A man wanted by the Goochland Sheriff’s Office for a Sunday morning shooting death is now in custody. Kwamane Gordon Davis, 21, turned himself in peacefully at the Goochland Sheriff’s office at 10:30 p.m. Monday night, said Goochland Sheriff James Agnew. He is being held in the Henrico County Jail pending a video arraignment

Legislation proposed by the Department of Conservation to improve water quality in the Chesapeake Bay would impose significant costs on the Goochland County, according to a presentation by Environmental Planner Leigh Dunn at last week’s Board of Supervisors work session. Nine bills are under consideration. One bill would add Goochland and a number of other counties to the area cov-

Supervisors expressed their opposition. “Do they know how much is coming from Goochland County,” asked District 3 Supervisor Ned Creasey? “My big concern is all the small horse farms, the impact on them,” said District 4 Supervisor Malvern R. “Rudy” Butler. “We want to encourage the development community, busi-
ness owners, citizens and farmers to send their comments to state legislators,” said Dunn. The Richmond Regional Planning District Commission (RRPDC) will hold a meeting September 15 with other localities to get their feedback. Similar bills were introduced last year in the General Assembly, but were tabled indefinitely. In the afternoon the board agreed to send letters of opposition regarding proposed water quality regulations and to direct staff to direct concerned stakeholders to send letters as well.

Another difference between the B-1 and B-3 zoning categories is the height restriction: Buildings in B-1 are limited to 60 feet, while those in B-3 can rise to 100 feet. Dover Associates has agreed to limit the height of buildings on its property to 60 feet, and has also agreed to a right-of-way dedication on Route 617 and a $600,000 commitment to transportation improvements. The company also acknowledged that rezoning to B-3 would not obligate the county to provide

or extend public water and sewer, although the county said that it would consider creating a utility service district if $14 million in buildings and site development was achieved. These concessions weren’t enough, though, to sway the opinion of residents who said that rezoning the property without knowing what would be on it would pose risks to the county. “When I think about this, I keep coming back to one question: Why would we pre-zone 132 acres? 132 acres is a large piece of property,” said resident Kevin Kelly. “Right now if this application is approved, all we know is what would not be going there, which is a truck plaza…but we have absolutely no idea what would go there.” Several residents said that although Dover Associates agreed not to build a truck plaza or structures taller than 60 feet, other landowners in the area have not. Other speakers pointed out that rezoning in advance of knowing a developer’s plans could allow businesses to come in that would bring unwelcome noise, pollution and traffic. Supervisor Malvern “Rudy” Butler said that because the
property was in an overlay district the county would have a say in what kind of building would take place. “If we don’t like it, we don’t approve it,” said Butler. “We would have the final say so if they did come up with something on that property.” Of about 20 people who spoke at the public hearing, the only citizen who agreed with the rezoning was Ben Slone, who said that rezoning was a “very powerful tool we need to use in today’s economic environment.” Board Chairman William E. Quarles Jr. said that the county needs to decide how it can develop in ways that best meet the needs of all of its citizens. “It is going to take collaboration, communication, and everybody working together to do so,” said Quarles. “And there are a lot of things to think about, if Goochland is going to maintain its pristine rural nature along with the economic development we need to minimize our tax burdens, or we are going to be in dire straits.” Supervisors James W. Eads, Quarles and Andrew Pryor voted to deny the rezoning; Supervisors Butler and Ned S. Creasey voted to approve it.

Shooting continued from > page 1 At a Sunday afternoon press conference, Agnew described a chaotic scene as sheriff ’s deputies arrived at a residence in the 3600 block of Hadensville-Fife Road in western Goochland shortly before 1 a.m. Sunday morning. Agnew said that 50 to 100 guests had attended a baby shower at the house, when an altercation led to violence. Many guests were leaving as the authorities arrived. According to witness-

es interviewed by investigators, Davis and other unidentified individuals chased and shot 24year-old Dwayne Richard Hardy dead after Hardy shot their friend, Alvin Daniels, 23, three times in the back with a .38 caliber revolver. Witnesses said friends of the wounded Daniels pursued Hardy across the front yard of the property and shot him in the back of the head, according to Agnew. A shotgun and a 9 mm pistol were involved. Davis and others then left in a vehicle, firing more rounds, one of
which struck a 54-yearold Goochland man as he slept in a vehicle, according to witnesses. Agnew said that the deceased victim had not been invited to the party. Both injured men were taken to VCU Medical Center. Hardy’s body was sent to the Medical Examiner’s Office in Richmond. Agnew said the investigation is continuing to determine who was there at the crime scene. He would not rule out the possibility of charges being brought against additional individuals.

It takes a village, to build a village Think about where you want to live. Sit back, close your eyes, and let your mind envision the streets you want to walk along, the buildings you want to enter, the parks and schools and libraries where you can linger and learn and the people you want to wave to as you wander through your day. Now open those eyes back up, look around and check out where you are. Does the reality align with the dream? It probably doesn’t, unless you knew what that dream looked like when you created your current surroundings. This was what several citizens pointed out a public hearing last week, during discussions of whether to pre-zone property for uses as yet undetermined. My father is a retired Marine Corps Colonel, and the Marines have a saying about the seven Ps. Since this is a community newspaper, I am going to edit this to the six Ps, which will then go something like this: “Proper planning and preparation prevent poor performance,” This week County Administrator Rebecca Dickson presented five goals for Goochland, and these goals are that the county be well-managed and fiscally sound, that it provide an excellent quality of life and a safe and secure community, that it be customer focused, and that it have a strong and diverse economy. How will county leaders, and the citizens they serve, achieve that? By designing and meeting goals tailored to each priority, said Dickson. As administrators, supervisors and residents talked last week about the proposed rezoning of the interchange in Oilville, it became clear that the county does not yet have a consensus on how to balance an excellent quality of life with a strong and diverse economy. This balance can definitely be struck, as it has been in other communities. But we don’t yet seem to know how we want to do that here. Board Chairman William E. Quarles Jr. made a good point when he said that whatever the outcome of the vote to rezone the property in Oilville, the county needs to start thinking about what it wants in its community and what it doesn’t. The county has created a comprehensive plan, and has now added strategic goals to that, and these are excellent beginnings. But until Goochland really understands what it wants to become, there is the chance that mistakes will be made, that proper planning won’t happen and poor performance will thrive. - Amy Condra

Standing up for the school superintendent I have had mixed responses to my letter to the editor requesting civility and fairness in dealing with the school administration. Those of you who do not read the Goochland Gazette opinion blogs are missing quite an interesting discussion. Emotions are high, particularly on the part of a handful of very vocal parents, and particularly those associated with GEPA. One important goal of GEPA as best I can tell from reviewing the
information on their website and from blog posts, is to destroy the career of at least one individual who has dedicated her life to the service of others in the teaching profession. I disapprove of this goal; however, as long as they are up front about what it is that they want to do, and they do it in a way that is civil and fair, then they have every right to pursue this dubious goal. I believe I was correct in addressing the tactics used to stir up emotions against the school administration, because after beating it to death on the blog, it’s pretty well confirmed that the school fees were a red
herring issue with no bearing on the subject other than to create questions where none existed. The cell phone issue however, is worthy of further discussion and I have suggested several approaches on the blog to address that in future budget meetings. I never intended to get wrapped up in the details of the education issue - only to promote civility and fairness. Letters continued from > page 6 When I saw the vitriol in emails distributed on various mailing lists in the county, and in the blogs and letters to the editor that sought to create anger at the administration, I had to ask why Superintendent Linda Underwood was so hated. What had she done that made people want to destroy her career? So I asked her. I contacted her directly and asked. I made it clear that I was interested in fairness and civility and told her Iâ&#x20AC;&#x2122;d be standing in line with tar and feathers if she was the scoundrel she was accused of being. I really hope she doesnâ&#x20AC;&#x2122;t mind, but Iâ&#x20AC;&#x2122;d like to share a few of the things we discussed. First she pointed out that she wasnâ&#x20AC;&#x2122;t Frank Morgan. Heâ&#x20AC;&#x2122;s a public releations guy and she was the worker bee during the time they worked together as a team. She blends into the background, but it turns out that she attends a great many events. I had complained about not seeing her at some of my sonâ&#x20AC;&#x2122;s band events, but sheâ&#x20AC;&#x2122;s at many more activities than I realized â&#x20AC;&#x201C; she just doesnâ&#x20AC;&#x2122;t stand out in the crowd. Her philosophy is that these activities are for showcasing students, not grabbing the spotlight. She told me that it has been an awful year, that people are under a great deal of stress with the economy, the uncertainty of so much that we formerly took for granted. She said she really hate sthe lack of civility that has permeated the community that she used to love and that she fervently hopes that the walls that have been constructed over the past year are just temporary. The challenges arenâ&#x20AC;&#x2122;t over, she said, and if we canâ&#x20AC;&#x2122;t come together to do what we can for everyone (not just those
who yell the loudest, or speak the most often, who are the most articulate - but particularly for those who have no voice and no power), she said she fears for the future economic, mental, and â&#x20AC;&#x153;soulâ&#x20AC;? health of our community.â&#x20AC;? She told me that she would continue to make decisions that let her look back at herself in the mirror each morning, and be able to say, â&#x20AC;&#x153;I did the right thing.â&#x20AC;? After I realized that a big goal of GEPA was to fire or suspend her â&#x20AC;&#x201C; along with a couple school board members if possible, I asked her again,

why they were so adamant. Again, Iâ&#x20AC;&#x2122;d like to share some of her thoughts. She said she tried both ways â&#x20AC;&#x201C; responding to everything GEPA writes and not responding. When she responds she is accused of â&#x20AC;&#x153;spinningâ&#x20AC;? or lying and when she doesnâ&#x20AC;&#x2122;t respond she is not listening. She provided me with a recap of the budget situation the county found itself in. Discussions started weeks earlier than normal and all the possibilities were laid out from the first discussion. They wanted the public to hear and understand the
issues in revenue challenges, required/mandated services, needed services, wanted services, etc. Well unfortunately that approach didnâ&#x20AC;&#x2122;t work because revenues kept changing at both the state and local level, making it very difficult to have a target to work towards. With a continually shifting target to deal with, nobody wanted to cut anything, and it didnâ&#x20AC;&#x2122;t make sense to dismantle programs for which the school had worked so hard to secure funding, and which had been strategically implemented.

Most of the meetings, Iâ&#x20AC;&#x2122;m told, were simply presentations of how they got to that point, and what they had left to reduce that wasnâ&#x20AC;&#x2122;t mandated. However there were hours and hours of conversation with individual board members that took place between meetings. The purpose of these conversations was to provide the superintendent with direction as to what to bring to the board next. So all the public saw was what trans-
pired at the meetings. The supervisor presented additional cuts and it appeared that the board merely rubber stamped them. In fact, painful conversations and individual meetings went on for months to arrive at a budget that, according to the supervisor, would â&#x20AC;&#x153;preserve the core instructional program, maintain programs and staff necessary to meet mandates, and affect the fewest number of students.â&#x20AC;? the school division afloat. Administrative reductions in force were primarily handled through resignations, leaves of absence and retirements. Since they knew in advance that reductions were going to be required in administration, they were already working towards that goal and thus managed to reduce administration without RIF (reduction in force) letters. She planned and managed the reductions to the central office and they were accomplished. In attempting to deal with those who would run her out of town on a rail, she said to me that she comes come back to her center: She said she has always taken the high road and that it is not her style or character to hold a grudge, punish, or plot. She said she chooses to continue to do the right thing for her students and staff and will do what she can, with what she has, where she is right now. Citizens of Goochland County, I don’t know her well, but it seems to me that our school superintendent has character. I’ve read nothing to justify ‘removing a cancer’ as one blogger put it. Can’t we work with her, instead of against her? It surely seems to me that she has the best inter-
ests of all of our children at heart. We don’t need “sides,” we need unity. There is enough for everyone if we realize that nobody is better than anyone else – that everyone is special. We are all one. Patrick Gannon, Maidens, VA
Voting for direction Last week’s Goochland County Board of Supervisors meeting’s evening session offered both refreshing and questionable glimpses on current decisions forcefully shaping our county’s future. County Administrator Rebecca Dickson publicly extracted from the board their short-term action plan. Thanks to Ms Dickson for providing a workable road map with milestones to reach the five laudable goals of making Goochland 1, Well Managed and Financially Sound, with an 2, Excellent Quality of Life, being a 3, Safe and Secure Community, with 4, Customer Focused governmental processes, and having a 5, Strong and Diverse Economy. She labeled these as Strategic Priorities and with very minor board-inputted adjustment; there is now some much needed hope for Goochland’s future.

The rudderless juggernaut formerly known as the Good Ship Goochland has some direction despite the past ports of call visited by those we elected. The meeting quickly moved from refreshing to questionable as taxpayer dollars were used by Mr. Charles, aided and abetted by Bob Hammond (when will our Mis-Director of Planning please retire already!), to present over 50 pages of wasted paper requesting a zoning reclassification from A-2 (Agricultural, Limited) and B-1 (Business, General) to B3 (Interchange, Commercial) for approximately 132 acres located east of Oilville Road and north and south of I-64 at the Oilville Interchange of I-64 against which our planning commission had already advised. Despite a last-minute and evil-smelling caveat that this rezoning would not allow a “Travel Plaza,” those citizens attending were united and vocal in opposition to more undefined “Short Pump” like sprawl leapfrogging past Centerville to an even more infrastructurally challenged Oilville. Intelligent, heartfelt and articulate arguments were passionately made. The proffers were intellectually and financially challenged.
Considering (Mr. Satterwhite) was on the antidevelopment side of the recent 623 Landfill rezoning issue he had as much credibility here as a Red Sox fan in Yankee Stadium. Our voices of reason were heard, and the board, with a 3-2 vote, ruled against our Deputy County Administrator’s application. What I found interesting was how the board split their vote. “The Three Blind Mice” surprised this citizen in their solidarity against Goochland’s “good ol’ boy” status quo by voting against the rezoning. The two members representing the districts both closest to and containing Dover Associates’ 132 acre parcel voted for the rezoning, thus obviously not heeding the unanimous feelings of their constituents in attendance. Perhaps their true loyalties lay outside the ballot box? I did not recognize any members of the media in attendance. Doody, Ferguson and Madera set pace for Bulldogs GHS cross country teams ready for final Jefferson District challenge BY JIM RIDOLPHI Special Correspondent
Goochland cross-country coach Henry Jones enters the school’s second and final campaign in the Group AA Jefferson District with a variety of talent, some more experienced than others. “We have a young team, and lost a few members from last year, but I think we have some younger runners who could really help us out this year,” Jones said. The team is off to a good start. The boys placed first in the recent Prince Edward Invitational and the girls captured a solid second place finish. “It was a good test for us and gave us some early season experience. I was proud of the way the teams competed and finished,” the coach said. Senior Casey Doody returns as a top prospect on the girls’
side, while Stephen Ferguson and Aaron Madera will fill the top two boys’ positions. This year an expanded schedule will challenge the young Bulldogs, but Jones said when it comes to competition, the more the better. In addition to the four Jefferson District meets, the team is scheduled for six area invitationals. “The competition is what makes the athletes compete better, so we thought more meets would better prepare our teams for district play,” Jones said. “The invitationals are always more demanding, so it helps our team.” Ferguson hopes to continue his running career at University of Virginia at Wise or Longwood, and was an alldistrict competitor last year. Jones said he’s also expecting a lot from the younger members of the team. “Caleb Doody, a sophomore, has really looked
good and is moving up and some quality programs,” he holding the number five spot,” said. The team’s stiffest challenge should come from perennial powerhouse Western Albemarle. “They are usually our toughest competition, and it looks like that will be the case again this year,” Jones said. “Beating them will demand a lot from our team.” Monticello and Fluvanna also look strong for this year’s season. Jones is also keeping a watchful eye on a group of talent who will make the transition from middle to high school next year, including a pair of twins already gaining local notoriety. “We’re really excited about Madison and Morgan Venhuizen moving up next year and think they have great potential for the team,” Jones said. “They could very well be the number one and two runners for next year.”

Burton knows about having a good time While many NASCAR drivers live for the intensity of the Chase, South Boston’s Jeff Burton looks at the final 10 races differently. “This is the most fun 10 weeks of the year,” Burton said. “This is what you live for. Every time I get in the Chase, I tell myself I waited my whole life to be in this position, so that’s a hell of a cool thing.” Burton, driver of the #31 Caterpillar Chevy feels many his competitors are overcome by the intensity of the Chase. “We tend to get caught up in the pressure of it,” he said. “But man, we’re playing a game and it’s supposed to be fun.” But that does not mean Burton should be taken lightly when the Chase gets under way. “My deal is that I’m going to go race as hard as I know how to race,” he said. “I’m going to ask my team to work as hard as they know how to work. Harvest Festival 2010 Contributed Report Harvest Festival 2010 will be an a‘maize’ing event to kick-off the commemoration of Henrico County’s 400th Anniversary! Join the County of Henrico Division of Recreation and Parks for this free family event on Saturday, October 16 from noon-5 p.m. at Meadow Farm Museum/Crump Park, 3400 Mountain Road in Glen Allen. The theme of this year’s festival is corn! Learn everything you ever wanted to know about corn and its many uses throughout history. The Harvest Festival will feature many hands on activities and demonstrations of typical homemaking and farming tasks of the era such as cider making, candle dipping, bee keeping, blacksmithing, woodworking, and a
natural dye demonstration. Guests can also visit the replica Virginia Indian village. Some additional a‘maize’ing activities include corn husking contests, corn shelling, and popcorn sampling. Children ages 3-12 can visit the Great Pumpkin Patch of Meadow Farm and take part in gourd decorating and cornhusk doll making. Live music and dance will include cloggers, local school groups, a Mass Gospel Choir of Henrico, and performances by the Hackensaw boys and The Runaway String Band. This event is the first of many to commemorate Henrico County’s 400th anniversary in 2011. Henrico to celebrate 400 years of history By Ken Odor Media General Staff Writer 1611 to 2010. That’s how long Henrico’s been around. Next year will be the county’s 400th anniversary and that’s a reason to celebrate. Monday morning Board of Supervisor’s Chairperson Pat O’Bannon gave the Henrico Business Leaders group a preview of what’s in
store for the upcoming year at their monthly breakfast meeting. In an interview after the breakfast, she talked about the evolution of the concept. O’Bannon said she first broached the concept of a 400th anniversary celebration in a constituent questionnaire in 2007. “Most of the people who answered were in favor of it,” she recalled. But
they weren’t in favor of going overboard. “Don’t just go out and spend a lot of money on fireworks,” was one response. So careful spending, with the idea of promoting the local economy has been the watchword of the plancontinued on page 2
A ribbon-cutting ceremony to mark the opening of the Henrico County Tourist Information Center at Dabbs House Museum will be held this Friday. The center will feature multi-media information about the county’s history, historical sites, cultural opportunities and local attractions. A new display will highlight four centuries of Henrico history. As one of 61 certified visitor centers
statewide, the Henrico County Tourist Information Center also will provide maps, guides and brochures from the Virginia travel industry and the commonwealth’s other visitor centers. The Tourist Information Center is one of the many planned activities to commemorate the county’s upcoming 400th anniversary in 2011. Throughout the year, Henrico will host a series of recreational, educational and entertaining events that will highlight the county’s rich history and culture.

Henrico County celebrates 400 years on a website that should be ready in two or three weeks. “It’s intended to traverse the period through the 2011 celebration,” said Vithoulkas. After that, who knows? O’Bannon said making the 400th anniversary and economic positive for the county has always been the watchword. “Everyone has been good about keeping costs down,” said O’Bannon. One way that has been achieved is by using an existing facility as the first tourist center. On Friday the Dabbs House Museum will open as the first Henrico Tourist Information Center, offering tourist information during its regular operating hours from 9 a.m. to 5 p.m., Wednesday through Sunday. Signs on I-64 will direct travelers to the correct exit on Nine Mile Road to find the Dabbs House. The kick off event for the 400th Anniversary will be the Harvest Festival at Meadow Farm October 16 (see story at right). Henrico’s schools are also involved in the

A commemoration website lists places to stay in Henrico while touring the county’s historic sites. There’s even a Henrico Advantage card in the works, an idea unveiled at the HBL meeting. “It was Varina supervisor Jim Donati’s idea,” said Henrico Director of Finance John Vithoulkas. “He came in and handed me a local currency. Isn’t this a neat idea?” he asked. Vithoulkas said HBL along with the Lakeside Business Association and the Eastern Henrico Business Association all collaborated. “The premise is all about buying and shopping local,” said Vithoulkas. The card will allow users to benefit from discounts from Henrico businesses that will be listed
anniversary efforts, with a new 5th grade social studies curriculum that includes Henrico’s history. Schools that are 50 years old will have brass plaques installed to show where the school began. Henrico Education videos and TV programming have been produced, said O’Bannon. O’Bannon lauded the many partnerships, particularly with local businesses that have facilitated the anniversary effort. “We found a lot of co-sponsors,” she said. Again she emphasized the cost control of the entire effort. “We’ve tried to make all our purchases local and use local vendors whenever possible,” said O’Bannon. In January an event is planned to invite officials from the surrounding counties that were part of the original shire in 1611. “Our goal is to make something happen in Henrico for business and local community,” said O’Bannon. Henrico Police to help with prescription drug take back program Contributed Report The Henrico County Division of Police along with the Virginia State Police will be assisting The Drug Enforcement Administration -with the first ever nationwide prescription drug take back program. The DEA coordinated with local law-enforcement, and together they will be operating collection sites around Henrico County where residents can turn in their unused, unneeded and/or expired prescription medications. The service is free and anonymous, no questions asked. Prescription medication drop offs will be facilitated at two locations: Public Safety Building 7721 E. Parham Road Fair Oaks Station 561 Eastpark Court, Sandston This initiative addresses a vital public safety and public health issue. Many Americans are not aware that medicines that languish in home cabinets are highly susceptible to diversion, misuse and abuse. Rates of prescription drug abuse in the United States are increasing at alarming rates, as are the number of accidental poisonings and overdoses due to these drugs. Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, many Americans do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away - both potential safety and health hazards.
Prescription drugs cannot be turned back into your local pharmacies; they must be handled in a special manner. “With this National Prescription Drug Take-Back campaign, we are aggressively reaching out to individuals to encourage them to rid their households of unused prescription drugs that pose a safety hazard and can contribute to prescription drug abuse,” said Acting Deputy Attorney General Gary G. Grindler. “The Department of Justice is committed to doing everything we can to make our communities safer, and this initiative represents a new front in our efforts.” “Prescription drug abuse is the nation’s fastest-growing drug problem, and takeback events like this one are an indispensable tool for reducing the threat that the diversion and abuse of these drugs pose to public health,” said Director of National Drug Control Policy Gil Kerlikowske. “The Federal/state/and local collaboration represented in this initiative is key in our national efforts to reduce pharmaceutical drug diversion and abuse.” Collection sites in every local community can be found by going to www.dea.gov.
