Grubbs misses court date, suicide attempt reported By Ken Odor jodor@goochlandgazette

Board of Supervisors Chairman William Quarles said Friday he will seek one more term on the Goochland Board of Supervisors.

Former Goochland County Treasurer Brenda S. Grubbs failed to appear for a scheduled July 26 arraignment in Goochland Circuit Court on embezzlement charges. Instead, her attorney James Maloney produced a letter from Henrico Doctor’s Hospital stating she had been admitted

Saturday to the emergency room and was expected to still be in the hospital on July 26. A Goochland Sheriff’s weekly bulletin received Tuesday by the Gazette reports Grubbs attempted suicide. But those in the courtroom appeared unaware of the report. Judge Timothy K. Sanner asked whether the problem was mental or

physical and Maloney said nailed down.” “It may be both.” Judge Sanner set a new Special Prosecutor court date for Aug. 9 at Jeff Haislip said he was 2 p.m. contacted Saturday by the Goochland Sheriff’s Office, who told him a woman had been taken to the hospital from the Grubbs address on Whitehall Road. “We had talked about a plea agreement before the call Saturday,” said Haislip, “but nothing had been Grubbs

Quarles seeks third Benedictine a step closer to BOS term in District 2 moving school to Goochland By Ken Odor jodor@goochlandgazette

Board of Supervisors Chairman Bill Quarles is expecting some good news this week and it has nothing to do with politics. Quarles, 59, will soon be a grandfather, as his son and daughter-inlaw are expecting twin boys. Nevertheless, the District 2 Supervisor took time Friday to talk about the upcoming fall election,

Quarles hinted he might have other political ambitions in the future and that he thought three terms as supervisor would be enough. “I don’t want this to become a see Quarles > page 4

Despite objections voiced during an almost four hour long public hearing, the Goochland Planning Commission voted in favor of Benedictine School moving to Goochland. With a 100-year tradition in downtown Richmond, the school is requesting county approval to move its 274 students to the Abbey on

River Road in the fall of 2012. The 50-acre tract that now houses the Benedictine monks is already used by most of the school’s athletic programs, but neighbors along the River Road corridor said the move would negatively impact their neighborhoods The site is bordered by Route 288, the James River, River Road and the Pembroke subdivision. Other neighborhoods are located within earshot of the campus.

County planner Tom Coleman told a packed meeting room that the application raised some concerns, and staff suggested nmerous restrictions on the number of students and water requirements. Coleman said the school would be allotted 10,000 gallons a day. By state standards, that would be cutting it close, but actual usage figures are expected to be much lower, accord-

Bert Dodson drives a Pathfinder SUV, and these days the Lynchburg businessman is putting a lot of miles on it. Dodson is the Democratic candidate for the Virginia State Senate seat in the newly created 22nd District. The District stretches from city of Lynchburg, and includes the counties of Amherst, Appomattox, Buckingham, Cumberland, Fluvanna, Goochland, Louisa and Prince Edward, and he drives to just about all of his campaign commitments. He is the president of Dodson Pest Control, which employs more than 500 people in five states. He served on the Lynchburg City Council for 12 years, six as Vice-Mayor but in 2009, Dodson didn’t run for re-election, citing pressing company business issues as the reason for not seeking another term. “The business issues have been taken care of, and with the creation of this new district, I felt like it was the appropriate time to run for a state office,” Dodson said while having lunch at the Hickory Notch Grill on Wednesday, July 20. “I am the Democratic candidate, and the Republicans have five candidates who will face off in a primary to decide who will lose to me,” he said smiling. “Of all the candidates seeking the seat, I am the only businessman, and I believe

that will give me an advantage over whoever my opponent is.” Dodson believes more business people are needed in the Virginia General Assembly. “We need leaders who know how to create and maintain well-paying jobs with good benefits, while understanding that government over-regulation can sometimes curtail business expansion,” he said. “State government should be a partner, rather than an obstacle, to the success of business.” When discussing business development in Goochland County, Dodson noted that the eastern part that borders Henrico County seems to have everything needed for commercial development, and that if elected, he would work with all of the counties and towns he represents

to explore economic development ideas to attract new businesses to their area. Dodson also wants to do more for public education. “Now is not the time to be cutting public education dollars,” he said. “We need to be funding and creating more public education programs that will last for years to insure our children get a quality education.” He noted that many issues that are challenging our entire country are also issues that have to be addressed at the state level. “The economy and creating jobs might be the biggest issues we are facing at any level,” he said. “As a successful businessman, I know how to create jobs and run a company. I believe Virginia needs to implement some of the basic business guidelines successful entrepreneurs use to help

make our state stronger.” Dodson has received Democratic U.S. Senator Mark Warner’s endorsement and believes Warner’s popularity throughout the district will be a factor. Warner received 61 percent of the votes in the district when he defeated former Gov. Jim Gilmore in 2008. But in the 2009 Virginia state elections, Republicans won all three state-wide offices, governor, lieutenant governor and attorney general, capturing more than 60 percent of the votes for each office in the district. In the 2008 Presidential Election, Republican candidate John McCain carried what is now the 22nd District with 53 percent of the votes. Dodson will find out who his GOP opponent is Aug. 23, the date of the Republican primary.

New administrator ready to prove himself, given the chance By Jim Fields jfields@mechlocal.com

Dr. Steven Geyer is Goochland County’s new Director of Elementary Education, and in taking the job, he might have jumped from the frying pan into the fire. Geyer’s position has been open for some time, and during recent budget discussions between the public and the school board, more than one parent noted that several teachers could be hired or have their jobs saved with money the school administration was preparing to pay a Director of Elementary Education. “I was aware there was public concern about filling the position before I accepted the job, he said. “I didn’t realize what a hot topic it was until I got here. “I am going to do the best I job I can for Goochland County and the County’s elementary schools. Now that I’m here, I hope the parents and critics of the school system will give me a chance to prove that I deserve to be here. In a statement on the School Board’s Web site, Superintendent Linda Underwood made the following statement when announcing Geyer’s selection. “It was essential to have someone in Geyer’s position to work with principles and staff at the county’s three elementary schools to make sure each school’s programs are adequate, she said. “Without someone in that role, we could end up with uneven and ineq-

uitable math and literacy curricula. Geyer comes to Goochland from Clarke County, where he was a principal for 11 years, including serving as principal at both Berryville Primary and D.G. Cooley Elementary the last few years. In the May 25 issue of the Clarke Daily News, there was a story about Geyer’s departure. On the paper’s Web site, there were 16 e-mail replies within two days. Everyone wrote about what an excellent educator Geyer is and how he will be missed. Geyer, who is from just outside of Rochester, N.Y., received his undergraduate degree from James Madison University and his Masters and Doctoral degrees from the University of Virginia. “I came to Virginia to attend college and never left, he said with a smile. “I have a brother and sister who are also educators, and that’s unusual because neither of our parents are. Geyer and his wife have two children, a daughter who will enter the second grade this fall and a son who will be in preschool. “I attended public schools growing up and so will our children, he said. “I really enjoy working with children. They are our future. Working with them is very challenging and rewarding. At 37 years of age, Geyer has many years to move forward in a school administration career. “I have been very fortunate in my career in moving from teacher, to principal, to

a position in administration, he said. Geyer might have gotten his new job under difficult circumstances, but he is nevertheless concentrating on the task at hand. “I have no idea what is down the road. Right now, I am committed to being the best Director of Elementary Education for Goochland County that I can be. From the time I entered college Photo by Jim Fields when I was 18, all I’ve wanted Newly hired Director of Elementary Education Dr. Steven Geyer is aware of the controversy to do is be a teacher and educator. Goochland Rotary President Lowe, right Lunsford, right, presents Richmond Times-Dispatch Publisher Tom Silvestri with a book “Under the Ground” to sign following his talk to the club last Friday morning. The book will be read as part of the Rotary Reads Program at one of the county’s elementary schools and then presented to the school library.

Quarles continued from > page 1 lifetime career,” he said in an interview last Friday. “Three terms I think is adequate, to get in to do some of the things you have seen that there are problems with,” adding that others may have emerged that have qualified themselves to run for the board. “I will look for other things to do.” said Quarles. “Anyone worth his salt should be trying to seek the next level,” indicating he is interested in the General Assembly. Quarles, 59, said he has taken steps to “prepare myself for what comes along,” citing various seminars and training he has taken over the years. Most recently he attended a week-long County Leadership Institute in Washington D.C. sponsored by the National Association of Counties (NACo) and Cambridge Leadership Associates, one of 19 county leaders from across

the nation to attend. Quarles said the institute provided him an opportunity “to work with my colleagues from across the country on specific approaches to address the challenges we all face. Looking forward to another difficult budget process, Quarles said he would have preferred the board had advertised a 56 cent property tax rate during the last budget cycle. “I’m in favor of letting the citizens weigh in on the issue,” he explained, noting that advertising a higher rate does not mean it will ultimately be adopted. Goochland’s current property tax rate is 53 cents per $100 of assessed value, lowest in the region, said Quarles. First elected to the board in 2003, Quarles has served as chairman three times, his first being in 2008. He previously served as planning commissioner for the district after his appointment by then District 2 supervisor Dr. James Bowles,

his father-in-law. He attended the Virginia Association of Counties and Virginia Tech County Board of Supervisors Certification Program in his first term and is a graduate of University of Virginia’s Sorensen Institute for Political Leadership program. Quarles said if reelected he would be against the Board of Supervisors taking the raise recently approved for next year. “If we can’t give the rest of the county a raise I don’t want it,” he said. On the vexing Tuckahoe Creek Service District debt and the vision of rising ad valorem taxes to finance it stretching into the future, Quarles said he would take a three pronged approach, looking at enlarging the boundaries to take in new customers (who want to be included), adjusting fees for hookups and a possible restructuring of the debt. Completing the strategic

development plan and hiring an economic development director are also crucial to improving county finances, said Quarles. Quarles said he favors communication between the supervisors and the School Board and suggested quarterly workshop meetings of the two boards in the future, perhaps starting in the fall. “Our citizens need to know that we are talking to each other,” he said. Encouraging broadband access for county residents is also on Quarles’ agenda. “We need to have additional dialogue with Comcast and Verizon,” said Quarles, citing the importance of broadband access to economic development. Quarles said his philosophy of serving as chair was to keep it positive, even when citizens are critical. “They are speaking to the chair, not to me,” he explained. “I don’t take it personally.”

traffic and sewer issues, residents said locating a school in a rural section of the county would greatly disturb a lifestyle. Others said property values would be affected negatively. John Chewning said he did not want the school relocated to the site. “We moved out to a rural area 20 years ago,” he said. “I don’t want reveille at 7 a.m. in the morning. My selfish reasons are I don’t want the noise. I don’t want that increased traffic out there. I don’t want what I perceive as a loss in my property value,” Chewning said. Mike Bannon, who said he represented about 50 to 75 Benedictine alumni who oppose the move, said the institution is financially strapped, and could not afford upgrades to the private sewer system “We’re trying to be realistic. We’re very concerned about financing,” he said. Bannon said the sewer system has a useful life expectancy of 35 years and has been operating for more than 50. He urged the commission to defer any action. Estimates vary on how much it would cost to replace the old sewer facility, but it could run as high as $6 million. But alumnus Paul Kitchen, chairman of the Benedictine Board of Directors had an opposing view. “The alumni support this move, financially

and personally,” he said. District 5 commissioner Courtney Hyers said there were too many unanswered questions regarding the water, sewer, traffic and impact to take action and moved for deferral. Although seconded, the motion failed. “The application filed by Benedictine High School presents the county with the most consequential decision it has made about the River Road corridor and its neighborhoods in more than 30 years,” Hyers said. “I represent District 5 on the commission, therefore I’m especially cognizant of the views and desires expressed by the residents of the River Road corridor about the impact this proposal is going to make on their enjoyment of their property and the long-term financial viability of those properties,” Hyers said before the final vote. James Atkinson moved for approval seconded by James Crews who amended the motion to remove the 15year time limit staff recommended. The commission recommended approval of the application by a 6-3 vote. Ty Querry and Lowe Lunsford joined Hyers in voting no. The application now moves forward for Board of Supervisors consideration at their September meeting.

ing to Benedictine representative Darvin Satterwhite. Usage at Goochland High School is about six to eight gallons a day as opposed to the 16 gallon per person Department of Health guidelines. Planning staff reports indicated there could be a problem with the water supply. Satterwhite said the school could stay under the 10,000 gallon a day allotment. That is enforceable by a condition in the application that states when the school reaches 90 percent capacity; they can accept no further students. The Abbey is at the end of a water line that extends from Henrico County. Some neighbors said water pressure could become an issue with a large user added to the line. Staff’s report said the addition of the students would likely lower the pressure to below “acceptable levels,” even if a pump station were added. Longtime residents of River Road said the increase in traffic with a potential of 500-plus students was substantial. “River Road is a Virginia State Byway,” said Deborah Lawrence. “It was not intended to have this many cars up and down this road constantly. Lawrence said she has lived on River Road for 20 years, and has noted an increase in traffic since the school opened its athletic fields. Satterwhite said the school would install a strict pattern that would ensure most of the traffic would approach from the Patterson Avenue access. Lawrence said she’d heard that before when St. Catherine’s moved their fields across the street from her home. “That lasted two years and they gave up on it. It was not practical. It did not work, and the students did not adhere to it,” she said. Besides the obvious water,

Ten Years It’s been almost that long since Americans woke up to a frightening new reality, watching the twin towers of the World Trade Center topple into the streets of Manhattan after two jetliners crashed into them, the Pentagon smolder after being struck by another and heard the story of the brave passengers who thwarted terrorists on a fourth plane in Pennsylvania, giving their lives in the process. Most of us remember exactly what we were doing on that Tuesday. Still working as a photographer for our newspaper group, I had no morning assignments, so I slept a little late and by the time I got up and switched on the news, the first tower was already burning. I guess it’s fair to say that nothing’s been the same for me since I flipped the switch on the TV to see the image of Tower One smoking and the poor souls jumping to their doom to escape the flames. I’m afraid it hardened my outlook but then something happens to remind me what’s really important, like today, when I had the privilege of watching two happy parents fussing over their newborn while eating lunch at a local restaurant, oblivious to the pleasure their attentions to their baby gave bystanders. That kind of joy will never change, no matter how many planes crash into buildings. Fast forward to 2011 and the quickly-approaching tenth anniversary of the terrorist attacks and one wonders how the world would be different had the attacks not taken place.

But we’ll never know. Each moment flows from the moment before and try as we may, we’re always stuck in the present. A couple weeks ago I wrote a tongue in cheek column about the still ongoing debt ceiling negotiations, if such a chaotic spectacle can be called negotiating. At the time, I fully expected some resolution or at least the prospect of one by this week. That was evidently too much to ask, as the President and Congress are still hurling charges at one another about who is at fault for the lack of progress. Maybe if they thought back to 10 years ago they would be able to concentrate on getting this rather distasteful job of raising the limit of the amount of money the nation is allowed to borrow raised and get to work on some serious plan to rein in federal government spending. But I doubt it. Because what is really going on, as many have observed, is just part of the 2012 presidential campaign, the result of which will likely determine if the federal government continues to expand or sees its growth slowed, or, dare one even wish for it, reversed. Returning to memories of September 11, like just about everyone, we’ll be thinking about doing some special stories about that terrible day as the anniversary approaches. If you’d like to share your memories with us, start thinking back about what you were doing that sad morning and send us your story.

OPINION: Letters to the Editor

July 28, 2011

Letters continued from > page 6 there is no logical reason to expect any improvement in our representation. If the voters of District 1 want to implement positive change for our district and see our county move forward into the 21st century, there needs to be a change. We have someone who has voiced a desire to unseat our current board member and begin to work toward improving the plight of our citizens in District 1. Susan Lascolette has stepped forward enthusiastically and said that she is ready to roll up her sleeves and go to work for us. All she needs is an opportunity to be seated at the table of the Board of Supervisors and I think she should be afforded that opportunity. Having founded the Tea Party movement in Goochland, Susan is well aware of the political process and is eager to help us out of the rut we have been in for far too long. A proponent of no new taxes, fiscal restraint, accountability, and more transparency in local government affairs, she represents the breath of fresh air that this district needs. I urge responsible voters in District 1 to rise up and let your vote be cast for the change that is way overdue. There will be no change as long as we rest on our laurels and do nothing to demonstrate that we will no longer tolerate our voices not being heard at future board meetings. Will you join with me in casting your vote for Susan Lascolette so we can begin to move forward and have our voices heard? Fred L. Briley Goochland

Courtney Hyers uniquely qualified to lead District 5 Recent letters concerning Candidate Courtney Hyers lodge erroneous and disingenuous accusations. Courtney Hyers has not been handpicked by Jim Eads or anyone else to represent District 5. She is far too accomplished in her own right to rely on others to lay the groundwork for her campaign. Courtney had an exemplary career in tax law and business for CSX Corporation representing that company in complex litigation nationwide. She has been a resident of Goochland for 17 years, a member of the Planning Commission since 2007, and understands that Goochland needs to expand its business base in areas specifically designated for growth (West Creek). She served on the Governor’s Commission on Government Finance Reform which provided her

with keen insight into many of the financial problems our County has faced. As a member and recently elected Chairman of the Planning Commission Ms. Hyers understands the County’s Comprehensive Plan, and has worked tirelessly to maintain the integrity of Plan. The future of Eastern Goochland is in peril. There are some on the Board of Supervisors who believe Goochland should mirror Short Pump. Courtney Hyers simply disagrees with that vision. Growth must be measured and managed. If not, significant tax increases will be required to keep up with rampant growth. Roads, Schools, Police and Fire are only the beginning. Developers never contribute to actual costs of growth. Their “proffers” merely scratch the surface. Unchecked growth has wreaked havoc in neighboring counties and Goochland should not jump on the bus and follow suit. The fact that Courtney

has not been endorsed by or benefitted from contributions from any Developers speaks volumes about her candidacy and vision for the future of our County. Make no mistake, Ms. Hyers is not opposed to growth, but believes in managing growth that will benefit Goochland County. One important distinction between Courtney and her opponent, Ken Peterson is that she does not believe that the balance of the County should be taxed to pay for the bond debt of the Tuckahoe Creek Service District. Ken Peterson is a likable person, but from all appearances is a one-issue candidate. Concentrating on our past will not lead us into the future. The lack of a clear vision for our future will not lead District 5 or the County in a direction that Goochlanders have expressed their preference for. We need a Supervisor who represents what the people want, not what someone feels

www.goochlandgazette.com is best for us. Courtney Hyers is the right person, with the right vision and this is the right time for her represent District 5. I urge everyone to vote on August 2nd, and I believe Courtney Hyers deserves your vote. Don Sharpe Crozier

Peterson chose Goochland I think it is important for voters to know that Ken Peterson chose to live in this county. He could have selected anywhere to live. He has no family or job that brought him here just an interest and desire to enjoy what Goochland County has to offer. He has chosen a path to lend his business expertise to help develop this county to preserve its rural culture. He has spent countless days attending various county meetings to get a current and historical perspective. He has spent endless days reading county documents inside out to understand its financial situation. He has opened my eyes to many issues that are presenting themselves in this county. I have lived in the greater Richmond area for 31 years. I now realize that being a long time resident does not automatically provide a person with an indepth understanding of the underpinnings of this county’s dynamics. Ken’s knowledge, dedication, and effort proved that to me.

someone who is either habitually late or who doesn’t attend meetings of commissions to which they have been appointed to represent as supervisor of their district? Courtney Hyers was appointed on February 6, 2007 by 5th District supervisor Jim Eads to serve on the Goochland Planning Commission. Commission members and members of the community who regularly attend commission meetings complain that Hyers is consistently late to these meetings 95 percent of the time. Supervisor Eads appointed Hyers to represent Goochland County on the Richmond Regional Planning District Commission on August 7, 2009. RRPDC attendance records show that Hyers attended meetings in 2008 as follows: Feb. 14, March 13, April 19, June 12, July 10, September 11, Oct. 9 and Nov. 13. Records further show that Hyers attended a RRPAC on April 9, 2009 and did not attend any other RRPDC for that year or in 2010. James Crews, District 4 Planning Commission member was appointed in May of 2010 to fill Hyers’ unexpired term. My question to you is this – can you, in good conscience, elect someone to be our supervisor when they have been lax in carrying out their responsibilities in serving you and Goochland County? in both our volunteer first responders and in those who represent us at the local level. Over the years we have been very impressed with Courtney Hyers and wholeheartedly support and endorse her for the Board of Supervisors. Courtney has represented our district well in her position on the Goochland Planning Commission. She does her homework in advance, has the ability to drill down to the problems and issues of a case, and suggests workable solutions. She is intensely focused in meetings and asks detailed questions in order to best understand each case coming before the planning commission. We are confident that those skills will serve her well at the Board of Supervisor level. Courtney is quite aware that Goochland is growing, yet she tries her best to represent her constituents so that that growth has the least possible negative impact on our community and preserves the quality of life that we all enjoy in the county. She is intelligent, well-spoken and an asset to Goochland. We ask that you support her at the Republican canvass-primary on August 2nd at Dover Baptist Church, where voting will take place from 10 a.m. – 7:30 p.m. Margie and Andrew Farquhar Dover District

Pure and simple vote for Susan District 1 voters have a very important decision to make. The Republican Primary is August 2nd and I am asking you to get out and vote for Susan Lascolette as the Republican candidate for District 1 Board of Supervisors. Susan is the best candidate for the job pure and simple. Her career as a Manager in Insurance Underwriting provides a solid background for the tasks that will come before her.

Susan is level headed, straightforward, but most importantly, honest. Honesty, transparency and accountability in our local government are a must and Susan will ensure those virtues. Susan is well educated on the issues that face our local government and what has gone wrong for so long - she will not be one to sit on the sidelines. It is our duty as registered voters to send a message that we will no longer allow unexplained shady, shaky, and behind the scenes decisions to be made by our elected officials. The message will be loud and clear if you will please take this very important first step and vote for Susan Lascolette for the District 1 Board of Supervisors candidate in the upcoming Republican Primary on August 2nd. Marjorie Mayo Columbia

Two qualified GOP women Next Tuesday, Aug. 2, Goochland County has the opportunity to step forward into a new way of doing business. Not one but two outstanding Republican women have stepped forward, hand picked and managed by absolutely no one but themselves, to stand for District 1 and District 5 nomination for Supervisor. Only once in Goochland history has a female served on our Board of Supervisors. If elected, old deals struck and sealed by back slapping, winks and nods will crumble. We will have a new approach to representation that is accountable, efficient and citizen centered. They also will be appointing the representatives who serve and vote for their districts on the Planning Commission. All that is required now is for the voters to point the way. Supports change in government I read Jonathon Lyle’s long letter on the subject with interest. I’ve been a Richmond resident for close to 40 years, with 12 in Goochland. I spent my business career as a CPA partner with a national public accounting firm. In addition I have served as a school board member, a trustee of a college, an officer of several non-profit entities and as an advisory board member to a private manufacturer.

As I understand it the Goochland Treasurer is an elected constitutional officer and as such does not report to the county administrator or the board of supervisors. In my experience with public and private organizations there is no case where the treasurer does not report to the chief executive or chief operating officer of the enterprise. In addition, the treasurer is hired by the organization, usually after an extensive search. In Goochland’s case, who is responsible for establishing an effective system of internal control over financial transactions? As I recall from reading the auditor of public accounts comments on the

If the only way to have the Treasurer hired by, reporting to and accountable to the CEO of the County and the Board of Supervisors is by changing the form of government then so be it. I would suggest that the Board of Supervisors appoint an ad hoc committee to study the issue and report their recommendations to the Board and the citizens of Goochland.

The Beauty and Culture of Haiti return to The Cultural Arts Center at Glen Allen Contributed Report

ighteen months since the devastating earthquake, the resiliency of Haitians in the face of adversity is unshaken as reflected in the gallery exhibition, “The Colors of Haiti.” The exhibition opened in The Gumenick Family Gallery at The Cultural Arts Center at Glen Allen on Thursday, July 14 and continues through September 11. The vibrancy and beauty of Haiti and its culture continue to be depicted through colorful paintings by Haitian artists including Watson Etienne, Gerald Michael Lafontant, Jacques LaFontant, Harold St. Jean, and Wilbert Laurent to name of few of the sixteen artists that are part of the exhibition. In July 2009, the first exhibition of “The Colors of Haiti” opened in The Gumenick Family Gallery and quickly became one of the highest attended exhibitions at The Center. As a result, The Center in partnership with Midwives for Haiti once again features the art of this diverse culture. The 2011 exhibition features artwork by many artists that were not a part of the 2009 exhibition. The exhibition is

curated and sponsored by Midwives for Haiti. Art sales from the exhibition will help to support their mission. With four works of art in the exhibition, artist Gerald Michael Lafontant began painting at the age of twelve, practicing his skills by helping the elders build floats for the carnival festivals. By 1968 painting had become his passion. Working with oils, he experimented with styles, using the natural landscape of his native town as an inspiration. In 1971 he started showing his work in the Nader Galleries in Port-auPrince. His style at that time was very similar to the works being done by Prefete Duffaut so he continued to experiment with different techniques to create a style that would better define his works. As a result, his works display a variety of styles that compliment the subject matter. The landscapes of his native town show a fanciful, charming approach to the beautiful seaside town of his youth. On the other hand, he paints the water scenes in bold strokes, large blocks of color, giving strength to the small boats that venture out continued on page 11

to sea. His works grace many of the businesses in Jacmel as well as Port-au-Prince. In addition to working as professional artist, Lafontant has been working as the only carnival float maker in Jacmel since 1968. His paintings have been displayed in the Dominican Republic, Martinique and Florida. Displaying six paintings in the exhibition, Wilbert Laurent has been painting all his life. He lives in Jacmel and paints every day but Sunday. He is proud to be able to send his three children to school. Mr. Laurent’s paintings share a common trait of other Haitian art, many bright and primary colors and a distortion of distance and depth. Buildings, people, and landmarks are stacked against each other and finding new details of interest each time one looks at his paintings is common. His scenes of the country side, of scenes in the city, of Haitians going about their daily activities are a favorite of collectors. One can tell by his paintings that he loves his country and his people. Also with six pieces of artwork in the exhibition, Watson Etienne is considered one of the rising stars in the Haitian art world. He received his education at the College Francais in Carrefour and the Lycee Luois Jespeh Janvier as well as the Art at the Etude Atelier Louizor Art Plastique Peinture. He paints in an impressionistic style that captures detail as well as form and color. In his paintings he depicts the activity of daily life as well as city scenes and landscapes. His paintings have been featured in many exhibits both in Haiti and abroad. The Gumenick Family Gallery is open Monday through Thursday, 9 a.m.-9 p.m., Friday, 9 a.m. – 5 p.m. The Gallery is also open during performances and special events. Admission is free. Commission recommends approval of changes for Manakin Road project Hyers elected chairman at recent meeting By Jim Ridolphi news@goochland gazette.com

A changing real estate market forced one developer to request a change in proffers for a Centerville development approved in 2007 in at last week’s Planning Commission meeting. Centerville Land Holdings

LLC asked the Planning Commission to consider proffer changes to a 46-acre development approved for a tract on Manakin Road, about 800 feet south of Broad Street. The property was rezoned to Residential Planned Unit Development (RPUD) with densities up to 2.5 units per acre. At the time, the developer said the units would be condominium style age restricted units. The original plan called for 114 units to be constructed on the land, but the latest

revision reduces that to 105 single-family homes. Darvin Satterwhite who represented the developer, said the homes projected are three bedroom styles priced at around $350,000. “The market we had back in 2007 that was sustaining the type of sales with age restricted housing and condominium units is not the same market we have today,” Satterwhite said. “It’s a smaller project,” Satterwhite told the commission. He said the development would closely resemble

a The Parke at Centerville on Hockett road “The development at The Parke at Centerville is basically a sister project to this,” Satterwhite said. “That particular project has sold very well. The type of homes there are comparable to what we’re doing here,” he added. In the original rezoning, the county agreed to lower proffers since the development was age restricted and would not affect schools. Satterwhite said the revised plan calls for full payment of the proffer of more than

$14,000. Satterwhite said based on numbers at The Parke, he did not anticipate a large number of school age children in the new development. If that does happen, he said the proffers would address those issues. “That’s what they are for, and the educational component is a big part of that,” Satterwhite said. Commissioner Ty Querry asked how such a development would enhance the county’s efforts to attract affordable housing. “We

had condominiums that were affordable to teachers and Fire/EMS,” Querry said. “Now we have $350,000 homes. That kind of takes away from our efforts to get more affordable housing in the county,” he added. The commission recommended approval with Querry casting the only opposing vote. In other matters, commissioners elected new officers for the upcoming year. District 5 rep Courtney Hyers was elected chairman, and Tommy Carter was elected vice chairman.

Weather changes, RCC’s McCue does not

File photo by Charlie Leffler

Last year, Richmond Country Club greenskeeper Greg McCue, battled near drought conditions to provide excellent playing surfaces for Futures Tour professionals including Jennifer Song, above, who won the Greater Richmond Golf Classic. This year McCue is facing a different set of challenges in preparation for the Eagle Classic coming to RCC Aug. 12-14.

Greenskeeper keeping up with sudden heat as Eagle Classic nears BY CHARLIE LEFFLER cleffler@goochlandgazette.com

At this time last year, Richmond Country Club greenskeeper Greg McCue was in the midst of one of the most difficult challenges of his career. Scorching temperatures combined with draught conditions to make McCue’s job a daily battle maintaining golf course conditions for the rapidly approaching Futures Tour event at the club. The weeks leading up to the tournament were filled with pressure for McCue and RCC President Greg Solomon. “I was worried about it and Greg (McCue) was too,” Solomon said. “It was literally down to him walking across greens barefoot watering them personally.”

McCue’s investment in his responsibilities was evident. “The green are, to him, like his babies,” Solomon said. McCue’s hard work paid off and provided the professional golfers with one of the best courses they’d seen during the season. “The players that stayed with me last year said four of the last six places they played, the courses were almost com-

pletely burned out,” Solomon said. “Our club was in better shape, in spite of all the heat, than anything they’d played on for most of the season.” This year, the milder temperatures and regular rain had McCue hoping his job might be much easier. But that all changed. “It was actually looking really fantastic up until last week,” McCue said. “Everything was

going great and we had maybe only two different times that it was really hot.” With the LPGA Eagle Classic two weeks away and temperatures soaring into the triple digits McCue is once again scrambling. “It’s like it came in so late that the grasses really didn’t have time to harden off really well prior to getting the heat stress,” McCue said. “Usually if you get a good heat stress earlier the grass is more apt to take care of itself during another heat stress. Doing it two weeks prior to an event puts a lot more stress on it all at one time.” But McCue, who last year proved he was one of the best in the business, wasted no time in keeping up the current weather conditions. “We’ve been doing a good job with it and everything seems to be surviving,” he said. Ironically, the early season challenge for McCue was temperatures that were not hot enough. While hot, dry weather is the enemy of the bentgrass on the greens, milder weather does no favors for the Bermuda Grass on the fairways, tee boxes and roughs coming out of winter dormancy. “That’s what was wrong in April and May, it wasn’t warm enough at night and we were getting a lot of cool, cloudy

days during that time period,” McCue said. “The ground just wouldn’t warm up and the fairway grass wouldn’t’ come in. “In the spring we were having problems getting the fairway grasses to fill in and have a good tight lie for people to hit off of,” McCue said. But temperatures eventually warmed, the fairways and tee boxes filled in and everything looked good until the sudden shift in weather last week. However, McCue is not as concerned as he was last year. “We’d like to see another good cool week maybe next week and let everything come back a little bit,” he said. “Hopefully it will get down to around 90 every day so that the grass can recuperate a little bit going into the tournament week.” The measure of McCue’s success last year can be balanced by the fact playing conditions

will vary little for the players this year despite drastically different weather. “It really hasn’t made that much of a difference,” he said. “We’ve basically got better conditions going into the tournament this year than last year, only because we haven’t had to battle the heat. It really hasn’t changed the playing conditions that much because we did so well last year.” Events for the Eagle Classic will kick off at RCC Tuesday, August 9 with a Junior Golf Clinic at 4 p.m. Pro-Ams will be played on August 10-11 with a fashion show at 6:30 p.m. Thursday. The $100,00 purse Eagle Classic Tournament begins on Friday, August 12 with a Military Appreciation Day and flyover at 7:45 a.m. The tournament continues through Sunday, August 14 with gates opening at 7 a.m. each morning.

Goochland gets World Series berth Staff reports

Last week the Goochland 17-19 baseball team earned a trip to the Dixie World Series in Ozark, Alabama by beating South Boston 16-6 to claim the Virginia State Championship. It was the third matchup in three days for the pair. On Monday, Goochland handed South Boston their first tournament loss with a 14-3, five

inning victory. On Wednesday, South Boston emerged from the loser’s bracket and Goochland watched their first opportunity to claim a state championship slip away in a 10-9 loss. However, the GYAA baseball players bounced back in the Thursday rematch, racing out to a 16-2 lead before taking the win. The game was highlighted by four home runs from Goochland.

The Goochland defense limited South Boston to five hits while recording 11 hits of their own. Dylan Wratchford led the way with four hits including a pair of home runs and a double. Clark Wilson had three hits for Goochland. Anyone interested in supporting the team of 18 boys and three coaches that represent Goochland and Louisa Counties can call Stratford Slator at (804) 539-3761.

Last week in Buckingham, the GYAA Majors (11/12 yr old squad) picked up four victories in the District Tournament to win the District Title. The Goochland team (and fans) also received the Sportsmanship Trophy. The team is now

preparing to head out to the 2011 State Tournament in Troutville, Va. at the Botetourt Sports Complex. The opening ceremonies are Friday, July 22. The games begin Saturday and could run through Thursday, July 28.
