It’s time for the county to step back, take a look at its schools, and see the big picture, said Goochland County School Superintendent Linda S. Underwood at last week’s school board workshop. “I’d like see a comprehensive, systematic process allow the board, school staff and the community… to see what we’re about, what we believe in, what are our goals are for the future and how we’re going to get there,” said Underwood. The school superintendent asked the school board how they could proceed with creating a plan that would renew the district’s mission and reestablish its priorities. “There are different ways we can do it,” said Underwood, suggesting options such as an outside facilitator to guide what could be a year-long process. School board member Andrew Meng said that a previous comprehensive plan had been a joint effort between the school board and the board of supervisors. County Administrator Rebecca Dickson

One aspect of Goochland County’s educational system that has received continued community attention is the county’s gifted program. Sekou Shabaka, speaking on behalf of the education committee of the Goochland County branch of the NAACP, asked school administration to address issues of disproportionality for Goochland’s black students. Shabaka, who has raised this issue to the school board before, said that disproportionality is revealed by how the county identifies gifted students. That process, said Shabaka, “does not seem to take into account the cultural and socioeconomic factors of the youngster, the distinct cultural differ-

Quick Hits Recommended fees The school board voted unanimously to approve the superintendent’s proposed fees for 2010-11: All students in grades kindergarten through twelve will be required to pay a $20 instructional fee. At the elementary level, depending on what classes are taken, the total cost of fees will range from $20 to $45; middle school fees will range from $20 to $48; and high school fees will range from $20 to $399. Underwood said that students who are qualify for free or reduced lunch will have their fees waived or reduced. “I take offense to being nickel-and-dimed to death,” said Maidens resident Michael McDermott during the meeting’s public hearing. McDermott said that the school budget should include enough funding to fully educate the county’s children so that additional fees are not necessary. Health insurance Goochland can save money next year if county and school employees combine their health insurance plans and switch to Anthem Blue Cross and Shield’s TLC program, said Underwood at last week’s meeting. “Although there are some changes, we believe that moving to TLC will provide comparable or better services to the school staff who participate in the health benefits program,” said Underwood. The school board voted unanimously to approve the new insurance plan if the county will agree to participate. Over at the kids’ tent Thomas Fox, also four, was planting collard seeds in a box he had painted. He was helped by Tim Adkins and Sean Shepherd of the “Backyard Farmer.” According to their brochure, the two men work to help spread the idea of “growing food in the backyards of Richmond communities.” “We’re teaching kids how to grow their own food,” said Adkins. Thomas’s mom Paige said it was their second visit to Kids Day, where her daughter was selling earrings. “She’s sold about half of them already,” said Paige. Hopkins gave much of the credit for the success of the even to volunteer Kids Day coordinator Stephanie Falconer. “Kids Days have been fantastic mostly due to Stephanie,” said Hopkins. Falconer said the entertainment like the “Mutton Bustin” was designed to draw more youngsters to the event. “We’re trying to make it bigger and better,” she said. Nancy Fitzgerald of ManakinSabot didn’t bring a child, unless you count 13-year-old Maltese Maggie, who watched everything from her special shoulder dog case. “She goes everywhere with me,” said Fitzgerald. Business seemed to be good for all vendors, for both kids and grown-ups. On a cool summer day the parking area next to Grace Episcopal Church was almost full. As closing time approached, Rockcastle Farm’s Stu Doetzer said he had had a real good day.

Thompson trial delayed again Judge questions whether private prosecutor can try case By Ken Odor jodor@goochlandgazette.com
About 50 people showed up for the scheduled trial Monday of Annette Thompson in Goochland District Court on nine Class IV misdemeanor counts of inadequate animal care. They left almost two hours later with the case still unresolved and a new trial date not yet set. Thompson operates the Pet Rescue Foundation in Hadensville. The charges against her stem
from an investigation by an ad hoc group of animal welfare advocates. Their search led to two original charges being filed against Thompson on February 27, one a Class I misdemeanor charge in the death of a horse which was later determined to have been euthanized at the foundation. That charge was reduced to a Class IV misdemeanor before being dismissed when it was determined that the one year statute of limitations had run out. That left one Class IV misdemeanor charge outstanding. Thirteen new complaints were filed in early April. At the May 24 court date a continuance was granted the complainants after Judge Carpenter accepted Arlington attorney Heidi Meinzer as their representative.

But Monday, citing several Virginia Supreme Court cases and a ruling by the Virginia Attorney General, Judge Edward Carpenter said any prosecution by a private prosecutor must be supervised by the public prosecutor. “The public prosecutor must remain in continuous control of the case,� said Judge Carpenter. That seemed to contradict Judge Carpenter’s own ruling on May 24. On that date Carpenter allowed Thompson’s complainants to retain a private prosecutor, and said that a recent Virginia Attorney General ruling prevented the Commonwealth’s Attorney from prosecuting Class IV misdemeanors. At the next scheduled hearing, on July 12, private prosecutor Meinzer dropped five of the charges and Judge Carpenter granted a continuance until August 2 at the request of both Meinz and Thompson’s attorney, Darwin Satterwhite. At Monday’s hearing, Judge Carpenter said he had reviewed the question of the private prosecutor in the last
few days with a staff attorney at the Virginia Supreme Court. “This is something I wish we had addressed more fully,� explained the judge. “I don’t see how you can continue as a private prosecutor absent the public prosecutor remaining in control of the case,� he said. After a recess of more than half an hour, Meinzer asked for a continuance. The next hearing date will be August 23 at 2 p.m., at which time it is anticipated that the question of whether or not a private prosecutor can try the case will be decided. Once that question is settled a new trial date will then be set. The hearing left attorney Meinzer frustrated. “You get a continuance because you are allowed to have counsel and now you get a continuance because you can’t have counsel,� she said. One of the complainants echoed Meinzer’s frustration. “It would all be over by now if we hadn’t been allowed a private counsel,� said Maria Cline.

The next time Goochland Fire and Rescue brings a patient to Henrico Doctors Hospital, emergency room staff will know what to expect. That’s because Goochland is using 10 new Panasonic Toughbook laptop computers to send patient information to the hospital while the patient is en route, said Volunteer Captain Tom Ferris of Company 5. Transmitting patient diagnostic information will make it easier for emergency room staff to prepare for patients before they arrive, said Ferris. “We are the first in the Richmond metro area” to use the system, he added. The old system involved cell phones, said Firefighter /EMT Chase Stirberg, project coordinator for the new method. Stirberg went to Danville in December for a training session in this latest technology. Ferris said Goochland’s Fire and Rescue and Henrico Doctors Hospital are the first in the region to establish this system under the new Virginia Pre-Hospital Information Bridge.

Money for the 10 new laptops, one for each Goochland ambulance, came from a $39,000 grant from the Office of Emergency Medical Services. Now crews can transmit information such as blood pressure, pulse, respiration, drugs administered and other patient history data before the patient even reaches the E.R. “We’re always looking for technology to do the job better,” said Deputy Chief of EMS Eddie Ferguson. All county EMS staff has been trained to use the new laptops. “This has made a differ-
ence in cardiac care,” said Ferguson. It can help get a patient into the cardiac catherization lab quicker, he said. Ferguson said Goochland has had a “door to balloon time” of as little as 23 minutes. That’s the time a patient enters the ER until a balloon was inserted in a coronary artery during catherization. Goochland transports more patients to Henrico Doctors Hospital than to any other medical facility, said Ferguson. “We try to choose the most appropriate facility,” said Ferguson although the patient’s choice of a hospital
is also considered. “The hope is that all hospitals statewide will embrace the system,” he said. The new system also makes it easier for EMS personnel to retrieve patient histories at Henrico Doctors Hospital after the visit, said Ferguson. Goochland County District 3 Supervisor Ned Creasey praised the department. “I think it shows how much we are on the cutting edge out here. It’s one of the things that can be accomplished when everyone works together,” said Creasey.

Diving into the deep Goochland County wants you to get involved. That’s the message that’s being sent out these days—last week school administration announced a desire to solicit community participation in creating a “big picture” plan for education, Goochland County Fire-Rescue is registering volunteers interested in taking EMT training and the Goochland Leadership Enterprise class is soliciting applications. For a lot of us, especially during the sultry days of summer, lingering on the front porch and discussing issues over a glass of chilled tea is preferable to actually doing anything. But, and we’ve been saying variations on this theme fairly often in this column lately, there’s no reason you can’t put your glass down for the few minutes it will take to fill out a registration form or make a phone call. EMT and GLE classes don’t begin until the fall, so you don’t have to get serious quite yet. Once the weather cools, though, you’ll be able to jump into an opportunity to make a difference. We’ll have to wait to see how the school snapshot idea will develop, but the GLE class, and this year’s group will be the fifteenth to experience it, is an established entity. The idea is that 25 citizens meet two or three evenings a month to learn more about how the county operates—featured topics include Goochland’s history, administrative operations, agricultural tradition, educational resources and economic development. At the end of the class, which runs from September through March, participants sit down to dine with the Board of Supervisors, who will discuss the issues confronting the county. The point of all this is for people to learn more about where they live, so that they can more fully contribute to the county’s leadership pool. Golden Rule Goochland County is a lovely place to live and enjoy life. As The Gazette recently indicated in an article by Ken Odor it is also one of the wealthiest counties in the United States. As the article also pointed out, one must be cautious in reading too much into those numbers. Of the approximately 20,000 county residents, all may share the joys of the counties beauty but not all share isn its monetary wealth. The county YMCA has about 4,000 members, and more than 60 percent require financial assistance for their membership.

For the truly less fortunate the county does provide some important services but other contributors are individuals, NGOs, churches, etc. The Golden Rule is very evident in the county, even in these very difficult economic times. This Rule predates the religious values and laws that speak to this Golden Rule in the Judeo-Christian and Islamic faiths by many centuries and requires us all to sacrifice in some manner our wants for others’ needs. In the 21st century, in our very wealthy county, some of our neighbors still require wood in the winter for warmth, and lack indoor plumbing, adequate clothes for their children, important medical care and many things most of us take for granted.

The beauty of what we do is, that we do it, not the government to whom we pay a variety of taxes , we do it. Nickel-and-dimed According to Goochland County’s Adopted FY2010 - 2011 Budget, our schools receive $20,500,000, representing 51 percent of our county’s $40,000,000.00 General Fund. While attending last week’s July 27 School Board workshop meeting, this taxpayer discovered how our misguided school administration, aided and abetted by our “rubber stamp” school board, keeps finding ways to dig deeper into our pockets through additional fees. The list starts with a $20 K-12 instructional fee. Using last year’s 2,453 enrollment, this represents $49,060. Moving down the list, for the sake of brevity, why are our middle school students being charged $5.00 for science? Why is there a high school $10.00 art/technology fee? When I moved here from New Jersey in 1993, many verbal examples of
“southern hospitality” us “damn Yankees” heard were accompanied with the phrase, “We don’t care how all y’all did things up North!” My point being, the goal of public schools is educating the public, equally, with public (tax) dollars. To further dip into taxpayers’ wallets with a plethora of egregious accessorial “educational” fees is distasteful. I don’t care if we’ve done it here before, how we did it “up North,” or how they do it in “Henricah,” I am going on record as opposing all additional fees and will personally refuse to pay them! I believe that it is our civic and American duty to provide a full and complete public education to all who choose the public path, to include arts, advanced placement academics (and testing), athletics, and extracurricular activities. If, under our current, bureaucratically top heavy, budget, we can’t afford funding any or all of these items, then so be it. On the other hand, either denying any or all of these items to those without means, or waiving payment for any or all of these items to those without means are both discriminatory, and thus not in the spirit of public education. Imagine going to the supermarket and being charged an additional “refrigeration fee” for items which require refrigeration. Here’s another example - our county provides transfer see Letters > page 10

Registration for the fall 2010 semester is under way at J. Sargeant Reynolds Community College. Students can register inperson in the Student Success Centers located on each campus from July 26 through Aug. 20. Last week, Goochland’s Charlie Hayden made his first trip to Richmond International Raceway. Though a big fan of athletic activities, Hayden is admittedly not a race fan. “I love outdoor sports,” he said. “I never got involved in the races too much. I love hunting.” As such, instead of racing it was a diverse meeting of veterans that brought Hayden to the track for the first time in his life. It was at RIR that Hayden, a Vietnam veteran, came face to face with NASCAR veteran driver Richard Petty. Hayden was confined to a wheelchair in June of 1966 after shrapnel from a mortar round struck his spine. He has been active in the Paralyzed Veterans of America ever since serving as both Chapter President and Vice President of the organization. But currently he takes on a different role. “I’m sports coordinator for the chapter,” he said. “What I do is a make arrangements for the veterans to go out and do all kinds of outdoor activities, hunting and fishing.” And though not a race fan, Hayden was well aware of Petty’s reputation. “I’ve heard of him I’d just never gotten into (NASCAR),” Hayden said. “It was a great thrill to meet maybe the world’s best.” Petty was in town to promote the NASCAR Foundation Track Walk
to benefit the Paralyzed Veterans of America. The event will take place at RIR on Sept. 11 prior to the NASCAR’s “One Last Race to Make the Chase.” Hitting the track has always been a big deal to Petty, but through the Track Walk the man who is the undisputed King of NASCAR hopes to make a greater impact on foot at RIR than he ever made driving a race car. “This one in particular is big in my heart because it’s paralyzed veterans,” Petty said. Petty spent time chatting and laughing with the disabled veterans before making a plea to local business owners to get involved in the charity event. “We can’t say thank you enough and try to get them back into the mainstream,” Petty said. “It always feels good to try to help people, to me. But when we look at the Paralyzed Veterans of America and what they’ve sacrificed and what they do to let us do what we want to do, how can you say thank you? What can you do? And that’s why you work with the Paralyzed Veterans of America.” By making a tax-deductable donation, ticket holders will have the opportunity to walk the ¾ mile track alongside hundreds of others including Petty and NASCAR drivers Kasey Kane, AJ Allmendinger and Emporia’s Elliot Sadler.

Henrico CASA seeks volunteers for upcoming training class Not for the fainthearted, job can be very rewarding By Ken Odor Media General Staff Writer Henrico CASA is looking for a few good volunteers for a job that can be both very demanding and very rewarding. CASA volunteers serve as the voice of abused and neglected children in the court system. They come from a variety of educational and professional backgrounds.
Legal experience is not required. Participants receive training to conduct interviews, research and investigate cases, provide written reports for Juvenile Court judges and assist child welfare professionals and case attorneys. Last year, volunteers served as advocates for 277 children, donating nearly 10,650 hours to their cases. “We’re always looking for new people,” said Program Director Dayle Goldberg last week. She noted that although demand for the services of CASA volunteers is usually fairly steady, this year started off “with a
surge of cases.” “We can take up to 30 volunteers,” said Goldberg. “We would like to enroll the max.” Being a CASA volunteer is not for the fainthearted. “This is not lightweight,” said Volunteer Coordinator Jaime Haskins. It’s not a mentorship program for those looking to polish their resume. Haskins and her fellow volunteer Coordinators Kathy Dean and Barbara Garrison made it clear it’s a program continued on page 3
Freeman High School FBLA (Future Business Leaders of America) members Grant and Eric Morris received first place in Banking and Financial Systems Competition at the National Leadership Conference held in Nashville, Tenn. July 14-17. For winning this competition, they will receive a $1,000 award. The competition was part of a fourday program bringing together nearly 8,000 top students and their advisors from every state. Students earned the honor to attend the national conference following wins in state-level competition. Fifty competitive events included such topics as Accounting, Banking and Financial Systems, Business Ethics, Emerging Business Issues, Entrepreneurship, Community Service, and Web Site Development. More than 100 teams competed in testing their knowledge of Banking and Financial Systems, with the top ten winners presenting their on-the-spot team recommendations for managing a case study consisting of a problem/ scenario encountered in the banking or financial business community.
“After winning states, it is such an accomplishment to get in the top ten at the national level because the competition is so much tougher, but to place first is amazing,” said their advisor at Freeman, Mrs. Angela Skaggs. “I’m so excited for them. Both Grant and Eric possess the qualities, skills and talents to be future business leaders.” Grant and Eric Morris are brothers from Richmond’s West End. Grant Morris, 18, is a recent graduate of Freeman High School. He was an active FBLA member, and served as president. Additionally, he was member of the track team, National Honor Society, and the history club. He will be attending The College of William & Mary in the fall, where he plans to major in business and history. Eric Morris, 16, is a rising junior at Freeman, also an officer in FBLA, and manager of Freeman’s track team. He is contemplating eventual dual degrees in engineering and business.
Membership FBLA-PBL is the largest business career student organization in the world. The high school division has 215,000 members, while the postsecondary division reaches over 11,000 college students. The newest group, FBLA-Middle Level, is showing remarkable growth with nearly 15,000 student members.

The VA State PAL Basketball Team comprised of Henrico and Richmond PAL basketball players traveled to Dunn, N.C. to compete in the National PAL Basketball Tournament on July 21 through July 24. The team placed second in the 16-year-old and under bracket. One of the highlights was Henrico PAL player Jamal Reynolds’ dunk over an opposing team’s player.
In 2008, the National Highway Traffic Safety Administration reported approximately 883 people were killed and an estimated 165,000 people were injured due to red light violations. The leading excuse nationwide given for red light running was neither frustration nor road rage; it was “being in a hurry.” In cities across America, too often the yellow light has come to symbolize “hurry up” rather than what it really means, “Slow down and prepare to stop.” In 2009, Henrico had three

fatal and several injury crashes that can be contributed to drivers failing to obey the red traffic signal. Also that same year, Henrico Police Officers issued 1,973 traffic summonses for failing to obey the red traffic signal, says Sergeant A.J. Gordon of the Henrico Police Traffic Safety Unit. Each year, Henrico Police Officers conduct red light enforcement specials at high crash locations throughout the County to improve safety at these intersections and prevent the crashes. During the “National Stop on Red Week” campaign, which runs from August 1
through August 7 motorists can expect to see Henrico officers conducting high visibility enforcement at various intersections to promote intersection safety and remind drivers that red light running will not be tolerated. The goal of the “Stop on Red or Stop on Blue” campaign is to promote safety and educate motorists of the inherent dangers of red light running. Motorists are reminded to slow down and prepare to stop when they see the yellow light. Remember that stopping for the red light will not only save your life, but will save the lives of others.

for those who are prepared to roll up their sleeves and work. “You need to have a passion to help children,” said Haskins. “You must be able to step outside your comfort zone,” added Dean. “It’s about the most demanding volunteer experience you can expect,” said Garrison. Lack of a fear of strangers is definitely a must, said Executive Director Barbara Herzog, who added that the program is looking for a culturally diverse group, particularly more men as volunteers. That will help the office better match their volunteers with their cases, which include teenage boys, said Dean. Spanish speaking volunteers are especially needed and the volunteer coordinators said retirees are also encouraged to apply.
For those who are up to this challenging but rewarding volunteer opportunity, Henrico CASA will conduct a free, six-week training program for volunteers from 6-9 p.m. each Monday and Wednesday beginning Monday, Sept. 13 at its office in the Hungary Spring Office Park, 3001 Hungary Spring Road, suite A. Acceptance is not automatic. Potential volunteers must apply for the program. Applicants will undergo interviews, background and reference checks as well as fingerprinting and local criminal checks. Once accepted, volunteers are asked to make a one year commitment. Contributed Report Senior Connections, The Capital Area Agency on Aging is currently recruiting volunteers age 55 and older for the Foster Grandparent Mentoring Program. Volunteers who are interested in sharing quality time with children who have special needs are being recruited for this important program. This is a volunteer program sponsored by the Corporation for National and Community Service. Foster Grandparent Mentors receive training and orientation. They benefit from opportunities to share their lifetime of wisdom and expe-
riences. They assist in classroom settings and give oneto-one mentoring in support of teachers and other youth instructors. The Foster Grandparent Program provides a wonderful opportunity for older adults to mentor children with special needs. Benefits include a modest tax-free stipend to help defray volunteer expenses. Lawn care seminars next week Contributed Report The Henrico County Extension Office will continue its free, year-round seminar series Aug. 10-12 with a program on summer lawn care. The seminars are scheduled for 7 to 8:30 p.m. each night at the following locations (each seminar will feature the same program): Tuesday, Aug. 10, Sandston Branch Library, 23 E.
