Goochland man held in Crozier store holdup By Ken Odor jodor@goochland gazette.com
Goochland Sheriff ’s deputies arrested Gum Springs resident Michael Wayne Duncan, 37, last week for the April 19 robbery of Taylor’s Country Market in Crozier. Sherriff’s Office spokesman Chad Hatton said Duncan was taken into custody without incident two days later at his residence in the 3500 block of Broad Street Road. Deputies executing a search warrant recovered evidence from the Taylor’s Country Market robbery and another robbery that occurred earlier Tuesday at the Nash Mart on East Hundred Road in Chester, said Hatton. According to initial reports, he displayed what appeared to be handgun covered by a paper towel and demanded money at the Crozier store, fleeing on foot with an undisclosed amount. Surveillance photos released by the Goochland Sheriff ’s Office showed a man walking through the aisles of the Crozier store and apparently taking cash from the register. “The surveillance video was what led to his identification and arrest,” said Hatton. Chesterfield Police said that

Duncan entered the Nash Mart in Chester and talked with clerks and browsed the store, returning later with a handgun. A store clerk wrestled with him and he fled the store on foot. Chesterfield Police also said that surveillance video aided in his identification. Hatton said Duncan has been charged with armed robbery and use of a firearm during the commission of a felony. He is also charged with attempted robbery and use of a firearm during the commission of a felony in the Chesterfield incident. Duncan was being held in Henrico County Jail without bond. He was scheduled for arraignment on Monday, April 25.

Domestic violence and sexual assault are crimes that affect hundreds of Virginians each year, and prosecuting those cases takes a dedicated and informed professional. Fortunately, Goochland County has just such a person in their Commonwealth Attorney’s Office. Assistant Commonwealth’s Attorney Nancy Oglesby was recently recognized for her years of service, many of them dealing with sexual assault and domestic violence, and was presented with the Virginia S. Duvall Distinguished J and DR Prosecutor award by the Virginia Association of Commonwealth’s Attorneys (VACA). The Goochland Board of Supervisors recognized Oglesby for the honor at its April meeting. County administrator Rebecca Dickson prepared the formal recognition, which said “The criteria for receiving this award is not only being recognized for being a good Prosecutor in the recipient’s home jurisdiction but also looks at service to fellow J&DR Prosecutors around the state, service to the legal community that improves the prosecution of cases originating in J&DR court; and service to the community related to the prosecution of cases originating in J&DR court.” It’s an award well earned in Oglesby’s case. She’s handled more than 10,000 domestic violence and sexual assault cases, and understands the importance of successful prosecutions when dealing with offenders. “Domestic violence is a crime that has far reaching consequences,” Oglesby said. “The cases take on a different dynamic than most
crimes, because often the victim does not want the offender prosecuted by the time the case comes to court. It is important that the judicial system consistently sends the message that domestic abuse is a criminal act and not just a family matter,” she added. Serving in the Goochland Commonwealth’s Attorney’s office since 2005, Oglesby assisted in the formation of the county’s Multidisciplinary Team for Response to Sexual Assault and Domestic Violence. Many jurisdictions have turned to Oglesby to assist in these types of cases, and she has served as special prosecutor in localities throughout the state. She is also active in instructing professionals regarding domestic violence and sexual assault prosecutions and serves on various boards around the state including Governor McDonnell’s Domestic Violence Prevention team. “Because of this expertise, I am asked to do prosecutions throughout the state in these areas when the local office has a conflict. I have been appointed special prosecutor for cases in Powhatan, Fluvanna, Henrico, Louisa, Chesterfield, Hanover and Caroline Counties as well as the city of Richmond,” Oglesby said. She began her legal career in Chesterfield County as a deputy commonwealth’s attorney. “During my time in Chesterfield I prosecuted almost entirely these types of cases – including domestic violence homicides as well as sexual assaults against both adults and children,” she said. While her duties in Goochland involve all types of prosecutions, she hasn’t lost her passion on legal issues concerning domestic violence and sexual assault.

“Since I have been in Goochland, I handle all types of cases – but I continue to train advocates, law enforcement and other prosecutors on legal issues concerning domestic violence and sexual assault,” Oglesby said. She searches for unique approaches to difficult prosecutions and deals with victims who are often hesitant to proceed. “One of the areas I train others in frequently is in preparing to prosecute domestic violence cases without the involvement of the victim,” the Furman University alumnus said. “This method of investigation and prosecution allows the case to be presented successfully regardless of the level of the victim’s cooperation. Often, prosecuting the case without the victim in fact keeps them safer in that they are not put in the position of having to testify,” she added. Oglesby, a T.C. Williams Law School graduate, is married with two daughters. Time off with her family is a priority when she’s not at work. “I am married and have two daughters who are 10 and 12,” she said. “Their activities keep
me very busy – but our family loves to retreat to the ocean as frequently as possible to relax.” Although the work is demanding, Oglesby said hertime in Goochland has been a wonderful experience, and she appreciates the cooperative nature of the county. “It is a privilege to work in Goochland County,” Oglesby said. “The Commonwealth’s Attorney, Claiborne Stokes is extremely supportive of me training throughout the state and helping other jurisdictions when needed,” she added. She also appreciates the support the office receives from law enforcement in Goochland. “Our office also has a great working relationship with the Sheriff’s Office which makes the development and prosecution of our cases go more smoothly than in a lot of jurisdictions. Our open communication and teamwork allows us to effectively approach and respond to crimes in the county.” Oglesby was chosen as the Duvall award by the executive committee of VACA, comprised of fellow commonwealth’s attorneys from across the state.

Marsh, 33, grew up in Joliet, Ill. and joined the U.S. Navy after graduating from high school. She stayed in the Navy five years and attained the rank of Petty Officer, serving on the aircraft carrier U.S.S. Enterprise on a cruise of the Mediterranean and was also stationed at Oceana Naval Air Station in Virginia Beach. That’s where she met her husband Michael, a Lieutenant in the Army Reserve while both were on active duty. He’s currently on assignment in Afghanistan as a contractor for Navmar Applied Science. “The Navy brought me

here and my husband kept me here,” said Marsh in an interview last week. She said Michael, who grew up in Prince Edward County, was familiar with Goochland and the couple moved to Goochland in 2003. They have three sons, ages 5, 7, and 10 at Randolph Elementary School and a 12-year-old at Goochland Middle School. Marsh said she left the Navy to spend more time with her family, while she pursued a career in marketing. She has an Associate degree in Marketing Management from J. Sargeant Reynolds and has had a real estate license since 2004. Marsh said there is no reason for the school board and the board of supervisors to be at odds with each other. Communication is one of her focus points, she said. “We must establish trust – without it you don’t have anything,” said Marsh. Marsh said the school budget process needs to be more
open and advocated printing copies to be handed out at the schools or area stores. “It’s available online but not everyone has good online access,” she explained. “I’m always at one of the schools,” said Marsh, an active volunteer at both RES and GMS. She said that teachers and parents are excited she has decided to run for the board. “They know how dedicated I am to Goochland Schools,” she said. Marsh also serves on the schools Subcommittee on Personnel and Retention, where the focus is on retaining good teachers. On the current budget process, Marsh said she thought the schools should be able to furnish the information requested by the board of supervisors in its recently approved budget. “It shouldn’t be that hard to get,” she said. Marsh is clear on the school board’s role.
“The school board sets policy and the superintendent implements,” she explained. With four boys to take care of and a husband overseas, Marsh said she looks forward to her activities with MOPS (Mothers of Preschoolers) and activities at her church, Faith Landmark Ministries. Current District 4 school board member Andrew Meng declined to comment when asked Monday if he would seek reelection.

Goochland’s Interim Treasurer Pamela Cooke Johnson took the oath of office Monday afternoon, administered by Circuit Court Clerk Lee Turner in the Circuit Court building. Johnson was appointed by
the Circuit Court at the request of the Goochland Board of Supervisors after the resignation of former Goochland Treasurer Brenda S. Grubbs, now awaiting trial on charges of embezzlement. Johnson will serve until the November election. At a brief reception following the swearing in, Johnson
produced a magic wand as she spoke to the 20 or so people who attended. “I got this magic wand at K-Mart this morning,” said Johnson, “but it does not work.” If it did she would wave it and the county would have a $125 million dollar surplus, she said. But since her wand doesn’t work, she promised only hard
work, training and attention to detail at the Treasurer’s Office. Johnson said that when she attended Mary Washington College she learned their Honor Code, the same as the University of Virginia’s. “It was a good way to get through college and life. I intend to bring it to the Treasurer’s Office,” she said.
Redistricting Public hearing set for May 3 By Ken Odor jodor@goochland gazette.com
Concerned voters will have one last chance to speak about redistricting next week at the May 3 meeting of the board of supervisors, when a vote is expected on the proposed plan. After a series of meetings to solicit citizen input, some changes have been incorporated into the current plan, which can be viewed on the county website at www. co.goochland.va.us/Home/
GoochlandRedistricting/ tabid/365/Default.aspx. Included on the web site are detailed maps of the areas where changes between the districts are planned. In District 1, for instance, the initial plan envisioned shifting some 200 persons from the southern part of District 2 to District 1. The current plan abandons that move and adds an area between Newline Road and Cedar Plains Road to District 1. Changes in the movement of census blocks were made
in the other three districts as well as a result of the public meetings. Blocks were moved from District 5 to Districts 3 and 4. District 4 also gave up some area to District 3. And some area was transferred from District 5 to 4. Supervisors discussed the plan and took citizen comment at an April 12 special meeting of the board of supervisors. District 4 supervisor Malvern R. “Rudy” Butler bemoaned the fact that there is only one polling place in his district. “I’m hoping we’ll have
another precinct by the presidential elections,” said Butler Monday. District 5 supervisor James W. Eads pushed his plan to have Hope Church established as a polling place for Blair precinct but acquiesced to the recommendations of the Electoral Board’s recommendation that it be kept at Collegiate School Field House at 400 Blair Road. “It was a tough call but I decided to endorse the electoral board recommendation,” said Eads Monday.

A breath of fresh air That’s what one needs these days, if one could just draw one without inhaling the ever present pollen that seems to coat everything anew each morning. A few weeks ago we wrote in this space about the beauty of spring and the calming effect of a simple walk in the neighborhood. Well the flowers and shrubbery are still beautiful but we neglected to mention the curse that the bloom of spring brings with it. Just mowing the grass with the oak pollen laying on it behooves one to don a surgical mask, or maybe even an oxygen tank. At least the sneezing and sniffling must be boosting the economy by stimulating the sale of nose wipes and antihistamines! But despite respiratory distress, the progress of the seasons and the pleasant weather seems to put folks in a better mood. Maybe it’s the extra dose of Vitamin D we’re all getting as we spend more time outside. Vitamin D – all the rage these day according to almost everyone’s doc, I hear. Supposed to cure depression, good for the heart and the lack of it is why everyone hates the dreary days of winter. Speaking of a breath of fresh air, attending the swearing in of Pam Johnson, the Interim Treasurer appointed by the Goochland Circuit Court qualifies as one in my book. This no-nonsense lady seems to be just what the county needs – a down to earth person ready to roll up her sleeves and get to work. Not implying the county work force doesn’t already
consist of similar types, just saying, as they say.
Good bye to Goodwill? That’s what the folks at Bellview Gardens hope to hear next week at the public hearing on the organization’s request to build a retail store at the entrance to their neighborhood. At the Planning Commission’s March meeting, community opposition to the project induced the commissioners to vote unanimously to recommend denial of the rezoning request. Supervisors will hear it May 3 and some residents are worried the commissioners recommendation for denial might be ignored. District 4 supervisor Rudy Butler says he hopes this is not so. “We’re not in the business of splitting up neighborhoods,” he said when asked about the issue earlier this week. Other supervisors, those that responded at least, were non-committal when asked about their positions on the rezoning request. Despite all the good work Goodwill Industries does (and all the good stuff we’ve managed to find at their various outlets) we’re convinced that the site at the entrance to the Bellview Gardens subdivision just is not suitable. Place it a few hundred yards down the road with a separate entrance off Broad Street and it would be entirely different. Let’s hope the supervisors follow the commissioners’ recommendation.

Letters continued from > page 6 development which will bring us into the Greater Metropolitan Area. The current proposal for spot re-zoning in Bellview Gardens, however, lacks foresight. Where is the wisdom, not to mention logic in cannibalizing an existing major sub-division, if a far more practical location, adjacent to existing commercial property, exists just down the road? Spot re-zoning in this particular instance is not only impractical, but also indicative of a lack of quality planning. Goochland established a Planning Commission for the express purpose of carefully
studying any proposals for commercial expansion, and recommending or not recommending said changes to the Board of Supervisors. After careful study and community input, the Planning Commission – for many reasons - has recommended that this zoning change not be implemented. It would seem, then, that to overrule the recommendation of the Planning Commission would be counter-productive to the goals of the county as a whole. Commercial concerns belong with other commercial concerns, not shoe-horned into an existing residential neighborhood. Goodwill donation

OPINION: Letters to the Editor centers thrive when they are in shopping centers, like the one in Williamsburg or just east of us in the West Park shopping center, or even here at Short Pump. Why? Because people tend to drop off donations on their way to pick up the dry cleaning or buy the groceries. Goodwill is not an end-destination for most people wishing to make either donations or purchases. It is, instead, just a stop along the way to do something else. The current proposed site has nothing else to attract customers. The proposed location for Goodwill stands all by itself. With wetlands to the west and residential property to the
east on Rt. 250, there is no adjacent commercial property. Goochland does need the tax revenue, but any commercial zoning that does make provisions for the psychological motivation of its potential patrons is not destined for success. Isn’t success what all of us want for the county? We urge the Goochland Board of Supervisors to take a long, hard look at this proposal, and do whatever is necessary to channel Goodwill to commercial property currently adjacent to other commercial property We do not foresee any acceptable compromise between the see Letters > page 8

Myrtle T. Ragland, age 88, following a short illness, passed away on April 08, 2011 in Waupaca, Wis. Myrtle was born on Nov. 8, 1922, in Mukwa Township daughter of the late Walter and Nellie (Mentzel) Thompson. She was a resident of Goochland, for
many years, where she worked as a social worker in the women’s prison. Myrtle returned to Wisconsin in 2006, living in Waupaca. She was a member for the First Presbyterian Church in Weyauwega. Myrtle volunteered at the food pantry and the American Legion Auxiliary and was a member of the book club.
She is survived by her husband, Thomas Ragland of Goochland; sisters: Mable Stedman, Amherst; Marion Young, Manawa; Rachael (Bill) Farrell, Bloomington IN; brothers, John and Carol Thompson, New London; Alvin and Joanne Thompson, New London; Walter “Pete� and Avon Thompson, Lake Geneva; and Joe andYvonne Thompson,Tigerton.

Saints edge past Cougars to remain undefeated St. Catherine’s moves to 11-0-1 with 2-1 win at Collegiate BY CHARLIE LEFFLER cleffler@goochlandgazette.com
Practically neighbors in country terms, the soccer fields of St. Catherine’s and Collegiate reside a short distance from each other. But when it comes to the tradition of the girls soccer programs themselves, the distance has always been much wider. However, this season the playing field has been leveled and never was that more apparent than last Thursday when the Saints left Collegiate’s Robins’ Campus field with a hard fought 2-1 win over the Cougars. “Always in the past it’s kind of been a given that Collegiate’s going to win a game like this,” said St. Catherine head coach Laura Marshalek. “But now there’s more parity in our league and it’s fun. It makes it nice. It makes it a more competitive environment for soccer

rather see Collegiate play a quality opponent and lose than take a lop-sided win as an overmatched favorite. “I hate to be on the losing side of it but I’ll trade the excellent competition for the chance to lose any time of the week,” he said. With records thrown out the window, both squads put everything on the line in the tightly contested game. “I think both teams played a very solid, hard game,” Marhsalek said. “All the girls gave everything they have and they left it all on the field.” The Collegiate defense made a huge play in the opening minutes of the game to avoid an early deficit. Looking to corral a Saints’ shot on goal, Collegiate junior mid Ellen Davenport and junior keeper Gianna Tondini dove for the ball in front of the net. Diving in opposite directions, the ball squirted out from between the pair leaving a point-blank open shot for St. Catherine freshman Erin Menges.
Menges raced in for the kill but lying on her side in the dirt, Tondini raised her right leg and deflected the shot to nullify the attack. “Great defensive effort on our part to get back there and do what it takes to make sure that we didn’t get in the hole real early,” Rider said. However, as impressive as Tondini’s defensive play appeared, it did little to match St. Catherine’s first score of the game. In the 19th minute of play, Saints’ senior Anne Peyton Lietch found herself battling for control of the ball with her back to the goal a good 30 meters away. Having nowhere else to go, Lietch booted the ball in a high reverse loft back over her head. The wind caught the ball and Tondini could do nothing but watch as the ball came down from on high right in front of the cross bar and into the back of the net. “They were fortunate at that one,” Rider said. “If you send see Soccer >page 10

The college softball season brought surprise both good and bad for Randolph-Macon head coach Kevin Proffitt. A glimmering of anticipation came midway through the spring when Proffitt’s team got off to a 14-1 start and the coach anticipated a team first. “Our program here has steadily gotten better over the years and one thing we’ve never had- we’ve had some good years but never had a 30win season,” Proffitt said. But then the rains came and games were canceled, shortening win opportunities and stalling out momentum. “If we hadn’t lost some games to rain I think this would have been the year,” Proffitt said. Further dark clouds appeared as the offense disappeared down the stretch, seeing the Yellow Jacket team that was 21-7 end their year 21-13. After beating Emory & Henry 12-0 on April 9, R-MC scored only three runs over their final six games. But one shinning light that cut through it all came in the form of a highlight season from a highly unexpected source- freshman pitcher Brandi Wilson. Not even considered a potential impact player when the season began, Wilson finished the year with

In comparison, the NCAA requires a minimum of 80 innings to categorize their D-III statistical leaders. Emory’s Bridget Holloway leads the nation at 0.25 walks per seven innings. Wilson’s numbers would place her at 0.38 over seven innings to be ranked second in the nation. Her 1.38 ERA would rank her 21st in D-III. And though walks versus strikeouts are not categorized, Wilson’s 54 Ks against 3 walks would place her by far as the leader in the ODAC conference and among the best in the nation.
But what makes Wilson’s standout season so impressive is where she came from. Wilson was not a prized recruit coming out of high school, far from it. In her senior season at Goochland, Wilson’s Bulldogs went 8-9 and she was not a player who drew raves from college coache s , among those Proffitt, who admits he had not considered recruiting her. “I won’t lie to you,” he said. “I don’t mean like we looked at her and didn’t like her, she just wasn’t on our radar from a recruiting standpoint.” Wilson contacted Proffitt late last spring about becoming a Yellow Jacket and made the team on the

smiled. “She took an opportunity and capitalized on it. She was in a tough spot. It was coming high and pretty unpredictable in the air, so the keeper was in a pretty tough position.” Six minutes later it looked as if the Saints were going to add to their lead but a bullet shot from Morgan Powell hit squarely on the cross bar and caromed away. The Cougars managed to tie the game at one in the
final two minutes of the half, when senior Julie Sroba struck from center goal, slipping a shot past Saints’ keeper Kelsey Hillner. Both teams had an opportunities to take the lead in the second half but the defenses proved unrelenting. Then in the 76th minute St. Catherine’s found an opening. With both teams battling a Collegiate attack, St. Catherine senior Anna Sauer found the ball with nothing but grass and
strength of references. “I knew enough people who knew her and we felt comfortable with having her come out in the fall,” Proffitt said. As such Wilson had no expectations coming to R-MC. “I thought I could help them if they needed help and stuff,” she said. “Other than that it was kind of 50-50. I kind of didn’t know what I would be doing until the games started.” During fall ball, Proffitt felt Wilson threw well but did not give an eye-catching performance. Therefore he had no plans to use her extensively when the season got under way. Ironically, the opportunity for Wilson to prove herself was during the team’s first loss of the season. In a lopsided affair, No. 9 ranked Salisbury jumped out to a 6-0 lead in the first two innings in the initial game of an extended weekend for the team. Therefore Proffitt decided to give Wilson a shot. “At that point we just said, ‘You know what, let’s get her some innings’,” he said. Making her first appearance against a ranked team, Wilson was stunning. In four innings pitched the freshman gave up three hits, one run and six strikeouts and did not walk a batter. “She completely shut them down,” Proffitt said. “They hadn’t made a bunch of substitutions, so it wasn’t like they
had a different lineup in the game. It was the same lineup that scored seven runs in the first three innings. It really kind of turned our heads a little and we were like, ‘Wow!’ “It was really kind of a breakthrough game,” he said. From that point on, Wilson became a regular part of the rotation, going from reliever to starting four games. “She’s ended up getting a few more starts than honestly we probably would have anticipated,” Proffitt said. “She’s just throwing well. She’s got good movement on the ball. She’s got nice velocity. She’s got just enough difference between her fastball and her off-speed pitches.” But it’s Wilson’s mentality that impressed Proffitt the most. “The big thing about her is her composure,” he said. “She doesn’t seem to get flustered at anything…That’s one of the things that kind of jumps out to us as a coaching staff. She’s just real even keel. Nothing seems to bother her. She doesn’t get too excited when she does something extremely well and she certainly doesn’t show any signs of frustration or getting flustered if something’s not going her way.” Wilson learned to stay composed playing against highlevel competition night-in and night-out on her summer travel teams. “I played travel ball since I was 10 so I’m kind of
used to the level of intensity,” she said. “I was playing 18 and under since I was 15 so I got used to it really quick. “Here you’ve got a very high level of intensity with the teams and stuff that you put a battle on,” she said. “You try to stay ahead every inning but the intensity level for me is not really that big of a change.” It is clear that Wilson has found a home away from home in Ashland, showing the same enthusiasm for school as softball. “I like it down here,” she said. “The school is really nice. Everywhere you walk to you say hi to somebody and they say hi back.” Whether it’s academics or softball, Proffitt could not be more pleased with what he has seen from Wilson in her first season. “I think the sky’s the limit,” he said. “She has a really good work ethic. She’s not the kind of kid that’s going to take the success and treat it kind of stale. She’s going to keep working. “As a person in general, she just seems hungry and always wants to do the very best she can,” Proffitt said. And why not if you’re enjoying yourself? “I love it,” Wilson said. “The team’s great. The coaches are great.” Wilson’s former Goochland teammate Carrie Beth White is also a freshman on the R-MC softball team.

Rider had no complaints about his team’s effort on defense. “A goal was coming for us and sometimes when you’re pushing and pushing you leave yourself open for a counter attack and they got one and
finished it well,” he said. “All you can do is try and create those opportunities and hope they come to fruition,” Rider said. “They hit the cross bar, missed the PK. They certainly had their chances in the first half and we had ours in the second and they finished theirs. That’s what it takes to walk away the winner.” Undefeated and the regular season winding to a close, Marshalek said there’s little chance of her Saints resting
on their laurels. “The girls set goals for themselves early in the season and they’ve just gone after those goals and you just want to keep getting better and attain those goals,” she said. X-Treme Sports Festival at 522 Skateboard Park, 1-4 p.m. Itchin’ to try out the new skateboard? Catch some air at the 2011 X-Treme Sports Festival! County Wide – Zoning Ordinance Amendment would amend the Goochland County Zoning Ordinance by defining the term “outside storage” and adding the same as a conditional use permitted by special exception in the M-2 Zoning District. Currently, “outside storage” is allowed as a conditional use permitted by special exception in the M-1 Zoning District. The ordinance amendment would also amend the Zoning Ordinance by adding Development Standards for “outdoor storage” in the M-1 and M-2 Zoning Districts. In addition, the ordinance amendment provides that all uses allowed as a conditional use permitted by special exception in the M-1 Zoning District would also be allowed as a conditional use in the M-2 Zoning District.

County Wide – Zoning Ordinance Amendment would amend the Goochland County Zoning Ordinance by defining the term “adult day care center” and adding the same as a permitted use in the B-1 and B-2 Zoning Districts. A local business owner has contacted Planning staff about locating an Adult Day Care Center in the County. The proposed amendment would clarify regulation of this use in the Zoning Ordinance.

Division 1. Generally Section 2-26. Official electoral map, defined. As used in this article, “official electoral map of the county” means the map attached to the ordinance of May 3, 2011, kept on file by the clerk to the county board of supervisors, which shows the election districts and precincts in the county.
Division 2. Election Districts Sec. 2-42. Established. Pursuant to authority contained in Code of Virginia, §§ 15.2-1211, 24.2-305, as amended, the election districts of the county are hereby created and established as set forth in this division. Sec. 2-43. Descriptions The election districts of the county shall be numbered 1 through 5, with population and description set forth as follows: (a) Election District No. 1 (population 4,347). County Wide – Zoning Ordinance Amendment would amend the Goochland County Zoning Ordinance by defining the term “outside storage” and adding the same as a conditional use permitted by special exception in the M-2 Zoning District. Currently, “outside storage” is allowed as a conditional use permitted by special exception in the M-1 Zoning District. The ordinance amendment would also amend the Zoning Ordinance by adding Development Standards for “outdoor storage” in the M-1 and M-2 Zoning Districts. In addition, the ordinance amendment provides that all uses allowed as a conditional use permitted by special exception in the M-1 Zoning District would also be allowed as a conditional use in the M-2 Zoning District e. County Wide – Zoning Ordinance Amendment would amend the Goochland County Zoning Ordinance by defining the term “adult day care center” and adding the same as a permitted use in the B-1 and B-2 Zoning Districts. A local business owner has contacted Planning staff about locating an Adult Day Care Center in the County. The proposed amendment would clarify regulation of this use in the Zoning Ordinance as well as amend “Child Care Center” language so as to be consistent with State Code f. An Ordinance To Amend Goochland County Code, Chapter 2 (“Administration”), Article II (“Board Of Supervisors; Elections”), Divisions 1 (“Generally”), 2 (“Election Districts”) And 3 (“Precincts And Polling Places”) To Revise The Provisions Related To Election Districts, Voting Precincts And Polling Places After The 2010 Census g. Henrico’s disabled veterans can apply for real estate tax exemption Contributed Report Henrico County officials are urging disabled American veterans who own their principal residence in the county to apply for a recently implemented real estate tax exemption. Virginia voters adopted a constitutional amendment in the general election last November directing the General Assembly to provide a tax exemption for a disabled veteran’s principal residence and the land it occupies. The exemption became effective for tax years beginning on or after Jan. 1, 2011. To qualify, a veteran must have a 100 percent service-connected, permanent and total disability, as determined by the U.S. Department of Veterans Affairs. The exemption: · Applies to the principal residence and
its land, up to a maximum of 10 acres. · Applies to the veteran or surviving spouse, if the veteran’s death occurs on or after Jan. 1, 2011. · Does not require annual refiling. Revenue Division Director Ed Trice noted that unlike Henrico’s Real Estate Advantage Program, there are no income or financial requirements for disabled veterans seeking the tax exemption. In addition, there is no cap to the amount of relief they will receive. Book reveals secrets of Gone With The Wind By Jim Ridolphi Contributing Writer It’s the story of a bygone era that just won’t go away, nor should it in the minds of many. Margaret Mitchell’s Gone With The Wind has the staying power few American novels enjoy, and the popularity seems to increase as the decades pass. For the past couple of weeks, the Tuckahoe Library has displayed artifacts and memorabilia from the popular book/movie, and visitors of all generations had the opportunity to get up close and personal with Rhett
and Scarlett, even if they were made of cardboard. “I’ve been surprised to see younger people getting their pictures taken with the cut outs of Rhett and Scarlett,” said Tuckahoe Librarian Nancy Johnson. The historical items on display at the library are only a small portion of the vast GWTW collection of local author John Wiley, Jr., a world renowned expert on all things associated with the classic. Since first becoming enamored with the movie when he was 10 years old, Wiley has spent a lifetime delving into the facts behind the book and the movie. He admits to reading the book
12 times. Wiley and co author Ellen F. Brown’s latest work, Margaret Mitchell’s Gone with The Wind, A Bestseller’s Odyssey from Atlanta to Hollywood, is a book about the book, put simply. Wiley appeared at the Tuckahoe Library last week to offer insights on the novel, 75 years after its publication. “I love to talk about Gone With The Wind,” Wiley told the assembled group, most of whom raised their hands when asked if they had read the book. continued on page 2
Hermitage student wins VSBA Southside Regional Art Contest Contributed Report Renee Ritchie of Hermitage High School was named the High School winner for her artwork “Masterson’s Closet” in the Virginia School Boards Association Southside Regional Art Contest. The winning art is framed and displayed in the offices of the VSBA in Charlottesville and the Richmond office of the State Superintendent of Public Instruction. Student art from the elementary, mid-
dle, and high school levels represented each school division in the Virginia School Boards Association Southside Regional Art Contest, judged at the regional forum for area school board members. The VSBA Regional Art Contest was started in 1989 to promote the artistic talents of Virginia’s public school students. For each of the nine VSBA regions, a winner is chosen for the elementary, middle and high school levels.

The Lynchburg native said he was hooked from his first GWTW experience, and said the book offers a somewhat unique view of the South, not the Moonlight and Magnolia images depicted in the film. Brown and Wiley sought to tell the entire story of the book in their latest work, and the powerful impact on both the author and the American psyche. When the book was first published, it sold for $3, quite pricy for the era. Mitchell was quickly overwhelmed by the public’s response and the publicity that followed, and quickly tired of the spotlight. “Fame was not her thing,” Wiley said. “After six months, she stopped signing autographs.” While the world waited for Mitchell’s next novel, the Atlanta native spent most of the remainder of her career fighting legal battles involving copyrights to the book, violated around the globe. Wiley’s book delves into that legal struggle that consumed the author, robbing the world of a literary encore. Throughout her life, she was constantly asked what happened to Rhett and Scarlett, and said she didn’t know. Mitchell’s life ended tragically on Peachtree Street in Atlanta where she was hit by an automobile in August, 1949 and died five days later. Her husband continued her legal fight after her death, and her brother carried on for 30 years after that. Mitchell’s notes and papers eventually ended up at the University of Georgia, numbering some 65,000 pieces, and the estate now handles copyright issues. The current copyright runs out in 2031, and according to Wiley, probably will not be renewed. Wiley and Brown sifted through the documents discovering little known tidbits and major milestones. The search led to the discovery of the final four chapters of the original typeset manuscript. The book also reveals secrets about the original work, such as Mitchell’s first choice for the name of the lead

character. She originally called her Pansy, but copy editors rejected the name and Mitchell pulled the name Scarlett from Irish literature. Producer of the original film, David O. Selznick was probably the first who tried to entice Mitchell into a sequel, but she never obliged. In the 1990s, another novel by Mitchell written at age 15 was discovered. But Scarlett and Rhett wouldn’t die and the estate finally sold rights to several sequels. Two books, both by Virginia authors, followed. “Scarlett” was a worldwide bestseller, and “Rhett Butler’s People” was a critical success. The estate sold the rights to those two books for close to $10 million. After collecting more than 10,000 GWTW artifacts, several books and granting interviews around the world, is the story of Gone With The Wind fully told? Absolutely not, according
