Goochland schools have announced category revisions in their adopted budget for next year. These changes do not affect the bottom line, which is a $24 million plan that is almost seven percent less than the current year’s $26 million budget. But they do affect how money in the budget is categorized. The budget, which is funded by the Board of Supervisors according to category, now includes the following changes: Instruction category funds have

decreased by $387,126, including a transfer from this category of 5.66 full-time employees in the following fields: Psychology, nursing, human resources, communications and security. The category of administration, attendance and health has increased by $330,615, including the addition to this category of 4.33 full-time positions in the following fields: Psychology, nursing, human resources and communications. Bertha Barrett Jackson received the call in 1987 in the kitchen of her home on Dogtown Road. “When God spoke to me I was in the kitchen washing dishes,” said the 54-year-old Goochland wife and mother, who is now an Associate Minister at Fauquier Baptist Church. It was a call she wasn’t ready for. Jackson describes herself as the type of person who was always too shy to get up in class to do a book report. Preaching to a congregation in church was the farthest thing from her mind. “I fought the call for seven years,” she said. “Those were the seven longest, worst years of my life,” she recalled in an interview last week at her home, where she lives with her husband and two children. “I couldn’t eat, I couldn’t sleep until I

finally surrendered to God,” she said. When she finally accepted her calling, the effect was immediate, she said. “It felt a great relief and a burst of energy,” she said. “When I surrendered I knew God would be with me.” Jackson enrolled in the Virginia Union School of Theology in 1993. “Oh yes it was hard,” said Jackson. “There were hardly any other women around. That’s why I resisted the call for so long.” Now Jackson preaches part-time. Her full-time job for the last 10 years has been as a mortgage specialist at SunTrust Mortgage in Richmond. She has also worked as a tax researcher, private duty nurse, teacher’s aide and five years as a Correctional Officer at Beaumont Correctional Center. She graduated from J.

Jackson said her new book is all about encouraging women to preach. “Do it quickly,” she said. “Don’t wait seven years like I did.” Jackson said there is still a bias against women in the ministry even after all the progress of feminism in this country. Many men are still not ready for female clergy, she said. She said she felt her greatest acceptance as minister in another country, South Africa, where she visited in 2004. “I felt more accepted over there than I do at home,” she said. Asked if it will get better here at home, she responds, “I hope so.” These days Jackson describes herself as an “on-call preacher. If I have the time I’ll be there,” she promised. Besides her own journey into the ministry, Jackson includes testimony from three other women called to the ministry and tributes to Rev. Mary Russell Jackson and Evangelist Patricia A. Henderson, both of whom have passed away. Jackson’s other passion is painting and her home is decorated with many examples of her colorful work. A book signing is planned for April 10 at First Baptist Church in Louisa.

She needs to be prosecuted for abuse of

the animals in her care just as any other citizen who abuses animals is charged, but also to prevent her from starting up her operation all over again,” said McAfee. McAfee has a background in social work and criminal justice. She is a co-founder of Save Our Shelters, a rescue, adoption and advocacy organization for pound animals, and was the director from 2003 - 2006 of Court Watch for Animal Cruelty in Richmond, Chesterfield, Henrico and Hanover. Deputy Commonwealth’s Attorney Nancy Oglesby said

ing two complaints were filed by one of the animal advocates against Thompson. An April 12 trial date in Goochland District Court has been set for the two charges. According to McAfee, over the last several years volunteers and rescue organizations had become concerned after attempting to help Thompson with her operation. The state Office of Veterinary Services (OVS) visited Thompson’s facility twice in the last five years in response to complaints, said McAfee, who provided The Gazette copies of letters sent to Animal Control by the OVS as a result of those visits. In the December 21, 2005, letter, OVS requested Animal Control follow-up and provided an update on action taken to correct a number of deficiencies the inspection noted, including frozen water dishes, insufficient cleaning of feces from dog runs and inadequate shelter. Animal Control Officer Robert “Corky” Marks said Monday that retired Animal

Control Officer Richard Bradner followed up on the deficiencies noted in that report. OVS visited the Pet Foundation again on February 5, 2009, in response to anonymous complaints that animals were not being properly fed. On this visit an “emaciated” horse was reported, which, according to Marks, was subsequently euthanized. The horse is the subject of one of the two misdemeanor charges pending against Thompson. Three members of the Goochland Animal Control, accompanied by a Goochland County Deputy Sheriff, inspected the facility on March 5, 2010, according to a written report provided to the Gazette by the County Attorney’s Office. They found 106 dogs on the property, along with about 30 cats, chickens, two rabbits, seven goats, three sheep and three horses. “There were no companion animals or livestock in need of emergency vet care,” the report stated. Animal Control has visited Thompson’s facility more

than 75 times over the years in response to complaints, said Marks. On the most current visit Marks said Animal Control did have concerns about four older dogs. According to attachments to the report, Dr. James Miller examined three of the dogs on March 8 and treatment plans were agreed upon. Dr. Richard Owens of Locke A. Taylor DVM, Inc. treated the fourth dog, according to the report. Overall, Marks said his impression of the facility was favorable. “It is top notch – in number one shape,” said Marks. “Some of the animals are borderline obese.” Marks added Thompson told him that she now has two paid employees to assist her with the care of animals at the facility. Oglesby said it would be up to Magistrate Dixon to decide if more charges against Thompson are brought after hearing any future complaints that might be brought before her by McAfee or other concerned citizens.

Happy Sunshine Week! It’s that time of year again — time to celebrate Sunshine Week! Although its timing tends to coincide with the bluer skies and greener grass of spring, the climate is irrelevant to Sunshine Week’s mission: To cast a bright light on what our elected and appointed representatives are doing with our resources, and how those decisions impact our lives and livelihoods. Sunshine Week is a national initiative that serves to remind us, as citizens, that we have a right to know what’s going on. Who can participate in Sunshine Week? Journalists, private citizens, civic groups, research organizations, libraries, nonprofit groups, schools, public officials—basically, anyone. Sunshine Week is designed to remind people that they have a right to understand how their government operates, and they have a right to request information they need to achieve that goal. Why is this important? Well, there are those in government who might not want citizens to know what is going on. They often justify their disdain for Freedom of Information requests by saying that such queries create too much expense or waste too much time. This year in Virginia, Del. R. Lee Ware Jr. (R-Powhatan) sponsored a bill that would allow any public body to seek “injunctive relief”

As Goochland enters our yearly “Budget-go-Round,” last week’s Goochland County Schools Board Meeting makes the current NCAA’s “March Madness” seem like a Goochland County Parks and Recreation game complete with the board’s secretary giving a “one minute warning,” prior to “whistling” the expiration of the “speaker’s clock.” For pregame entertainment, the crowd was entertained as various and sundry employees were recognized, and applauded with no hindrance, with much heralded “MVP” and “All-Star” awards for simply doing their jobs, which is about as memorable, and meaningful, as watching the take-out window employee at our local Hardee’s being named “Employee of the Week!” However, during the first quarter, when Goochland Education Parents Association members provided some great crowd pleasing revelations concerning “Commissioner” Underwoods’s recent E-mail escapades, “head referee” Ray “the mumbler” Miller warned the fans to not applaud any speakers, lest speakers not receiving applause feel slighted! Despite some great entertainment, I don’t recall the school administration or board offer any substantial meaningful cost cutting measures that don’t involve classroom level sacrifices. Our bureaucratically topheavy central office embodies the “Culture of Entitlement” which our country, as a whole must address.

We might not be able to change Washington, D.C., or the capital of the Commonwealth, but we can certainly change our approach locally, and demand visionary, out-of-thebox, hands-on, solution based leadership. Since our current school’s administration is so loathe to cut any of their bloated, over paid and redundant staff, or consolidate like functions with “the county,” I suggested they spend some time in the classroom, perhaps just one period every other day. Maybe Jon Hendron (Technology Integration) could teach Computer Science; Tom DeWeerd (Director of Secondary Education) could teach Math (Tom told us all how important match skills are to our country’s future, maybe he can show us?); Lisa Borthwick-Landrum (Supervisor of School Nutrition) would be a natural for a health class. There are 24 positions listed as central office personnel on our current Goochland County Public Schools web-site. If each one taught one class every other day at our high school, that would be the equivalent of more than three full time teachers, taking into account the planning periods our current teachers now receive. Let the savings begin! Last but not least, perhaps Ms. Underwood could teach a class in resumé writing. It is this taxpayer’s opinion that she will need the practice. Michael M. McDermott Maidens

against citizens who are causing “harassment” of the government by submitting too many requests under the Freedom of Information Act. House Bill 449 did not, however, describe what that “harassment” might entail—did it mean two information requests, or 20? Who decides if the number of requests constitutes harassment? And who decides, and why, whether to seek “injunctive relief,” or a prohibition against further requests? The bill failed, which is good news for those of us who value the right to ask questions. But the bill succeeds at providing an example of how tenuous a grasp we might have on this right to seek answers, if we do not hold tight. Ready to learn more?

Baseball Preview

Bulldogs’ experience should even Jefferson District odds

F

acing new competition in a new district is never easy. However, entering the challenge with an experienced mix of juniors and seniors could ease the pain of transition. That is exactly where the Goochland varsity baseball team finds themselves as they enter Jefferson District play this season. Although the competition is a step up from last year, the Bulldogs are putting their best foot forward entering their inaugural season in Group AA baseball. “We think we are pretty good shape entering the season,” said GHS head coach Wes Farkas. With a returning load of talent, the baseball team finds itself in a similar situation as this year’s Goochland football

team which made a successful jump to AA play and into the second round of regional playoffs. However, Farkas is cautiously optimistic about the possibilities for the baseball team. “I think that our transition to AA will be as good as it can possibly be considering the circumstances,” he said. “With so many returning starters, we should be competitive right away. I am still not sure how it will all work out, because there are still a lot of teams we haven’t seen. But I am well aware that the Jefferson is always a tough baseball district to play in and against. As a coach you couldn’t really ask for a much better situation to move up to AA. Now we just have to go out and play the games and prove that we can compete at this level.” The final roster of the 2010 Bulldogs includes nine seniors and nine juniors, all with previous experience on the team. “I don’t want to be too optimistic but we have all of our starters back,” Farkas said. “We

also have all of our pitching staff back, but it’s a different district so it’s going to be tough. We know that.” Although there’s always a degree of uncertainly when a team begins play in a new district, Farkas thinks the experienced mix gives his squad the best chance. “We should be competitive, and if we get hot at the right time, we could make a run at it,” he said. Senior Matthew Henley and junior Scott Ragland will share duties behind the plate for the Bulldogs. Ragland will also split time with Ben Verlander at third when Verlander is on the mound. Also back are seniors Kevin Carroll at shortstop, Colby Carter at second and Alec Moore will share duties at first base with Austin Jordan. “With Kevin and Colby playing full time up the middle, we’ll be solid on defense,” Farkas said. In the outfield, seniors Kyle Tormey will play left field,

Lonnie Johnson in center and either Cole Anderson or junior Ben Swecker will fill the right field position. “There were only one or two spots that were really up for grabs this year,” Farkas said. Verlander and Moore, both right-handers, are the Bulldogs top two starters, while Tormey and Johnson round out the staff. “We’re hoping Lonnie (Johnson) will back in the same shape before he was injured two years ago,” Farkas said. “If he comes back, we’ll be in really good shape with our starters.” Farkas said the lack of a leftie should not present insurmountable problems. “It’s always better to have a left hander who can throw on your roster,” he said. “In high school, if you have guys that can throw, it shouldn’t make a huge difference.” On offense Farkas also has a solid slate. “Ben (Verlander), Scott (Ragland) and Kevin (Carroll) will be our top three hitters and will fill the top three slots in the lineup. They’ve been

very productive for us at the plate.” Jordan and Moore should also add offensive punch to the lineup. “Many of them are in their third year of varsity, so this should be a strong hitting lineup,” Farkas said. They’ll need the stellar defense and power hitting to match up against an unfamiliar and upgraded competition, and a schedule that puts the Bulldogs on the road for the first portion of the season. They play a double header against Northumberland on March 20 and then face Charlottesville March 23. After that Goochland does not return home for over a month and then for only one game on April 27 against Western Albemarle. “With seven straight road games, we could definitely be road weary by the end of that stretch,” Farkas said. “The good news is that our Spring break comes right in the middle, so it may not affect us as much as if we played them all on a regular school schedule.”

But if the Bulldogs can manage the first part of their season they could dominate the close with nearly all home games. “I think that finishing with our last four out of five at home could definitely be to our advantage,” Farkas said. “We tend to play well at home, so I hope that trend continues this season. “Overall I am very optimistic but also realistic about our season,” Farkas added. “I think we will be in every game that we play because of our experience and talent. So winning a few close games could definitely give us some momentum this year. It is also the first time in a long time, where we are not favored to be first or second in the district. In a lot of ways this is refreshing and hopefully we will sneak up on some people this season.”

hough spring has not yet started, the Lady Bulldogs are well underway in preparing for a new season. Coach Amy Henneberger and the 12 girls of varsity softball team hit the still snowy field in February for practices before scrimmages and season-openers. The team came away with wins against Buckingham and Prince Edward in a couple of preseason contests that gave the team an opportunity to mesh as well as a chance for Henneberger to see where the girls will fit in the lineup. “The team’s coming together,” Henneberger said. “We’re stronger now than we’ve been to start the season in previous

years.” This year, Henneberger welcomes seven girls back to the varsity squad, including seniors Sabrina Gleason, Brandi Wilson and Carrie Beth White. The veterans will take on leadership roles in helping the new members of the team. While it’s still early, Henneberger is working on placing the girls in the right positions. Freshmen Jordan Fleming and Taylor Scruggs are two likely infield starters. “They’re really going to contribute to the team in hitting and fielding,” Henneberger said. “Taylor plays second and Jordan’s at shortstop, two very important positions in the game.” The Lady Bulldogs’ pitching rotation is not quite as concrete with senior pitcher

Wilson undergoing shoulder surgery in the off-season. She will start off slow in the early part of the season and will have backup from five other potential pitchers. White and Fleming are two possibilities for the mound, along with sophomores Kimberly Duty, Katelyn Lambert and Rachel Jones. Sophomores Ciera Cannizarro and MacKenzie Jones will take the outfield this season with junior Amy Branch, while Callie Alvis will field third base. Gleason will be behind the plate this season, and first base duties will be shared Duty, Jones and White. As with Goochland’s fall and winter teams, the Lady Bulldogs are entering a new realm of competition in the

Group AA Jefferson District. “It’s a whole new ballgame in AA,” Henneberger said, “but I definitely think it’s possible that we finish in the top of the district. The tougher competition will give the girls an opportunity to work harder and become stronger.” Even though the district is new, some of the oppo-

nents are familiar to the senior Bulldogs. Goochland has faced Louisa and Fluvanna in past seasons. Henneberger said the team’s early strengths lie in defense, seeing few errors in the scrimmages against Buckingham and Prince Edward. “We’re going to continue to work on base running,”

Henneberger added. “The girls need to work on their focus, and shaking off mistakes. I don’t want them to focus on the negatives.” Last week, the Lady Bulldogs continued to practice and improve in preparation for this week’s matchup at Amelia and their home opener against Powhatan.

Hydrant Meters. (a) Provision of hydrant meters, deposit required. A hydrant meter may be leased from the county for the purpose of recording water withdrawn from county-approved fire hydrants upon submittal of a signed lease agreement to the director of public utilities and payment of the lease deposit, set by the board of supervisors in Chapter 5.5 of the County Code. (b) Water usage and administrative charges. Water usage charges for water consumed through hydrant meters shall be set by the board of supervisors in Chapter 5.5 of the County Code. If usage is less than one thousand (1,000) gallons over a one (1) year period, the meter shall be returned to the County and the agreement terminated. A monthly administrative charge, set by the board of supervisors in Chapter 5.5 of the County Code, shall also be assessed to each lessee for every month a hydrant meter remains in the possession of such person. If lessee fails to pay total amount due by the due date, a late payment penalty in the amount of ten (10) dollars or an amount not exceeding ten (10) percent, whichever is greater, will be added to lessee’s bill. (c) Monthly meter reading reports; billing base on estimate where no report given. Meter readings must be provided to the department of public utilities by the tenth day of each month for recording and billing. If lessee fails to report meter readings as required in this paragraph, the director shall estimate a water usage based on an average of the last two (2) billing periods. To the extent there is an increase in the estimated billing amount, a late payment penalty in the amount of ten (10) dollars or an amount not exceeding ten (10) percent, whichever is greater, will be added to the increased billing amount. (d) Annual inspections; lease terminated. All meters must be returned to the department of public utilities annually on or before the yearly anniversary date of the signed lease agreement for a condition check and reading verification. If meters are not returned to the county within ten days of the anniversary date a fee of twenty-five dollars ($25.00) plus one dollar ($1.00) per day thereafter will be added to the billing amount or deducted from the deposit, at the director’s option. If such failure to return or delinquency of a hydrant meter billing amount continues for a period of fifteen (15) days following written notice of such failure or delinquency, such lease shall automatically terminate, the lease deposit will be forfeited, and the county may take possession of the meter. The notice shall be sent by first class mail to the person leasing the meter and shall specify that lease termination, deposit forfeiture and meter repossession will result if such failure or delinquency continues beyond the fifteen (15) day period. Such service shall not thereafter be provided to such lessee unless the meter is returned or repossessed, a new lease agreement signed, a new deposit is paid and any delinquent amounts are paid. Meters must be available for inspection by county personnel at any reasonable time. (e) Damage to county equipment. If the hydrant meter is damaged or in any way tampered with, the cost to repair will be at the expense of the lessee. If it is found that the backflow prevention device has been compromised or tampered with, the lease agreement will be terminated and the deposit will be forfeited. (f) Lost or stolen equipment. The lessee shall notify the County immediately if the meter is lost or stolen. The lessee shall reimburse the county for the cost of the meter within thirty (30) days of such notification. An ordinance to amend Goochland County Code, Chapter 13 (“Taxation”), Article I (“In General”) to add Section 13-8 (“Fee imposed for collecting delinquent taxes or other charges”), in accordance with Section 58.1-3958 of the Code of Virginia, to allow the Treasurer to impose against any person who fails to pay their taxes or other charges in a timely manner an administrative fee of $30.00 and reasonable attorney’s or collection agency’s fees equal to twenty percent of the taxes or other charges collected. Mini taste testers explore new foods at Colonial Trail Contributed Report The next time Henrico’s first-graders are told to “eat your fruits and veggies,” they won’t be nervous; they’ll be excited. In several schools around the county, they are learning to try new and healthy foods by becoming food explorers. Once a month, School Nutrition Services provides the teachers and cafeteria managers with a 15 - minute lesson plan to incorporate the new food. This year, teachers have introduced edamame, Asian pears, kumquats and fennel. “The lesson integrates nutrition education into the core curriculum,” said Roni Wiedmann, marketing manager for School Nutrition Services. “The students learn the importance of tasting news foods and respecting other students’ taste preferences while incorporating the five senses of look-

ing, touching, smelling, tasting, and listening.” Kelly Adams’ class at Colonial Trail Elementary tried fennel for the first time in January. Before they took a taste, she reviewed some facts about the lesser-known vegetable. “Fennel is a beautiful, bright-green, graceful plant with golden colored flowers and feathery leaves that can grow four to five feet tall. History says the Romans used fennel as a food and as a medicine for good health and preventing obesity.” Next, everyone took a sample cup and took a bite. “Tastes like licorice,” said Allison. “And I like licorice. I had licorice at someone’s birthday party, and it made me think of that person.” continued on page 2

The Henrico County and Chesterfield County Court Appointed Special Advocates programs (CASA) are joining forces to host the metro region’s first Superhero Run on Saturday, April 10 to raise awareness and support for local victims of child abuse. The event will feature a 5K race, kids’ mile and post-race family fair at St. Joseph’s Villa, 8000 Brook Road. Participants of all ages are encouraged to dress and run in the costumes of their favorite superhero characters, said Barbara Herzog, executive director of Henrico CASA. “Henrico and Chesterfield CASA are thrilled to announce the first CASA Superhero Run and help increase awareness of the special needs of abused and neglected children in our community,” Herzog said. “Abused children really need superheroes - people in our community who make extraordinary efforts to serve their best interests.” Inspired by The Superhero Foundation, an Austin, Texasbased organization working to prevent child abuse, the CASA

event is just the third Superhero Run to be held nationwide. The race will be held in conjunction with national Child Abuse Prevention Month. Activities begin at 8:30 a.m. with the kids’ mile; the 5K race will follow at 9 a.m. Cost is $30 for adults and $20 for children ages 5 and older. Prizes will be awarded by age group for best costumes and top finishers. Registration forms and additional information are available at www.henricocasa.org. Proceeds from the event will benefit Henrico and Chesterfield CASA, which are private, nonprofit organizations that work closely with their counties’ Juvenile and Domestic Relations courts. The programs train community volunteers to serve as advocates for abused and neglected children in the court system. Last year, CASA volunteers served 484 children in Henrico and C h e s te r f i e l d - Co l o n i a l Heights, donating 17,761 hours to their cases. “It tastes good,� said Tanner. “I ate two cups.� Not everyone appreciated the new flavor quite as much. “I didn’t like it,� said Abby. “It tasted like the black kind of licorice, and it looks like an onion.� After eating, it was time for a class vote. The majority of the class liked fennel and would eat it again. They’d even ask their parents to buy it at home and eat it in the cafeteria. “I’m learning also,� said Bernice Miles, the cafeteria manager at Colonial Trail. “It’s a great idea because the kids don’t know what things are. Maybe their parents don’t know what something is, but their kids do now. I hadn’t heard of edamame, but the kids loved it. I would actually use fennel at home for soups.� “The students are more open to trying different types of foods,� said Wiedmann. “They are more accepting. It’s a good place to start making healthy changes.�
