to the Philippines,” Foreign Affairs undersecretary Rafael Seguis said. “The DFA, through its various embassies and consulates abroad, has been playing an active role in helping the Department of Tourism reach its target of 10 million foreign

tourist arrivals by 2015,” Seguis added. Seguis explained that the decision to grant the new privileges to the Central Asian and European countries are based on inputs from the Bureau of Immigration, Department of Tourism, Department of Justice, Philippine Center on Transnational Crime, National Intelligence Coordinating Agency and the National Security Council. of life, including members of social, school and church organizations and a contingent of Philippine National Police, joined the event. Archbishop Angel Lagdameo, Imam Abdulnasset Langco of the Moslem mosque, Baba Karam Singh of Nanak Darbar Indian Temple and Phrarachpawanajan of Buddhist temple offered prayers during the memorial service for over 6,000 victims who died during the onslaught of Super Typhoon Yolanda last year. “After our minds came to standstill, our minds will find inner peace and we shall dedicate all our inner peace and energy to victims of disasters through the candles that we

will light tonight,” Phrarachpawanan said in Bangkok, Thailand. “May they enjoy happiness in their afterlife,” he said before chanting prayers in his local dialect. Former senator Manuel Villar Jr., chairman of the Villar Group of Companies, said he is happy over the latest Guinness World Record achieved by his team. “Attaining world peace is a lofty dream. As we are surrounded by conflicts in practically all corners of the globe, by violence inflicted by one human being to another, by suffering brought about by poverty and hunger or by natural calamities, world peace seems a distant reality,” Villar said. Participants lighted the torches placed in a 50-hectare

part of the 500-hectare Savannah City. Anant Asavabokhin, chairman of the Middle Way Meditation Institute, lauded Filipinos for their “beautiful hearts and leading the world in changing the world.” “There is no such happiness that will come from the peace within,” Asavabokhin said. “May everyone here tonight be instrument of peace,” he added. Education Secretary Armin Luistro, Tourism Secretary Ramon Jimenez Jr. and Sen. Cynthia Villar attended the event, celebrated during the Thailand New Year and the start of the Philippine Holy Week. Luistro noted how 100,000 lights would be lighted in the hearts of every participant “not just for those who perished

in the disasters but also the victims of Malaysia Airlines Flight MH370 that was lost last month.” After the main event, organizers also launched the lighting of 30 special lanterns and small torches. Apart from the participants coming from the province and nearby areas, volunteers from 15 other countries such as Australia, Brunei, Cambodia, Estonia, India, Indonesia, Hong Kong, Japan, New Zealand, Switzerland, Taiwan, United States of America, United Kingdom and Vietnam joined the event. In 2013, the organizers also bested other countries when the Philippines lit up 15,185 flickering lights and lanterns in Miag-ao, also in Iloilo. (PHILSTAR)

ZAMBOANGA CITY (April 15) - There will be no let up operation against the Abu Sayyaf and those supporting the militants even during the observance of the Lenten season in Basilan and Sulu province, Armed Forces Chief of Staff General Emmanuel Bautista said on Tuesday. Bautista arrived in Zamboanga City with some of his joint staff officers to personally see the conditions of the wounded soldiers in the encounter last Friday in Basilan. He said the soldiers on the ground will continue to run after the Abu Sayyaf group to address the kidnapping problem in southern Philippines. “We will continue to run after the ASG (Abu Sayyaf Group). There is no letup in Basilan or in Sulu,” Bautista told newsmen at the military hospital after seeing with the military casualties. The fighting on Friday left two soldiers killed and 29 others wounded, including an officer. But ground reports indicated that 10 Abu Sayyaf militants, including three Moro Islamic Liberation Front (MILF) members, were killed. Senior military officials said that there could be even more Abu Sayyaf casualties that is now being verified by the pursuing troops. (philstar)

MANILA (April 15) - The Philippines’ largest Muslim rebel group on Tuesday denounced the killing of four of its members in clashes with soldiers, just two weeks after a peace deal was signed to end their decades-old conflict. The military has acknowledged that gunmen from the Moro Islamic Liberation Front (MILF) were among 20 people killed in a shootout on a remote southern island Friday as

security forces pursued Islamic militants blamed for beheadings and kidnappings. “Four of our members were martyred,” MILF vice chairman Ghazali Jaafar told reporters. Officials have said the clashes on Basilan island broke out while local MILF members were helping the military to arrest fighters from the Al-Qaedalinked Abu Sayyaf group. The MILF has asked an international committee moni-

toring the ceasefire between the Philippines and the rebel group to investigate who was to blame for Friday’s violence, Jaafar said. The fighting broke out two weeks after the MILF signed a political settlement to end more than four decades of an armed conflict that has claimed tens of thousands of lives in the mainly Catholic nation’s Muslim south. The peace deal aims to create an autonomous Muslim area in the south by early next year, with the MILF expected to disarm and put up candidates for a regional parliament in May 2016.

Jaafar said the government and the MILF were currently enjoying a “honeymoon” period. “We do not want this agreement to be disturbed by such unwanted incidents initiated by the military,” he added. Military spokesmen said 18 gunmen from the MILF and Abu Sayyaf were killed. Two soldiers died and 28 others were wounded. Lieutenant Colonel Ramon Zagala said the operation had been coordinated with MILF officials, and that it targeted Abu Sayyaf members who are not covered by any ceasefire. (abs-cbnnews)

MANILA - After experiencing one of the worst typhoons in history, the Philippines is ready to share its knowledge via a dialogue it will host in September. Philippine Permanent Representative to the United Nations Cecilia Rebong said, “The Philippines is ready to host the 2nd Disaster Response Dialogue (DRD) in Manila on 11 and 12 September 2014.” The Disaster Response Dialogue is the brainchild of the government of Switzerland, through its Agency for Development and Cooperation (SDC), the International Federation of the Red Cross and Red Crescent Societies (IFRC), the International Council of Voluntary Agencies (ICVA) and the UN Office for the Coordination of Humanitarian Affairs (UNOCHA). It is aimed at improving the cooperation in international disaster assistance, identifying common challenges, exchang-

ing best practices, and developing new ideas for moving forward with particular focus on the role of affected states. Rebong said the country needs strategic partnerships with many nations amid the disasters it has and will still face. The Philippines is one of the most vulnerable nations to natural disasters. “We need to engage in strategic partnership within and among actors of the UN system, IOs, NGOs, the Red Cross/Red Crescent and Member States and to exchange best practices and lessons learned. We also need to reach out to new partners, including the academe, the private sector, and the media,” she said. She said the country fully supports the DRD, which provides a facilitated platform for improving trust and mutual cooperation between disasterprone countries and humanitarian actors. (abs-cbnnews)

US-PH deal won’t stop China in disputed sea - analyst MANILA (April 15) — The new defense cooperation agreement between the Philippines and the United States will not deter China from conducting activities in the West Philippine Sea, an international security analyst said. Washington about to complete a deal allowing the rotational presence of American troops in Philippine soil. Banlaoi explained that while China will not send naval or military vessels in the maritime

region claimed by the Philippines, it may find the need to boost its civilian presence in the area using coast guard ships. “China considers the deal provocative,” Banlaoi said, adding that Manila’s move to invite

a third party power amid the tension can be seen as controversial. China has already said that the US does not and should not have a role in the sea row with the Philippines. Banlaoi pointed out Beijing’s

staggering increase in defense budgets and its fast-growing naval capability as a sign that it has been preparing for the bilateral agreement between its Southeast Asian neighbor and the Western power. (Philstar)

Beating the citizenship changes

Where a residency questionnaire is required, the current application process could take well over 4 years. The number of immigrants changes from year to year but for rounding purposes I would suggest that that over one million people will immigrate to Canada over the next four years. These are all important numbers because it gives you a sense of how Canada is dependent on immigration and how we need to have sound citizenship policy. I have been informed that the overall number of people applying for citizenship in terms of percentage has actually been decreasing because of changes in government policy. With the recent proposed changes, there

Back on Feb. 6, the Minister of Immigration Chris Alexander introduced legislation to change

Straight up Canada’s citizenship law. At that time there was a great deal of reports on the proposed changes. As of today, the legislation in question is still being debated and we are not sure as to when it will actually pass the House of Commons. When it was announced that they were changing the length of time for a person to qualify for citizenship and that the cost of getting a citizenship was going to increase, it was well publicized. Every week my office is contacted by people who are not clear on what the proposed changes are and/or what changes are in effect today. It is very important to note

Crime-busting doesn’t pay

N 2005, the late Samuel Ong, then deputy director of the NBI, blew the whistle on the Hello Garci phone calls that resulted in the “election” of Gloria Macapagal-Arroyo and the sinking of Ronnie Poe’s presidential hopes. For that, Ong was charged with sedition, instead of being praised. It was for that reason that I wrote a piece entitled, “Watergate Philippine-Style.” The “promotion” of PNP Senior Superintendent Conrad Capa to Cebu, after he and his Task Force Tugis arrested an apparently very influential fugitive realtor Delfin Lee, reminded me of that column. I think it’s worth reading again, as a reminder that, in our country, crime-busting does not pay. *** THE folks at my favorite watering hole in Daly City are asking me, as usual, to explain what’s happening in the Philippines. Citizen engagement

F

IGHTING corruption has been a focus not only of the Aquino administration but also, for many years now, by the World Bank and other multilateral organizations, which consider the problem one of the biggest hindrances to development. Under daang matuwid, there are observations that like the benefits of economic growth, the reforms to eliminate corruption are not trickling down to the grassroots. World Bank officials believe citizen-led actions can help accelerate the process, ensuring that communities benefit from the right development projects.

greg b. macabenta

I

It is very important to note that the changes requiring residency are NOT in effect today and will not take effect until the law has actually been passed and the regulations have been put into place. So, if you are interested in getting your citizenship sometime within the next 2 years and you have been in Canada for 3 out of the last 4 years preceding the day you file your application, then you need to apply now.

W

HEN I was the Immigration and Citizenship critic, it was estimated that Canada had over 1.5 million landed immigrants that did not have a citizenship. In a report I recently read, it indicated that there are about 300,000 people applying for their Canadian citizenship and that it takes at least 2 years to process a citizenship application where a residency questionnaire is not required.

11

Citizen engagement to promote good government has become much easier with advances in information technology. As a participant in the Open Government Partnership, the Philippines has committed to make government information open and accessible using technology. Under this initiative, government agencies post their budgets online and promote public consultations to make sure communities get the development projects they need. Under another program called geo-tagging, citizens can upload photos of an ongoing project to help the implementing agency monitor compliance with the project’s specifications. This will prevent crooks from increasing the project cost through ghost procurements or unauthorized design changes. It will also prevent unauthorized cost-cutting, with the “savings” going to crooks’ pockets. Such practices are among the reasons for substandard roads and other public works projects. Close monitoring will also discourage spending on unnecessary projects or those that serve personal purposes. These initiatives are still little known in this country. The government must do more to inform people of what they can do, with the help of technology, to ensure that public funds are not wasted or stolen. Everyone has a personal stake in good government. Anyone who has ever paid for goods and services has contributed to public coffers through the value-added tax. Citizens can be more pro-active in ensuring that public funds are judiciously spent. HEN a spiritual leader gets off base it always reeks havoc in the lives of others.

Empty leadership, empty pews Rev. Ruel Calitis Camia

Like the time a state trooper pulled over a Mother Superior for driving too slow on a major highway and the conversation went something like this: “Why in the world are you driving so slowly?” “Well officer I saw all of these signs that had the number 20 on them and I assumed that was the speed limit.” “No, no, no, Sister, that is the highway number.” “Oh, officer, I’m sorry, I had no idea.” Then the trooper looked in the back seat and he sees three nuns with panic stricken faces and white knuckles from clutching the seats and he says, “what’s wrong with the nuns in the back?” and the Mother Superior says “Oh - well we just got off highway 101 a few miles back.” Now today, we see what happens when a spiritual leader who is the one driving the organization gets off base. How crummy leadership can wreck a church. So turn with me in your Bibles to third John and we are going to look at verses nine through twelve. Oftentimes you and I tend to romanticize the early church. Oh if we could only get back to how it really was in the New Testament times! But wait a minute - have you read what the church was like back then? Friends, the church of Jesus Christ from the first century

HE Supreme Court ruling on the RH law touches on the sensitive, unresolved subject of when life begins. The Court definition of human life beginning with “conception,” not with “implantation,” is considered, by Bishop Emeritus Jose C. Sorra of Legazpi, in his email to my colleague Federico D. Pascual Jr. as “a WINdfall for the cause of LIFE.” Indeed, the decision penned by Associate Justice Jose Castral Mendoza, and concurred in by the 14 other members of the High Tribunal, defines life as beginning at conception. The decision, graciously downloaded for me by Atty. Rita Padilla of Engendered Rights (as my Internet was not working at the time I thought of writing this column), defines the beginning of human life at conception. This is opposite former Rep. Edcel Lagman’s view that life begins at implantation. According to the SC decision, page 51, “This theory of implantation as the beginning of life is devoid of any legal or scientific mooring. It does not pertain to the beginning of life but to the viability of the fetus. The fertilized ovum/zygote is not an inanimate object — it is a living human being complete with

Shout Out down to this very day has been made up of nothing but broken, fallen people. This place is and always has been and always will be a hospital for sinners. It is a branch of Sinners Anonymous and thus it is always riddled with hypocrisy and deceit, conceit and poor leadership. So today we look at a case study of poor leadership as we look at verses nine through twelve of third John. This is the Word of the Lord: I wrote to the church, but Diotrephes, who loves to be first, will have nothing to do with us. So if I come, I will call attention to what he is doing, gossiping maliciously about us. Not satisfied with that, he refuses to welcome the brothers. He also stops those who want to do so and puts them out of the church. Dear friend, do not imitate what is evil but what is good. Anyone who does what is good is from God. Anyone who does what is evil has not seen God. Demetrius is well spoken of by everyone--and even by the truth itself. We also speak well of him, and you know that our testimony is true. 3 John 1:9-12 How would you like to have your name in the Bible? What

As believers you and I are to say Yes to scripture and then order our lives under its authority. Solid disciples and healthy churches are built when the Bible is elevated as the supreme authority. Beware of preachers who put themselves up as the number one authority, who preach politics or feel-good therapeutic topical sermons or their latest hobby horse, who relegate the Bible to the sidelines, who toss out the authority of Scripture and place themselves as preaching a direct word from the Lord. if your name was in the Bible except that the only thing it said about you was that you were a real jerk? That’s the case with Diotrephes. He was a leader in the early church and that’s about all we know about him. This is the only place that he is mentioned in Scripture; but look at the epitaph that is left about this guy’s life. He was really messing things up. Spiritual leaders, when they get off base, wreak havoc in the lives of others and that’s what is going on here. We have a case study where the apostle John writes to Gaius and he contrasts the lousy leadership of Diotrephes with the good leadership of Demetrius and he is basically saying Gaius - as a church leader, model yourself after Demetrius not Diotrephes. That is a word that you and I need to hear today whether we are leaders or followers in the church of Jesus Christ. You know, we can always learn some good things from negative examples and so let’s take a look at what’s wrong with this guy Diotrephes. Basically, Diotrephes, is a naysayer. Don’t you hate negative people? People that always say no to any idea you have. The person who is always going around finding the black lining in every silver cloud.

Diotrephes was a naysayer and he said no to just about everything. He said no to four crucial, critical, cutting edge things in the life of the church, and anytime spiritual leaders say no to these four things churches dwindle and die. Let’s take a look at what those four things are that Diotrephes says no to. 1. He says no to whatever it was that the apostle John had already written to that congregation. In other words he says no to apostolic writings and thus to apostolic authority. Friends, that is just about the biggest mistake that any Christian leader or any Christian period can make - to say no to authority. What’s our apostolic authority in the church today? Well it is the whole of the inspired, infallible word of God. God has given us Scripture so that we might know who He is, that we might know who we are and what it means to live as a faithful follower of Jesus Christ. We are to be a body of believers who says yes to the authority of Scripture. When we say no, we unhook ourselves from apostolic authority and I

guarantee you anytime a leader or a church does that churches begin to dwindle, shrivel and die. But hey - our culture today, this post-modern culture, encourages us along that deadend street. It says you are your own authority. No pope, no church and no Bible is going to tell me what I have to believe or how I should act. It sounds so good, but unchecked personal ambition, unchecked rampant individualism and anarchy is totally opposed to the Word of God and kills churches. Everything changed in 1962 when the Supreme Court of the United States handed down a decision in Engel v. Vitale, and in 1963 with the Murray v. Curlett case and Abington v. Schempp. These cases struck down the practice of prayer and Bible reading in public schools. There was no legal precedent for these decisions and they spawned a whole different climate for expressions of religion in the public square. Many more lawsuits were brought to remove God from our public places. Cities and states went even farther than the federal government, some even forbidding the word “Christmas” to be used within the school house walls because it contained the word, “Christ.” Overturning 170 years of settled law, the Supreme Court had reinterpreted the meaning of the phrase, “separation of church and state” and the meaning of the word, “church.” What happened are what I call present day Diotrephes. Wanna know what happened to a Nation after they removed the two things a Great Nation was based upon? 

When does life begin? Dr. Tadiar posits that “Conception is a process and that precise ‘moment’ of the union of one of the millions of sperms wanting to penetrate one ovum cannot yet be determined scientifically in vivo, or in reality and because of practical reasons, at this stage of our knowledge and considering our ethical values, unless perhaps if done for research purposes. DNA and 46 chromosomes.” The RH Law proponents do not agree with that definition. Associate Justice Marvic Leonen dissented with his colleagues in this area, saying, “This court is not the venue to continue the brooding and vociferous political debate that has already happened and has resulted in legislation.” The topic had me searching for a position paper submitted by Dr. Florence Macagba Tadiar, MD, MPH, MA, executive director of the Institute for Social Studies and Action, based on two papers authored by Atty. Fred Tadiar, past chairman of the Institute, as a reaction to House Bill 13 entitled “The Protection of the Rights of the Unborn Child Act of 2010” authored by former Rep. Roilo Golez, but which did not get the concurrence of the House of Representatives.

Dr. Tadiar posits that “Conception is a process and that precise ‘moment’ of the union of one of the millions of sperms wanting to penetrate one ovum cannot yet be determined scientifically in vivo, or in reality and because of practical reasons, at this stage of our knowledge and considering our ethical values, unless perhaps if done for research purposes.” Both the Roman Catholic Church and Orthodox Judaism believe that human life starts from the moment of conception, writes Tadiar. “That is a religious doctrine.” However, she continues, even among Roman Catholics, that belief has not always been so. “In the earlier days of this religious institution, ensoulment was equated with ‘quickening,’ when the pregnant woman notices or becomes aware of a fetal movement in her abdomen. And it was then believed that male

Domini M. Torrevillas

From the Stands

fetuses had this ‘ensoulment’ earlier (on the 40th day) than the females. Other religions do not subscribe to this theological concept or dogma of ensoulment. What they do believe in is personhood. They would pose the issue of when does a collection of tissues develop to that stage that it can then be recognized as a separate person, a human being?” “The freedom of religion that is guaranteed by the Philippine Constitution states very clearly that no law shall be passed establishing any religion,” writes Tadiar. “ Included in that freedom is the prohibition against imposing a religious dogma or doctrine upon those who do not subscribe to that belief.” “It is Roman Catholic doc-

trine that life begins at conception, and that all artificial contraceptives are immoral. It is the total prohibition against so-called ‘artificial contraceptives’ and deprivation of choice in family planning methods, that is plainly the purpose of this House Bill 13. By imposing its religious doctrine, one religious sector wants to impose its beliefs on others, and therefore wishes to turn the Philippines again, just like when we were a colony of Spain from where this specific religious institution was imported, into a Sectarian State. A sectarian state is one which is devoted to, peculiar to, pertaining to, or promotive of, the interest of one particular sect.” “When this happens, ‘the blessings of independence and democracy under the rule of law’ that we sought to ‘secure for ourselves and our posterity’ in promulgating our Philippine Constitution, and the duty of government to promote ‘the general welfare for the enjoyment by all the people of the blessings of democracy’ will have perished. As under the Spanish colonial era, the Philippines will have retrogressed and turned back the hands of time to be governed by medieval laws of that sectarian era.”

Move Over for

O

F late, it’s all been about the impor t game, from the Supra, GTR down to the Honda S2000. Now I wanted to try something a lit tle dif ferent for you all, something a lit tle uncommon to see. Ever wondered what Chrysler had in store for us when they first introduced the 300 back in 2005? Although Chrysler featured components which were derived from the W211 Mercedes Benz E Class of 2003-2009, the expectations for the 300 exceeded quite well, winning 2005 Motor Trend Car of the Year, Car and Drivers Ten BEST List for 2005 and 2006 as well as Canadian Car of the Year

To give you a better idea of the Exterior, here’s a quick peek into the SRT8: • Custom painted 300C SRT8 rims • 2008 Chrysler 300C SRT8 front bumper • 2010 Chrysler 300S headlights • Spyder smoked OEM style fog lights • Stealth Auto Clear front side markers • Anzo USA black LED taillights • T-Rex upper class black mesh grille • Black Ops auto works challenger sytle carbon fiber hood • Kluck Fabrications fenders • LSD Lambo doors • 3M DI-NOC carbon fiber wrapped roof and trunk • Street Edge coilover kit • Stormtech rear bumper diffuser • Custom emblems • GTR lighting LED exterior bulb kit • GTR lighting hid high beams and fog lights

and Best New Luxury Car awards. Even Top Gear described the 300C as “something dif ferent with a bit of kitsch gangster cool.” Out in Glenboro, Mani toba, lives one of the monstrous 300C SRT8’s I’ve ever seen! Bought in 2009, Keith traded in his 05 Magnum SXT, removing most par ts of what would of course fit the new 300. Traveling around Manitoba, Saskatchewan, Ontario even down to Grand Forks and Minnesota for shows, drag races and road courses, this SRT8’s seen the best of the best. Within the nex t few weeks, expect to see an Iner tia motorspor ts SRT Ma x Camshaf t and a custom tune to compliment the new look for this beastly Chrysler.

With the final touches, the interior and of course sound system. What car is complete without a quality sound system!? NONE I tell you! • Interior and stereo mods • Billet Tech Satin signature series door lock kit • Billet Tech Satin SRT shifter bezel plate • MR. Gasket satin piston shift knob • GTR lighting LED interior bulb kit • Stealth auto aluminum SRT8 pedals • Kenwood Excelon DDX8019 DVD deck • 19” Toshiba LCD monitor • 7” Invision REV2 DVD headrest monitors • Alpine V-12 MRD-M605 amplifier • Boston Acoustics amplifier • 2 Boston Acoustics 3.5” coaxial speakers • 4 Boston Acoustics 6x9” coaxial speakers • 2 12” Infinity 1240 subwoofers • Custom built fiberglass sub box

Now I want you to try and picture what’s under the hood of this thing. I’ll wait until you’re done imagining. Ready? Okay here we go... • Engine and under hood Mods • Hemichef R Valve cold air intake • Flo-Pro Max custom exhaust highflow Cats and Black tips • DiabloSport Predator Programmer • DC Sports CS-2 steel series front strut bar • T Kutz RAD Shroud and Firewall cover • 3G Customz ABS Cover and engine half covers • Billet Tech Satin SRT under hood engine kit • Billet Tech Satin signature series catch can • Billet Tech Satin and black braided lines Special thanks to Aaron at Advance Electronics, Bomex Graphics, K&L Performance Shop, KC at Intercity Autobody, Tintmasters Motorsports, CCCustoms, Velocity, Brae Mar Autobody, Kluck Fabrications, AutoStripe, Duals, and Impact Graphics. Rolls.I like the fact that they were very flexible with their menus, you can upsize and the servers are kind enough to suggest what other delicacies to try. The broth was salty enough for me so I just added a squeeze of lemon or lime juice, cilantro leaves, Thai basil leaves, bean sprouts, and a slice of pickled jalapeno peppers. The pho had the smell of star anise, cinnamon, cloves, fennel seeds, and black cardamom greeting your first bite. Once I swallowed, I had the warm taste of grill ginger and a hint of sweetness. Pho tasted salty, sweet, sour and hot all at the same time. This was one reason you should have some when it is so cold outside. It’s also great when you have a cold. You can eat it for break fast, lunch, dinner, and late at night as a cure for hangover. I would not recommend eating it for four meals in a row because it is a really quick way to gain weight with all the noodles. Bring in your friends and family and you can sit at a table to enjoy Hot Pot as well! They bring out a por table stove to your table with a pot of delicious chicken broth, plates of fresh raw seafood, eye round steak, vegetables, and rice vermicelli. You can then add whatever you like in the boiling pot and serve yourself. Isn’t it awesome? But remember to make sure to call ahead and make a reservation ahead of time! I’ve eaten Pho at many restaurants and can say without reservation that this was by far the best. Three things made the difference: 1-the noodles were served warm; 2-the pork was beyond delectable; 3-everything looked beautiful including the carrot floating in the fish sauce. But here’s the kicker – just before we ordered, the ser ver brought us a complimentar y “pandan tea” which was really good. The taste is hard to describe - I find it smooth, mellow and soothing. You just have to try it, and for sure you will want more. If I ever have a pho restaurant, I would call it Pho Spa. Especially af ter eating a large bowl, you will go into a pho coma. Thanksgiving dinner has nothing on pho. You’ll seriously need a nap af ter a big bowl. There would be rooms for people to take a nap af ter eating a bowl. Pho LinhLinh has a game room where you can play billiards and foosball with

friends and families. Not all restaurants have this kind of amenity. They also have a Karaoke, just in case you want to sing before or af ter a big meal. They accept reservations for big groups with a ma ximum capacity of 44 pa x. REDWOOD CITY, CA, April 6, 2014 – After winning international critical acclaim for her powerful performance in the drama, “A Mother’s Story”, which garnered 18 FAMAS nominations in 2012, actress-comedienne Pokwang was tapped anew by TFC@theMovies to star in its second film offering, Ms Edsa Woolworth. According to film director John-D Lazatin, who also received a FAMAS nomination for his direction of “A Mother’s Story”, shooting for the new family romantic comedy film will begin this May in the U.S. Asked why Pokwang was chosen again to star in TFC’s new movie, Lazatin replied: “Pokwang is one of those rare gifted, versatile actresses who is very relatable. Moviegoers identify or empathize with her characters. Her on- and off-screen personas are also very

positive that she’s able to inject humor and lightness even in the face of most dire challenges in life. She projects the character of our overseas Filipinos that TFC serves worldwide.” While production remains tightlipped about the exciting film project, Lazatin shared that Ms Edsa Woolworth will have a strong Filipino and American cast. A bit of reveal about the title: Pokwang plays Edsa (short for Epifania delos Santos) whose mother remarried an American named Frank Woolworth. The comedy focuses on the interracial relationships of three adult Filipinos taking care of their white stepfather. The film will be released later in 2014 as part of TFC’s 20th anniversary celebration. More information on Ms Edsa Woolworth coming out soon on tfc-usa.com/AtTheMovies.

that the changes requiring resi dency are NOT in effect today and will not take effect until the law has actually been passed and the regulations have been put into place. So, if you are interested in getting your citizenship sometime within the next 2 years and you have been in Canada for 3 out of the last 4 years preceding the day you file your application, then you need to apply now. Once the legislation or the new law has effectively been put into place, landed residents would have to wait for 4 out of 6 years of residency prior to applying for an application. The other change that has been talked about a lot relates to the cost of citizenship. Unlike the proposed new residency requirement, the fee increases have already taken effect. So for ex-

They also believe that the show can serve as an eyeopener not only to husbands and wives but also to people caught in an illicit af fair. “For those women involved wi th married men, they should realize that they are not only causing pain to the wives but also to the whole family of the couple,” said Tootsie. Will Adrian and Nicole (Maja) completely fall into the trap of infidelit y? How will Monica fight for her marriage and protect their family? Don’t miss the nation’s most followed ‘TV af fair,’ “The Legal Wife” af ter “Ikaw Lamang” on ABS-CBN Primetime Bida. There are other changes in the Citizenship Act that are important to note such as the new language requirement. Today, individuals between 18-54 years of age are required to meet basic levels of language and knowledge of Canada. Once the proposed legislation takes effect, that age requirement will be broadened to include people between 1464 years of age. So, if you are between 55 to 64 years old today and you qualify for citizenship, you really might want to get your application in before June 15. Pacman vs Taxman

MANILA, Philippines - After defeating American Timothy Bradley last Sunday and earning some $20 million in prize money, boxing legend Manny Pacquiao may be in for the toughest fight of his life – this time against revenue chief Kim Henares. In a radio interview, Henares yesterday said the Bureau of Internal Revenue (BIR) is determined to get Pacquiao to settle his back taxes, which have now ballooned to about P2.65 billion due to interest charges. Pacquiao was assessed a tax liability of more than P2.2 billion as of December 2012 for failure to pay taxes on earnings from his fights in 2008 and 2009. Aside from his latest $20-million purse, Pacquiao has other earnings from his fight with Bradley, including from endorsements and pay-per-view television subscriptions in the United States. “He should report all his US earnings and tax payments to the BIR so as not to complicate his tax problems with the bureau,” Henares said. She said that win or lose, Pacquiao has to remit to the BIR 32 percent of his earnings from the latest bout. The BIR chief also reminded the boxer to properly document his US tax settlements to avoid being levied twice. The US Internal Revenue Service earlier demanded that Pacquiao settle around $18 million in alleged back taxes. Henares said that if Pacquiao pays all his taxes in the US, he may not be no longer be required to pay any local tax under a tax treaty between the Philippines and the US. She added that what the boxing champion should pay in the Philippines are income tax and value added tax (VAT) on his earnings, endorsements and services earned or rendered in the country. Henares said Pacquiao had paid about P32 million in past-due VAT covering his P114-million earnings from 14 product endorsements, but not his income tax liabilities for previous years. In June 2012, the BIR demanded that Pacquiao and his wife Jinkee pay a total of P2,200,310,745.23 for taxable years 2008 and 2009. The BIR said that for 2008, Pacquiao had an income tax liability of P762,515,263.48. His VAT due was P4,374,267.14. For 2009, the BIR wants to collect P1,406,715,144.03 in income tax and P26,706,070.58 in VAT from Pacquiao. In 2008, Pacquiao had three fights in the US with Juan Manuel Marquez, David Diaz and Oscar dela Hoya. In 2009, he fought Ricky Hatton and Miguel Cotto.

He gave the example of Mark Felt, the former deputy director of the FBI, who turned out to be the “Deep Throat” who had provided damaging information to Washington Post reporters Carl Bernstein and Bob Woodward that brought down the Nixon presidency. “He did the right thing, didn’t he?” the fellow continued. “Yes, but note that he refused to reveal his identity,” said another guy at the bar. “Maybe he was scared that he would be liquidated or, at least, discredited so badly by Nixon’s torpedoes that he would lose his credibility.” This started a discussion on how the Watergate scandal would have turned out if it had happened in the Philippines. Johnny, a frustrated fiction writer, volunteered the following scenario: Scene One: The Spring Watergate Hotel in Makati, one of Metro Manila’s plushiest addresses and headquarters of the opposition party, which threatens to unseat the current administration in the forthcoming presidential elections. Four operatives of the administration are caught breaking into the opposition party’s office in order to bug it. An alert security guard catches

them redhanded. In the Watergate incident, the alert security guard, Frank Wills, turned the burglars over to the cops. In our fictional Spring Watergate incident, any of the following would happen: Option One: The burglars identify themselves as agents of the ISAFP, the NBI and the PNP, looking into reports of terrorist activities of the opposition party. “Are you sure you’re not one of the terrorists?” one burglarcum-agent asks the security guard. “No, sir. No, sir. As a matter of fact, sir, I have nothing to do with this office. Diyan na kayo, sir. Tawag ako ng missis ko!” Option Two: The alert security guard calls the PNP and turns over the burglars to them. “Sir, I caught these four men breaking into the office of the political opposition,” says the security guard. The head of the PNP team turns his flashlight on the four burglars and immediately snaps to attention, along with a crisp salute: “Ay, sir, excuse me, kayo pala.” Then turning to the security

horoscope ARIES (March 21-April 19): Expect a few ego clashes to slow down your progress today -- and be grateful that time is not a big concern of yours right now. A drama is coming, but it will be a very entertaining one for you -- because you’re not going to be a part of it. TAURUS (April 20-May 20): In theory, it should not matter what other people think of you. But in practice, you may have to take on a certain role today in order to impress one or two important people. You need them on your side. GEMINI (May 21-June 20): You have strong confidence in your ideas today, so why not take the bull by the horns and put things into motion? You need to stop waiting for that person or that money and just do what you can by yourself with what you have. CANCER (June 21-July 22): If any financial matters look too good to be true today, you had better look again! Don’t let yourself be pressured by the suits in the room. This is your money we’re talking about here, and you can’t let it go without knowing exactly what’s going to happen next. LEO (July 23-Aug. 22): You have only just started on your latest endeavor, so if you’re getting frustrated about your lack of progress, don’t you dare give up! Keep digging today and you could uncover the whole beautiful thing beneath the surface. VIRGO (Aug. 23-Sept. 22): When someone says something that confuses you today, don’t just reject their comments and walk away. The viewpoints that don’t make sense to you

guard, the head of the PNP team threatens to arrest the poor fellow for obstruction of justice. The folks at my favorite watering hole shake their heads in dismay, realizing that alert security guards don’t stand a chance in a Philippine version of Watergate. But, wait, they said, what about the Philippine version of Bob Woodward and Carl Bernstein, doggedly pursuing the case? Johnny, the frustrated fiction writer, has a corresponding scenario: Conrad de Curious and Max Solving, the star reporters of the Maharlika Times somehow manage to get information about the burglary. By a stroke of luck, they receive a call from someone whom they refer to as Sore Throat. He is willing to provide incriminating information. But he wants to remain anonymous. De Curious and Solving break the news with a banner headline: “Administration hoods break into opposition headquarters.” In the Watergate incident, the exposé of Woodward and Bernstein prodded Capitol Hill to conduct an investigation that, eventually, led to Nixon’s resignation. How about the Spring Watergate affair? Any of the following situations could occur: Situation One: Presidential Spokesman Tito Bonito declares

with righteous indignation at his weekly press briefing: “This is another attempt at destabilization. The opposition will do anything to cast the administration in a bad light – even to the extent of concocting a tall tale about a burglary.” Situation Two: House Speaker Jose de Venice dares the media to produce proof and also to identify the purported source of confidential information: “If he refuses to be identified, he has no credibility. For all we know, these media people are inventing their facts.” Senate President Frank Drilling calls for calm. “We must not jump to conclusions. Let us hear everyone’s side. Let the media provide proof. The Senate will investigate. But only if there is a prima facie case.” Expectedly, because Sore Throat refuses to be identified, the burglary scandal suffers the same fate as the Jose Pidal scandal. No proof. No case. No story. Situation Three: Conrad de Curious and Max Solving are suddenly picked up in an early morning raid by military intelligence operatives who have received a tip that they are trying to destabilize the government. Two days later, De Curious and Solving appear in a press conference to reassure everyone

that they are safe and that the whole controversy was “just a misunderstanding.” Situation Four: After the banner headline, no more is heard about De Curious and Solving. There are conflicting reports that they have immigrated to America, taken refuge in a Catholic seminary or have joined the MILF. Situation Five: The administration party threatens to sue De Curious and Solving for libel. The owner of Maharlika Times is also threatened with a multi-million dollar lawsuit. He hurriedly turns over ownership of his paper to financial genius Mark Jimminy Cricket, leaving De Curious and Solving jobless. No jobs. No headlines. End of story. The folks at my favorite watering hole listen to the various situations in silence. Finally, someone speaks out. “In the U.S., Mark Felt, who turned out to be Deep Throat, has been hailed as a hero,” said one of them. “Shouldn’t that be the case with Samuel Ong? Shouldn’t he also be hailed as a hero?” “I guess so,” said Johnny, the frustrated fiction writer. “But, take note that in the Philippines, they only officially declare heroes when they’re dead.”

are the ones you should try to listen to all the more -- they are the ones that have the most to teach you. LIBRA (Sept. 23-Oct. 22): Has your wallet sprung a leak? There’s some money going out and if you don’t know where it’s going, you had better find out. Check through recent billing statements, because there’s a chance that you have overlooked or forgotten something. SCORPIO (Sept. 23-Oct. 22): You underestimate your appeal to others, sometimes. You have a powerful magnetic effect on many people, and today, you might pull some very insecure people toward you. They are looking at you as someone who can tell them the answers. SAGITTARIUS (Nov.22-Dec.21): It will almost feel like you are living out one of your most unusual dreams today, when odd coincidences and funny twists of fate greet you at every new corner. So keep going around those corners! The more you move around today, the more excitement you’ll get to experience! CAPRICORN (Dec. 22-Jan. 19): Your recent bold behavior has gotten you noticed by a couple people, lately -- and they are the people you want to get on your good side. The good news is that they are loving your brashness -- they see it as a breath of fresh air. AQUARIUS (Jan. 20-Feb. 18): You may be starting to be more ambivalent about the future, especially in terms of your career. These unexpected feelings about ambition or advancement might seem like a bad omen, but they are just part of a natural growth process you’re going through. PISCES (Feb. 19-March 20): You might be in a more relaxed and passive mode right now, but that doesn’t mean you should let yourself be treated like a doormat by anyone -- for any reason. If you feel like you’re being taken advantage of today, stand up for yourself!

Yet a student can pray to whatever God they wish, but I cannot become offended without getting in trouble. People can’t read my Bible out in the open out of the schools in America fearing a lawsuit when they should be fearing God! If they are not preaching a faithful exposition of the word of God, don’t have anything to do with them. It is the Word of God on which solid disciples and healthy churches are built. 2. The second thing that Diotrephes says no to (we find it in verse ten) is the ministry of John and others. In fact, John says that Diotrephes is going around and maliciously slandering them. Beware of church leaders who cut down the ministries of other people or who torpedo other people’s ministries in order to enhance their own. Beware of Christian leaders who slander

and maliciously gossip about other Christians -- and folks that include you and me. What about you and me when we maliciously gossip about other Christians? I was just meaning that to be a prayer concern I was sharing with someone. We try to put ourselves smugly above all that, but folks, anytime you and I gossip that is a cancer on the body of Christ and needs to be cut out. This church is committed to coming alongside of and working with any individual or any ministry that exalts Christ and is under the authority of Scripture. We say yes to any other valid ministries out there. 3. The third thing that Diotrephes says no to you find again in verse ten. He says no to missions. John says He refuses to welcome the brothers. Diotrephes says No - I am not going to have those missionaries staying in my church. And anytime spiritual leaders say no to missions, churches suffer. 4. The fourth thing that Diotrephes says no to is there in verse 10. He says no to anybody who is supportive of missions and who welcomes missionaries, and John goes as far to say that Diotrephes actually puts them out of the church; he kicks the mission people out. Anytime a spiritual leader does that you better believe that you’re going to be putting plywood on the stained glass windows of that church pretty soon because it is going to kill that church. Diotrephes is a pretty sorry person isn’t he? He emerges out of this text as an arrogant, egotistical, self-centered, control freak. His motto is Just Say No. His theme song is Sinatra’s I Did It My Way. He is not the kind of guy you want in a leadership position in a church and yet he’s there, not just back there in the first century; he is still around in a variety of churches across this nation and across this globe. Diotrephes can be hiding in a new name now a days, he may have different nicknames now, like Ruel, Mannix, Ajie, or Glenn, to name some. What do we do when Di-

otrephes gets entrenched in power? Well John tells us in verse ten - expose them. He says “When I show up Gaius I am going to tell everybody what Diotrephes is doing. That sounds easy, but that never comes without pain and conflict. Diotrephes rarely ever rolls over and plays dead. He is always up for a fight. But when leaders like Diotrephes, leaders who strong arm people and who work on the basis of fear and coercion and intimidation, when they get in leadership positions it is up to you all as the body of Christ to unmask them; to call a spade a spade and to hold them accountable to the larger community of faith. It is not easy but it has to be done. We need to be held accountable.” 5. Then lastly if you are a deacon or an elder or pastor we need to examine ourselves. We need to put our lives up against this text, up against this contrast between Diotrephes and Demetrius. Good spiritual leaders are first of all good followers, followers of Christ. Good spiritual leaders are folks that don’t cut down other people’s ministries but come alongside and encourage other ministries and work hard for the advancement of the kingdom even if they are not going to get any credit for it. Good spiritual leaders have a vision. Good spiritual leaders are involved in raising people up into ministry not running people off. Good spiritual leaders are willing to hear the truth about themselves. Look at verse twelve, where John says that Demetrius is spoken highly of by everyone. It was public knowledge what people thought about him. You need to make sure that it is public knowledge what the body of Christ thinks about its leaders. Diotrephes emerges in me every once in awhile and I have to look that in the face and say “Get behind me, Diotrephes. You know cliches are cliches because there is some truth to them and a cliche that fits this passage is water that rises no higher than its source. A church advances no further than its leadership does. Leaders that is full of themselves, empty churches.”
