An inmate at the Virginia Correctional Center for Women has died as the result of an apparent accident Jan. 26 at the facility. “At about 4 p.m. yesterday afternoon Virginia Correctional Enterprise employees were conducting repairs on some of the commercial laundry equipment at Virginia Correctional Center for Women. An inmate was trapped underneath a piece of equipment that apparently fell accidentally,” said Department of Corrections Spokesman Larry Traylor. The inmate was identified as Amy Teresa Madsen, 43, serving a 21-year sentence for attempted capital murder, robbery, burglary and traffic offenses in Chesapeake and Portsmouth. Facility medical staff responded and fire and rescue units were called. Madsen was transported to VCU Medical Center where she was pronounced dead at 5:40 p.m., said Traylor. Offenders were evacuated from the laundry and the facil-

ity was locked down as a security precaution, said Traylor. Next of kin have been notified. An investigation is underway, said Traylor and a DOC crisis response team is on site. Several former prisoners at the 600-inmate facility who worked in the laundry with Madsen said last week that prisoners there have long complained about unsafe conditions including the piece of equipment that fell. Traylor would not comment on their allegations. But, he said, “indications are this was an accident and we are investigating this incident thoroughly to ensure we are providing a safe environment for our staff and inmates.” Traylor said the prison is certified by the Virginia Board of Corrections and “every area of the facility where inmates live and work is given a monthly health and safety inspection.” Reached by telephone, Jessica R. Davis, 29, of Hampton, said she worked in the washroom where the accident occurred and that the piece of equipment that see Madsen > page 3

Board continued from > page 1 to add $85,000 for a math specialist and $126,748 to eliminate two of four furlough days for full time employees. The final figure came in at $23,696,456 after School Director of Finance Ernie McLeod did some quick figuring. Last year Goochland County Administrator sent a letter to Underwood, outlining expected declines in county revenue and asking the school board to plan on a county transfer of funds 4 percent less than in fiscal year 2010-2011. The budget as adopted assumes schools will be able to use about $444,000 of the $750,000 that the county has set aside to offset increased Virginia Retirement System costs in upcoming years, although it had been hoped to save this money for further increases in VRS costs in 2013. “We’re looking at an Jim Popp presents information about the Comprehensive/Strategic Plan to the School Board at last week’s meeting. almost $1 million gap between us and the super- Andrew Meng. “It comes lic education valued.” after a budget presenta- the county administration’s visors,” said board member down to how much is pubThe matter was settled tion by Underwood, in proposed $693,000 reducwhich she outlined this tion in the county transyear’s increases and reduc- fer of funds to schools, tions. Cisne expressed reservations. “I don’t see how we can,” he responded to the question of whether he favored adding the math specialist and reducing furlough days. Miller favored adding the math specialist and doing away with all furlough days. Meng favored dropping two furlough days, as did Mattox. Miller made the motion and after a second it was passed 5-0 and McLeod crunched the numbers to come up with the new figure.

Marvin Glenn Duke will be missed by many By Ken Odor jodor@goochlandgazette.com
Marvin Glenn Duke Sr. was the kind of man you always looked forward to seeing, said long time friend Eddie Carpenter, as he recalled his long friendship with Mr. Duke. Family, friends and well-wishers numbering in the hundreds packed Forest Grove Christian Church for Mr. Duke’s funeral, even filling the basement last month to pay their respects. Known as the “Mayor of Hadensville,” Mr. Duke died Jan. 18 after an 11-month long battle with lung cancer. Funeral Director Tom Norman said more than 600 people visited at Norman Funeral Home before the service. “He was a real gentleman,” said Norman, who said he’d never had more visitors at the funeral home in his 57 years in the business. Mr. Duke owned Duke’s Auto Parts and Hadensville Mini Storage and had been active in the community, where his family roots went back four generations, said his wife of 44 years, Lois.
“He did a lot of things for the community,” said Mrs. Duke.“He was an amazing man.” Mrs. Duke said not a day went by during his illness when he was not visited by friends. “He always had a joke and he made me laugh,” said Mrs. Duke, recalling their time together. “We had a good marriage.” Mrs. Duke said her husband was supported by his strong Christian faith, which had an impact on those who knew him. “Nine people rededicated themselves to Christ at his funeral,” said Mrs. Duke. Carpenter, now District Court Judge in Goochland, recalled playing football and baseball with Mr. Duke almost 50 years ago. Mr. Duke played center, “clearing the way for the little guys,” one of whom was Carpenter, who played halfback. Going into Duke’s Auto Parts to have one’s car repaired wasn’t like going into any old repair shop, said Carpenter. “It was like a floor show. He was like the Johnny Carson of Hadensville,”explainedCarpenter, where Mr. Duke would keep his customers entertained while they waited.
“You always felt welcome – you never left without a smile on your face,” said Carpenter. “I already miss him.” Mr. Duke’s son, Marvin Glenn Duke Jr., who everyone knows as Buddy, said his dad gave him a choice when he finished high school of working with him at the store or going on to college or going out on his own. “I never hesitated,”said Buddy. “He wasn’t just my dad, he was my best friend. He was my idol – I wanted to be like him.” Mr. Duke served as a member of the Goochland School Board and on the Social Services Board and was an avid car collector and ham radio operator. “He liked cars from the 60s and 70s,” said Buddy. In addition to his wife and son, Mr. Duke is survived by two daughters, Angela Duke-Haynes and her husband Mark and Amy Michelle Duke Clark and her husband David, 10 grandchildren with “one more on the way,” and three grandchildren. The family asks that memorial donations be made to Lung Cancer Research, Forest Grove Christian Church or Goochland Fire and Rescue Company 6.

Snow Day Guest column by Scott Hollifield I like snow because I can wear my bib overalls to work, something I can’t do on a normal day without inquiries from HR about my mental health and a review of the company dress code. I dislike snow because, when the white stuff comes down in the usually sunny South, many otherwise relatively sane people go bat-$#*% crazy and call me on the phone. With snow falling recently, I selected my attire for the day, bypassing khakis and dress pants and button-up shirts and grabbing the overalls in the back near the Russian hockey jersey that also gets very little wear. I stepped in, pulled up, hooked the galluses and admired myself in the mirror. Uncle Velvis would be proud, I thought. Uncle Velvis, Granddaddy’s half-brother, wore overalls every time I saw him, including the day they lowered him into the ground. I laced my boots and walked into the kitchen. “Where are you going?” my wife asked. “To work,” I said. “Dressed like that?” I hooked my thumbs in my galluses, tilted my head to one side so she could see I was a-ponderin’ her question and answered with the
kind of homespun wisdom that men in bib overalls are known for. “You see, ma’am, newspapering is a lot like farming. It takes hard work and a lot of organic fertilizer to raise a bumper crop of journalism for the nourishment of good Americans like yourself.” “On the way home, can you and the mule stop by Ike Godsey’s store and pick up some sorghum and a stick of hard candy for the young ‘un?” “You best mind your smart tongue or I’ll take you to the woodshed. ... Yeah, I think I’ll just stop here while I’m ahead.” “Smart move, Jethro.” I figured the overalls were suitable work attire because chances were I would shovel a step or two and throw out some ice melt in addition to newspapering. There are lots of hats to wear in a small operation, many of which complement bib overalls nicely. Mostly though, what I did that day and over the course of the next couple of days was converse with many people who were rapidly going bat-$#*% crazy. Maybe it was snow blindness. Could have been cabin fever. Perhaps Busch Light over Cornflakes for breakfast. Here are several of those conversations distilled into one. “You the editor?” “Yes, sir.”

Bill would make Urban Density Areas optional There is a bill before the current General Assembly that has serious implications for Goochland County and 66 other Virginia localities and I am writing to ask all of our citizens to get involved. Del. Bob Marshall is the chief patron of HB1721 which would make Urban Density Areas optional rather than mandatory for Goochland County. So, what are Urban Density Areas and why
should you care? Urban Density Areas are exactly what they sound like. The current code of Virginia requires us to build high density housing (single family – 4 units per acre; town house – 6 units per acres; multifamily – 12 units per acre; commercial – 0.4 area ratio) in selected Goochland County urban density areas. Our consultant, Cox Company, is telling us that they we will need to dedicate between 470 and 1,055 acres for the two UDAs – Courthouse Village and
Centerville Village – combined. Cox Company is being paid by a (up to) $50,000 grant funded by VDOT. This grant money is being paid for by our tax dollars. The current code of Virginia, while mandating UDAs, does not actually require zoning changes. However, by accepting this grant money, Goochland County has agreed to amend their zoning ordinances in exchange for the grant money. see Letters > page 7

Expressing gratitude
continued from > page 7 public over the recent past, and it has to take some serious steps to restore that lost trust, before a comfortable level of confidence can be reached. It has to prove reliably over time that it is a dependable entity in being a good steward of public resources. The 20112012 proposed budget is similar to its predecessor, in terms of the approach. Cuts are made primarily in construction, while administration is untouched, again. This does not give me a warm and fuzzy feeling that the sought after flexibility in reallocation will be well placed. While flexibility in reallocation of resources in our school system is desired outcome, this tax payer and parent remains concerned about the decisions our present School Board makes. As a result, I would like to see the Board of Supervisors maintain its existing approval process of the proposed school budget. Adeeb Hamzey Goochland
Route 6 looking like a dump What is it with littering? While driving on Rt. 6 between Chapel Hill Road and the Courthouse, I noticed an abundance of loose and bagged trash. I wondered why this trash could not have been held until the individual got home or taken to the dump. I wondered why anyone would do this to his or her county roadside, to his or her neighborhood, to his or her neighbors. Perhaps we can all work to improve this problem. I hope so. Rt. 6 is looking like a dump!

I want to express my appreciation and gratitude for the Goochland Cotillion that Margaret and Ron Reynolds, Tamra and Doug Adams, and Lynn and Bill Irwin started in Goochland County two years ago. In a friendly and supportive atmosphere in the beautiful and spacious environment provided by the Adams International School, my granddaughter, Dakota Wells, has made new friends from all over the county. She has learned much more than the techniques of dance and the form of etiquette. She has learned when and how to lead, when and how to follow, how to navigate with grace in a world of other dancers, the value of timing and pacing, how to match her rhythm to another’s, pleasure in movement, and a deep appreciation for the amazing variety of dance forms both classic and modern. She has strengthened her awareness of the positive effect respect, consideration, and kindness have on others and how a knowledge of social conventions can put her and others at ease. She has learned all this while having lots of fun and hasn’t had to be driven miles away to do it. I appreciate too the opportunity to meet other parents and grandparents as well as the chance to support a homegrown Goochland County initiative and other local businesses. We are fortunate indeed to have among us local citizens who are committed to enriching the lives of our children. Joan Garrabrant Crozier
Did You Ever Meet Glenn Duke?
If you are a born Eileen Ford Goochlander, I am pretty sure Columbia you knew Glenn Duke or his
family. You may have attended Goochland High School with Glenn or his wife, Lois, you may have done business with him at Duke’s Auto Parts, or you may have known him from his many service roles within the county. If you live in Hadensville Glenn was your neighbor and you have surely visited Duke’s Auto Parts at one time or another. Glenn has ‘worked’ at Duke’s since he was two-yearsold under the guidance of his father, the late Marvin Duke. Glenn solely owned and operated the business from 1983 until this year when his son, Buddy, took over the family business. Perhaps you have been a member of Goochland Fire and Rescue and recall Glenn being a member of Company #6 Fire Department. Maybe you served with him on the Goochland County School Board, the Zoning Board, or the Social Services Board. As a realtor, he may have sold you a home. Maybe you have heard him sing. Glenn was an amazing singer and musician. He played many instruments including the piano, guitar, banjo, and dobro. He and Lois were members of the Hadensville Bluegrass Gospel group and over the years they sang at many local churches, revivals, and fundraisers. Perhaps you belong to Forest Grove Christian Church in Hadensville where Glenn and Lois have been long time members. Glenn and Lois also have strong ties to Mizpah Christian Church where their youngest daughter’s husband, David Clark, is the minister. Lois’ late father, Palmer Patton, served as minister of both Forest Grove and Mizpah Christian Churches. Glenn and Lois have raised three wonderful children, Angie (my dearest friend), Buddy, and Amy, who have become successful adults and continue to call Goochland County their
home. Perhaps you went to Goochland Schools with one of Glenn’s children and played at their home as a child. Animal Cruelty Bill sparks controversy among advocates Tracy Kennedy Capital News Service
A bill that would redefine animal cruelty standards and enforcement procedures has animal rights advocates up in arms. The controversy over House Bill 2482 got so heated that the sponsor, Delegate Lee Ware, R-Powhatan, agreed last week to hold off on the legislation for a year so people can study it. HB 2482 would repeal the
state’s ban on those convicted of animal cruelty from selling animals. It also would remove “disease progression” as a legal justification for seizing an animal from its owner for emergency veterinary treatment. Under the measure, breeders and pet stores that fail to “adequately care” for their animals would be subject to seizure of their animals, but a court could return the animals to the owner upon conviction.
“My bill’s original intention is simply to ensure that the civil and property rights of honorable animal owners are protected against what could be construed as an over-zealous application, perhaps even a misapplication, of the powers of the state,” Ware explained in an e-mail. But the Richmond SPCA has dubbed the bill “The Animal Abusers Protection Act,” arguing that it “it will eviscerate our 20-year prog-

ress on laws for the protection of companion animals in Virginia.” On the bill’s page at RichmondSunlig ht.com, the measure’s proponents, including dog breeder Charlotte Jean PayneCyhanick of Staunton, got into a bitter argument with the proposal’s detractors, including the site’s founder, Waldo Jaquith. “The laws in Va. are so vague and so easily manipulated that it is very easy for anyone with any agenda to persecute an individual simply because they don’t like them or disagree with their lifestyle,” Payne-Cyhanick wrote. Payne-Cyhanick has first-hand experience with such laws: In December, a Staunton jury convicted her of mistreatment of animals and failure to maintain proper records. She was found guilty of two counts of selling immature puppies and one count of owning more than 50 dogs. The jury recommended that PayneCyhanick pay a $4,950 fine and give up some of her dogs. Out-of-state residents joined the discussion on Richmond Sunlight.
“Folks in Maine are watching this bill very closely,” one man wrote. “We have similar laws. Congratulations to everyone involved for getting this important bill to this point. Good luck in your efforts. We are with you in spirit!” Opponents of the bill were equally vocal. “The more I look at this, the more I suspect that this is a bill that’s designed to create a larger gray area for the mistreatment of animals,” Jaquith wrote after noting the removal of disease progression as a cause for seizing an animal. “I don’t know that’s the case, but it sure looks like it.” On Jan. 21, the bill was assigned to the House Agriculture, Chesapeake and Natural Resources Committee. Within a day, discourse on the bill devolved into insults and accusations. When accused of being “in bed” with the Humane Society of the United States, Jaquith responded: “I see we’ve gone to crazytown. I think I’m done here.” The Richmond SPCA’s chief executive officer, Robin Starr, even logged in to comment on the issue. “I do not have the time to

I will simply make this observation: these innumerable and endlessly long posts document the insanity, irrationality and paranoia of the people who are promoting this irresponsible bill.” On Tuesday, HB 2482 was referred to a subcommittee of the Agriculture, Chesapeake and Natural Resources Committee. Because of the controversy, Ware asked the subcommittee to table his bill for the year and study the implications it might have. Parks and Recreation touts upcoming programs By Ken Odor jodor@goochlandgazette.com
It’s lean times for county agencies, but at Goochland County Parks and Recreation, they’re doing more with less. That’s the theme, according to Director Derek Stamey in a recent interview. First among upcoming events is their Goochland County Parks and Rexpo, a continuation of their Open House program from last year. It will take place on the last night of Mighty Mites Basketball, Feb. 25 at the Goochland Sports Complex from 6:30 to 8:30 p.m. Visitors will get an introduction to programs offered by Parks and Recreation along with special interest groups that partner with the department. “We couldn’t provide the services we offer without the help of the groups we partner with,” said Stamey. “Times are tough but we find ways,” he said, adding that often Parks and Recreation provides the facility for the partnering organizations to use. Some of the organizations helping Parks and Recreation out are the Goochland Youth Athletic Association (GYAA),
the Goochland United Soccer Association (GUSA) and the Skate Board Action Committee. Kids will get a punch card at the door and if they get a punch from every exhibitor they will be eligible to win a free week of summer camp, said Stamey. Next up this spring is the Children’s Green Entrepreneur Program in partnership with the 4-H, scheduled for March 3, 17 and April 7 from 6 - 8 p.m. each evening. The three-part series will teach children ages 9 –19 the basic entrepreneurial skills needed to succeed in business and help them to develop a product. “They’ll be able to sell their wares over the summer,” said Michelle Swalin, Marketing and Special Events Coordinator. New this year is Community Kids Night, scheduled for every other Friday night in April. It starts off at Byrd E.S. April 1, moving to Goochland E.S. on April 15 and ending at Randolph E.S. on April 29. Games, arts and crafts will be offered to visitors, said
Swalin. Parents are encouraged to participate too. April 30 brings the XTreme Sports Festival to the Goochland Skateboard Park on Route 522 from 1 – 4 p.m. Free pizza and refreshments will be provided, with skate vendors on site. A U. S. Army National Guard unit will provide additional extreme activities, including a climbing wall. This event will be coordinated with the Goochland Family YMCA and the Skateboard Action Committee. Parks and Recreation is also seeking nominations of individuals to add to its Contributed Photo Wall of Fame. Submissions The X-Treme Sports Festival at the Goochland Skateboard Park on Route 522 will take place need to be made by March April 30 from 1 – 4 p.m. for a ceremony scheduled to coincide with the May 3 board of supervisors meeting. in collaboration with Citizens Concerned with Goochland Growth, Capital Region Land Stamey praised the efforts Conservancy, the Goochland County Chamber of Commerce, the 35 Mile Drive Club, of Parks and Recreation and the County of Goochland, presents... Supporters and teammates shear-on Adam Maguire
Local student faces surgery with support of friends, community BY JIM RIDOLPHI Special Correspondent
Sometimes, you don’t realize just how many friends you have until you truly need them. For Goochland High School football player Adam Maguire, that number turned out to be huge. On Monday night his fellow students, family and friends turned out at GHS in a unified community show of support. Adam was recently diagnosed with a brain tumor and he’s scheduled for surgery to address the problem this week. Home for a brief stay, the GHS senior was amazed to see the number of friends who turned out to support him. “I’m overwhelmed by the response. I really wasn’t expecting this many people here,” he said as he mingled among friends in the GHS cafeteria. Many of his varsity football teammates volunteered to have their heads shaved in support of their friend. Children left messages of hope and inspiration for Adam, and snacked on chili, chicken and chocolate chip cookies. Elizabeth Nelson-Lyda, a friend of the Maguire’s, organized the event. “Carolyn and Paul (Maguire) are my neigh-
bors and friends and my son plays junior varsity football with Adam’s younger brother,” Nelson-Lyda said. She learned of Adam’s condition when he texted her son informing him of the discovery. “This is the one thing we could do to show Adam we care,” she said. Adam initially agreed to the idea stating a desire to see all of his teammates with no hair. Maguire is a stellar student, whose grades and recommendations earned him a slot at the Naval Academy. That future is now on hold, but Adam remains optimistic. “This may put a wrench in those plans,” he said. “If it’s not the Naval Academy, then maybe it will be Navy ROTC.” By all accounts, he’s definitely officer material, and the senior’s enthusiasm and positive attitude shine through despite the adverse challenges. Maguire only recently started having symptoms and he was surprised with the diagnosis. “I had been sick a couple of times while we were down at Disney, but no one thought it was anything serious,” he said.

Above left: Adam Maguire mingled with friends who showed up to wish him well as he prepares for brain surgery this week. Above: There were no shortage of volunteers, including GHS baseball coach Wes Farkas, center, at the improvised barber shop.
Adam played for Coach Joe Fowler for four years, and the coach pointed out that kids like Adam don’t come along every day. “He’s the kind of kid that everyone likes,” Fowler said. “We just wanted to get together and show our support for Adam and this seemed like a good idea.” The coach said he hopes the outpouring will demonstrate to Adam just how much his community cares. “Not many people get to realize during their lifetime just how many people care about them, and this is a great opportunity to show just how much Adam means to us,” Fowler said. Goochland Board of Supervisors chairman William Quarles attended the event, and like everyone else, was there “to show his support.” Quarles also commented on Adam’s exemplary attitude and said the turnout was an inspira-
tional gesture. “He looks like he has the support of many of his friends if this showing is an indication,” Quarles said. “He has a lot of friends and supporters, and that’s half the battle.” Both varsity and junior varsity football players kept the shears humming as the evening
progressed, all of them with a single purpose in mind, to show support for Adam and demonstrate he’s part of a larger team. The senior begins his battle knowing his friends are beside him and assured of one thing when he enters the operating room at MCV; He won’t be there alone.

an English naval commander and military engineer who was once acting governor of the Virginia Colony. Or Vivian Graves, who portrayed Virginia Randolph, after which one of Henrico County’s schools is named. She was an African-American education pioneer who founded the Arbor Day celebration in Virginia with the planting of 12 sycamore trees. Assistant Historical Supervisor for Henrico Recreation and Parks Kim Sicola said the county borrowed the idea from the city of Hampton, which held a history fair recently. “So we invited all the local history organizations to exhibit,” said Sicola. Upstairs archivist Pam Greene talked with Ruth Carter, 90, who had brought in an original land grant document from 1760 for the land on which she lives in the Gayton/Pump Road area. Greene and curator Allyson Rhodes-Murphy gave Carter advice on maintaining the valuable document, which was carefully photographed by photographer Mike Shields. Then they gave Carter an acid-free folder to keep the already fragile document in. Carter, who also brought in some Civil War – era records of medical supplies purchased for Confederate surgeons, said she hadn’t paid too much attention to the land grant, given to her now-deceased husband by her

husband’s aunt, Ann Sutton. “I just kept it in a chest of drawers until they started this Henrico thing,” said Carter. Rhodes-Murphy said the county has some 45,000 historical objects in its collection which it hopes to house someday in a permanent location. “We are preserving them for the day when we have a museum,” she said. In another hall downstairs exhibitors from a variety of organizations manned their booths and answered visitors’ questions. Bettye Parker Thornton, a home economist for Henrico for 20 years, now retired, told the story of the Henrico County

Home Demonstration Clubs for African-American citizens back in the day when segregation reigned. The program ended in 1966 when it became part of the Virginia Extension Service. “We taught nutrition and food, clothing and textiles, child development and money management,” said Thornton. “We taught the homemaker how to operate the whole house.” Also available for visitors, free of charge, were acid-free personal “time capsule’ boxes for storage of important personal and family items. Retired Henrico teacher Mary Anne Dellinger picked one up. “It’s for items from the family trunk,” she said, including old
photos and letters, one dating from 1861 which discussed the upcoming war, she said. Former Henrico County Manager William Lavecchia praised the event. “I think it’s fantastic,” he said. “So many people have no idea of Henrico history. It was called a shire and gave rise to parts of 10 counties and three cities,” he said, including Richmond, Colonial Heights and Charlottesville. Bob Michie, member of the Henrico 2011 Advisory Commission, said there would be a similar event in the fall in eastern Henrico. “It may evolve into an annual event,” said Michie.

Henrico Extension Office to host vegetable growers meeting Feb. 9 Contributed Report The Henrico County Extension Office will host the Richmond Area Vegetable Production meeting for commercial vegetable growers on Wednesday, Feb. 9, from 8 a.m. to 3 p.m. in the Government Center Board Room, 4301 E. Parham Road. The meeting will feature speakers from Virginia State University, Virginia Tech and the Eastern Shore and Southwest
Virginia Agricultural Research and Extension centers. Topics will include disease controls, insect research and remedies, weed control products and measures, nitrogen use and marketing. The meeting qualifies for private pesticide applicator recertification credit, category 90. There is no charge to attend. Pre-registration is encouraged. To register or to obtain additional information, contact Henrico Extension at 501-5160.
Henrico Schools and J. Sargeant Reynolds to offer the Advance College Academy Contributed Report Henrico County Public Schools and J. Sargeant Reynolds Community College have partnered to create the Advance College Academy (ACA), a concurrent enrollment program that allows high school students to earn an Associate of Science in Social Science degree in addition to a high school diploma. “The program gives our kids the opportunity to go through a very rigorous but also a very rewarding program,” said Henrico Superintendent of Schools Dr. Pat Russo, who explained that the program is the first of its kind in Virginia to offer both an associate degree and a high school diploma. “By the time these students graduate from high school, they would have earned 61 college credits,” added Reynolds President Gary L. Rhodes. “Students who successfully complete the program would be able to transfer to many of Virginia’s public and private colleges and universities.” The pilot program will launch in the fall of 2011 with 50 students in two classes. ACA will be located at Tucker High School. There is no charge for students to enroll in the program or to earn an associate degree through the program.
Eighth-grade students who qualify to apply to the Maggie L. Walker Governor’s School are eligible to apply to ACA. The selection process will include components of the application process to Maggie L. Walker Governor’s School and Henrico County Public Schools specialty centers. An application for enrollment to ACA is currently posted on the Henrico County Public Schools’ Web site. Enrolled students will take advanced high school courses during their freshman and sophomore years. They will begin college-level courses beginning the summer prior to their junior year. “The goal of high school is to prepare students for further education,” says Eric Jones, executive director of secondary education for HCPS. “This program meets that goal while allowing students a significant head start on earning a four-year degree that is a necessity to be successful in the 21st century. During these dire economic times, earning 61 college credits at no cost to parents or students is equally important.” To ensure the quality of the program, HCPS and J. Sargeant Reynolds are currently seeking accreditation through the National Alliance of Concurrent Enrollment Partnerships (NACEP).
Free tax help available now Contributed Report Eligible taxpayers can receive free help preparing their 2010 income tax return - and potentially increase their refunds by claiming the earned income tax credit - at sites hosted by Henrico County and MetroCASH, formerly known as the Greater Richmond Earned Income Tax Credit Coalition. The earned income tax credit is a refundable credit designed to help families and individu-
als who work and earn modest incomes - generally, families with children earning less than $43,352 and individuals without children earning less than $13,460. The benefit could increase a federal refund by as much as $5,666 for families with three or more children and $457 for individuals. Trained volunteers will help eligible taxpayers prepare and file returns at coalition sites throughout the metropolitan area. MetroCASH will operate
two sites in Henrico: • Dumbarton Area Library; 6800 Staples Mill Road, from Jan. 31 to April 14, 4-8 p.m. each Monday and Thursday; • Fairfield Area Library, 1001 N. Laburnum Ave.; from Feb. 5 to March 12, 9 a.m.-1 p.m. each Saturday. MetroCASH works to help qualifying families maximize tax refunds that can help pay bills and reduce debt. The organization also offers eligible tax-
payers a free alternative to paid tax-preparation services. Last year, volunteers helped area residents file 1,838 federal returns, generating $787,318 in earned income tax credit funds and a total of $2,648,772 in federal returns. The free service saved filers an estimated $321,400 in preparation fees. For more information, contact MetroCASH at (804) 7756432 or call the United Way information referral service at 211.
Henrico students win scholastic awards Contributed Report Students in nine Henrico County Public Schools were honored with a total of 140 Scholastic Arts and Writing Awards, given by The Alliance for Young Artists. Fifty-one works earned the Gold Key Award, the high-
est level of achievement on the regional level. These pieces will be forwarded to New York City for national adjudication in February. Other works received the following awards: American Visions & Voices; Silver Key; and Honorable Mention. The Virginia Museum of Fine Arts (VMFA) serves as the
regional affiliate for the program. The museum will host a Scholastic Exhibition Jan. 29 through March 15, 2011. Henrico winners are enrolled at the following schools: Brookland Middle, Moody Middle, Short Pump Middle, Deep Run High, Godwin High, Henrico High, Hermitage High, and Tucker
High School. During the 2011 program year, more than 50,000 students will be recognized in their local communities, and 1,300 students will receive National Awards. Students and teachers will be celebrated at regional ceremonies, public events and the National Ceremony at Carnegie Hall.
