Of Goochland County’s six most highly paid employees, two will be retiring this year. In her recommended budget for next year, County Administrator Rebecca T. Dickson has included a reorganization of county administration. These changes will affect the county’s six highest paid positions, two of which will either be eliminated or converted to part-time status. Prior to the recent addition of two new deputy adminis-
trator positions, the top five earners were as follows: County Administrator Rebecca T. Dickson, receiving a base salary of $145,000 plus $10,000 in deferred compensation; County Attorney Norman B. Sales, receiving a base salary of $137,000 plus a deferred salary of $10,000; County Assessor Glenn Branham, receiving $96,720; Community Development Director Don Charles, receiving $96,495; and Director of Planning Robert Hammond, receiving $89,040. Recession or no, local entrepreneur Tommy Aquaro is still going strong. First interviewed by The Gazette a little over a year ago during the depths of the 2008 recession, Aquaro had just won the 2008 Rebec Garlic CookOff prize at the annual festival in Amherst. Last October, Aquaro, 45, did it again. “It’s the first time someone has won it two years in a row in the 30-year history of the festival, said Aquaro in an interview at his Holly Grove home last month. “That was a nice treat,” said the obviously pleased chef, who said he’s already working on a recipe for next year’s Cook-Off. The winning entry? “Roasted Garlic Seven Cheese Sweet Potato Macaroni.” Salsa maker, photographer, cook book author and allaround self-promoter, Aquaro, whose business is Arc Angels Creations, L.L.C., has been staying busy visiting craft fairs around the state, selling his wares to fair visitors. ‘We do 38 shows a year in Virginia,” said he former U. Navy diver, welder and ironworker. His wife Rose, an office manager for a Goochland dentist, works the craft show circuit and farmers market circuit with him. Although the craft show circuit has slowed down a little bit, Aquaro said that just gives him more time to work on marketing his salsa and pursuing his other interests. “I’m going to have to hire someone to handle my salsa sales,” he said, adding that he has a deal in the works to have his recipe bottled and marketed nationwide by a North Carolina based company. For the past year he’s been sending his salsa to servicemen in Afghanistan for half price, said the Navy veteran. And a sequel to his first self-published cook book, “The
Working Man’s Cookbook,” is in the works too. Titled “The Man with the Pan,” his second effort is filled with rib-sticking recipes with names like “Mountain of Mash,” (a mashed potato dish), “Nothing Chilly About This,” (you guessed it – chili) and “When Fire Discovered Man,” (barbecue). But photography seems to be this renaissance man’s real passion. He’s had his work shown at the Crossroads Art Gallery in Richmond and also in a gallery in Chesapeake, he said. “I like people buying my photography,” said Aquaro when asked what he enjoys doing most. “Everything is natural. As I see it you see it,” he said, explaining that he does not enhance his photos with any
computer program. Like most photographers, Aquaro has switched to digital but gets his prints made at Costco. “I shoot it like I want it to hang in my home,” he said of how he selects his subjects, which include images of old buildings and country scenes. He mats the prints himself and sells them at the craft fairs based on size, from $15 for a 5x7 inch print to $34 for an 11x14. If you like he’ll add a frame for the print made out of wood from old barns. Always up for something new, Aquaro was getting ready for a trip to Hampton last month to see a pirate ship at the Nauticus Museum there. “I’ve become fascinated by pirate lore,” admitted the former Navy diver.

I consider to be the best structure for the organization,” Dickson said. “I really believe this is going to allow us to operate more efficiently, work on more things, complete work on things and bring more initiatives forward.” Finding Wack -- who comes to the county via VML/VACo Finance -- was serendipitous, Dickson said. The Board of Supervisors agreed last year to advertise for a finance director after an audit uncovered $200,000 worth of checks to the utility department left undeposited over several years. As additional problems emerged, the utilities director was fired and the county administrator resigned. “I had a lot of wonderful candidates, but not one

that I felt would be the best fit for Goochland,” Dickson said. Meanwhile, Wack, having previously worked for the city of Richmond and Chesterfield County, had been brought on as a consultant to help in the interim. Since November, he has helped harness the county’s various utility issues, including the financial position of the $63 million Tuckahoe Creek Service District, and assisted in developing the county’s fiscal 2011 budget and new financial policies. “The fit just became evident,” Dickson said, noting that Wack will oversee the departments of finance, purchasing, human resources and risk management. Charles has worked five years for the county as community development director, overseeing the departments of planning
and zoning, building permits and inspections and environmental/civil engineering, among others. He took over the department last year after the director was fired. Since then, in addition to utilities, his responsibilities have expanded to include overseeing the county’s convenience centers and landfill; buildings and grounds department; and, most recently, economic development. In his new position, Charles will oversee all of those in addition to other large-scale projects for the county. Charles said he wasn’t concerned about the scope of his responsibilities because of strong support. “I don’t know that I would have wanted this position were it not for the strength of supporting staff,” he said. “The staff here is phenomenal -- just top-drawer.”

important than food security,” said Holliday. “This is a central need that is being met.” Church member Rudy Butler said Dominion has helped out with other charitable projects in the county, such as donating poles that were used at Camp Brady Saunders and at Hidden Rock Park. Holliday said the company made about $1 million dollars in charitable donations statewide in 2009, with $10,000 going to the Goochland Free Clinic & Family Services. They have also given money to the Central Virginia Food Bank.
St. Matthews’ Pastor Gordon Pruitt said when the church started their food pantry in 2008 they had two shoppers the first week. Last week the count was 54, he said, with 15 new people. Expanded to households that means more than 300 people benefited, said Pruitt. “There’s still a generosity in the community,” he said. Not only does the church distribute food to those who need it, they invite them to sit down and share a meal on Thursday evenings when they come to the Neighborhood Pantry. Last Thursday’s offering

A FOIA primer for citizens Sunshine Week, an annual celebration of open and transparent government, officially ended last Saturday. But here in Goochland the party continues, as we have received e-mails this week from those who have submitted requests for information under the Freedom of Information Act. Such requests, said a few local officials, are on the rise these days, as economic pressures and issues raised by budget season have prompted questions about how resources are being used. A responsible and informed use of FOIA eases the democratic process. But how exactly does FOIA work, and why? What is FOIA? The Freedom of Information Act is a tool, a metaphorical flashlight that can dissolve the darkness of misinformation and misunderstandings. The Virginia Freedom of Information Act (FOIA) was enacted July 1, 1968. The statute ensures that citizens can ask for and receive, with certain exceptions, access to meetings and public records. The use of FOIA can promote a greater awareness of how governments are using resources to benefit the people they serve. Under FOIA, what are considered public records? Public records include any written or recorded document that is prepared, owned or held by a public body. Such records could be photographs or videos, electronic files such as databases, or typed reports. Do I have to explain why I want the information, or submit my FOIA request in writing? No. You can ask for information in any format, including e-mails, that are used by the government. You do not have to cite FOIA or the reason for your request. But be as specific as possible when requesting records, so that you will receive the information you need. Keep in mind that if the record you are asking for does not already exist, the government does not have to create one for you. How long will it take before I receive an answer? The government has five working days to get

In opening my remarks during a recent Goochland County Board of Supervisors meeting, I began to summarize these recent highlights of “Goochland’s Greatest Hits.” I was interrupted by the chairman, and told something to the effect (of) “these events are behind us / they’re history / we have moved on / it is time to move on.” Ignoring his short-sighted rebuke, I continued, and concluded reciting the litany of those lost, after being “tossed under the bus” by the board, the most notable examples being a county engineer, county administrator and county attorney. I call the chairman’s rebuke “short-sighted,” because he, and the rest of our “bored,” seem to be in a perpetual state of political denial practicing governmental insanity - employing “business as usual” tactics and expecting different results! Goochland’s latest festering bureaucratic boil is the Tuckahoe Creek Service District (TCSD), envisioned a decade ago as a moneymaker and key to the county’s future. TCSD has failed miserably. The chief architect of the district was thenCounty Administrator Gregory K. Wolfrey. Then-County Engineer Doug Harvey oversaw the creation of the district and then-County Attorney Andrew McRoberts handled the legal side. But wait, they have all been sacrificially slaughtered, and now wav-
ing the TCSD flag into the “Let’s raise Taxes” battle we have newly appointed County Administrator, Rebecca T. Dickson. For Tuckahoe Creek Service District users, the originally proposed rate increase would be 25 percent in the next fiscal year, 10 percent in fiscal 2012 and 3 percent the following three years. Sewer rates in the TCSD would go up an additional 30 percent in 2011 and 14 percent in 2012 to address wastewater commitments to the city of Richmond. Recently, Dickson said the proposed rate increases, presented this month to the service district’s advisory committee, were being re-evaluated and would be less than expected. Are our voices finally being heard? If not, read my lips, “Don’t increase my taxes!” European philosopher, essayist, poet, and novelist George Santayana said, “Those who cannot learn from history are doomed to repeat it.” Maybe Goochland’s Board of Supervisors might better understand this unattributable “southern” quote, “There’s no education in the second kick of a mule.” To my fellow Goochland County citizens, I say, “Speak up and speak out,” and when the time comes, “Vote the “Bored” Out!” Michael M. ntering a new season in a new league, the Goochland girls’ soccer team will depend on experience and defense to guide them through uncharted waters. Head coach Tom Reid, entering his third season with the Bulldogs, is well aware that the team will be tested. “Moving up to Group AA in the Jefferson District will be a challenge,” Reid said. “We have very little knowledge of the teams we will be playing. Many teams in the Jefferson district have played soccer for years with strong JV teams.” Reid is counting on the
unity between several of his returning players to give the Bulldogs an edge in experience. “Annelle Cleveland, Heather Dewar, Megan Dulong, Lauren Engel, Allison Smith, and Deidrea Stratton Dasmine Myles have played together on the middle school and high school team as well as the GUSA recreational soccer teams for years,” Reid said. “This will be the seventh year of playing together for some.” Reid will also count on his seniors to step up in the new district. Cleveland, a senior midfielder, was second team Region B last year. She is joined by returning senior midfielder Heather Dewar and forward Megan Dulong, both of whom achieved Region B honors last year. Reid said one of the team’s strengths is having “strong and quick defenders who can get the ball out to the forwards.” The team lost three starters from last year’s squad including McKenzie Dewar, Holly Donovan and Jessica Richardson. Reid hopes several newcomers will fill some of those gaps. Kayla Cleveland, Christina Mills and Dana Rodriquez, all freshmen, are promising new players on the team. The team began its 2010 campaign last week with a 7-0 thumping of Caroline. Dewar scored two goals and Stratton had five saves in the victory. Dulong, Bridget Panas and Tesia Zogran also scored goals. Reid said that though unfamiliar with the new district he has some clues on the competition.“Fluvanna, Monticello, and Louisa always produce winning teams” Reid said. “The overall competition will be the greatest ever for the Lady Bulldogs.” Reid hopes the talented mix of seniors and experienced returners will give the Bulldogs the needed intensity to compete and win in a new district to open all possibilities. “As a team the Lady Bulldogs can achieve their goal of playing in the regional and state games.” However, Reid knows it won’t be easy. “The biggest challenge is to take a diverse group and have them focus on the task of improving their game and working together as a unit,” Reid said. “As any year progresses you are able to learn whether they have become a team with positive team ambitions.”

onday’s rain may have kept the Goochland High School boys’ soccer team from their second game of the season, but the Bulldogs are on their way to a successful first year in the Jefferson District nonetheless. Goochland defeated Buckingham in a preseason scrimmage then last week in their first game of the season, they came away with a 5-3 victory at the Cavaliers of Caroline. Head coach Patrick Brook is optimistic that the boys will do well playing at the Group AA level this year. “They’re definitely looking good for the season,” he said. “It’ll be tough moving up to AA, but so far they look ready for it.” Brook is in his first season as head coach for the Bulldogs soccer team. A history teacher at Goochland High School, he spent the last three seasons as t h e team’s assistant coach but has an advantage in his new position. “I taught a lot of the guys in sixth grade,” Brook said, “and I’ve known the seniors since they were freshmen. It’s been a pretty easy transition going from assistant coach to head coach because of that.” A new head coach is not the only change the boys’ soccer team has this season. The Bulldogs lost nine
seniors from last year’s squad, many of whom were key starters. This spring, the team will be making adjustments on the field to fill in those open positions by utilizing its returnees and new players. Senior and team captain Tyler Woods will be effective in helping his teammates adjust to any changes on and off the field. “Tyler’s taken on a leadership role this year,” Brook said. “He’s showing the guys what to do and he’s helping build the team for next year.” Overall there are six seniors on this year’s squad – four returning members and two new players. Woods is joined by seniors Desmond Athey, Alek Dobbertin, Rick O’Connell, Tim Franklin and Cody
Simmons. Junior teammates are Will Boinest, Lee McLaughlin, Patrick Reeder and Logan Stanley. Boinest and McLaughlin will join Woods as team captains, as well. The younger Bulldogs include Will Anderson, Brad Bumgarner, Colby Cooke, Jace Gregory, Chris Hawk, Austin Hayward, Chris Martinez, Sean McCauley, Jesse McWilliams, Henry Pace,Hunter Richardson, Josh Smith, David Swift, Nick Yuen and James Zogran. According to Brook, the entire team will play a role in having a winning record in the Jefferson District this season. “Right now, we’re practicing new skill-specific drills that we didn’t use last year,” he said. “I also want to give everyone a chance to play. That’s one of my main goals.” The Jefferson District is home to teams such as Charlottesville, Louisa and Western Albemarle, and these new opponents will be stronger and more challenging for the Bulldogs. “We won’t be able to dominate the district like we have in the James River District,” Brook said, “and it’ll be different facing all boys teams instead of co-ed teams, but I think we have the potential to win district games and finish the season with a winning record.” The Bulldogs will face off against the visiting Charlottesville Black Knights this Friday afternoon in their first home game of the season.

T
he Goochland Bulldogs began their 2010 baseball season on a positive note, notching three wins against non district competition. Goochland defeated Caroline 9-4 in their opener then captured a pair from Northumberland in a rare Saturday double-header. Experience and defense anchored all the victories, but coach Wes Farkas was mildly concerned at the lack of offensive output. “We didn’t hit the ball that well today, but scattered some key hits throughout the game,” he said following the team’s 7-0 victory in the first game against Northumberland. Those concerns were put to rest in the second game as the Bulldogs scored 12 runs on 12 hits to complete the twin killing, 12-4. Senior pitcher BenVerlander started the first game for the
Bulldogs and threw six innings of solid baseball. “Ben was really solid today and his breaking ball was working well,” Farkas said. “He had everything working for him today.” Verlander, who recorded 10 strikeouts in the outing, said his first appearance of the season on the mound felt good. “I thought I threw pretty well for my first time back out,” he said. “I struggled the first couple of innings getting the ball up, but my curve ball down and my fastball location better and things went better.” Verlander also had a good outing at the plate, going 2-3 with two doubles. “I feel like I’m hitting the ball hard, but it’s still early in the season and I think it will come,” he said. Already up 2-0 in the third inning of the first game, Verlander led off with a single, and Ben Swecker came in to pinch run. Swecker worked his way to third on a steal and passed ball, and scored when Alec Moore singled. Moore
eventually scored giving Goochland a 4-0 edge. Moore finished the first game going 1-for-3, scoring two runs, stealing two bases and recording an RBI. In the top of the fifth inning, Northumberland moved a runner to third with one out, but Verlander pitched his way out of that jam. “When all your pitches are working, you can catch them off guard because they don’t know what’s coming,” he said. Catcher Matthew Henley started off a big sixth inning for the Bulldogs after being hit by a pitch. Cody Davis ran for Henley and eventually scored on a Scott Ragland hit. Verlander doubled in Ragland. Then Swecker, again running for Verlander, scored the seventh run when Austin Jordan reached first base on a dropped third strike. “They had some trouble holding on to the ball behind the plate and we took advantage of that coupled with
aggressive base running,” Farkas said. “Our run production didn’t come the way I thought it would and it was kind of a strange game.” Although the coach knows the heavy lifting sill lies ahead, he’s pleased with the team’s performance so far considering he wasn’t sure how they would react to the weekend doubleheader; a rare occurrence for the Bulldogs. “Any time you break the normal routine you worry that the guys might not respond the same way,” Farkas said. “We rarely play Saturday games and a double header is even more unusual but they came out here ready to play today.” After three games, the coach is also cautiously optimistic. “We played well today, but I feel like we’re not to the level that we’re capable of playing yet,” Farkas said. “After we get some game exposure to live pitching, I think the hitting will get better. You can simulate as much as possible but game
speed is hard to simulate.” Kyle Tormey was the winning pitcher in game two against Northumberland. Kevin Carroll had three RBIs, two doubles, scored two runs and had two stolen bases. Scott Ragland scored four runs, had two RBIs, two doubles and a home run in the 12-2 win. After hosting Charlottesville on Tues. the Bulldogs take on an extensive road swing, not playing another home game until an April 27 contest against Western Albemarle. 27-Hour Dance Marathon raises $136,000 for local charities Contributed Report Approximately 600 Deep Run High School students pulled an all-nighter over the weekend, but they weren’t trying to cram for a test. The students put on their dancing shoes for the FourthAnnual 27-Hour Dance Marathon held Friday, March 19 through Saturday, March 20. Organized by a student committee, hundreds of students danced the night away to benefit 12 different local charities. Strobe lights, disco balls, toga parties and air band competitions marked off the hours as the music and movement never stopped. More than $136,000 was raised for the cause. “It’s a great concept,” saID Principal Leonard Pritchard. “This year was special for a couple of reasons. With less student participation, we exceeded last year’s record-
breaking total. It is impressive and unbelievable. This community came together during these economic times to benefit those in need. It’s a total community outreach; that’s what makes this a very special event.” Teachers serve as sponsors to plan the event each year. To participate in the dance, each student was required to collect $100 in pledge money. Proceeds will support Coal Pit Learning Center; ASK; Lymphoma and Leukemia Society; ACCA Shriners; Help Claire Help Kids; Easter Seals UCP Virginia; Camp Baker; Fan Free Clinic; Richmond Outreach Center ; Embrace Richmond; Full Circle Grief Center; Mended Little Hearts of Central Virginia. There’ve been some changes in the way credit cards work as a result of last year’s Credit Card Accountability Responsibility and Disclosure (CARD) Act of 2009. So the Henrico office of the Virginia Cooperative Extension Service decided to hold a seminar for area residents to explain the changes, in conjunction with National Consumer Protection Week, set for March 7-13. Extension Agent Kim Edmonds conducted the program, called “Dollars & Sense,” March 11 for a group of citizens at the Human Services Board Room on Dixon Powers Drive. “As consumers we have to be vigilant,” said Edmonds as she explained some of the changes in credit card law. Some of the more important changes that may help consumers are prohibitions against raising rates in the year after a credit card account is opened in most cases. Exceptions exist in the case of variable indexed rates or promotional rate cards and if the consumer fails to make minimum payments within 60 days.
And interest rates can no longer be raised on existing balances, even after the first year, said Edmonds, again with some exceptions. “You can cancel the account and pay off the account at the old interest rate,” explained Edmonds. Other facets of the new law are designed to protect young consumers. No longer can card companies issue credit cards to students who have no income. “They must show income or ability to pay,” said Edmonds, or have a co-signer. Credit card statements also must now tell account holders how long it will take to pay off their balance, said Edmonds. And to protect consumers from over-limit fees, card issuers cannot charge them unless the card holder has given permission for transactions that exceed their credit limit. “You’ve got to pay more than the minimum payment to get out of debt,” said Edmonds, who said Americans average six credit cards per person. Edmonds had some general advice on how to handle credit. Number one? continued on page 3
