A Goochland man who designed a special flag to commemorate the events of Sept. 11, 2001 hopes to unveil a monument based on the flag design next year on 9/11. Richard Melito was spurred to design his Freedom Flag when he heard a television commentator say after 9/11 that the country should get back to normal. Melito disagreed.

“We should never forget,” said Melito in a recent interview. “I created the flag to remind people of what happened.” Since creating the flag barely two weeks after the terrorist attacks, more than 1,800 have been distributed to schools across the nation. Goochland County government suffered a double loss last week, when two key county employees died Friday. Deputy County Administrator Don Charles died after a battle with cancer and Debra Pierce, Director of the Goochland CSA/Office on Youth died of an unexpected heart attack. County Administrator Rebecca Dickson invited employees to gather in the Parks and Recreation gymnasium Tuesday to remember and honor Charles and Pierce. “This is a very sad time for Goochland County and for our Goochland family,” said Dickson Monday. “The organization is devastated. To lose two such wonderful, talented, vibrant people who cared so much about those around them and who gave their lives to public service and making this community a better place, is sad beyond belief. We intend to celebrate and honor their lives. We are all thankful that their lives touched ours. Simply put, our lives will not be the same without them.” Charles came to work for Goochland in 2005 after a long career as a city planner, landscape architect, and engineering administrator with the City of Richmond. “He’ll be hard to replace,” said District 3 supervisor Ned S. Creasey of
Charles. “He was one of those who believed in doing the right thing.” “It was shocking to the county to have two deaths in one day,” said District 4 superCharles visor Malvern R. “Rudy” Butler. “We’re going to miss Don and Debra.” Pierce had worked for Goochland County since 1996. CASA (Court Appointed Special Advocate) Director Ann Casey credited Pierce with the creation of CASA in Goochland. “She worked tirelessly to establish CASA in Goochland,” said Casey, who praised her for her devotion to helping children. A memorial service will be held for Pierce at Bliley’s Central Chapel, We d n e s d a y , Pierce September 7 at 2 p.m. A memorial service for Charles will be held on Thursday, September 8 at 2 p.m. at St. Stephen’s Episcopal Church, 6000 Grove Avenue, Richmond.

Chief MacKay “You knew some of your brother and sister firefighters weren’t going to be going home that night,” said Goochland Fire/EMS Director Bill MacKay as he recalled watching the second plane crash into the south tower of the World Trade Center on Sept. 11, 2001. “I knew right away it wasn’t a small plane,” he said, looking back on that day. He had just walked into his house after working his shift and switched on the television. His wife was at work and the kids at school. MacKay, then Captain in charge of the HazMat Unit for the Fairfax County Fire Department, grew up in Merrick Long Island and was a volunteer firefighter at 18. He knew a number of the New York City firefighters who died on 9/11. “Time becomes compressed,” said MacKay “It almost looked like a Hollywood stunt.” Then he saw news scrolling on the bottom of the TV that there was smoke at the Pentagon, about the same time
as his pager went off calling him back to work. MacKay could see smoke off in he distance from the Pentagon as he drove back to work. He didn’t go home until the next day; working about 48 hours straight, catching cat naps to get by. His unit was involved in emergency decontamination of some of the responders. The next day he and several others from Fairfax were asked to go to New York, arriving in the early morning hours. “It was eerie because the lower tip of Manhattan was all lit up by large lights,” he said. MacKay described the mood at the Commissioner’s office of the Fire Department of New York (FDNY), where his team went to get their assignment. “It was chaotic and emotional. They had lost hundreds of people,” he said, although the exact number and identities were not yet known at that time. MacKay said the recovery operation at what was called “The Pile,” only about 200 feet tall belonged to FDNY but they needed support. That’s what MacKay’s team was involved in, providing support in a variety of ways, including getting clergy to work in the morgue, providing criti-
cal incident stress management teams and trying to support the families of FDNY personnel. “It was bad but it was rewarding as well,” said MacKay. “It’s the reason we exist as firefighters, to help and support each other and our communities.” He didn’t return to Fairfax for 38 days. MacKay said although the U.S. had had terrorism before 9/11 (the 1995 Oklahoma City bombing and the 1993 World Trade Center bombing), that event changed everyone’s life. “This really put it in everybody’s living room for several days,” he said. “It personalized terrorism,” he said, since so many people had some sort of connection to the event, knowing someone in Manhattan. MacKay said 9/11 forced him to look at his own mortality. “It drives home the fact that one minute you can be here in the fire station enjoying camaraderie with folks and the next minute they’re gone,” he said. In Goochland, 9/11 has transformed the Fire/EMS service into a different type of agency. New training in chemical, biological and mass casualty events has made Fire/ EMS an “all hazard response agency,” said MacKay, who added that Goochland County could be a target for a terrorist attack, with Fortune 500 companies and high profile individuals. MacKay said Goochland could be a prime territory for a terrorist to set up. And although many terrorist plots have been thwarted, the nation must remain on alert, said MacKay. “The terrorists only have to be right one time,” he said. “We have to be right every single day.”

Sheriff Agnew “There was a sense of horror and anger,” recalled Goochland Sheriff Jim Agnew, who said he came into his office late on Sept 11, 2001. Once in the office, the Sheriff saw the same thing most Americans did that day. “We essentially sat there awestruck in front of the TV wondering what it meant, wondering if we were at war,” said Agnew, who added that the question was what impact the events would have on Goochland. When the news came of the attack on the Pentagon and the plane crash in Pennsylvania, Agnew said he knew something extraordinary was happening. Complicating matters was the fact that there was a burglary in progress, said Agnew. Most of the deputies on duty were looking for the suspect in that case. Later that afternoon Agnew recalls watching aircraft circling in holding patterns waiting to land. In the weeks following there was a huge number of calls about white powder in mail, recalled Agnew, none of which turned out to be a threat. Calls from citizens see 9/11 > page 3

The Goochland Chamber of Commerce will hold two candidate forums in October, said Executive Director Bonnie Creasey last week. A Candidates Night for Board of Supervisors and the Goochland Treasurer is planned for Tuesday, Oct. 18, followed by a School Board Candidate Night the next evening, Wednesday, Oct. 19 Both events will take place from 6 to 9 p.m. at the Goochland High School Auditorium, said Creasy. The forums will be moderated by Phil Daniel, host of the EZ 100.5 Morning Show. Each candidate will make
an opening statement followed by questions from the moderator. “The most we can do is three questions,� said Creasy, noting the large field of candidates this year. The candidates will each come to the podium in turn to answer questions from Daniel. No questions will be allowed from the audience. Candidates will then have the opportunity to make closing remarks. Creasy said the Chamber Steering Committee would determine the questions, based on citizen input. Suggested questions may be emailed to the Steering Committee at director@ goochlandchamber.org.
9/11 continued from > page 2 reporting suspicious activities also increased, most of which the Sheriff ’s Office referred to the FBI, said Agnew. “You really couldn’t put your finger on what it meant for our future and what kind of other activities might take place. Everyone was kind of antsy,� said Agnew. The events of 9/11 led the Sheriff ’s Office to reexamine their equipment, said Agnew, and they went to the Board of Supervisors and received money for gas masks and rifles, among other things. Ten years down the road the Goochland Sheriff ’s Office is better able to respond to threats, said Agnew, with better information sharing between federal, state and local law enforcement agencies.
9/11 Memorial Service
Agnew said that the Virginia Fusion Center (VFC), a partnership between the Virginia State Police and Virginia Department of Emergency Management, helps coordinate the exchange of information. During the Virginia Tech shootings in 2007, Agnew said his office was getting constant information from the VFC. The fact that no mass terrorist attacks have taken place in the U.S. since 2001 is evidence that “Someone in law enforcement is doing something right,� said Agnew, referring to the several attempts thwarted since 9/11. “I think that gets overlooked.�

It’s been 10 years since terrorists attacked the United States. Last week some Goochland residents shared memories of that tragic day. Ann Mosby was working in Powhatan when she heard it on the radio. “We listened for awhile and then went next door to Rosa’s Restaurant to watch it on television,” Mosby said. “It was hard to believe what was happening.” She had an aunt who lived in Harlem at the time. “We couldn’t get in contact with her. It was a week or more before we were able to reach her,” she said. “She was alright, but we sure worried about her until we reached her.” William Chavis was at work. “I drive a garbage truck and was out on the road when I heard it on the radio,” he said. “We were working and I didn’t pay much attention to it at first. They kept talking about it on the radio and I started listening. I felt real sorry for the people that were killed or got hurt. “When the earthquake hit last week, I didn’t know what was happening,” Chavis continued. “My son called me. We thought about 9/11. We thought it might

I was watching the events as I went from store to store.” James is a realist about such events. “I try not to let things that I can’t control bother me,” he said. “If things like that are going to happen, they’re going to happen. They’re out of my hands.” But one of James’ friends is more cautious. “I’m going to Las Vegas for a few days with several of my buddies,” James said. “One of

Ten years later A few weeks ago we called for readers to send in their memories of the Sept. 11, 2001 terrorist attacks that changed the nation. We didn’t get a big response. Not really enough to make up a section. One submission asked if they could remain anonymous. 9/11 is not about me, they wrote. Indeed. It’s not about any individual, but about all of us and the way the events of that day and the years that followed have changed the way we live. Things we would never have tolerated before we now grudgingly accept, such as the inconvenient security procedures at the airport. Flying’s not so much fun anymore, not like it was when I was a youngster. Then it was an adventure – now it’s just the quickest way to cover a long distance, but quite a hassle. There’re been other changes. As Sheriff Agnew noted, on 9/11 his department realized they weren’t really equipped to handle a determined opponent armed with modern weapons. They upgraded, as have almost all law enforcement agencies in the U.S. Now most officers carry a rifle in the cruiser, something not generally thought to be needed before 9/11. And as the Sheriff noted, we’ve managed to thwart any mass attack ever since, although as Fire/EMS Chief MacKay mentioned, there have been some “lone wolf” terrorist attacks, such as the Fort Hood shooter. And the Chief’s observation that our security must be right every single day, whereas the terrorists, and he has no
doubt that there are some out there still planning, only have to be successful once, is quite sobering. But what strikes us here is that, after 10 years, we have adapted, having made mostly commonsense accommodations to a world less friendly than what we faced a decade earlier. And we’ve moved on. As 9/11 recedes further into history it will inevitably become itself just a part of history. For those born after that date, it will have always been so that the nation lives under threat of terrorist attack. So we may be experiencing 9/11 fatigue, or perhaps better said, 9/11 resignation. Things are the way they are and there’s no going back to the way they were before. We, and it’s in a way painful to admit it, have gotten used to a reality that few would have imagined before.
Last week brought events that perhaps properly overshadowed memories of a 10-year-old tragedy, as the county lost two key employees on one day. Goochland is a small county and it’s clear that the county government is a tightknit operation where people not only work with each other but care about each other as well. Our thoughts and prayers go out to the families of Don Charles and Debra Pierce in their time of loss.

Letters continued from > page 6 a couple days before parents and students were to go to school to pick up their schedules and pay fees, the news broke on Face book! The news…well, Goochland County Public Schools, in the middle of an economic crisis, when some people can barely make ends meet, raised the parking fee for the students that drive from an already high $75 to a ridiculous $125.00. Not only did they raise the cost, they did not give any notice of the increase. Seems their plan was to drop the bomb on the parents and students when they actually stepped up to pay the parking fee. So, In addition to the fees already required for a “FREE” education, they tacked on another unexpected $50. The reason for this outrageous fee…we were told, was to pay the salary and/or benefits for, get this, a Parking Lot Attendant. OK, STOP! Not only did GCPS cut teachers, who educate our kids, they have decided it is more important to pay someone to walk or ride around the parking lot in a golf cart to keep an eye on the parking lot activity. They say it is for the safety of
our kids and their vehicles. For $125 they should offer valet parking! If the reason is for the safety of a vehicle, and something were to happen to a vehicle, is the school going to fix it? Do the teachers who park in that parking lot have to pay $125 for the safety of their vehicles? The citizens of Goochland pay their taxes, which pay the salaries of the GCPS employees, so why should we have to pay again for this Parking Lot Attendant? Doesn’t the school have a County Deputy working as a Resource officer? Can’t that be one of his responsibilities? Would somebody tell us what happened to the cameras in the parking lot? The parents were told back when the fee was raised to $75 that it was to pay for the cameras installed in the student parking lot. Are the cameras there? Have they ever worked? Have they ever been hooked up? Why do we need cameras and a Parking Lot Attendant for the parking lot? GCPS can’t find one other, possibly already overpaid, employee who can check on the parking lot activity from time to time during the day? An employee that, I don’t know, already spends a lot of time riding

One of the highlights in a kid’s life, one they wait, what amounts to their whole life for, is to drive to school and not have to ride the old yellow cheese wagon. Now, the fee is so high some might not be able too. Some students have to work to buy their own car, buy their gas, pay their insurance, and other expenses that come with owning a car. They work over the summer and on weekends or after school in order to pay these expenses. Now you want to charge $125 to park at the school? Donald Longcor Charles, passed away Sept. 2, 2011. He is survived by his beloved wife of 41 years, Sharon Lind Charles; his son, Tyler Lind Charles (Elizabeth); and brother, J. Gary Charles. He was born in Morristown, New Jersey, and graduated from West Virginia University. A devoted husband, father, and friend, Mr. Charles’ legacy can be seen in the many successful projects that improved the character of the Richmond area. He was a city planner, landscape architect, and engineering administrator for the City of Richmond for 30 years, Chief Administrative Officer for the Greater Richmond Convention Center Authority, and an adjunct faculty member and visiting critic and jury member at the University of Virginia, Virginia Tech, VCU, NC State and UNC Schools of Architecture,
Landscape Architecture and Urban Studies. He was a Trustee of Historic Richmond Foundation, and, upon retiring from the City of Richmond, became its Executive Director. He also served for many years on the Board of Directors for Charterhouse School. Mr. Charles was Director of Community Development for Goochland County and, up until his death, was Deputy County Administrator for Goochland County. He was a passionate pilot of airplanes, boats, and vintage race cars. An avid aviator, Mr. Charles learned to fly at the age of 10 and went on to achieve the rating of Commercial Pilot. He was a member of St. Stephen’s Episcopal Church, 6000 Grove Avenue, Richmond, where a memorial service and celebration of his life will be held on Thursday, Sept. 8, 2011 at 2 p.m. In lieu of flowers, memorial dona-

Dale Agnew named Christmas Mother Contributed Report The Goochland Christmas Mother Association has named Dale W. Agnew as Christmas Mother 2011. She will serve as Goochland’s 48th Christmas Mother. “I am very honored and excited” said Dale, “to have the opportunity to support this wonderful program. The work of this organization brings Christmas joy to those who otherwise might go without.” The Goochland Christmas Mother program has been serving the community since 1963. Dale and her husband, Sheriff Jim Agnew, have been a part of Goochland since moving here in 1982. Dale started work in the county as a deputy clerk in the Circuit Court Clerk’s Office, a position she held until 1992 when she became Chief Deputy Clerk. Dale has served the county for 29 years and has enjoyed helping citizens with services provided by her office. Dale is an active member of the Crozier Company 2 Fire and Rescue Auxiliary where she organizes the annual Brunswick Stew fund raising event. Dale and Jim have two grown children, Amber, an Administrative Assistant for an accounting firm in Richmond, and Michael, a Chesterfield County police officer. “Our family is committed to community service, and I am very glad to be able to participate in raising the contributions needed to make Christmas a happy day for so many,” Dale said. The Christmas Mother Association also announced key dates for the coming year. Applications for assistance will be taken on two Saturdays, October 29 and November 5, 2011 from 8 a.m. – 12 noon at the following locations: Goochland Parks & Recreation (1800 Sandy Hook Rd), Goochland Recreation Center (2415 Sandy Hook Rd) and Manakin Fire Station (180 River Road West, Manakin-

Bubba Bates has twin boys who attend Goochland High School and he is not happy about the recent increase in the studtent parking fee to $125. Bates said he doesn’t understand why the fee has increased from $75 to $125 and said last Friday he doesn’t plan to pay it. His boys will park off grounds rather than pay the increased fee. Bates, who owns a private security company, said the high school has a camera system to keep the parking lot under surveillance and wonders if the parking lot attendant job is

Pierce Debra Mary Pierce, 56, of Chesterfield, died suddenly on Sept. 2, 2011. She was a graduate of Scranton Central High School in
Pennsylvania and Penn State University. She earned her Masters degree from VCU. Debra’s life was dedicated to improving the lives of children. As the Director of Youth Services and the C.S.A Office of Goochland, Va., she was an advocate for abused and neglected children. Debra fought for each child she helped with a strong spirit and the heart of a mother. She was a loving mother, sister, daughter, aunt, niece, and friend. She
was the life of the party, an amazing cook and her smile would light up the room. She could make you laugh even on your worst day. She will be forever loved. Debra is the daughter of Gloria Hundich DeStefano and the late Gene DeStefano of Scranton, Pa. She is survived by her sons, Glenn Eugene and Christopher Andrew. not want to live there. I was in Philly a few weeks ago and it was a zoo. So there are good reasons to keep our property taxes lower than other parts of the country. My frequent travels convince me that Goochland needs to elect a Republican Board of Supervisors this fall that will act more responsibly with our public funds.
The day after Irene and my power outage I packed my snorkel gear and took a Delta flight to Key West for a fantastic week of bikinis, Mallory square, and general weirdness. Bulldogs warm up for FUMA showdown

Goochland coach Joe Fowler barely had time to savor the 46-7 thumping his team laid on Fluvanna in their season opener on Friday before his thoughts turned to this week’s opponent; FUMA. “Next week is uncharted territory for us,” Fowler said. “Fork Union has not played a public school in a long time and we think it will be beneficial to both of us. We wanted to step up to the big stage and take a shot at it.” The Blue Devils are the defending VISAA champs, a perennial powerhouse in their
division and known for producing NCAA caliber players. But even the looming visit to Goochland could not detract from the solid performance Fowler’s Bulldogs enjoyed at Fluvanna. It was the final appearance in the Flucos’ Costello Stadium. A new campus, complete with a state of the art artificial turf field, opens next year. Things went bad early and often for the Flucos, who took the opening kickoff and promptly moved into Bulldog territory on two pass plays. The Flucos’ aerial philosophy failed when Goochland cornerback Dasheem Norris jumped a route and picked off an Austin Foster pass. It was the first of two opening quarter interceptions for the senior, who also recorded

eight tackles in the game. “I watched the quarterback’s eyes, shuffled my steps, and the ball was right there,” Norris said. “The first one was easy, the second one I had to work for.” Fowler said his defense executed their game plan with a near shutout performance. “We’re going to ride our defense all season long,” Fowler said. “Defense and special teams are our absolute strength. It’s no surprise to me that they did what they did tonight.” Goochland’s usually dominant running game was a bit sluggish in the first quarter, but quarterback Cody Johnson compensated with a stellar passing game, leading the Bulldogs with two scoring strikes and a third called back on a penalty. The senior also added a touchdown on the ground. “Cody did a great job, and
continues to improve each day,” Fowler said. “He’s got a great feel for our offense and is incredibly intelligent; that coupled with his athletic ability, makes him a special young man.” On the night, Johnson completed eight passes out of 12 attempts for 116 yards and two TDs. Fowler said the unusual number of pass plays was more of a reaction than a game plan for the Bulldogs. “You have to take what the defense will give you and they were packing the box on us,” Fowler said. “We were having trouble running the ball, so we felt like we had to try to loosen the defense up.
