She is scheduled to appear in Goochland Circuit Court Grubbs at $180,470. July 26 for arraignment on 20 felony counts of embezzlement, money laundering and attempted embezzlement. Not all discrepancies are likely to have been uncovereby the audit, wrote Kucharski in the report’s cover letter. “The lack of internal controls and the actions of the outgoing Treasurer make it unlikely that we have identified all the errors, reconciling items and other adjustments necessary to accurately determine all of the assets and liabilities that the incoming Treasurer will assume, especially for the county’s Operating Account,” wrote Kucharski, referring to a lack of segregation of duties and “basic operational processes common to any Treasurer’s Office.” Evidence of misappropriated funds has been turned over to law enforcement, wrote Kucharski. The report contains a section on Internal Control Issues outlining weaknesses found and suggested remedies plus a letter from the Interim Treasurer on changes made to put these remedies into practice. Yet another new candidate for the Goochland School board has declared, as Beth Hardy said last week that she will run for the District 4 seat now held by Andrew Meng. Hardy stepped in when Sonya Marsh announced she would be moving out of state after her husband accepted a new job. According to an email from Marsh, Hardy had been on her campaign team. Hardy said as much in an interview Monday. “Her rescinding her candidacy was my reason for stepping up,” said

Hardy, who also said she had received encouragement to run from Meng in a meeting with him about a year ago. “He encouraged me to run then,” said Hardy, who has lived in Goochland for the last 12 years. With one child recently graduated from Goochland High School and three still in the system, Hardy has been active for years in the school system, she said, serving as Randolph Elementary School PTA president in 2009-2010. Hardy, a marketing and public relations consultant, has also served on the PTA board at Goochland

There was plenty of water.” Reeder’s son William was on the rear tiller, she said. Although the weather was ideal Saturday, the crowd seemed sparser than at last year’s 25th anniversary trip. But Brian Coffield, vice president of the Virginia Canals and Navigation Society dismissed that notion. “This is the end of the trip – people come and just leave after the boats come in,” he explained. Coffield said the society was growing. According to the society’s brochure, the festival began after a 1983 archaeological excavation in Richmond discovered the nearly forgotten boats and inspired the creation of the James River Batteau Festival. “There are a lot of younger people becoming involved,” he said. Kucharski recommended limiting the use of Treasurer’s checks to emergency situations and when there is no other way to transfer funds. Interim Treasurer Johnson wrote in her letter attached to the report that progress has been made in many areas. Checks are now immediately restrictively endorsed upon receipt with some training already been done and more scheduled. Some accounts have been closed and others will be closed before the end of FY2011, wrote Johnson. Treasurer’s checks have been limited to the transfer of funds, mostly to funds collected on

behalf of the State Treasurer, wrote Johnson. Goochland County Administration issued a press release earlier in the week addressing some of the issues raised by the audit. The statement notes many of the same changes described by Johnson in her letter. The release also notes that Johnson is now reaching the benchmark of completing cash reconciliations for monthly closings of the county’s financial system within 60 calendar days of month end with a new goal to accomplish this task within 30 days. Administrator John Wack said Friday that the county has a Public Official Schedule Bond in the amount of $400,000 which can be used if the missing funds are not fully recovered during the judicial process. Board of Supervisors Chairman William Quarles said he thinks the Treasurer’s Office is making progress. “I feel that the proper steps are being taken by the Interim Treasurer working with staff in County Administration to correct the flawed internal controls, training issues, and process short comings,” said Quarles.

Most recently she was a member of the Academics sub-committee for GCPS Strategic Planning. She is a University of Richmond graduate with a degree in Business Administration and is a Goochland Leadership Enterprise graduate. “I feel compelled to run so I can make a difference,� said Hardy, citing her background as a parent, taxpayer and business person as giving her the skills to “bring people together to do the best thing for our kids.� “My biggest thing is the classroom,� said Hardy, “It’s the last place cuts should occur,� she said, noting that she had heard criticism of the recent hiring of a new Director of Secondary Education from many Goochland residents. Hardy said the most impor-

tant task for the board that will be sworn in next January is to restore public confidence, saying she has seen a “degeneration of the people’s confidence in the School Board.� “The status quo is not cutting it,� she said and “provocative changes� need to be considered. Hardy said she advocates a “zero based budget,� essentially starting from scratch to identify what needs are critical. Hardy said she favors revising the RIF (Reduction in Force) policy “to manage our teaching resources based on merit, not tenure.� She also supports moving School Board meetings to the Board of Supervisors meeting room in the Public Administration building. “When I see microphones that don’t work and presentations that you can’t see it drives me insane,� said Hardy of the current meeting site at GHS. Hardy was also critical of late additions to meeting agendas as well as the long waits for meet-

ing minutes to be posted, saying that the lack of a written record spawned rumors of what actions had been taken by the School Board. “I don’t know how you can have adequate time to make an informed decision that reflects the will of your constituents,� she said of such late additions to meeting agendas. Hardy said if elected she would consider having monthly “town hall� style meetings to hear from parents, saying that “people want to know that they are being heard and that their taxes are being used wisely.� Hardy said her relationship with Goochland School Superintendent Linda Underwood “mutually respectful although we don’t always agree.� On the relationship of the board and the superintendent, Hardy said “Ultimately the superintendent works for the board and the board works for the constituents.� And the relationship

between the supervisors and school board members needs to improve, said Hardy. “They hold the purse strings,� said Hardy of the supervisors, calling for a partnership between the two boards. Although she acknowledged that next year’s budget process will also be difficult, Hardy said she is “terribly excited about being a candidate,� and believes positive changes can be made. Hardy said there is a great passion for the schools in the county but that “people willing to volunteer and donate funds are reluctant for various reasons.� “Perception is reality,� she said, underscoring the need to restore public confidence in the School Board.

meeting the challenge of the coming century of supplying the rapidly increasing demand for food, not only in quantity, but meeting the demands of an increasingly quality and environmentally conscious world. “We’re going to need 50 percent more food by 2050,” said Michael Inwood, a sheep and wool farmer from Australia, during a break in the dinner at Brookview. “The population is projected to reach nine billion people by then,” he said. Inwood, who said the group had already visited the Philippines and China and would also travel to France, Belgium and Ireland during their six-week Global Focus

segment of their total 16-week scholarship program, said he was very impressed by what he saw at Brookview. Before dinner, the group took a motorized tour of the farm while Sandy and Rossie Fisher told them the history of Brookview and their philosophy of organic farming. Fisher pointed out the 160 acres of flood plain where they used to grow corn and wheat in the 1970s, but which is now planted with a variety of trees and is part of the James River Wetlands Mitigation Landbank. Rossie said the entire farm is under a conservation easement, explaining the concept to the visiting scholars. “It will never be devel-

oped,” she explained. The Fishers used to raise free range chickens but now concentrate on cattle farming, with about 150 animals. Farm manager Doug Wright explained that the cattle graze the land. “They never get grain,” said Wright, who has managed the farm the last four years. The Brookview operation impressed Amii Cahill, who works for the Irish Farmers Association. “I’ve never seen a conservation project like this,” said Cahill. She said she was impressed with the concept of preserving wetlands to offset those affected by development.

Cahill said she lobbies the Irish government and Europe on behalf of the 85,000 members of the association and also works in negotiating prices for pigs and poultry. She said she will write a paper based on what she learns from the Nuffield Scholars program. At the end of the dinner, Nuffield Scholar Paul Lambert, a dairy farmer from Tasmania in Australia, thanked the CRC for the days’ tour. In addition to Brookview, the six Nuffield Scholars visited Lower Byrd Farm, Rassawek Winery, Byrd Farm and the Kelona Farm in Powhatan.

Getting inner city kids outdoors Hikers raise money for Blue Sky Fund By Jim Fields jfields@mechlocal.com

Bryce Allison is a Goochland County resident who likes to spend a lot of time on his feet. Allison is an outdoorsman who is a hiker, and when he goes out for a little walk, it’s not just around the block. “A nice hike is 10 to 12 miles,� he said. “I’ve been on some longer ones, but 10 to 12 miles is a good, manageable distance.� Longer hikes, especially those over 20 miles, are sometimes called “Death Marches.� On May 14, Allison and four friends set out to hike 41 miles in one day to raise money for the Blue Sky Fund. The Blue Sky Fund is a Richmond based organization that works to get inner city kids into the outdoors. Allison and his friends raised about $1,300 that will be used to pay for summer camp for about 10 children. “We hiked the part of the Appalachian Trail that goes through Maryland,� Allison said. “It’s 41 miles and called the Maryland Challenge. From where we started, we walked north a short distance to the Mason-Dixon Line. We paused long enough to have a picture taken at the sign post, stepped over into Pennsylvania, and then turned south back into Maryland. By the time we finished at Harpers Ferry, W.Va., we had hiked through three states.� In addition to Allison, Ms. Scottie Pate and Ken Vande Vrede completed the hike. Pate finished in 16 hours while Allison and Vrede took just over 17. Cat Anthony, the Director of Operations for the Blue Sky Fund, started the hike but had to leave after 10 miles to return to

Richmond due to another commitment. Brian Miller was the fifth hiker, and he had to drop out after 31 miles due to blisters on his feet. “Ken and I started talking about and planning the hike in February,� Allison added. “We put information about it on hikingupward.com to try and get people to join us and to pledge money. I started telling people they had to get in shape, to start walking and make plans for taking care of their feet.� The group started their hike at 4:15 a.m. “The weather conditions that day were not exactly ideal for hiking,� he said. “Most of the day was damp and dreary, and we had rain for about two hours. It didn’t stop us. We just put on our rain gear and kept walking.� Successful hikes need support personnel, and Tony and Linda Van Vugt were there every step of the way. At the first stop, they had drinks and donuts for them, and later for lunch, sub sandwiches and hot coffee topped the menu. Water, power drinks, snacks and bandages for sore feet were always available, and when they crossed the Goodloe Footbridge to finish their trek, they were there to pick them up. For Allison, his wife Julie, joins him on some of his shorter, less demanding hikes. As for daughters Heather and Abbie, hiking is not their forte. “Our daughters prefer the beaches of the Outer Banks as opposed to narrow mountain trails,� Allison said with a smile. “I understand and that’s fine. When I was young, I played a lot of soccer, but as I got older, my body started telling me I needed to find something not as strenuous. I was on vacation with Julie several years ago and took some day hikes offered where we were staying. That’s how it started for me and I’ve been hooked since.�

It’s the voters’ job If anyone needed a reminder of the importance of scrutiny by the voters of the candidates they pick in the privacy of the voting booth, last week’s report by the Auditor of Public Accounts should do the trick. Some of the observations of the report, which records the turnover of accounts from former Goochland Treasurer Brenda S. Grubbs to Interim Treasurer Pamela C. Johnson, take one aback on first reading. Not even considering the pending criminal charges against the former treasurer, it appears that the office was run for years without even the most rudimentary procedures one would have expected. The language is plain. “Basic controls and operational processes common to any Treasurer’s Office do not exist within this Office,” wrote auditor Walter J. Kucharski in his report on Internal Control Issues. Numerous observations by the auditor make it clear that the office was run in a way no ordinary mom and pop business would likely have tolerated. Literally jumping off the page is the line in the report that reads: “It is important that the Treasurer restrictively endorse all checks “For deposit only.” Other deficiencies noted make it easy to understand the calls by some that the treasurer should have certain minimum qualifications to be allowed to run for the position, or that a different form of county government be instituted that would have an appointed treasurer. But that’s not the case, so it’s left to the voters to evaluate the candidates based on what they can learn during the campaign season. Maybe the disaster that used to be

the Goochland Treasurer’s Office under Grubbs’ tenure will serve notice to voters that it is their responsibility to familiarize themselves with candidates for such a critical job. But further still, perhaps the debacle will make plain just how important it is to insist on as much information as possible from candidates for any elective offices at every level. Honesty, competence, dedication and good judgment are needed at every level in all offices, trumping all other attributes. It’s up to the voters to make sure candidates elected possess them.

County draws visitors Goochland farms served as host to two sets of visitors last week, as farmers from the Nuffield Scholars and attendees at the National Holstein Convention made separate visits to the county to learn more about what’s important to us all: producing food. The busload of conventioneers who visited the Alvis Dairy Farm in Manakin-Sabot seemed mighty impressed at the recycling efforts of that operation, which the owners attributed to necessity as much as anything else. And the six Nuffield Scholars, hailing from Australia, the U.K. and Ireland appeared impressed with the conservation and organic operation of Brookview Farm, also in Manakin-Sabot. Just goes to show that although development is crucial, there’s still a lot to be said for the value of agriculture.

Nationally known singer kicks off Henrico Summer Reading Club By Ken Odor Media General Staff Writer “I’ve got a pile of 50 books by the side of my bed,” said children’s singer and songwriter Bill Harley, as he signed books and CDs after his performance at Tuckahoe Library Monday afternoon. Harley was in town to kick

off the Henrico Library system’s Summer Reading Club with a program of children’s songs and stories. He was scheduled to appear later at Dumbarton Library and also at Twin Hickory and Fairfield the next day. Children’s Librarian Sue Van Tassel introduced two-time Grammy Award winner Harley.

“He’s a singer and author and has been on PBS,” she said, in addition to mentioning Harley’s Grammy awards. Harley stood up and grabbed his guitar. “I think I’ll sing a song – that’s my job,” he said. Pretty soon he had the crowd of parents and children singing

along and signing to a song called “We All Live in the Milky Way.” A little later it was a ditty called “There’s a Pea on my Plate.” Perhaps the most entertaining part of the show was the story “The Best Candy in the Whole World” about a kid named See Harley page 11

Six Hermitage High School employees were honored at last week’s school board meeting by the American Red Cross after they helped save the life of 19year-old Kathryn Hardy. Nancy M. Steiner, Sandra M. Ruder, Catherine T. Brawley, Omega Wilson, Officer Chip Holder and Diane Saunders received the American Red Cross Personal Action Award for coming to Hardy’s aid after she went into cardiac arrest on her way to her first period class on June 7. “Her face was blue and the nurse said she didn’t have a T H E

pulse,” Hermitage High School Principal Omega Wilson said. “If it were not for our staff and everyone who was there, I don’t think Kathryn Hardy would be here today.” But the efforts of people from Hermitage High School did not stop there. Hardy’s friend, Jarrett Taylor, a student at Hermitage High School decided to organize a car wash on June 18 to help Hardy and her family with medical expenses. “I told (Taylor) I’d be happy See Hermitage page 11

Contributed Report Henrico County’s Jason Sharpe recently outperformed mechanics fromaroundthestatetocapturefirst place in the Virginia’s Best School Bus Technician Competition, held by the Virginia Association for Pupil Transportation (VAPT) in Spotsylvania County. Now he’s making travel plans for San Antonio, Texas where he will represent the commonwealth at the national School Bus Technician’s Training and Skills Competition in September. Sharpe, who was recognized by Henrico’s Board of Supervisors at its June 14 meeting, has worked as an automotive equipment mechanic at the county’s Central Automotive Maintenance facility since 2008.v “Jason is truly gifted and dedicated to his work and is a popular member of our staff,” said Automotive Fleet Manager Charles Gibbens. “He will do a great job representing Henrico County and Virginia in San Antonio.” The VAPT competition consisted of a written exam as well as a timed hands-on segment that tested contestants’ problem-solving skills under pressure. Participants were presented with several buses requiring repair and then were evaluated on their diagnostic ability, speed and application of safety measures. Sharpe said he diagnosed repairs ranging from drivability issues to electrical malfunctions. “There are times when you need to work quickly, such as when a bus is broken down on the road,” he said. “You pay attention to everything under the bus — that’s when experience comes into play.” Sharpe, 28, holds an associate’s degree in automobile science from her peers. “It gives me hope as an educator to see kids come out and get organized to help their friend,” Wiedegreen said. “And with less than a week of school left, working hard in the hot sun, it’s amazing.”

As usual, Deep Run Horse Show doesn’t disappoint By Jim Ridolphi news@mechlocal.com An appreciative crowd of horse enthusiasts gathered to celebrate a Goochland County tradition last week at the Deep Run Hunt Club on Manakin Road. The Deep Run Horse Show wrapped up a five-day run on Sunday, and, according to all accounts, this year’s event was a winner for those involved. “It has been a great show and the crowds have been fantastic,” said Pam Johnson, president of the Deep Run Horse Show Association, the group of volunteers who manage and produce the annual event. “The weather has been perfect, much cooler than the 100degree heat of last year, and the response to the event has been wonderful,” Johnson said. Show manager Scott Nunnally agreed and said this year’s edition has proceeded without a hitch. “So far, so good,” he said as the event prepared for its final day. The show has been a Goochland signature event since around 1950, and many local equestrians trace their roots to the grounds at Deep Run. Local rider and owner Steffi Gordinier competed in the show and also serves on the show’s board of directors in a volunteer role. She said the convenience, tradition and setting all combine to make Deep Run a special experience. “I’ve been riding here for years,” Gordinier said following a first place finish in the. Upper Amateur class. “The rings are riding great and this year’s show has been just great.” Gordinier and her mount Bentley have been together about a year.

“He’s a special horse. He’s a beautiful mover and usually wins the class,” she said. The show gives the region’s equine community the opportunity to catch up and compete at a high level. The entry list included riders from Hanover, Chesterfield and other Virginia counties mixed with entrants from up and down the East Coast. “This is a very special event each year with all the vendors and the crowds that come out,” Gordinier said. Midlothian resident Devon Braswell also has a special connection to Deep Run. “This is a great show and I love coming here to compete,” she said. “I’ve been coming here since I was little.” Braswell and her horse Showgirl found the renovated rings at Deep Run accommodating and she took home several champion ribbons during the week. Aynsley Fisher, a Goochland rider, also is a volunteer at the show. She was making her first appearance at a competition since giving birth to her son Roby six months ago. She, too, notes a strong connection to the show. “It’s a great event and I always look forward to coming here,” she said. “We didn’t do too bad for our first time out in awhile,” Fisher added. Not bad all, as she captured a first place finish in the VHSA medal and a second and third in the Adult Amateur division The week was filled with the usual schedule of ring events and a full slate of hospitality sessions that included the annual “A Taste of Local Flavor” dinner held earlier in the week. Sunday marked the 50th edition of the Bryan Cup,

the event’s signature event and most sought out trophy. Savannah Jenkins took first place honors in the event aboard Castleton, owned by The Barracks and trained by Claiborne Bishop. Hanover rider Hannah Spiegler finished fourth in the prestigious event. Final day events included a brunch with a special dedication to Mary Anne Kean, a longtime Deep Run supporter volunteer, show manager and friend. Kean passed away earlier this year.
