Raymond A. Miller has been serving on the Goochland County School Board longer than any of the current students have been alive. “Let’s just say it’s over 30 years,” Miller said. “When I first became a member of the School Board, I was appointed, now members are elect-

ed. I accepted the original appointment because I had a passion for education, and I’m running for reelection because I’m not finished. There is still work to be done.” Miller talked with pride about the positive accomplishments of the Board in recent years. “There was a study 12 years ago where Goochland County residents were asked among other things

School Board candidate Penny Palen said last week she has taken steps to determine the status of Goochland School Superintendent Linda Underwood’s current contract. Underwood’s original 2007 contract was due to expire on June 30 of this year, however the School Board has extended it twice, in a July 2009 addendum until July 14, 2013 and again last October through October 26, 2014. Monday Palen filed a motion for a preliminary injuction in Goochland Circuit Court requesting the School Board be prevented from making any changes to the addendums or extending the contract. “I believe there are some irregularities and possible violations of Virginia Code concerning the wording of the two addendums to the superintendent’s contract,” said Palen, citing Virginia Code section 22.1-60 (A) which states that a school superintendent’s contract shall expire on June 30. “It’s not up to me to decide,” said Palen. “It’s for the interpretation of a judge.” Palen said she was concerned

that current School Board members might be discussing correcting the previous addendums or possibly considering making another contract extension. “My position is to prevent the School Board from making any changes,” said Palen. Palen delivered a letter to four School Board members at the Sept. 13 meeting and to the Schools’ attorney, Andrea Erard, announcing her intention to file a petition for injunction to prevent the current board from taking any action on the superintendent’s contract for the remainder of their term in office. Chester Brooks of Amherst showed up about 15 years ago and just started helping Edward Wesley out with his Sorghum Mill, making molasses. Trouble was, no one knew his name when he left. I’ve done just about everything except make moonshine,” he laughed. Brooks, a disabled veteran, said he was staying in the log cabin on the Field Day grounds so he didn’t have
to commute back and forth from Amherst for the threeday event. Brooks said he didn’t mind staying in the cabin. “I’m just an old country boy,” he explained. It was Field Day’s 20th annual extravaganza of all things old and interesting. As usual there were the ever popular lawn mower and tractor pulls and of course Robinson’s Racing Pigs.
A classic car show and antique military vehicles were on display and the famous Liesfeld Steam Sawmill was up and running. Jim Corrin of Chesterfield brought his two grandsons, Camden and Caleb for the third year in a row, and the two boys romped in the back of a truck filled with corn. “It’s a history lesson as well as a good time,” said Corrin.
In an emailed response over the weekend to the Gazette, Erard said, “I received a copy of a document from Ms. Palen last Tuesday stating that she was giving notice of her intent to file an Order of Petition for Injunction against the Goochland School Board relating to any amendments to Dr. Underwood’s con-
tract. This notice was provided pursuant to Va. Code sections 2.2-3713 and 2.2-3816. As of this email, I have not received any documents filed with the Court or a notice of any Court proceedings. I am not aware of any proposed action by the Goochland School Board to amend Dr. Underwood’s
contract. Without having an opportunity to review the pleadings related to this matter, I am not in a position to comment.” Palen and Kevin Hazzard are challenging incumbent District 2 School Board member Raymond Miller in the Nov. 8. election.

The Goochland Planning Commission was in no hurry to put the stamp of approval on the county’s Urban Development Area Proposals last week. After a public hearing on the matter commissioners voted to refer the plan back to staff with instructions to downsize the presentation to the minimum requirement. “It’s not what the citizens want,” said Chairman Courtney Hyers before the unanimous vote to defer action on the matter for sixty days. That was evident after the public hearing on the plan presented by Principal
Planner Tom Coleman, outlining proposed UDAs in the Courthouse and Centerville areas. Pat Hendy told the commissioners the UDA requirement, mandated by the General Assembly, would likely be repealed or made optional. “Why comply with a mandate that is scheduled to be reviewed and possibly changed?” she asked. “To delay would cause no harm.” Patti Rosner said the UDAs were a part of a United Nations Agenda 21 plan. Kay Davis said the goal of the UN program “is to abolish private property.” Several speakers asked
that their property be included in any UDAs eventually written into the Comprehensive Plan but the majority of the 13 speakers opposed the concept or advocating meeting only the minimum requirements. It became evident after the public hearing that the commissioners had been convinced. “We should delay a vote as long as we can,” advised District 1 Commissioner James P. Atkinson. Hyers said Roanoke had tabled consideration of UDAs for a year. Goochland County Attorney Norman Sales confirmed that no penalties see UDAs > page 7
Miller continued from > page 1 state of Virginia, I believe we are giving them that.” Miller noted that once you attain such high standards, it can often be hard to maintain them, especially in an economic environment where budgets are constantly being cut. “When the School Board is told we have to cut the budget, where are we going to go?” he asked. “The most obvious place is to eliminate a certain number of teaching and administrative positions. While we don’t want to do that, it’s a fact that those positions are higher paying jobs than support staff and will usually add up quicker to a needed figure.” An idea that Miller said he would like to see implemented might make cutting teacher positions easier. “I’d like for people in administrative positions at

the school level to teach at least one class a day,” he said. “This way, they stay in touch with the students and what is going on. I’m talking about principals, assistant principals and activity directors, anyone at a school who is in an administrative position and doesn’t teach a class.” Miller also said he had heard from many of his constituents about the $125 parking fee for Goochland High School students. “It’s the highest fee charged by any county or school district in this area,” he said. “I have told the people who have called me that we are going to look at this and we will. I know when we hired a monitor for the parking lot we had a need. There had been some vandalism and other problems. The money from the parking fee is used to pay for the monitor.” Miller had an idea of his own that might replace the

monitor. “We’ve got a contract for that service and I don’t know how long it goes,” he said. “I would like to see the Board look into using security cameras to watch the parking lot. I think it would be more economical and would still provide security.” With the School Board elections set for Nov. 8, at least two new members will be on the Board, replacing two that aren’t running for reelection. The other members all have challengers. In District 2, Miller is being challenged by Penny J. Palen and W. Kevin Hazzard. “Over the years, I’ve seen a lot of change in Board membership,” he said. “Sometimes new members come on the Board with their own agenda. It usually doesn’t take long for them to realize we are all here to serve the children of Goochland County, and it is our responsibility to do what is best for them.”

The $125 parking fee charged Goochland High School students has been reduced to last year’s fee of $75 and anyone who has already paid the full amount will receive a $50 refund. The action was taken Tuesday at the September School Board Meeting. Chairman Ivan Mattox Sr. announced as an addition
to the agenda that when the schedule reached the Action Items that he would entertain such a motion. By making the announcement when he did, Mattox probably defused a long line of students and parents ready to speak during the first of two public comment periods against the fee. Another item that Jane Christie spoke on during the public comment period concerned what was anticipated to be the approval of the 2012

Christie noted that two of the meetings in December were during holiday vacation dates and that two meetings in early January would occur within a few days of the new School Board being seated. She said that she didn’t believe the proposed schedule gave the new board members enough time to familiarize themselves with the proposed budget. Superintendent Linda Underwood responded that while the dates were different, the sequence of meeting followed last year’s budget calendar. Board member James Haskell agreed with Christie and asked if they couldn’t contact the Board of Supervisors about extending the final adoption date beyond Jan. 24. Mattox suggested the matter be deferred and said he would send a letter to the Board of Supervisors requesting more time. The Board also voted to have Underwood issue an RFP (Request for Proposal) concerning contracting all
or a portion of the custodial and janitorial services for the schools. Ernie McLeod and Sonny Turner made a brief presentation. One example presented was based on an unsolicited proposal for services and products and would save the county $165,069. A second example would save the county $79,069. The main differences in the two examples are that the first example includes 16 full time custodians, receiving salary and benefits and the second example reduces that number to 11. The first example lists janitorial supplies as costing $65,000 and the second $60,000. It was noted that several school districts in the area already contract their custodial services. Powhatan and New Kent were two of several mentioned. Scott Reed, a representative of Virginia Dominion Power, presented Connie Foreman a check for $5,000. Honoree Woodson, owner of Woodson Auto Sales for the last 14 years, stressed the value of the work ethic in his remarks. “I started as a lot boy and 27 years later the Lord blest me with my own business,” he said as he urged young people to pursue their goals. “It’s okay to chase your dreams,” said Woodson and thanked God for his help in his career. UDAs dying a slow death? After last week’s Planning Commission meeting it has become apparent that the county has little use for the mandate that the county create and add to its Comprehensive Plan any Urban Development Areas. The commissioners openly discussed what amounts to a delaying action, which, while making them compliant with the requirements, is designed to basically kill time until next year, when hopefully the whole thing may go away. Whether the Urban Development Area concept is a part of a United Nations scheme to mangle the concept of private property as some contend, or merely an attempt to make it cheaper for VDOT to maintain the state’s roads, it really makes no difference what the General Assembly’s motive was when it saddled localities with the mandate last year. Goochland doesn’t like it and is evidently prepared to drag its feet, waiting for the General Assembly to get the message and amend or abolish the requirement next session. As one speaker told the commissioners, he didn’t move to Goochland to have four lots per acre put next to him. Even those who might want to see some areas of increased density seem to bridle at the state telling the county what it must do in this regard. If the GA in its wisdom should see fit to make the requirement optional it would be a fine example of government wasting the peoples’ time and money for nothing, as county staff has been working on a UDA
plan, holding community meetings (at which it became known most folks were against the concept) and making presentations to two boards, when they surely could have been doing something else of more importance to the county. Here’s hoping the GA will get the message next year and make the whole matter optional, or abolish the concept altogether.
The Palen challenge A surprise development arose last week as School Board candidate Penny Palen made known she would attempt to enjoin the sitting School Board from taking any action to modify its already existing two addendums to Superintendent Linda Underwood’s contract, which in its original form expired June 30 this year. Or to offer another extension, although School Board Chairman Ivan Mattox said no such intention existed when asked. Palen maintains the two extensions are invalid, since the law as she reads it says superintendents’ contracts must expire on June 30, whereas the two extensions bear different dates. We’re not lawyers here but we wonder what might happen if a judge should rule that the extensions are indeed not valid. Would the judge allow a temporary extension? Schools attorney Andrea Erard said she could not comment until served, so we will just have to wait and see what develops.

Bad paving job on western county roads decried For the past few weeks, VDOT has been doing something to the roads in the western part of the county. I hesitate to call it paving, because when I think of paving, I think of old asphalt being milled up and new asphalt being laid down and rolled out flat. That is certainly not what has been going on out here. The crews seem to dump some asphalt down and roll over it a couple of times, leaving the pavement uneven and the road unsightly. I can’t even really say I understand why they are doing this in the first place. Yes, the pavement had cracks, but it was not something that made driving haz-
ardous or threatened to damage vehicles. I drive these roads Monday through Friday, for approximately 6 hours each of those days. I can honestly say that what has been done to the roads in the Hadensville, Shannon Hill, and Fife areas made them ten times worse than they were before. When you hit one of those irregularly shaped patches, the tires on your vehicle tend to grab the edge and pull you wherever that edge goes, which is likely to be over into the oncoming lane. Believe me when I say that’s not too fun, let alone safe, when you are in a seven ton commercial vehicle and another vehicle is coming in the opposite direction. I will admit that I know nothing

Gravely urged parents to encourage their children to value education and the work ethic, telling the story of how his mother, when she had finished her daily work, would bring home magazines and books for him and his 11 brothers and sisters to read. “Pick a book, pick a magazine and read it and we’re going to talk about it,” he recalled her saying. And Gravely urged parents to take responsibility for their children’s education. “President Barack Obama is not coming down to Goochland
and take your kids to school,” he said. “President Barack Obama is not going to come in your house and cut off that television,” he continued, “but the good Lord will give you the intestinal fortitude to do it.” Gravely also stressed the need for African Americans to “tell their own story,” decrying the commercialization of the legacy of Dr. Martin Luther King by retailers. In his wide-ranging address, Gravely urged the audience to practice their religion all week long, not just on Sunday. “You don’t need to tell me your faith or religion, because your works will tell me,” said Gravely. As its last act of the evening, the commission voted to recommend approval of a zoning ordinance amendment to require notice be given to property owners when their property is the subject of a zoning administrator’s decision.

to where we are supposed to sit quietly in the back of the room and study while a teacher holds a regular class. One of the classrooms I am assigned to has a ninth grade English class going on while I’m trying to study. Celebrating a neighborhood Staff Report The Glen Allen Ruritan Club drew a crowd again as it always does with its Glen Allen Day Parade and celebration at Meadow Farm/Crump Park last Saturday. This year’s theme was Glen Allen: Past, Present, Future.
Grand Marshall Edith Schermerhorn, a local artisan led the parade that kicked off the event, which included a Kids Fun Run sponsored by Girl Scout Troop 142 and the Glen Allen Elementary School PTA. There were also numerous other events to entertain the family: a classic car show,

Willie currently works for Barton Malow Company of Richmond, Va., as a project manager. Lisa attended East Carolina University, where she received a Bachelor’s of Science in Elementary Educations. Lisa teaches second grade at Pearson’s Corner Elementary School. The couple honeymooned in Virgin Gorda of the British Virgin Islands. They currently reside in Manakin-Sabot, Va.

Back to basics ground game sinks Mustangs Goochland ground game too much for Mustangs BY JIM RIDOLPHI Special Correspondent
On Friday the Goochland football team faced its biggest test of the young season in the form of the Monticello Mustangs. After last second losses in their previous two meetings, the Bulldogs emerged with a hard fought 25-20 win in Charlottesville. The victory didn’t come easy but the Bulldogs avenged a last second playoff loss to the Mustangs that ended their 2010 season. The mission did not begin well for the visitors with a fumble of the opening kickoff. But the Bulldog defense answered the early challenge and didn’t yield a first down. After the initial stumble, the Goochland offense returned to a familiar role; steamrolling the ball on the ground. Fullback Patrick Clore almost singlehandedly accounted for the Bulldogs first scoring drive which resulted in a 27-yard filed goal by Colby Cooke. The Mustangs answered when running back Issac Robinson scored from five yards out with a minute to go in the first period. Goochland found itself in an unusual circumstance after their early season success; trailing 7-3 as the quarter ended. However, the Bulldogs remedied the foreign situation with a familiar solution; using their solid ground game to take control. Mitchell Brice sprinted in from 11-yards out to give Goochland a 10-7 advantage. By halftime, the Bulldogs had mounted a 19-7 lead, thanks to continued rushing production, two first half field goals by Colby Cooke and lights out defense.
Robinson got his second score of the night on the Mustangs first drive of the second half, making the score 19-14. Cooke added another field goal in the third quarter and the Bulldogs entered the final period with a 22-14 lead. When the Vanderbilt bound kicker added an impressive 48-yarder, it appeared the Mustangs were finished with the score 25-14 and a little over four minutes to go. However, Monticello’s Mosley didn’t get the memo and sprinted in with two minutes remaining to make the score 25-20. The Mustangs placed all bets on the ensuing onside kick. Goochland’s Brent Alvis dove on the attempt but the Bulldogs couldn’t run out the clock and the Mustangs got one last shot. But this time they couldn’t pull off another miracle finish. “It’s nail biting time when you have an athlete like J’halil Mosley on the field and that kept everybody on their toes,” said Goochland coach Joe Fowler. “Our kids did a great job pursuing the ball. We knew we weren’t going to stop him (Mosley), but we wanted to contain him. He’s an amazing athlete.” But the Bulldogs had their own amazing athlete to rely
on. For Cooke, the big game atmosphere was a plus for his four field goal performance. “I feel better in the pressure games, and this game was intense,” he said. “I felt like I was on it tonight, and I think the emotion helped with the 48-yarder.” In addition, to Cooke’s four field goals, Patrick Clore had 142 yards on the ground while Mitchell Brice added 89 rushing yards. Nathan Adams anchored a dedicated defense, and recorded a huge sack in the waning seconds of the game. “Nobody’s worked harder in the off season than Nathan,” Fowler said. “Like I told the kids tonight… you play the games on Friday nights but you win them in March, April June and July by getting in the weight room and Nathan is a real testament to that.” This Friday night the #9 ranked Bulldogs host Central Lunenburg at 7 p.m. before hitting the road for two straight weeks. Goochland will Coach to Cure MD Staff reports
This Friday night, the football teams at Goochland High School will join the nationwide effort Coach to Cure MD. The Goochland varsity football players along with their opponents Central Lunenburg will all wear armbands in recognition of Coach to Cure MD, while the Bulldogs have designated an honorary captain for their team. Coach to Cure MD is a collaboration between the American Football Coaches of
America (AFCA) and Parent Project Muscular Dystrophy (PPMD). While 430 colleges will be involved in the effort this Saturday, September 24, Goochland is one of only a handful of high schools that have taken up the cause. The football teams and their coaches have designated the date as a means of raising awareness about Duchene Muscular Dystrophy and raising funds to help research a cause for the devastating disease. Diagnosed early in child-
hood, Duchene is the most common fatal genetic disorder that affects approximately one out of every 3,500 boys and 20,000 newborns worldwide every year. The progressive muscle disorder which manifests itself primarily in boys causes a loss of muscle function and independence. The Goochland junior varsity football team and cheerleaders will circulate through the crowd collecting donations that will go to research into finding a cure for Muscular Dystrophy.

GHS volleyball on track despite loss to Flucos Bulldogs showing progress as season goes on BY JIM RIDOLPHI Special Correspondent
Coaches never take losses well, but Goochland volleyball coach Jennifer Erixon saw some things she liked in the team’s loss to visiting Fluvanna last week. “Judging from the first time we played them, my girls have improved tremendously,” Erixon said. “We did lose tonight, but they played so much better than we did the first time we met. I’ve seen a lot of growth in them and I have nothing to be upset about.” There is no doubt new vigor in the Bulldogs game and the early season results are encouraging. The team is undefeated in the James River District with a win over preseason favorite Blue Stone. In their second meeting of the season with the AA Flucos (8-1), the Bulldogs (2-3) took
an early lead in the first game but couldn’t overcome a strong frontline for the Flucos, including Leslie Walters and Hannah Miller. Despite some spirited rallies Goochland lost the opener 25-16. The same pattern prevailed in the second game as the Flucos recorded a 25-15 victory and seemed unstoppable entering the third game. Down 23-17, the Bulldogs showed their tenacity and fought back to tie the contest. The Flucos closed out the game and the match with a 25-23 win. Erixon brings a new vitality and fresh approach to Goochland’s game, and she is excited about the team’s potential. “I’m asking them to do things they’ve never done before,” she said. “You have to be patient when you expect change, but they are willing to change and that’s awesome.” It’s still early in the process and Erixon said there’s still room for a lot of improvement. “We need to work on running
the offense and communication is a big thing as well as ball control for passing. Once we get them down, we can start really running our offense.” The coach believes every member of her team is contributing to the revived attitude on the court. “Taylor Scruggs is a hustler and has shown a real sense of teamwork,” she said. “Sydney Alvis, a freshman, has really been a team leader for us, and Christina Mills has been playing well.” The team will play three matches in three days this week. The Bulldogs traveled to Nottaway on Monday then returned to face Louisa on Tuesday and Cumberland on Wednesday. Short on QBs, Benedictine handles Collegiate Play, field sloppy, but Benedictine takes control BY DAVE LAWRENCE Special Correspondent
With four penalties — including three offside calls on Benedictine — in the first three minutes, it looked as if Collegiate’s visit would be as sloppy as portions of the Cadets’ sodden home field. It was. But both teams slogged it out and kept it interesting. In the end, Benedictine’s solid defense and explosive offense prevailed to earn a 257 victory. Benedictine (2-1) was flagged 13 times for 117 yards,
but many of the penalties were the result of aggressive play — aggressiveness that paid off in the end. “The offsides at the beginning were just aggressive, us trying to get off the ball, and their quarterback doing a real good job of voice inflection,” said Benedictine coach Greg Lilly. “There was some good strategy going on from (Collegiate coach Mark) Palyo and our defensive coordinator, coach (Kevin) Coles. “It was sort of a game of cat-and-mouse. They were trying to see where we were lining up, we were trying to show it to them as late as possible. It was
fun to watch.” Collegiate played without quarterback Wilton Speight, who suffered a broken right collarbone last week against Trinity Episcopal. He had surgery Friday and is out for the season. Neither team’s offense gained much traction until late in the first quarter. Ironically, Benedictine’s defense kickstarted the scoring. Defensive tackle Nigel Williams picked up a fumble by Collegiate backup quarterback Hank Evans and ran it into the end zone from the Cougars’ 28. It was the second time this season he returned a fumble
for a touchdown. The Cadets scored twice more in the second quarter, first on a 37-yard pass from Charley Meyer to DeShawn Wells, and then on a 27-yard run by Meyer. Meyer, normally a wide receiver, was filling in for David Geary, who was injured last week against Woodberry Forest. He led Benedictine with 15 carries for 150 yards, and four completions in seven attempts for 65 yards and an interception along with the touchdown. Running back Corey Downey carried the ball 18 times for 94 yards and Benedictine’s last touchdown, a 2-yard run in the
fourth quarter. The Cougars (1-1) had no lack of spark, either. They broke big plays, including runs of 21 and 20 yards by Tyler Kemeny and Justin Smalkowski, respectively, and chewed up most of the third quarter in their sole scoring drive. The Local and Regional Water Supply Planning Regulation (9 VAC 25780) mandates that all jurisdictions submit a local or regional water supply plan to the State Water Control Board by November 2, 2011. The Commonwealth initiated the development of a comprehensive statewide water supply planning process to: 1) ensure availability of safe drinking water to all citizens; 2) protect all other beneficial uses of the Commonwealth’s water resources; and 3) promote and develop incentives for alternative water sources. Public Hearing to Consider An Ordinance To Amend Goochland County Code, Chapter 10 (“Offenses and Miscellaneous Provisions”), Article II (“Noise”) by Adding Sections 10-40 (“Prohibited Noises Generally”), 10-41 (“Specific Acts as Noise Disturbances”), 10-42 (“Exemptions”), 10-43 (“Penalty and Enforcement”) and 10-44 (“Severability”) to Adopt Provisions Related to Noise Control and to provide for civil penalties for violations.
