Queer Power. Queer Action. Queer Joy. We need all of these, now more than ever. We face a challenging year for our community -let’s be honest, for this country and the world. It will be a year filled with pain and opportunity. A Presidential election, continued attacks on our community, global crises and more. It is crucial in the midst of all the challenges we have to face that we take time to come together and feed our souls, and that is what Winter Party Festival is here for.
I am asked frequently why the National LGBTQ Task Force continues to hold this Festival in Florida given all the anti-LGBTQ+ legislation that keeps getting passed here. Why not pull up stakes and take our party somewhere else? But the Task Force is committed to achieving full freedom, justice, and equity for every member of our community, so as long as our people are here, we’re going to be here. And can you think of any better way to combat “Don’t Say Gay,” book bans, attacks on trans affirming healthcare and all the other attacks being directed at our community than throwing the biggest queer party in the country in Florida’s most populated county?
This is also deeply rooted in the origins of Winter Party, which was launched in 1994 as a single dance party on the beach to raise money to oppose an antigay ballot initiative. It was an immediate sensation and has contin-
ued to grow into the unique week-long festival that brings together an international LGBTQ crowd of thousands. And we all know what can happen when you bring together such extraordinary people, music, entertainment, and world-renowned DJ talent, all set in beautiful Miami Beach — Queer magic -- nothing less!
The National LGBTQ Task Force has the distinct honor of putting together this fabulous Festival, which is much, much more than a celebration: it is a unique and exceptional event that funds the Task Force’s activism and community work while also giving back a substantial amount of the proceeds to support local organizations in Florida.
Yes, throughout this week I hope you experience queer joy like you never have before. And while you’re doing that, know that the contribution you are making when you join us in Miami Beach is fueling our ability to take queer action and build queer power.
So…..dance your ass off! We will be right there with you on the dance floor! And when the house lights come up on the final party, join our mission to Queer the Vote in 2024. Our community continues to face challenges around the world, across the U.S., and here in Florida. We are often told that it is not okay to be who we are or to love who we love. This week, we invite you to escape to the magical experience that is Winter Party. We invite you to express yourself in your fabulous looks and the way that you embrace your partner or your friends. We invite you to say hello to people you don’t know yet and make new connections!
Winter Party Festival is about celebrating you, our guests, and the beauty that is the LGBTQ+ community. Winter Party began in 1994 when four community leaders decided to throw a one-day beach party for South Floridians to raise money to fight a statewide anti-LGBTQ initiative. Thanks to you and thousands of people like you, it has grown into a world-class, week-long fundraiser attended by over 10,000 guests from around the world and has raised over tens of millions of dollars. The funds raised from Winter Party are critical to support the work of the Task Force and local South Florida LGBTQ non-profits
that are working to provide services, effect real change, and make it a safe place for all LGBTQ people and their families to live. The Task Force has donated over $3.6 million to over 100 local organizations.
We are extending our heartfelt thanks to the City of Miami Beach. The City Commission and staff have always been so supportive of the Festival, the National LGBTQ Task Force, and the LGBTQ community. Tickets, Passes and Wristbands
MULTI-EVENT PASSES
At Winter Party Festival, guests who purchase multi-event passes receive wristbands for admission to events. Online pass purchasers will receive an email voucher and receipt, which can be exchanged for a wristband at the Welcome Center. Wristbands are worn throughout the Festival and cannot be removed or shared. You cannot use the email voucher for admission to events.
All passes must be purchased online. They will not be available in the Welcome Center.
MOBILE/PRINT-AT-HOME TICKETS
Winter Party Festival uses mobile/printat-home tickets through ShowClix. You purchase tickets online and receive your tickets via email so you can download them to your phone or print them and bring them with you to the venues.
PLEASE NOTE: There will be no Will Call for ticket purchasers at each event. You MUST bring your ticket (printed or mobile version) with you for admission to the event.

We realize that some of our out-of-town guests may arrive in Miami Beach after the Welcome Center closes. Pass purchasers can still gain admission to that night’s dance event. When you arrive at the dance venue, go to Will Call. You will need to show identification to receive admission to the event, and you will need to go to the Welcome Center the next day to pick up your wristband. Using your wristband provides express entry into the venue, so we encourage you to come to the Welcome Center before the event if at all possible. REMINDER: There will be no Will Call for ticket purchasers at each event. You MUST bring your ticket (printed or mobile version) with you for admission to the event.

HEALTH & WELLNESS AT WINTER PARTY FESTIVAL
Winter Party Festival is the most fun, sexy and friendly LGBTQ festival in the world. But it’s way more than a party, it’s also a community fundraiser to continue the fight for full freedom, justice and equity for all. As producers of this world-renowned LGBTQ festival, the National LGBTQ Task Force recognizes that we have a responsibility to help our community stay safe and healthy—not just at Winter Party, but in all aspects of life.
This year, like every year, we’re fortunate to partner with a number of health, education, social service, and harm-reduction organizations dedicated to the well-being of our community. Logos for these partners are included on the opposite page. As you attend Winter Party, we ask you to heed these important health and safety tips.
If you’re sexually active, protect yourself and your partner(s): Complimentary condoms, provided by Florida Health, and personal lube packets, sponsored by WET, will be distributed in your gift bags, at the Welcome Center, and throughout the festival at various events. If you engage in sexual contact, please do so safely.
Consider PrEP: Pre-Exposure Prophylaxis (PrEP) is an HIV preventive measure, intend-
ed for most sexually active people. Only your doctor can prescribe PrEP, and Winter Party will have numerous partners on-site at various events that can provide additional information and referrals to those interested.
Educate yourself about STI’s: While PrEP has significantly cut the rates of new HIV infection in communities where it is widely used, it has also led to an increase in unprotected sex. PrEP can prevent the spread of HIV, but it does not protect against other Sexually Transmitted Infections (STI’s) including syphilis, gonorrhea and hepatitis A, B and C, which are becoming increasingly resistant to antibiotic treatment. Condoms will help reduce your risks of STI’s. Please play safe. Educate yourself, protect yourself, and discuss these risks openly with your sexual partners.
Know your limits: If you drink alcohol, do so in moderation. On hot, sunny days, don’t forget to alternate alcohol with water. If you consume drugs, know exactly what you’re taking and what risks are associated. Illegal drug use is strictly prohibited at Winter Party, but we also realize that we have no control over what people consume in private. Educate yourself about the effects and unique risks associated
with various drugs, as well as elevated risks of mixing substances. Our partners at DanceSafe will be present at the main weekend events and available for further discussion and custom-tailored advice.
Be aware that not all drugs are created equal; some carry much greater risks than others. Crystal meth is one of the most physically addictive and destructive drugs ever known. If you use meth, or are thinking about trying it, we urge you to reconsider. Visit MethProject.org for additional details and support.
Care for each other: We have medical staff on call at every event. If you feel sick, dizzy, faint, or otherwise need help, or if you see
someone who does, look for the nearest staffer on radio who will help you find the medic on-call. If your friend appears to be excessively buzzed, don’t leave them alone. Our medical services partners, ParaDocs, are here to help.
Limit sun exposure: It might sound cliché, but don’t forget to pack your sunscreen, lip balm, hats and sunglasses. The Miami sun can be scorching! Wear sunscreen and drink plenty of water to stay hydrated.

Our hope for the 2024 Winter Party Festival is that our community can come together and experience enormous joy and renewal – because for the rest of 2024 we’ll need all the energy we can muster during this crucial election year. The Task Force’s number one priority this year is to Queer the Vote across the nation, and we know Florida will be one of the most important battlefields. It seemed very fitting then to recognize Jeff and Todd Delmay at our VIP Cocktail Reception – a couple who has been at the forefront of Florida LGBTQ civil rights movement and who now represent the union of two of Florida’s most influential activist organizations.
The Delmays were one of six plaintiff couples, along with Equality Florida, who sued the Miami-Dade Clerk of Courts in state court in 2014 for the right to marry in Florida. Soon after their case was filed, a federal case was filed by SAVE and the ACLU seeking the recognition of samesex marriage for couples who had married outof-state and deserved equal treatment for their marriages when they returned. Both cases were found in favor of the plaintiffs!
With the federal case poised to bring marriage equality to all 67 counties in Florida the following day, the Miami-Dade judge held a hearing on January 5, 2015. She lifted her stay, thereby allowing marriages to begin immedi-
ately in Miami-Dade County; couples in the rest of Florida had to wait until midnight on January 6 to tie the knot. The Delmays and another couple from the case left the courtroom, went immediately to the Clerk of Courts’ Office, got a marriage license, and then returned to the judge’s chamber, where she married them. Surrounded by news cameras and members of the community, they were the first same-sex couples in history to be legally married in Florida.
Together they now represent the two organizations that made their marriage, and marriage equality itself, a reality in Florida. Jeff is the Board Co-Chair of Equality Florida, and Todd recently became the Executive Director of SAVE. Together they continue to fight for their family by supporting pro-LGBTQ+ policies and candidates. Their work also includes founding the Hollywood LGBTQ+ Council and its signature My Hollywood Pride Festival, a unique family-inclusive event for everyone and all ages.
Additionally, Jeff and Todd are husbands, fathers and entrepreneurs. They adopted their son Blake at birth in 2010 and are very proud of his achievements as a 7th grader in a Florida public school. They have both spent over 20 years in the travel industry, and their family business specializes in hotel bookings for special events, including Winter Party!

Winter Party Gives Back
When the National LGBTQ Task Force assumed responsibility for producing South Florida’s two major fundraisers in 2004, the organization agreed to maintain their place as a stream of funding for the local community. From 2005 to January 2021, the Task Force donated close to $3.25 million to The Miami Foundation’s LGBTQ Community Fund. Over 80 organizations serving the South Florida LGBTQ community received grants during this period.
In 2022, in the wake of the passage of Florida’s “Don’t Say Gay” bill, the National LGBTQ Task Force, The Miami Foundation and Our Fund Foundation came together to evolve The Miami Foundation’s LGBTQ Community Fund into the LGBTQ+ Equity Fund to support and strengthen South Florida’s LGBTQ+ community and respond to timely, urgent community needs. The three groups work in concert, with input from expert advisors in the field, to
make decisions about the issue areas to address and the grantees to award. The Fund’s strategy is to be responsive to the ever-evolving issues that impact the prosperity and health of the LGBTQ community in South Florida. It seeks to use resources to strengthen the infrastructure that allows LGBTQ+ organizations to advocate for their well-being in a time of enhanced political divisiveness.
Since it was established two years ago, the Task Force has donated $280,000 to the fund. The Fund has been very proactive in raising additional money from other donors and a total of $738,000, including the Task Force gifts, has been raised from a variety of sources. In 2022, the Fund focused on organizations that provide critical mental health resources, safe spaces, and support for LGBTQ+ youth. $140,000 was awarded – $10,000 each to 14 organizations.
The goal in 2023 was to increase the scale and impact of philanthropic resources aimed at enhancing the well-being of lesbian, gay, bisexual, transgender and queer communities in South Florida. In May 2023, grants were awarded that focused on funding the high priority issues areas in the LGBTQ+ community including:
Youth: To create and expand safe spaces and provide mental health support for LGBTQ+ youth.
Trans Health: To ensure continuous access to gender-affirming medical and mental health care for trans youth and adults.
Advocacy: To help amplify the voice and power of the LGBTQ+ community.
The 2023 grant awards totaled over $350,000: $300,000 in unrestricted support to 12 organizations working at the intersection of the areas of highest need in support of LGBTQ+ communities in South Florida; and at least $50,000 to support local LGBTQ+ coalitions as well as Gay Straight Alliances (GSAs) within Miami-Dade County Public Schools and local universities.
The expected impact of this funding will be:
LGBTQ+ empowerment groups and GSAs will
have the financial resources to gather, organize, advocate, and build coalitions with one another.
Trans individuals will have increased access to gender-affirming care, name change services, free or discounted mental health counseling, and increased access to hormone replacement therapy for youth and adults.
Resources to advance LGBTQ+ friendly policies at the state and local level.
Advocacy organizations will have increased resources to educate the community about proLGBTQ+ candidates.
Critical funding for organizations working with youth to pivot and be creative in how they reach and support LGBTQ+ students.
