School attorney Andrea Erard, left, talks with School Superintendent Linda Underwood and board member Raymond Miller about the issue of how to estimate sales tax revenue at last week’s School Board meeting.
On Thursday April 7 The Goochland County Chamber of Commerce held its first bingo game with more than 50 people attending the inaugural event. Bonnie Creasy, Executive Director of the Chamber said, “We are so pleased with how well-received the bingo event has been. We are looking forward to our attendance growing as more and more people hear about how much fun everyone has.” The Bingo games will be run on the 1st and 3rd Thursday of each month. They are held at the American Legion, 3386 River Road West (Rt. 6) a half-
mile west of the high school. Doors open at 5 p.m. with the games beginning at 6:30 p.m. This is a smoke free environment and participants must be age 12 or older. Food and drinks are being provided by Haywood Grill in Sandy Hook, and will be available for purchase each night at 5 p.m. The Goochland Chamber will use the proceeds to conduct educational programs for their businesses, and to contribute to their Scholarship Fund for Goochland High School Seniors. The public is invited to come out and share in the fun. Contact the Chamber office at 804-556-3811 or by email at director@goochlandchamber.org.
Underwood to school board: how much money should we cut? Ken Odor jodor@goochlandgazette.com
Goochland School Superintendent Linda Underwood had an important question for school board members last Tuesday night. And that was, what number to plan on when coming up with a revised budget, after the Board of

Supervisors approved less money than requested for schools at its April 5 meeting. With a nominal shortfall of $629,000 compared to the schools’ original request, the question was whether to add to that the $132,000 derived by the supervisors’ inclusion of 100 percent of projected sales tax due schools and $500,000 that some school board members

found iffy because its appropriation hinges on schools complying with new reporting requirements. Underwood presented a history of sales tax revenue going back to 2005, showing that the average amount received over those years was 98.9 percent. The schools have normally included a 95 percent see School Board > page 2

Byrd E.S. reading program raises money for 3 good causes Ken Odor jodor@goochlandgazette.com
Students at Byrd Elementary School read 12,483 books this year and in the process raised $16,680 for three worthy causes. It was all part of their Read to Feed service project, which was part of the School Improvement Plan of increasing literacy while using technology to promote the program. “We’re proud to raise money and donate it to the world community,” said School Counselor Kathy Albert after the Friday assembly that celebrated the completion of the project. Albert said the project was in conjunction with the “Read to Feed” program through Heifer International, a nonprofit organization dedicated to ending world hunger. BES decided to adapt the Read to Feed program to fit the needs of their school community. At the assembly, the students heard the totals of books read by each class.
• Kindergarten – 480 books • First grade – 3,700 books • Second grade – 3,001 books • Third grade – 1,311 books • Fourth grade – 2,800 books • Fifth grade – 951 books The money raised was divided three ways, with a third ($5,560) going to the BES media center for non-fiction books, another third going to the Goochland Food Bank and a third going to Heifer International, a nonprofit organization dedicated to ending world hunger. “Our hope is that participation in “Read to Feed” helps our students understand the power they have to change the world both far away and right here at home, as they read more and improve their own literacy skills in the process,” said Albert. According to their website, Heifer International gives livestock and training to families to improve their nutrition and generate income “in sustain-

able ways.” They then give one of the animal’s offspring to another family in need “passing on the gift.” Part of the assembly at BES involved watching commercials produced by the school’s fifth graders, where some of the animals that could be given as gifts “talked” to the students, telling them why they should vote for them as the gifts to be given. Albert said the fifth graders wrote the ads, and used a program called “Blabberize” to make the animals appear to be talking. All grades involved used technology to advance the project, said Albert. First graders made a movie about animal habitats. Second graders used software to make a comic book about animals. Third graders researched animal habitats and fourth graders digitized books onto the computer. More locally, Goochland Food Pantry Manager Heather Street told the students that their gift of $5,560 would purchase 32,000 pounds of
School Board continued from > page 1 estimate, choosing to err on the conservative side. If the schools only use a 95 percent estimate of sales tax revenue, the shortfall increases to $761,000. Add in the $500,000 and the shortfall becomes $1.26 million, said Underwood, using a slide presentation. “You could be criminally charged if you overspend your budget,” said schools’ attorney Andrea Erard, in response to a question from District 2 board member Raymond A. Miller about what happens if schools overspend. School Board Chairman Ivan O. Mattox asked what other school divisions were doing. Director of Finance Ernie McLeod advised never trust-

food or “the equivalent of a loaded school bus.” Librarian Adrian Stevens said the third donated to the media center would pay for 280 non-fiction books. The money raised came from donations pledged by the parents, businesses and other community organizations
ing the state’s sales tax forecasts. When it came to deciding how to handle what the school board is calling the $500,000 “holdback,” positions differed. Mattox told the other board members that he had been assured it would be there, provided the reporting requirements were met. “I feel pretty confident as long as we do our part there shouldn’t be any problem getting the money,” he said. But Miller was not so sure “The confidence you have I don’t share,” said Miller to Mattox. “Right now Ernie doesn’t know how much money he’s going to get.” District 5 board member Maxwell G. Cisne said he shared Miller’s concern about the certainty of the $500,000 “hold back” sum being appropriated next year.
based on the number of books read, said Albert. “We were so fortunate to get such great community support,” said Albert. “It was a great way to combine literacy, technology and service learning,” she said, summing up the project.
When all was said and done, Underwood asked that the board members provide direction at the April 26 workshop meeting as to the target number staff should use when drafting a revised budget. Earlier in the evening scores of elementary students trooped to the front of the room to receive awards for their teams efforts in the “Destination ImagiNation” program, an after school enrichment program that encourages teamwork, builds problem solving skills, and enhances creativity. Despite two public comment periods, only one speaker addressed the board. Jane Christie presented her plan to cut costs and provided board members with copies. Christie’s plan involved leaving unfilled the vacant Director of Elementary
Instruction, moving an assistant principal from the high school to the soon to be vacant principal’s position at Goochland Elementary School and foregoing the hiring of a math specialist, for a total savings of $252,000. Christie’s plan also proposed cutting expenses in the Administration category to the tune of $98,000, eliminating supplies and refreshments and cutting travel and dues and association memberships’ costs. Some of the money saved could then be used to restore funding for two middle school teachers and a Project Return Teacher plus additional art and music supplies, said Christie. The School Board meets next on April 26 at 6:30 pm. at Goochland High School for its monthly workshop meeting.

Five members and two youngsters gathered to place some 100 blue and silver pinwheels and two signs in front of the Goochland Family Services Building on Route 6 in Goochland Courthouse. “Our Home Life Committee wanted to raise awareness of this problem,” said Ellen Robinson, committee chair person for the project. The pinwheel planting was originally scheduled for Saturday afternoon but moved to Sunday because of the rainy weather. Last year 6,234 children were victims of child abuse and neglect across the state, according to Prevent Child Abuse Virginia. Research conducted by the Centers for Disease Control and Prevention has proven that a large percentage of American adults who suffer from challenging health, emotional and social issues today, had negative experiences in childhood that impact their ability to work, create positive relationships and thrive in other areas of life. On Sunday, Robinson was joined by Goochland Woman’s Club Treasurer Jean Napier, Secretary Tricia Miller and her two 6-year-old sons Jack and
Reed, and committee members Pattie Pryor and Kit Davidson as they planted the pinwheels in the rain-softened ground in front of the building. Club member Pat Jeffress said the project was the idea of Goochland resident Hope Royer, president of the General Federation of Women’s Clubs (GFWC) of Virginia and Prevent Child Abuse Virginia. GFWC Virginia’s state project is Take Time to Save a Child. Royer said the pinwheel does not symbolize abused children, quite the contrary. “When you see a pinwheel think healthy, happy children,” said Royer. “The idea is to celebrate the children in your life.” The Goochland Pinwheel Garden, on view through April 29, is being mirrored around the state, along with efforts by state, civic and private organizations to promote the pinwheel, the national symbol of child abuse prevention, as an emblem of healthy and happy childhoods. To learn more about the project, visit the Prevent Child Abuse Virginia web site at www.PCAV. org or the GFWC site at www. gfwcvirginia.org.

Fund set up for young Goochland boy Ken Odor jodor@goochlandgazette.com
Noah Christopher is a 3year-old facing a big challenge. Diagnosed with a brain tumor in December, 2009, Noah had surgery on April 7. Noah’s mom, Tonya Gilman, is a bus driver for Goochland County Schools and is taking time off from work to care for him, along with his brothers Tristan, 6, and 1-year-old Aidan. The single mom talked about her son’s condition shortly before the scheduled surgery. A chance holiday accident led to her son’s initial diagnosis. “We found out when he pulled the TV down on his head Christmas Day 2009,” said Gilman. A trip to the emergency room revealed that he had a mass behind his left eye. The mass has caused him to lose vision in
the eye, said Gilman. Noah’s condition has meant a lot of time away from work for Gilman and an account has been set up in Noah’s name to help the family defray living expenses. The first surgery did not succeed in removing the entire tumor, so a second surgery is set for April 28, said family friend Nancy Coakley, who has been active in trying to help the family. Gilman said Monday that for the time being Noah will keep his left eye but eventually a prosthetic replacement may be needed. The worst case scenario is he could lose sight in his right eye as well. An account has been set up in Noah’s name at the Virginia Credit Union branch in Short Pump Branch at 4001 Lauderdale Drive. For more information about helping Noah, contact Nancy Coakley at 804 363-5059.

It’s only money Hard on the deadline for filing income tax returns, the two houses of Congress played chicken with each other before coming up with a budget resolution to keep the country running. Later on this year more budget theater will be presented before the Congress agrees, after much hurling of charges back and forth, to increase the amount of money the country can borrow by raising the debt limit. While we folks at home are still governed by the rules that require one sooner or later pay one’s debts; the federal government seems to believe it operates in another universe where arithmetic doesn’t apply. The U.S. emerged the largest and healthiest economy after WWII, and went on a multi-decade bender. We took on worldwide responsibilities while spawning a bulge in the demographic graph that will soon start devouring its young. As the baby boomers retire en masse, they will begin sucking the lifeblood out of a weakened economy, devouring ever more resources. The recent Standard and Poors change to a negative rating on U.S. debt is a bad sign, signaling possible higher interest rates on future U.S. debt. Just one scary thought for folks who manage a household is the oft mentioned stat that the federal government currently borrows 40 percent of the money it spends. That can’t go on too much longer.
School Board debates
comes to deciding how much revenue it can expect for FY2012. It must have left some shaking their heads last week as Goochland School Superintendent Linda Underwood asked board members to advise her what figure to use when preparing a revised budget. After telling the Gazette that schools would fall into line and provide the county administration with the new information it has requested, Underwood raised the specter that the $500,000 sum the county has linked to the new reporting requirements might not be available. Board members Raymond Miller and Maxwell Cisne agreed. And on the subject of whether the schools should use a 100 percent of projected sales tax revenue rather than their traditional 95 percent, the superintendent and the schools attorney conjured up a scenario where someone would be guilty of a crime for overspending. We’re not sure how schools can be held accountable for overspending by using money the county approves . What we are sure of, is that any reasonable plan to reduce spending that focuses on core responsibilities should be examined. That’s why we encourage the board to examine the plan proffered by Jane Christie at its most recent meeting when it tackles creating a revised budget. And the board should also resolve to go ahead and plan on having the half million “holdback” sum available, by instructing school administration to comply with the supervisors’ requests for additional reporting. It can’t be that hard.
Nor can the debate by the school board over where to even start when it

Community Forum scheduled for April 27 (The following is a guest editorial) On Wednesday, April 27, the third of a three-part series of community forums focused on Villages in Goochland will take place at the Centerville Firehouse. These programs are being sponsored by the Partnership for Smarter
Growth, in collaboration with Citizens Concerned with Goochland Growth, Capital Region Land Conservancy, the 35 Mile Club, and the Goochland Chamber of Commerce. The first forum was held in the fall of 2009, when a prominent architect and landscape architect described and discussed the fundamentals of successful village design. The second forum, held earlier this year, described a village being built in New Kent County showing a concrete example
of development which is based on the traditional qualities of a village. The upcoming third presentation will feature three knowledgeable speakers - our County Administrator Rebecca Dickson, Dan Holmes who is the Director of State Policy for the Piedmont Environmental Council, and Rachel Flynn, the former Director of Planning for the cities of Richmond and Lynchburg. They will present ideas on how a community can actively take part in planning for future village devel-
opment. Our Comprehensive Plan is based on the village concept, but there are many opinions and questions about what constitutes real villages, especially ones that are appropriate for our county. Adding to the challenge of achieving attractive and viable village design is the recent requirement for Urban Design Areas (UDAs) in each county. The terms “village” and “UDA” are not interchangeable, but the community goals for our villages should apply to any

UDA development as well. In other words, the design of any UDA should complement, support, and be consistent with the village design goals for the county. Only through increased community dialogue, good communication with our county officials, and an increased knowledge of good village design principles can we hope to design successful villages in Goochland, thereby encouraging appropriate economic development, while also preserving the rural char-
acter of the surrounding parts of our county. We are fortunate to have these three important speakers on April 27, and also to have the opportunity for dialogue with each other and with them. We urge you to attend this latest program in our village design series. For more information, go to the web site www.psgrichmond.org. Or call (804)-6444774. Doubles play provides Bulldog victory over Fluvanna BY JIM RIDOLPHI Special Correspondent
As the Goochland boy’s tennis team prepares for its last hurrah in the Jefferson District, Coach Margie Yurick said they will miss some of its district foes more than others. “A match between the Goochland Bulldogs and the Fluvanna Flucos boy’s tennis teams is always an enjoyable and competitive evening,” she said after her team captured an exciting 6-3 win over the visiting Flucos last Friday. The teams have developed a friendly rivalry over the years and Yurick feels it’s a matchup that usually brings out the best on both squads. “Both groups of boys have a great time bantering with each other and competing with each other,” Yurick said. “Good sportsmanship is always evident, and many smiles and jokes are shared. It is a friendly rivalry that I hope continues after we move back to the James River District.”

Last week’s match had its share of the flavor of that friendly rivalry and a healthy dose of suspense. The teams split the singles competition with Jarrad Birt, Sam Douglas and Ryan Crouch coming up with wins for the Bulldogs. The doubles competi-
tion began with the Bulldogs scrambling to replace Mark Foster who usually teams with Jarrad Birt on the number two doubles team. Foster played through what was later determined a possible broken ankle in the singles competition and couldn’t answer the doubles
bell. “Jake Martin was asked to step up and take his place when I pulled Mark,” Yurick said. “Birt and Martin worked very well together, with Birt dominating at the net and Martin covering the back court. They won their match to give us the
needed five wins to take the match,” the coach added. While Birt and Martin were taking care of business on court two, the Bulldogs number one team seemed hopelessly stalled in their match and fell behind to the Flucos, 6-2. “We did not have much hope of winning that one,” Yurick said. “However, as the match continued, the team of Ben Hightower (Sr., Captain) and Sam Douglas (Jr.) began winning games. They worked together well to close in on net play and also to guard against deep passing shots from Fluvanna. They brought the match to a 10-10 tie, and won the tiebreaker with a solid score of 7-4. Flucos coach Jason Davis said it’s always a good competitive match when they come to Goochland. The coach said his team is short on experience but long on enthusiasm. “We’re very inexperienced,” Davis said. “I’ve got 20 play-
ers but only one true returner. We’ve been working on the basics like thinking strategy, making adjustments and understanding what the other player is trying to do. Like any young team, it’s taken some time.” The day was typical of a Flucos-Bulldogs matchup and featured a number of close matches. The coaches like it that way. “Coach Yurick does a great job with her guys, and, as in all matches with Goochland, this one was close,” Davis said. “We always know when we come here it’s going to be nip and tuck. It’s fun to play Goochland and I’m sad to see them leaving the district, but I hope we can continue to play in the future. ” Singles: Goldie (F) d. Hightower 107; Birt (G) d. Day 10-2; Douglas (G) d. Collegiate tennis sets sights on Prep League repeat BY JIM RIDOLPHI Special Correspondent
Sometimes in sports, as in life, experience can make all the difference. Max Schnur, the number one seed on Collegiate’s defending state champion boys tennis team, is entering his sixth year of varsity competition for the Cougars. It’s an accomplishment that won’t be repeated on any Prep League campus. “No one can do that anymore because they changed the rule,” said Cougar head coach Chris Conquest. “You must be in eighth grade to play varsity now and he began in seventh.” Schnur confirmed his dominant role on the Cougar ladder in a match last week against

attack that captured a 6-3 win over the visiting Saints. “He provides enormous leadership for our team,” Conquest said. Schnur’s success is the result of hard work and a dedication to his game. “He’s the hardest working guy in the weight room. Every time we go there, the weight room coaches tell not only what a hard worker he is, but how he motivates the rest of the kids on the team.” The workouts have resulted in a well-balanced attack for his senior campaign. Schnur mixes a steady, powerful serve with a combination of smooth, well-placed ground-strokes. “He’s really using his height and strength to his advantage. His serve has a lot more pop with good spin and pace,” Conquest said.
The #2 ranked Cougars are on an 8-1 tear this year that boasts some pretty impressive wins, including a championship at last week’s Woodberry Forest Invitational Tournament, an event that attracts competitors from throughout the region. The Cougars also have a win against perennial powerhouse #4 Godwin, another first. Their only loss came at the hands of #1 Deep Run. Even in the losing effort against the Eagles, Schnur and number two seed Brady Straus won their singles matches. Against St. Christopher’s, Strauss, a sophomore, defeated Will Halladay, 6-0, 6-0. “He’s only lost one singles match in his three years on the team,” Conquest said. see Tennis >page 9

A NASCAR tribute to the ultimate sacrifice Matthew Hansen dedicates race to twin’s memory BY CHARLIE LEFFLER cleffler@goochlandgazette.com
On February 18, Marine Staff Sergeant Matthew Hansen and his identical twin brother, Marine Staff Stg. Daniel Hansen were chosen as the namesakes for this year’s Crown Royal Presents the Matthew & Daniel Hansen 400 NASCAR Sprint Cup race to be run at Richmond International Raceway. Though not a NASCAR fan, Matthew accepted the honor but it is one he would have gladly traded away. When Matthew steps to the RIR stage for driver introductions on April 30, there will be a visible absence at his side. On February 14, 2009, while disarming a roadside IED, Daniel was killed in Farah province, Afghanistan. Though a marine, Matthew is notably modest and was nominated for the Crown Royal contest by his Godmother. Upon learning he had won Matthew refused acceptance of the recognition unless his brother Daniel’s name was

The sophomore is returning to full speed after an injury plagued freshman season. “He’s such a strong player,” Conquest said. “He was a big part of our team two years ago when we won the states, and he battled some injuries last year. included as well. “My brother and I obviously were close so I love that we can do things like this for him and get his name out there and tell people his story,” Matthew said. Both Hansens were athletes in high school, running track and cross country, playing football and wrestling. After graduating from Merrill F. West
High School in Tracy, Calif., both enlisted in the USMC and excelled in their training. In 2004, Daniel was handpicked to become part of the detail guarding former President George W. Busch at Camp David. In 2005 he was assigned the duty as personal security officer guarding Lt. Gen. Richard Zilmer in Iraq. Daniel underwent training in
Explosive Ordnance Disposal (EOD) in 2007 which eventually brought him to Afghanistan. Daniel and Matthew, who was most recently stationed at Quantico in Northern Virginia, come from a strong military background. Both of their grandfathers, their father and sister all served in branches of the military. Matthew, his sister Katie

Holt Walker defeated Turner Willett 6-4, 7-5, while the Saints Carter Hayes defeated Collegiate’s Austin Palmore, 6-4, 6-4. St. Christopher’s coach Richard Peyton said the top seed results were not a surprise. “We knew their top three were on another level,” he said. “They are the number one team in the state.” Peyton was hoping his lower seeds could capture
victories, which they did, and the doubles would decide the contest. That’s exactly how it played out, but not exactly how the Saints coach would have preferred. The Cougars captured all three doubles matches, upping their record to 8-1, and taking the inaugural step on another run at a Prep School title. Although this is Schnur’s last rodeo as a Cougar, the senior is focused on the task at hand, and remains humble and confident in that effort. “We have high expectations coming into the season,
mainly expectations we put on ourselves,” Schnur said. “Every day, we come to work hard and try to get better. I’m happy with where we are right now.” Collegiate 6, St. Christopher’s 3 Singles: Schnur (C) d. Blair 6-0, 6-1; Straus (C) d. Halladay 6-0, 6-0; Perel (C) d. Gnapp 6-0, 7-6 (7-4); Hall (SC) d. Anne along with parents Delbert and Sheryll and several cousins will all be in attendance for the race in Richmond. “Me and my family love getting recognition out there for him and having all of these people come out and see a race that’s dedicated to him,” Matthew said becoming emotional. “It’s great. I don’t know, just a great thing to have.” Since the February announcement, Matthew has been doing his best to get up to speed with NASCAR. Prior to then, the closest he had come to watching a race was highlights on ESPN’s Sports Center. “I was never an active viewer I guess,” he said. Matthew attended his first race at Fontana and could relate to the action. “It was really enjoyable, like watching the pit crew get out there and work,” he said. “It was pretty special to sit there and watch them from an arm’s distance away.” To a certain extent, Matthew could relate to what the crews were doing. “I’m currently with a wing squadron so we do have a bunch of mechanics,” he said. “I do go out there and watch them work on the birds and all that…but not with the speed at all. I’ve worked on Humvees several times. That’s almost an all day event, not 11.7 seconds.” When it comes to knowing the players, Matthew admits he still has work to do. “A lot of it
was people pointing out like, ‘Oh by the way, that guy you bumped into is Mark Martin or this guy is Jimmie Johnson…I guess I had a brush with several important people.” In Richmond, Matthew knows he will have to adjust to the fact that the drivers and media will be focusing their attention on him. “I don’t think I ever will,” he said. “I’m not used to that kind of attention. I suppose I look forward to going out there and doing it all but just again, not used to people calling me for interviews and stuff like that.” While Matthew himself has not been a NASCAR fan, many members of his family are. “I think most of my cousins out there are big NASCAR fans,” he said. “They’re letting me know how awesome it is for me to be doing what I’m doing. I like to call and rub it in their faces that I get to be out there on the pit crew and doing all this cool stuff with the race.” At Fontana, Matthew’s speediest ride was in the golf cart coming from the trailer, so one thing he does look forward to at RIR is getting to ride in a pace car. “Oh yeah, get out there and get some speed going,” he said. “I don’t have any expectations, just looking forward to going out and having a good time and I hope a lot of people come out and join us and share in the fun.”

Celebrating Earth Day at Three Lakes Nature Center Rain forces event inside but doesn’t deter visitors By Jim Ridolphi Contributing Writer Darkened skies and threatening weather couldn’t dampen the enthusiasm at Three Lakes Nature Center last weekend as the park’s annual Earth Day Celebration attracted hundreds of visitors. Some outdoor activities were cancelled due to the rain and wind, most displays made the transition inside. Visitors were welcomed with free Earth Day t-shirts, calendars and other goodies. But the real jewels lay inside the park’s nature center, where volunteers explained exhibits and displayed wildlife seldom seen by the public. The Wildlife Center of Virginia in Waynesboro featured a group of rescued birds that truly dazzled the crowds. The close look at falcons and owls was a hot attraction at the event. Clare Thane of the Center said the center rescues and recoups birds from around the region. Some of the birds are returned to the wild and some need human contact
for the remainder of their lives. Wade Harrell of Three Lakes took visitors on a virtual tour of wildlife from Virginia and other areas, including tarantulas, snakes and sharks. “We have a little bit of everything here from all over,” Harrell said. Tom Thorp, site manager at Three Lakes, said the Earth Day Celebration is an annual event. “We have special exhibits for the event including the birds of prey and other displays in the back classroom. It’s kind of condensed due to the weather,” he said. The event usually encompasses the entire park but weather closed down the outdoor activities. Thorp said the county has been organizing the event for 16 years running. The activities give visitors a unique opportunity to view wildlife and learn about animals that call Virginia home. “It gives people a chance to celebrate the earth and where we live. Most of the kids today know what’s going on, but it helps to enlighten their parents and gives them an appreciation of the things we have here,” Thorp said. The Center entertains school groups almost on a daily basis and is open every

day for visitors. The experience is cost friendly also. “How many places can you go and have a great experience for free,” Thorp said. Any day is a good one to visit Three Lakes, but the Earth Day Celebration offers a special blend of exhibits and activities. “Most of the things we have out here today are the only chance you’ll get to see them, so it’s a special event for visitors,” Thorp said. The event originally included events surrounding Henrico’s 400th anniversary celebration, but those events were cancelled due to weather. “Almost all of those events were scheduled to be outside,” Thorp said.
