Goochland School Board Chair Beth Hardy said Tuesday no cuts will be made instructional days when the board votes on the latest version of the school budget, scheduled for later that evening, Jan. 31.
“Poeple will see a balanced budget,” said Hardy. “We are still looking for savings and ‘add backs,’’’ she said. Some changes in the latest version of the budget, which has been tweaked repeatedly this month, include savings on electricity, water and sewer and laundrey, said Hardy.. Some non-teaching personnel will have their days reduced from 260 to 253 and instructional assistants will have their work days
reduced from 194 to 182. Plan 2 employees (those hired after July, 2010), would have to pay 1 percent of the employee part of their retirement. Despite misgivings expressed in last week’s meeting, custodial employees will be outsourced, said Hardy, save for the five head custodians and there will be an effort to find a contractor to outsource them see School Board > page 3
The Goochland County Planning Commission could see a lot of change between now and Friday as the clock ticks on a request by the board of supervisors to have all 10 members of the commission resign no later than Feb. 3. In a letter to each of the commissioners dated Jan. 23, the supervisors asked that the resignations be effective April 1, 2012, to give the supervisors time to amend the county code to restructure the planning commission and to appoint new members in April. The supervisors want to reduce the number of members on the commission by half to five members, one from each district. As of Monday, Jan. 30, five members of the planning commission had indicated they had complied with the request and submitted their letters of resignation. The commissioners resigning are: Tommy Carter and Derek Murray from District 3; Joe Andrews and James D. Crews Jr., District 4; and Lowe Lunsford III, District 5. Planning Commission Chair

Courtney Hyers from District 5 and James Atkinson from District 1 have not decided whether or not to resign. Ty Querry, a District 2 commissioner, said he definitely will not resign. “I’ve looked at the Virginia Code and while we are appointed by the board of supervisors, I don’t believe we serve at their pleasure,” he said. “I don’t think they can fire us or ask us to resign. I have talked to people in my district, and they are pleased with the work I’m doing. Goochland’s Chamber of Commerce held their annual dinner meeting last Thursday at Hermitage Country Club. Dubbed “Big Time Stars – Small Town Heroes,” the highlight of the evening was a talk by keynote speaker Richard Verlander on his and his wife Kathy’s experiences raising one of the most successful major league pitchers in history, their son, Justin Verlander. Wayne Dementi in his introduction reminded the audience what the Goochland baseball star has achieved. In 2011, said Dementi, all Justin Verlander did was win
the American League’s pitching “Triple Crown,” most wins – 24, best earned run average - 2.40 and most strike outs – 250. Not to mention taking the Cy Young Award and the league’s Most Valuable Player award. Richard recalled when he first came to realize that his son Justin might have a special talent. “We were playing catch in the front yard and a neighbor came over and said ‘That boy’s got a good arm,’” recalled Richard. Another time it came home to him was when Richard and Justin were skipping stones across the lake at Deep Run Park in Henrico. Justin, then only 10 years old, threw his rock all the way across the lake; Richard could only make it about half-way across, he said. The Verlanders plan to pub-
lish a book about their experiences this year. Titled, “Rocks across the Pond, Lessons Learned. Stories Told,” it will be about “a lot more than baseball,” said Richard. “It will be about life.” Dementi’s company will be the publisher, said Richard, who is retired from his job as an international representative of the Communications Workers of America. He knew Dementi when the both worked for Verizon, said Richard. Richard described how he had gotten interested in talking with kids about his son’s career, using it to help them achieve. “They don’t come with a manual,” said Richard about raising children, who recalled a comment his father, now 85 once made. “Life is backward – by the time you figure it out it’s too late to do anything,” Richard recalls his father saying.
During his talk, Richard took pains to thank a number of people who had been instrumental in Justin’s development, starting with Justin’s second grade teacher Marion Cramer at Gayton Elementary School, who he called a “life changing person.” He also paid tribute to Richmond Baseball Academy coachBobSmithandGoochland High School’s Athletic Director Bryan Gordon. “He knew he could always improve,” said Richard of how Gordon coached Justin. Also at the meeting the chamber installed their new officers. Travis Chewining of Luck Stone is the new president. Josh Sojda of Weller and Associates Insurance and Edward R. Lawton Jr. of Davenport and Company are vice presidents and Lisa A. Parrish of Lisa A. Parrish & Associates is the new treasurer.

Jan. 24 meeting Last week the Goochland School Board held its official public hearing on the budget Tuesday night, in preparation for a planned vote to approve a budget Tuesday, Jan. 31. Just five speakers came to the mike to address the board after Goochland School Superintendent Linda Underwood’s budget presentation Jan. 24. The proposal to outsource custodial jobs proved to be the most controversial topic. Changes presented last week included adding back the five head custodians to the budget (all custodial services had been proposed for outsourcing in the previous week’s plan) which added almost $97,000 to expenditures and reducing central office days from 260 days to 250, saving almost $35,000. That left the proposed operating fund with a $61,880 surplus, compared to more than $112,000 the previous week. Several speakers objected to the outsourcing of any of the custodial staff. Susan Gray suggested the board cut school days to avoid outsource any custodians. After the close of the public hearing, board members discussed the outsourcing option,

No dollar figures for custodians’ current pay compared to contractor pay were discussed. “I’m not ready to make a decision on the two options we have,” said District 3 board member Kevin Hazzard of the two bids received. Earlier in the meeting Hardy summarized changes made so far by the board. If you live in Goochland County and your home or business suffered damage from the Aug. 23, 2011, earthquake, you can still register for financial assistance from the Federal Emergency Management Agency (FEMA). In order to register for a FEMA grant, property must have been damaged in the initial earthquake Aug. 23, 2011, or in one of the subsequent aftershocks through Oct. 25, 2011. also register with MacKay’s office. “People can call me at 804-556-5304 to register,” Mackay said. “It can be done over the phone in less than two minutes.” Through FEMA, a grant for damage can be up to $31,400, and since it is a grant, it doesn’t have to be paid back. Since Goochland County was added to the counties that qualify for FEMA assistance, just over $500,000 in grant money has been awarded. “We award grants for work that needs to be done, and also some of the money already dispersed was for completed work,” said FEMA Public Information Officer Art Alejandre. “So whether
someone is seeking assistance to get work done or reimbursement for work completed, they should register.” Loans are also available through the SBA for individuals denied by FEMA for home owners, renters and business owners. A home owner can apply for a loan for up to $200,000 through the SBA for structural damage, and home owners and renters can also seek loans for up to $40,000 for personal property losses. A business owner can apply for an SBA loan for property damage and lost earnings of up to $2 million. Two Shannon Hill residents, Mary Blewett and Don Empson, came to register and
get information. “According to FEMA, I have a house that needs leveling,” said Blewett. “I don’t know how to get a contractor or what kind of loan might be available if what FEMA might give me doesn’t cover expenses. So that’s why I’m here.” Empson also wanted information. “We wanted to check out and see what we can get,” Empson said, “We only have a little damage; some dry wall damage.” As the FEMA officials kept stressing at the meeting, March 5, 2012, is the deadline for registering. On March 6, 2012, you’ll be a day late and dollar short.

Morrissette said she wanted to “experience true compassion for humanity by alleviating the burden of kids who have been far less fortunate than I,” when pressed for her motivation. “Positively affecting someone’s life is the pinnacle of all accomplishment for me.” It’s not a commitment that one undertakes likely. Although no one has ever died on the trek, conditions can be difficult. Temperatures can soar to over 100 degrees. To prepare, Morrissette will have to get a series of inoculations.
The physical exertion involved doesn’t seem to worry her. Trim and in shape, she said she recently completed a 40-mile run in Covington. “I’m just crazy when it comes to exercise,” she said. Anne Morrissette is going for a walk in July. It’s going to last about 10 days and cover between 150 to 200 miles. In the Northern Frontier District of Kenya. Morrissette, a frequent patron of the Goochland Family YMCA, said she was recruited by Elk Hill School Director Michael Farley to take part in this year’s Proper Walk, which is the largest fundraiser for the Makindu Children’s Program (MCP), a 501c-3 supporting the Makindu Children’s Centre (MCC). The MCC is a day use facility that cares for more than 400 AIDS orphans and other vulnerable children in Makindu. Farley, a former Peace Corps volunteer in the late 70s stationed in East Africa, is the founder of Proper Walk. “For the last four years Michael has talked to me about it,” said Morrissette, 27, during an interview last week at the Goochland YMCA. “I’ve signed up to raise $14,000,” she said. Four thousand will go to paying for her expenses to fund her trip to Kenya, with the remaining $10,000 going to the MCP, day use facility that cares for more than 400 AIDS orphans and other vulnerable children in Makindu. A stay-at-home mom with a 21-month old son, Morrissette said at first her husband Lee was against her making the trip. The couple live in Powhatan, where Lee owns Pointe Masonry. “The first time I told him he said I was crazy,” she recalled. “But now he supports me.” Why is she going?

The going gets tough The new Goochland School Board members are now getting down to brass tacks, with approval of a budget scheduled for last Tuesday evening. There were hard choices to be grappled with. Money was lacking and cuts had to be made. Some folks will surely be unhappy. Perhaps one of the hardest decisions facing them was whether or not to outsource some or all of the custodial workers who currently keep the school buildings in shape so the students, teachers and administrators can do their jobs in a clean, safe environment. First suggested last year, bids were obtained by the Maintenance Department and presented to the board for consideration. Substantial savings could be realized if custodial jobs are outsourced to a contractor, since the school system would no longer have to pay for health insurance and retirement benefits for any jobs transferred. Unclear was the net effect on the workers involved. It’s almost a given that their retirement and health benefits would be inferior under a contractor but their net pay per hour would also decline, although to what extent was not made clear at the Jan. 24 meeting. Several board members expressed misgivings on pay cuts that those still to be outsourced to a contractor might have to take (it is understood that any contract would require that outsourced positions be offered to current school employees). Still, something seems not quite
right about forcing one group of workers to make significant sacrifices not shared by other school employees. Editor’s Note: Word has it that the latest version of the budget (Jan. 31) does outsource the general custodial staff.
Resign or no? Goochland Planning Commission members were faced with that decision last week, after the recent letter from the board of supervisors asking them for their resignations so that a new, five-member board could be created. We have always wondered why Goochland has a 10-member commission. Surrounding counties like Powhatan, Henrico, Chesterfield and Henrico get by with one commissioner per district, so it has always puzzled us why Goochland needs two per district. But as of press time, several commissioners had not decided what to do and at least one, whose term lasts until 2013, said he will not resign. So it appears the supervisors’ desire for a streamlined commission may have to wait.

Lee Ware Every session it is instructive to discover which bills prove to be of most interest to the public, or of most importance to the Commonwealth, as they percolate their way to the top of the legislature’s agenda. This year has been no different. Whereas the still-enfeebled private economy restricts action on many major matters, there is no little energy being devoted to a handful of bills from among the 3,000
that have been introduced. Without question the most calls and emails to my office have been generated by bills, in both the Senate and House, to allow hunting on Sunday, specifically on private property. Virginia has banned hunting on Sunday for time immemorial. The reasons are many--and the fact that Sunday is the Christian Sabbath is but one among many social and also environmental factors that have preserved field and stream, farm and woodland from hunters on the first day of the week. see Guest Column > page 9

James Blair Dunn Sr. passed away quietly at his childhood home in Holly Grove, VA on Tuesday, Jan. 24, 2012. He was born in Akron, Ohio on July 7, 1919 and was preceded in death by his parents Linwood I. Dunn and Marion J. Shelton, his wife Virginia Davis Dunn, his sister Emily Dunn Tiller, his brother Garland F. Dunn and his grandson James B. Dunn III. The move to lift the ban received impetus some months ago when the Department of Game and Inland Fisheries (DGIF), the state agency charged with overseeing hunting, fishing, etc., in the Commonwealth, issued a poll in which a majority of respondents-including hunters--expressed support for lifting the ban. My experience has been different--confirming the not uncommon view that there are reasons to doubt the veracity of the DGIF poll. A large majority of my fellow-hunters, including a large majority of constituenthunters who have written or called me in recent weeks, oppose lifting the ban. They cite the traditional reasons-of which more momentarily-but they also point out that the expansion of hunting to Sunday could well prove to be a “public relations”

country proudly as a tank mechanic and he continued his mechanical venues by establishing J B Dunn Motor Company in Montpelier, Va. He was a successful race car owner and driver for the early NASCAR circuit and a small aircraft owner and pilot for most of his adult life. James served as Commander for the West Hanover VFW and for thirteen years was Commander of the Hanover Squadron of the Civil Air Patrol and upon retirement had achieved the rank of Lt. Col. One of his
greatest achievements was building and establishing Holly Spring Airport in Holly Grove, Va. where he spent the remainder of his life. Family received friends at Lacy Funeral Home on Friday, Jan. 27, 2012. Graveside services were held at the Dunn family Cemetery in Holly Grove, Va. on Saturday, Jan. 28, 2012. James had diversified talents and his many accomplishments are a testament of his tenacious nature. His was kind, sweet and gentle person and is so loved by many.
disaster for sportsmen--and sportswomen. After all, there are those who would like to see hunting, and all blood sports, outlawed entirely in Virginia. The several lift-the-ban bills in the Senate were rolled into Senate Bill 464, patroned by Senators Ralph Northam, Democrat of Norfolk, Chap Peterson, Democrat of Fairfax, Phillip Puckett, Democrat of Tazewell, and Frank Wagner, Republican of Virginia Beach. Note that three of the patrons are from urban areas, three are Democrats, and only one-Senator Puckett--is from a rural area. The urbanization of Virginia proceeds apace. The influence of rural legislators wanes as the populations of rural areas continue to decline, the populations of cities and suburbs continue to rise. This is noteworthy, because many the bedrock principles that inform the Virginian tradition to which appeals are made by opponents of hunting on Sunday have very little purchase upon the peoples or the legislators of the vast “urban crescent” that now stretches from northern Virginia down Interstate 95 and eastward to Hampton Roads.
Among rural traditions, church-going is one--and an important one--but there are many additional reasons for opposing the expansion of hunting to Sunday. The principal example is that hunters are not the only individuals who wish to take to the woods on the weekend--including Sunday. Equestrians, hikers, bikers, picnickers, bird-watchers, fishermen, canoeists, kayakers: all of these wish, too, to enjoy Virginia’s great outdoors, often on Sunday--and they wish to do so without the threat inevitably posed by the presence of rifle- or shotgun-toting hunters. The bill that emerged from the Senate--Senate Bill (SB) 464--is a backroom-compromise that would expand hunting on Sunday “(a) on private property, either as a landowner, the landowner’s spouse or the children of the landowner, or with the written permission of the landowner...” This appeal to what advocates call “private property rights” ignores the fact that the common good--and a Commonwealth such as Virginia is, by definition, devoted to the common good--is, in the order of things, a principle of a higher order, in specific instances,
than private interests. Bullets travel without regard to property lines--and so do shotgun pellets or slugs or even arrows from powerfulenough bows. And always, for an unsuspecting equestrian, there is the peril of encountering a hunter who misconstrues a horse--or a person--for a deer or any other game. It is a legislator’s obligation to decide issues with

Following graduation from Virginia Military Institute (49C), he was commissioned in the U.S. Army Corps of Engineers, and almost immediately joined the Korean Conflict with the 8th Engineer Combat Battalion, 1st Cavalry Division. His 33-year career with the army included assignments with the Inter-American Geodetic Survey in La Paz, Bolivia, District Engineer with the Corps of Engineers in Walla Walla, Wash., U.S. Army Engineer Construction Agency in Viet Nam and Director of Engineering Science for the Army Engineer School at Ft. Belvoir, Va. Col Williams was a 4th Degree member of the Knights of Columbus and an active member of St. Louis Catholic parish in Alexandria, Va. Graveside services are scheduled for 1 p.m. Feb. 7, 2012 at Arlington National Cemetery, with full military honors.

Senate votes to allow Sunday hunting CarMax among top places to work…again By Brad Fulton Capital News Service
Virginians are one step closer to being able to hunt on Sundays. On a 29-11 vote Thursday, the Senate passed a bill that would allow Sunday hunting on private land. Sen. Ralph Northam, a Democrat from Norfolk, introduced Senate Bill 464. Originally, it would have completely lifted the state’s ban on hunting on Sundays. A committee folded into SB 464 legislation by Sen. Chap Petersen, D-Fairfax, to permit Sunday hunting “on private property, either as a landowner, the landowner’s spouse or the children of the landowner, or with the written permission of the landowner.”
At the request of Sen. Charles Carrico, R-Galax, senators further amended the measure to prohibit hunters from hunting within 250 yards of a place of worship. Of the 20 Democratic senators, 17 for the bill and three voted against it. Of the 20 Republican senators, 12 voted for the bill and eight voted against it. “I’m glad that the Senate acted decisively today to roll back an archaic restriction on a constitutional right in Virginia,” Petersen said after the floor vote. The bill would rescind a state law that prohibits hunting on Sunday on public or private land, declaring it a “rest day for all species of wild bird and wild animal life, except raccoons,
which may be hunted until 2:00 a.m. on Sunday mornings.” Gov. Bob McDonnell said last week that he agrees with lifting the ban on hunting on Sundays on private property. Opposition to lifting the ban has come from groups such as the Virginia Farm Bureau and the Virginia Humane Society. Petersen noted that the National Rifle Association supports his efforts to eliminate the ban on Sunday hunting. According to a survey, twothirds of licensed hunters in Virginia support hunting on Sundays, Petersen said. The bill now goes to the Virginia House of Delegates. If passed, the measure could open up Sunday hunting as early as next hunting season.

CarMax Inc. is among the top 100 U.S. companies to work for, according to a list compiled by Fortune magazine. This is the eighth straight year the Goochland Countybased automotive retailer has made the magazine’s annual list. “This recognition is a testament to our talented associates,” Tom Folliard, CarMax’s president and CEO, said in a statement. The chain was ranked 91st in this year’s list, but its rankings have slipped three years in a row. CarMax ranked 81st in 2011, 56th in 2010 and 31st in 2009. The retailer is among three other Virginia-based companies to make the magazine’s “100 Best Companies to Work For” list. McLean-based Capital One Financial Corp., the largest private employer in the Richmond region, was No. 98th on the list.
Six other companies with operations in Virginia, including Accenture, Deloitte and SRC, also made the list. Google ranked No. 1 on the list. Fortune said it named CarMax to its top companies list for a variety of reasons including that “Folliard shows up at sites that meet sales goals and serves up a steak dinner — sometimes twice to make sure both shifts are honored.” Companies must apply to be considered for a spot on the list. The minimum requirement is that a business must be at least five years old and have more than 1,000 U.S. employees, according to Fortune. The rankings are based in part on employee surveys. “The survey asks questions related to their attitudes about management’s credibility, job satisfaction and camaraderie,” Fortune said. Hadensville resident graduates from Averett University Conttibuted Report
Rachel Anne Payne of Hadensville was among the 584 students to receive diplomas during Averett University’s Dec. 10 Commencement, which was held at its E. Stuart James Grant Convocation and Athletic Center.
Payne graduated with a master of education degree with an emphasis in curriculum and instruction. Averett President Dr. Tiffany Franks awarded 291 master’s degrees, 291 bachelor’s degrees and two associate’s degrees to members of the December and August graduating classes.

Swim teams get in workout before regionals By Charlie Leffler cleffler@goochlandgazette.com
The Goochland swim teams got in a quick workout last Saturday evening when they traveled to Ashland to face off against Patrick Henry. The two teams of similar size kept things rolling in a meet that finished in an amazing 75 minutes. Patrick Henry won both team competitions with a 12339 victory for the girls and a 87-60 win for the boys. But despite the speed of the meet, the Group A Bulldogs turned in some impressive performances against the Group AAA opponent. “I think this was one of our best meets,” said Goochland head coach Elizabeth Ford. “It was fairly competitive and it was against a smaller swim team. “A lot of them have been sick the past week so I think a lot of them showed up and did their best,” Ford said. In one of the most competitive races of the day, Goochland’s Mary Wright battled Patrick Henry’s Lindsey Anderson neck-and-neck through every meter of the 200 IM. In Michael Phelps style, Wright took the win by a fingertip, reaching the wall in 2:21.53 just ahead of Anderson’s 2:21.75. Wright was even more impressive in the 500 Freestyle, dominating the field to win with a time of 6:05.25, over a minute and three seconds ahead of Patrick Henry’s Meade Reihl. Willie Sisk picked up two wins for the boys taking the 100 Butterfly with a time of 1:02.72 and like Wright pulling out a distance win in the 500 Free in 5:42.06. The one drawback of such a rapidly paced meet comes from lack of recovery time for swimmers between events. Therefore Goochland’s Justin Edwards was the clear choice if an iron-

man trophy was handed out. Not only did Edwards win three events, but they were back-toback-to-back races for the boys to close out the meet. Edwards was scheduled to go through lifeguard certification prior to the meet therefore he thought he would arrive late. So Ford originally scheduled Edwards for only the final event of the evening. “He actually showed up on time and I was like I already have you in those events is that okay?” she said. “He was like ‘yeah’. He did backstroke, breast stroke and the relay all in a row and he still came out on top and he never complained about it.” Edwards took the 100 Backstroke with a time of 1:01.07. He was able to rest approximately two minutes during the girls 100 Back before he was back on the platform again for the 100 Breaststroke. Edwards claimed that race in comfortable fashion with a time of 1:07.98 over the Patriots’ Clay Neal’s 1:12.31.
Another two minutes and Edwards returned to the pool for the final leg of 400 Freestyle Relay. Along with Sisk, Jace Gregory and Kyle McKay, the foursome took the win over Patrick Henry with a time of 4:09.56. “I was a little surprised with
that relay because we did have two people who were sick in the boys relay,” Ford said. “But the guy went in there and stepped up and did just as well as the other guy would have done.” The team travels to Manassas this weekend for the Regional meet where the top
three in each event move on to the state competition at the Christiansburg Aquatics Center on February 9-11. Ford believes Wright, Sisk and Edwards stand the best chance of reaching the state championships. “They’re likely
our top three that will move on,” she said. “I don’t know if we have anyone in our district or region. Hopefully they’ll be pretty competitive and they can step up and do well too. It will be a long day but it will be worth it.”
Bulldogs looking for late season surge By Jim Ridolphi Special Correspondent
Last week, when the Cumberland girls basketball team showed up at Goochland minus their number one scorer, it appeared the Lady Bulldogs might have a shot at beating the league leading Dukes. It didn’t work out that way. Even without Mecka Anderson, the Dukes (10-1, 15-1) employed a high-energy game plan to defeat the struggling Bulldogs, 53-39. The loss leaves Goochland in the James River District’s third slot, but the game also represents a pattern that is troubling
for head coach Sarah Voyack. “We don’t have improvement in practice and we’re not improving in game play,” Voyack said. “We’re not doing the little things we harp on in practice. This is an issue we’ve been trying to work through since we came back from Christmas break.” The Dukes’ defense challenged every pass, rebounded well and forced turnovers with a sticky man-to-man defense. Annesha Harris led the Dukes with 21 points and Karmen Gilliam added 15. “You have to give them credit,” Voyack said. “Their
girls stepped up tonight. They played with their best girl out and still had that kind of game. That’s a coach’s dream.” Dukes’ coach Omar Liggins said his team turned in a solid performance, even gutsy at times. “We played really tough defense tonight and the girls came out ready to play,” he said. “We played good, hard nosed man to man defense. It was a hard nosed effort by my girls tonight.” The loss drops the Bulldogs to 8-9 overall and 6-4 in the district. “We’re sitting in third but we have some teams nipping at
our heels,” Voyack said.
