The theme of this year’s prom, scheduled for Saturday night at Hope Church, is “Tonight’s Dream…Tomorrow’s Memories,” said prom sponsor Kimberly Berry. Virginia Farm Bureau Safety Manager Bruce Stone hopes memories of prom night and gradation won’t include an alcohol-induced automobile crash. “Everyone needs to be involved,” said Stone, “the parents, school and community. But it boils down to personal responsibility by the teen drivers.” The Farm Bureau has been involved in teen driving safety for years with its Teenage Driver Safety Education Program, which includes the inducement of a $1,000 U.S. Savings Bond. To qualify for the bond, a teen driver must have an accident- and convictionfree driving record, and must maintain that driving record for three years. Stone said the bureau requires the teen driver and guardian to sign a contract. The driver promises to put safety first,

William D. MacKay will be Goochland’s new Fire and Rescue Chief, County Administrator Rebecca Dickson announced last week. MacKay is currently Fire Chief for the City of Niagara Falls, New York, and has served in that position for four years. From 1980 until 2005 MacKay worked for Fairfax County, retiring as Battalion Chief, Special Operations. He then became Deputy Coordinator of Emergency Management for Fairfax County until 2006. In Goochland he will lead a fire and rescue department that combines 16 career personnel and 270 active volunteers, operating out of six companies. The county’s former Fire Chief, Ken Brown, worked for Goochland for seven years before retiring, at a salary of $77,280, in January. “Over 40 applications were received for the position and the process to select MacKay was strenuous,”

Dickson said in a press release. “Mr. MacKay brings strong leadership ability, comprehensive knowledge and years of emergency management experience to the position of Goochland County Fire and Rescue Chief.” MacKay said in an interview last week that his adult children live in Virginia and he is looking forward to returning to the area. “Goochland has a tremendous reputation, and an excellent fire and rescue company,” he said. “It’s an exciting opportunity.” MacKay will begin work June 28 and will earn an annual salary of $83,000.

Centerville to be Urban Development Area VDOT gives $50,000 toward creating more pedestrian-friendly growth, mixed-use neighborhoods By Amy Condra acondra@goochlandgazette.com
“New urbanism” and “traditional design” are principles to be incorporated in Goochland’s comprehensive land use plan, according to an Urban Development Areas (UDA) grant the county has received from the Virginia Department of Transportation. The $50,000 grant is aimed at encouraging compliance
with the state-mandated UDA, which requires fastgrowing localities to define a high-growth area, one in need of improved coordination between land use and transportation planning. County Administrator Rebecca Dickson said at last week’s Board of Supervisors meeting that in the county’s 2028 comprehensive plan, which was adopted a year ago, Centerville was selected as Goochland’s UDA. Centerville, which is close to major highways and close to the heavily developed Short Pump area, is not yet fully compliant with UDA regulations, and is facing a September 30 deadline. pedestrian-friendly roadway design, reduced front and side yard building setbacks and mixed-use neighborhoods are required for UDA. Also, minimum densities in residential areas must be at least four units per acre; in commercial areas, there must be a floor area ratio of 0.4. Consultants who have been chosen by VDOT will help county staff analyze future growth patterns, revise zoning and subdivision ordinances and identify transportation benefits of a successful UDA project. The grant agreement also says that the county will also need to create a public involvement process. Other high growth counties in Virginia include Fluvanna, Louisa, Henrico, Hanover and Chesterfield.
Quick hits A new site for the school bus garage? Patricia Keel told supervisors that she is against a plan to construct a bus garage near the old middle school on Dogtown Road in Sandy Hook. Keel, who said she was speaking on behalf of her neighbors who own property adjacent to the proposed bus garage site, believes that the project would entail pollution and traffic safety issues and could impact property values. “We at this point would like to be deleted from the honor of having the bus depot in our community, and the primary reason is the devaluation of our property and our homes,” said Keel. “We’ve
already been devalued or we wouldn’t be struggling for more money in Goochland County.” Dickson told The Gazette this week that no decision has been made regarding the bus garage project. “The idea to move the bus garage to the old middle school site is still just a concept,” she said, adding that supervisors will discuss the matter with the school board later this month.
Odor issues at GES Goochland Education Parents Association Chairperson Jo D Hosken told supervisors the Goochland Elementary School cannot adequately accommodate the number of students it currently houses, and asked that Capital Improvement Funds
be reallocated to renovating the facility. “Fiscal responsibility shouldn’t take the place of social responsibility,” said Hosken, pointing out an ongoing odor issue at the school. School Superintendent Linda Underwood told The Gazette this week that the odor problem has been an issue for decades. The matter was scheduled to be addressed again at the school board meeting scheduled for May 11. “Much work and effort has been expended to try to remedy it,” Dickson said in an e-mail interview this week. “Schools indicated that they are not giving up on trying to solve this issue, with most recent efforts occurring just last month.”

Board of Medicine agrees to lift suspension if conditions are met Ralph D. Hellams Jr. said Friday he hopes to resume practicing medicine, perhaps as early as the third week in May, after an April 30 hearing before the Virginia Board of Medicine. “Hopefully they will be able to reinstate my license,” said Hellams.
Hellams said he was thankful for the many supportive calls and letters he has received from his patients and the community. Although the Board of Medicine ordered the suspension continued indefinitely in its order of May 6, provision for staying the order was made if the doctor completes a 15hour continuing medical education (CME) program on the subject of professional boundaries. “I have found a course that I will be attending next week,” said Hellams. Hellams license to practice was summarily suspended by the board March 23, due to allegations of an inappropriate personal relationship with a female patient he was counseling for depression, anxiety and marital problems; continued treatment of this
patient during the relationship; treatment of the patient’s husband after the relationship began; and improper prescription of medication, including Vicodin, Adderall and Ritalin, to the patient. Those allegations were upheld in the order. The board also stipulated that Hellams complete a 12-month boardapproved program of counseling with a mental health provider as a condition of continuing his practice. Once these two conditions are met, his license could be restored to unrestricted status, said Jennifer Deschenes, Deputy Executive Director of the Discipline Division of the Virginia Board of Medicine. The order also notes that Hellams has taken a CME in pain management since his license was suspended.

Arbor Day is traditionally celebrated on the last Friday in April, and Goochland’s thirdgraders gathered at Hidden Rock Park last Friday for a celebration of both the holiday and the culmination of Dominion Virginia Power’s Project Plant It! program. Almost 200 Goochland school kids were among the 30,000 students, from six states, involved in Dominion’s environmental education program, now in its fourth year. The students helped Dominion Forester Jeff Geis plant six southern red oak trees during the morning session. Geis chose two volunteers from each group to help him dig a hole and plant the young oaks, each about four to five feet tall. And each student received a Colorado Blue Spruce seedling to take home and plant. “It instills in them the importance of the environment,” said Dominion spokesperson Caroline Skelly, who was accompanied by her assistant, Nicholas Turner, a thirdgrader at Donahoe Elementary School in Henrico County. “Trees give us fruits and nuts and oxygen,” said Turner. “And they give animals shelter,” he added. While at the outing, the Goochland students rotated among six stations. In addition to helping plant the six oaks, they learned about forest fire prevention from the Goochland Fire Department, heard a presentation on forestry management by the Virginia Department of Forestry and went on a treeproducts scavenger hunt. “I call them my tree- tectives,” said Glenda Hawk, Goochland Schools Young

The Virginia Department of Forestry estimates that if students plant all 30,000 seedlings and those seedlings grow to maturity, the equivalent of almost 75 acres of new forest land will be created.

The Capital Horse Show Association (CHSA) staged a second annual fundraiser at Deep Run Hunt Club last Saturday for the VCU Massey Cancer Center. Dubbed the “Horse Show for Hope,� the effort was the brainchild of Sylvia Parcell, Parent Representative and Activities Chair for the CHSA, and CHSA member John West, Silver Lining Farm of Virginia owner. The Capital Horse Show Association has more than 200 members and holds horse shows in Goochland and surrounding counties. “Cancer has stricken quite a few of our members and their families over the years, and John and I felt this would be a great way to give back,� said Parcell. “It’s turning into an annual event.�
Last year the association held a raffle and raised $400. This year they sold custom T-shirts and snow cones. West also pledged to donate 25 cents for each turned-in old ribbon that had been won in previous horse shows, so that these could be reused. Parcell manned the T-shirt table and sales were brisk. She had more than 60 pre-orders for the $12 shirts. After costs, Parcell estimated that each sale would generate $5 to $6 for the cancer center. Parcell’s daughter Hannah and two friends, Caroline Hassell and Dana Ellwanger, all students at Mills Godwin High School, were in charge of the snow cone operation. After a little practice they were turning out snow comes like pros, charging $2 each and designating all proceeds for the cancer center. “I was honored to put on a show for this cause,� said West, whose mother is a cancer survivor.

They’ve been open since last November, but waited until the weather warmed for their official ribbon cutting. “We were still getting things organized,” said Steve Bostic after the ceremony Monday at the new office, located on Route 522 just west of Goochland Courthouse. Plus they thought spring would bring more hospitable weather. Bostic said the new building offers room for expansion. With 1,900 square feet, there is room to add another agent to the two who currently work there, he said. Bostic said the process of getting the new office open took almost three years, prompting Goochland County Administrator Rebecca Dickson, who attended along with supervisors William Quarles and Ned Creasey, to promise to look into why it took so long. Feeling daring? Try this: Go to a supervisor’s meeting, listen to tales of the county’s budget woes, then stand up and say, “Hey! Have we thought about raising taxes?” Shock and horror (and perhaps hilarity, if you happen to trip over a chair during your hasty rush to the exit) will ensue. There are reasons not to raise taxes in Goochland, and several citizens stood a few months ago to explain, in clear and concise language, how higher taxes will hurt many families across the county. So we are left with this question: How are we going to balance the budget without rapaciously raiding the fund balance? The schools and the county are going to be presenting revised budgets soon, budgets that reflect the declining revenues here and across the state. County Administrator Rebecca Dickson said at April’s supervisor’s meeting that Goochland will be hard pressed to make the budget this year. And there are, as Dickson pointed out to us, many reasons to believe that things are only going to get worse next year. She has said that further reductions to the $40.5 million budget are going to present challenges. So back to the question, once we have cut as close to the bone as we can without amputating it, how are going resurrect Goochland’s economy? Well, Goochland is a rural county, one that is dependent on real estate taxes to bring in money. And when real estate taxes plummet, so do the county’s fortunes. So it only makes sense for the county to seek other sources of income, and it has tried to do in the past; cite, West Creek. As Supervisor Malvern “Rudy” Butler said a few months ago, “When times were good we should have been out there pounding but we didn’t do that.”
Well we don’t have much choice but to do so now. And we need to have leadership with this, but where will that come from? Economic Development Director Greg Reid left Goochland last month to serve in that same role in Dinwiddie. Dickson said in an interview this week that the county has not yet developed a job description for a replacement for that role, but plans to do so soon. She added that the job probably won’t be advertised until July, a month that might be promising for the county as an economic planning session, that will be open to the public, is planned for July 6. In the meantime the county is also lacking a president for its Chamber of Commerce, as Doris Elderman resigning this month due to family obligations. One project that both the county and the chamber have been excited about is West Creek Medical Center, a 97-bed, $183 million hospital on a 60-acre site at the West Creek office park. This facility, planned by HCA, would provide jobs and revenue for the county. So what’s the status? HCA spokesperson Karen Nelson said that the project is in the predevelopment phase, “but it does look like we are on track to start work on the property this fall.” Goochland is running out of options, and right now the hospital seems like one of the only ones left. The county is heading in the right direction with its plans for an economic planning session, and a revised job description for an economic development director. But in the meantime, money is slipping away like sand; we need to keep getting out there, as Mr. Butler said, and “get economic development going.” Especially in West Creek.

Deacon Joseph S. Jackson, 96, of Goochland, entered into holy rest on May 1, 2010. He was preceded in death by his wife, Gracie Miller Jackson; parents, George Wilson and Carrie Williams Jackson; and one son, Lloyd McDonald Jackson. He leaves to cherish his loving memory two sons, Earl S. Jackson (Kathy) and Arthur J. Jackson (Ruby); one devoted niece, Lula Watson Taylor; and two sisters-in-law, Eddie M. Cargill and Janet Alston. He is also survived by 21 grandchildren, 43 great-grandchildren, 10 great-great-grandchildren, two godchildren, and a host of nieces, nephews, other relatives and friends. Patricia Ann Vavra, of Manakin-Sabot, succumbed to inoperable brain cancer on May 6, 2010, at age 78. She is survived by her husband of nearly 59 years, Luke A. Vavra; and three children, Jamie Lynne Vavra of Bowie, Maryland, Theresa Vavra Lacy and her husband, John Lacy, of Chesterfield County, Virginia, and Thomas Martin Vavra and his wife, Toni Vavra, of Chesterfield County, Virginia. Brinton of Arkansas; as well as numerous nieces and nephews and their families. Pat was born in Ogden, Utah in 1931, the daughter of Charlene Bell Bass Brinton and Murry McDonald Bass. She attended schools in Salt Lake City. She and Luke met at Centenary Methodist Church in Salt Lake City and were married in 1951 in that church. Pat was an important contributor to Luke’s success in his military career. Throughout frequent moves, she created secure and love-filled homes wherever the family settled. Pat embodied a sense of grace and beauty which manifests itself in her extensive swan collection. She was also an active participant with Luke in Cartographic Arts, an antique map business they founded in 1976. She was an avid gardener, tending the plants with the same love, creativity and patience she
had bestowed on her family. This past November, Pat was delighted on her 78th birthday to have received exactly 78 cards from her friends and family. A private celebration of her life will be held. She leaves behind a quiet legacy, eyes that appreciate beauty, and positive attitudes and patience to cope with a troubled world. Her strength of character inspired us all. She will be remembered for her gentle, generous and loving spirit. She will be greatly missed by those who were fortunate enough to have her in their lives. In lieu of flowers, the family suggests that you plant a tree in her memory. Donations in her honor could be made to the Susan G. Komen Race for the Cure, the American Cancer Society, or the Lewis Ginter Botanical Garden in Richmond.

Kevin Carroll corrals Mustangs Too-easy first leads to tense seventh in Bulldogs’ 7-4 win BY CHARLIE LEFFLER cleffler@goochlandgazette.com
A
fter one inning of play, the Goochland baseball team looked like they had a solid grip on the reins of visiting Monticello last Thursday. Not giving up a hit in the top of the first, GHS came out hot in the bottom of the inning and swung through their entire rotation to saddle the Mustangs with a 6-0 deficit. But in the game of baseball, nothing is decided in the first inning. “When you start a game like that you’ve really got to wonder how you’re going to finish it,” said Goochland head coach Wes Farkas. “You can’t get much better than that.” The easy start possibly contributed to later GHS hardships as Monticello virtually shut down the Bulldog offense and threatened to tie the game by the top of the seventh. “We got kind of complacent,” Farkas said. “We got in cruise control and we didn’t hit the baseball as well.” It was Bulldogs’ senior Kevin Carroll (2 for 4, RBI, 8 K’s) who managed to finally corral the Mustang threat, knocking home an insurance run in the bottom of the sixth then pitching away a threat in the top of the seventh to help Goochland pull out a 7-4 win. “I think we were pumped up at the beginning, then we got ahead and we got a bunch of runs. Then we just let up,” Carroll said. “You’ve got keep the pedal to the metal and keep on chucking with that one.” There was no doubt that the pedal was floored when Goochland first came to bat. Scott Ragland led things off for
the Bulldogs by punching a shot between third and short for a single. Next up Carroll dropped a shot in short center and Colby Carter loaded the bags with a bunt. A double to deep center by Ben Verlander (1 for 4, 3 RBI, double) drove in the trio for a 3-0 lead. The margin jumped to 4-0 when Austin Jordan’s shot to the left field fence drove in Verlander. Kyle Tormey drove in Jordan with a single to right and Matthew Henley (2 for 3, RBI) used a single between first and second to drive in Tormey for a 6-0 lead. The Mustangs got on the board in the top of the second when Josh Shifflett sent a shot to third and Verlander’s throw went over Jordan at first and allowed Thomas Estepp to score. Then in the top of the third Bulldogs’ pitcher Alec Moore (2 for 3, SB) suddenly hit a wall with four consecutive walks, to push home Trevor James and pulled the Mustangs within four, 6-2. Carroll then stepped to the mound in relief facing a difficult situation; bases loaded and no outs. The first batter Carroll faced was Estepp, who drilled a shot that hugged the first base line and stayed out of the reach of a diving Jordan to drive home Brandon Ladd and Garrett Mulloney and trim the margin to 6-4. But Carroll came to life with three consecutive strikeouts to retire Monticello. Goochland found their backs against the wall again in the top of the fourth when the Mustangs loaded the bags with no one out. But the Bulldog defense suddenly changed the complexion of the game when Mulloney sent a short dribbler towards

the mound. Carroll scooped up the ball and underhanded it to Henley at the plate to get a force on Mann. Henley then fired the ball to first to catch Mulloney and complete a dramatic double-play. Carroll then got RJ Davis to ground out to the mound, allowing the Bulldogs to escape the threat. But back on offense, Goochland did little to help their cause, as Templeton retired the Bulldogs’ order with only four pitches. Farkas had barely reached the third base coaching box before the inning was over. “I just finished walking down there and I was walking back over,” he said. Goochland held on to the tenuous 6-4 lead when they came to bat in the bottom of the sixth. Henley started things off by beating out a bunt to first for a single. Ragland then
joined him on base by dropping a shot in right between Monticello defenders. That brought Carroll to the plate for one of the most bizarre and dangerous plays the Bulldogs have ever seen. After a mound discussion by the Monticello defense, both Shifflett at third and first baseman Derek Knight rushed towards the plate shouting “Bunt!” The problem was, Goochland was not bunting. “I’m sure in that situation it seemed likely for a bunt but we were already up two runs so I was going to let (Carroll) swing away,” Farkas said. “It shocked me when they (did) that. That’s pretty dangerous because I know if Kevin gets hold of one he really could hurt somebody there. That’s a little scary, if I’m a parent or a coach.”
“That was pretty crazy,” Carroll said. “Someone could have really got hurt on that one. I wouldn’t have called for it.” Carroll said the actions of Monticello players actually made him hesitate for a moment. “I didn’t know what was going on because I wasn’t bunting. I was thinking just to myself, ‘What’s going on?’” But at the same time, Carroll had no intention of bunting and took a hard swing at the pitch. “I just did my job,” he said. “If somebody got hurt I really would have felt bad. I don’t think they should have done that with that kind of play.” Fortunately, the ball cleared the charging defenders, sailing past short and into the grass. Because no Mustang was covering third, Henley turned the corner at full speed then
beat the throw home to put Goochland up 7-4 to create the final score. Currently alone in second among the Jefferson District teams, this week will prove pivotal to the Bulldogs’ cause. On Tuesday, GHS hosted Fluvanna. They then take on league-leading Louisa on Friday. After suffering road loses to both teams, the Bulldogs are looking to extract some measure of revenge. T
he linescore may have shown the same number of hits, and nearly the same number of errors, but Goochland’s junior varsity softball team did a much better job of atoning for its mistakes Thursday night. In doing so, they rolled to a 7-1 victory over visiting Monticello. Most of the time, the Bulldogs’ defense tightened up so that their errors did not result in a Monticello score. The Mustangs, however, paid dearly for their defensive lapses. Errors contributed to runs in two of the three innings that Goochland scored. More harmful to Monticello’s hopes of enjoying a victory ride back to Charlottesville were other defensive lapses, such as confusion over where to throw the ball after fielding a Bulldog hit. “Every time we made an error, we made up for it later on as the girls ran the
bases,” said Goochland coach Bonnie Spencer. “The last time we played this team, we tied them. We made a lot of errors in the field. Our goal for this game was to come out and play stronger defense and hit for power.” The Bulldogs (12-1-1 Jefferson District, 13-2-1) achieved the latter goal too. While the number of hits was the same for both teams, five of Goochland’s seven hits were for extra bases – a triple for Abby Jones, two doubles for Kaytlyn Jones, and doubles for Brandi Tester and Abby Ramsbottom. Only one Mustang hit was for more than one base. Mattie Morris had two hits – one a double. Annie Bolen went 3for-3 and scored once. Even though Goochland had more apparent power at the plate, defensive lapses on the part of Monticello (4-6-1, 6-61) played a significant role. “We did not play very well. We did not play the way we’ve played the last four or five games,” said Monticello coach
Ed Dike. “It’s one of those bad hair days or something.” Dike said the latest outing was in stark contrast to the Mustangs’ previous meeting with Goochland. “I’m a little disappointed because we played really, really well, the past few weeks,” Dike said. “The last time we played them, it was a 6-6 game. It was a good game. Neither team was making errors. Teams were making their plays, making their catches, and that was what I was expecting again.” The Bulldogs wasted no time taking control of the game, scoring three runs in the bottom of the first with a leadoff walk to Jesse Leroy, followed by the first of Kaytlyn Jones’ RBI doubles, Tester’s run-scoring double, and an RBI-groundout to Ramsbottom. Goochland added two more runs in the third inning on a leadoff single by Leroy, another run-scoring double by Kaytlyn Jones, and an RBI double by Ramsbottom. The Bulldogs’ final two runs

came in the fifth inning. Tester began with a walk. Ramsbottom reached on an error, and both scored on Abby Jones’ triple. Goochland is close to locking down a berth in the district championship. The Bulldogs
would have to lose all of their remaining games to close the season as spectators. “We came to win. We have a championship in sight – in close sight,” Spencer said. “Right now we are in first place. We

his time, there would be no comeback for St. Anne’s-Belfield. The Saints erased a six goal halftime deficit the last time they made the trip to Collegiate and looked for a repeat performance after a back-and-forth first half in the LIS Division 1 girls lacrosse championship Thursday. But a rotating cast of Cougars handled the draws and Carter Hunter took care of the scoring as Collegiate captured the title with an 18-8 victory. Down 7-5 coming out of the break, the Saints (14-4) pulled closer when Kate McCullough scored in the first minute of
the second half. But Margaret Williams answered at the other end for Collegiate to start an 80 run that put St. Anne’s away. Hunter scored four of her game-high six goals during the decisive run, including three in a row coming out of a St. Anne’s timeout to push the lead to 14-6. “Carter got on a roll,” said Collegiate coach Annie Richards. “She was able to take some players. She was able to find the back of the net. She knew when to shoot and she knew where to place it. She’s got a great finish.” Megan McGhee put the capper on the scoring streak, cutting from behind the goal to beat Saints goalkeeper Catherine Towers. Addi Bolin scored two
goals from free positions to cut into the lead, but it was too little, too late as Collegiate (183) claimed the rubber match in a series that saw each team win the regular-season matchup at the other’s field. “There was no way we were losing again,” Hunter said, referring to the Saints’ earlier victory. After Williams’ goal, Amanda Johnson and Hunter added goals off free positions and Shelby Robinson scored on a long run. Collegiate was able to maintain possession in the St. Anne’s end due to its success on draw controls. Both teams are expected to be high seeds when the final regular-season VIS rankings are released Saturday, meaning that
each hosted first-round games in the state tournament on Tuesday. St. Anne’s will compete in the Division II tournament and Collegiate will play in the Division I competition. Up against eight schools from along the east coast, the groups brought home high placements as well as superior and excellent ratings for their performances. “The spring trip every year gives us a chance to perform outside of Richmond,” said Band and Strings Director Robert Blankenship. “The fact that we did so
well is really exciting. It makes the students and me feel really proud of how hard we worked all year.” “For us to get out of the Richmond area to compete against schools from other states validates that we are doing good things in Henrico County,” said Choral Director Amy Hruska. “It encourages us to strive to be better and boosts our confidence. Deep Run High School counts down to the World Cup - 60 jerseys in 60 days Contributed Report At Deep Run High School, what began on March 15 will continue for 60 days leading up to the start of the 2010 World Cup in South Africa. The “Countdown to the Cup— 60 Jerseys in 60 Days” program, started by health and physical education teacher Steven Chapman, is generating excitement and education about the worldwide event. Chapman has been wearing a
unique soccer jersey every day and will conclude with a special jersey on June 11, the day of the first match of the 2010 World Cup. Each Friday at Deep Run, Chapman hosts World Cup viewing parties for interested students showcasing past footage, history, older games, U.S. matches, and previews. Students who wear jerseys will receive incentives. Students are encouraged to donate new and used soccer

ily members and individuals recovering from mental illness. More than 150 Henrico first responders have completed the program since its inception in October 2008.
