth achieved under the Aquino administration. At the Daylight Dialogue event in Malacanang Palace, Kim said if the Philippine government continues implementing reforms to address corruption, “the future is very bright for the Philippines.” “If it continues down that path, if it continues making the reforms it has already committed to, and maintain the strong macroeconomic fundamentals, I see very strong growth,” he said on Tuesday. Kim, who is in the Philip-
pines for a two-day visit, lauded the country’s economic gains, giving credit to both the government and the young working demographic. “If you look at the situation right now, the macroeconomic fundamentals are very good, very strong management over the past four years. We see a young, very vibrant workforce, and the young people are now known for a strong work ethic, the ability to speak English, a very internationalize-able workforce,” he said. Kim noted, however, that there are still some improvements needed in the business sector in public-private partnerships, creating more jobs and empowering small and medium

The “Moon of Desire” actress, who reveals that she comes from a liberal family, has mixed feelings about marriage. She wants to have kids first and decide later if she wants to get married or not.

RUEL AFURONG graduated from the University of Winnipeg in 2011 with a degree in Bachelor of Science in Athletic Therapy. He is currently a cer tified Personal Trainer and Athletic Therapist. The Wellness Institute serves as his place of work where he also trains with male and female athletes, including those who have suf fered a stroke and other hear t ailments. As a cer tified athletic therapist, he helps his clients in their physical rehab for faster recovery. In March 2013, Ruel participated in his first Men’s Physique competition in the Manitoba Amateur Bodybuilding Association (MABBA) where he placed second under the watchful eyes of Freak Fitness coach Darren Mehling. Two months later, he joined the Provincial Championship and won first place that earned him a spot in the MABBA team for the National Championships. It was in these competitions that made Ruel more confident about himself and enabled him to work harder to achieve his goals. Ruel's ambition is to establish his own fitness facility and of fer personal training, bootcamps, classes, athletic therapy and physiotherapy and a range of other services. When he is not busy at the wellness center, Ruel enjoys playing and watching basketball, volleyball, pickleball and other fun spor ts.

is a graduate of St. Mary’s Academy and is currently working par t-time at the YMCA-Y WCA as lifeguard and swim instructor. Along with school and work, Kennedy volunteers for Making Waves Winnipeg, an organization that of fers swimming lessons to children with special needs. She is also a member of Magdaragat Philippines Inc., which hosts the Pearl of the Orient Philippine Pavilion every year at Folklorama. Being a member (for 10 years!) of the local per forming ar ts group allows Kennedy to share and learn about her culture. It’s through Magdaragat that she was able to experience amazing things like travelling to Costa Rica to per form, being a youth ambassador in 2011, and best of all, making lifelong friendships along the way. Kennedy only has love and praises for the organization. In the fall, she will be at tending the University of Manitoba in the Faculty of Science through a $1,000 scholarship grant from the university. The future looks bright for the positive-thinking 17-year old: “The simplest things in life are what make me the happiest!”

There are many types of objects that you can use to help loosen tight muscles such as knobbers or even pointed table corners or door frames. Well, tennis balls are objects that can be used for self-massage for that instant pain relief. We will go through common muscle problem areas that help relieve pain using a tennis ball. For all of the treatment you can use the wall or the floor to help apply pressure to tight muscle. Circulate the tennis ball on the painful area applying pressure as tolerated. Use the tennis ball for as long as you are satisfied. However, keep in mind that if you do too much it may cause some bruising in the area. If this happens, apply ice over the sore muscle. Depending on the severity of your pain and muscle tightness, apply treatment once a day daily or every other day. Be sure to save room for recovery before repeating the treatment. Listen to your body for when you will need to repeat your treatment. Trust me, you will know.

FTER years of talks and construction, Canada will soon have a world-class national museum of human rights and it will be located here in Winnipeg. The museum which cost several hundreds of millions of dollars is scheduled to open in September and the expectations are high as it is going to draw people from around the world to Winnipeg. The location of our shiny new museum is along the Red River and it is about a fiveminute beautiful walk from the "Forks" which happens to be Manitoba's most popular tourist attraction. The structure of the Canadian Human Rights Museum is most impressive and it really complements Winnipeg’s skyline but most importantly, it brings to life in a very real way the issue of human rights. For me, the museum should highlight and educate people about how human rights are often overlooked and forgotten through the passage of time. I would like to give a few examples related to genocide. From 15 to 20 individuals are wanted by the National Bureau of Investigation, which is handling the probe. With suspects identified and their photos obtained, authorities should intensify efforts to prevent anyone from evading the law. Immigration officials have reportedly confirmed that four of the fraternity members identified to the NBI have left the country. Even before a case is filed in court, the state has the power to keep track of the whereabouts of persons under investigation for a felony.

The Department of Justice, which has jurisdiction over the NBI, can seek the cancellation of the passports of the four who have left. Probers should also look into the culpability of anyone who hides the wanted fraternity members or assists them in evading justice. This should include officials of the Tau Gamma Phi who claimed not to know about the hazing in which their highest ranking member allegedly participated. Fraternities get away with hazing, even when it kills. It’s the biggest reason why the orgy of violence persists. The Anti-Hazing Law holds culpable not only the direct participants but also school officials, fraternity alumni, and even parents who allow violent initiation rites to take place in their homes. Yet justice evades hazing victims and their loved ones as the typical prosecution crawls along for 10 to 20 years. Justice for hazing victims is most elusive when law fraternities are involved and fraternity alumni influence the trial. Those who lose loved ones to hazing become victims twice over when they see the ones responsible get away with a heinous crime. The case of Guillo Servando should serve as a watershed in ensuring that monsters will not get away with brutal murder in the name of brotherhood. Philstar

He was one of the wealthiest men of all time. He also had a lot of wisdom. Read the book of Ecclesiastes written also by Solomon and you will see that he came to the conclusion that there are some things which are much more valuable than silver, gold, and things. He shares with us in Ecclesiastes 12:13 what they are... Let us hear the conclusion of the whole matter: Fear God, and keep his commandments: for this is the whole duty of man. HAT truly happens to a community in our contemporary governance when local leaders settle down to decide what sort of politics they should entertain under the prevailing economic circumstance? There was the report the other day that close to 500 members of the League of Municipal Mayors of the Philippines (LMP) would hold a twoday conference in Cebu City to “polish local programs to attain inclusive growth, a goal of the national government.” According to the LMP national president, they intend “to promote programs that would help attain all-inclusive growth, reduce poverty incidence and promote good governance.” However, the issue of achieving and sustaining productive politics in the nation remains to be a goal in the Philippines.

How about your priorities? And how about your practices? Would you be pleased, and proud to see your children practicing what you practice?

Everyday... bit by bit, piece by piece our children are inheriting things from us that we mold the way they believe, behave, and think. The things that we are passing along to them, passing down to them is molding them! What are our children, grandchildren inheriting from us? I. Children will inherit your principles. First graders were asked to draw a picture of God in their Sunday School class. Their finished products contained some interesting theology. One kid had God depicted in the form of a brightly colored rainbow. Another presented Him as an old man coming out of the clouds. An intense little boy drew God with a remarkable resemblance to Superman. The best snapshot came from a little girl. She said, "I didn’t know what God looked like, so I just drew a picture of my daddy." When our children look at us, do they see any of God in us? Deut 6:6-9 - And these words, which I command thee this day, shall be in thine heart: And thou shalt teach them diligently unto thy children, and shalt talk of them when thou sittest in thine house, and when thou walkest by the way, and when thou liest down, and
when thou risest up. And thou shalt bind them for a sign upon thine hand, and they shall be as frontlets between thine eyes. And thou shalt write them upon the posts of thy house, and on thy gates! a. We need to teach our children about religion. When I speak of religion here, I’m speaking of the one true undefiled religion which is belief in the God of the Bible. Before we can properly and adequately teach our children about the Lord, and his word.... the words must first be in our own hearts! Don’t expect your children to believe something that you don’t! Don’t expect your children to be obedient if you’re not! We are outraged that prayer and bible reading is not allowed in the schools... But, are we teaching our children, and praying with our children within the walls of our own homes? One man, Max Jukes, did not believe in religion and married a girl of the same opinion. From this union came 1,026 descendants. Studies showed that 300 died prematurely; 100 were sent to the penitentiary; 190 sold themselves to vice; 100 were drunkards, and the family cost the state of New York $1,100,00.00! Another man, Jonathan Edwards, believed in God and in his Christian training and married a girl of like character. From that union 729 descendants were studied and they dis-

Heard it said... not quantity but quality III. Children will inherit your Practices. The bus was packed on a hot summer afternoon in Phoenix, Arizona. The traffic was heavy, and the passengers were impatient. Soon a man became irate that he was going to be late for a meeting, and started cursing. As he passed the driver to exit the bus at his stop, the bus driver said to him, "Sir, you’ve left something behind." The man turned to look back. The driver continued, "You left behind a bad impression!" What kind of impressions are we leaving on, and with our children by our actions/ attitudes? They are inheriting our practices everyday! It is foolish to think that we can live one way, and expect our children to live another! If we attend church, more than likely our children will. If we pray, more than likely that our children will.

Political economics But the real challenge to national development is really how to overcome the gap that was left as gaping holes in the overall economic portrait of the Philippines close on the heels of the total effort to meet the demands of recovery. He assumed a rather determined stance when he said that the mayors’ meeting “would further cement support for President Benigno Aquino III who initiated reforms that are beginning to transform the local economic landscape.” The problem, though, is that the overall political atmosphere in the Philippines is in a waitand-see attitude regarding the presidential attitude. This as the Luzon LMP president revealed that they are choosing Cebu as the venue for their cluster meeting because of its rich cultural and historical heritage that should be discovered by Luzon leaders.

The Aboitiz Foundation itself reported that over 29,000 elementary and high school students affected by Super typhoon Yolanda in northern Cebu will soon be able to get back to the comfort of improved classrooms as its ongoing schools rehabilitation plan is on track with its target completion. As of the end of June, overall project completion is at 66
percent for the 130 classrooms under repair and 21 percent for the 70 newly constructed classrooms in Bogo City and in San Remigio town. It is said that the rise of these schools symbolizes Visayas’ renewed hope for a better life for its children, and the future generation. According to the Aboitiz Foundation managing trustee, the foundation and its contractor, Metaphil, have divided the schools for construction and repairs, into 12 clusters, the easier to monitor and supervise. The Foundation hopes to turn over the project by October this year, the target month for completion, so that by November, a year after the calamity, the classrooms will be in use again. A total of P164 million from the donations culled from the “#Bangon Yolanda” campaign is being allocated.

Official Statement on the Death of Guillo Cesar Servando THE Triskelions’ Grand Fraternity and Sorority Manitoba Regional Council, Inc., united with nine other regional councils under the TGFS Canada National Council, Inc. strongly condemn the recent death of Guillo Cesar Servando due to fraternity hazing. Our fraternity, also known as the TAU GAMMA PHI was established in 1968 at the University of the Philippines, the premiere institution of higher learning in the country. Since its establishment, the organization and its counterpart sorority, Tau Gamma Sigma, have distinguished themselves in campus politics and social development work. Founded on the principles of mutual-respect and dignity of all persons, which are enshrined in our Tenets and Codes of Conduct, we believe that hazing is antithetical to these principles. The enactment of Republic Act 8049 or the Anti-Hazing Law in 1995 prompted our national leadership in the Philippines and Alumni to adopt a “NO HAZING POLICY”. With almost 1 million members all over the world, comprising of school based, community and alumni chapters, we regret that some of our chapters have not abided by the fraternity’s “NO HAZING POLICY” thus resulting to this recent incident. We are deeply saddened by news reports that members of TAU GAMMA PHI were responsible in the fatal hazing of Guillo Cesar Servando, an energetic youth and a good son, who before this unfortunate incident was building his dream together with his family. We offer our deepest condolences to the family of Guillo Cesar Servando and we sincerely empathize with the grief and loss of his family as we ourselves are parents too and cannot bear to lose our sons, moreover, in a senseless manner.
We, the members of TAU GAMMA PHI in Manitoba do not condone the unnecessary loss of life arising from hazing and in support of this stand we commit ourselves to initiate a motion on the floor this coming September 27, 2014 in Vancouver, British Columbia on the occasion of TGFS Canada National Council’s 5th National Summit to call on all our members exercising leadership in their respective chapters, municipal, provincial, regional and national councils to put an end to this inhumane tradition. ABS-CBN conquers nationwide TV viewing in June ABS-CBN, the country’s largest and leading multimedia conglomerate, maintained its leadership in nationwide TV viewing across urban and rural homes in June with an average audience share of 45%, or 13 points higher than GMA’s 32%, according to data from Kantar Media. Kantar Media uses a nationwide panel size of 2,609 urban and rural homes that represent 100% of the total Philippine TV viewing population, while the other ratings data supplier AGB Nielsen reportedly has only 1,980 homes based solely in urban areas that represent only 57% of the Philippine TV viewing population. The figures for June also showed that more Filipino households nationwide tuned in to ABS-CBN’s shows across all programming blocks. ABS-CBN’s Umaganda (6AM12NN) scored an average audience share of 39%, while GMA garnered 34%. The musical game show “The Singing Bee,” which recorded an average national TV rating of 12.9%, continued to spread fun to morning viewers despite new rival “Basta Everyday Happy” (4.9%). Its early afternoon block (12NN-3PM) obtained 40%, or eight points ahead of GMA’s 32%, while its late afternoon block (3PM-6PM) gained 42%, or nine points bigger than GMA's 33%. The Kapamilya network continued to win the primetime block (6PM12MN) with an average audience share of 51%, or a whopping 21-point lead over GMA’s 30%. Primetime Bida’s consistent win was driven by high caliber lineup of teleseryes including “The Legal Wife” which

Kapuso Soul Diva Jaya headlines Vancouver’s OPM Festival 2014 GMA International, the business unit that handles GMA Network’s international channels, in partnership with the Filipino Canadian Marketing Group (FCMG), Inc., commemorates decades of great Filipino music in the third staging of Vancouver’s Original Pinoy Music Festival. The sounds of original Filipino music will be heard on July 19 at the Plaza of Nations, 750 Pacific Boulevard, Vancouver, from 12:00 NN to 6:00 PM. Leading the celebration is multi-awarded Kapuso Soul Diva Jaya, currently a main host of GMA’s variety program, Sunday All-Stars. when we expect what God has never promised, or refuse to believe what he has promised. Years ago we sang a little chorus that said, “Every promise in the Book is mine." To which I answer yes, but not every promise means what we think it means! Our danger with Jeremiah 29:11 is that we will quote it without considering its context. We have all heard it said that when you hit rock bottom, there is nothing to do but look up. Here is a message for those who have hit rock bottom. And thanks be to God, it is a message of enormous hope. As we think about this beloved verse, keep two things in mind: God will not always do what we expect him to do, but he will always do what he says he will do. Here is the Rock Bottom Truth: God is thinking about us all the time. “I know the thoughts that I think toward you.” God thinks about us! That may be the most important statement you’ll ever hear. The God of the universe thinks about us. He considers us, he knows us, he remembers us, he keeps us in mind. He knows who we are and where we are. Not for one second are we ever lost or forgotten for his heart is so big and his knowledge so vast that no one ever gets lost in the shuffle. We don’t always think about each other. We routinely get preoccupied with life and forget the people closest to us. We forget birthdays, anniversaries and graduations. Valentine’s Day and Mother’s Day slip up on us.
The truth is, most of us are better at remembering bad things. We can recall the hard times and the insults of others against us. I’ve met a few people who seem to have an infallible Grievance Meter that remembers every mean thing that anyone did to them— even the things that happened twenty years ago. Some people remember every rotten thing that ever happened to them, and they nurse their grudges for years. Even when we do have good thoughts about each other, we tend to forget after a while. That’s why we say “out of sight, out of mind." But God never forgets his children. Even though he has the whole world to rule, he never forgets his own. The Hebrew text of verse 11 contains “thoughts” or “thinking” three times. God is not just saying, “I’ve got plans for you,” he’s really saying, “I have been thinking about you.” That’s much better because it is exceedingly personal. A boss might say to an employee, “I’ve got plans for you,” which might be a lot more work, but if the boss says, “I’ve been thinking about you,” that means something else entirely. The Jews really needed to know this because they were [banish] in exile in Babylon, far from home, carried away against their will, held against their will, under the absolute power of the Babylonian king, and able to do only what he permitted them to do.
And God says, “You think I’ve forgotten about you. You know that you are here because you forgot me, and it’s true that I am punishing you for your disregard of my commands, but my punishment does not diminish my affection for you. You are forever in my thoughts. You are still my people. I have not forgotten you.” I find great comfort in the following truth: God knows what he is thinking even when we don’t. Many times I have said, “Lord, what are you doing? Why is this happening?” So much of life makes no sense. The good and the bad, the happy and the sad, it all gets jumbled together with apparently no rhyme or reason, and even if I say to myself, “God has a plan,” it’s rarely clear to me. But God knows what he is thinking even when his thoughts are hidden from me. We know so little. We understand so little. We have so many questions. GMA News TV’s BRIGADA Wins One World Award in the 2014 US International Film & Video Festival
GMA News TV’s Brigada won the One World Award in the US International Film & Video Festival in addition to its Gold Camera Award finish at the same Festival. Brigada’s winning entry was entitled “Gintong Krudo” (Black Gold), a documentary to raise awareness for the estimated 5.5 million Filipino children considered child laborers. This is the first time the prestigious One World Award has been given to a Philippine TV network. The One World Award was established more than 25 years ago by the International Quorum of Motion Pictures Producers to honor a work that fosters international understanding. USIFVF medalists and certificate holders are all in the running for the One World Award, one of the grand prizes given at the Festival. Brigada’s One World Award winning documentary tells the

story of 12-year old Bisaya, who goes out to sea every morning with his friends, 11year old Christian and 13-year old Ruben, to salvage crude oil dumped on the water by ships. When they find patches of oil spill, they dive in and collect the oil with a sponge, risking their health for about a dollar per pail of oil. Micaela Papa, who reported the story, went as far as joining the children in the murky water to collect crude oil. Brigada is hosted by Jessica Soho, with Lee Joseph Castel as Program Manager and Harvey Bayona as Executive Producer.
