OUR TAKE: SELF-MADE PARKING SHORTAGE FORCES RAIDERS TO ASK DIFFICULT QUESTIONS Pump the brakes on concerns about what the Raiders asked of UNLV in the first draft of a joint-use agreement to share the new $1.9 billion stadium — at least for now.

The Raiders face massive parking issues at their chosen stadium site on Russell Road near Interstate 15, which contains only 15 percent of the spaces Clark County code requires for a 65,000-seat facility. The Las Vegas Sun reported exclusively last week that the Raiders want to use for free the Thomas & Mack Center lot — 3 miles from the stadium — and another 42 acres near Tropicana Avenue and Koval Lane for game-day and event parking.

Keep in mind that this is a negotiation between the Raiders and UNLV. Much as you would not walk into a car dealership and tell the salesperson the most you could pay for that new vehicle, the Raiders began this

transaction with a sizable ask from which they likely will reach an eventual compromise with the university.

Cutting a deal with fans could present a more challenging situation. Driving from Summerlin to the Thomas & Mack, then waiting for a shuttle to the stadium in September heat can be described charitably as less than ideal.

Yet without the UNLV lots (and maybe even with them), the Raiders cannot solve this parking puzzle unless they are willing to shell out big dollars to enterprising land owners near the stadium or to lean on partners such as the university for help. To get the best deal in either case will require patience, both from the Raiders and their fans.

Q&A with Liza Cartlidge

Customer loyalty driven by good employees When Liza Cartlidge left Southern Nevada in 1999, Sunset Station was still new, and stood virtually alone in its swath of the desert. “You could stand in the amphitheater and see clearly to what is now Fiesta Henderson,” she says. Cartlidge has since worked in Northern Nevada, New Jersey and New York, but returned to Las Vegas more than a year ago to become general manager at Sunset Station.

Do you have any recent news you’d like to share?

Sunset Station just celebrated its 20th birthday, which was a huge milestone. We’re proud to have been a part of the Henderson community for two decades, and are committed to reinvesting in our property to make it the best it can be for our guests and team members.

To that end, the Sonoma Cellar Steakhouse is being remodeled and is expected to reopen late this month. We’ll have some of the classic favorites with many new and exciting items.

What do you think is the biggest draw for locals to the property?

Its design drew from Spanish cities and features sky ceilings throughout. The Gaudi Bar features beautiful stained glass, and many locals tell us they come to see our design features.

But the biggest draw is probably our team members. We have many who have been here since the property opened. And all of our team members forge relationships with guests.

Describe your management style.

It’s important for me to position my employees for success. Part of that is establishing a culture that creates a positive work environment. The guest experience needs to be outstanding every single time, and that can only be achieved if everyone at Proof Tavern enjoys being here. If everyone comes to work with a smile and leaves with one, then we’re doing something right.

What is the most valuable lesson you learned in your three years at Golden Entertainment?

If I had to pick one, it would be to treat everyone with dignity and respect. The gaming industry is demanding; everyone involved in it works hard, regardless of their position. As such, everyone is deserving of empathy. Everyone at Golden really embraced and supported me. It is my duty to reciprocate that to every person I come into contact with at my business.

What is the hardest part about doing business in Las Vegas?

There are so many fantastic taverns in town, and as a result, the bar has been set high. I challenge myself to evaluate the business daily and make as many improvements as possible. It’s going to take a lot of work to be

considered in the top tier of gaming taverns in Southern Nevada, but that is the ultimate goal.

What is the best part about doing business here?

The economy continues to rebound, home prices are up and there is construction all over town, especially out here in Lake Las Vegas. There is just so much potential with the area, and I see nothing but positive things moving forward. So, the best part of doing business here is that the best is yet to come.

How can Nevada improve its business climate?

Any support given to small businesses as they go through the pre-opening process would be a step in the right direction. The expenses add up, and there are so many you run into along the way that a first-time business owner just doesn’t know about. I had a consultant assist me with the gaming and liquor license process as well as various health and business inspections. He was instrumental in making sure everything was in order; I would recommend that every aspiring small-business owner look at retaining someone to help with these matters.

What has been your hardest lesson in business?

Adjusting my expectations to be more reasonable. It’s going to take time to build the business. I’m a perfectionist and expected everything to be perfect right out of the gate, but I’ve been able to embrace the areas where we need to improve and work toward making adjustments.

We’ve come a long way in a short time, but there is still so much we would like to accomplish.

The event’s executive director proudly says it started as a one-table tournament downtown with just seven players. Standing inside the Rio’s Brasilia ballroom, which was decorated with floor-to-ceiling posters of the past six Main Event champions, Stewart announced a 10-year deal with Tencent Limited Holding to bring the WSOP brand to Asia. Faraday Future stops work on NLV factory By mick akers Staff Writer

Upstart electric car company Faraday Future announced last week it would stop work on a $1 billion manufacturing plant at the Apex Industrial Park in North Las Vegas.

Faraday said it is shifting its attention to a new facility to accelerate the start of production on its flagship vehicle, the FF91.

“As a result of this shift in direction, we are in the process of identifying a manufacturing facility that presents a faster path to a start-of-production and aligns with future strategic options,” Faraday said in a statement. “As the land owner, we remain committed to the buildout of the Apex site for longterm vehicle manufacturing and firmly believe North Las Vegas is an ideal place for us to be.”

The company said it would reveal more details about its strategy in the coming weeks.

A North Las Vegas source with knowledge of Faraday’s dealings said city officials weren’t surprised by the news.

The company has been mired in financial troubles and had $183 million in assets frozen by a Shanghai court because of missing loan payments tied to LeEco, Jia Yueting’s Chinese media group. Yueting, the owner of Faraday, recently resigned as chairman of LeEco’s main leg, LeShi Internet Information and Technology Corp.

Faraday suspended construction of the North Las Vegas plant in November, with plans to resume building this year.

At the project’s peak, Faraday provided jobs for 327 construction workers and 24 direct employees, according to the Governor’s Office of Economic Development.

Despite the setback, North Las Vegas Mayor John Lee said the city had plans to move forward with other projects at Apex.

“The state, county and city are focused to ensure Southern Nevada has a large-scale industrial park developed and ready for job creators to diversify our regional economy,” Lee said.

“Faraday has played an important part by investing almost $50 million in land improvements and critical design and engineering work at Apex Industrial Park, creating a momentum that has attracted multiple Fortune 500 companies hiring 7,000 Nevadans and investing more than $1 billion that has stabilized and transformed our community,” Lee said.

Gov. Brian Sandoval and state lawmakers approved $215 million in tax breaks and $120 million in infrastructure upgrades for the project at a special session of the Legislature in December 2015.

Sandoval said Nevada taxpayers would not be left holding the bag.

“The agreement between the state and the company required a trust fund to hold any earned abatements until the company achieved a $1 billion investment,” Sandoval said.

“While I’m disappointed in (the) announcement, I can say with certainty that Nevada’s citizens were held harmless financially.”

The Governor’s Office of Economic Development said the approximately $614,000 accumulated in the trust fund would be credited to the state and local jurisdictions that would have collected it.

Las Vegas develops new tool in fight against squatters By april corbin Staff Writer

Las Vegas is strengthening its effort to identify homes at risk of becoming blighted or taken over by squatters.

The City Council has quietly expanded the types of properties that can be added to the city’s registry of vacant properties. Rather than waiting for homes to fall into default before flagging them and subjecting them to fines if they fall into disarray, the city will use an expanded definition of “abandoned residences” to identify potential problem properties earlier along in the foreclosure process.

The new triggers that can lead to a home being placed on the registry include unpaid taxes, nuisance abatement liens and other official legal notices, which often are red flags that a property will be abandoned or foreclosed upon. Those previously weren’t factors in the city’s registry when it launched in 2011. City staff said that over the past four or five years, banks have become more reluctant to put homes into default, so the expanded registry would help the city keep banks and other property owners accountable by forcing them to name a property manager responsible for maintenance.

These subtle shifts of data gathering won’t provide immediate relief for residents currently dealing with squatters next door. But city officials hope it stops the problem from spreading further.

Since the recession, empty homes across the valley have become commonplace. Sometimes they are eyesores with overgrown lawns and mosquito-infested pools. Other times, they become havens for squatters and illegal activities. Bored kids break windows and trash interiors. Drug dealers use them as storefronts. Full families move in and steal power or water from their law-abiding neighbors.

Councilman Steve Ross championed the expanded registry effort. He represents Ward 6, which encompasses Centennial Hills and the far northwest part of Las Vegas. It was the fastest-growing part of the city through the recession and was hit hardest by

the housing crisis.

“We are trying to maintain property values and the good nature of neighborhoods,” he said. “It means that when a property falls into disrepair, we can get those properties back up to speed (sooner) instead of waiting for the foreclosure process.”

Over the years, state legislators have worked with municipalities to help empower them to better deal with these issues. For example, in 2015, lawmakers passed legislation that criminalized the specific act of squatting or aiding squatters. However, with limited resources in code enforcement and police departments, criminal crackdowns have been difficult to sustain over the long run.

Clark County Commissioners Chris Giunchigliani and Marilyn Kirkpatrick have been outspoken about the need for better coordination across municipalities.

Giunchigliani said she had been

looking to North Las Vegas, which has been fine-tuning its registry efforts for years. That city keeps a registry of homes that are at risk of falling into foreclosure, regardless of whether they are vacant or bank-owned. The city also has a dedicated squatter task force and coordinates data sharing with utility providers, which can flag a home that’s had power or water turned on by unauthorized occupants.

“It allows us to get ahead of the game,” said Tom Martens, North Las Vegas code enforcement manager.

North Las Vegas has flagged about 2,500 homes through its robust system, and though success is difficult to quantify when it comes to vacant properties, Martens said neighborhoods are experiencing the benefits.

“Initially we had repeat offenders,” he said of squatters, who often use fake leases to attempt to get utilities turned on at vacant residences. “Once they figured out which homes they shouldn’t be in, and that we would remove them, that info goes through the bad-guy network. I don’t think we’ve had a repeat violator in nine months now.”

Which brings the topic back to the need for coordination across municipalities.

“That is the part I struggle with,” Martens added. “Where are they going? They’re going to Clark County, Vegas, Henderson.”

Valley’s apartment rents rise for 15th consecutive month By adam candee Staff Writer

The impact of a vanishing housing supply in Southern Nevada ripples its way through the local rental market this summer with little relief in sight.

Driven by the area’s tightening roster of available homes and an increase in premium units, average one-bedroom apartment rents in Las Vegas climbed in June for the 15th consecutive month. Prices also bumped upward in Henderson as both buyers and renters felt a squeeze not seen since pre-recession times.

“The for-sale market continues to experience rising prices, higher sales volumes and dwindling availability,” Applied Analysis principal Brian Gordon said. “At the same time, the apartment market continues to post relatively low vacancy rates as rents

increase.”

Reports from Zumper and Apartment List show slightly different pricing for the local market, in part because Zumper separates Henderson’s rates. Zumper shows the average Las Vegas apartment renting for $800 per month, a jump of 1.3 percent from May. Two-bedroom units held their price from May at $980 per month.

According to Apartment List’s report, the median one-bedroom apartment in Las Vegas rents for $880, while the two-bedroom median stands at $1,090. The one-bedroom rate increased 0.5 percent from a month ago.

Gordon pointed to the southwest valley as an example of increasing stock of high-end apartment units partially driving price growth.

“New apartment projects have been

met with respectable leasing activity, and current conditions suggest those trends should prevail through the balance of the year,” Gordon said.

Zumper found aggressive rate growth in smaller units in Henderson. Listing the city at No. 39 among its most expensive rental markets in the country, Henderson’s one-bedroom units averaged $980 a month.

That was up 1 percent from May but 15.3 percent year over year. Las Vegas checked in at No. 58 on Zumper’s list.

Two-bedroom units in Henderson were renting for $1,110 per month on average. That figure held steady from the previous month.

With Southern Nevada in the midst of what local Realtors call a housing crisis, rental rates likely will rise moving forward. Less than a three-month supply of resale housing exists in the

region, well below the six-month stock considered healthy.

“From a big-picture perspective, the market is experiencing strong population growth, impressive employment growth and increases in average wages,” Gordon said. “These factors suggest that there should be increased demand placed on the housing market. At the moment, all segments of the housing market appear to be benefiting — new homes, resale homes and apartments.”

San Francisco maintained its status as the most expensive rental market in the nation, with one-bedroom units averaging $3,450 per month and two-bedroom units at $4,500 per month. New York, San Jose, Washington, D.C., and Boston comprised the remainder of the top five priciest rental markets in the country.

While her biggest dream would be a business incubator specifically for people looking to get into marijuana, she thought the apprenticeship program would have been a good start.

“It could help take people out of the black market, take them out of hiding and turn them into a legitimate business,” she said. “It’s what they’ve already been doing for years.”

Smith supported the legislation and even testified on behalf of the bill when it was introduced.

“I think this would help those interested in the business develop the necessary skills, find gainful employment and contribute to economic development,” he said during the hearing.

Beyond people’s understanding of marijuana, Smith added that this industry also is about learning basic skills in agriculture and plant anatomy.

“There is an actual science behind cultivating, and we should be able to educate and train,” he said.

But Sandoval vetoed SB416 too.

“Frankly, I was surprised,” Spearman said. “But I already plan to bring that one back (next session).”

Goins would like to see legislation designating a certain amount of business be set aside for minority owners, as is the case in some California cities. Oakland, for instance, initially set aside half of the city’s marijuana licenses for low-income residents who had been convicted of a cannabis crime or who lived in neighborhoods with intense drug enforcement.

Spearman preferred that such programs be handled at the municipal or county level, not by the state.

“At a state level, you’re dealing with a lot of different factors and constituents,” she said. “Municipalities should definitely look at this.”
