GUYANA NATIONAL BUREAU OF STANDARDS
TERMS OF REFERENCE FOR CONSULTANCY - TECHNICAL ASSESSOR FOR THE GNBS LABORATORY CERTIFICATION PROGRAMME
The Guyana National Bureau of Standards (GNBS) is a semi-autonomous agency that falls under the portfolio of Ministry of Tourism Industry and Commerce. The GNBS has an Executive Director who is responsible for the daily operations.
The GNBS operates a Laboratory Certification Programme where Medical Laboratories are certified to the National Standard (GYS 170:2021) – “General requirements for the operation of a laboratory”. Any laboratory desirous of becoming certified must be assessed by a team of Assessors to determine conformance to requirements. Technical assessments are conducted by experts in the field with a wide range of knowledge in the operation of laboratories.
Scope of Consultancy: Technical Assessment of Medical Facilities for the purpose of Certification.
Duration of Consultancy: Part-Time
Qualifications and Experience
The ideal candidate should possess the following:
1. A first degree in Medical Technology from a recognized institution
2. At least five (5) years working experience in in a Medical laboratory environment and implementing the laboratory Management System Standard.
3. At least two (2) years of experience in conducting quality management system audits.
4. Must be Knowledgeable of the requirement of the Health Facilities Licensing Act Governing Medical Facilities.
5. Must be knowledgeable of the laboratory environment and the functioning of laboratory equipment.
6. Must be knowledgeable on standard laboratory quality control procedures.
7. Proven ability to speak and write English fluently.
8. Good interpersonal skills and ability to communicate effectively.
9. Must be computer literate.
Responsibilities of Technical Assessors
1. Assessors shall provide Technical Assessment Services to the GNBS in accordance with the terms and conditions as outlined in an establish contract.
2. Assessors shall review technical manuals submitted by organisations for the purpose of certification to National Standards and conduct laboratory assessments for initial, renewal and surveillance assessments.
3. Assessors shall provide reports in a timely manner (14 working days) after the completion of assessment.
Responsibilities of the Guyana National Bureau of Standards
The GNBS shall make available all payments to Technical Assessors on completion of assigned activities and receipt of reports.
Relationship of the Parties
The Parties acknowledge and agree that the Services performed by a Technical Assessor shall be as an independent contractor and that nothing in this Terms of Reference shall be deemed to constitute a partnership, joint venture, agency relationship or otherwise, between the parties.
Confidentiality
Neither Party shall use, copy, adapt, alter or part with possession of any information of the other which is disclosed or otherwise acquired under or in relation to the Terms of Reference and which is of a confidential nature. Where the law requires information to be disclosed to a third party, the GNBS shall be notified that such information has been requested and permission must be granted from the GNBS.
