Audit shows new financial procedures being implemented By Ken Odor jodor@goochlandgazette.com

Some new procedures to improve Goochland’s financial records are in place and others are still being implemented, said Deputy County Administrator John Wack when he and KPMG representative Rob Churchman addressed the Board of Supervisors at the Jan. 4 meeting. Wack and Churchman presented the Comprehensive Annual Financial Report for the year ended June 30, 2010. It was on June 1 of last year that Churchman presented a report that revealed a history of flaws in accounting practices that went undetected for years under the county’s previous auditors, Robinson, Farmer and Cox Associates. Those flaws required a series of restatements of fund balances and assets for fiscal year 2008 in order to produce an accurate audit of the 2009 fiscal year. 2008, when almost $200,000 in undeposited checks in the county’s utility department were discovered. The discovery triggered a chain of events that led to the firing of the utility director and the resignation of former County Administrator Greg Wolfrey. Accounting firm KPMG was then hired to perform a countywide audit after the discovery of the irregularities in the utility department. In a January 3, 2011 letter to the board, KPMG noted that errors were identified by KPMG and county management and adjusted. KPMG cited a lack of county personnel with “adequate knowledge of U.S. generally accepted accounting principles (GAAP) and CAFR reporting.” A lack of sufficient finance personnel for an entity of the size and complexity of Goochland County was also noted, as was not enough ongoing training.
