A larceny at the China King Restaurant Thursday afternoon caused school officials to lock down three schools for an hour until officials determined there was no danger to students. Goochland Sheriff’s Office spokesman Chad Hatton said deputies responded to the restaurant in the 1900 block of Sandy Hook Road at around 2 p.m. Two males thought to be in their teens took money from a tip jar on a counter and fled on foot, according to restaurant employees.
No weapons were displayed and no one was injured, said Hatton. Sheriff’s deputies set up a perimeter with the help of Virginia State Police officers but the suspects remained at large. Because of the proximity to several county schools, Goochland Elementary, Goochland Middle and Goochland High Schools were locked down from 2 to 3 p.m., causing disruption in bus schedules. Hatton said the Sheriff’s Office has leads on the identity of the two suspects and hopes to make arrests soon.

Budget continued from > page 1 decline is the county’s falling revenues: Real estate taxes, which are the county’s largest source of income, fell 8.2 percent in 2010 and are anticipated to fall an additional four or five percent in 2011. There is little to no growth expected in the county’s other sources of income, such as personal property taxes, recordation taxes, business license taxes, building permits and investment income. The Board of Supervisors have advertised four options to balance the budget: Further reductions, two- or –three cent tax rate increases combined with the use of fund balance, or a four-cent tax rate increase. Dickson, who is recommending a fourcent tax increase, said changes to the state’s retirement contributions have restored most compensation board distributions to localities, including $310,000 for Goochland. Dickson is proposing that the county use $282,000 of the $310,000 received from the state to restore some cuts that had been made in the Feb. 23 proposed budget. If supervisors pass a four-cent tax rate increase, then, in the recommended budget, furlough days for public safety departments would be eliminated, and some reductions to the sheriff’s office and the fire and rescue and animal control departments would be restored. “No one likes to pay more taxes but sometimes it is warranted,” said Goochland resident Dan Boatwright. “We as citizens need to know the services are there if an emergency arises—the safety of my family and friends is worth paying the additional four cents.” Jeff Harris agreed, citing education as a reason to increase tax revenue. “I have never asked for higher taxes but tonight I am,” said Harris. “This is not about a tea party for me, I just want good schools.” Several others disagreed, saying that higher taxes during a troubled economy would present economic hardships for county residents. “ I oppose any taxes at this time because of the economic status of the citizens,” said Wendy Hobbs. “We’re not getting raises and we can’t afford any more expenses than we have.” Dickson said that if assessed values decline at the expected rate of four percent next year, then a second real estate tax rate increase may be needed in April, 2011, if the county chooses to raise taxes by only two cents this year.

It may just be spring but fundraising for the Class of 2010 Goochland High School All – Night Graduation Party is well underway, with three events coming up this month. Hopkins recalled his days at Second Union School, where he started in the first grade in 1953 and attended until the school closed in 1959. Two teachers taught about 50 students in the first through seventh grades, said Hopkins, with one large room divided into two sections, with first through fourth grades on one side and fifth through seventh on the other side. “We got an outstanding education and discipline there,� recalled Hopkins. Once the exterior renovation is complete, work will start on the interior, but Fleming said that work will require another $50,000 of fundraising. Membership for an annual fee of $25 in the foundation is open to those who would like to assist in the restoration of the Second Union School. LuckStoneCommunications and Public Relations Manager Denise Baddour has been named this year’s president of the Richmond chapter of the Public Relations Society of America. Baddour, a Lebanese native, said she loves working in Goochland. In her current position with Luck Stone, Baddour is responsible for managing media relations, event planning and corporate communications for the company’s four business units. Before joining Luck Stone, she was a public relations manager for Siddall, Inc. She came to this country when she was 11-years-old, not speaking a word of English. Her father moved the family to pursue the American dream, she said. “I was born and raised in Beirut, Lebanon,” said Baddour. “We lived in New Jersey before moving down to Virginia.” Baddour has worked in the public relations field for more than 11 years. She has a degree in mass communications from Virginia Commonwealth University. “The idea of sharing stories in a compelling and creative way and interacting with various publics drew me to public relations and mass communications as whole.” And her job at Luck Stone has given her that opportunity. In her role as the new president of the Richmond chapter of PRSA, Baddour said encouraging diversity would be one of her top priorities. “Our goal as a board is to lead by example by being results-oriented, progressive, and visionary. As a first gen-
eration Lebanese descendant and an eight-plus-year PRSA Richmond Board member, I’m encouraging our board to focus on diversity – the way we communicate and engage with our members and area PR professionals of diverse backgrounds in race, ethnicity and communication jobs.” The recent economic downturn has provided all companies with challenges but Baddour remains positive. “Changes in the economy and new media have changed the way we communicate and share information. Listening, engaging and collaborating with our members are more important than ever,” she said. When she’s not on the job, Baddour keeps busy with family and outside interests. “I’m a runner. I also love to spend quality time with my family and friends. Traveling
is probably my most expensive hobby; I love visiting new cities and learning about different cultures.” And although her job is getting out the facts about what’s going on at Luck Stone, Baddour is also devel-
oping her interest in fiction writing. “Sharing stories is another interest of mine. I’m currently taking a short fiction creative writing class at the Visual Arts Center,” she said.

Rubber stamp for sale? So how external was that audit, anyway? On the wall of its administrative offices and in the preface to its annual reports, Goochland County has for years displayed certificates of achievement for “excellence in financial reporting.” These recognitions were presented by the Government Finance Officers Association, or GFOA, as recently as fiscal years 2004, 2005, 2006 and 2007. For fiscal year 2007, GFOA awarded the certificate to Goochland as well as to more than 30 other counties across Virginia. On its Web site, GFOA says that the award was created in 1945 to encourage local governments “to go beyond the minimum requirements of generally accepted accounting principles.” GFOA adds that the awards will encourage these governments to “prepare comprehensive annual financial reports that evidence the spirit of transparency.” That transparency has finally been achieved in Goochland, but not by its own efforts, and not by Robinson, Farmer, Cox Associates, the auditing firm the county employed for more than ten years. Robinson, Farmer, Cox Associates also has a Web site, where it says that it “has earned the reputation as Virginia’s leading public accounting firm.” The site says that the firm is currently engaged by 75 percent of Virginia’s 95 counties. I have not read an audit of Robinson, Farmer, Cox Associates’ work in other counties. But in Goochland County, the firm’s leadership certainly seemed to be heading in the wrong direction. KPMG, an auditing firm hired by the county last May to perform a countywide review of how Goochland handled its resources in 2009, has discovered 40 reporting errors in the county’s financial records. Jean S. Bryant, Commissioner of the Revenue, says that KPMG has visited her office several times to ask questions and review documents. The former auditor, she adds, would come in infrequently, and never even looked at certain records. People in the county have asked, Why did our board of supervisors hire this firm? And beyond that, why did we keep hiring them? But I am also wondering: Why didn’t Robinson, Farmer Cox Associates notice, just to name one of the 40 mistakes discovered by KPMG, that $4.1 million worth of capital debt was never recorded? And when Goochland won one of its “excellence in financial reporting” awards in 2006, why didn’t one of Virginia’s 21 reviewers find that that capital debt, which was issued in 2003, was missing? Well, that panel of reviewers included two representatives from Robinson, Farmer, Cox Associates. So our citizens, and our board of supervisors, might want to add that to its list of unanswered questions for our former auditor, “Virginia’s leading public accounting firm.” - Amy Condra

Is Cuccinelli a bigot? I take exception to your editorial cartoon in last week’s Gazette because I believe that it portrays our attorney general as a bigot. Nothing can be further from the truth. On March 4, 2010, Attorney General Ken Cuccinelli issued a letter to Virginia universities concerning sexual orientation discrimination. Recently, universities have
started adapting their own policies concerning discrimination, creating special categories for sexuality. However, they are not authorized to do this and must instead follow the laws and policies set forth by the general assembly. Currently, the general assembly has not created specific laws concerning sexual orientation discrimination. Cuccinelli is being criticized by some for his let-
ter, but as attorney general, Cuccinelli has a duty to uphold Virginia’s law. His letter is not a comment on sexual orientation, and Cuccinelli certainly condemns any kind of discrimination. Instead, Cuccinelli is acting on his responsibility to the people of Virginia to ensure that our laws are upheld. see Letters> page 7

Letters continued from > page 6 While the law may be an unpopular issue with some people, the fact remains that educational institutions and other state agencies do not have the authority to create their own policies on the matter. Unless the general assembly elects to alter the current policies, sexual orientation cannot be included as a special category of discrimination. Cuccinelli takes his responsibility as attorney general very seriously, and because of this, he has moved to enforce the law, no matter how unpopular that may be. If the general gssembly moves to include sexual orientation in discrimination laws, Cuccinelli will support it. His letter is a statement of the current law, and the importance of following it. Virginia citizens appreciate that Ken Cuccinelli understands the importance of our laws and is fighting to protect them.

These are definitely exciting times in the county, as evidenced by articles in the Gazette and the Richmond Times-Dispatch and even TV coverage, mostly related to important financial dysfunctionalities and their consequences (eg, taxes, education, safety, etc.). laying at Collegiate’s western campus the Cougars’ softball team picked up yet another win with a 3-0 victory over rival Clover Hill last week. Collgeiate’s sixth straight win came in large part due to a tight defense that proved impenetrable by the Cavaliers. Be that as it may, both teams turned in solid, squarely matched performances. With two out in the third, Collegiate catcher Emily Zell hit a line drive into left field for a base hit. Zell then came home on a triple into right field by first baseman Mallory Knighton for a 1-0 Cougar lead. “The right fielder was in the sun a little bit,” Collegiate head coach Mark Coates said of Clover Hill’s defensive lapse. “That sun directly in your eyes, early in the season like this, the girls have a hard time handling that. She may or may not have caught it anyway, but the bottom line is that the sun definitely played a factor. It really didn’t give her much of a chance. She took that first step back and you could see she was in trouble.” Collegiate’s lead was solidified in the sixth on the tail of Cavs’ pitcher Sam Page walking Knighton. The Cougars Brittany McCauley hit a line drive past short to get on base and pitcher Caroline Deimer slammed one past third for a double, sending Knighton home. McCauley then came in for the Cougars’ third and final run on a ground out by outfielder Caroline Cheatham. Deimer kept the Cavs from scoring with a solid performance on the mound, recording nine strike outs while only giving up five hits. Deimer felt that her team came together to deliver the win. “Our hitters and defense--we were all solid. There were great plays at third
base.” Coates was pleased with Deimer’s performance. “What made the difference for us today is that our pitcher throws strikes,” he said. “She keeps us in the game. She mixes it up nicely.” Likewise junior Emily Flippo turned in some solid D at third for Collegiate, catching balls hit foul, making double-plays and shutting down scoring opportunities for the Cavs time after time to delight Coates. “She doesn’t have a tremendous amount of experience playing softball,” Coates said. “She did a great job at third, had a lot of plays. Taking it in the big context that she doesn’t play travel ball, doesn’t play any other ball other than right here and she just keeps getting better and better, like today making a solid play on a well-hit ball. Those are the kind of plays that change the game, cause if she misses it with a runner on. The next thing you know, you’ve got a merry-go-round. And in this level of softball, one missed out sometimes lets the floodgates open.” For Coates, the Cougars have gotten off to a solid start by getting production around the field. “I think we have a solid pitcher-catcher,” he said. “We have a solid infield. Basically we don’t make a tremendous amount of mistakes; but more importantly when we had men on base, we put the ball in play. This gives the other team an opportunity to make a play. In girls’ softball you always have a chance to score a run when you put the ball in play.” Yet as good as Collegiate has been early in the season, Coates is not sure how well they would match up against the region’s best. “We’re a solid team, but the upper-level teams (The Mills Godwins, the Lee-Davis’s and all) we would struggle with,” he said. “We play Thomas Dale
(this) week, so we’ll see, but we’ll struggle a little bit; but the bottom line is that we have a good team that can compete. We’re competitors.” Confident in his team as competitors, Coates realizes also that his girls need to be on point for a successful season. “Half of our girls have played before; half of them have not,” he said. “Our expectation basically is game to game. We have to battle the teams in our league for every game because we’re on even par with them. When we play people outside of our league, we’re basically on par with them, like today. Starting the season with three losses may not be the optimum way to become better, but that path led to a big-time victory for the Collegiate boys lacrosse team. The Cougars, playing on their home turf, defeated Georgetown Prep 10-6 on Friday. Depending on what national poll you look at, Georgetown Prep was ranked No.1, No.4 or No.10. “It’s the highest-rated team Collegiate has beaten,” coach Andrew Stanley said. “It was a big team day. Everybody did their part and more.” Coming into the game, Georgetown Prep and Collegiate had a common opponent: Gilman School of Baltimore. Georgetown Prep beat Gilman 6-1. Collegiate lost to Gilman in the second game of the season. The Cougars lost to St. Mary’s (Md.) in their opener
and followed the Gilman loss with one to Severn (Md.). Collegiate’s schedule is one of the toughest in the country, but Stanley has done it that way for a reason. “To win our state tournament, you almost have to be a national power,” Stanley said. “You have to go against national [caliber] competition.” Stanley knew the Cougars could compete, but he wanted them to be more experienced and more comfortable competing on the highest level. The Cougars were thumped by St. Mary’s but made noticeable strides against Gillman and Severn. The first victory against Cape Henry was the result of better execution. “It was one of the cleanest, most polished games a Collegiate team has played,” Stanley said. “They played real lacrosse and played it the right way.” The Cougars followed the game plan against Georgetown
Prep and received outstanding offensive performances from captains Russell Harper (five goals) and Alex Newsome (four), and “the defense, as a unit, played out of their heads,” Stanley said. Keeper David Noftsinger logged 19 saves. His most spectacular play was stoning a twoon-goal break at the end of the first half. Boys private school lacrosse in Virginia is loaded with good teams this season: St. Anne’s Belfield, St. Stephen’s/St. Agnes, Norfolk Academy, Woodberry Forest, Episcopal, Collegiate, St. Christopher’s. “There is so much parity, everybody has to show up every day, and that makes it really fun,” Stanley said. Players to watch: Dyson White, Harper and Newsome, Collegiate; Blair Farinholt and Hunter Johnson, St. Christopher’s. The Collegiate girls are the team to beat again. The Cougars
rarely lose to local competition. They lost in the state tournament semifinals last year and have seven starters, led by high-scoring Katie Mastropieri (attack) and stingy goal keeper Taylor Thomas, returning. Many of the Cougars’ players were on the state championship field hockey team in the fall. St. Catherine’s has strong senior leadership and goal-scorers in Emily Hardy and Ralsie Brooke, but the Saints will miss Alexa Alexander (31 goals, 14 assists last year), who is out with a knee injury. First-year Steward coach Susannah Taylor has seven returning starters. Players to watch among the public schools are: Ann Martin, James River; Kelly Reagan and Ashley Swan, Midlothian; Tricia Watkins and Melissa Gerndt, Mills Godwin; Rachel Quinn and Audrey Hester, Deep Run. Goochland’s Meiller takes on Boston Marathon BY SARA BONOVITCH sports@goochlandgazette.com
O
n Monday, April 19, 25,000 elite runners will cross the starting line in historic Hopkinton, Massachusetts on a 26.2 mile run back into the city of Boston as part of the 114th Boston Marathon. Athletes from across the country and around the world will compete in the race, and even Goochland County will be represented. Goochland resident Andrew Meiller, 40, has been running for 21 years, and the April event will be his fourth marathon. The Boston Marathon is known as one of the premiere races in the nation because runners must qualify in order to compete. Last October, Meiller ran the Marine Corps Marathon, a Boston Marathon qualifier, and finished with a time of 3:17 – three minutes under the 3:20 qualifying time for his age group. Meiller said the only reason he chose to run the October marathon was because he had just turned 40. “I didn’t look at qualifying times before I ran,” he said. “I hadn’t run a marathon since the Richmond Marathon in
2001, so my goal was just to get under 3:30. I didn’t even know I’d qualified until a few hours after.” Meiller started training for the Marine Corps race last June, creating his own 16-week schedule which included long and short distance runs. “I ran about four days a week and did my long runs on Sunday,” Meiller said. “I also include a little cross training just for injury prevention. I eventually built up an eight minute-mile pace, and my goal for the Marine Corps Marathon was to keep that pace.” In the weeks leading up to the fast-approaching Boston Marathon, Meiller is training in much of the same way. “I’m using my same plan, but I tweaked it a little,” he said. “I added more distance to my long runs on the weekends. I also weight train with my coach, Doug Yaebower, twice a week.” All races are unique depending on location, climate, and environment. The route plays a major role in making each one distinct. In preparing for the marathon, Meiller’s researched the course. “Unlike a lot of races, it’s not one big loop,” he said.
“They’ll drop us 26 miles outside of Boston, and we’ll run a straight shot back into the city. It’s a lot of downhill for the first half, which is hard on your legs, but the second half has some serious up-hills.” Meiller believes his biggest challenge will be pacing himself and having energy at the end of the race. “I know I have a 3:30 and eight minute-mile in me,” he said. “I just need to go the whole 26 miles with that in mind.” That attitude will only be part of the support and motivation he receives on the day of the race. Meiller’s wife Marcy and their two children, Sydney, 9, and Drew, 5, will all be making the trip to Boston and will be there waiting when he crosses the finish line. So what’s next after Boston? “No more marathons for a while,” he laughed. “I would like to do a couple of triathlons this year, and get stronger on the bike.” Meiller’s overall goal, whether running marathons or competing in triathlons or a half Ironman, is to stay in shape. “I want to be able to play with my children,” he said. “I

Hicks (Goochland, VA/ Goochland) needed just 91 pitches to hurl a complete game shutout in the Jackets’ 10-0 win over Washington and
Lee last weekend. The senior pitcher scattered six hits while striking out eight with just one walk on the way to his fourth win of the season. Kyle has a posted a 4-1 record so far this season with a 2.06 ERA which is tops in the conference among starting pitchers. want to keep that competitive spirit. I run because it clears my mind, and I just enjoy doing it.” For Meiller, running is relative and something anyone can pick up at anytime.
“My advice to anyone starting is to play is smart at the beginning,” he said. “So many people go too much or too hard, and that leads to either injury or frustration. I didn’t just start and say ‘I’m
going to run a marathon.’ My number one thing is to just have a good time. I’m so lucky to be able to do this kind of thing, and I’m very proud to be running Boston in a few weeks.”

As the first woman to serve as chairman of the Virginia GOP from 2003 to 2006, Obenshain garnered national attention when she led the charge against tax increases and the expanding role of government at the state and national levels. During her tenure, she earned the designation from the Atlanta JournalConstitution as one of the rising stars of the GOP. From 1995 to 2000, Obenshain served as an appointee of Governors George Allen and Jim Gilmore on the State Council of Higher Education for Virginia.

Henrico Schools to hold 13th annual American Grandstand Contributed Report Henrico County’s senior citizens will steal the spotlight at the Henrico County Public Schools’ Thirteenth-Annual American Grandstand on Friday, April 16 at Godwin High School from 6-8 p.m. Doors will open at 5:30 p.m. During this free musical extravaganza, guests will dance the night away to music presented by select student bands from middle schools in the county. The Naval JROTC cadets will present the colors. There will be a special
salute to America’s service men and women and the crowning of Mr. and Ms. America. High school juniors and seniors will serve as escorts. Students enrolled in Family and Consumer Sciences classes will prepare light refreshments. In keeping with the patriotic spirit of the evening, attendees are encouraged to wear red, white and blue. Laurel Skate Park opens By Ken Odor Media General News Service Courtney Mills had a day off from her job at Laurel Skate Board Park last week, so she decided to come out and try out her skills for the first time this year. “I’ve been skateboarding since I was in middle school,” said Mills, 21, who attends Virginia Commonwealth University majoring in Environmental Studies. She’s been working part-time at the park, which opened last week for this year’s season, for the last two years. Mills said her father got her her first skateboard back in the late 90s when the X-Games were all the rage.
Is it safe? “I’ve never broken anything,” said Mills. “I try to be like a cat and land on my feet,” she said. Michael Christian, a Randolph-Macon student who also works at the park, said they always check to make sure skaters are wearing their protective equipment. Helmet, knee pads, wrist pads and elbow pads are required. Christian said they have some loaner equipment if skaters show up without it. Christian has worked at the park for the last three years and said he’s seen no serious injuries while he’s been on the job.
In addition, property owners must participate in an ongoing recycling program, such as composting, curbside pickup or drop-off service. Winners will have an award sign posted on their property during June and will be recognized at a Board of Supervisors meeting. Henrico residents and business owners may nominate their own properties as well as others. Two Henrico school counselors honored at recent conference Contributed Report On March 18, two of Henrico’s dedicated school counselors were honored at the 2010 Virginia School Counselor Association Conference.
