GoochlandCountyTreasurer Brenda S. Grubbs has resigned her position. In a letter delivered late Friday to the Chairman of the Board of Supervisors William E. Quarles, the embattled treasurer, who had been arrested and charged with embezzlement, announced she was stepping down immediately. Earlier in the day Gov. Robert McDonnell sent a letter to the attorney general authorizing him to begin the ouster process. “I think it’s best for her and for the county,” said supervisor Malvern R. “Rudy” Butler” Saturday morning. “Now we can settle down and get somebody else in there.” Last week the board of supervisors met and unanimously approved a resolution asking the governor to remove Grubbs and appoint a successor. At that meeting county administrator Rebecca Dickson outlined a two-year long history of difficulties between the county administration and the treasurer’s office even before the alleged embezzlement charge was brought. “The treasurer had made no

progress on financial improvements, to the point that we were attempting to alleviate her of whatever financial duties we could convince her to let go of since we could not simply mandate that she make changes,” Dickson told the board. Grubbs was arrested Feb. 2 and charged with embezzlement after attempting to cash a $14,000 check at Wachovia Bank. The bank had previously contacted Goochland Sheriff James L. Agnew in January alerting him to unusual activity in county bank accounts involving Grubbs. On her arrest, Grubbs confessed to the sheriff that she had cashed checks she believed to be in the amount of $135,000 and had wired money overseas, according to court documents. see Grubbs > page 2

Grubbs continued from > page 1 Subsequent searches for email and phone records by Virginia State Police investigators and investigators from the Goochland Sherriff’s office revealed contacts with an individual named Bobby Johnson, who “requested that Mrs. Grubbs send him large sums of cash via wire transfer to Nigeria on several occasions,” according to one search warrant affidavit.

In another affidavit, investigators state that witnesses have come forward “stating that they were paid by Mrs. Grubbs to send some of the wire transfers to Nigeria for her because she was unable to do so any longer.” Grubbs was scheduled to appear in court Feb. 14 to determine the status of her defense counsel after it appeared she had not retained counsel as she stated at her Feb. 7 arraignment. However, court records show that attorney James

Maloney has indeed been retained by her as counsel. A preliminary hearing date has been set for May 16. Goochland Circuit Court Judge Timothy K. Sanner has named Fluvanna Commonwealth’s Attorney Jeffrey W. Haislip as special prosecutor to deal with the case. Board of Supervisors chair William Quarles responded over the weekend to Grubbs’ decision to resign. “I welcomed Mrs.

Grubbs’ decision to resign. The board had already approved and sent to the Governor a request to initiate the “ousting” procedure,” said Quarles. “The board’s power is very limited at this point but the next step in the process is to initiate a request to hold an election for the Treasurer to the circuit court judge. The judge also has the ability to appoint an interim treasurer. These decisions will be executed by the judge as deemed appropriate.”

February 17, 2011 continued from > page 1 self as a fiscal conservative, a life-long Republican and an advocate of private property rights in a recent interview with the Gazette. “A property tax increase is off the table,” she responded to a question about ways to deal with the current decline in county revenue. “We have to cut somewhere. We have to live within our means.” Widowed, Lascolette is a retired insurance underwriter. She grew up in South Carolina but has lived in Hadensville for 25 years. She said her business experience would help her if elected to the board. She attends Byrd Presbyterian Church and is a member of the Goochland Chamber of Commerce and Friends of the Library. She is currently enrolled in the Goochland Leadership Enterprise class and is a volunteer for Meals on Wheels. She believes in small government. “The less the government takes out of my pocket the happier I am,” she said. “There is a culture of dysfunction in Goochland,” she said, citing the series of financial problems and string of high level positions in county government that have seen their occupants either resign or be fired in the last several years. But Lascollette praised the efforts of current county administrator Rebecca Dickson to reform county government. Why is she running? “The stars have aligned for me,” she laughed. “I’m retired, I have the time and the energy and a lot of good support.” Lascolette said citizens who have never taken part

before are waking up. “They’re shaking their heads and saying what’s going on here?” she said, referring to the recent difficulties. Although she now serves on the Board of Directors of the Richmond Tea Party and as Vice-Chairman of the Virginia Tea Party Patriots, Lascolette said she would resign both positions if elected. Lascolette said she would campaign door-to-door and hold a series of coffees and neighborhood meetings to get her message out. She said she expects to easily exceed the $2,000 that Pryor raised in the first reporting period in the 2007 campaign. Contacted last week, Pryor confirmed that he would seek reelection this fall.

Former Center for Rural Culture Director Lisa Dearden said yesterday that plans are underway for a new outdoor market this season in Goochland. And an email Monday from the Center for Rural Culture president Kate Sarfaty confirmed that Dearden and the CRC have ended their relationship. “The Center for Rural Culture (CRC) has permanently severed all ties with Lisa M. Dearden, the former Executive Director, effective January 31, 2011, the date of her publicly submitted resignation,” wrote Sarfaty in her email. In the press release Sarfaty said an examination of the organization’s financial records has

The statement also alleges that when Dearden met with the accounting firm of Keiter Stephens she did not produce a “personal ledger” of accounts “or any other form of documentation to support her allegations.” But Dearden countered that the CRC board had possession of all her records. “I wasn’t asked to bring any-

thing to Keiter Stephens,” said Dearden. “I’m happy that no money is missing,” she said, adding that she never believed that was the case, only that proper accounting procedures for a non-profit organization were not being followed. Dearden’s planned new market will be called My Goochland Market and will open May 7 and run through the end of October at 68 Broad Street Road

in Manakin-Sabot she said. Dearden said many former Farmers Market vendors had asked her to start a new market and that she had commitments from 27 vendors to take part. NOTICE TO THE PUBLIC OF AN APPLICATION BY CENTRAL VIRGINIA ELECTRIC COOPERATIVE, FOR A GENERAL INCREASE IN ELECTRIC RATES CASE NO. PUE-2010-00095 On December 22, 2010, Central Virginia Electric Cooperative ("CVEC" or "Applicant") filed an application ("Application") with the State Corporation Commission ("Commission") for a general increase in its electric rates. The Applicant filed this Application pursuant to §§ 56-231.33, 56-231.34, 56-235, 56-238 and 56-585.3 of the Code of Virginia ("Code"). CVEC seeks approval to increase test year jurisdictional revenues by $2,965,137, an increase of approximately 5.21%. According to the Applicant, the proposed increase would produce total test year jurisdictional margins of $5,520,813 and, based on pro forma test year results, the requested increase would result in a jurisdictional rate of return on rate base of 8.14%. The proposed increase is expected to produce a Times Interest Earned Ratio of 2.15. CVEC states that the proposed increase in rates will more accurately reflect the cost of service and "will enable CVEC to maintain its financial strength so that it can fulfill its distribution and power supply responsibilities, respond promptly to the demands of its customer base, and continue its long history of providing excellent service to its member-customers." CVEC requests that the revised rates and charges set forth in the Application be suspended for a period of 128 days and permitted to take effect for service rendered on and after May 1, 2011. The Applicant also proposes revisions to its Terms and Conditions for Providing Electric Service that seek to clarify and standardize the format of the document and to address changes in operating practices and the nature of business. The Commission has scheduled a public hearing to commence at 10:00 a.m. on July 28, 2011, in the Commission's Second Floor Courtroom, Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, for the purpose of receiving evidence related to CVEC's Application. Any person desiring to offer testimony as a public witness at the hearing concerning the Application need only appear in the Commission's Courtroom at 9:45 a.m. on the day of the hearing and identify himself or herself to the Bailiff. Citizens Concerned with Goochland Growth and Richmond’s Partnership for Smarter Growth teamed last week to present its second in a three part series focusing on Goochland’s villages and their future. The presentation provided an inside look at village plans in the area that are under construction or planned. Specifically, Maidstone in New Kent County served as the prime example of a village plan, the difficulties involved in constructing it and the benefits it could provide for communities. Sheila Lovelady, executive director of PSG said the goal of the presentation was to open a community discussion regarding villages, and officials from the New Kent project provided details on their long and winding road that led to revised zoning and an eventual mixed use project in New Kent County. Developer John Crump said there were similarities

between the two counties, with comparable population figures and equally pressing development issues facing them. Their answer was Maidstone, a village type community near the New Kent courthouse that incorporated residential and commercial opportunities. Crump envisioned his plans after visiting Kent, England and established specific criteria for defining a village. Features such as walkability, cultural activities, recreation access, green space and available shopping were just some of the requirements Crump identified. Crump said it looked like a workable alternative for New Kent’s development issues. “All of the elements were there,” he said. “A lot of people were against it. Once they saw it, they liked it,” Crump said. The developer completed the first phase of the project, the commercial aspect of the village, and then focused on the residential. With a slowed economy, only a couple of those units have been built.

Attempting to build improved roads to accommodate increased driving and commute times is a losing proposition, according to Pollard. The burden on localities to maintain and build roads is becoming prohibitive, and there is also an environmental cost with increased traffic. He also cited the lost time associated with traffic delays. Architect John Hopke designed the project and noted the difficulties in constructing a village from scratch. “The villages in England were organically formed over the years,” he said. New Kent’s’ Director of Community Development George Homewood said the trend started in the 1950s to develop around the automobile is changing and younger people have a different idea. “The next generation does not want to live in the same living arrangement their parents, or them, grew up in,” Hopke said.

“We wanted agriculture and timber to continue to remain viable in the county,” Hopke said. Continuing the same pattern of development with large lots would eventually threaten the viability of those industries. “The thing they think they wanted, they were pushing away,” Homewood said. He said the project would not have been possible without a cooperative effort between government, the citizens and the developer. He also noted the project required increased density use in the designated zone. A full house of Goochland residents listened patiently to the presentations, waiting for the question and answer period that followed. Many had questions on how such a project would impact the county, their land values and some even raised concerns over the actual need for such a project in the county.

Jacquelyn Pogue of CCGG and Richmond Dialogue explained that this presentation was an effort to provide examples of the village concept in the area. Some attendees insisted on addressing the upcoming Urban Development Areas currently being debated in the General Assembly. In the past, localities were required to identify an area for development, but a new bill that has passed the House would make participation optional. The county has scheduled two upcoming meetings to discuss the current state of UDAs in Goochland. “It’s really a side of what we are talking about here tonight,” said Paul Costello, president of Concerned Citizens with Goochland Growth. see CCGG > page 8

Every other Friday for the past 39 years, Mabel Behrens spent her day reading to local elementary students. She dressed particularly for the occasion, choosing with care brightly colored clothes and jewelry that would get a response from the children. “She constantly got stopped, wherever she went, by people she had read to as children and who recognized her as ‘Mrs.B’,” said her granddaughter, Laura Hayward. “She loved dressing for a reaction,” added another granddaughter, Donna Lodge, laughing. Mabel Bernice Layman Behrens passed from this life on Feb. 6, 2011, at age 91. She left behind her a legacy of commitment and a passion for learning that touched the lives of nearly everyone who met her. “Mabel stayed in contact with everyone she met,” said Lodge, “She loved going on cruises, and once she learned to use e-mail, would keep in touch with people all over the world— she had a friend all the way in Australia that she exchanged regular e-mails with.” Mabel’s love for people and for lifelong learning was reflected in her commu-

nity involvement. A charter member of the Goochland Women’s Club in 1963, she was well-known at Goochland High School for presenting the GWC’s yearly scholarship to students planning to further their education. “She was very passionate about learning, and about encouraging others to continue their education. She believed that every child should have a good education, and she would spend a great deal of time making sure the award went to the student who would make the most use of it,” said Eva Henley, a fellow charter member of the GWC. Pattie Pryor, another member of the GWC, said that through driving Mabel to club meetings over the past three years, she got a glimpse into what it was that made Mabel so extraordinary. “The thing that was remarkable was her ability to connect the dots between any person and herself in a meaningful way,” Pryor said. “She had a keen recognition of the connections between people, and she loved serving as the bridge between them.” In addition to reading at the elementary schools and her involvement in the GWC, Mabel volunteered regularly at the Goochland Library, and was active in the Officer’s Wives’ Club at Defense General

Supply Center. Her husband, the late Major John Nevin Behrens, taught in Louisa and at J.R. Tucker after retiring from the Air Force in 1961. For a couple so closely involved in education, it is appropriate that their first home was a renovated schoolhouse in Louisa where Mabel’s mother had taught, and where Mabel herself had attended first grade. “I remember my grandparents used to take me and my sister to the beach, and take us out to a nice restaurant. Once we got there, my grandmother would use the opportunity to teach us proper table etiquette. Everything was an opportunity to teach,” said Hayward. Mabel also began the GWC book club, and though after a while it was too much strain to read the novel herself, club member Billie Reid remembers that Mabel never missed a meeting. “She loved the companionship, and listening to what people had to say about the book; she just loved people.” Mabel loved people, and she was devoted to family. Birthdays, in particular, were special to her, and family members testify that Mabel never let their “special day” go by with out a visit from her. “It didn’t matter where you were, or what you had planned, she was going to see you on your birthday. There was a real matriarch component to her,” said Pryor. In honor of Mabel’s devotion to teaching and her service to the community, the GWC will be naming their annual high school scholarship for her, something that Reid said they had spoken about before. Henley agreed that it will be an appropriate memorial. “Mabel was never selfcentered, and she was always looking toward the betterment of others. She did everything modestly, but she did enjoy when people appreciated the work she did. She was just a real dynamo.”

Never a dull moment Last week we commented as to how the big news keeps getting pushed off the page by even bigger news. I started thinking of clichés that I could use to describe what’s been going on in the county. Thus the headline you see at the top of the column. A few more that came to mind were: “No news is good news.” “May you live in interesting times.” “No rest for the weary.” “Be careful what you wish for.” Well, I guess we have learned that no news is not necessarily good news, particularly when it means that problems in county government go unreported for long periods (read for years evidently before 2008) and when a county official has, allegedly, been raiding the county treasury for their own benefit for months. Living in interesting times certainly hits the mark when it comes to describing the news here in Goochland and it promises to stay interesting for some time to come. It’s so interesting that one wakens almost every day wondering what bombshell will break this week to keep one hopping. Rest for the weary in Goochland? Not a chance, be they the press corps, the citizens of the county, or county administration. Certainly in the case of us inky wretches in the news business, we welcome activity to write about but sometimes it would be nice if the content were a little more upbeat. One might guess that over at county administration a little more peace and quiet might be welcomed, however. And we must be careful what we wish for, as in making changes in county government in response to the current problems. It would seem appropriate that sufficient study go in to the potential good and bad points of adopting a different form of county government before any action is taken. It may not have worked so well in the past, but many conservatives may still like the idea of as many folks in positions of power as possible being answerable directly to the voters rather than indirectly through an elected board. On the other hand, having a situation where lines of authority are unclear or nonexistent between offices that must work together smoothly (the treasurer and county administration) is certainly not an optimum situation. Certainly the embarrassments Goochland has suffered in the current Grubbs case will cause county voters to carefully examine the education and experience of future candidates for the constitutional office of treasurer before casting their votes. Where does one begin to thank an entire community? When our son Adam was diagnosed with a brain tumor it was a very sudden and unexpected diagnosis. Three days in the hospital on IV medication, two days at home and then back to the hospital for surgery, and what would be a shorter than expected stay of nine days. In this short time, literally hundreds of people have reached out

to Adam and to our family offering support, prayers, gifts, meals, child care, etc. The hair cutting event was astounding to us. In the whirlwind of things to do and worries on our minds it has been great support to Adam and our family to have our friends, neighbors, schools, and what seems like all of Goochland County pulling for us and helping us along. We are in awe of all of you. We are humbled by the generosity of your hearts and help of your hands. Adam is recovering at home

now. Everyday he is a little better than the last. Every indication at this time is that Adam should recover fully and enjoy the full healthy life that he has only just started. Would management type government make a difference? Do politics and trust fit together anymore? From the borders of Goochland County to the borders of our nation, I think not! Do we not have checks and balances and audits to prevent the travesties of money mismanagement by our own County Treasurer? We went through a similar crisis in 2009 with many questions left unanswered then. From what I understand, we cannot credit Goochland County officials with even noticing this was happening. We must praise Wachovia Bank employees for noting something wasn’t right and calling county officials. Is a management type of government going to make a difference? I don’t see how, if we can’t trust people. Frankly, In God we Trust has been replaced by in people we trust and it’s causing government policies/politics everywhere to fail miserably! Goochland needs a better option Goochland has many elective officers that represent citizens and many hired

officers to serve citizens. The County Administrator is hired as a professional and has demonstrated she knows what it takes to run the county efficiently. The County Attorney is a hired legal professional who knows the law and is licensed to practice in Virginia. Why shouldn’t we hire a financial professional as well? Certified Public Accountants have education requirements, licensing requirements and continuing professional education requirements to maintain this designation, keep them abreast of best practices and maintain awareness of potentially damaging procedures. Goochland County operates under a traditional form of government that puts many of the County’s functions at the mercy of being managed by someone who is merely running for election, but does not have to provide proof of qualifications to actually do the job. As a retired electrical engineer, it is my opinion that most professionals do not want to run for office. Rather, they want to be hired for their expertise, not their popularity. Some counties may not have the conditions or the finances to attract expertise – Goochland does! Why should we settle for those who run for election and win the job by default, with no professional qualifications to perform the job? It is time for Goochland to

One questioner said she didn’t see any reason that a village type development should even be considered for Goochland County. Pogue said her only motivation was beginning a discussion among Goochland citizens so they could, in turn, make recommendations to their government. “I’m interested in citizens input,” she said. “I’m not taking a position.” “Goochland residents determine how they want this place to grow,” Crump replied. Another resident said the plan looked viable in theory, but feared that Goochland could eventually look like Short Pump in Henrico County. Homewood said Henrico County officials are contemplating readjusting the plan at Short Pump to provide more residential opportunities.

He said long range planning could avoid those problems. Other residents questioned the effect of a village development on their adjoining property. According to the officials, that is a valid concern and those lands would be available for expansion. Pollard said he was unaware of any plan to down zone the adjoining properties. The third installment of the series is scheduled for Wednesday, April 27 from 7 to 9 p.m. in the County Administration Building. Rebecca Dixon, Goochland County Administrator, is among the speakers for the next session entitled Community Design Goals for Goochland Villages. The county is sponsoring community meetings regarding UDAs beginning this week. The first is scheduled for Feb. 17 following the Planning Commission Meeting (8 p.m.). Another is slated for Feb. 22 at Company 3 in Centerville at 6 p.m.

Focus on the children In reading all the discussions in the Gazette regarding our school system, budget processes, administrators etc. I am sure that we are, at the core, all concerned about the education of the children. I have had a limited opportunity to interact with some of the children, teachers and administrators. very tough economic times. Many parents are limited financially and everyone is trying to do more with less. I would guess that there are ways of optimizing the budget and the budget process, parents and the community in general need to continue and expand their roles and contributions. What do we have in place to try and coordinate all that is and what could be done? We have a shot to get this right in the elementary grades, particularly because of the formative nature of those years. Road and Mills Roads, the one and only entrance to my subdivision. I have lived in Bellview Gardens for three years and built a half million dollar home on a culde-sac lot, hoping to give my children adequate space to enjoy a bit of country life without the bustling traffic and noise found in nearby Short Pump. This was the perfect location for my family as my husband and I both commute daily to downtown Richmond, and my three children attend Goochland County schools. I am perplexed as to why you allowed so many new homes to be built in Bellview Gardens when you suddenly turn around and try to destroy it by allowing retailers to invade its residents, further opening the door for more unwanted development in our community. I do realize that Broad Street Road will eventually develop commercially and I agree that it could be beneficial to the County; however, a residential neighborhood is not, and never will be, the proper place for this type of development. The clientele that a Goodwill retail store would bring to our community is less than desirable and will compromise my family’s rights to safety and public trust in general. I honestly believe you would think twice if the tables were turned and your family and property were jeopardized in this manner. JD Tourney a strange journey for Goochland girls BY JIM RIDOLPHI Special Correspondent

The Goochland girls and boys basketball teams entered the Jefferson District Tournament last week with a tall order on their plate, each having won only four games during the regular season. The girls faced the daunting task of taking on top seed Western Albemarle, a perennial powerhouse in the district. The boys opponent, Charlottesville, was no less intimidating. Despite a stellar performance by sophomore center Corbyn Jackson, the Bulldogs fell to the Black Knights, 64-57. Jackson finished the game with 27 points, 16 of which he scored in the second half. Guard Tim Miller added 14 in the loss that ended the Bulldogs’ season. For the girls, the outcome was a little more murky. Though Western Albemarle, which went 14-0 in district play during the regular season, handed the Lady Bulldogs a 65-25 loss, it appeared that Goochland may advance due to a technicality. In the final minute of play Western Albemarle coach Kris Wright inserted a player who had also participated in the junior varsity title game. In basketball, players are limited to appearing in post season play at one level only, therefore

it was a violation. According to Virginia High School League rule 58-2-2; Varsity/Junior Varsity Tournament Participation Limitation. “When a district sponsors both a postseason junior varsity and a postseason varsity tournament, a player shall be limited to participating in only one of these tournaments.” Wright reported the violation and Western forfeited the game as a result. Western athletic director Steve Heon said the school was unaware of the rule and praised the coach for his quick action of making the administration aware of the problem. The school issued a statement regarding the school’s decision to withdraw from the JRD Tournament, which pointed out the self-reporting of an administration error and forfieture of the win over Goochland. Western would retain their regular season Jefferson District championship and hostt a Region II Quarterfinal game on February 22. As a result, the GHS girls too th ewin and scheduled a second round district game at Monticello for Wed. Feb. 17 at 6 p.m. But the story does not end there. Western appealed the forfeit, hoping to return to the Jefferson District

Tournament and claim the championship. To complicate matters further in the Jefferson District, the Fluvanna boys team found themselves guilty of the same rules violation after hearing of Western’s forfeit. Fluvanna followed suit and also forfeited their

first round Jefferson District win. A meeting was set between the VHSL and offending schools athletic departments for 9 a.m. Tuesday morning to determine the outcome of the appeals. A press release was issued by the VHSL but earlier in the day, VHSL

Deputy Director Tom Zimorski confirmed that both the appeals of Western Albemarle and Fluvanna were denied. Therefore the Goochland girls will play there second round Jefferson District game as previously scheduled.

Hicks sharp but Yellow Jackets split stadium opener Staff report

Ashland– The large crowd on hand was not enough to bolster the Randolph-Macon Yellow Jackets in the opening game played at Hugh Stephens Field on Saturday. St. Mary’s (MD) slipped by the Yellow Jackets 9-8 in the nine inning game that was scheduled for seven and put a damper on the festivities. Kyle Hicks became the first pitcher to take the mound in the new stadium and held the Seahawks to two runs over five innings. But when Hicks sat down, St. Mary’s reeled off five runs in the top of the sixth

OBITUARIES: Death Notices Behrens Mabel Bernice Layman Behrens, age 91, departed this life during the evening of Feb. 6, 2011 while at her home in Dabneys. She was born Jan. 21, 1920 in Perkinsville (Louisa), Virginia, the only child of Russell and Edith Layman, and grew up in Louisa County. She entered Mary Washington College at age 16, graduating with a BA in Education in 1939. She taught in both Saluda and Syringa High Schools before moving to Louisa High School where she served from 1940-1943. She has been preceded in death by her husband, John Nevin Behrens, whom she met while teaching her first year at Louisa and they married on Aug. 7, 1943 in Las Vegas, Nev. During their marriage Nevin (known by many as “Major”) served 20 years in the Air Force,

being stationed numerous places in the US as well as in Guam, North Africa, and England. Nevin retired from the Air Force in 1961 and they returned to Dabneys where they lived in the original schoolhouse in which her mother had taught during the 1920’s, and where Mabel had attended the first grade. Nevin returned to teaching at Louisa and later JR Tucker, from where he retired in 1980. She was a charter member and very active in the Goochland Woman’s Club and the Officer’s Wives’ Club at Defense General Supply Center. She has been a volunteer reader to the Goochland Elementary students for over thirty-nine years and still read on a weekly basis. She also volunteered at the Goochland Library. She had twice received the Volunteer of the Year Award from Goochland County, in 2006 for her library

service and in 2007 for the Woman’s Club. In addition, she was a founding member of the Educators’ Hall of Fame for Goochland County. She also found time to grow a substantial garden of which she was very fond. She is survived by her only daughter, Judy Gordon and her husband, Harold; two granddaughters, Laura Hayward, husband Rick, and children Alexis, Austin, Joshua and Jacob; and Donna Lodge, whose sons are Forrest and Travis. Mabel was a member of Oakland Baptist Church, Gum Spring, where her life was honored on Friday, Feb. 11, 2011. Visitation was held at Norman’s Funeral Home, on Thursday, Feb. 10, 2011. In lieu of flowers the family requests donations be made to the Scholarship Fund for Goochland Woman’s Club, 535 Elm Creek Drive, Manakin-Sabot, VA 23103.

Notwithstanding the parties’ intent that this clause bar all such claims, should a court of competent jurisdiction deem otherwise, the purchaser agrees that the presence of this clause should serve as the overwhelming primary factor in any equitable apportionment of response costs under federal, state, or local laws, ordinances, or regulations. Farm Visitors Center as romantics from eight to 80 gathered to create that perfect Valentine for that special someone. The Henrico Department of Recreation and Parks held its annual Victorian Valentine’s Day event this weekend at Meadow Farm, and the response was great, according to event organizer and site manager Anne Truong.

“We never know how many to expect but this year’s turnout has been great, “ she said while scurrying to provide more supplies for the amateur card designers. She said Valentines’ are not new, and Victorian families took the art of giving and receiving special love messages very continued on page 3

seriously. “We are making Victorian Valentines here today,” Truong said. “At that time, Valentines were popular as a year-round theme, and sending your love was something everyone was interested in, just like we are today,” she said. In the mid 1800s, Valentines greeting took a giant step forward and began being commercially produced rather than made individually. Up until that time, making Valentines was an expensive personalized experience where families gathered to create unique messages. “Paper was expensive, so you didn’t make Valentines for everybody,” Truong said. “If you were going to take the time, it had to be special.” New Englander painter Esther Howland took the art to a new level when she started producing messages in the mid 1800s for sale. “She had a passion for these things and started producing them out of her home,” Truong said. “She brought in her brothers, neighbors and friends to help with the production.” The cards were popular in New York and Boston and she eventually sold her company to George Whitney. Howland noted the healthy response to the specialized cards, and netted over $100,000 in sales over a one-year period. During the Roman era, soldiers were forced to focus solely on their military duties and affairs of the heart were discouraged and even prohibited. Saint Valentine is credited with performing secret marriages for the soldiers and encouraging expressions of love, and began a tradition that has become a multi-million dollar industry in the United States. Truong said the challenge of the event is maintaining historical accuracy when preparing the special greetings. “We looked around and found out what was available at the time and what they would have used. We also have some examples of Valentines from the period,” she said.

Truong said the style of the era included highly embossed paper, and many times secret messages were included in the cards. Some were even interactive and recipients would return bows or ribbons as answers to the love lorne questions. “The questions as to would return their love were answered,” Truong said. The tradition continues today, although slightly changed and updated. “The older ones were

more specific to the intended receiver, and it took a little more thought that today.” Families gathered at tables throughout the center to construct the Victorian cards. Richard Ernsberger and his wife Betsy brought their daughter Lilly to enjoy the activities. “It’s been fun and exciting,” Lilly said as she put the final touches on a special Valentine.
