VINTAGE VEGAS: LANDMARK STOOD TALL FOR THREE DECADES Construction of the Landmark Hotel began in 1961 under developer Frank Caracciolo and was completed and opened

by Howard Hughes in 1969.

Upon opening, the 31-story, saucer-topped structure was the tallest building in Clark County and was the highlight of Las Vegas’ skyline.

It became mired with financial problems and went through bankruptcy twice before closing in 1990. The property changed ownership a few times before it was acquired by the Las Vegas Convention and Visitors Authority for $15.1 million. In true Vegas fashion, it was imploded Nov. 7, 1995, to make way for additional parking and trade show space near the Las Vegas Convention Center.

Nevada Partnership for Homeless Youth received two federal grants totaling $825,000. One grant — $450,000 over three years — enhances community collaboration to build and operate a best practice mentor service program for girls and boys, including LGBTQ youths, who are at risk for or are victims of commercial sexual exploitation and domestic sex trafficking in Southern Nevada. Officially called the OJJDP FY 16 Mentoring for Child Victims of Commercial Sexual Exploitation and Domestic Sex Trafficking Initiative, it was issued through the Office of Juvenile Justice Delinquency Prevention under the U.S. Department of Justice. The second grant — $375,000 over three years — increases the hours of the NPHY Drop-In Center, NPHY’s anchor facility, and doubles NPHY emergency shelter capacity, creating four new emergency shelter beds dedicated to runaway and homeless youth under age 18. Called the Basic Center Program, the grant was issued through the Administration for Children and Families under the U.S. Department of Health and Human Services.

Dr. Letti Hale participated in a volunteer dental clinic in the Indian town of Leh, in the Himalayan region of northern India. The clinic was organized

by Global Dental Relief, in conjunction with its local partner, David Sonam of the Leh Lions Club. Hale worked with a volunteer team of two additional dentists, one hygienist, and eight nondental volunteers at a temporary field clinic that converted an empty room into a seven-operatory dental clinic. In six days, the volunteers provided 558 children with dental care and oral health education with a U.S. value of over $163,500. The patients, ages 6 to 18, received examinations, cleanings, sealants, fillings, fluoride and extractions, as well as oral hygiene education and toothbrushes.

Kim MacQuarrie and Ciara Byrne, founders of Green Our Planet, were honored by Las Vegas Mayor Carolyn Goodman with the Compassionate Hero Award during the 2016 Compassionate Cities Award Ceremony. Embrace your community and get involved Scott Washburn is CEO of Event Consultants, which provides clients with hotel sourcing, event planning, on-site management and assistance, and other services. He also is president of the board of trustees for Aid for AIDS of Nevada, the largest AIDS service organization in the state.

What is the best business advice you’ve received?

I have received so much great advice, but the one I think I learned that was most important is to ask the right questions and then shut up and listen to the answers. So many times people don’t really listen to what people are saying. By asking the right questions and really, really listening, you can find out so much about what is really most important to them. A few years ago, a friend of mine was talking to a group of staff members, explaining their assigned duties to them at an event. If you could change one thing about Southern Nevada, what would it be?

I would love to see more Las Vegas locals be more involved in the community. Things can seem so transient around here at times that the sense of community can get lost. There are so many great events going on in the metro area that we need to get out and support, whether it’s a charity event or just a fun local street festival.

Organizations need the support of the community, so I encourage people to get involved.

What’s the biggest issue facing Southern Nevada?

I think our elementary and secondary school systems get placed on the back-burner of priorities too often.

We have so many great teachers who we need to support. They are the ones who are creating the future in the minds of our future leaders.

What has been your most exciting professional project?

Taking the leap to start my own company six years ago was a huge step. I have been blessed to have been joined on this journey by two of my dearest friends. We have created something that is an adventure every day. Every company we work with is referred to us from existing clients, which makes it even better.

But, being your own boss makes it

difficult to ask for a day off.

Describe your management style.

I am definitely a hands-on kind of manager. If I expect someone to do something, I need to be able to show them I will do it, too, that I am not too good or above it. I grew up with small-town, Midwestern values that if something needs to be done, do it.

I’ve never had the attitude of “it’s not my job.” I will be walking through a hotel or venue with a client or the manager, and if I see a piece of trash on the floor, I will pick it up and throw it away. Sometimes I get the look of “why did you do that?” It was trash; I picked it up. That is what I was taught.

Where do you see yourself in 10 years?

I would love to stay involved with nonprofits like AFAN. Being back on the board really makes my life fuller and it gives me the opportunity to give back in so many ways. The services provided are lifesaving, and seeing the difference one can make is so satisfying. The staff members are some of the most amazing people I have ever met and have really made an incredible impact on my life.

What is your dream job outside of your current field?

In a dream world, I could see myself as a cruise director on a small, elegant

ship. This would allow me to continue to interact with people, but also visit new places I have never seen before.

If you could live anywhere else in the world, where would it be?

It would probably be Hawaii or another tropical island. Just sitting there looking at the ocean and seeing everyone so happy all of the time would be so inviting. I’ve always loved the feel of the wind and sound of the ocean.

Whom do you admire?

People who take the time to help one another without being asked or expecting anything in return. That’s why I respect organizations like AFAN, because they go above and beyond to help their clients as well as educate the community about HIV/AIDS. What is your biggest pet peeve?

People who act like they are better than other people, or too good to do certain things. I can’t stand seeing people in powerful positions saying and doing things that are morally wrong and not really caring about who they hurt.

What is your funniest or most embarrassing work story?

I was hired to turn a business around back in the late ’80s. I arrived on the night they were having a formal gala right before the holidays. I

was meeting with the staff afterward to let them know why I was there, how much fun we were going to have, new business plans, etc. To be “cool,” I was sitting on top of the registration desk talking to them, while they were seated in front of me. When my 15-minute motivational speech was over, I hopped down and realized my pants were unzipped the entire time. To this day I always make sure to check.

If you could change one thing about yourself, what would that be?

Learn to relax a bit more and enjoy what I have right there in front of me.

What is something that people might not know about you?

I am actually very shy. When I am in business mode, I am confident and ready to take on the world, but when just out being me, I am quiet and shy.

Tell us about your involvement with AFAN. With the uncertainty of the outcome of the Affordable Care Act, and the overall, uncertain direction of the country, funding for services could be cut back tremendously. HIV/AIDS has been around for more than 35 years now and it’s not the biggest headline anymore, and so many people are becoming complacent about it.

There are so many treatments and medical advances out there, but without the funding for prevention, testing and education, it will continue to grow across the world.

We need to get rid of the stigma of just getting tested. Knowing your status is huge in the prevention of spreading the virus. No one is immune to it. We need to start depending on corporate and private donations more than ever to continue providing the services and get the message out there. People are living longer and healthier lives, but we need to keep the fight alive and the message strong until there is an end to this disease.

Who are your customers?

Our core customer base is related to weddings — the groom, groomsmen and wedding party. We also carry chic and on-trend women’s tuxedos and rent and sell a lot of suit and tuxedos for special events, proms or quinceañeras.

What’s the most important part of your job?

Making sure our customers look their best and go through the shopping experience with ease. We take care of all the tailoring and details.

We carry slim, modern and classic fits, offer both rental and for-purchase products, matching bridesmaid dress colors and have expert stylists to assist in putting together the perfect look and getting the right fit for each customer.

What is the hardest part about doing business in Las Vegas?

Las Vegas is a lively and unpredictable city. We see a lot of last-minute orders, so we always have to be ready to turn

around an order quickly. Unique to the Las Vegas market at Friar Tux Shop is the ability to produce same-day orders.

What is the best part about doing business in Las Vegas?

Las Vegas is the marriage capital of the world, and that is why it was the first place we opened outside of California.

What obstacles has your business overcome?

Clothing and wedding trends change, and we have adapted to fit the consumer demands in a variety of areas. While we have a nationwide fitting network available, we wanted to serve our customers outside of Las Vegas and California in a better and more personal manner. We will soon launch stitchandtie.com, which will allow for nationwide rentals with ease. Lately, we’ve also seen many weddings featuring suits from department stores. For this reason,

How can Nevada improve its business climate?

We are still learning about the Las Vegas market. We are excited to be in

two newly renovated centers, as we have found that customers love shopping in modern shopping centers that offer some associated businesses (for example, we are next to a David’s Bridal in one of the centers). We are looking forward to joining local chambers of commerce and becoming partners with our community businesses.

What has been your hardest lesson in business?

We learned very early on that you are as good as your people are. Our business is dependent on our staff, who work with closely with our customers. We strongly believe in investing in our staff both in terms of their job training and personal growth. We have five certification levels that our staff are incentivized to work toward. We also offer leadership classes and group book readings on topics that encourage growth, as well as other seasonal programs requested by our team.

During this year’s Legislature, they’re busy asking state lawmakers to change the property tax abatement, or the cap, that limits how much larger your property tax bill can grow from one year to the next.

The cap, enacted in 2005, those officials say, has caused revenues from property taxes to stay at roughly the same levels they were before the recession even though — as the economy improves — the demand for services from local governments has grown.

As they testified before legislative committees, local government representatives listed services they said are suffering from flat revenues, chief among them education and public safety. Representatives from Clark County specifically said emergency-dispatch and emergency-response services were being negatively affected. Representatives from rural counties said repairs needed on streets and parks were being delayed or simply ignored.

A study of the abatement presented to the Legislature by Jeremy Aguero, a principal of the economic analysis firm Applied Analysis, said that “nearly all levels of government are affected, but Nevada K-12 schools are the single largest beneficiary of the property tax by a significant margin.”

So far, there’s only one bill in the Nevada legislative system that directly addresses the property tax cap, Assembly Bill 43.

What the tax looks like now AB43 proposes a few significant changes to the cap. But to understand what it does, you have to understand how the abatement works now.

Before the recession, when property values were booming, property owners were afraid property tax bills would boom as well.

So the Legislature wrote a law that said no matter what happened to tax rates or assessed values, property owners would never have to pay an increase larger than 3 percent (compared with the previous year) for homes people own and live in or 8 percent (compared with the previous year) for other properties, such as apartment buildings, stores, warehouses, etc.

The Legislature didn’t just put limits on the size of the increases. It also wanted to slow the speed at which property-tax bills could rise even before they hit those limits. So it created two other caps based on two economic measures: 1. A 10-year average percentage of change in assessed values of homes.

2. The average percentage of increase in the previous year’s consumer price index multiplied by two.

compared with the previous year’s, unless either number reaches 3 percent for homeowners or 8 percent for commercial property.

How the current abatement works Here’s how it works using — to make the math easier — an imaginary property tax bill from last year of $100 and other made-up numbers. (This is a simplified explanation, and of course there are exceptions and qualifications.)

If the consumer price index number is larger than the 10-year average number — say 2 percent vs. 1 percent, then — this year’s property tax bill could never be more than 2 percent larger than last year’s.

If home values were to spike and last year your bill was $100, this year your bill would be $102.

If the index number was smaller than the 10-year number — say, 2 percent vs. 3 percent — then this year’s tax bill could never be larger than 3 percent.

Again, if home values were to spike and last year your bill was $100, this year you would pay $103.

And no matter how big tax rates or property values or the index or the 10-year average numbers get, your bill could never grow by more than 3 percent.

If an owner-occupied property tax bill was $100 last year, it could never be larger than $103 the next.

For commercial property, the cap works the same way but at an 8 percent rate.

While it’s nice for property owners to have the certainty that their property tax bills can never increase each year more than the 3 or 8 percent ceilings, they would obviously like yearly increases to be limited to a smaller percentage.

When it comes to abatements, a smaller number means a smaller tax bill. And in recent years for some counties, the index and 10-year average measures, along with the recession, ensured that abate-

ment numbers were small.

Small abatements For nine Nevada counties in the 2016-17 fiscal year, including Washoe and Clark, tax increases never reached that 3 percent ceiling, according to Aguero’s study.

During the recession, home values dropped so steeply that the 10-year average number remained very low. In some counties, it was lower than the index number. And that meant the index number, not the 3 percent cap, became the real ceiling on property tax increases.

For the 2016-17 fiscal year, the average percentage of increase in last year’s index multiplied by two was 0.2 percent.

With this cap in place, no matter how much a home increased in value, if a tax bill was $100 one year, it could never be larger $100.20 the next. And it’s those kind of numbers that are having a dramatic effect, according to Aguero.

“The amount of the abatement will continue to increase,” Aguero said. “The reality is the (assessed values) are increasing pretty quickly. And it will continue to put a strain on the state tax system, especially schools and public safety, and require governments to do more with less.” assembly bill 43 AB43 still has the 3 and 8 percent ceilings. Cortez Masto, clean energy advocates cite concerns about EPA under Pruitt

How the Environmental Protection Agency under Scott Pruitt will affect Nevada’s clean energy future was the topic of a recent roundtable that included Sen. Catherine Cortez Masto, D-Nev., and members of local organizations.

They aired their concerns about Pruitt, the former Oklahoma attorney general who has a record of working against environmental causes.

“I was attorney general for eight years and was re-elected in 2010 when Pruitt was elected,” Cortez Masto said. “I not only worked with him for the last four years, I watched what he was doing. He started down the path taking on the EPA, suing the EPA. … Now we know why, because the release of the emails — he was in the pocket of big oil.”

Several emails recently released displayed a relationship between Pruitt, Devon Energy and other oil and gas industry representatives when he was Oklahoma’s attorney general.

Representatives from Chispa Nevada, a program of the League of Conservation Voters for Latinos against climate change and for clean energy, the Clean Energy Project and the Nevada Conservation League joined Cortez Masto.

Pruitt sued the EPA 14 times in “repeated efforts to undermine the agency’s legal authority and dismantle public health protections,” Chispa said in a prepared statement.

With the Trump administration already working to roll back some of former President Barack Obama’s energy and water initiatives, Cortez Masto expressed concern about where the future of clean energy and climate-related issues was headed.

“I believe the science that’s happening, and we have to do a better job in protecting our environment for our kids and their future,” she said. “It starts with the data and talking about

the truth — the true data and not brushing it away, calling it fake news. It’s about making sure that not just me, but everybody, is using the same information.”

Pruitt and others who have similar views about climate change could be swayed if a collective effort offering opposing views came together to fight, Cortez Masto said.

“We’re going to have to push back and use all voices,” she said. “All the advocacy groups, everybody who cares about protecting our water, our land and our air. You cannot rely on us in Congress to be the backstop — we have to do this together.”

A recent study showed that Nevada was No. 4 in the nation for clean energy jobs, and Cortez Masto pointed out the economic benefits of such a workforce.

“In Nevada, we are prime to go down the path of investing in a clean, green economy,” Cortez Masto said. “We have geothermal, we have wind, we have solar … Our clean energy economy generates about $6 billion.”

Jack Clark, program and outreach director for the Clean Energy Project, said Nevada is ripe to grow its clean energy industry.

Clark said most people are under the impression that Nevada gets most of its energy from the Hoover Dam or solar power. About 80 percent, though, comes from natural gas and coal, which he said is money leaving the state.

“Nevada has such an opportunity when it comes to economics of renewable energy that most states don’t,” he said.

“We have a huge opportunity to get the policies right. At the federal level, things may be slowgoing with people like Scott Pruitt, but right now we have an opportunity to let states lead on this issue and by getting the policies right. We’ll be able to create jobs and keep a lot of that money and investment here in Nevada and develop clean energy.”

Some opponents of education savings accounts say Nevada’s version of school choice is dead. But the Legislature continues to discuss the program’s budget, and two new bills — meant to shore up the ESA program — are anticipated to be introduced this month.

“It should be universal,” one parent at the workshop said. “If you’re doing well … and you have access to a great career, I don’t think you should be penalized. I’m a low-income parent. But I have goals. I’m working hard. So if an opportunity comes along and I’m doing well, it should be the same. You shouldn’t be penalized because you make more.”

The second hurdle critics of ESAs face is a Nevada Supreme Court ruling that said ESAs could exist, but money appropriated for the public school system could not be used to fund them.

That ruling may seem to favor ESA opponents, but both Hammond and the governor’s office are writing bills that seek to ensure the new version of ESAs respect that ruling.

“Obviously, one difference is the Supreme Court of the state of Nevada said the original funding mechanism does not work,” Hammond said, comparing the new bill he’s drafting with his original version. “What we’re doing is creating an account, a separate silo of money so that $60 million (the amount the governor budgeted for ESAs) will go in there. We’re not touching any public school money.”

Next Steps Hammond said the bill he is drafting is with the Legislative Counsel Bureau, the agency that supports lawmakers, helping them research and draft legislation.

When the Legislative Counsel Bureau is done with it, Hammond said, he will review it and work with other senators and members of the Assembly who support it. Then, he’ll submit it as a bill draft, after which the Senate would likely refer it to a committee, where the debate over its merits would occur.

With one year under its belt, the Las Vegas Wedding Chamber of Commerce is dreaming bigger and bolder as it figures out how to reverse the decline in weddings taking place in Clark County. And although members of the public-private partnership believe it may take years to see the fruits of their labor, early signs are promising.

The number of marriage licenses issued by Clark County dropped 40 percent between 2004 and 2014. Since then, numbers have stabilized. In 2016, 81,325 marriage licenses were issued by the clerk’s marriage license bureau.

In 2015, that number was 81,652 — a difference of just 327.

“That’s negligible,” says chamber president Kris Labuda. “That’s the first time in quite a long time that that’s been the case.”

Part of the stabilization may be a result of the legalization of same-sex marriages, which gave the wedding tourism industry a new market to cater to. This year, Clark County celebrated its 10,000th same-sex marriage license by surprising the lucky couple with gifts donated by chamber members.

Labuda says the event was so well received that the chamber is considering doing additional surprise celebrations for other milestones, perhaps the millionth couple to get married from Duluth or some other random city in the United States.

“We can welcome them to Las Vegas, thank them,” she says, “and show there’s always a little surprise here.”

Promotions like this are especially attractive to the chamber because they showcase real people and fight the stereotype that Vegas weddings are just quickie affairs destined to end in divorce or annulment 55 hours later.

“For a while, we couldn’t see marriage mentioned without a breakup involved,” Labuda said. “It was concerning to see the same image of Las Vegas coming up.”

Taco Bell recently received a lot of media attention for opening a chapel in Las Vegas and gifting a free wedding to a woman who made a dress out of Taco Bell wrappers. The clever promotion played off the stereotype of the city as an over-the-top, not-exactly-serious place to tie the knot.

“We did think that was kind of cute,” Labuda said. “We would never limit or dictate what people can do — as long as we can promote that it’s not the only type of thing happening here.”

And Labuda said people are beginning to see that, especially as chamber members work with the Las Vegas Convention and Visitors Authority to connect with travel journalists and other professionals worldwide.

“People ... agree that Las Vegas has so many facets to putting on weddings,” she said. “There is such a richness when it comes to the types of weddings that people can create here.”

Chamber member Jodi Harris agreed. Her event business, Sight & Sound, has been operating for more than two decades and caters mostly

to tourists.

“In Vegas, there’s no limit,” she said.

“If you want a classy wedding ... have you ever seen some of the chapels at Bellagio or Mirage? You can have an elegant wedding with a mini-doughnut station. You can surprise people with showgirls. Or you can do it just like you would at home. There are just so many options. … I had one client who couldn’t afford a wedding in Paris, so she had her wedding at Paris Las Vegas.

It looked great, looked like she got married (in France).”

“There wasn’t an Elvis,” she added.

Harris was a wedding tourist herself 23 years ago. She lived in Los Angeles but was attracted by the glitter and glam of Las Vegas. She is proud of the mini-Vegas wedding she had, but rec-

ognizes that times have changed for many couples.

“Couples are more tech savvy than they’ve ever been,” Harris said. “A lot of my business comes from YouTube because people will go to YouTube and type in ‘Las Vegas wedding at Mirage.’

They are doing their homework. Instagram and social media platforms are very popular.”

The chamber is clambering to capitalize on that front, too. It has purchased content management software to help connect members — more than 130 now — with potential customers from around the world. The goal is to make the process of planning a destination wedding in Las Vegas as easy and exciting as possible.

According to the county clerk’s office, about 80 percent of marriage licenses are given to non-locals. Clark County has welcomed wedding tourists from all 50 states and 119 of the world’s 195 countries. (Of tourist weddings, about 22 percent are international.)

One promotional partnership gives couples a free dot-vegas website where they can upload photos and information about their wedding. A German couple even live-streamed their Vegas wedding to the world through their free dot-vegas site.

The chamber also is floating the idea of creating an online magazine or blog to highlight the diversity of wedding choices.

“That will really be how we redefine the market,” Clark County Clerk Lynn Goya said. “Seeing real weddings. How charming, how heartfelt, how lovely they are here.”

Harris echoed the sentiment.

“That’s why we do weddings here,” she said. “It’s to build these long-term relationships.”

Showcasing real relationships may be the foundation of the chamber’s mission, but members are exploring grander ideas. According to Goya, the chamber is talking to the city about the possibility of creating a “Wedding Way” that plays off the theme of being the nuptial capital of the world. It could run along Las Vegas Boulevard from near the Stratosphere toward downtown and include a public park with vintage neon wedding signs.

“This is in our dream stage,” Goya said, “pre-planning.”

But what’s a wedding if not the perfect avenue for dreaming?
